Fire hazard rating raised to extreme in Delta Delta steps up patrols in parks, increases public messaging IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

With tinder dry conditions and no rain in sight, the City of Delta has raised the fire danger rating for the city to extreme. Delta has also ordered a ban on all propane barbecues, grills or cooking devices as well as no charcoal or wood burning barbecues in all parks, trails and natural lands in the city. There is also a ban on open fires, flames, candles, tiki torches and chafing fuels in all parks. At Monday’s council meeting, Delta Fire Chief Guy McKintuck provided an update on additional fire prevention measures the fire department has and is taking. “We will have the extreme rating in place until we get significant rainfall,” said McKintuck. He said a few weeks ago, letters were sent out to over 2,500 residents and businesses along the wildland urban interface zone with preventative

tips around green waste composting as well as how homeowners can fire smart their homes. “This has been wellreceived. We have even scheduled some times to go to homes and meet with residents and provide a fire assessment, so it’s been a positive initiative,” he said. “We are also increasing our public messaging on social media and the reader boards as well. Park and beach patrols have also been increased and we will have a greater presence.” In recent weeks, Delta Fire has had two deployments with the BC Wildfire Service with crews and equipment stationed in the Lytton fire area as well as Spences Bridge, Ashcroft and Boston Bar. He said all of those crews are now back in Delta. He added that on July 11, there was a ministerial order on train speeds in communities. “If there is an extreme fire danger rating in a

community and the temperatures are 30 degrees and above, trains will be required to reduce their speed,” he said. “How this might impact Delta… there could be some traffic delays on some of the crossings, so it could be double or triple the time.” In the past few weeks, Delta staff have been working with their parks patrols, bylaw staff and

the fire department getting prepared on additional fire safety and education in their parks. “This past weekend we did have parks patrol staff working with a high degree of compliance observed,” said acting city manager Marcy Sangret. “They [parks patrol staff] focused largely on Watershed Park, Delta Nature

Reserve as well as a number of sites in the South. We will continue to do that so long as the fire rating is where it is at and we will continue to work with the fire department as well.” Mayor George Harvie said as much messaging as possible will be done to ensure the community stays in compliance with the fire bans.

“It will be a number of weeks, if not months that we will be under this threat of fire,” he said. “We’ve been through this before, many years ago, and we just want to do everything we can to ensure we are on top of this. I want to urge to members of the public to be aware of the fire risks. Use caution and use common sense.”

Shearer to run for federal Conservatives

Current Chamber executive director to run in Delta IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

A familiar face in the Delta business community is throwing his hat into the federal politics. On Monday morning, the federal Conservatives officially announced that current Delta Chamber of Commerce executive director Garry Shearer is their candidate for Delta in the next federal election. “Public service is important to me, and I’m running to be your Member of Parliament to continue my record of service to our community, and because I believe bold, new ideas are needed to help our community recover from the impacts of COVID19,” said Shearer. “I am honoured to join Erin O’Toole’s Conservative team to fight for Delta’s best interests and help secure Canada’s future.” In a follow-up interview with the Optimist, Shearer said he will stay on as executive director until the election is called.

Wide speculation is that election call could be mid-August with Canadians heading to the polls in late September. “Any time I have been asked to serve in my community, I’ve seriously considered it and stepped up. Whether it has been Rotary or the Hospice or the Chamber,” he said. “I was asked and thought through it, conferred with family, friends and supporters and everyone said, this is something you can do and represent our community really well and we would be delighted if you stepped up and took on this role, so here I am.” This will be Shearer’s second turn at politics. He ran for Delta council in the 2018 municipal election under the Independents Working for You banner. As the Chamber’s executive director, Shearer led a team to help Delta’s business community pivot through significant challenges posed by the global health crisis. He previously worked in

the technology sector as an executive of several successful start-up businesses. A Rotarian since 1992, Shearer previously served as president of the Rotary Club of Tsawwassen. He is also a past president of the Delta Hospice Society. “Today, Canada is dealing with the worst health and economic crisis in a generation,” said Shearer. “My campaign will focus on addressing the significant challenges our community is facing through a strong recovery plan to secure jobs and get our economy back on track. I look forward to working hard to earn the trust and support of Delta residents in the weeks and months ahead.” Shearer said he committed three years to help the Chamber as executive director, and planned to step aside in the coming months. Now with this announcement, he is just fast-tracking a succession plan. “I’m very excited to continue helping our business community, but

My hope is I can continue my passion for business and help our business community as a Member of Parliament,” he said. In a media statement, Conservative Leader Erin O’Toole said he is proud to have Shearer join the growing Conservative

team. “Garry is a tireless advocate for Delta’s business community, understands the needs of families here, and has the demonstrated experience needed to support Canada’s economic recovery efforts as Member of Parliament for Delta,” said O’Toole.

Delta opening more cooling centres this week IAN JACQUES

i j a c q u e s @ d e l t a - o p t i m i s t .co m

With another heat wave on the way, the City of Delta is opening up more cooling centres throughout the community. Environment Canada has issued an alert for higher temperatures across the region for Thursday to Saturday. If you are in need of water or some time in an air-conditioned environment to cool down, Delta urges residents to visit a cooling centre open daily from 8 a.m. to 8 p.m. The following places will be open during that

time: * KinVillage Community Centre in Tsawwassen * McKee Seniors Recreation Centre in Ladner * Kennedy Seniors Recreation Centre in North Delta * North Delta Rec Centre * Ladner Leisure Centre * Sungod Recreation Centre * Winskill Aquatic & Fitness Centre * South Delta Rec Centre in Tsawwassen (open until 9 p.m. Monday to Saturday, open until 6 p.m.

Sunday). Ladner Pioneer Library, Tsawwassen Library and North Delta’s George Mackie Library are also designated cooling centres and are available Friday and Saturday from 10 a.m. to 5 p.m., Sunday from 11 a.m. to 5 p.m. and Monday to Thursday from 9 a.m. to 6 p.m. The city a couple of weeks back opened cooling centres at all three libraries and several recreation facilities in response to the early July heat wave. During a recent discussion at council, councillors and staff agreed that

opening more cooling centres was needed. In the past few weeks, staff have worked with the seniors centres to ensure that they could be opened in addition to Delta’s recreation facilities. The B.C. Coroners Service reported that 808 people died between June 25 and July 1 during the last intense heat wave. There were 232 deaths during the same period in 2020 and 181 in 2019. Both the City of Delta and provincial health officials are urging the community to take precautions due to the

intense heat. “During this hot weather it’s important to check on others, including seniors, young children and pets, and watch for signs of dehydration and heat exhaustion,” said Delta in a news release. “Be sure to drink plenty of water even before you feel thirsty, stay in a cool place and watch for symptoms of heat illness.” Symptoms of heat illness include: * dizziness/fainting; nausea/vomiting * rapid breathing and heartbeat * extreme thirst and decreased urination.

Jeannie Van Vliet IN MEMORY

Jean (Jeannie) Van Vliet entered eternal life on July 25th, 2021, at the age of 88, in her home in Tsawwassen surrounded by her loving family. In recent years, she has shown her courage in facing every day with a smile and optimism. Despite the pain she endured due to medical issues, Jeannie always worried about others first, and continued working at the nursery and helping people until her final days. Jeannie loved her family, and community. You could always catch her at Sunnyside, where she would be busy planting hanging baskets, cleaning and caring for the flowers, or behind the till. She loved seeing familiar faces, helping others, and cracking jokes, but above all she loved her family. She was one of the most caring and selfless people to ever have blessed the earth, and she will be sorely missed. Jeannie was born in the town of Rijswijk, Holland, on January 15th, 1933. She loved her family dearly and remained close with her siblings all her life. She grew up in Holland, where she worked hard every day to keep their farm running. For the rest of her life, Jeannie valued hard work and close bonds, and a surprising sense of humor. She passed these values on to her family, and close friends. After meeting Jack Van Vliet, they quickly fell in love, and they were married January 16th, 1960. Jack and Jeannie were dedicated to one another, and their love extends beyond life. Together, they had 7 children, Len, Marco, Peter, Ronald, Helen, Rene, and Conrad, and Jeannie’s world became about her children. Marco passed away as an infant, but Jeannie would never lose hope of meeting him again in heaven, and never lost focus of the family around her. Working seven days a week, and no matter what life threw at her, Jeannie found a way to put delicious meals on the table every single day and care for her children.

Jeannie and Jack moved their family to Canada in 1969 to take advantage of the opportunities and space for their growing family. While learning a language, and raising 6 children, Jeannie helped her family found Sunnyside nurseries in 1979. To Jeannie, it was important always to be useful, work hard and to keep her family happy, healthy, and safe. Just like when she was young, she worked 7 days a week to help grow the nursery and keep it running. Even in her later years, you could see her at the nursery every single day finding ways to help out, or, you might have heard her cracking a joke with a shocking sense of humor! Jeannie felt very lucky to have lived such a full life, and to have seen it come full circle working with the family that she grew with Jack. She is survived by her loving husband, 6 children, 13 grandchildren, and 4 great-grandchildren who will all feel her absence. Jeannie’s passing leaves us with wonderful memories and a deep sadness, even though she would be the first to say that life goes on and that you need to take care of yourself. Jeannie’s last gift to us is a legacy of optimism, family, and hard work that endures in her children, and grandchildren. It may be sometime before we are reunited with her, but her memory will live on through the nursery, the community, and the family that she loved so much. Friends and well wishers can visit Jeannie’s family, and say their final farewells at Sacred Heart Parish on Wednesday, August 4th, at 10 A.M. for prayers and funeral service. Following the funeral, the family will be attending a private service. In-lieu of flowers, please make a donation in Jeannie’s name to the Canadian Heart and Stroke foundation.

While braving the long-weekend ferry line-ups, dart into the bright yellow and teal bus parked at the Tsawwassen ferry terminal to get your COVID-19 vaccination this Friday. In a partnership between Fraser Health, TransLink and B.C. Ferries, the Mobile Vaccine Bus will make its fourth stop in the Lower Mainland to provide walk-in immunizations. “It’s really quick. You just show up, register, they take you onto the bus, they’ll administer your vaccine, and then you wait either at the

back end of the bus, or if there isn’t space, we have tents and chairs set up right outside,” said Translink spokesperson Tina Lovgreen. To qualify for your first dose on the Mobile Vaccine Bus, you do not need to be a B.C. resident or have a personal health number, but just need to be 12 or older. “It’s really about making it easy for people to get their vaccine,” she said. “We understand people have busy schedules and sometimes it’s hard if you have family to schedule your vaccine, so, passengers who are waiting to get on the ferry who are eligible for a vaccine can just hop on the

Mobile Vaccine Bus and get their COVID-19 vaccine.” For those who are eligible for their second dose, if the clinic has capacity, you can be put on a virtual waitlist and be texted to return later if there is enough vaccine left. So far, the Mobile Vaccine Bus has travelled to White Rock, Aldergrove and Fort Langley, and each trip has been incredibly successful and efficient, Lovgreen said. The Mobile Vaccine Bus will be at the Tsawwassen ferry terminal on Friday, July 30 from 10 a.m. to 4 p.m. while vaccine supply lasts.

Councillor seeks further information on DPD PR costs IAN JACQUES

Coun. Lois Jackson brought forward a notice of motion at Monday’s Delta council meeting seeking further information with regards to funds that were spent by the Delta Police on a public relations firm last June to handle the fallout from an incident involving Chief Neil Dubord’s wife Lorraine, which has since been resolved. Last week, Global News revealed that through an appeal of their February Freedom

of Information, they received and released a detailed breakdown of the PR firms’ invoices, which included such things as advice to the police board, prepared statements, and responses to public questions. Jackson’s notice of motion asks that the DPD management team, along with the Delta Police Board, respond to the public‘s questions about how department members appropriately distanced themselves from proceedings, and on what date did the police board approve

the hiring of the PR firm, now revealed to be Navigator. Following the motion, Coun. Bruce McDonald asked that staff get a legal opinion as to what council can and can’t do when it comes to discussions around police spending. Council previously debated at several meetings in February about provisions in the Police Act and the role of the Police Board as well as council when it comes to police spending. The notice of motion will be discussed at the Aug. 9 council meeting.

BCCDC issues shellfish harvesting warning SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

It’s a reminder to not go clamming where prohibited. The B.C. Centre for Disease Control has issued a warning to people harvesting shellfish in B.C. waters to take precautions this summer after a number of cases of Vibrio illness were recently recorded, likely due to higher concentrations of the bacteria in warm ocean waters. In addition to reminders about safe selfharvesting and proper preparation of shellfish, the BCCDC also noted harvesting in closed sites poses serious health risks. Fisheries and Oceans Canada closes areas to harvesting shellfish when there are toxins or bacteria present that can cause serious illness if eaten. The DFO recently reiterated that it’s dangerous when it comes to illegal

recreational shellfish harvesting in the Boundary Bay area. DFO Detachment Commander Art Demsky told the Optimist that despite repeatedly trying to get the message out, conservation officers were still busy catching illegal crabbers. “We’ve been seeing a lot more people out there because of COVID and the restrictions and regulations don’t seem to be having much of an impact,” he said. “We’re trying to let everyone know there’s been no shellfish harvesting allowed for almost 50 years in the Lower Mainland. There are health hazards associated to that. “With crab harvesting, there are rules and regulations and you need a licence. There’s daily limits, there’s size limits but people, for whatever reason, seem to ignore a lot of that and we are seeing an increase in vio-

lations.” The DFO notes nontraditional harvesters may not be aware that the entire Lower Mainland, including Boundary Bay, is closed to the harvest of bivalves because of sanitary reasons and the risk of toxic shellfish poisoning. The DFO also notes fisheries officers regularly patrol the area and adjacent beaches for enforcement and public education outreach. In a recent letter to Fisheries Minister Bernadette Jordan, Delta Mayor George Harvie said there’s a noticeable increase in illegal crabbing and harvesting of bivalve. The city doesn’t have the jurisdiction to conduct enforcement, so Delta is requesting fisheries officers increase enforcement and add multi-lingual signage to discourage illegal shellfish harvesting, said Harvie.

BCCDC IMAGE

There’s been no shellfish harvesting allowed for almost 50 years in the Lower Mainland. “Bivalve shellfish in the area can be contaminated with dangerous toxins, which unassuming harvesters may be consuming, putting themselves and their families at risk. In addition, while crabbing is legal with a licence,

illegal crabbing appears to be on the rise this year. We are seeking your assistance to curb both of these practices to protect people’s health and reduce the environmental impact on local ecosystems,” Harvie wrote.

Province introduces measures to prevent birds from being poisoned SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

It’s good news for the birds in Delta and elsewhere in B.C. The provincial government last week announced a temporary ban on the widespread sale and use of secondgeneration rodenticides, a move aimed at helping to protect owls and other wildlife from secondary poisoning while government conducts a science review and steps up the promotion of alternatives. Effective July 21, 2021, the sale and use of second-generation anticoagulant rodenticides (SGARS) is prohibited for 18 months. SGARS are more powerful than the previous generation of rodenticides and increase the risk of the secondary poi-

soning of other animals who consume poisoned rodents. According to East Ladner-based Orphaned Wildlife Rehabilitation Society (OWL), rodenticides may not have been intended for raptors and other predators, but it is not selective in what it kills. Despite what many people are told, and what is written on labels, no poison is safe to use, OWL warns. “When rodents eat the poison bait, death can take several days and before they die, they are free to roam. During this time they become weakened from internal bleeding, which makes them easier prey for predators and in turn poisons them. Many studies have been done and show that a wide variety of species contain traces of roden-

Foxes, bobcats, cougars, coyotes, raccoons, skunks, and even pet cats and dogs can contain traces,” the bird of prey rescue organization explains. In response to calls by local residents for the City of Delta to seek an alternative way to deal with the rodent population,

due to pesticides being too destructive to other animals, an outdoor trial began last fall for seven civic facilities in Ladner and Tsawwassen using snap traps in place of anticoagulant rodenticides. The selected sites were areas identified as having a higher likelihood of non-target predators present that could poten-

tially be poisoned, a staff report notes, adding the purpose of the trial is to determine the effectiveness of outdoor mechanical trapping prior to eliminating rodenticides at all municipal facilities. Delta’s indoor rodent control is accomplished exclusively through mechanical trapping. In addition to the outdoor trial, a study was to get underway at the Delta Community Animal Shelter on a new selfresetting trap. Those traps are advertised to kill a rodent, release the carcass, and reset automatically without human intervention. Nearby predators can scavenge rodents killed by the trap, thereby reducing the need for staff or contractor handling and associated costs. Meanwhile, the city

won’t be introducing a bylaw prohibiting rat poison for private commercial or residential use. The report explains local governments only have the authority to restrict pesticide use for cosmetic landscaping purposes on residential or municipal lands. Since rodents are considered structural and not cosmetic pests, local governments cannot enact pesticide bylaws that ban the use of any formulation of rodenticide. The province last week also noted that exemptions to the temporary SGARS ban include when use supports agricultural production and food safety. Health services, such as hospitals, food processing and storage facilities, restaurants and grocery stores, are also exempt.

OPINION

Feeling the Olympic spirit Editor’s Note IAN JACQUES

T

here have been some late nights and early mornings for me this week. The Summer Olympics are in full swing and I can’t get enough. With the 16-hour time difference in Tokyo, it has been hard to watch everything live, but I’m sure trying my best. It has been must-see TV for sure. There have been many inspiring and electrifying performances so far. As I write this Wednesday, Canada had won nine medals including two golds. Delta is well-represented at the Games with seven athletes competing in swimming, softball, water polo, field hockey and rowing. So far we have one Deltan who has hit the podium. Softball player Kelsey Harshman helped Team Canada to an historic, first-time softball Olympic medal as they beat Mexico 3-2 on Monday night. I have been a huge fan of softball all my life. I played a little fastball in my youth and have continued with slopitch as an adult, so getting to witness this achievement, albeit from the comfort of my living room, was awesome. I’ll admit that I was cheering pretty loud as the clock struck past 11 p.m. Monday night when the final out was made. Held under the continuing COVID19 pandemic, these Games are unlike any other. With limited spectators and the ability for athletes to not have support systems – their family and friends on hand – to cheer them on, makes it even more of a challenge, I’m sure. And after the year we have had, I can only imagine what a daunting task it has been for these Olympians to train and prepare under all the COVID health and safety protocols. To all of the athletes all I can offer up is hearty thanks for all your efforts. My spirit has certainly been uplifted. At a time when we all can use some good news, these first few days of the Olympics have certainly provided that. Go Canada Go!

Post pandemic work life balance will be our new priority

I

babysat a lot when I was a teenager. I was never “qualified”, but I could follow instructions and felt relaxed around chil-

dren. My worst experience was when a toddler under my care stopped breathing and I had to get a neighbours’ help to get me through it. His mother told me later, “He did that sometimes when he didn’t get his way.” Recently members of one of our local community Facebook pages had a heated discussion after a parent wanted some advice on how much their pre-teen child should charge for babysitting a nine-year-old girl. To my surprise there were hundreds of responses and most of them were very emotional. The suggestions ranged from babysitting for free, to charging minimum wage. It was interesting to see the vast divisions between what fair pay was and what wasn’t. As of June 1, B.C.’s minimum wage is $15.20. That’s a lot of money to babysit someone who is three-years younger. Critics were adamant that anything less than double digits

Community Comment INGRID ABBOTT

meant you did not value your children’s care. Many comments reminisced about the little they got paid for babysitting, “in their day”, yet all agreed it was a valuable life experience that taught them responsibility and how to manage money. It begs the question, what is our time worth? As I get older my time is increasingly more valuable, it’s my most precious commodity as the days go by faster and faster. The pandemic has certainly adjusted our relationship with time in complex ways. When the freedom to do the things you want to do is restrained, it forces you to pri-

oritize what’s important. That has never been more pervasive in the evolving job market. Millennials and Generation Z are not willing to work until they drop, they are extremely entrepreneurial and value experience over stuff. Now we wait in line for a meal, a retail clerk, a car repair or a new appliance. Every sector of society is looking for employees. Generous COVID benefits followed by extended unemployment insurance means no one is job dependent. If you’re looking for work in Ladner or Tsawwassen, take your pick from hundreds of jobs. Employers are desperate for retail clerks, cleaners, delivery drivers, baristas, cooks, Amazon employees. You name the profession…we are a society vastly understaffed. Work life balance, a living wage, these are the new parameters around how we spend our time. Life is short and speeding by, so choose wisely. Ingrid Abbott is a freelance writer who is optimistic about Generation Alpha because she will be relying on them for all of her future comforts.

was called and she arrived very soon and it was good to hear her voice. The Delta Fire Department arrived and they kept me talking, taking my vitals and gently examining me. They called for an ambulance but none was available and none could be guaranteed to arrive any time soon. I went into shock and oxygen was applied. I was assured that the crew would not leave me until the ambulance arrived. About one hour later the ambulance arrived and I was delivered to Delta Hospital. The doctor saw me about 1:30 a.m. and several x-rays were taken. Incredibly, no broken

bones, only some cuts and bruises. Doctors’ orders are to rest with no bowling or cycling for the next few weeks. Again, my bowling friend Jean took me home about 2:45 a.m. To all cyclists, wear your helmet, never cycle without it. 9-1-1 should never have to put a call on ‘hold.’ To the fire department, you are a great bunch of guys. You were the best thing that happened to me on this evening. To the paramedics, it is a system that needs an upgrade. To the hospital, waiting time is long, however, they do the best they can for a small hospital. Thank you to all the staff. Felice Andersen

Marking the passing of two Delta pioneers Editor: The recent passing of William James “Jim” Robertson and David Ottewell, two Delta pioneer residents, is a passing of a part of my life that I have not forgotten, for I knew them both and I interviewed both Jim and David when I wrote my two books on the history of my father and the Delta, Jim Robertson gave me the whole history of the Robertson family. Jim’s family history goes back to 1887 when his father Duncan Robertson settled on Westham Island. Jim worked for George C. Reifel and inherited

the trapping rights for Westham Island which he held for 30 years. In 1959 he became the Delta Municipal grader operator for some 40 years. I remember him grading the gravel shoulders of the many streets before sidewalks were built. He had taken over the original grader operator who was my neighbor Edward Tancock who was Ladner’s first grader operator. Jim used to supply me with my firewood. David Ottewell was the son of Russel Burton Ottewell who came to Ladner in 1912 with

his father Dr. Frederick Walter Ottewell, and established R.B Ottewell Drugs on Delta Street in 1933. David’s grandfather Dr. Frederick Walter Ottewell had arrived in Ladner in 1912 and also was a practicing veterinarian, until his death in 1945. At the time of the interview in 2011 David was a physicist on the staff of the TRIUMF Project at UBC. Both of these men and their families contributed a lot to the development of Delta and I am proud to be a part of that life. Douglas George Massey

Editor: I was disappointed to see the cartoon in the July 8, 2021 edition. It has been a difficult 16 months as we have all navigated through a virus that shook the world and we had to make constant adjustments to how we worked, played and lived. Masks and social distancing, along with increased hygiene (hand

washing and sanitizers) were important and vital steps we all had to take to lessen our chances of catching COVID-19. Masks did not impede or hinder our ‘freedom’, rather, allowed us to use the science that taught us that this virus could be contained by minimizing the spread of droplets expelled from mouths and noses. Masks may

not have been comfortable at times, but to infer that they were stupid does a huge disservice to our health care providers. To those families that lost loved ones, or those that are living with the long haul effects of COVID-19, my heart hurt for the insensitive message this cartoon conveyed. Kendra Coleman

The City of Delta has had a tough time finding anyone willing to take on the contract to repair the boat launch at Wellington Point Park. Last fall, the float sections of the boat launch had to be removed due to deterioration making them unsafe. The city issued a request for bids for the replacement of the first float that had been removed but no bids were received. The entire flat section has since been removed. A report from staff notes that the city reached out to a number of local companies to gauge interest in the project and later undertook a second competitive bid process for the design and construction of a full replacement of the float, inviting compa-

Parks, Recreation and Culture director Ken Kuntz told council it’s a complex project requiring three senior levels of government approvals. Delta has now engaged an engineering firm to help move the approval process along, he said.

Once the design and environmental approvals are in place, the city will once again seek a company to construct the new float. Funding of up to $200,000 was available in the city’s capital plan this year for the replacement of the entire float, but the project now may not reach completion until sometime in 2022.

Delta council has agreed to award a contract valued at $117,524 for an engineering consultant to undertake detailed design and construction management for the rehabilitation of the Westminster Avenue Bridge in Ladner. The work also includes estimating the remaining service life of the struc-

ture after the rehabilitation project. The engineering department notes the bridge has been in service for approximately 65 years and no major rehabilitation has been performed on the structure. Bridge rehabilitation measures are required to address structural deficiencies and safety concerns identified during an inspection. In recent years, Delta

installed gates along the Chillukthan Slough that control the water flow during the irrigation season, the engineering department notes, adding this change in hydraulic flow and speed may have further contributed to the deterioration of the bridge. The city began looking at constructing a new Westminster Avenue Bridge in 2016 but that project is on hold.

Residents should prepare for higher utility bills

SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

Delta residents should be prepared for even bigger increases in their utility bills. Council earlier this year approved an increase to the 2021 flat rate utility bill by a total of $27, or 2.4 per cent, from $1,130 for a singlefamily home in 2020 to $1,157 in 2021. Those increases are mainly attributed to rising Metro Vancouver costs. The 2021 Metro Vancouver regional water and sewer costs increased by 4.7 per cent and 1.6 per cent respectively, resulting in a $22 increase to the regional portion of the flat rate utility bill. The additional $5 increase covers Delta costs. According to the city’s engineering department, Metro’s projected rate

increases for water is 5.2 per cent in 2022, 6.4 per cent in 2023, 8.9 per cent in 2024 and 10.8 per cent in 2025. Metro’s projected rate increase for the Fraser Sewage Area Levy is 9.4 per cent for 2022, 12.8 per cent for 2023, 12.3 per cent in 2024 and 18.5 per cent in 2025. Metro Vancouver officials made a presentation at Delta council several weeks ago to explain various regional utility initiatives, offering assurances residents are getting good value for their money. The recent presentation came about following council raising concerns about the steadily rising water and sewage rates, promoting a request for more information. Jerry Dobrovolny, CAO of Metro Vancouver, and Dean Rear, CFO/GM of Financial Services, explained Metro’s water

and sewer infrastructure improvement projects planned or are underway, noting the region is guided by a series of high level strategic plans approved by the Metro board. The board wanted even more input during the budgeting process and also conveyed a desire for short-term relief for households to reduce costs, said Dobrovolny, adding a fundamental part of the budget process is finding savings where available. He noted $400 million in capital projects were deferred last year and more savings will be sought this year. However, there’s also been a “bunching up” of various projects that have been previously delayed and need to get underway. Driving costs is increased population growth in the region as well as a need to

upgrade aging infrastructure including seismic improvements. Dobrovolny noted a major challenge is that Metro can’t apply development cost charges and Metro is “desperately hoping” the province will approve it for the water utility this year. Current property owners are having to subsidize all the new regional growth, he added. “We know there’s strong support in the region for growth to pay for the growth,” he said. Coun. Lois Jackson expressed concern about what Delta taxpayers face. “It is really quite a shock when I realize today the average household impact is $577 and it will rise in 2025 to $789. It’s quite a hit, despite the fact that you’re showing the comparable to other regions. People don’t understand that… in the meantime people

still have to find this extra money and are wondering why,” she said. Jackson also wondered how the region can deal with the rapid growth which could force people already living here to move away because it’s simply too expensive. Dobrovolny, noting the region is projecting growth of an average of about 35,000 residents until 2050, said the challenge will always be how to pay for that growth without impacting people’s quality of life. He said the region is seen as a highly desirable place to live around the world, so it’s important for new development to pay for itself, especially with a water development cost charge. “Our existing residents are subsidizing about 40 per cent of our capital because it’s driven by growth and we’ve got no mechanism to pass on those costs,” he said.

Dobrovolny also suggested a development cost charge from development would be useful to fund new park acquisitions. During council’s discussion, Coun. Bruce McDonald, who sits on the regional district’s liquid waste committee, said another way to look at current costs is that the average Metro home pays $1.58 a day for services and by 2025 that will go up to around $1.90 a day. “I know that the overall costs are just paramount in everyone’s mind, but the problem we have in the Vancouver area is that people want to live here, and I look at my costs for insurance and taxes and all the rest, and they’re not trivial, but, in the last assessment authority numbers on paper I made $400 a day by living here and that’s absurd,” said McDonald.

Ladner trees creating safety concerns SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

The owner of new Ladner home is in a dilemma about large maple and chestnut trees damaging their sidewalk and driveways. The 54A Street homeowner has been requesting the removal and replacement of several existing trees which have been pushing up and damaging the sidewalk and driveway, saying it was not disclosed to them, nor their neighbours, that the frontage of their houses would be drastically altered. A City of Delta staff response to a recent let-

ter by the homeowner notes the city is planning to install an off-set sidewalk in front of the property which was created through a three-lot subdivision and rezoning approved by council in 2016. The trees on municipal property, which were to be retained as part of the redevelopment, are in close proximity to the existing sidewalk and the tree root system has impacted the current sidewalk, causing uneven pavement and pedestrian safety concerns. The approved new sidewalk design, which was supported by the

rezoning applicant’s arborist at the time of redevelopment, provides the necessary off-set to protect the trees, provides for better growth conditions and lowers the impact to the proposed sidewalk from tree roots, the memo notes. City staff have delayed the sidewalk replacement for several months to review the concerns and options, and retaining an external arborist to review the health of the trees. That review found the trees to be in fair condition and not expected to decline significantly in the next five-to-10 years.

“Staff have informed the residents that retention of the city trees was part of the approved rezoning which went through a public process and received council approval. The City would be responsible to monitor and maintain the trees as we do other municipal trees,” the memo states. During council’s discussion last week on the 54A Street situation, it was agreed to have staff come back with a report on the situation. Coun. Dylan Kruger said some larger trees have caused significant issues with roots pushing up existing sidewalks

Environmental Assessment of the Proposed Tilbury Marine Jetty Project Invitation to Comment Tilbury Jetty LP is proposing to construct the Tilbury Marine Jetty Project (the Project) at Tilbury Island on the Fraser River in Delta, B.C. The Project includes the berthing and transferring of liquefied natural gas (LNG) to LNG carriers and bunker vessels for delivery to local fuel markets and offshore export markets. The supply of LNG for Tilbury Marine Jetty will come via a pipeline from the existing adjacent FortisBC Tilbury LNG Liquefaction Plant. The Project is subject to review under British Columbia’s Environmental Assessment Act (2002) and the requirements of the Canadian Environmental Assessment Act, 2012 (CEAA 2012). The former federal Minister of the Environment granted the substitution of the assessment required under CEAA 2012 for British Columbia’s assessment process, which will inform independent decisions by provincial and federal decision makers on whether the Project should proceed. The Environmental Assessment Office (EAO) invites the public to comment on the draft Assessment Report, which details the EAO’s conclusions regarding the potential adverse effects of the proposed project, the adequacy of proposed mitigation measures and the significance of adverse effects. The EAO also invites the public to comment on the Summary Assessment Report, proposed provincial Conditions and Certified Project Description of the Environmental Assessment Certificate, and the potential federal Conditions of the federal Decision Statement. The proposed provincial and federal Conditions would become legally binding on the Certificate Holder if provincial ministers and the federal Minister of Environment and Climate Change decide the proposed project may proceed.

A 30-day comment period on the draft referral materials will be open from August 5, 2021 to September 7, 2021 at midnight PDT. The EAO and the Impact Assessment Agency of Canada will review and consider comments received during the public comment period. The provincial and federal ministers will then each make an environmental assessment decision according to the requirements of their respective legislation. elsewhere. “I think we need some flexibility with the types of trees that we’re planting adjacent to public sidewalk space for that same reason,” said Kruger. “I just think it’d be really unfortunate if we enforce this new configuration and in five years from now we’re back because the same problem has happened on the newly configured sidewalk space. Is there merit in perhaps cutting that off early and allowing for new appropriate

trees to be planted on the street and allowing the continuity of the sidewalk space?” Coun. Lois Jackson said she’s concerned about starting discussions about cutting down big trees and replanting, saying the city should consider more creative solutions. Mayor George Harvie said he’s concerned about the 54A Street sidewalk’s safety, adding he wonders how long those trees will safely stand.

New tree bylaw coming for Delta SANDOR GYARMATI

s g y a r m a t i @ d e l t a - o p t i m i s t .c o m

An updated tree protection bylaw is in the works for Delta. An initial report by staff is scheduled to come to an upcoming meeting of the Climate and Community Livability Committee prior to a formal bylaw amendment being proposed at city council. Council last year directed staff to look at updating Delta’s tree bylaw following increasing complaints about lots being clear cut of big trees to make way for new houses. Some of the proposed changes include requiring more replacement trees when larger trees are cut down and having more large replacement trees, where feasible. Removing a large diameter tree could result in a two-for-one

replacement of big trees. One of the biggest changes would be the addition of a “significant trees” category. They are defined as having “significant value to the community because of special characteristics such as size, age, uniqueness of species, uniqueness of ecosystem, or heritage or landmark value.” The bylaw is part of a new urban forest strategy. The strategy includes increased planting initiatives by the city that will be funded through greater contributions to a tree reserve. The actions will see the city plant 3,300 trees annually on municipal streets and boulevards, highways, school district sites, natural areas and even private lands. That planting plan has an estimated $1.5 million price tag annually.

Are you one of the Delta residents that has yet to discover the St. Jean’s Cannery & Smokehouse Market, situated in the Tilbury Industrial Park along the Fraser River? First opened in 2017, St. Jean’s Market is the modern shopping space attached to the front portion of the company’s shipping warehouse. It features floor-to-ceiling windows, steel beams and cedar, and fully stocked shelves with unique seafood products. Since Tilbury is a high growth area with some 300 businesses and 8,000 employees, the need for more lunch options during the workweek is very real. St. Jean’s is filling the gap with its new lunch program, which addresses feeding folks, along with the popular seafood options in their store. If you haven’t visited St. Jean’s Market yet, here are five reasons you need to visit next time you’re in the neighbourhood: 1. First Nations owned, with a Canadian back-story St. Jean’s founder, Armand St. Jean was born in 1913 in Quebec, became a pro-wrestler, made his way West, married, then settled his family on Vancouver Island in the 1950s. So

Armand eventually built the cannery that still runs as the last operating tuna cannery in Canada, one of the last salmon canneries and is truly something to celebrate and support here in B.C. Armand’s son Gerard kept the business growing and is well known by most of the fishermen in Ladner. In 2015, majority ownership was transferred to the Nuu-chahnulth, five Indigenous nations who play a huge part in B.C.’s sustainable seafood economy.

“Many people don’t realize we have a massive retail space here,” says Stockburn. The market is fully stocked with shelves and coolers of all the super high-quality seafood products St. Jean’s is known for. Nods to the history of this Canadian cannery and the brand itself are mixed into the décor of the retail space, creating a real sense of place while you shop.

“Locals in the Tilbury area are hungry!” laughs St. Jean’s manager Kim Stockburn.

“Everyone loves the canned salmon and albacore tuna varieties of course, but we have a ton of frozen seafood like smoked salmon lox, candied salmon strips, fish filets for BBQ, and spot prawns when in season.”

Referring to the fact that take-out lunch options are few in this busy industrial park, Stockburn tells us about a brand-new partnership with Mr. Mom’s World Catering, the in-house catering company at East Delta Hall. A new menu of meals has

Stockburn says, “people go fishing, catch something, and need a facility to process it. Maybe you don’t want the whole fish to be just sides to BBQ, maybe you’d like some of it smoked or canned. So, people drop it off here to us, then we ship to Nanaimo, they process your fish, then ship it back here to pick up, or directly to you.” For more information, visit stjeans.com or call (604) 270-3384. The city is going to undertake more measures to slow drivers down on Admiral Boulevard in Ladner. Council agreed with engineering department recommendations to install speed cushions within the 30 km/h school zones on the roadway and that vehicles with boat trailers

be restricted from parking on the south side of Admiral Way between Ferry Road and Admiral Boulevard. The city will also design a full traffic signal at the intersection of Ferry Road and River Road, which will be included in the 2022 capital plan. A staff report notes residents living in the Marina Gardens neighbourhood have con-

veyed concerns about an increase in traffic volume and speeds, in particular, in the Neilson Grove Elementary school zone. Last year, at the request of residents and Neilson Grove’s Parents Advisory Committee, a number of mitigation measures were implemented to enhance traffic and pedestrian safety along Admiral Boulevard fronting the school, including an advanced

pedestrian walk signal at the intersection of Admiral Boulevard and River Road. The school zone north of Admiral Lane was extended to slow southbound traffic approaching the raised pedestrian crosswalk at Commodore Drive, while a median fence was installed along Admiral Boulevard. Following the implementation of the traffic and pedestrian safety

improvements in 2020, residents continued to raise concerns about traffic volumes and speeds along Admiral Boulevard, the report notes, adding staff conducted an assessment of traffic and parking in the neighbourhood and identified additional measures. A follow-up survey indicated that the majority of respondents were in favour of proceeding with the proposed measures. During council’s discussion, concern was expressed about increased speeding in the Marina Gardens neighbourhood, and it was agreed that additional traffic calming measures should be considered. police can’t be monitoring the area all the time. Mayor George Harvie said he’s been in the area frequently over the past year and he’s “totally shocked” by the speed of vehicles. A new crossing to replace the George Massey Tunnel will, hopefully, result in a new exit roadway for Ladner, he said. “In this case, we really need to watch this because with the number of people living in that area, the number of people walking, the number of kids going to the school, we need to ensure that we are doing everything possible to keep that traffic calmed. And, unfortunately, the worst offenders are the people that live there,” he added.

On July 21, Delta Firefighters responded to reports of multiple vehicles on fire in the 700 block of Caldew Street near Derwent Way on Annacis Island. Deputy Chief Brad Wilson said the fire was in a scrap yard and when the first crews arrived they saw multiple vehicles and a structure on fire, so the call was raised to a first alarm. “Crews did a great job.

They had some access issues and had to cut some gates and I believe there was a large trailer involved and a couple of vehicles with fire spreading from vehicle to vehicle,” he said. “Crews did a great job stopping the spread and eventually extinguishing the fire.” No injuries were reported and the cause of the fire is under investigation. Twenty-four firefighters and six apparatus responded. Delta Fire was on scene until 7 p.m.

On the Memorial Park pickleball courts July 22, around 40 members of the DPA gave a sincere thank-you to the director who, they say, helped them build their sport to now more than 500 members. “It’s so often that in public service, you do this day after day with the hopes that the community really appreciates it, and the appreciation I received today is unbelievable,” said Kuntz. Having worked with the City of Delta for more than 20 years, Kuntz – who will be retiring at the end of the week – said he is proudest being part of supporting local sports and recreation, as well as preserving some of the rich history within Delta. “We’re not the experts, we just facilitate things happening. And seeing the Pickleball Association being able to design their own facilities and figure out what works best or doesn’t work – I think that’s one of the prouder

Mayor George Harvie has worked with Kuntz since the early 2000s, and recruited him as the director of parks, recreation and culture when he was city manager. “There was no doubt in my mind that he was the best person for the job,” said Harvie. “What really impressed me about Ken is his honesty, his dedication and his commitment to Delta. We’re a better place in Delta now because of Ken … We’re going to

miss him, and I’m going to miss him personally.” Harvie adds Kuntz has left the department in great shape, and that they are still in the recruiting process of looking for a future director through a previously-used external consultant. In addition to the bright T-shirt, the DPA also gifted Kuntz a custom-created pickleball paddle, which he held proudly during his thankyou speech. Kuntz will be moving to Vancouver Island with his wife soon, where he has renovations and other volunteering planned for his future.

The sound of rumbling engines, the sight of gleaming classic cars and the taste of a Dairy Queen Blizzard are among some of the delights at the Ladner DQ’s “Hot Rod Fridays.” Last Friday night (July 23) was dedicated to mechanic Greg Fahlman, the man who originally organized and pulled the group of car enthusiasts together three years ago. Dairy Queen staff, including owner Chris

Falle, were clad in white T-shirts promoting Fahlman’s one-man, general maintenance shop, Greg’s Auto Services in Tsawwassen, and some wore their custom-made “Hot Rod Fridays” ball caps. “I like to help people out, and I don’t know everything, but I know somebody who knows somebody who knows somebody,” said Fahlman with a smile. From May to September, the group drives out to the Ladner DQ on Friday evenings

to not only show off their shiny rides, but also to enjoy the different food specials that Falle promotes. “These guys will burn a whole tank of gas to get a burger and a drink. It’s amazing,” said Fahlman. It all started with Falle’s desire to build up the local community three years ago, and with Fahlman’s help, the Ladner DQ’s Hot Rod Fridays have people driving in from as far as Chilliwack. Cake-cutting was also scheduled on the

celebratory evening’s agenda, in addition to the usual mingling and chatting inside and outside in the parking lot outside of the DQ. “I love to see the restaurant full, and the Dairy Queen being the hub. I’m not going to lie, I take a lot of pride in the fact that the exterior tables are full, and you can see the enjoyment on people’s faces. They’re having a treat, the families are spending time together and the car guys love it,” said Falle.

The city’s parks department recently provided council with an update on the replacement schedule for Delta’s five artificial turf playing fields. The replacement cycle for synthetic turf fields is based on an average 15-year cycle. According to the current schedule, the field at Winskill Park in Tsawwassen is next on the list. Council last month approved awarding a $578,000 contract to

replace the field, but its existing drainage system continues to perform as required and does not need to be replaced. The total project cost will be $616,000 once other expenses have been added. Funding for the replacement of the synthetic surfaces is built into the annual property tax rate and that money is placed into a separate account. Next on the list is the field at North Delta Community Park, which was installed in 2007 and due for replacement in

2023. That project will be followed by a field replacement at Dugald Morrison Park in 2029. That park had its artificial turf field installation in 2014. The first park in Delta to have an artificial turf field in 2002, Mackie Park’s synthetic turf field was replaced in 2017 and due for its next replacement in 2032. The synthetic turf playing surface at Holly Park was replaced in 2019 and due for its next replacement in 2034. The city has yet to announce if it will be add-

ing any new synthetic turf fields. According to the park’s department strategic work plan, released three years ago, an additional synthetic turf field at Mackie Park and an expanded field at Winskill Park, both with price tags over $5 million, were identified as “short-term” priorities. The city is currently undertaking a new foundation document that will outline what future parks and recreation projects should be next for all three communities of Delta.

While Ladner Elementary students proposed a potential swimming pool and trampolines to be added to their deteriorating playground, parents are working hard to make a more realistic version of their dreams come true. Through collecting feedback from teachers, parents and students at Ladner Elementary, the PAC’s playground committee is hopeful to take on the most-requested renovations and addi-

tions with the help of donors and continued fundraising. “They need things that are going to entice and excite them and be interesting for them, so we’re trying to build some elements that will open their minds and not be quite as structured,” says Tyla Langdon, the playground committee’s chair and an executive of the PAC. So far, they’ve secured $123,000 with the help of donors, the city and their own fundraising efforts, and are still

working towards their $200,000 goal. Their approach is intended to unfold in stages, says Langdon, instead of tearing down the entire playground to rebuild a completely new one, which would leave kids stranded with nothing for a long stretch of time. Among their list of additions is more natural play and exploration spaces, a double zipline and different parkour-

esque climbing structures. They also want to expand the existing community garden space to have more garden beds and seating, as well as transform a notoriously mucky area at the back of the school into a “rain garden.” Langdon says the committee is working with somebody from the Cougar Creek Streamkeepers, who are very knowledgeable

about this kind of landscaping that redirects excess rainwater to a garden instead of the nearest storm drain. In addition to a successful online auction, they’ve continued to fundraise through recycling cans and bottles at the Return-it Depot. Anybody can contribute to their tab by typing the school’s phone number of 604-946-4158 into the kiosk and attaching that label to any bags

Summer is glorious here in British Columbia, and many of us take advantage of this season to enjoy God’s beautiful creation. However, some of us are caught up in our busy lives that hinder us from enjoying times of play and recreation. One of my seminary professors taught me that play and recreation are spiritual disciplines. I thought that was odd since I usually equate spiritual discipline with practices like reading Scripture, praying, fasting, etc. Sometimes, in the busyness of our lives, we almost feel guilty about playing, but play and recreation are important parts of obeying God’s command to keep the Sabbath. Ecclesiastes 3:13 says “that everyone should eat and drink and take pleasure in all his toil — this is God’s gift to man.” Christians should excel at enjoying life

Minister’s Minute PAUL PARK

since God has given us life in abundance (John 10:10). When we regularly engage in healthy play and recreation to the glory of God, we are enjoying God’s blessings and acknowledging Him as a good Creator that gives us good things— this is a powerful act of worship. Moreover, developing a healthy lifestyle of play and recreation leads us to opportunities to participate in God’s mission.

Let me share this example from a book called Everyday Church by Tim Chester and Steve Timmis: “Bill is an American friend of mine. He does not really get football (soccer), rugby, or cricket, but when he watches a game with us he is enthusiastic. He gets pleasure from our pleasure. It is the same with a hundred and one other topics. If Bill finds out you are interested in something, then the next time you meet you will find he has done some research. It is not a technique. It is not faked. He has a godly curiosity and delight in everything, and funny enough, people love having Bill around.” A godly habit of play and recreation will help us live a compelling, winsome, and missional life unto God’s glory. I encourage you to take advantage of the summer and have fun!

Ladner Village Arts & Crafts offering local expertise, supplies and artisanal goods DANI PENALOZA

C o n t r i b u t i n g Wr i t e r

As the popularity of crafting and creating soared during the COVID pandemic, it became more and more obvious to the co-owners of Ladner Village Arts & Crafts just how needed a local arts store was within the community. Located at 4907 Chisholm Street in the historically-significant Big Store, the newly opened business is stepping in to fill the arts store-sized hole in Ladner Village’s heart. “It was something that we had been talking and dreaming about pre-pandemic, and it was ironically the pandemic that really spurred us into action. Everybody was baking sourdough and learning new hobbies, and they were home and looking for things to do,” says co-owner Alison Day. Inside Ladner Village Arts & Crafts, the store is bright and open with a seemingly endless supply of items, goods and crafting inspiration. The space closest to the front doors is their retail area, which has been categorized into six different departments depend-

ing on what kind of crafting you’re hoping to do. Included among those departments is a space that features local artists’ work for purchase, which they plan to rotate every three months. “We’ve interviewed them, so we’ve learned about the artists and what their process is, and how they make their craft, and where they get their supplies, so that we’re able to share with our customers a little bit about their business,” explains co-owner Amanda Keulen. At the back of the store is their membership area, where both Keulen and Day have put out their own crafting supplies and tools for members to use and craft to their heart’s content. “Our vision is for it to be a place for crafters to come together and work on projects together,” says Day. “Part of a crafting mindset is bouncing ideas off each other and learning new tricks and trades that you probably didn’t know before, and so we want to build that community,” added Keulen. Ladner Business Association president Jill McKnight says she

Co-owners of Ladner Village Arts & Crafts Alison Day and Amanda Keulen have received an overwhelmingly positive response from community members who have popped in to explore their new store this month. is excited for the store to be a place of discovery within the community, as well as a refuge for people looking to express themselves creatively. Another big part of their

store is presenting both adults and children the opportunity to learn more about crafting through workshops, classes, and camps. If you’re interested in sign-

Delta Stageworks to host new workshop series Delta Stageworks is hosting a new ‘My Mother’s Story for Diverse Voices Workshop’ series that welcomes women and men from the Delta community who identify as culturally or racially diverse to come together and share their mother’s life story. The program runs in August with three storytelling workshops on Sunday afternoons Aug. 8, 15 and 22, led by Marilyn Norry, Delta Stageworks artist associate and author of Writing Women’s History, Starting with Your Mother. Norry’s foundation, mymothersstory.org, encourages the public to share diverse cultural perspectives through writing

and storytelling. “Greater Vancouver is one of the most culturally diverse cities in the world, and yet it’s surprisingly rare that we hear or see the life stories of women who come from this incredible cultural mosaic that’s all around us,” Norry says. The August series is available as either an in-person or online (Zoom) option. “The journey you’ll take over our three weeks together is to write the 2,000 word story of your mother’s life, from beginning to end, just the facts, where you are just one of the facts,” she says. “In writing this story you will discover things about yourself, your mother,

and your family that will surprise and empower you.” Support for the workshop series is coming from The Harmony Initiative Society (THIS) with offers of workshop space and participant bursaries. Fostering diversity and inclusion in the arts is top of mind for both Delta Stageworks and THIS as the two groups collaborate on the return of live arts events in Delta. THIS will present an arts and culture show featuring My Mothers Stories in September 2021. The My Mother’s Story workshop for Diverse Voices is open to all Delta residents and specifically those who identify as culturally diverse. Registration

is now available on the Delta Stageworks website deltastageworks.ca. The cost is $65 (taxes and fees included). THIS will provide a bursary for participants who wish to share their diverse stories applications can be sent to info@thisinitiative.com. THIS co-founder Geeta Schallig believes it’s important to bring arts and culture events to Delta audiences that build community, harmony and respect across cultures. Delta Stageworks co-founder, Peg Keenleyside concurs. “We believe that when we share each other’s stories in a creative, supportive space, we truly get to know each other,

and it’s in sharing our stories that we can build connections across some of the cultural divides we know exist in our community,” said Keenleyside. Delta Stageworks invites businesses in Delta who have a mandate to support diversity and inclusivity in our community to support the My Mother’s Story for Diverse Voices series through sponsorship opportunities the company is offering with ArtsVest BC, a matching grant program that brings local businesses and the arts together. Delta Stageworks in-person workshops meet ActSafe BC standards for the professional performing arts in B.C.

Ladner author Ken Priebe with his new book The Ice Cream Truck at Midnight.

Whether it’s for your children, or for your own inner child, Ken Priebe’s new book The Ice Cream Truck at Midnight will have you reading under your blankets with a flashlight in hand. With his third independently published book, the Ladner author, illustrator and animator hopes that everyone, regardless of age, will enjoy his illusive stories and the charcoal art within. Inspired by the “whimsically spooky” works of authors Shaun Tan, Chris Van Allsburg, and John Southworth, Priebe explains how his book isn’t scary in the adult horror-movie kind of way, but is geared to pique the interest of

young people. “I write it with that in mind, that they’re not just for kids, but they’re for families to read together, and for teenagers to enjoy and grownups to enjoy,” he says. Plus, kids love spooky stuff too, he adds. “A lot of the stories in my book are designed to, kind of, have loose threads … it’s meant to leave the reader with filling in a lot of the gaps with their own imagination. Not everything is explained,” he says. Priebe likens his book to “concept albums from rock and roll bands,” where the separate stories are all tied together by a unifying theme, but are uniquely different from one another. He also says that the stories have a Twilight Zone feel to them.

“They’re meant to tickle the imagination a little bit,” Priebe said. The animator of 25 years is also excited to announce that he will be teaching animation workshops again at the Imagine That Arts Camp in Ladner this summer, which will run from July 19 to 23 and Aug. 9 to 13. Priebe is also working on a book that will come out in spring of next year, called GOBLABET, which will be a goblin-themed alphabet book. The Ice Cream Truck at Midnight can be purchased or ordered at just about anywhere that sells books, including Black Bond Books in Ladner and Albany Books in Tsawwassen. For more on Priebe and his work, check out his website at kenpriebe.com.

ext year the Optimist will celebrate our 100th year serving South Delta. In this time, the Optimist has gained a reputation as an avid supporter of our community’s charitable and non-profit organizations. Our editorial staff work closely with these groups to make sure their messages are relayed in our stories and event calendars. In addition, many of our staff volunteer time to boards and we have often donated proceeds from advertising features to community ty-minded y organizations. Most importantly, we have also been able to support local charities through the sponsorship of their advertising – both online and in our printed edition.

As the media landscape has changed so has our financial ability tyy to continue these sponsorships. We have needed to become increasingly selective in regards to which organizations we can support. In many cases, we have had to scale back sponsorships entirely. This, inevitably, adds pressure to the organizations to increase their promotional budgets. Unfortunately, in many cases this is not an option and the fundraising initiatives are canceled altogether. The Optimist is reaching out to our readers, those of you who support our local initiatives, to ask for your support. Between now and August 31, 2021, any contribution made to the Optimist, however large or small, will be paid forward in twice the promotional space to South Delta’s many wonderful charitable and non-profit organizations. Recommended health screenings for men

Men need to be proactive in regards to monitoring their overall health. This includes seeing their doctors for regular wellness visits and keeping up with recommended screenings to catch and/or prevent illnesses. While men and women can experience the same conditions, health experts recommend specific tests and screenings for men in various age groups. While many screenings are recommended starting at age 40 or 50, men should discuss family histories and risk factors to determine if testing should begin earlier. The following are important health screenings to consider. *Prostate-specific antigen test: A PSA is a blood test that measures how much prostate-specific antigen is in the blood. Measuring PSA has

been a standard for prostate cancer screening for 30 years. General guidelines indicate PSA screening begin at age 55. However, having at least one first-degree relative with prostate cancer could necessitate earlier testing. *Colorectal cancer screening: Colorectal cancer screening generally occurs between ages 50 and 75. Tests include fecal occult blood tests, stool DNA tests, colonoscopy, and contrast barium enemas. Doctors will determine which tests are applicable and how often to conduct them. *Diabetes: Men who have a BMI over 25 are overweight and should consider a diabetes screening. In addition, blood pressure above 130/80 mm Hg or other diabetes risk factors could require a blood test to check for elevated glucose levels.

This year

*Abdominal aortic aneurysm: Guidelines recommend a one-time screening for men who have smoked between the ages of 65 and 75. *Hepatitis B and C: Men are at increased risk for infection if they have had unprotected sex with multiple partners, received blood transfusions or transplanted organs before June 1992, are healthcare workers who have been stuck by needles, or travel to regions with high rates of the hepatitis B virus. *Lung cancer screening: Men should undergo a lung cancer screening through lowdose computed tomography if they are over age 55, have a 30-pack-per-year smoking history and currently smoke or quit within the past 15 years. *Testicular cancer screening: Testicular cancer is one of the most common cancers among young men, says Johns

LacrossestarscomeouttoplayinLadner Pioneers and North Shore Indians summer exhibition series have featured big names and big crowds MARK BOOTH

m b o o t h @ d e l t a - o p t i m i s t .c o m

The Ladner Pioneers and North Shore Indians have the senior lacrosse spotlight all to themselves this summer and they are certainly making the most of it. With the COVID-19 pandemic wiping out the Western Lacrosse Association and West Coast Senior Lacrosse seasons, the longtime rivals agreed to play an exhibition series once competitive indoor sports was given the greenlight to resume. Making it even better was the province approving spectators returning as of July 1. Fans have been turning out in big numbers for the series which is now in the homestretch. It concludes with a

best-of-three “playoff” that starts next Tuesday in North Vancouver and continues Aug. 5 (8 p.m.) in Ladner in what will be the Pioneers’ final home game of the season. Longtime head coach Ross Frehlick has used the series to dress 39 players, ranging from pure rookies to some of the top scorers in the National Lacrosse League. Among them are hometown star Logan Schuss (Vancouver Warriors) and fellow Delta Islander Junior “A” alumni Eli McLaughlin of the Colorado Mammoth. They led the Pioneers to a convincing win last Thursday. Others to suit up include Robert Church (Saskatchewan Rush), along with Jon Phillips and Evan Messenger. The latter two play for the WLA Nanaimo Timbermen and had leading roles in the Islanders’ run to the B.C. Junior “A” title in 2016. “I think these guys have come out and realized this is pretty good ball. They have all been great,” said Frehlick. “They are super nice guys that don’t come with attitudes or egos. Sure they know they are good and you have to have a little bit of swagger to be a player of that level but they are such good people and good guys. They just want to get ready for their pro seasons.” The series has not only pro-

vided much-needed training for the 2021-22 NLL campaign that will begin in December, it has also given the Pioneers the chance to showcase their program and rich history. Ladner has attended the past three President’s Cups and hope to be heading to Alberta in 2022 when the national senior “B” championships resume. The rotation will take the 2023 tournament to Ontario before it is B.C.’s turn in 2024

when the Pioneers will bid to host the event for the first time since 1997. “Everything we are going to do for the next three years is going to be for that season. The decisions we make. The players we keep. All that kind of stuff,” continued Frehlick. We would love it if those guys decided to play for us. I just think going forward this series is huge for us.” Thanks to North Shore’s ter-

rific fan support, the series has been a financial windfall too with the Pioneers generating over $6,000 in ticket sales in three home dates. The Indians have even agreed to split the gate of a potential deciding game if the playoff series goes the distance. “It has been huge for our club,” added Frehlick. “I think other teams must be kicking themselves because this has been fantastic.”

Delta’s Harshman has leading role in Canada winning first-ever Olympic medal in softball Delta’s Kelsey Harshman had a leading role in Canada capturing its first-ever Olympic medal in women’s softball. The 24-year-old second baseman drove in the gamewinning run as Canada trimmed Mexico 3-2 in Tuesday’s bronze medal game at Yokohama Stadium.

Canada’s best previous finish was fourth place in 2008 in Beijing. Softball was not included at the Summer Games in London (2012) and Rio (2016). With Janet Leung and Victoria Hayward on the corners with one out in the bottom of the fifth inning, Harshman

delivered a clutch sacrifice fly to left field to score Leung and break a 2-2 deadlock. Harshman, who was a fixture in the three-hole of the batting order, earlier helped Canada go 3-2 in round-robin play. Elsewhere, North Delta’s Gurpreet Sohi scored four goals as Canada all but secured

a berth in the women’s water polo quarter-finals with a 21-1 victory over South Africa on Wednesday. Tsawwassen’s Markus Thormeyer moved onto the 200 backstroke semi-finals with a sixth place finish in his qualifying heat on Wednesday. The result came after he narrowly

missed a medal in the men’s 4x100 freestyle as Canada settled for fourth place and a new national record. Ladner rower Maxwell Lattimer and Patrick Keane turn their attention to the “B” final after placing fifth in their lightweight pairs semi-final heat Wednesday.

REMEMBRANCES IN MEMORIAM 5th Anniversary Lovingly Remembered

Tess Trepanier

OBITUARIES JENNINGS, Sandi (Sandra)

A TIME To Remember Loved ones who have passed on can be remembered through a Tribute Gift to Delta Hospital and Community Health Foundation. Donations made in memory of your loved ones will be acknowledge with cards sent to family members and an acknowledgement and receipt sent to the donor.

Tributes for July

January 3, 1935 – July 31, 2016 Walk Within You If I be the first of us to die, Let grief not blacken long your sky. Be bold yet modest in your grieving. There is change but not a leaving. For just as death is part of life, The dead live on forever in the living. For all the gathered riches of our journey, The moments shared, the mysteries explored, The steady layer of intimacy stored, The things that made us laugh or weep or sing, The joy of sunlit snow or first unfurling in the spring, The wordless language of look and touch, The knowing, Each giving and each taking, These are not flowers that fade, Nor trees that fall and crumble, Nor are they stone For even stone cannot the wind and rain withstand And mighty mountain peaks in time reduce to sand. What we were, we are. What we had, we have. A conjoined past imperishably present. So when you walk the woods where once we walked together And scan in vain the dappled bank beside you for my shadow, Or pause where we always did upon the hill to gaze across the land, And spotting something, reach by habit for my hand, And finding none, feel sorrow start to steal upon you, Be still. Close your eyes. Breathe. Listen for my footfall in your heart. I am not gone but merely walk within you — Taken from Nicholas Evans’ book “The Smoke Jumper”.

Fond memories linger every day, Remembrance keeps them near.

September 1970 – February 23, 2021 Sandi was an engaging, bright personality; whose laughter, dedication and sharp intellect was enjoyed by family, f friends, co-workers and fe ellow volunteers. Sandi was at pea ace when she assed away on o February 23 at Bulkley Valley y Regional Hospital from cancer. She is dearly missed by her family and many others, and the path forward is much harder without her wit, great planning skills, service to others, thoughtfulness and love. Sandi was born in Vancouver to Elvira and Henry Wiens in 1970, and grew up in Ladner BC among close friends, with memorable visits to extended family in the Fraser Valley and Tuc-el-Nuitt Lake in Oliver. Growing up in a Mennonite household in sm mall town BC helped ground her w with Christian beliefs from loving pa arents and siblings and a deep c capacity for compassion, hospitality, ffriendship, p, loyalty, outreach to others and strong work ethic. Friends and family defined her early years, with Teen Town dances, Crescent beach bike rides, and adventures around Ladner anchored by church, school, and a solid family upbringing. Sandi’s sense of adventure, desire for knowledge and drive to bond with people helped her complete a Political Science degree at Simon Fraser in the mid-1990’s. Travel was important to Sandi. Journeying across Canada by rail while in high school exposed her to Canadian multiculturalism, dramatic geography, diverse peoples and Prince Edward Island. She did a solo adventure to South America just after finishing high school to connect with her extended family in Paraguay and meet some of her 65 first cousins, practice her German skills and appreciate her family’s Mennonite roots, and the pioneering culture. Travels to the Seattle Flower Show, England, Paraguay, Cuba and South Africa reflected her desire to see extended family and experience those cultures together. Those adventures lived on with many stories, pictures and laughs later in life. Volunteering has always been part of how Sandi viewed her place in this world, and she put her talents to work on many fronts. She contributed to organizing film festivals, immigrant settlement, helping neighbors, church support and helping people in need as a recent volunteer with Emergency Social Services in Smithers. Of the different languages of love, Sandi exemplified ‘doing’ as her way of showing her love and connection to family, friends and even people she never knew. Marriage to Steve in 1996 stimulated more adventures and a move from the Vancouver area

to Terrace in 1997 where she started a fulfilling g, 18 year career with ICBC, ored by the strong bonds and ancho respect with many of her ICBC workers. Joining the Terrace cow RC church and Coffee Break CR club around the time when son c Cole and daughter Sophie were C born in the early 2000’s helped Sandi connect to a strong network of new friends and families. Sandi was baptised as an adult at the Terrace CRC Church which reflected a pivotal belief. Moving to Smithers, BC, in 2007 meant connections to ICBC, the Smithers CRC Church, and new neighbors who became friends. Her excellent planning skills, high motivation and determination to m o a job right were admired, and do will continue to be an inspiration people who knew her. Those for p skills helped to achieve trips and s which would not have been activities p possible iff left to her husband’s ‘thinkabout-it-a-bit-longer’ approach. Family bonds were a core part of Sandi’s life, both her immediate family and extended Mennonite relations in Canada and abroad, but also her family relations by marriage in Ontario, England and South Africa. Brother Vic and sisters Conny and Brenda (predeceased in 2007) were always a very important part of Sandi’s life and loved very much by her. She valued the diverse relationships and time spent together. Sandi is survived by husband Steve, son Cole and daughter Sophie in Smithers; mother Elvira (Hans) in Abbotsford, brother Victor (Lori) of Squamish, sister Conny (Steve) in Mission, brother-in-law Stacy (Tracy) in Surrey, inlaws Heloise and Alan in Sudbury; brothers-in-law Sion (Sheila) in Ottawa, Ivor (Pam) in Toronto, Neil (Chalaine) in Maple Ridge, Serena (Glen) in Hamilton, nieces/nephews and many cousins and relatives in BC and Paraguay. Sandi is pre-deceased by dad Henry (1997) and sister Brenda (2007). Sandi’s family is very grateful for the support, cards, meals, calls, texts, emails and kind words from many people during this difficult period. We thank the health care, pharmacy and hospital staff in Smithers and VGH, and the many people who have extended their help over the past year. A memorial service and Celebration of Life will be held Sunday August 1 at 1:30 pm at the Smithers CRC Church located at 4035 Walnut Drive, Smithers. For those not able to travel to the service, please contact Steve at ssjenn@citywest.ca for a link to watch the service on Sunday, August 1.

REMEMBRANCES OBITUARIES

HENNESSY, Douglas S. May 27, 1940 − July 10, 2021

POSPODINIS, Stephanie April 14, 1975 − June 26, 2021

The world has lost a kind and caring gentleman. Born on May 27, 1940, in Tsawwassen and growing up in Ladner, Doug always wanted to be a pilot. He built numerous model aircraft and it was there he met his high school sweetheart, Gwen Martinolich. Doug had many interests including sports(he excelled at pole vaulting), the outdoors, he was an avid Steelhead fisherman and travelled all over the Pacific Northwest on camping/fishing adventures. Doug’s true passion was flying. After obtaining his pilot’s license he constructed his own aircraft and joined the homebuilt community at Delta Airpark. Doug took his last flight on July 10, 2021, and will be dearly missed by his sister, Carolynne; his children, David (Melvina) and Karen (Chris); his grandchildren, Brandon (Theresa), and Shawna; and his nieces & nephews. A special thank you to Abigail. Her friendship and care allowed Doug to live life as he wished.

On Saturday, June 26th, 2021, at the age of 46, Stéphanie Marie−Laure Pospodinis passed away suddenly in her apartment in Tsawwassen, B.C. Loving mother of Olivia Eloise Sever (Buddy), daughter of Viktor Pospodinis, sister to Valerie Pospodinis (Tom Walli), Mathieu Rachlin (Karen Shearer), Gregory Pospodinis (Bryony Pospodinis), Amelia Rachlin (Chef), and Jessika Pospodinis, and numerous beloved cousins, aunts, and uncles. Predeceased by her mother, Christiane Marie− Jeanne Delage, grandparents (Petar & Irena Pospodinis, Jean & Ghyslaine Delage), and her beloved aunt, Mireille Delage. She also leaves behind Charley Sever, with whom she partnered in raising Olivia. Stephanie was born April 14th, 1975, in Montreal, was raised in the West Island, graduated from PCHS in 1992, and is an alumna of 803 North Shore Sabre Air Cadet Squadron. In 1995 she graduated from John Abbott College’s Nursing program and worked both in Canada and the US as a pediatric ICU nurse. Stephanie was a strong swimmer, skier, lifeguard, world traveler, and homemaker extraordinaire. She recently graduated from Vancouver Community College’s Social Services, Addictions and Recovery Specialist Program and the Youth Specialist Program. After she completed her practicum at Luke 15 House, a home and school of love, hope, and healing for men with addiction, she stayed on as a volunteer while she contemplated the next step in her career. Stephanie struggled her whole life with PTSD from childhood trauma, and later, addiction. She was a fighter though. Despite the many challenges she faced in life, she never gave up trying to make a difference where she could. The one constant in Stephanie’s life was her service to others. She never gave up trying right up until her last day. May she be resting in peace with her mother, and may she know that she did make a difference and left a legacy that will live on in those whose lives she touched. As expressions of sympathy, memorial donations to Luke 15 House or to JDRF Canada would have been appreciated by Stephanie. A funeral service will be held on Saturday August 7, 2021, at the Rideau Funeral Home on Sources Blvd, Dollard−des−Ormeaux, Quebec.

Born in Winnipeg, Margaret attended Grant Park High School before earning her BSc at the University of Manitoba. After several years as a Field Technician at Manitoba Fisheries, she returned to U of M to earn a BComm degree.
