U.S. border re-opening isn’t expected to providemuch relief for Pt. Roberts
MARK BOOTH
m b o o t h @ d e l t a - o p t i m i s t .c o m
After 19 months, Nick Kiniski is tired of waiting for his Canadian customers to return even if there is good news just days away. The longtime owner of Kiniski’s Reef Tavern closed his bar for the winter on the weekend after seeing his business decimated since the U.S. border was closed for non-essential travel in March 2020 due to the COVID-19 pandemic. “Thank-you to everyone that came out to support us during these strange times. We look forward to seeing everyone once we open up again,” wrote Kiniski on a social media post. His decision comes after U.S. Homeland Security announced it will lift restrictions on land border crossings for fully vaccinated travelers on Nov. 8. However, Kiniski doesn’t see the re-opening helping him or other Point Roberts businesses anytime soon given their unique geographical location and the rules that remain on the Canadian side of the border. They include proof of a negative CPR test within 72 hours of re-entering Canada. “They can come down but then they have to
KINISKI’S REEF PHOTO
Even with the U.S. border re-opening for non-essential travel on Nov. 8, Kiniski’s Reef Tavern owner Nick Kinisk still closed his bar for the winter on the weekend, figuring the expensive mandatory CPR Test to return to Canada will keep his customers from coming to Point Roberts. have a COVID test to go back. Who is going to spend $200 (on a test) to come down here to get milk and cheese or gas then go right back?” asked Kiniski. According to Canada’s Chief Public Health Officer Dr. Theresa Tam, there is no plan to drop required mandatory negative test anytime soon, even though it’s not needed to enter U.S. land crossings. “We have to have ongoing evaluation and discussions, there is no doubt,” said Tam dur-
ing a press conference on Oct. 15. “I would just like to remind everyone that right now we are still at the top of that fourth wave. We are in a situation in Canada where our health systems are still very fragile. We need to take a pre-cautionary approach in the next little while. We will continue to evaluate the situation.” Deputy Chief Public Health Officer Dr. Howard Njoo added data is showing there is fully vaccinated travellers coming into Canada that

have still tested positive for COVID-19, albeit a very small percentage. The concern is what happens when the flow through the U.S. border increases dramatically. “What is interesting is based on the data that we have been able to analyze to date there is a certain percentage, about 0.2 per cent of fully vaccinated travellers coming to Canada, that have tested positive for COVID-19,” he said. “Then the question is then is that good or bad? It’s less than one percent
but when you look at the volumes of people increasing coming to Canada, as a percentage, the actual true number of people coming would obviously potentially be increasing as well. I think right now it’s certainly another layer of protection that is in place at the moment and we continue to look at the evidence.” Since the Boundary Bay crossing closure, Point Roberts Chamber of Commerce president Brian Calder has been lobbying for both countries to recognize how his isolated community relies heavily on Canadian customers making quick trips across the border. He points to data showing roughly 1.5 million pre-pandemic visits in 2018 and 2019 and how 50 percent of them were for an hour or less. “These are what we call day-trippers,” he said. “They are not going to come if they need a (negative) test to go back. “And we only do testing here on Wednesdays and Sundays and it takes a day-a-half to get them back from Bellingham. “Here we have a (Nick’s) business which he had kept opened seven days a week and never closed in 35 years, saying he is closing now. That’s where we are.”

Delta council and staff have agreed that additional COVID-19 safety measures need to be taken in the city’s recreation facilities, starting immediately with an adjusted mask mandate. Following their special meeting of council last Thursday (Oct. 14) council decided that, face coverings will be required for all patrons five years and older in indoor public spaces and, effective Oct. 24, proof of double vaccination will be required for those 12 years and older.

The double vaccination requirement’s timeline matches with the latest orders from the Provincial Health Officer (PHO), however, the City of Delta will be adding more activities to the existing list, including those taking place in swimming pools, skating rinks and for indoor recreational sports for those 21 and younger. “Given the mixed-use of most of Delta’s recreational facilities where, currently, proof of vaccination is required for some activities, but not all, it is recommended to apply a consistent requirement for proof of vaccination for all admissions for patrons 12 years and older,” reads the report by staff. Essential activities, like using the washroom, purchasing food or accessing government services will continue to not require proof of double vaccination, and this vaccination mandate will instead cover off activities where facility admission or registration fees apply. The new mask mandate in Delta will be consistent with the current order in place for schools, and because Delta offers programs for school-aged children, council and staff agreed that they would follow that guidance instead of the PHO order requiring masks for children aged nine and older. During the special meeting of council, Coun. Dan Copeland asked about supports in place for those enforcing vaccine or mask mandates – including parents
of user groups – if somebody was to ignore these requirements and walk in anyways. “Our staff would come and support, when available, but we don’t expect our staff to get into confrontations with people. We’ve been very clear to them that we’re certainly not there to wrestle someone out the door ... We are not asking parents or volunteers or anyone to be a security guard or the police,” said City Manager Sean McGill. If situations do get “out of control”, the police are to be called, he said. Coun. Jeannie Kanakos extended her thanks to parents and coaches for working so hard to keep their sports running in a safe way and acknowledged how awkward it can be to turn unvaccinated spectators away. The City of Delta will be communicating the changing vaccine requirements to the public through reader boards, social media and facility signage. In cases where someone is not able to get vaccinated for health reasons, the only way their proof of vaccination requirement will be waived at Delta recreation facilities is to provide the appropriate documentation from the PHO application process. Kanakos’ also expressed concerns about spaces like saunas, steam rooms and hot tubs. Delta staff will be looking into her concerns and reporting back on how these spaces could and should be regulated.

Stay safe and fireworks-free in Delta this Halloween DANI PENALOZA
C o n t r i b u t i n g Wr i t e r
Save yourself an expensive fine, neighbour complaints and the freaked out pets this year and avoid fireworks this Halloween if you don’t have a permit. Halloween night, bylaw enforcement officers and the Delta Police will be patrolling the busy streets, keeping their eyes peeled and ears open for any screeching explosions of light going off within the city’s boundaries. Selling, possessing and transporting fireworks in Delta without a permit is prohibited, however, this doesn’t necessarily stop people on what some might consider one of the rowdiest nights of the year. “On Halloween night, we definitely see an increase in call volume, and we have extra officers
out over the weekend just to assist with the higher than usual call volume ... We usually end up seizing a lot of fireworks,” said Sgt. Mike Whiteley, who will be patrolling Halloween this year. And those choosing to go against the city-wide ban could face a $200 fine for possession if they don’t have a permit, said Hugh Davies, Delta’s Manager of Property Use & Compliance, in an email to the Optimist. Permits can only be issued by the fire Chief or a designated officer, and they may not be issued to any applicants who are more than just an individual, who are less than 19 years old, who wish to use the fireworks for a purpose outside of a special event, or hasn’t submitted their application correctly. “Our main concern is safety for the public and for the youth out there
that may be trick-ortreating. We just ask that you use caution. We run across youth that are letting off fireworks without the proper safety protocols or anything, and we do see an increase of injuries to youth and people because of mishaps,” says Whiteley. In addition to accidentally hurting somebody, setting off fireworks can also be a fire hazard. “Bylaw inspectors will be focusing their attention on bylaw offences associated with private property or on municipal lands, including parks and the recreation centres throughout Delta,” added Davies. Some additional safety tips Whiteley gives is wearing reflective clothing if you’re going to be out in the dark, for parents to check their children’s candy, and to drive with extra caution around all the pedestrians.

DPD officers added to Alexa’s team
Together, these officers took 138 impaired drivers off Delta roads IAN JACQUES
i j a c q u e s @ d e l t a - o p t i m i s t .co m
Another six Delta Police officers have been added to Alexa’s Team for their role in taking impaired drivers off Delta roads. In 2008 a Delta family and community was devastated by the tragic loss of a little girl. This little girl, Alexa Middelaer was killed by a drunk driver while feeding horses along a rural road. Out of this tragedy, was born the Alexa’s Team program, a program aimed to recognize officers in B.C. who work toward reducing the number of impaired drivers on the roads. The DPD officers named to the 2020
Alexa’s Team are constables Ganesh Krishnan, Brandon Orser, Nav Bring and Scott McClure as well as A/Sgt. Grayson Smith. There is one officer who cannot be named. Together, these officers took 138 impaired drivers off Delta roads. “Police officers across this province work incredibly hard to keep impaired drivers off B.C. roads, but here in Delta, I have to say it’s personal for us,” says Insp. Kim Campbell, who oversees the Traffic unit. “The tragic loss of Alexa touched us deeply, and that’s one of the reasons why we keep up the pressure on impaired drivers year round. 24/7. Our officers
have a passion for keeping impaired drivers off the streets of Delta. The head of our Traffic unit is one of those named to Alexa’s Team, and he spearheaded our training program on detecting drug-impaired drivers.” Officers from all police detachments and departments in B.C. are eligible for membership in Alexa’s Team. To qualify, you will have conducted a minimum of 12 impaired driving investigations in 2018 that have been the subject of an Immediate Roadside Prohibition (IRP) Fail or Refusal, an Administrative Driving Prohibition (ADP) or an investigation forwarded to Crown for Criminal charge approval.

OPINION
Border exceptions? Editor’s Note IAN JACQUES
A
fter 19 months, on Nov. 8, the land borders between Canada and the U.S. will finally be re-opened to fully vaccinated travellers. It should be good news to border communities like Point Roberts, but sadly, that is not the case. Since the Boundary Bay crossing closure, Point Roberts Chamber of Commerce president Brian Calder has been lobbying to get the border open. In a story we are running this week, Calder told the Optimist of the roughly 1.5 million pre-pandemic visits in 2018 and 2019, 50 per cent of them were for an hour or less. As it stands now, travellers still have to have proof of a negative COVID-19 test within 72 hours of re-entering Canada. So that means day-trippers, who want to hop down to Point Roberts for cheaper gas, pick up a few groceries and or check in on their vacation properties, will likely not make that trip because of the added costs of a COVID test. Who is going to go down to Point Roberts to support the businesses when they need to produce a negative test to go back when it’s likely the cost of the test will be more than you will spend on your shopping trip? It’s just not practical. According to Canada’s Chief Public Health Officer Dr. Theresa Tam, there is no plan anytime soon to drop the required mandatory negative test. There are exceptions to every rule, and in this case there definitely should be. I get the need for safety. I get the need to be cautious, but if you are double vaccinated and have to show your vaccine passport to get into restaurants, theatres and sporting events here in B.C., and you don’t need a negative test to get into those establishments, shouldn’t those same rules apply when crossing the land border for day trips? Canadian government officials need to change this policy and change it quickly. Point Roberts and other border communities are hanging on by a thread. The border will soon be open, but unless the rules are changed, this is just another slap in the face for the residents and businesses in Point Roberts and other border communities who depend on Canadian travellers to survive.
Ode to the plastic bag
O
h plastic bag, can I compare thee to a summer day? You are more convenient and more useful than all that came before you. Strong winds will shake the trunk of my heart but you will never fall from a tree once stuck in a branch. Your convenience doth shine even though I know your destruction to the earth is hot. Sadly nature is changing and your eternal usage is coming to an end. The inferno summer of last has set the stage for your demise. As long as I can breathe or my eyes can see I will mourn you plastic bag and all the ways you brought me joy. My imperfect sonnet may be tongue and cheek but it’s a fact, single use plastics are headed for extinction. The Plastics Action Plan is being implemented, (albeit slowly), and it’s coming to a store, event, office, or school near you. I love the plastic bag for its simplicity and versatility. white plastic bag is a beautiful thing. They are strong. They hold liquid, garbage and dog poop. It keeps bread and produce fresh, and keeps things dry in the rain. Plastic bags are not expensive so you never have to worry if they rip. There’s always plenty of plastic bags around, at least for now. As hard as I try I cannot envision a replacement. Compostable plastic maybe but I’m not sure that is viable in the long term. Paper, well it’s inferior. I must divorce the plastic bag because it’s contribut-
ing to the 1.2 billion singleuse items dumped in Metro Vancouver landfills yearly. That’s a frightening statistic and our local governments are going to restrict their use whether we like it or not. Plastics are killing our oceans and our landfills are exploding so it’s time, time to let go of old bad habits like reaching for the plastic bag. By now we should all be carrying reusable shopping bags, and drinking coffee and water from reusable bottle and cups. Don’t use plastic utensils or straws, buy bars of soap not body wash, and compost your food. For the smokers, don’t drop your butts and don’t buy plastic lighters. Thankfully the City of Delta is planning big changes for us because we can’t do it without rules. It’s in our best interest to reduce our plastics now, so when the hammer falls we will be experts at reducing our own waste. If new capacity is needed – at what cost? Editor: Re: Numbers show need for Delta expansion, says port (Optimist, Sept. 25) In fact, the numbers used to justify Port of Vancouver’s proposed Roberts Bank Terminal 2 (RBT2) expansion project have been wrong since 2010 and are wrong again. In 2020, British Columbia container terminals had excess, unused capacity of more than 1.3 million TEUs (20-foot equivalent units). This means 2020 container volumes could have been 28 per cent higher without causing a capacity issue – more than enough to cover the 15 per cent growth above the previous record set in 2019 cited by the Port Authority. Yes, in the first half of 2021, container volumes are up compared to 2020 and previous years. However, months of pandemic lockdowns shifted consumer spending patterns, and
periodic lockdowns continue to impact shipping, manufacturing, and ports worldwide. These unique factors are creating unusual market conditions and unprecedented volume surges at many North American ports. According to the Port’s own data, Vancouver has handled the surges well compared to other ports on the West Coast. That is because of incremental, smart, market-driven investments that have been made over the years. And, more work is already underway to increase B.C. container capacity at existing private-sector terminals by 1.3 million TEUs to 7.2 million TEUs by 2025. Pinpointing the biggest roadblock to improving container cargo movement in the Port of Vancouver is a $3.5 billion-dollar question. That’s the amount the Port wants approval to spend on RBT2. Imagine the road, public transit and infrastructure
improvements that could be made to support mobility for people and goods with $3.5 billion tax dollars. Global Container Terminals (GCT) has a stake in this. We agree that smart, market-driven capacity improvements should continue within the Port of Vancouver. We have a plan that delivers them, adding up to two million TEUs as they are needed, with our privately-funded Deltaport Berth 4 (DP4) project, an incremental expansion of the existing terminal footprint at GCT Deltaport that greatly minimizes environmental impacts compared to building an entirely new artificial island with RBT2. If new capacity is needed, the question we should be asking is – at what cost? Marko Dekovic Vice President, Public Affairs, GCT Global Container Terminals Inc.
Editor: Two years ago, Delta Meals on Wheels was desperately short of funds and appealed to the Delta population for support. At that time, the response was amazing and we received sufficient donations to continue providing our service to members of the community, living on their own, and unable to prepare and cook meals for themselves. Unfortunately, we have now reached a similar
position, and the previous funds donated, are almost exhausted. As previously explained, our program relies almost exclusively on donations for its existence, and the money raised is used only to offset costs incurred for food and packaging. We therefore, once again, incite all citizens and local organizations to donate to this worthy cause. The Delta Meals on Wheels Society is completely made up of volun-
teers, who, come rain or shine, provides a valuable service of delivering a hot meal directly to our customers in their homes. Your valuable contributions will once again speak volumes to the caring community we live in. So please forward your donations to: Delta Meals on Wheels, #202-5000 Bridge St., Delta, B.C., V4K-2X4. The society will provide tax receipts for all donations received. Maurice Newby President/Delta Meals on Wheels

Make thoughtful decisions about FSA tests SUSAN YAO
P re s i d e n t / D e l t a Te a c h e r s ’ Association
Foundation Skills Assessments: what are they and why are teachers concerned about them? And why is the Delta Teachers’ Association (DTA) sharing their thoughts with Delta’s parents? The FSA is a provincewide standardized test given to all grade 4 and 7 students in B.C. It’s not a required part of the B.C. curriculum, nor does it lead to increased supports for individual students. And it does not affect your child’s report card. Why are teachers concerned about the use of FSAs in their classrooms? For a number of reasons. These tests take away valuable class time to administer and to prepare students to take
them. To be clear, the FSAs do not help students learn, especially not now, during a pandemic. And standardized testing creates anxiety for students. Do they need that right now? The results of these tests do not translate into additional resources for students, teachers or schools. The detailed results are not available to parents or teachers who might be able to extract some meaning or useful information. As far as a comparative snapshot, amongst grade 4 or 7 students, parents could ask the highly qualified classroom teacher, a professional with a five-plus-year university degree. The DTA recently sent out letters regarding the FSA to teachers of grades 4 and 7 in Delta, these letters to go home to parents of grade 4 and 7

Delta Teachers’ Association president Susan Yao. students. The withdrawal letter/ form is agreed to by both B.C. Teachers Federation (BCTF) and BC Public
School Employers’ Association through a protocol agreement. Both sides acknowledge that parents have
the choice as to whether their child writes or not. It is not just the BCTF’s opinion that a kid can be withdrawn — it is the case that both organizations understand and support this. And no, a child should not be asked to “just stay home” during the test. They are still entitled to attend school in the same way as if a parent does not give permission for attendance of field trip or a PE activity. To clarify the position of teachers, teachers are not opposed to thorough, authentic assessment. That is what teachers do every day in their classrooms. The Delta School District has shared with the DTA their reasons for participating in the FSAs. There is value in data that can come from a system wide check, and the DTA is not opposed to such a check, however,
the FSAs in their current form and in how their data is used, compromises the very integrity of the data by sharing it with the Fraser Institute. The data is used to pit schools or neighbourhoods against one another, which benefits no-one. This is not what the data should be used for and until the whole program of the FSA is revisited by the Ministry of Education, it remains a problem. What about your role in this? We are asking parents and the public to read about the FSAs (at bctf.ca/fsa) and why it needs to change. We encourage parents to make thoughtful decisions about their child’s participation in the test. See more on this issue on the Optimist website with a commentary from BCTF president Teri Mooring.

Nominations are open now
Delta has a wealth of talented, young entrepreneurs and business leaders. And it’s time that they get some recognition for the work that they do in contributing to make this the great community that it is. The Delta Optimist, City of Delta and Global Container Terminals are teaming up to present the inaugural Delta’s Top 40 Under 40. “We wanted to create an avenue for local businesses to recognize exceptional young achievers in Delta’s business community, whether it be within their organization or someone
they work with in another organization,” said Optimist publisher Matt Blair. “Many of Delta’s awards are focused on business achievement or lifetime achievement. With the Top 40 Under 40 we want to focus on those who might become future winners of awards like the Chamber’s Hats Off.” Blair said we have special categories for students and apprentices. These are often areas that don’t receive regular recognition and we really strived to make these awards inclusive and representative of Delta’s business landscape. Nominees must live or work in Delta and be 40
years of age or younger as of March 1, 2022. “Delta is fortunate to have a wealth of talented people throughout the community. Nowhere is this more true than in those under the age of 40,” said Mayor George Harvie. “I have seen this excellence in action up close at my Mayor’s Youth Council where engaged members constantly push the envelope, work collaboratively to produce tremendous results, and consider the future through eyes that are both fresh and wise. Our future is bright with these leaders of the community.” Daniel Howell, Vice President Terminal

George Harvie announces re-election bid for Delta Mayor says a full slate of candidates for his team will be announced next year
FILE PHOTO
Delta Mayor George Harvie has announced his re-election bid in the Oct. 15, 2022 municipal election.
Incumbent Delta mayor and former city manager George Harvie has announced his bid for re-election in next year’s municipal election. “Serving people as Delta’s mayor has been an honour of a lifetime,” said Harvie, who was first elected in October 2018. “From delivering on record investments in our communities, to keeping Delta debt-free with some of the lowest taxes in the region through strong fiscal leadership during uncertain times, I’m proud of what we’ve been able to accomplish—but there’s more we need to do, and I’m far from finished achieving for Delta.” Among Harvie’s top accomplishments as mayor include delivering the Delta Families First program—a first of its kind in B.C.—which
admits Delta residents between the ages of 10 to 18 and 75-plus into recreation facilities and dropin activities for free. His record on investment in recreation also includes the track and field replacement at North Delta Secondary School; upcoming track upgrades at Delta Secondary School; 30 new pickleball courts, with 16 more planned; and approval of a new covered sports court at the Ladner Lacrosse Box. He also cites progress on revitalization plans for Delta’s town centres as top achievements, which will create much-needed market and below-market rental supply, while driving forward economic development and community amenities such as increased transit service, childcare, public art, and greenspace. “It’s these types of projects that we need to continue advancing to keep generations of families together in Delta,” said Harvie. “People who have left Delta want to come back, and it will continue to be one of my top priorities to ensure they have options to live, work and raise their families here.” Harvie’s first term as mayor is also marked by a new approach to local and intergovernmental engagement. As a strong advocate for Delta at the provincial level, Harvie has worked across government lines most recently to deliver a new RapidBus service to

North Delta and an additional vaccine clinic for Delta residents. Harvie has also worked to make local government more accessible by alternating council meetings between North and South Delta, and established a number of new initiatives designed to strengthen Delta’s community fabric, includ-
ing the Mayor’s Youth Council, the Mobility and Accessibility Committee, and the Mayor’s Taskforce on Diversity, Inclusion and AntiRacism. “These are the types of positive, inclusive changes I couldn’t effect as City Manager,” said Harvie, who notes that although Delta was recently rec-
ognized as one of the best cities in Canada, there are still many ways for the community to improve. “If re-elected mayor, it’s my goal to get Delta to Canada’s top spot.” Harvie is set to lay out a comprehensive platform over the coming months that will focus on low taxes, safer commu-
nities, keeping families and seniors together, and achieving investment for a more livable and climate-resilient Delta. Harvie’s Achieving for Delta will nominate a full slate of council and school board candidates next year. The general election is scheduled for Saturday, Oct. 15, 2022.

Council to continue holding online meetings and public hearings Delta staff say Zoom meetings have been well-received by the public DANI PENALOZA
C o nt r i b u t i n g Wr i t e r
Delta council has given themselves the go-ahead to continue hosting regular council meetings and public hearings through Zoom after approving bylaw amendments surrounding electronic participation. The city clerk’s report
from the Oct. 4th meeting outlines how amending the council procedure bylaws to “expand the use of electronic meetings and participation by electronic means ... will further the City’s objectives of enhancing the community’s participation, accessibility and inclusion.” The amended bylaws
will expand the ability to hold both entirely online and hybrid meetings, which have in-person and virtual participation, as they were only permitted for special meetings of council, previously. Council members, council committee members, delegations, presenters and the public are included under these
rules for electronic meeting participation. Start times for these meetings was also amended, and was officially changed to 4 p.m. for regular council meetings from the previous 7 p.m. while public hearings were changed to 6 p.m. from 7 p.m. Because of the technical support needed to

continue hosting meetings over Zoom, the report cites that “some cost savings in staff time and catering will be realized by holding regular council meetings at 4 p.m. rather than 7 p.m.” Coun. Dan Copeland recommended that council revisit and review virtual public hearings a year from now to compare their engagement to in-person public hearings, and the rest of council agreed. Regular council meetings and public hearings will continue to be livestreamed and posted
on the City of Delta’s website for later viewing. “Allowing for participation by electronic means provides an opportunity by which the public can participate in council meetings, public hearings and council committee meetings without having to physically make a trip to City Hall or other venue to attend the meetings in person. “This will allow those persons that might otherwise be precluded from participating in such meetings to address council members directly,” reads the report.

now, we have actions for the federal and provincial governments, but we’ve found that, because they’re not signatory to the plan, that hasn’t been the most effective tool. So, in Metro 2050, we’ve turned those into advocacy actions for Metro Vancouver and members together. We would be advocating for action to other levels of government,” said Heather McNell, general manager of Regional Planning and Housing Services at Metro Vancouver. Some of these items, she said, are asking these higher levels of government for support in housing, environmental protection and climate action. Council will be discussing and then submitting feedback on the draft to Metro in early November. Currently, Metro 2050 is still in phase two of their timeline and will be receiving feedback from municipalities, organizations, First Nations and the public up until Nov. 26. On Oct. 4, Metro Vancouver presented Delta council with an update for their Metro 2050 draft, which is an upgraded rendition of the previous regional growth strategy, “Metro Vancouver 2040: Shaping our Future.” Defined as a “longrange, strategic land-use plan aimed at advancing the region’s livability and sustainability by managing anticipated growth”, Metro 2050 has five goals, reads the executive summary. These include creating a compact urban area, supporting a sustainable economy, protecting the environment and responding to climate change and natural hazards, providing diverse and affordable housing choices and, finally, supporting sustainable transportation choices. Following the presentation, Coun. Jeannie Kanakos asked what role the federal and provincial governments will have in supporting larger projects and what that approach will look like. “In Metro 2040 right

Delta to scrap many developer tax incentives SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
The City of Delta is going to eliminate many incentives for developers. Council recently voted in favour of a staff recommendation to amend the Delta Industrial and Tourism Revitalization Tax Exemption Program Bylaw and the 72nd Avenue Revitalization Bylaw. Also on the chopping block is the Scott Road Revitalization Tax
Exemption Program Bylaw, which freezes municipal property taxes for a site at a base level for up to three years, provides development cost charge reductions for low environmental impact high-rise buildings as well as municipal fee reductions. The plan is for the city to cease entering into any further Revitalization Tax Exemption Agreements under all those arrangements. The Delta DLC
Landfill Site Economic Investment Zone and Revitalization Tax Exemption Program Bylaw, which keeps municipal property taxes maintained at base level for five years for a development site, will be allowed to expire in a couple of years. Staff will also bring forward a bylaw to rescind the South Delta Revitalization Tax Exemption Program Bylaw but will develop Ladner-specific development incentives,
consistent with the recommendations of the Ladner Village Renewal Advisory Committee. Staff will also bring forward a Development Cost Charges waiver bylaw to provide incentives for affordable housing and supportive living housing developments. A report to council notes that between 2011 and 2016, Delta enacted several revitalization tax exemption bylaws, but since that time local and regional economic conditions have changed,
development needs have changed and Delta’s vision for some areas of the community have also changed. In December 2020, council adopted a Parks, Recreation and Culture Amenity Contribution Policy. Under that policy, the majority of new multiunit, mixed-use and larger complex developments in the city will contribute to the cost of new amenities to support community growth. With the exception of
Future of Delta heritage levy under review SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Delta council recently agreed to award a $30,000 Heritage Conservation Grant for the owners of the Black Residence for exterior alterations and restorations. Initiated a couple of years ago, the grant pro-
gram is a levy of five per cent that’s applied to all new building permits, which is added to a fund to promote heritage conservation initiatives. Owners of heritage buildings in Delta can apply for money from that pot of funding to complete works that preserve and protect their
heritage buildings. Late last year, the city made several revisions to the program because only few property owners had applied. To make it easier and more worthwhile, the changes included, among other things, reducing the number of required cost estimates
from property owners, streamlining the legal documentation requirements for grant recipients proposing minor repairs and renovations, as well as increasing the maximum annual financial assistance from $15,000 to $30,000. Owners still must agree to include their build-
ings on Delta’s Heritage Register and also enter into a restrictive covenant to protect the building from demolition for a period of 10 years. A staff report notes the owners of the historic Black Residence applied for the maximum $30,000 grant for the renovation project, which the own-

Council earlier this year also directed staff to undertake a review of current development cost charges as well as prepare a separate report on the revitalization tax incentive programs, including options for removal of those incentives for developers. Staff are also developing separate recommendations related to a Sustainability Assessment to replace the Green Growth Index.
ers estimated would cost about $290,000. Located at 3395 41B Street, the house was constructed in 1911 and is an example of an Edwardian era foursquare farmhouse. The house was built for David and Dora Black by prominent local contractor James Leonard.

Bat Week – helping bats at Halloween As Halloween approaches, images of scary bats become commonplace. This is the perfect time of year to counter bat myths and do something to help bats, by taking part in International Bat Week (Oct. 24 to 31). Bat Week is all about appreciating these amazing animals and their benefits, including eating insects, pollinating flowers, and spreading seeds and nutrients. Take a moment to learn about the many ways bats contribute to our lives, and what
you can do locally for bats, at www.batweek. org or through the BC Community Bat Program at www.bcbats.ca. Research bats online, watch a bat cam (e.g., https://batworld.org/ bat-cams/), help restore a wetland, learn about bat-friendly community initiatives, or clean and maintain your bat box for next spring… there are many ways to participate and support bats. The City of Delta is hosting an event for Bat Week. Come learn about bats and the habitat that supports them. Join the
Delta Naturalists’ Society for an interpretive walk around Ladner Harbour Park on Sunday (Oct. 24) from 2 to 4 p.m. Please email cae@ delta.ca to sign up for this free event. “Bats in B.C. help control agricultural and forest pests, as well as mosquitoes in our yards - but now bats need our help” says Danielle Dagenais, regional coordinator for the BC Community Bat Program, Metro Vancouver-Squamish Region. “The conservation of bats in B.C. has always been important,
since over half the species in this province are considered at risk. With the continuing spread of White-nose Syndrome in Washington State, bat conservation is more important than ever as we expect to see impacts in B.C. in the near future.” Bat Week marks the time of year when bats disappear from our neighbourhoods, until the return of warmer weather in spring. As insect-eaters, our B.C. bats must leave their summer roost sites and migrate or hibernate to survive the winter. This
absence means that this is the time of year to do home renovations that you have delayed due to bat presence. You can clean out and repair a bat box, or do batfriendly exclusion work, without disturbing or injuring bats. If you do see a bat in winter, please report it. Monitoring for whitenose syndrome in B.C. will continue this winter, with Community Bat Programs requesting reports of dead bats or sightings of winter bat activity. In partnership with the BC Ministry of
Environment, and funded by the Habitat Conservation Trust Foundation, Forest Enhancement Society of BC, Habitat Stewardship Program, the BC Community Bat Program provides information and promotes local stewardship and citizen science. You can report winter bat sightings, find out more about the BC Community Bat Program, Bat Week activities, and options for helping local bat populations, at bcbats. ca, vancouver@bcbats. ca, or 1-855-922-2287 ext. 11.

Major sewer upgrade for Ladner SANDOR GYARMATI
s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
The City of Delta is planning to undertake a major sanitary sewer and watermain replacement project in Ladner. Delta has issued a request for bids from engineering consulting companies for the preliminary design, detailed design and construction
management services for upgrading approximately 460 metres of existing sanitary trunk sewer along Elliott Street from Bridge Street to a proposed pump station on 51 Street. The project will also involve upgrading approximately 300 metres of existing watermain along Elliott Street between Chisholm Street
and 48 Avenue. According to the city, the existing sanitary trunk main and watermain along the corridor have been in service for approximately 60 years and are in need of an upgrade to accommodate planned higher density in the area. The project will involve investigating the future flows for the catchment

A plan is in the works to make it easier for buses to get through a busy Ladner intersection. The City of Delta has issued a request for proposal for a traffic consultant to conduct a bus speed and reliability study at the intersection of Harvest Drive and Ladner Trunk Road. The consultant is to review possible improvements to improve traffic
flow through the intersection, particularly for transit vehicles, provide high level cost estimates for each improvement option and a cost-benefit analysis for each option. According to the city, the Ladner Exchange is served by 15-to-25 buses each hour in each direction but those buses experience significant delays on Harvest Drive and Ladner Trunk Road, especially at the intersection. Delta’s Official Community Plan identi-
fies the need for fast, direct public transit service from Ladner to other Delta communities and possible improvements at the intersection. Those potential improvements include a dual left turn from westbound Ladner Trunk Road to southbound Harvest Drive, a dual right turn from northbound Harvest Drive to Ladner Trunk Road and widening Ladner Trunk Road to three lanes between Harvest Drive and Highway 17A.
area and determining the proposed pipe sizes. Delta plans to construct a new sanitary pump station adjacent to the 51 Street and 47A
Avenue intersection in 2021. The proposed pump station drawings will be provided to the successful consultant.
The existing watermain section between River Road and Trenant Street was replaced in 1990 and does not require an upgrade.

Six cannabis dispensary applications submitted SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Delta council last month announced it has instructed staff not to accept and consider any more submitted applications to open cannabis dispensaries in the city – at least for the time being. In June, following a public hearing, council unanimously approved advancing an application by Seed & Stone to open a private cannabis dispensary at 616 Chester Road, located on Annacis Island. It would be in close proximity to the Highway 91 Interchange and would be the first cannabis store in Delta. The operation will located within a 3,638-squarefoot portion of an existing multi-tenant industrial building. The retail portion would be in a 1,001-square-foot storefront.
Seed and Stone, a non-medical cannabis retail brand, currently operates a store in Chilliwack and Victoria and is expanding to White Rock and elsewhere in B.C. That application must still come back to council for final approval. In August, the city received applications for two more cannabis retail outlets in North Delta. The rezoning applications would see a cannabis dispensary opened at the Delta Shoppers Mall at 8077 Scott Road as well as a dispensary in the Scottsdale Centre mall at 70 Avenue and Scott Road. Earlier this year, Platinum Projects on behalf of Inspired Cannabis Co., applied to rezone a 2,740 square-foot commercial retail unit at the Delta Shoppers Mall. That application was put on hold by Delta
until the city finished dealing with the application by Seed & Stone. The application to open a dispensary at Scottsdale Centre was submitted by the BC Liquor Distribution Branch, a proposal that would see a 2,479-square-foot cannabis retailer in the mall. The city also recently received two applications to open dispensaries in Tsawwassen and one in Ladner. Coun. Dylan Kruger told the Optimist council wants to give staff the time needed to work through those current six application before considering any additional applications. He noted he believes it is important that there is reasonable access to legal cannabis in all three of Delta’s communities, especially for seniors and others who need access to medicinal marijuana.
NOTICE OF INTENTION TO ADOPT COUNCIL PROCEDURE BY LAW AMENDMENTS
Notice is hereby given pursuant to Sections 94 and 124(3) of the Community Charter that at the Regular Meeting to be held on Monday, October 25, 2021 at 4:00 p.m. at the Delta City Hall, 4500 Clarence Taylor Crescent, Delta, BC, the City Council of the City of Delta intends to consider adopting amendments to Council Procedure Bylaw No. 5000, 2000.

The City of Delta has recently received several applications for cannabis dispensaries in the community including one for the Scottsdale Centre Mall (pictured) in North Delta. Prior to the legalization of cannabis in Canada, Delta council passed a bylaw prohibiting cannabis production and retail sales in all
zones, except where permitted by the province within the Agricultural Land Reserve. The city will consider applications on a case-

Delta is increasing funding for a popular student scholarship. At its Oct. 4 meeting, council gave approval to increasing the funding available to student for the Heritage Advisory Commission Scholarship program. The previous amount available was $1,000. Now students have access to $2,000. According to a Delta
staff report, the HAC Scholarship program was first awarded in 2008 with the objective of encouraging high school students to display an interest in local and regional heritage. Scholarship funds are awarded annually to a graduating secondary student in Delta bases on an evaluation of an original piece of researched work prepared by each student. In addition to the HAC Scholarship program, Delta also offers
scholarship programs to graduating students including: an Agriculture Scholarship program valued at $2,000 and a Trades and Technical Careers Scholarship program with five scholarships available at $2,000 each. Delta will be working with the Delta School District early next year to provide direction on how graduating students can apply for the scholarships programs and the application deadlines.

In the ancient world, people travelled by foot or on animals. When you’re travelling on foot or on a donkey, you can’t bring much with you. I’m not talking about bringing your golf clubs, eight different chargers for all your devices, board games, etc. I’m talking about necessities like water, food, and clothing. Furthermore, you ran the risk of encountering bandits on these ancient roads, so minimalism was your friend. Therefore, sojourners depended on the hospitality of strangers as they travelled through villages. Without strangers’ hospitality, sojourners would not be able to survive. Hence, a failure to provide hospitality to someone passing through your village would have brought you great shame. God taught that hospitality was important and commanded Israel to be hospitable: “When a stranger sojourns with

you in your land, you shall not do him wrong. You shall treat the stranger who sojourns with you as the native among you, and you shall love him as yourself, for you were strangers in the land of Egypt: I am the Lord your God” (Lev. 19:33-34). We have now spent enough time in this COVID reality to have shaped new habits that lead to cultural change. I suspect that some of us have grown used to the socially distant
lifestyle. Most of us have closed our doors to outsiders for over a year, but I hope that we do not adopt isolation as our new way of life. Romans 12:13 teaches us to “seek to show hospitality,” which means we ought to seek opportunities to show hospitality. Whether it is by inviting people into our homes, going for socially distanced walks, or virtual hangouts, we must find safe and creative ways to be hospitable. Pastor John Piper claims that hospitality is not “a once-a-year thing at Thanksgiving or Christmas, but a constant attitude and practice. Our homes should stand constantly ready for strategic hospitality.” My prayer for our city is that we would not embrace a habit of unfriendliness and isolation, but that we would intentionally pursue a lifestyle of biblical hospitality to share the love of Jesus with others.

The Kilimanjaro Tontine
A story of a mountain, Cognac, & friends for life ROBB LUCY
C o n t r i b u t i n g Wr i t e r
It was September 2001, three days after 9/11. Airports in North America were shut down - Toronto and Vancouver among them. Hundreds of planes sat silent, waiting for the okay to take the hordes of stranded world travellers back home. We were booked to fly to Africa and climb Kilimanjaro. Eight type-A lads (three from Tsawwassen) who didn’t like hearing ‘No’. We’d bought our tickets. We were raising money for the MakeA-Wish Foundation of Canada, and we’d been training hard. Nothing was going to stop us from getting on our flights, not even Bin Laden. We left on the first flight to Europe. We flew non-stop to Amsterdam then Moshi, Tanzania, the
bustling town at the foot of Kilimanjaro. Two of our group from Toronto arrived in Tanzania without their luggage. No clothes, no gear, and no very important satellite phone for me to do radio interviews with CBC on the way up. Luckily, I had a miracle contact. My seat mate on the flight down eastern Africa was the CFO of the Tanzanian Telephone Corporation. I phoned him in Dodoma, the capital, and he set the company looking for the one satellite phone they had in the bush. They delivered it to us, battery charged, the morning our climb began. It was a magical trek all the way up the Machame route, six days led by our ever-smiling guide Erik who gave each of us our own Swahili name. We filtered water together, ate together, slept together, and played cards with frozen, sticky
fingers late into the night, usually 9 p.m.! The food was excellent. The only thing we weren’t wild about was the green soup. Hot water and what? Mt. Kilimanjaro is the highest free-standing mountain in the world at 19,341 feet above sea level. It’s really a volcano with three cones, but is very dormant. We didn’t worry about lava rolling into our two-man tents. Scientists say the age of the glaciers on Kili’s northern ice field is about 11,700 years old. But the glaciers are disappearing quickly. Eighty percent of the ice cover on the top of Kili is now gone. An estimate says more than 85 per cent of the famous Furtwangler glacier is gone. You can still touch it, but it’s a long way from the path to the summit. All eight of us made it to the top - Uhuru peak. With the three wood that Erik carried for us (he’d

At less than half the oxygen pressure up there, those balls are probably still flying! After the very long 10,000 feet descent over one day, with cold Kilimanjaro beers in hand, we hatched a plan. It would work like this: each of us would throw

in a $100 and we would buy a very good, and very BIG, bottle of Cognac. We bought a three-litre bottle (101.44 fluid ounces). It would be called The Kilimanjaro Tontine. We knew then, even though life was good, that our time on the planet was finite, so, it was agreed that when any one of the eight of us ‘goes’ (kicks-the-bucket, says nite-nite, expires), the remaining seven would each have a good shot from the Tontine. When the next one ‘went’, six would have a shot from the Tontine. Another one goes… and five would have a shot. And so on. Many years from now, the final, single climber will toast his seven fallen comrades and the Kilimanjaro Tontine would be finished. Our climb would be but a memory. This paragraph is taken from the lawyerly crafted Tontine Agreement, written by fellow climber Don ‘Twiga’ Baron (a lawyer) and signed by all eight climbers: “Within 90 days of the passing of seven of
the eight undersigned warriors, the surviving warrior shall, without assistance from or interference from any third parties, consume all of the remaining Precious Spirits, without interruption, in celebration of his fallen comrades and the monumental achievement of 24 September 2001, until the last damn drop is gone.” Fast forward to a few days ago, and the 20th anniversary of our climb. Don (aka ‘Twiga’, ‘giraffe’ in Swahili) is gone. The remaining seven of us got together, laughed at our memories, and took our first swigs from the Tontine. We will continue to retell the stories from our time on Kili. But for now, the bottle sleeps in a dark, cool place, as we hope it will for many years to come. And Don is practising with his three wood where the air is even thinner, and the balls fly forever. Editor’s note: Robb Lucy is the author of How Will You Be Remembered? B.C. Premier John Horgan paid Delta a visit last week to support a project that melds together the worlds of robotics and housing construction. Using mass timber and their own robotics technology, Intelligent City is working to build urban housing projects within their factory-warehouse along River Road, all while keeping sustainability, affordability and livability in mind. “We’re seeking to empower people to live better, and that means to create better homes with better livability ... Simply put, we’re enabling the industry to build smarter and more future-proofed,” said co-founder and CEO Oliver Lang. Called “Platforms for Life”, the building process uses design engineering,
automated manufacturing and software algorithms to create an endless amount of carbon-neutral design options that can be customized to specific developments. “It’s about building housing for people, it’s about climate action, it’s about making sure we can extend our forest industry well into the future. All of those things are keys of British Columbia and they’re happening right here in Delta ... It’s all happening in a disused shipbuilding facility on River Road, and that’s where innovation is happening,” said Horgan in an interview with the Optimist. Horgan added that projects like these could “100 per cent” be the future of housing in the province. Both Horgan and Ravi Kahlon, Minister of Jobs, Economic Recovery and

the forest and the economic pieces that came with it did not connect to what people in communities wanted and what Indigenous communities wanted. And so, what we’ve been doing as a government is putting a lot of focus on bringing people to the table and finding a solution to bring some balance back – and we have been making a lot of progress and we’re going to continue to make progress,” said Kahlon. The company is working to bring housing developments to Vancouver by 2022. “This is just a start, there’s a lot more for us to do,” said Lang. Intelligent City is made up of architects, designers and engineers working to create “uniquely sustainable urban living solutions.” For more information visit: www.intelligentcity.com.

A Delta-based recycling company kicked off Canada’s 20th annual Waste Reduction Week Monday by celebrating the 100-millionth tire to be processed at its Annacis Island facility. Western Rubber Products (WRP), a division of Liberty Tire Recycling, recycles more than five million tires annually and repurposes them into new and diverse consumer products to contribute to Canada’s circular economy.
Western Rubber Products’ Neil Bansal.
Working under Tire Stewardship B.C. and in compliance with the B.C. Recycling Regulation, WRP is the largest recycler of scrap tires in the province, ranging from passenger vehicle to mining truck tires. “We started this company in 1989 with three individuals. Over the innovation, the drive and working with many partners, today we have 120 full-time positions,” said Neil Bansal, WRP’s Regional Vice-President. “A couple of decades ago, waste was quite substantial in the province, however over time, we can honestly say we actually are recycling 99.9 percent of the tires in B.C. that are currently being discarded. “We service every community, regardless of where it is located and we
are mandated to service every customer having 50 or more tires for recycling. It is quite a challenge, but we have a great team of people and we do it safely every day and efficiently as humanely possible. We keep all these tires away from the landfill.” Recycled products, like decorated mulch, are in high demand and different grades of ‘crumb rubber’ are used in the production of residential and industrial rubber mats, athletic surfaces, landscaping and a wide range of other applications where durability is paramount. “Innovation is at the forefront of WRP as it invests in cutting edge products for repurposed tires and supports the equipment required to get each done,” said Delta North MLA Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “It’s that kind of forward thinking that has led to it celebrating 100 million tires as part of Waste Reduction Week. This type of initiative leads to a cleaner province and more opportunities for everyone.” Since 2014, WRP has invested $14 million to acquire specialized equipment which contributes to increase safety at the facility and shredding effectiveness of the tires. Monday’s celebration included representatives from a number of partners, including North West Rubber, Marathon Surfaces and Astro Turf West that all use WRP materials for their products. Delta Mayor George Harvie was also on hand for the event. “We are proud to have a legacy company like Western Rubber Products operating in Delta. I feel like I have a lot of earwax; what’s the best way to clean the inside of my ears at home?
Leaves become a problem for most complexes every fall. The drains in your parking areas are called Catch Basins. The job of the catch basin is to collect debris at its bottom, such as dirt, sand, and decomposing leaves. When catch basins become too full, the solids which are supposed to remain at the bottom, rise up to the top and plug up the horizontal pipes which carry away rain-water to the city’s storm sewer. If your catch basins are being regularly emptied, and leaves are creating problems for you in the fall, it is likely that there aren’t Leaf Guards installed on the horizontal pipes. Leaf guards allow the leaves to sit on top of the water in the catch basin, while still allowing the water to flow out of the catch basin freely.
Paul Bach Owner
As the leaves become water-logged, they get heavy and sink to the bottom of the catch basin where they decompose. If you’re not sure if you have leaf guards installed, please give us a call and we’ll be happy to come out and have a look. It’s a low-cost solution, to a very common problem. Make sure sucking out Catch Basins are something you have done every year. We have a Combi-Vac Truck that could help you with this. Let us know if you would like a Quote.

When are “flu shots” going to be available?
You may feel tempted to reach for a cotton swab, but please don’t! Earwax provides lubrication and antibacterial protection for your ears. When you chew or move your jaw, you help move old earwax out of the ear canal to the ear opening, where it usually dries and falls out. Earwax is both normal and beneficial! I am very nervous to go to my dental appointments. Is there anything I can do to make my visit more comfortable?
I saw on your website that you buy scrap gold jewellery. Why should I sell it to you instead of the companies that come up higher when I search for scrap gold buyers?
Our dental practice offers a form of sedation that makes the dental appointment fly by without any down time. We, at our office, take pride in putting our patients first and making their dental visit as comfortable as possible. Our staff understands that some people have had bad experiences in the past and that coming into the dental clinic can cause feelings of anxiety for some. The sedation Dr. Raj Dhiman is very simple, it is an oral medication taken an hour 604-946-9588 prior to your appointment. First of all, we spend our money on paying higher prices to our customers for their gold, instead of advertising just to get them into the store. Next most important is our gold analyzing machine. I can show you exactly what Karat your gold actually is. All the other companies us acid based testing, which rely on their interpretation of results. Last month we had two different couples come in. First couple had their gold nuggets that their dad had panned years ago. Jim Richardson, They had gone to the company that comes up highest in searching. They owner were told that the nuggets were 14k gold. I showed then, using my machine that they were 22k. They received $800.00 more for the nuggets than they had been offered and over $2,000.00 more for all of the rest of the gold. The other couple had a custom made gold necklace in 18k gold. Another company told them that it was not testing strong enough with acid to be 18k and tries to buy it as 14k gold. They received and additional $400.00 from us when my machine proved it was 18k. What are the benefits of gifting securities directly to a charitable organization? When you donate securities, there are benefits to both you and your favourite charity. By gifting securities including stocks, bonds and mutual funds, you eliminate capital gains tax, you receive a charitable tax receipt for the full current value of the shares, and you get to donate more to your charity of choice. Donating securities is one of the most tax efficient ways to support a cause you care about, and a great way to make a meaningful gift before the end of the year. Before you decide to donate securities directly, we advise that you discuss your personal circumstances with your financial advisor.

Is there ever a good time to break my closed mortgage and pay the prepayment penalties? Sometimes Yes and sometimes No. This is a very popular question right now with the drop we have seen in interest rates. Let the number dictate the best way to go. Often times clients can save money by paying their penalty and moving into a lower rate.

Lawson “Boots” Boutilier will have a lasting presence in local arenas. The longtime Director of Hockey for the South Delta Minor Association has spent endless hours in city rinks nurturing players. Now he’s chipping in with an “assist” to coaches too. With generous community support and the blessing of the City of Delta, the custom-made “Boots’ Locker” has been installed in the Ladner Leisure Centre, South Delta Recreation Centre and Tilbury Arena. The storage box provides coaches a haven for practice equipment and tools, such as pucks and cones, which typically would have to be hauled in from their cars for each practice and then taken home. Now they can be shared between numerous teams.
“Every single coach has to have a bag and pucks. Now, they are not having to lug all the equipment in and out of the rink all the time. Guys just have to come to the box and take the stuff to the bench. It is way easier,” said Boutilier. “Even the savings of not having to buy so many pucks every year is going to be great. “It is something I had been thinking about for a while, but I just wasn’t aggressive on getting it done. (City of Delta Recreation Facility Complex Manager) Pat Ansell has been fantastic and so accommodating. He gets it. He’s a hockey guy. If it wasn’t for him, they wouldn’t be here.” Boutilier shared his idea with longtime SDMHA volunteer Rick Albus who reached out to some of his contacts to see if they could help. Bob Taylor of Samuel Son and Company, made a contribution towards the sup-
ply of aluminum that was required. Albus then turned to Steve Heim, Andy Hayton and the team of the locally-owned Brenco Industries. “I work in the metal industry and couple companies I work with do these exact kind of things. Samuel stepped up to the plate and gave us a great deal on the aluminum. Brenco helped us with the design, process and fabrication of the material,” explained Albus. “Boots came up with the original concept of what he wanted it to look like and we sat down one day and sketched it out and it went from concept to completion. “(Calling it) Boots’ Locker just made a lot of sense. It was his idea and there’s not one kid in the last two or three decades who doesn’t know who Coach Boots is. Now, Boots will be in the rink for eternity.”

DELTA SPORTS
TournamenttriumphantforU13Selects
In their initial season playing 11-aside, and after only a handful of games, the U13 Delta Selects (DCS) Division 1 girls soccer team had a very successful weekend, going undefeated and capturing the championship of the 28th Annual TGS Esports Richmond Thanksgiving Soccer Tournament. The team got off to a good start on a rainy Saturday, with victories against Vancouver Athletic FC (4-0) and Surrey United SC (8-1). The weather improved greatly on Sunday, and the team followed up with a win against Kamloops SC (2-0) in the morning to complete preliminary play. In the final, Delta and Kamloops were matched up again. The Interior opponent was highly-motivated to reverse the earlier result and played an aggressive, physical game, scoring late in the first half on a nice shot into the top of Delta’s goal. Trailing for the first time in the tournament, the Selects increased the pressure and battled back during the second half,

with numerous shots and several near misses. With 15 minutes remaining, Kamloops was called for a handball in the penalty area following a terrific corner kick by Megan Semple. Defender Charlotte Wood stepped up under pressure and channeled her inner Jessie Fleming, the Canadian women’s soccer Olympic gold medal penalty hero, to calmly convert her second penalty kick of the tournament, drawing Delta level.
With new energy, the girls continued to attack and went ahead five minutes later, with the eventual winner, after Mallory Crowther scored on a rebound following an action-packed series in which forward Lauryn Yee hit the crossbar and midfielder Brooklyn Brandon’s follow-up shot was parried by the goalkeeper. The defence took over from there and locked things down for the remaining 10 minutes to
secure the victory. The Delta offence was dangerous all weekend with goals from Yee (6), Leah Venier (4), Charlotte Wood (2), Kianna Nager and Crowther. The attack was complimented by strong midfield and defensive play from Semple, Isla Bowie, Fallon Meyer, Althea Leyba, Kate Black, Christine Day, Maddie Shepherd, Reet Thiara, Estelle White, and goalkeeper Savannah Grant. The U13 Delta Selects
(DCS) Division 1 girls team was formed through a partnership between South Delta United Soccer Club and North Delta Football Club after the BC Coastal Soccer League (BCCSL) made a decision to eliminate the Metro division to reduce the number of tiers of play, starting with the incoming U13’s for the 2021/22 season. For the U13 age group, Division 1 is now the second highest tier of play in the province after the BC Soccer Premier League. The team was selected under difficult circumstances due to COVIDrestrictions on games and practices but came together quickly. “The girls from both clubs have bonded extremely well during the past few months, even doing a 15 km bike ride across Boundary Bay together, and the group is one of the most enthusiastic, hard-working and positive groups I’ve worked with,” said head coach Sean Semple. Tavis Bowie rounds out the coaching staff and Angela Crowther is the team manager.

CLARIDGE, Barry John February 24, 1930 – September 25, 2021 On Saturday, September 25, 2021, Barry Claridge of Tsawwassen, BC, passed away with family gathered around him.
Fond memories linger every day, Remembrance keeps them near.
FERGUSON, Makaela Rose September 27, 2000 - September 23, 2021
Norman John Speckmaier In Loving Memory October 20, 2021 On this day, one long, sad year ago, Norman peacefully departed, and will be held forever in the hearts of the family he left behind, as we were all so very close in life and love. Continuing to sadly grieve Norm are his wife of 62 years, Natalie, three adult children, Shannon, Nicole and Kevin, and extended family. On a holiday, while strolling a Mexican beach, ever the curious deal maker, but never a risk taker, Norm asked the parasailing operator how it worked. Next thing you knew, Norm was up in the air! Norm’s spirit lives on in stories such as this. We have many fond memories and items of Norm’s that we use, share, and cherish on a daily basis. Thank you to all of you who offered condolences and heartfelt memories of Norman. Grief is the price we pay for having loved.
It is with tremendous sadness that we announce the sudden passing of Makaela on September 23th, at the age of 20 in Vancouver, BC. Makaela was born in Richmond, BC, on September 27th, 2000 to her loving birth Mother Aengie Ferguson. A mutual decision was made when Makaela was 1 year old to be adopted by her grandparents whom she lived with for her entire childhood and post high school graduation from South Delta Secondary in 2018. Makaela had a passion for music and attended singing classes for a number of years. She would often be heard in her house singing her favorite songs and working on what she had learned in class. Eventually Makaela developed a desire to attend the John Casablanca Institute in Vancouver, BC. She moved to Vancouver once she was accepted and here, she studied Makeup Artistry and graduated in the Spring of 2021. Soon after graduation she began volunteering on film sets using her new skill sets. Makaela often spoke about wanting to get married and have children. She also wanted to travel and see the world. It is these dreams, that make this reality extremely hard. At the time of her adoption, she was very young, but we want Makaela to know that her family loves her very much. She has parents, brothers, family and friends that love her and will miss her deeply.
Barry is predeceased by his lovely wife of 53 years, Shirley Claridge; survived and greatly missed by his daughters Jodi Wedan (Steve) and Shani Dendy (Richard), treasured grandsons Clayton Dendy and Weston Wedan (Jolayne), and his two great-grand children, Logan and Raya Wedan; predeceased by his parents H. Vernon and Alexandra Claridge; survived by his sister, Jill Easterbrook. Barry’s family is deeply grateful to family and friends who supported them and prayed for Barry during his final battle with heart failure. The family extends their sincere appreciation to Dr. Tom Martin, Family Physician; Dr. Christopher Fordyce, Division of Cardiology, VGH; the outstanding staff of the Cardiac ICU and Cardiac Ward, VGH; the Amica Arbutus Manor wellness team for their compassionate care; the Nancy Chan Ambulatory Palliative Care Clinic team; and the nursing team at the Irene Thomas Hospice. A family graveside service was held in Barry’s honour on Saturday, October 9, 2021, at the Boundary Bay Cemetery, Tsawwassen, BC. Donations in Barry’s honour may be made to Food On The Corner at www.foodonthecorner.ca ”Jesus said to him, ‘I am the way, and the truth, and the life. No one comes to the Father except through me.’” John 14:6
Makela is survived by her parents Richard and Cheryl Ferguson, her birth mother Aengie Ferguson, Bryce and Kelsey Ferguson (Everett), Casey and Jennifer Ferguson (Jack, Spencer), Connor and Brittany Ferguson, as well as many loving Uncles, Aunts, Cousins, and Friends that will miss her greatly.

Barry graduated with a Bachelor of Commerce Degree from UBC and pursued a business career in investments, import-export and real estate. He will be remembered as a compassionate man who made friends easily and was eager to hear their stories. Barry’s family has lost their greatest earthly cheerleader, but Barry believed it is Jesus Christ who offers hope beyond the grave for all who choose to put their faith in Him.
Makaela was predeceased by her Grandparents Edward and Violet Link (Oma and Opa), as well as Ross and Katie Ferguson (Dado and Tutu). With this in mind, it comes with some comfort that they are together in heaven. Makeala will be missed tremendously. She was and is loved, more than she could know.
Celebrate the lives of loved ones with your stories, photographs and tributes at

BROWN, Terrence James May 24, 1944 - October 02, 2021 With great sadness our family said Tudaloo (see you later) to our larger than life personality, husband, father, grandfather, great-grandfather, b r o t h e r, u n c l e , a n d f r i e n d . A f t e r f i g h t i n g a courageous battle with MDS (Myelodysplastic Syndrome), TJ as he was so fondly known to many, scumbled to the disease at VGH, with family by his side. Although Terry was raised in London/Sarnia ON, he was born in Halifax, NS to Joseph and Doris Brown (predeceased). He has a brother, Ray (Jo Ann) of London, ON, and a sister, Gail Doyle of Barrie, ON. As a young man Terry moved out west where he met the love of his life, Shirley, on a blind date in the summer of 1969. By the end of that year they were married, and together they raised three beautiful children, Peter, Jeffrey and Jennifer. An entrepreneur at heart, the family always owned a business in South Delta, TJ’s Restrauant, TJ’s Appliance Services, and South Delta Motors.
A devoted husband, father and grandfather TJ always did his best to provide, protect and show his unfailing love for each of us. He leaves to m o u r n h i s p a s s i n g , w i f e S h i r l e y, s o n s P e t e r (Deanna), Jeff, daughter of his heart Sunshine (Shawn), grandchildren Riley (Amanda), Caelen, Calvin, Cole (Julia), Paige (Ryan), Shelby (Sheldon), two precious great-grandchildren, Noah and Harper, sister-in-law Sharin Smith, brother-in-law Gordon Wheeler (Laurie), many nieces, nephews and good friends. We will all miss his whistling, his quick wit, outspoken opinions, intelligent insights, unique sense of humour, (even his teribble jokes). Whenever we are in nature, fishing, watching the birds, or enjoying a home-cooked meal with family or friends, we will think of him. Terry was predeceased by grandson Joey, mother-in-law Dolly in 2020, and his daughter... Jennifer Anne Brown September 05, 1974 - August 04, 2021
VANDERGOUWE, Nellie September 26, 1930 − October 13, 2021 GREENE, Michael James Michael was born June 9, 1978 to parents Louise and Walter Greene and sister Kimberley at Richmond General Hospital. He brought so much joy to our family. Michael was an amazing athlete from an early age. He excelled at most sports, especially hockey. Michael worked in many different fields, a broker, car sales, wakeboard instructor, golfer, waiter, bartender but his favourite was working with the horses. Michael’s greatest attribute was helping anyone, he was always a phone call away.
Michael greatest joy was the birth of his son Colton May 16, 2007. He was a fantastic father teaching Colton everything. From throwing a ball to skating, and of course hockey. He was a passionate and loving Dad. Michael’s many friends and large family shared our grief at his memorial on October 6. He was a loving, kind and generous man. Michael will be lovingly remembered by his son Colton, parents Louise and Walter, sister Kimberley, nieces Hailley and Dyllan, his wife Joanne, Jenna, Jaden and family, the Toigo family, the Greene family, the McKim family and his many friends. Michael passed in Scottsdale, Arizona after a lengthy battle with a brain injury on September 16, 2021. Rest in Peace Michael. You will never be forgotten. You will always be loved. In lieu of flowers, the family would ask that you consider a donation to Canadian Mental Health Association. Online condolences can be made at deltafuneral.ca Delta Funeral Home 604.946.6040
Both of you are forever in our hearts.

It is with great sadness that we announce the passing of Nellie Vandergouwe on October 13, 2021. She will be dearly missed by all who knew and loved her. Nellie was born on September 26, 1930, in Hoek, Holland; she immigrated to Canada with her husband Martin in April 1955. They moved west and eventually settled in St. Albert, Alberta where they raised their family. Nellie was a professional seamstress and loved sewing for her clients and family. She was most passionate when creating beautiful and unique pieces from wedding and grad dresses to skating costumes for her daughters, which evolved to Halloween costumes for her grandchildren. In 1994, Nellie and Martin retired to BC and spent the winters in Mexico. The summers were spent in Aldergrove where they loved to garden, walk and stay active. After the passing of Martin, Nellie moved to Tsawwassen where she became active in the community by attending stretch and other classes at Winskill. When not at her classes you could find Nellie walking the dykes and gathering blackberries. In the last few years Nellie’s health started to decline, she made the move to Augustine House in Ladner. She made many new friends and found her second family. Nellie struggled with her health the last few months and passed peacefully at Irene Thomas Hospice surrounded by her family. She leaves behind her three children, James (Lisa), Andrea Parayko (Trent), and Miriam Luckow (Ross); as well as her grandchildren, Lindsay, Nick, Kelly, Carly, Kyra, and Kendra; and four great− grandchildren. Thank you to Dr.Noble, the staff at Delta Hospital, Augustine House, and Irene Thomas Hospice for their wonderful care. A Celebration of Nellie’s life was held on October 19, 2021.

Working with local businesses to offer cutting edge marketing solutions: programmatic, social media, SEO, sponsored content and community display advertising on our website - and yes, we still reach customers through our trusted newspaper as well. Here’s what we’re looking for: • You are comfortable making cold calls and setting up/leading meetings with new and existing clients. • A self-starter with a consultative selling approach working with clients planning both digital and print advertising campaigns. • Building and maintaining client relationships with your exceptional communication skills comes easy to you. • You are a goal orientated individual with a positive attitude and a willingness to learn. • You possess strong organizational skills and have the ability to multitask in a fast-paced environment. Here’s the essentials of what we offer: • Competitive salary + uncapped commission package. • An established account list. • Comprehensive / competitive group health and welfare benefits • Extensive onboarding training and ongoing support. If you don’t already live in South Delta, you should know it’s one of the most innovative and attractive communities on the West Coast. Encompassing Ladner and Tsawwassen, we are just a short commute from Vancouver, Richmond and Surrey. South Delta has a worldwide reputation for our retail centres, progressively planned communities, port access and a wide array of supporting industries.
