A major arson investigation in Tsawwassen has now concluded with a guilty plea. After more than a year of court appearances, 31-year-old Delta resident Daniel Robert Hacking entered a guilty plea recently in Surrey provincial court. According to Delta Police, Hacking was sentenced to two years in
custody and three years’ probation. He is in custody serving his sentence. “Our investigators were persistent in their collection of evidence over an investigation that spanned several months,” says Deputy Chief Harj Sidhu. “They [investigators] managed to retrieve key information from a digital video recorder fully submerged in water in the burned structure with the assistance of Delta Fire Department
and Delta Engineering Services.” Sidhu said the investigation included a significant canvass for video and witnesses and relied on support from a number of different sections of Delta Police including Patrol, the Crime Reduction Unit, the Patrol Support Team and the Major Crime Section. On Jan. 1, 2020, a commercial building, which at the time was home to two dental practices and
a music school located at 5405 12th Ave., was destroyed by fire. The property was a total loss with damages valued at more $3,000,000. “This deliberate act significantly impacted the businesses, employees, their customers, and Tsawwassen residents,” added Sidhu. “The investigative team’s efforts resulted in Daniel Robert Hacking being held accountable for arson damaging property.”
A 17-year-old girl from Tsawwassen, reported missing on Monday, has been found deceased by Delta Police. In a news release issued Tuesday afternoon, DPD said they regret to inform the community that 17-year-old Maaike Blom has been found deceased. “Police are currently investigating the circumstances surrounding her death,” says Delta Police spokesperson Cris Leykauf. “We’d like to offer our sincere condolences to her family, friends and loved ones on their loss.” Officers located Maaike Tuesday morning in a residence on Tsawwassen First Nations lands. “Our investigators worked through the night (Tuesday) and will continue for weeks to come as evidence is being gathered,” said Leykauf in an update provided to the
Optimist on Wednesday morning. “The male who was arrested has been released from custody pending the investigative processes’s conclusion. Our officers are gathering all relevant evidence and will be filing disclosure to the Crown for charge assessment and approval at a later date.” Leykauf said Blom’s death, while considered suspicious, is believed to be an isolated occurrence. “We recognize that the public may have many questions, but we ask that investigators be given the opportunity to proceed with their work,” she said. Maaike was reported missing to DPD on the evening of Dec. 5, and last seen by family members Dec. 3. Police say her disappearance was deemed to be out of character, and as such the disappearance was considered high risk by police, who dedicated enhanced resources to finding her.

The recent flooding in the region should reinforce to government the need for an overall plan to upgrade dikes across Metro Vancouver and the Fraser Valley. That was the message from Mayor George Harvie during a recent virtual town hall meeting, warning communities including Delta, face increasing risk due to climate change. Cities in the region are left in a position where they have to compete with each other for funding, when instead a high-level, totally encompassing plan is required to upgrade all dikes, he said. It’s especially important for Delta as the community has more than 60 km of dikes.
Harvie also noted he’ll continue to push for an overall regional plan next year. A report this year by the Fraser Basin, outlining a draft Lower Mainland Flood Management Strategy, warned the economic losses from a significant flood are projected to range between $20-to$30 billion. The strategy focuses on the potential for a Fraser River flood that would most likely occur during the spring freshet as well as coastal flooding as a result of storm surges and high ocean water levels. The hazard area for flooding extends across 31 Coast Salish First Nations communities, 26 municipalities and two regional districts. Delta and Richmond were identified as par-

ticularly vulnerable. The strategy also draws on a number of previous studies including a flood vulnerability analysis, review of Lower Mainland dikes and advanced flood modelling, which have highlighted the increasing risk posed by climate change and the economic fallout from a rapidly developing floodplain area. The Lower Mainland will face $20-to-$30 billion in projected losses if multiple dike systems are unable to holdback floodwaters, given extensive development in flood hazard areas, the document states, adding that future growth projections indicate the region will increase by more than a million people by 2050, so the risk will increase. “Land use decisions
over the past century have placed considerable buildings, infrastructure, and populations in flood hazard areas. Impacts from a major flood could be wide-ranging and can extend beyond those areas, for example as a result of damage and disruption to critical infrastructure and essential services. Impacts from a smaller flood could still be devastating for a smaller community, including many First Nations communities. Although many Lower Mainland communities are situated behind flood protection infrastructure, all dikes pose a risk of failure during a major flood,” the report states. Damage and disruption to agricultural lands would not only have a significant impact to the regional (and provincial) economy, it would have considerable implications for food security in the region.” The FBC recommendations include establishing a new regional flood entity/organization mandated by the province to oversee the implementation of the strategy, as well as the establishment of a long-term stable funding program to support implementation of the strategy. Delta’s Flood Management Strategy identifies a number of locations for possible dike upgrading over the next decade.

Delta approves property tax, utility bill increases The return of Spring Clean-Up is one of the highlights of this year’s city budget

The average Delta home is looking at a combined increase of $108 for their property tax and flat rate utility bills. Council on Monday approved a proposed 2.99 per cent increase to the Delta portion of the next property tax bill as well as an increase to the flat rate utility bill. The tax increase works out to $74 for the average home assessed at $939,000, although the increase could be more for some if their homes see an increase in assessed value more than the average. The utility bill goes up $34 for a typical Delta home. The property tax increase works out to 1.65 per cent to maintain city services and 1.34 per cent for enhanced community infrastructure. “Delta council recognize the continued financial pressures and uncer-
tainties the pandemic is causing the community and has worked hard with staff to develop a 2022 Financial Plan which reflects continued fiscal restraint while maintaining city service levels and providing for enhanced community infrastructure,” a finance department report notes. The report also notes council had identified several priorities including social action planning, accessibility enhancements, cycling improvements, electric vehicle charging infrastructure, place-making, Ladner Waterfront redevelopment, sport field upgrades, playground and sport court renewals, off-leash dog parks, boat launch replacements, facility renewal and neighborhood livability and safety improvements. Some of the other upcoming expenses include a plan to demolish the city-owned Seven Seas building at Ladner Harbour and converting
the site to a public open space next year. As far as the utility bill, it will go up from $1,157 for a single-family home in 2021 to $1,191 in 2022. It was noted Metro Vancouver’s portion of the $34 increase is $24. The solid waste cost increase includes the return of the popular Spring Clean-Up program. The city temporarily halted the program at the start of the pandemic, replacing it with a large item pickup program, but the plan for 2022 is to reinstate Spring CleanUp while also maintaining the larger item service. A separate report notes the large item program proved popular with roughly 9,000 items projected to have been collected by the end of this year. Mattresses and box springs have been a popular item for pick up and have accounted for nearly a quarter of all materials being processed.

The days of having a free EV charge in Delta will soon end. Council this week approved a staff recommendation to implement a fee for city-owned electric vehicle charging stations in a cost recovery effort. Aimed to be similar to other municipalities, the fee structure will see Level 2 stations charge $2 per hour for the first two hours and $5 per hour after that. While Delta currently does not have Level 3 stations, those would have an $8 per hour fee for 25 kW and $16 per hour for 50 kW. A staff report notes Delta’s Level 2 charging stations are popular. From Jan. 1 through Nov. 15 2021, there were 18,774 charging sessions for all charging stations combined. The stations at the North Delta Arts Centre are the busiest. The DC Fast Charge station at South Delta Recreation Centre is owned and operated by BC Hydro. The report notes the city will have installed 10 new dual-point charging stations by the end of 2021 and that will approximately triple the operational cost of Delta’s charging stations compared to 2020 costs. At an average use of six hours per day, it is expected that the capital costs for installing a Level 2 charging station could be recovered in approximately four-to-five years at a rate of $2 per hour and accounting for operating costs. The city has also submitted a funding application for a Level 3 station at the George Mackie Library in North Delta. That application also included 20 more Level 2 stations that would be installed at civic facilities in Tsawwassen, Ladner, Tilbury and North Delta.

It doesn’t look like there will be a replacement for the Winskill Aquatic and Fitness Centre in Tsawwassen, but upgrades to the current facility are planned. At a virtual town hall meeting with Mayor George Harvie recently, Parks, Recreation and Culture director Carmen Gonzalez said a facility study has been undertaken and it was determined a replacement could be cost prohibitive. She noted staff have been looking at what’s more feasible and the needs of the current centre, noting the pool is in good condition, but other aspects of the facility need investment to extend the useful life of the centre. The department is also looking at the future of the annex building and how to replace that space.
A number of options will be explored as part of further cost analysis next year and staff will also have discussions with council regarding the community’s long-term needs. Harvie noted they will talk with user groups and assure them changes will not be happening anytime soon. “There will be contingencies made at the right time insofar as where we could relocate the swim clubs during the period of time the facility would be closed, but again, it’s very early and we, first of all, have to get council approval for the final design and, of course, the cost,” said Harvie. “I look forward to working on that and it’s now time the South Delta community, through Winskill Park, receive a building that’s going to be more modern, up-to-date and more serviceable, and one that will hopefully attract more users.”

The city undertook a feasibility study looking at the options of replacing or upgrading the Winskill Fitness and Aquatic Centre in Tsawwassen. The parks department is currently working on coming up with a new
long-term vision document for parks, recreation and culture services
in the city. Identifying a series of short, medium and
long-term goals, a previous strategic work plan by the department three years ago noted two significant building projects are identified in the approved Winskill Park Master Plan. One is the creation of a new, multi-generational community centre to replace the KinVillage Community Centre. For the final step of the master plan, detailed planning and design needs to be undertaken to replace the Winskill Aquatic and Fitness Centre with a new aquatic and fitness centre, that document noted. The placement of the new building would enable the existing facility to continue operations while the new aquatic and fitness facility is constructed, presumably attached to the new community centre. The estimated cost of both new facilities at the time was approximately $85 million.

New tree protection bylaw coming to Delta SANDOR GYARMATI

Council on Monday approved amendments to the city’s tree protection bylaw. The changes include higher fees aimed at helping discourage tree cutting permit applications and place a greater emphasis on tree preservation. The bylaw has higher fees for tree cutting and also includes a new category of “Large Diameter Tree” which is defined as “any tree having a trunk diameter equal to or greater than 60 centimetres.” Including this definition in the bylaw allows for increased tree replacement requirements for those trees when removed, and higher cash-in-lieu charges, a staff report
notes. Municipal fines will be increased for the unauthorized removal of larger diameter trees and more replacement trees will be required for larger diameter trees that are removed. The security and cash-in-lieu amount for replacement trees will also be increased. Also under the new bylaw, every five metres of linear section of a mature hedge will be treated as one tree for the purpose of removal and replacement regulations. Meanwhile, staff will report back to council with a more fulsome discussion and detailed recommendations for so-called “significant trees.” Those are trees that are considered to be special for reasons other
than large size. Staff are also looking into obtaining independent Delta-initiated arborist reports to review arborist reports by applicants. Coun. Dylan Kruger, during council’s discussion, said the new bylaw regulations makes Delta’s bylaw one of strictest in the region, and that doesn’t include the upcoming regulations on significant trees. Coun. Dan Copeland agreed, saying that while there’s widespread concern in the Sunshine Hills area of North Delta, there’s also concern throughout the city about lots being clear cut. The revised bylaw includes an exemption for tree removal from Burns Bog for the purposes of ecological restoration.

uesday was a day of immense tragedy in our community. Two missing persons’ cases in Delta came to a horrible conclusion. The news releases came across my desk and my heart sunk as I imagined the pain and suffering that the family and friends of those lost are going through. After a month and a half, the body of 21-year-old North Delta man Anmol Jagat was found by police. The young man had been reported missing since Oct. 24. Then a few hours later, the second news release from Delta Police confirmed that 17-year-old Maaike Blom has been found deceased. She was last seen by her family on Dec. 3 and was reported missing on Dec. 5. Two young lives lost under awful circumstances. Two young lives lost way too soon. Two young lives taken from our community. It’s my job and the job of this newsroom to report on these tragedies, but we take no pleasure in doing so. This is the part of the job that really sucks. Throughout my 25 years of working in journalism I have had to cover far too many tragedies involving the loss of young people. Seeing the impacts that the losses have on a community takes its toll. I grieve alongside all those impacted. The community needs to rally and support the two families of Maaike and Anmol and I know that this community will do just that. The outpouring of support and messages of condolence on our Facebook page and other social media pages already has shown that support and I know that in the days and weeks to come, the community will come together to support those who need lifting up. This year give extra thanks to our farming community
L
ast week Delta’s Agricultural Advisory Committee (AAC), met for its regularly scheduled meeting. As usual, there were several items of interest on the agenda for my colleagues and I to discuss. Perhaps the most important and timely was an update from Suman Shergill, Delta’s Manager of Utilities, Engineering. The update was given to advise the AAC on impacts of the “atmospheric river” event of Nov. 14 to 16. Delta came out of the event relatively unscathed. This was not necessarily luck per se, but rather, an indication of the good work Delta’s engineering department has done over the years to manage a complex network of drainage and irrigation ditches and accompanying pump-stations. Several farmers around the table commended Delta for its good work to keep farming alive and well locally. The AAC is also engaged in ongoing special meetings to work with a consultant who is revising Delta’s agricultural plan. Last published in 2011, the agricultural plan needs to be revised to address aspects of climate change including sea level rise, salinity, dike infrastructure, education and

several other items. Although we survived recent weather events, we must remain diligent in our efforts to plan for what Mother Nature may have in store for us in the future. Neighbouring communities up the valley and elsewhere obviously did not fare as well as we did. It was absolutely heartbreaking to see the devastation to homes and farms in the Abbotsford, Merritt and Sumas prairie regions. Delta South MLA and Liberal Agriculture critic Ian Paton was invited to tour the affected areas by Agriculture Minister Lana Popham, a gesture that rightly took politics out of the equation. Paton has been rallying to provide feed for displaced animals, and the farming community has taken
Herculean measures to support each other. Popham gave an update this past Friday and although thousands of animals died, 97 per cent of laying hens survived as did 98 per cent of dairy cows. Popham noted that “this is really due to farmers working together and communities making sure that they had these farmers’ backs.” Farmers are generally stoic by nature. They quietly go about their business and work long hard hours making sure that we have food on our tables. The business is fraught with pitfalls through all farming sectors, yet they battle logistical and policy issues, financial burdens and barriers, and of course, Mother Nature. I have seen the support that farmers share for each other and I am proud to know many of them in our community who have supported my educational programming over the years. At this time of year when we are sharing good will and joy with our family, friends and loved ones, I would ask that we all take a moment to reflect on how important farming is. I put a cowbell on the tree this year to show my solidarity. Merry Christmas to all, but especially to the farming community!

LBA supports OCP amendments Editor: Since 1978, the Ladner Business Association (LBA) has been an integral part of the fabric of this community and has always strived to foster a positive business climate, engage with the community, and promote Ladner. We write to you on behalf of our 165 members regarding the proposed Official Community Plan (OCP) amendment that is being considered for Ladner Village as it will have an immense impact on the local businesses and the community. We recently conducted a survey of our members for their input and feedback on the proposed OCP update and the Ladner Waterfront Redevelopment Strategy and we have had an
overwhelming response in support of these changes. Our members that responded to the survey have voted 92.45 per cent in favour (7.55 per cent opposed) of the Ladner Waterfront Redevelopment Strategy and 86.79 per cent in favour (13.21 per cent opposed) of the OCP amendment. The sentiment from the members in favour of the changes are that revitalization of the waterfront is long overdue and is absolutely needed to bring vibrancy to Ladner and it is important for the economic stability of Ladner downtown. We also need more residents living and working in the village core in order to improve the vitality of our Village later into the evenings and outside of weekends.
Also, well-planned density and historical character will make Ladner a destination and a village that current residents are proud of. In summary, the majority of the LBA membership supports mayor and council in voting in favour of the OCP amendment and the Ladner Waterfront Redevelopment Strategy. We believe these changes are vital and will allow the Village to become a destination where local families and others can enjoy the waterfront year round with more options for local shopping and restaurants. These changes will establish Ladner Village as a vibrant destination that will be enjoyed for generations to come. Ladner Business Association

Editor: Disappointed but not at all surprised at the bias so blatant in Ian Jacques Editor’s Note (Dec. 2, 2021). If such an opinion piece had run during an election cycle the Optimist would have had to register with elections BC. Let me paraphrase Jacques’ point in case you missed it: “Don’t worry folks, it’s only the thin edge of the wedge here. No six story retailer/condo development to see…yet.”. I also couldn’t help but note the defacto council member/editor’s use of the word “us” when trying to be “clear” on what the Dec. 14 public hearing was about. No,
the Dec. 14 “hearing” is not a vote on approving a six storey development - that comes later, trust me). It is a public hearing (ever notice they never call it a public listening?) on proposed changes for the OCP for Ladner Village. In my opinion, this is merely requisite lip service in the Harvie/ Kruger/McDonald plan to serve the developers that contribute to their election war chests. The editor refers to the infallible committee that was designed by Harvie et al and staffed with hand-picked developer proxies. Just follow the money. Yes Mr. Jacques, the committee did do their “home-
work” as only politicians can. They know which side of their bread is buttered and apparently so do you. You talk about protections for existing heritage buildings which will likely remain as little more than facades tucked in and around six storey condo/retail complexes, sad reminders of not only what our “village” once was, but what it could have been. If 40 years of previous councils have “failed” to “revitalize” Ladner village maybe they didn’t fail. Maybe they said no to the money and opted to preserve the quaint charm and humble character of our village. Ronn Dunnett

Fully support OCP changes Editor: Re: Ladner Village Revitalization Climate change is upon us and our dikes are at the very least 1.2 metres short (more in some areas) of where they need to be to meet the year 2100 standard that has been set. That is the catalyst behind the redevelopment in Ladner Village. We are so very lucky that the recent weather phenomenon did not settle over us. As it is we had many flooded yards, not to mention the farm fields. Luck will not always be on our side and this type of weather is going to continue. It’s only a matter of time before we are experiencing what the Fraser Valley is. There is much misinformation being spread in the community about the Ladner Village Revitalization proposal. As Ian Jacques wrote in his recent opinion col-
umn: A. The Dunbar Lumber site was not even an idea pitched when the Advisory Committee was formed. It was never raised nor discussed during the life of the committee. B. The LVR proposal does not recommend the destruction of any heritage buildings, on the contrary, it recommends strengthening and increasing the inventory. C. Every building in the Village will not be six storeys. However, six storeys make a building viable! The studies have been done! Research and read them. D. The committee was not made up of developers, in fact there were exactly zero developers on the committee. The businesses in the Village are behind this development for the very reasons put down in the recommendations. Sustainability! There are
not enough people living, shopping, working in the Village to sustain it long term. Therefore, we need to provide residences where individuals and families, young and ageing, can live with the Village providing the services they need, conveniently, near their homes. Not only does it make the Village more livable but it cuts down on the travel that people have to do to live. Fewer people in cars is a good thing. There’s no denying that. Is there? We are surrounded by farmland, which we need for food! So, we can’t go out, we must go up. The vision for the Village is tasteful and functional. The proposal for the waterfront is beautiful and will provide a much needed public space for the citizens of Ladner. I fully support the Ladner Village Revitalization plan. Pat Cleave

Editor: I would like to echo Brian Johnston’s online letter of Dec. 3 stating that the proposed six storey building height for Ladner Village is a terrible idea. I’m not against smaller development ideas, but to even consider six storeys is nonsense. Six
stories would densify an area that already has limited road, pedestrian and bike access. When the Ladner Market or the annual Car Show are happening in that area it would be a nightmare with six storey buildings. Don’t destroy a wonderful village that truly
is unique. If people want more density to the extreme, they can move to Richmond. With only 10 months until the next municipal election in October, the mayor and council need to look carefully at this proposal and consider community feedback. Keith Munro
Ladner Village OCP warrants support Editor: The updates to land use requirements in the Ladner Village plan are modest, necessary, and worthy of widespread public support. A wide swathe of the community was consulted and the interests of the many stakeholders in the village were balanced against each other. This was a work of compromise and lowering expectations. Though bolder strategies were considered,
this plan was the accepted middle ground that would set the course for improvements within the village. City staff put together a modest plan to allow more homes and businesses to be added to the Village core while still restricting heights, massing, and uses. We need to open up opportunities for the neglected or underused parcels of land in the Village to become valuable parts of the whole. We need to gently den-
sify this neighbourhood alongside all of our neighbourhoods in order to add value to every part of Delta and to make life better for every resident The need to provide more housing at a variety of rates is staggering: this plan I’m excited to see more housing options in the Village and I hope we’ll see that council takes this seriously and vote to approve this plan on Dec. 14. DPD launches community safety officer pilot program A new type of public safety officer is now serving the Delta community. Called Community Safety Officers (CSOs), these new type of officers within the DPD are working with regular police officers, in an observing and reporting role. This model is used by a number of other communities, and gives those interested in a career
in law enforcement an opportunity to work alongside regular officers, in a paid position. The program will start with two full-time and two auxiliary CSOs working under the existing DPD Public Safety Operation program. They will be distinguishable by wearing uniforms similar to the existing Delta Reserve Constable uniform, but with a unique shoulder flash and
branding. They will also be driving distinctive vehicles, marked with the Community Safety decals. “The Community Safety Officers are designed to be an extension of our uniformed presence, and will be visible within the community,” says Sgt. Jim Ingram, head of Public Safety Operations for Delta Police. “They will be con-
ducting foot and bicycle patrols, as well as patrols in marked Community Safety vehicles, equipped with emergency lights.” The four CSOs who are the first to be hired came from the DPD’s existing Reserve Constable program. In addition to the training received through that program, they received specialized schooling for their new role. “This helps us enhance
our service to the community, with an additional uniformed response to non-criminal events,” added Ingram. Their duties include unplanned traffic control, assisting with nonevidentiary property, and potentially serving on the perimeter of an ongoing incident, ensuring the public doesn’t come into harm’s way. They may also attend minor, nonreportable collisions.
The CSOs are equipped with batons and OC spray, but are not equipped with firearms. DPD are also continuing with its active volunteer Reserve Constable program, which involves volunteers taking part in special events and ridealongs with officers, after a three-month training program. Don’t expect the City of Delta to reduce the speed limit along Arthur Drive in Ladner. The Transportation Technical Committee last month discussed correspondence from a local resident requesting to reduce the speed limit for the roadway from 50 km/h to 30 km/h. Engineering staff noted Arthur Drive is designated as an arterial roadway in the Official Community Plan and carries a high volume of traffic. It is also an important transit and emergency services route, connecting Ladner and Tsawwassen. Committee members did not support downgrading the roadway or reducing the current speed limit. They also felt that there would be low compliance with

Engineering staff, however, will review ICBC crash data along the corridor and conduct a traffic signal warrant analysis at the intersection of Arthur Drive at 45 Avenue. Committee members also discussed upcoming crosswalk improvements along Arthur Drive north of 47 Avenue and at 45 Avenue. The engineering department will also
look at opportunities for continued road safety education through the development of Delta’s planned Vision Zero Strategy, aimed at reducing traffic fatalities and collisions throughout the community. According to the most recent Delta Police statistics, there were 831 traffic collisions overall in the city in 2021, from January until the end of September, that’s up from 628 over the same period in 2020.

More accessible housing sought for Delta SANDOR GYARMATI

It could become a little easier to find an accessible housing unit in Delta. One of the key priorities in Delta’s new Housing Action Plan, recently approved by council, is to encourage, through incentives and potential regulation, an increase in the supply of adaptable or accessible units that meet the needs of persons with differing abilities. The Housing Action Plan outlines several strategies and actions, which must still come back for individual bylaw approvals, the city can take, noting municipalities in B.C. are able to encourage this type of housing through a combination of regulations and incentives. “One of the challenges that many com-
munities in B.C. are facing when it comes to adaptable units is that there is no system in place for tracking them in the private market. What this means is that renters, homebuyers, property managers, and realtors are often unaware that a unit is adaptable, making it difficult to connect a unit with a household that would benefit from adaptability,” according to a report on the action plan. The report notes accessible units are more often built with a specific user in mind and that many are managed by a non-profit housing provider that serves people with differing abilities. Increasing the supply of these units in the broader housing system creates overall flexibility so that households that require accessibility have more housing
choices, the report adds. The report goes on to note that requiring adaptable units is becoming increasingly common, with minimum threshold requirements in new multi-unit housing. “This is often offset with a slight density bonus to offset the floor area requirements of adaptable housing. Some communities are also incentivizing fully accessible units through density bonusing where additional density is provided in exchange for a proportion of that additional density being dedicated to fully accessible units,” the report notes. One of the actions in the Delta strategy is for the city to survey policies throughout Metro Vancouver to determine current best practices for adaptable and accessible units and
consider an increase in the requirement of adaptable units based on those findings. One of the other actions calls on the city, at regular intervals, to check in with Delta’s Mobility and Accessibility Committee and other relevant stakeholders to find out how people with differing abilities are able to access adaptable and accessible units. Stephanie Cadieux, BC Liberal Critic for Gender Equity, Inclusion and Accessibility, introduced legislation that would require accessibility be considered in new housing projects in the province. It’s the fourth time she proposed such legislation. “While the ongoing housing crisis is often discussed in our province, we rarely speak
of the housing that is sorely lacking for British Columbians living with disabilities – accessible and adaptable housing must be addressed,” said Cadieux in a news release. “Right now, we are simply not building housing that works for everyone. We need more homes that are truly accessible or adaptable – where this is considered in every step of the process from the very foundation.” Delta Coun. Dylan Kruger said the city has been moving forward with initiatives to address the ongoing housing crisis through the adoption of the Housing Action Plan as well as approval of some key redevelopments. However, Delta has a ways to go to implement Delta’s Housing Action Plan and build a more equitable com-
munity where everyone is welcome, regardless of age, socioeconomic status or ability. “The addition of Delta’s new Mobility and Accessibility Committee has added a new level of accountability for new housing projects across our community. Instead of just meeting provincial standards, we expect builders to go above and beyond to ensure new housing units are accessible for everyone, regardless of age or ability. Increasingly, there is a trend towards creating adaptable dwellings where residents can age in place,” said Kruger. “In multi-storey houses and townhouses, this can now be done be roughing in space for a lift so that stairs are no longer a barrier for aging or mobility-constrained residents.”

A new plan coming to support Delta farmers SANDOR GYARMATI

The future for Delta farms may include small processing operations located on-site. Those were among the comments at the Agricultural Advisory Committee, which recently held a special meeting to discuss the city’s effort to update its agricultural plan. Having been awarded the contract to assist in updating the current plan, representatives with Upland Agricultural Consulting were on hand to discuss the 2011 document and current issues facing the farming community in Delta. In the current plan to support farmers, a lack of food processing opportunities was identified as an area in need of development. Most large-scale vegetable processing operations have left the Fraser Valley because they rely
on a larger farming land base. It was noted the future may actually be in small processing operations located on farms. Among the other issues raised by the committee was farmers requiring options to house workers and extended family, since rental options are low to non-existent in Delta and purchasing a home is out of reach for most. Committee members noted that to sustain family farming, extended families need to be able to live on the farm. Among the other issues is that it’s difficult to find and retain year-round local, reliable workers, and COVID-19 exacerbated the problem. Wildlife increasingly conflicts with agriculture in the Fraser Valley and, in particular, the level of waterfowl grazing is making it hard to maintain grass forage. Among other issues, the

Delta planning staff noted Delta’s Agricultural Plan should contain clear direction on what changes need to be made to Delta’s bylaws so that staff can work towards those
changes efficiently, saying that any changes have to be in line with provincial bylaws. The work to update the agricultural plan is to be done in consultation
with the committee, city council, civic staff, agricultural stakeholders and residents. The city notes it wants to update the current plan to shift the focus more to the issues, recommendations and implementation actions that Delta could undertake and lead. The shift in focus would involve increasing opportunities for engagement with external agencies and stakeholders, focus more on action items that are within Delta’s authority and providing more practical details on how action items could be implemented. Recommendations within the plan are organized into four objective areas: improve the economic sustainability of Delta agriculture, enhance the agricultural resource base, create opportunities for efficiency, competitiveness, diversification and new entrants, and increase public support for agriculture.

About 150 golfers made contributions to this year’s Tsawwassen Legion poppy fund without really even knowing it. Each year, Tsawwassen Springs designates days where they will donate $10 of each green fee to the local poppy campaign’s fundraising efforts. This year, rounds on Nov. 10 and Remembrance Day raised $1,510. Tsawwassen Legion president Ken
Harvey dropped by the club last week to receive the donation and was grateful of the business community support, especially when the poppy campaign has been hindered by COVID-19 restrictions for the last couple of years. “(The campaign) is spread over two weeks for us and after the first weekend we were worried. Actually, we were very concerned,” said Harvey. “As it progressed, it got a lot better and we ended up coming in about the same amount as last year, which is still about $10,000 less than 2019.”

Did you know that American Wigeon and Gadwall steal food from American Coots? This food piracy or kleptoparasitism can be seen here at Reifel Bird Sanctuary when all three species feed together in the deeper sunlit channels in the fall. Local freshwater sloughs like these have
abundant growths of filamentous green algae and vascular plants such as the long, thin-leaved strands of Wigeon Grass and leafy pondweeds of the Potamogeton family. These growths proliferate all summer and, by fall, the sloughs are full of submerged, juicy mats of green filaments, stems, leaves and seeds. Gadwall and American Wigeon favour this kind of plant material as they
are almost exclusively herbivorous. Gadwall and American Wigeon are surface feeders or “dabbling ducks” so although they can reach down to forage for these aquatic foods in the shallows, they are too buoyant to dive far enough to get food from deeper areas. American Coots, on the other hand, have streamlined bodies, can dive to almost six metres and seem

When underwater food supplies become depleted in the shallows, the American Wigeon and Gadwall, the “food pirates,” start to hover around American Coots when they dive, and lie in wait for plant material to be brought up to the surface. The plant material is stringy and very breakable at this time of year and some of the debris floats at the surface for a bit, allowing for a “floating food court” for all the nearby birds. In spite of the thievery, American Coots do not react aggressively, which is a bit odd, but they can turn the tables and steal food from the same ducks when they are all feeding in the shallows. For the second straight year, the South Delta Rams Community Minor Football Club will be holding a Toy Drive for B.C. Children’s Hospital. This Saturday, Dec. 11, unwrapped new toys can be dropped off at Dennison Park in Tsawwassen between 10 a.m. and 2 p.m. The holiday initiative was the idea of Junior Bantam player Gage Spargo who
recognized the COVID-19 restrictions in place did not allow families to visit children who were hospitalized. The initial campaign produced 150 donated toys and the goal is to hit 250 this year. This year, a global shipping container shortage has seen the average cost to move a 40-foot steel container of cargo by sea rise by upwards of 500% above the seasonal average, according to Drewry Shipping. The long-lasting impact could mean we see price increases in many common household goods, including appliances, furniture, toys and more. Then came an atmospheric river event in B.C. on Nov. 15 that wiped out large sections of the province’s highway infrastructure, largely cutting off the Interior and the Lower Mainland. 505-Junk clothing drive a huge success More than $2,000 was raised for Movember (Cancer research and mental health awareness) and 4,635 pounds of clothing was collected at the inaugural South Delta clothing drive on Saturday, Nov. 27. Organized by 505Junk and supported by the City of Delta, residents from across the South Delta community cleared their closets and donated their reusable clothing, which was brought to the Salvation Army to support their flood initiative. “It was a great response and we couldn’t be happier with the turnout, especially considering the rain,” said 505-Junk cofounder and CEO, Barry Hartman. “After all the rainfall causing devastation throughout B.C., we wanted to do our part in helping all of those who were affected. Our partnership with The Salvation Army made it possible for us to provide
flood victims with clothing, shoes, blankets and other materials that they may have lost over the past few weeks.” Hartman said the other motivation for the event was to support men’s health through the Movember Foundation. “This is an organization that is very important to 505-Junk as it supports men’s physical and mental health,” he said. “We appreciate the importance of this global initiative and we felt it was crucial to show our support by raising money and awareness within our community. Lists, schedules, and calendars dominate this time of year. We have lists for groceries, another list for gifts that need to be purchased and decisions on who is on or off the Christmas card and family letter list. There is a business in the air, as we dash between Christmas shopping, school concerts and any number of social commitments. In all our business and preparation, it is easy to lose track of what the fuss is all about. A few years ago, amidst the usual preparations in my household, my wife said to me, “Robin, we need a time out!” She went on to explain that we are so busy at this time of year that we barely have time to get our own house ready for Christmas. Thus began a new tradition in our house, the annual family Christmas

Preparation Day. The day begins with taking a day off work and without telling the kids ahead of time, we keep them home from school. I cook breakfast and make the trip to the storage unit to collect the Christmas tree and the many, many boxes of ornaments and decorations. At this point I usually spend half the morning
trouble shooting and figuring out which lights are working, and which are not. Then we decorate the tree and house so that we can finally be ready to embrace the Christmas season. The day ends with a ride on the Christmas Train in Stanley Park or, as we did this year, a visit to Vandusen Garden to see the lights. Advent, these precious four weeks before Christmas is a time of preparation for the birth of Christ into our lives and world once more. Advent is the time where God places us on God’s calendar. God prepares to be a part of our lives and world and makes us God’s priority. What does this time of year, with the singing of angels and the birth of a baby, tell us about how we are God’s priority? Happy Advent.

For more than 43 years beautiful lights, decorated boats and the songs of the season highlight one of Ladner’s favourite Christmas traditions. The carol ships will sail into Ladner Harbour this Friday, Dec. 10 and Saturday, Dec. 11 at 7 p.m. both nights. It’s a wonderful family event at the government dock - at foot of Elliott Street (beside Sharkey’s). This year’s special musical guests include recording artists KickDrive and local vocalists Brook & Summer. They’ll start playing at 7 p.m. The carol ships should arrive around 7:30 p.m.

WARNING: This story includes the topic of childhood sexual abuse. Illustrating Tiny Finds His Whisper – a story about a mouse with a painful secret – encouraged Ladner’s Jurnee Johnston to start voicing her own story of childhood trauma. The children’s book written by her mother, Marvel Katz, tells the story of a mouse named Tiny whose whispers are too quiet for others to hear, and it aims to give young children the tools and vocabulary to understand and communicate about sexual abuse. “Even though I’ve already received counselling and have started moving forward in my healing, Tiny just gave me an avenue to start speaking about it and allow my story to be heard, as well. And that’s part of why we created Tiny – it’s giving that safe space [to talk about it],” says Johnston. Motivated by her daughter’s story, Katz also intends for the book to act
as a safeguard to protect children from potential sexual abuse. “Unfortunately, Jurnee was sexually abused as a young child and I didn’t find out until she was 16 what had happened ... it was too late to go back [then],” says Katz, who has worked in early childhood education for over 30 years. Tiny Finds His Whisper doubles as a resource and a children’s story, meant to be read aloud by an adult, and includes mindfulness exercises, breathing techniques and free trauma-informed training opportunities and support. Tiny’s mission, reads their website, is, “to give even the smallest child a voice. A chance to say ‘NO!’ and to stop the abuse in its tracks. To give parents the resources to help their hurting child, and to create a path of healing together.” The mother-daughter duo has more books planned for the future, all centred around childhood trauma and coping, and are in the process of having Tiny Finds His Whisper

translated into multiple languages. “It’s something we need to be having a conversation about and actually doing something proactive about ... We’re paying it forward and taking the pain and the mess of our story and opening the
door for another child to receive healing, to get the help they need from a very young age,” says Katz. They are working with Little Warriors’ childhood sexual abuse treatment centre Be Brave Ranch and counselling and consulting services Tipping

Welsh choir returns to Tsawwassen Dec. 13 Sing We Now of Christmas ends a two-year concert hiatus with events in New Westminster, Surrey, Delta, and North Vancouver – plus, a brand new digital concert experience! Vancouver Welsh Men’s Choir (VWMC) is pleased to announce its 2021 Christmas Concert Series, Sing We Now of Christmas! Ending a two-year concert hiatus, VWMC will be singing at four Lower Mainland venues this December, as well as presenting an online performance. As is customary for VWMC Christmas Concerts, the choir will be supporting young musicians by sharing the stage with
three high school choral ensembles, as well as two emerging vocalists who are the recipients of the choir’s 2021 student bursaries. The VWMC will also be joined by two outstanding local instrumentalists, saxophonist Julia Nolan and flutist Paolo Bortolussi. Guest artists will vary for each performance, with a full lineup listed on the VWMC website. The Delta performance is set for Monday, Dec. 13 at 7:30 p.m. at South Delta Baptist Church. The South Delta Secondary Choir will also perform. “Rehearsing together again has been a real joy, and having the singers more spread apart
has resulted in some unexpected benefits,” says music director Jonathan Quick. “They are embracing their individual roles more, and they are singing really well.” VWMC is following all COVID19 protocols set in place by the current Provincial Health Orders and will take the stage at each concert with a smaller complement of singers, each performer fully vaccinated. All patrons aged 12 and over must also provide proof of full vaccination. Except for provincial exemptions, all patrons aged five and over must wear face masks when inside the venue, including during the performance.
“For the last 20 months, I have missed the personal touch of choir camaraderie but even more I have missed the exciting satisfaction and emotional high associated with performing for an appreciative live audience,” added VWMC president Simon Baker. “It has been an honour for me to lead such a talented and dedicated group of choristers, so committed to music and to presenting great performances to our patrons.” Tickets are available for immediate purchase. Multi-sport standout headed to Maine SDSS senior Taylor Katsube taking her field hockey career to NCAA Division One level MARK BOOTH

These days Taylor Katsube is trying to help the South Delta Sun Devils win a provincial volleyball championship and is also chasing down pucks with her girls ice hockey team, yet, it’s another sport she will be turning her full-time attention to next fall at the NCAA Division One level. The Grade 12 student, and multi-sport athlete, has officially signed a field hockey scholarship offer from the University of Maine. The Black Bears are part of the NCAA Division One’s American East Conference and have a tradition of recruiting B.C. talent. Their 2021 roster featured six players from the west coast. Katsube made a verbal commitment back in her Grade 11 year and the decision was finalized after an official visit to the Orono, ME campus back
in October. “I got to meet the team and watch a game that happened to be their seniors’ night so it was great timing,” said Katsube. “I play with some girls who had already graduated from Maine and they told me how nice it was and how much fun they had there. It made me want to go there even more.” Growing up, she was encouraged by her parents to try a number of different sports and she has certainly done that. She has also played soccer and school basketball before lessening the load when her field hockey career took her from the hometown Delta Falcons program to the Vancouver Polar Bears women’s team, based out of Eric Hamber. “I have grown up playing sports. So did my parents and my brothers,” she said. “I’m in season right now with three of them and it can get busy and complicated, but

The signing with Maine concluded an extensive process that began two years ago when the talented forward established herself with the provincial team program. She participated at the Shooting
Star Tournament in Virginia in November 2019 and also registered with Next College Student Athlete (NCSA), a U.S. based recruiting service. Her stock increased further when she was
selected by Field Hockey Canada to play for the U16 Next Generation Team in a series of games against the U.S. last year. Throw in the fact Katsube also thrives in the classroom as a fixture on the Principal’s Honour Roll and a multi-academic award winner, and the interest from potential schools was immense. Katsube is now focused on helping her topranked girls volleyball team win its first provincial title since 2014, starting Thursday in Nanaimo. It’s these type of moments that have provided lasting memories. “The nice thing is you have your school friends and your sports friends,” added Katsube, who is looking to major in marketing and communications. “You meet so many different people through sports and it’s like you have all these separate lives on different teams. It’s part of the reason why playing so many sports is so great.”
Tsawwassen’s Seabrook joins Giants coaching staff

There is now even more local flavour with the WHL’s Vancouver Giants. Tsawwassen’s Brent Seabrook has joined the team as a volunteer/interim coach. He will join Keith McCambridge behind the bench while head coach Michael Dyck is away at the upcoming World Junior Hockey Championships with Team Canada. The Giants train out of the Ladner Leisure Centre
where Seabrook played for the South Delta Minor Hockey Association and also enjoyed a memorable season as a 15-yearold playing junior “B” for the Delta Ice Hawks. That year he led the PJHL in playoff scoring as the Ice Hawks won their firstever championship. He went on to play in the WHL with the Lethbridge Hurricanes. “I’m grateful to the Vancouver Giants ownership, management staff, and
the Tampa Bay Lightning for allowing me this opportunity to give back to the game and to help out while Michael Dyck goes for gold,” said the 36-yearold Seabrook, who is on the Lightning’s long-term injured reserve list and will formally retire when his contract expires after the 2023/24 NHL season. “I’m looking forward to being part of the great culture the Giants have created and I can’t wait to get started.”

Michael Calvert has returned to his comfort zone to lead the Langley Rams to a historic season. The former South Delta Sun Devils star quarterback earned Offensive Game MVP honours as the Rams captured their first-ever national junior football championship with a 37-0 win over the host London Beefeaters in the 113th Canadian Bowl last Saturday at Western University’s Alumni Stadium. The Rams’ roster features two other SDSS players, linebacker Adam Hoegg and offensive lineman Nico Ouellette. Hoegg chipped in with a sack and was part of a dominant Langley defence that will be considered among the best in Canadian junior football history. As for Calvert, it was a storybook return to playing quarterback. The 2017 B.C. High School Football Offensive MVP was among the UBC Thunderbirds’ top recruits in 2018 but found himself on the depth chart with two other freshman quarterbacks, behind veteran Michael O’Connor. He spent the next season as a defensive back before departing the program and learning of the opportunity at

Calvert went into the Canadian Bowl as healthy as he has been all year. A hamstring injury delayed the start of his season, then he suffered an MCL strain in his first game that sidelined him again. He fired a 15-yard second half touchdown pass to Mario Johnson and finished with 144 yards passing while also showcasing his scrambling ability. “It’s been a year of injuries and changing my style to more of a pocket passing quarterback,” Calvert continued. “It’s definitely a bit of a change at first, but I’m getting used to it and now I’m feeling the best I have all year. “(After three years) it took a little while just getting into a rhythm and confidence back. Going through the reads and progressions. Getting comfortable playing quarterback again.”

Deborah O’Connor went to be with the Lord on November 28, 2021, at her home in Lake Stevens, WA, and was laid to rest in Ferndale, WA. Deborah was born to Bill and Shirley Marie (Jensen) Papuc in Ladner, BC, Canada, on October 30th, 1959. Deborah is survived by her husband of nearly 35 years, John Patrick O’Connor; and their two daughters, Sarah Marie O’Connor of Everett, WA, and Kathryn Alyssa (Carl) Kulper of Stanwood, WA. She is also survived by her parents, of Surrey, BC; her sister, Karen (Landon) Kitagawa; and brothers, Eric (Lesli) Papuc, Mark Papuc and Matthew Papuc.
ESPLEY, Donald July 18, 1931 - November 30, 2021 A scant 2 1/2 weeks after the passing of Betty, his wife of over 65 years, Donald Espley, aged 90, peacefully left us here to be with his girl again. “Till death do us part” was, may we romantically presume, just not acceptable to our father. Our parents will truly be as deeply loved in memory, as they were in life.

O’CONNOR (PAPUC), Deborah Marie. October 30, 1959 − November 28, 2021
Deborah grew up in Ladner, BC. Her life’s highlight was to encounter her Lord and Savior Jesus Christ, while studying at the University of British Columbia. She served Him throughout her adult life, first as a single missionary in Mexico, and later with her family in Central America and around the world. God blessed her ministry and her work, as is evidenced by the many women who she "spurred on toward love and good deeds (Heb 10:24)". Deborah’s family immigrated from Europe. Her father’s family came from Romania through Ellis Island and settled in North Dakota. Like many immigrants, they battled hard conditions to make a life for themselves, eventually migrating to Saskatchewan, Canada. Her mother’s family were the Jensens from Denmark and Skopinichs from Austria. A missionary friend from Honduras commented on Deborah’s life that "when I think of you, I think of how sensitive you are to people, how prayerful and watchful and discerning you are, and how desiring you are to do God’s will and abide in Him." Her husband’s observation is that through the decades Deborah has been a very real and sincere friend to many. Many! Memorial services for Deborah will be held at Cascade Community Church of Monroe, WA, on December 18, 2021, at 1pm, and at South Delta Baptist Church of Tsawwassen, BC, January 8, 2022, at 1pm. In lieu of flowers, the family requests donations to the Arkansas Valley Pregnancy Center, 118 W 4th St, La Junta, CO, 81050, USA.
