As of this week, all students in kindergarten through grade 12 in Delta and throughout the province are required to wear masks in schools. The announcement from the province last Friday followed several school districts implementing their own K-12 mandates, while the B.C. Teachers Federation has been calling for a stricter mandate for some time. In a letter to parents following the announcement, Delta School District superintendent Doug Sheppard said the mandate was expanded in response to the evolving situation with the Delta variant and increasing levels of concern among some parents, students, teachers and boards of education. All students and staff will be required to wear a mask when inside a school building, including while at their desks and on buses, building on the former guidelines that applied to students in grades 4 to 12. Staff will continue to work with students and families in a positive and supportive way regarding mask wearing, Sheppard said, adding

exceptions to the mask policy remain the same. The mandate extends until the winter break and it will then be reviewed at that time. “Please ensure your child(ren) has at least one spare mask with them when they arrive at school. This could be a backup in their jacket, backpack or locker,” he said. “We will continue to supply masks for students who forget their mask or who have a mask that breaks during the day. “Students and staff may wear a face shield in addition, but must wear a mask under the face shield.” Asking parents to complete daily health checks for their children before sending them to school, Sheppard noted they will continue to partner with Fraser Health to ensure that health and safety measures in Delta schools are based on the latest public health guidance. He also noted most COVID-19 cases, hospitalizations and deaths are now among unvaccinated adults, so it is extremely important for all eligible people over the age of 12 to get vaccinated. Delta Teachers’ Association president Susan Yao said they are thrilled and

relieved that the mask mandate for public schools has been enhanced to include students in Kindergarten to Grade 3 in addition to the mandate that already included students in grades 4 through 12. “We know that students, teachers and staff all need the protections provided by masks, as one of the measures to prevent COVID19 infections, especially in light of the rising Delta variant numbers,” said Yao. “We strongly support this additional measure as a part of the layers of protection to keep everyone—students and staff—safe. While we know that there may be the need for some exemptions for masking or vaccinations, this expanded mask mandate supports the other measures being taken. “The DTA expects that any need for exemptions will involve respectful conversations between individuals and the Delta School District; the District is obligated to ensure that protocols are in place to keep everybody safe. The DTA’s obligation to teachers is to advocate for their safety. As such, the DTA is encouraging the public to do its part: mask up and get vaccinated.”

Group looking to improve water quality of Boundary Bay SANDOR GYARMATI

Delta will soon take part in a gathering of local and indigenous governments south of the Fraser River to see what can be done to improve water quality of the Canadian-US shared waters of Boundary Bay. Members of the Shared Waters Alliance, an international working group made up of representatives from government, First Nations and community groups from both countries, made a presentation to Delta council Sept. 27 to discuss the ongoing shellfish harvesting closure on the Canadian side due to bacteriological contamination. Indigenous peoples, including the Semiahmoo First Nation, traditionally harvested the abundant fish and shellfish resources for their livelihood. The Alliance’s objectives include, among other things, a collaborative approach to monitoring and facilitating transparent communication among stakeholders to bring action-based objectives that will achieve measurable improvements in local water quality. Semiahmoo First Nation Chief Harley Chappell told council they hope to revitalize traditional food sources in traditional territories which has been devastated due to surrounding urban sprawl.

Among the goals of the Shared Waters Alliance is collaborative watershed planning to the extent feasible to address land-based sources of pollution. They want to take a partnership approach with neighbouring municipalities, something even more important than ever in this time of reconciliation, he said. “But really it’s an opportunity for us to come together as neighbouring municipalities and First Nations and begin a discussion around how do we improve some of the water qualities in our territories with the ultimate goal of revitalizing shell fishing in our bays,” said Chappell. He also noted there has yet to be a wholesome environmental assessment process for Boundary and Semiahmoo Bays and that there are “major gaps” in information. Christy Juteau, conserva-

tion science director for Shared Waters Alliance, said it’s tragic that since the 1960s, shellfish harvesting has been prohibited due to water contamination. “We all know Boundary Bay is a critical section of coastline. It is recognized internationally as a wetland of importance under RAMSAR (The Convention on Wetlands of International Importance). It is also recognized nationally as an important biodiversity area as well as provincially as a wildlife management area. We’re all interested in improving the health of this very important section of coastline,” she said. The Alliance’s vision is for a Boundary Bay that is a healthy, vibrant ecosystem with diverse and abundant flora and fauna,

and robust water quality including clean rivers and creeks, and providing First Nations food, social and ceremonial security. The Alliance originally formed in 1999, led by Environment Canada, to address the shellfish harvesting closures as well as the Georgia Basin Action Plan. The BC Ministry of Environment became a co-chair of the group in 2005 when there was concern about freshwater contamination, a provincial jurisdiction. In 2008, leadership for the group shifted to Metro Vancouver with the formation and implementation of the Boundary Bay Ambient Monitoring Program, with a final meeting in 2011. In 2018, Shared Waters was re-formed, spurred by successes that the Whatcom County Clean Water Program had in re-opening shellfish harvesting south of the border. Shared Waters has since expanded its scope to reflect emerging concerns. Delta’s Climate Action and Environment staff have been participating in Shared Waters and the city has been involved in several initiatives to support water quality improvements in Boundary Bay. Council has also agreed to have a designated staff person to work directly with the Alliance.

Proof of vaccination will be required for all patrons to access programs at Delta’s seniors’ recreation centres. This requirement comes following a staff motion, approved by council at its Sept. 27th meeting. A report to council notes that given Delta’s three seniors recreation centres provide programing to a sector of the population that is potentially at greater risk from the effects of contracting COVID-19, a precautionary approach is being taken when it comes to reopening those facilities. To date, they have remained closed but are scheduled to reopen in the coming weeks. Any fitness programs at the facilities will be subject to the proof of vaccination requirements, however many of the recreational programs

offered by the seniors’ centre societies directly are not covered by the order when there are less than 50 participants, the report notes. “Staff have been approached by representatives from the seniors centre societies who have noted that they are in support of requiring proof of vaccination for all participants in their programs, which is above and beyond the requirements in the Provincial Health Officer order. For the reasons noted above, it is recommended that proof of vaccination be required for all patrons to access Delta’s seniors recreation centres,” the report notes. Effective Sept. 13, patrons at Delta recreation facilities have been required to show proof of vaccination and photo ID to access and participate in a range of activities such as, among other things, weight rooms and gyms, fitness classes, adult sports programs and

The requirement does not apply in certain cases such as outdoor events and activities, children under the age of 12, swimming pools unless it is an event, skating rinks when not being used for adult

sport, health and social services and government services. General public access to facilities when not participating in a specified activity does not require proof of vaccination, including use of public washrooms, viewing swimming or skating lessons or accessing a

government service at the facility. User groups and private event organizers are responsible for screening their own participants and spectators as required. “Due to the scope of exemptions noted above, there will continue to be unvaccinated patrons using Delta’s facilities. The

Provincial Health Officer and her staff have stated that the intent of the proof of vaccination requirements is to encourage more people to be vaccinated and recognizes that it is not a tool that will eliminate all risks of COVID-19 transmission at the locations where the order applies.

DPD investigating highway fatality Delta Police continue to investigate a two-vehicle collision that claimed the life of a 70-year-old woman from Delta Friday night. DPD were called to a collision on Highway 17A around 9:50 p.m. Oct. 1. Emergency Health Services were already on scene, trying to assist a driver involved in a collision with a large farm vehicle. According to police, both vehicles had been travelling northbound in the 4500 block of Highway 17A, before

Ladner Trunk Road. The driver of the farm vehicle was travelling very slowly, and was struck from behind by the driver of a sedan. “Despite the best efforts of Emergency Health Services, the driver of the sedan was pronounced deceased at the scene,” says Cris Leykauf, spokesperson for Delta Police. “Our condolences go out to her loved ones and friends.” The driver of the farm vehicle remained at scene and was cooperative with police. He was

not physically injured in the collision. The Delta Police Traffic Section was called out to the scene, and has assumed conduct of the investigation, which is ongoing. At this point police are not commenting on possible causes of the collision. “Police want to thank the drivers who were impacted by the closure of Highway 17A for their patience, as the closure was necessary to investigate the collision and to safely clear the highway,” says Leykauf.

K9 Unit helps stop B&E A live security camera feed and a police dog were instrumental in stopping an alleged break and enter suspect last weekend in Delta. Delta Police say that on the morning of Sept. 25 officers received a report of an unknown male inside a fully fenced area at a business on Progress Way.

The male was seen on a live camera feed rummaging through vehicles in the fenced lot, and carrying a tool bag. Given the in-progress nature of the offence, police called for K9 support from the Integrated Police Dog Services. “Officers located the suspect a short distance

away, and detained him for suspicion of break and enter,” said DPD spokesperson Cris Leykauf in a media release. “Another officer was with a police dog, and the dog’s track led to a bag of tools just outside the lot, and ultimately to the location of the other officers and the suspect.”

The City of Delta will ask the provincial environment ministry for a full audit of the GFL compost facility in East Ladner as well as an amendment to the Environmental Management Act to define odorous air contaminants. Delta will also ask

GFL Environmental Inc. representatives to attend a meeting of council to provide an update on facility operations and efforts to address odour complaints, as well as plans to engage Delta residents regarding community impacts of the organics composting facility. Those were recommendations approved by council at their Sept.

27 council meeting as odour complaints about the facility continued this year despite a multimillion enclosure project, which was supposed to address the problem. Metro Vancouver issued an air quality permit for the new facility in 2018, paving the way for a transition to a fully-enclosed composting facility, which was completed in September

2020. Complaints decreased for a while following the opening, however, this June both Metro Vancouver and Delta began receiving more complaints from residents in East Ladner. Between June and July 2021, there were approximately 200 complaints submitted to Metro Vancouver. A report to council

notes that based on the observations of Delta and Metro staff, as well as information provided by GFL representatives, the odour issues over the summer appear to have arisen from odorous material being stored outside. Delta’s city manager issued a letter to the company requiring odour issues to be promptly and effectively addressed. GFL’s response described a number of remedial actions taken, including addressing some deficiencies in the new composting building, optimizing the process, redirecting food waste to another facility as an interim measure, and hauling residual large pieces screened to a compost facility in the Interior. The 72nd Street operation also committed to work with Metro Vancouver to engage neighbouring residents. “Despite these recent improvements, and Delta’s understanding that the fully-enclosed facility would resolve odour issues and obviate any need for raw or partially-processed compost materials to be stored outside, concerns continue that the GFL Compost Facility will generate odorous materials that affect the neighbouring community, particularly during the summer months. Staff are therefore recommending further action to ensure adequate measures and protocols are in place to avoid future odour impacts,” the Delta staff report adds. During construction

of the new facility, GFL and a number of local residents appealed the air quality permit to the BC Environmental Appeal Board. The report notes that a decision of the Environmental Appeal Board, released this March, made a number of revisions to the permit, including the deletion of terms relying on the observations of an “Approved Person” and all references to monitoring, measuring or otherwise using “odour units” or “odorous air contaminants.” The revisions significantly impacted Metro Vancouver’s ability to monitor and regulate the compost facility based on the emission of odorous air contaminants, the report notes. Metro Vancouver has applied for a judicial review of the Environmental Appeal Board’s decision. In describing Metro Vancouver at Monday’s council meeting, Mayor George Harvie, who wrote to the regional district recently requesting a full audit under the facility site licence, including the types and quantities of incoming materials and storage practices, said, “All of a sudden they’re invisible.” Council agreed with his motion to also request a meeting with the regional district’s air quality division as well as Metro chair Sav Dhaliwal. Coun. Jeannie Kanakos also said the problem is frustrating, noting, “The community tired and worn down by the situation.”

FHA to talk future of Delta hospice supportive care centre

Fraser Health has announced it will be holding consultations on the future of the Harold and Veronica Savage Centre for Supportive Care, located on the Irene Thomas Hospice campus in Ladner. In a news release, the health region says it plans to reach out and engage directly with key community stakeholders, including patient advisors, families, the City of Delta, Indigenous stakeholders and others on the range of health and community services that will be part of the supportive care facility. “These conversations will help us determine

what the needs of the community are and what services would benefit the community of Delta, such as grief and bereavement support, seniors programs on healthy aging, and caregiver supports,” the health region states. “We are grateful for the ongoing support of the Delta community, including the City of Delta, as we work toward providing important health and community services at the Harold and Veronica Savage for Supportive Care.” The health region is providing no further details on options that are being contemplated for the facility. The FHA is currently operating the 10-bed Irene Thomas Hospice

as well as the Harold and Veronica Savage Centre for Supportive Care, having taken over from the Delta Hospice Society, which saw its government funding pulled earlier this year. It’s not clear if the health region is considering handing control of the supportive care centre over to the newly created Heron Hospice Society of Delta. Delta Mayor George Harvie has expressed support for the new society, reiterating the city’s interest in taking over the lease of that building. Delta’s intent would be to sublet the building to the Heron society, Harvie said in previous interviews with the Optimist.

“Falsehood flies, and the truth comes limping after it.” If you think that quote comes from someone studying the spread of misinformation through social media, think again. Jonathan Swift, author of Gulliver’s Travels, wrote those words in 1710, more than 300 years ago. The quote has been rephrased and repeated many times in many ways. It is often misquoted and attributed to someone else. One version — “a lie can travel around the world and back again while the truth is lacing up its boots” — is often wrongly attributed to everyone from Mark Twain to Winston Churchill. The quote is so popular because it is so true. It is human nature to spread and believe falsehoods. The truth always has an uphill battle. After all, false claims are much more interesting. That was true in the 1700s just as it is now. A study released recently on user behaviour on Facebook during the last U.S. presidential election found news publishers known for putting out misinformation got six times the amount of likes, shares, and interactions on the platform as did trustworthy news sources, such as CNN or the World Health Organization. Publishers who traffic in misinformation have been repeatedly shown to be able to gain major audiences on social media platforms. You can blame Facebook and other social media, but it’s the humans behind the messages who are putting out the falsehoods and spreading them. The antidote was born in Swift’s time. The first daily newspaper — The Daily Courant — started publishing in England in 1702. The first North American newspaper — The Boston NewsLetter — was started in 1704. Since then, newspapers have evolved into trusted sources of information, relaying to readers the truth about what is happening in their communities. By doing so, they have changed human history — from spurring revolutions to advancing human rights. The truth may limp, but it is a powerful force once unleashed. Canada’s newspapers are celebrating that power during National Newspaper Week, which runs from Oct. 3 to 9. This year’s theme is “Champion the Truth,” how the trusted journalism of local newspapers powers communities. By supporting your local newspaper, you can do your part to champion the truth. Technology the ‘new normal’ for farm industry

couple of weeks ago, after one of the driest summers on record, the skies opened up and the deluge began. It quickly became emergency time as farmers across the region scrambled to get potatoes out of the ground. A couple of years ago, a similar situation occurred resulting in hundreds of acres of potatoes left in the field for a snow goose buffet. Swampy wet fields make it nearly impossible to harvest as the machinery required is often rendered useless. Luckily the fields were seasoned with weeks of dry weather and most farmers were successful with the task at hand. There were images on social media of farmers running their equipment through the fields in the middle of the night. Such is the reality of farming as Mother Nature generally wins these battles. Technology and innovation does little to fight Mother Nature, but it can help in other ways to assist farmers, ranchers and the food economy. Technological advances, appropriate use of data and innovation are making “agri-tech” a significant and increasingly important part

of the food economy. Feeding the world is an immense task that requires adapting new technologies to assist in not only the production of food, but also how it is adequately distributed along supply chains and processing channels. There is what could be perceived as an unlikely local guarantor of success in agri-business and agri-tech. TELUS Agriculture is a division of the telecom giant that has been acquiring agri-tech businesses globally with the intention to empower all parties by digitizing key information for the parties to operate more efficiently. On the splash page at telus.com/agriculture, the title reads “Creating better food outcomes” and goes on to note…“We are on a mission to tackle one of the most significant social challenges of our generation,

feeding the world, while improving the quality and safety of our food by leveraging technology innovation and human compassion.” There are several examples of what technological innovation can do to assist agri-business, two of which stood out to me. Carbon Robotics has a robot that uses lasers to destroy 100,000 weeds an hour covering 15 to 20 acres a day without disturbing soil or plants and it operates 24/7 autonomously. I could use one of these in my backyard, and, Pessl’s iSCOUT tool uses cameras to identify and count insects in the field. 5G could enable that type of technology to trigger instant decision making, such as trapping or destroying the insects once they’ve been detected. TELUS, in undertaking a massive effort to help farmers and ranchers at the core, is also strategically positioning itself to participate in the creation of a robust food system, predicated on the technological innovation that will be required to feed a growing population. T2 project has many flaws Editor: Re: Numbers show need for port expansion (Optimist, Sept. 26th online story) So Port CEO Silvester claims the container volumes for 2021 provide more justification for his Roberts Bank Terminal 2 project. The devil as usual is in the details. The first question to be asked - what percentage of this traffic is U.S.? With congestion at U.S. ports, is Vancouver handling more U.S. containers which adds nothing to the Canadian economy other than more pollu-

tion and more congestion? U.S. traffic through Vancouver had been between 20 to 25 per cent of their total volumes. At the moment it could be a higher percentage. In addition the totals mask the fact that the numbers of empty containers moving is much higher. Of course Mr. Silvester won’t tell you this. Then there is the issue of the significant adverse environmental effects that cannot be mitigated that will result if Terminal 2 is built. Add to that the fact that Prince Rupert has

plans to add more than enough terminal capacity - as much as five or six million containers - more than enough to satisfy Canada’s trading needs for decades to come without causing the environmental damage that will result from terminal 2. Why, when Environment Canada scientists have repeatedly said Terminal 2 will result in environmental damage that will be immediate, continuous, irreversible and cannot be mitigated, is the Port of Vancouver continuing to push this flawed project? Delta Hospital – what a gift Editor: To think that a few years ago we may have lost our hospital! Playing tennis in Richmond I broke my wrist on Sept. 30. We checked wait times for Richmond and Delta.

We decided to get me to Delta. So glad we did! From the triage nurse to the nurses, RT, Dr. and LPN’s, tech’s - it was a fabulous experience. X-ray, cast in less than two hours. So much caring, compassion and

efficiency. So thankful we saved this wonderful community hospital! Thanks to everyone who made a challenging situation almost enjoyable! Debbie Kemp

Suggestions for additional off leash dog parks in Ladner The following letter was sent to Delta council and copied to Delta Optimist Dear Mayor Harvie and council: I write with concern at the lack of designated spontaneously accessible neighbourhood off leash dog parks in Ladner. Our dogs need places where they can be free to exercise off leash, to run and ramble, to socialize with other dogs, to play fetch (utterly impossible while on leash), all within spontaneous walking distance of their owners’ home neighbourhoods. Currently in Ladner, only the Delta Manor neighbourhood has a designated off leash dog park within spontaneous walking distance, Patterson Park (which many dog owners fear because of its lack of isolation from vehicle traffic on Ladner

Trunk, Harvest Drive, and Clarence Taylor Crescent). Otherwise, all other designated off leash dog parks available to Ladner residents are sufficiently remote from our various home neighbourhoods as to require inordinately long walks or vehicle driving to access. Thus, many, quite possibly all, dog families find themselves having to contravene Delta bylaws and let their dogs off leash in various Ladner regular parks and school fields when those parks and fields are idle. Potential, but not designated sites for off leash dog activity, do exist within Ladner. I can readily think of two: •The unnamed, hidden, and perpetually unused (except by park mowing crews), park across 44th Avenue from Spanton Drive has only

a single point of public access that could easily be set up to safety contain dog play and is a perfect size for puppies, small, and medium sized dogs, has just enough room for a Chuckit ball throw, and could also accommodate an outdoor agility course. •The right-of-way from 45th Avenue to Glendale Avenue between 47A street and King Edward Place has only two points of public access that could easily be adapted to control and safely contain dog activity and gives long, although narrow, running room, plenty of space for Chuckit ball throws, and also potential for an outdoor agility course and I suspect similar sites also exist among all of Ladner’s various neighbourhoods. An application by Village Farms for a nonfarm use, to allow for the construction of a biomethane gas processing facility, recently received further council approval and will now head to the Agricultural Land Commission (ALC) for consideration. The ALC will be informed that the City of Delta supports the application. The new facility at the Pure Sunfarms cannabis greenhouse operation, a wholly owned subsidiary of Village Farms, would convert gases from the Vancouver Landfill to biomethane for distribution to FortisBC’s gas distribution network. The product is marketed as renewable natural gas (RNG). The proposed facility would also be used in the Village Farms greenhouse operation. Village Farms currently owns the rights to a portion of the landfill gas collected at the landfill and uses the gas to fuel a co-generation plant at the greenhouse facility, but the company is currently decommissioning the co-generation facility that had been in operation since 2002. The new facility would operate alongside a proposed FortisBC facility that would be located directly on the landfill.

Delta council agreed with a recommendation to apply for a $40,000 grant in cost-shared funding to update Delta’s Agricultural Plan. The application will be submitted to the

Investment Agriculture Foundation of BC’s Local Government Partnership Program. Applicant organizations must contribute at least 50 percent of the funding for an approved project. The city has already issued a request for bids for a consulting service to help update the agricultural plan and that work is to commence this fall. A report to council notes future meetings of the Agricultural Advisory Committee would be dedicated to working with the consultant to identify relevant issues and opportunities for Delta’s agricultural sector, as well as providing recommendations on the draft plan update. The city notes it wants to update the current plan to shift the focus more to the issues, recommendations and implementation actions that Delta could undertake and lead.

ALC in court

The Tsawwassen Golf and Country Club has filed a petition against the ALC in BC Supreme Court. The legal action is the result of the commission’s denial of an application for an Agricultural Land

Reserve exclusion for a site immediately west of the Tsawwassen Spring’s housing development. Following a public hearing four years ago, Delta council granted preliminary approval for an application by the Tsawwassen Golf & Country Club Ltd. to build another 60 townhouses, a tennis court and other amenities at the 2.55-hectare (6.3-acre) site, which is in the ALR, but has not been farmed for a lengthy time. The land was purchased with the intent of taking most of it out of the reserve. The development plan for the site included subdividing that property into two lots, one of which would have had the townhouses, while the other would have been consolidated with the golf course. The lot with the new homes would be excluded from the ALR, while the other would have received non-farm use status, both requiring ALC approval. The requests were referred to the ALC in July 2017, but in May of 2018, the commission only approved the non-farm use application, denying the ALR exclusion.

Delta approves contract for more bus shelters

Bus stop improvements and the installation of two bus shelters will soon be in place along Highway 17 and 112th Street. Delta council has approved a contract for

the installation of the bus shelters. The work involves the construction of concrete landings and bus shelters located at the existing bus stops at Highway 17, just east of 52nd Street

and along 112th Street at Bridlington Drive. According to a Delta staff report, the work is necessary to enhance roadway infrastructure and safety for Delta’s transit users.

Fieldhouse project moving forward

A brand new fieldhouse is closer to reality in Winskill Park. Delta council has approved a construction contract for the project. The fieldhouse is designed to be a singlestorey building with an adjacent parking lot that will contain 33 parking spaces. The fieldhouse will serve as the new clubhouse for the Tsawwassen Lawn Bowling Club and provide activities space for other community user groups. The fieldhouse

will also contain two public washrooms for Winskill Park. At its Aug. 9th meeting, council approved a change to the architect’s design for the synthetic lawn bowling green at Winskill. The lawn bowling green is planned to be tendered as a separate project in 2022. The moving of the fieldhouse and lawn bowling green has been necessitated by the pending redevelopment of KinVillage.

“This has been a longtime looking at this and we have committed to move the fieldhouse and the lawn bowling green, which will now be situated on the north side of the park closer to 56th Street,” said City Manager Sean McGill. “What I’m really excited about is the addition of parking, which many residents have said is badly needed. We are taking an opportunity to build a real nice facility that will add and complement the park.”

After undergoing a number of changes, a residential development fronting the Beach Grove Golf Club in Tsawwassen has moved forward in the application process. Delta council on Sept. 27 gave preliminary approval for the 20-unit townhouse development in order to send the proposal to a public hearing. Requiring an Official Community Plan amendment, rezoning and other approvals, including an amendment to the site’s landuse designation under Metro Vancouver’s Regional Growth Strategy, the application is to subdivide a portion of 5847 12th Ave. and consolidate it with 5766 16th Ave. The remainder of the property would continue to be a part of the Beach Grove Golf Club. Noting there’s been a noticeable uptick in interest in golf and new memberships since the start of the COVID-19 pandemic, golf club past president Larry Wobick, in a presentation at a Delta council workshop in the summer of 2020, explained how the golf facility and its 900-members are not just part of the social fabric of the community, they are the community. He explained how the golf club is currently car-

rying a $325,000 annual payment on a multimillion dollar mortgage taken out years earlier for needed upgrades, and how erasing that debt through the proposed land deal, which would only go through if the project was approved, would ensure the longterm financial picture of the golf club remains positive with good fiscal management. Asked if another proposal may be coming along in a few years to remove more land from the course, he replied they don’t see that happening with the elimination of their debt combined with an apparent renewal in interest in their sport. The solution being proposed could be for at least 25-to-35 years, he added. In 2017, the applicant submitted a proposal to subdivide the subject site into 10 single detached lots. Following initial public notification and talks with the city, the applicant put that proposal on hold. A revised proposal for a 22-unit townhouse development was received in December 2019. It was later lowered to 20 units. Mayor George Harvie did not participate in the council vote because he is a member of the golf club, so he declared a conflict prior to the start of discussion.

A lawsuit has been filed against individuals connected with a company that partnered with a large-scale East Ladner greenhouse operation to grow cannabis alleging a years-long conspiracy in which many millions of dollars were unlawfully siphoned from the company. In a petition filed in BC Supreme Court, Brian Mohammed seeks to sue a number of individuals connected with Agra Ventures Ltd., many of whom are described as current or former insiders or purported consultants to Agra and/ or two other public companies, alleging they were engaged in unlawful schemes. A shareholder, Mohammed, among other things, states he “is concerned that the proposed defendants, which include all but one of the current directors on Agra’s board, breached their fiduciary duties and duty of care and/or carried out a long-running conspiracy whereby over $186.2 million of value was siphoned out of Agra.” Unlike a typical securities class action where investors sue a company for their investment losses, the complainant is not seeking to sue Agra,

In a statement issued Sept. 17, the company said it “takes the allegations contained within the claim seriously and has engaged legal counsel to investigate the alleged matters and to respond to the proposed petition.” A publicly traded company, Agra Ventures notes it is focused on the international cannabis industry, dedicated to the cultivation, distribution and marketing of highquality cannabis and cannabis-infused products worldwide. Its primary asset in Canada is Boundary Bay Cannabis, the Deltabased greenhouse formerly called Houweling Nurseries Ltd. After the partnership was signed, the greenhouse operation, until this year, was called Propagation Services Canada. The complainant notes a single gram of cannabis has yet to be sold from the facility. Members of the Houweling family, including Rueben and Cornelius Houweling, and their company are named in the proposed lawsuit. Agra’s also has a wholly-owned European subsidiary called Farmako GmbH.

but seeks the permission of the court to represent Agra and sue a number of defendants. The proposed lawsuit alleges that the proposed defendants used their positions to cause Agra to engage in 18 transactions between June 6, 2019 and Nov. 5, 2020, whereby Agra, either directly or through an intermediary, acquired worthless companies and assets owned by the proposed defendants at highly inflated prices. They are also accused of providing loans that were never repaid or intended to be paid back. The proposed lawsuit also alleges that they caused Agra to engage in 17 share issuances between March 29, 2018 and May 1, 2020, whereby over $7 million in common shares and over 128.5 million options were granted to those named in the petition for allegedly sham consulting agreements, falsified achievement bonuses or to settle sham debts. There is no “Class” defined in the proposed lawsuit and shareholders of Agra, including the complainant, would not be paid any net recovery directly. Any net proceeds recovered would be returned to Agra. The action was filed late last month and Agra Ventures, formerly called

The City of Delta is going to give residents an opportunity to meet inperson to provide input on the major River Road West Flood Management Strategy project. Council last week agreed with a staff recommendation to hold in-person public consultations when restrictions are lifted to address concerns raised during a recent online consultation. The opportunity to have an in-person consultation was not available due to the COVID19 pandemic. The city’s plan is to address long-term flood protection while creating a series of roadway

changes from 34th Street to Ashbury Place. The proposed changes include traffic calming in the form of raised intersections to reduce speeding on River Road West, a provision for vehicle access and resident parking on a dike roadway, a continuous multi-use pathway allowing connections to the Westham Island Bridge and Brunswick Point, improved resident access through raised intersections to allow for a more gradual transition to the dike roadway as well as consolidating access points by reducing the number of driveways. The ultimate goal is to raise the dike by approximately 0.6 metres by 2050 with provisions to raise the dike a further

0.6 meters by 2100. A report to council notes some of the concerns raised during the online feedback included the proposed parallel parking on the dike road being too narrow, beautification encouraging more tourists, a loss of existing on-street parking, access impacts to driveways on the water side, especially in the Canoe Pass area, emergency vehicle access for the areas with one-way traffic along the dike road and pedestrians and cyclist access to the multi-use pathway crossing the dike road. The report notes staff will work with a consultant to further refine the conceptual design based on the feedback received and organize an in-per-

son consultation prior to finalizing the flood management strategy. “This strategy is the initial phase of planning ahead of future upgrades. Given the magnitude of the work required and costs associated with this type of infrastructure, it is likely that the strategy will evolve and change over time prior to any construction taking place,” the report adds. Two years ago, Delta council agreed with a staff recommendation that the city enter a memorandum of understanding with the Ministry of Forests, Lands, Natural Resource Operations and Rural Development for a phased flood protection strategy.

That strategy is to provide clarity for residents that own property along the river as well as provide staff sufficient time to complete a comprehensive study of the corridor. Many properties in the River Road West area, which encompasses Port Guichon, are shallow and located outside Delta’s dike system. An engineering department report at the time explained that when provincial dike guidelines were amended to address climate change and dike seismic design guidelines were established, it was determined the entire dike system would need to be raised significantly by 2100. The department suggested that a phased

approach be implemented. However, property owners raised the alarm, saying the situation left them with great uncertainty as they’re likely unable to redevelop or rezone their properties because the city will need part of their land. The city is now saying a new conceptual design were developed in an effort to avoid additional private property requirements by ensuring the proposed flood protection improvements would be undertaken within existing road dedications and statutory rights-of-way. Council was told funding is not even in place but a conceptual design should be in place if dollars become available.

Ladner continues as one of Metro Vancouver’s hot spots based on September numbers released by the Real Estate Board of Greater Vancouver (REBGV). The benchmark price for a detached single family home in Ladner last month was $1,314,400, up 2.1 per cent from the previous month. Only North Vancouver (2.6) and the Sunshine Coast (2.4) saw a bigger increase within the REBGV region. The benchmark price for a Tsawwassen home in September was $1,409,800, an increase of 0.3 per cent from August. The benchmark price for a townhouse in Ladner was $774,400 (1.3 per cent increase) while Tsawwassen went up 0.8

per cent at $856,700. The benchmark for a condo in Tsawwassen and Ladner was $635,100 and $574,100 respectively. The REBGV notes home sale activity remains elevated across Metro Vancouver’s housing market while the pace of homes being listed for sale continues to follow long-term averages. Residential home sales in the region totalled 3,149 in September, a 13.6 per cent decrease from the 3,643 sales recorded in September 2020, and a 0.1 per cent decrease from the 3,152 homes sold in August 2021. There were 5,171 detached, attached and apartment properties newly listed for sale on the Multiple Listing Service® (MLS®) in Metro Vancouver in

September 2021. This represents a 19.2 per cent decrease compared to the 6,402 homes listed in September 2020 and a 28.2 per cent increase compared to August 2021 when 4,032 homes were listed. According to the Fraser Valley Real Estate Board, the benchmark singledetached house in North Delta was $1,228,900 in September, an increase of 1.7 per cent from the previous month. The benchmark for townhomes and condos also rose to $689,100 (1.3 per cent) and $405,700 (1.0 per cent) respectively from August. Across Fraser Valley, in September, the average number of days to sell a single-family detached home was 26 and a townhome was 19 days. Apartments took, on average, 26 days to sell.

Nature’s Notes: Encouraging Tree Swallows & Chickadees in Delta PETER WARD

It started in 2008 when I made an extension to my home workshop. Somehow, building bird boxes brought together a trait I inherited from my maternal grandfather and a passion for bird watching. With a couple of friends I started building boxes, using some ideas for size from a 1979 publication by BC Provincial Museum.

We targeted local birds known to nest in manmade boxes. It turned out there was as much work involved in annual maintenance/clean-out of boxes, as in construction. I bought a branding iron, adopted the name Cascade for our bird box group and made sure all our boxes were labeled accordingly Several years later I was on the verge of retirement and needed additional support. led to several people coming forward to help me. We soon had a fabulous team of bird box carpenters, mapping and data listers, and photographers. One of us had a roomy workshop in Tsawwassen, and that is where we started working. Our team continues to be busy with new orders. For parks and golf courses we deploy Tree Swallow boxes, used sometimes by other species (e.g. Black-capped Chickadees). They love

brand new boxes. For farms in Delta, we build and deploy Barn Owl boxes, frequently on poles because of the dearth of barns. In the Delta area, we are operating about 28 Tree Swallow boxes in Boundary Bay Regional Park, 54 boxes on Kings Links Golf Course, and 16 at Beach Grove Golf Course. The success rate is high - about 70 per cent of our boxes produce fledged young, at an average of four per box.

A former Delta Police constable has been recognized for past his work in the department and the community with a prestigious award. Jeremy Pearce is among this year’s recipients of the International Association of Chiefs of Police’s 40 Under 40 Awards. The program recognizes leaders from around the globe, exemplifying leadership, dedication and service to their law enforcement profession. This year’s winners come from throughout the United States, Australia, India, United Arab Emirates and Canada. Prior to taking a position with the new Surrey Police Service, Pearce enhanced Delta’s community policing and crime

prevention programs while building strong relationships with community stakeholders. He led a diverse group of more than 120 volunteers and has successfully mentored many of them toward a career in policing. He has volunteered thousands of hours as a Big Brother, a rider with Cops for Cancer, and a representative and coach for the Special Olympics. Additionally, Pearce introduced a Club Fit program, pairing volunteers and high school leaders with Special Olympics athletes. Pearce also has an affinity for creative community policing approaches. After a significant crime spree in the industrial area, he developed a new, unique multifaceted approach utilizing a team of more than 100 community members,

reducing overall crime by 39 percent and providing the local community members an opportunity to participate in community policing initiatives. Prior to joining DPD, Pearce established a community policing program called Transit Watch with the Metro Vancouver Transit Police, which increased transit police presence and rider safety. “Surrey Police Service congratulates Constable Jeremy Pearce on his very deserved international recognition as one of the rising leaders in law enforcement, with his 2021 IACP 40 Under 40 Award,” said Surrey Police Service spokesperson Ian MacDonald. “Jeremy’s dedication, positivity and community mindedness are exemplary characteristics for any police officer to possess.”

DPD and THIS partner on art contest

Local artists of all ages are encouraged to submit for “THIS is Where You Belong” calendar The Delta Police Department (DPD), in partnership with the Harmony Initiative (THIS), and the Delta Police Foundation (DPF), with the support of Delta School District, are calling on local artists of all ages to participate in the 2022 “THIS is Where You Belong” calendar contest. The contest, which is now until Oct. 24, requires participants to submit their visual art to be reviewed by a community panel facilitated by THIS for selection. “The community calendar is a timeless initiative, and THIS has helped the DPD and DPF re-imagine how a new take on and old idea can harness the influence of visual art to highlight the many ways in which Delta residents belong to their community – our community,” said DPD Chief Neil Dubord. A total of 12 winners will be chosen, with one highlighted on each

Single use plastics will soon be banned throughout the City of Delta. At the Sept. 20th meeting of council, civic politicians unanimously approved a notice of motion brought forward by Coun. Dylan Kruger asking staff to report back to council on the necessary steps to implement a ban on single use plastics. “This motion is a longtime coming. It’s time that Delta takes

this step in my opinion,” said Kruger. “I know we have talked about this many times before, both at the council table as well as other committees of council. This is a step that other municipalities are taking throughout British Columbia. This is a step that the federal government is taking on a national level. We really don’t have any excuses anymore in 2021 to be using some of these single use plastic items when there are more environmentally-friendly alterna-

tives available. Having said that, I do think it is important that we do this the right way. That we work with our business community, our business associations and the Chamber of Commerce. That proper notice is provided, and that it is noted this is the right thing to do for the sake of the environment, for the sake of the landfill and for the sake of fighting climate change.” Prior to the implementation of new bylaws, council, through staff,

Delta staff will also be consulting with the City of Surrey, which is also consulting on the topic, to ensure that Delta’s bylaws fall in line with Surrey’s given the business community with shared interests along the Scott Road corridor in North Delta. Delta has approved its urban reforestation project for 2021. That means more trees, associated plantings and maintenance will be done by the city as Delta continues to look to increase the tree canopy throughout the community. According to a staff report, Delta has identified 662 trees and 822

understory shrubs to be planted on 41 sites, which includes four boulevard locations and 21 BC Hydro right of way sites. A contract, for $337,912 was approved by council at the Sept. 20th meeting for the work to be done. The plantings will begin in November with an expected completion date of March 31, 2022. “This is very exciting and a very large con-

In its effort to ramp up electric vehicle use in the community, Delta will soon purchase two electric cars for use in two of its city departments. Last month, council

approved the purchase of two electric cars in the amount of $81,498 from Abbotsford Hyundai. The two electric cars will replace two existing cars for the use in the property use and compliance division and the engineering department.

Coun. Jeannie Kanakos said this was really exciting news for the City, while asking staff whether this is part of the cities’ efforts to replace existing vehicles with electric ones. “If we can replace with an electric vehicle we

will continue to do that,” said City Manager Sean McGill. “The intent is to keep moving in that direction as much as possible taking into consideration the operational needs.” Engineering director Steven Lan said they are looking at the entire elec-

How to maintain hardwood floors

Hardwood floors have long been sought after by home buyers. Homeowners who already have hardwood floors know just how impressive these floors can be, especially when they’re well maintained. Maintaining wood floors is not necessarily as straightforward as it may seem, and homeowners may benefit from a tutorial on how to keep the floors under their feet looking good.

To polish or not to polish? Polishing floors is an inexpensive way to keep them looking good. The South Delta Sun Devils are a provincialcontending force again in senior girls volleyball thanks to an abundance of talent and plenty of hard work on and off the court. Following a year-long hiatus after the 2020 season was wiped out by COVID-19 restrictions, the Tsawwassen school has come out swinging, rolling to an impressive triumph at last month’s UBC Mizuno Tournament with six straight wins. A look back at the 2019 campaign and it’s not too difficult to see why the early success and bright outlook for the squad. The current Grade 12s won the inaugural South Fraser Zone junior girls title in 2019 coached by Taka Katsube. Meanwhile, Kevin McGregor was working with an exceptional group of Grade 9s that would have contended for the B.C. title if they weren’t strangely kept out of the invitational tournament. Four of his former players suited up for Team B.C. this past summer and senior girls coach Dan Burgess’ biggest challenge this season is finding enough playing time to keep all 15 of his players happy. “There are a lot of things in play here,” said Burgess, who is once again joined on the bench by co-coach Gaitlin Saip. “Kevin has

Back in the day, I had to do it all, where now, he has taken over getting them to go play (at the club level too). He has really promoted, very effectively, at the Grade 9 and 10 level and we are starting to see the benefit of that. “To see this current crop of Grade 11s is just outstanding. There are four girls, who no doubt in my mind, can play post-secondary if they want to.” Those four are Rachel Rosser (5-foot-10 middle/outside), Myah Casey (6-foot middle), Mackenzie Campbell (6-foot setter/outside)

and Esther Lim (5-foot-7 libero/outside). Tayah Meehan, Anna Tanaka, Bianka Filc, Sara Tisovska and Georgia Kwiatkowski round out the Grade 11s. Seniors include Lauren Wright, Taylor Katsube, Kate McDonald, Jane McDonald, Olivia Barber and Amy Smith. “(Those four) have made a lot of effort in the last couple of years to play a lot of volleyball and made the provincial team last summer for their age group,” added Burgess. “Here is the irony, even the rest of the Grade 11s are entirely ahead of the level where our Grade 11s usually are. We have a couple of Grade 11 girls that,

in most years, would be starting for us. Just the depth this year is really, really, exciting for us.” With Burgess at the helm, South Delta won three consecutive B.C. titles from 2012 to 2014, led by Megan and Nicole McNamara, who went on to enjoy All-American beach volleyball careers at UCLA. However, he is quick to point out those teams featured much more than the talented twins with several players going onto the university level. “When you look back at the 2014 team, every single girl in the starting six went on to play at a post-secondary school. That’s kind of what we

DONALD, William (Bill) May 22, 1952 − September 20, 2021 It is with great sadness that we announce the passing of Bill at the Irene Thomas Hospice, Delta, after a short battle with cancer. Bill was born in Vancouver, one of seven siblings. He spent much of his life in Banff and Calgary where he had to be one of the most knowledgable drivers for Brewsters. He moved to Ladner 15 years ago. Bill was known for his generosity and kindness. He was a gentle soul who lived his life just the way he wanted. He will be sorely missed by many family members and friends. No service by request.

She is survived by her children, Jim, Mike, and Karen (Grant); daughter−in−law, Joan; seven grandchildren; six great−grandchildren; as well as, many nieces and nephews. Margaret was born in Ladner and after marrying Lyall in 1948, moved to the family farm in East Delta. In 1966, the family moved to Tsawwassen where she spent the rest of her life. She was renowned for her culinary skills, hosting many parties over the years. Family and friends looked forward to her diverse Christmas goodies. Margaret was very generous in donating her time to the community and charities. Due to the current restrictions, there will be no celebration of life at this time. December 27, 1942 - September 28, 2021 It is with great sadness we announce the passing of Lowell Holland on September 28, 2021 following a short illness. He is survived by his wife Sandy of 56 years, children Janine (Brent), Leslee, and Raymond (Melanie); beloved grandchildren Morgan, Joel, Leigh and Abby; his brother Jay (Geri), sisters Gelane and Patricia, sister-in-law Joyce, many nieces and nephews and dear friends. He was predeceased by his parents Mike and Ruby Holland, his brother Wayne, sisters Wanda and Nadine.

Lowell was born December 27, 1942 in Raymond, Alberta. He was the youngest of seven and well loved by his older siblings. He graduated from the University of Lethbridge with an education degree. Lowell married Sandy Walters in 1965 and they moved to Pincher Creek, Alberta, where they lived for 36 years. He spent the majority of his career teaching high school sciences. Two memorable highlights were teaching exchanges to England in 1985 and Australia in 1992. He loved teaching and developed lifelong friendships with many of his fellow colleagues. In addition to being a father of three and his teaching career, he was also a volunteer fireman and paramedic. He had many interests and was never hesitant to try something new. Lowell was an avid photographer who started his own business taking photos at weddings and family gatherings. Photography became a life long passion and at the time of his passing he had amassed over 1.2 million images. After retiring Lowell and Sandy found their “cottage” in Point Roberts, Washington, spending a few winters there starting in 2000 to be closer to their grandchildren in BC. In 2003 they made a permanent move to Tsawwassen. Lowell was a much loved friend to many in both the Point Roberts and South Delta communities. He was an active member of the Delta Photo Club, Point Roberts Wacky Walkers, and a regular for coffee at Petra’s by L’Aromas. He volunteered with TOOBS and Food on the Corner in South Delta. Lowell loved his family and thoroughly enjoyed all four of his grandchildren. He was generous with his time and talents with family and friends. A private celebration of life will be held. He will be dearly missed by all.

Thanks to our Community A record breaking $5.9M was raised in 2020/21! COVID-19 Response Fund. This Fund continues to be utilized to purchase vital equipment that supports our hospital as we resume pre-pandemic volume at the highest standard of infection control.

The Foundation was also able to support Delta Hospital’s numerous other critical needs during the pandemic including the Echo Ultrasound and the TIMS System, two brand new services for Delta Hospital.

At the Foundation, we have always known Delta is special, but this past year our community’s kindness and compassion was amplified to an all-time high. With your support, we raised a record breaking $5,987,419!

Despite not being able to gather with our community in person, our supporters helped us surpass the original goals for both our virtual events - Century Group Delta Health Classic and True Blue Moonlight Gala.
