A former Delta elementary school teacher, sentenced last year in a child pornography case, has received a lifetime teaching ban. Surrey resident Elazar Reshef, who taught in the Delta School District at Gray Elementary, has entered into a consent resolution with the B.C. Commissioner for Teacher Regulation in which Reshef agrees that his conduct constitutes professional misconduct and conduct unbecoming and is contrary to a number of standards of the Professional Standards for BC Educators. In the ruling, released this week on the B.C. Commissioner for Teacher Regulation website, Reshef agreed that he would never again apply for, and the Director of Certification would not issue him a certificate of qualification, an independent school teaching certificate or other

authorization at any time in the future. In determining that a lifetime ban on reapplication is an appropri-
Elazar Reshef ate consequence, the Commisioner considered the following factor: “the conduct was at the serious end of the spectrum.” In late 2020, Reshef pled guilty to the charge of possession of child pornography. Crown counsel ordered a stay of proceedings on two counts of making or publishing child pornography. Then in early February 2021, he was given an 18-month conditional sentence for possession of child pornography.
Information about the police investigation came to the public’s attention in July 2020. According to a news release from Surrey RCMP at the time, the investigation began in March 2019, as a result of a notification received from an electronic service provider, which alleged that an account user had child pornography in their possession. Surrey RCMP ICE immediately launched an investigation. Following an extensive review and forensic analysis of the evidence, charges were approved by the BC Prosecution Services and information sworn against Reshef on July 2. “Reshef has been in direct contact with children during his work as a teacher in the Delta School District. As a result, the Surrey RCMP are releasing this information in the interest of public safety and to further the police investigation,” said RCMP in the July 2020 news release.

Lead poisoning has brought eight raptors into OWL’s care

The Orphaned Wildlife (OWL) Rehabilitation Society is asking hunters and fishers to switch from using lead ammunition and tackle, as the lead fragments they leave behind are poisoning and killing the wildlife nearby. Within January alone, OWL has had eight raptors brought in with lead poisoning, some of whom have perished from the lasting effects that lead fragments can cause, even with immediate treatment. “Most of the lead comes from them scavenging kills or gut piles that are left behind after an animal is shot, and a piece of lead the size of a grain of rice will eventually kill an eagle, so it doesn’t take much,” says Rob Hope, OWL’s general manager. Aside from fragments left behind in entrails and carcasses, lead fishing weights lost by fishermen also affect waterfowl who mistakenly dabble them up. Fish-eating predators can also ingest lead through the fish they consume and become poisoned. OWL usually sees an increase in lead poisoning cases towards the end of hunting season, between December and March, but the number of raptors they treat are only a “drop in the buck-

The neurotoxin causes various symptoms across all species, but can present as a loss of coordination, an inability to stand, blindness and respiratory issues. “When we get them soon enough, we can

start chelation treatment, which will help remove the lead from the body. However, it doesn’t always work – sometimes ... the bird will read low, but the damage is already done. Their brain can be fried, or their breathing is all messed up because lead has not only shortterm, but long-term
effects,” says Hope. The success of treatment is dependent on several factors, like how much lead is in the bird, the weight and age of the bird, as well as their overall health when they come in. Sometimes, even several rounds of chelation therapy are not enough,

Derik Lord has been granted another sixmonth extension of his day parole. The Parole Board of Canada first granted him day parole in March 2020. His day parole has been continued three times since. Lord was one of three teenagers convicted in a 1990 double murder case in Tsawwassen. In their latest ruling, which was rendered on Jan. 6 and released to the Optimist this week, the Parole Board authorized the leave to four nights a week at the home of his spouse in northern B.C. and three nights a week at a halfway house. Several special conditions have been imposed including: a geographical restriction to not travel to Vancouver Island or the Lower Mainland; no contact with any person Lord may know or have reason to believe is involved in criminal activity and or substance abuse; and no
direct or indirect contact with the deceased victims’ families, including extended family members and crown witnesses. In his latest application, Lord asked the Parole Board to allow him to travel to Chilliwack, where some of his family members reside, but the Parole Board denied that request. He was also looking to spend five nights per week at the home of his spouse and two nights at a halfway house. “The Board has received several victim impact statements expressing significant objection to you travelling to Chilliwack,” wrote the board. “Victims state that they would be afraid if you were permitted to be so close to their communities and that some of them travel to Chilliwack from time to time and would be afraid and harmed if they ran into you there. “Given the victims concerns and requests
for protection, and the lack of information about how this requested change would contribute to your reintegration, the Board is not changing the wording of this special condition. The special condition limiting your travel to certain geographic locations remains imposed as it is considered reasonable and necessary to protect the victims.” Lord still maintains his innocence to this day. He and David Muir were hired by Darren Huenemann to kill Huenemann’s mother and grandmother, Sharon Huenemann and Doris Leatherbarrow, in a murder-for-hire plot. The two were promised part of a $4-million inheritance. All three were convicted in 1992. Lord and Muir were both sentenced to life in prison with no chance of parole for 10 years. Huenemann received a life sentence with no chance of parole for 25 years.

Massey Tunnel commuters these days can’t help but notice how the $87 million Cascades Delta Casino is taking shape. Located at the former Delta Town & Country Inn site, the facility will include a 40,000-squarefoot gaming floor with up to 600 slot machines and 30 gaming tables, as well as a Match Eatery & Public House, the Buffet and Atlas Steak + Fish Restaurant. It’s expected to bring hundreds of new jobs to the city. According to Gateway Casinos and Entertainment Limited spokesperson Tanya Gabara, the exterior and interior of the complex is bustling with construction even as workers deal with COVID-19 related guidelines. “The construction of the Cascades Casino Delta is progressing well and we continue to be vigilant on following the
relevant health safety guidelines to ensure we have a safe environment for our workers and the community,” said Gabara. “While driving by the site, you can see some of the exterior features like the unique sweeping portecochere, which will be a spectacular entrance for arriving guests. Our signature restaurants like Match Eatery & Public House and the Buffet are also taking shape on the inside. The electrical and data infrastructure and cash cage installation are now complete. The construction of the raised floor gaming area and other amenities like the Glacier Bar will begin soon.” Gabara could not pinpoint an exact opening date, but that should happen in the months ahead. “As we are very much in active construction it remains too early to speak to the grand opening timing particularly as we continue to focus on the recovery of our existing businesses which
were shuttered for many months during COVID,” she added. “In the coming months, we will have exciting news to share on the grand opening timing and our employment recruitment campaign, which will feature hundreds of new jobs coming to the community of Delta.” It was announced back in September, a Delta Hotels by Marriott would be part of the complex, featuring a five-storey hotel and up to 120 rooms, plus meeting spaces. The hotel amenities will include a luxurious day spa, resort style outdoor pool and hot tub, along with a stateof-the-art fitness facility. The hotel complex is also under construction. The B.C. Lottery Corporation approved the casino location four years ago, following Delta council’s earlier approval, but the provincial Ministry of Transportation didn’t sign off on the project until 2019.

Delta Police are asking that the community remains patient as the investigation continues around the circumstances that lead to the death of a 17-year-old Delta teenager in December. In a news release issued Friday morning, DPD said their investigators are still investigating the circumstances around the death of Maaike Blom. “Maaike’s death is a tragedy, and continues to resonate with the community at large,” says Insp. Heath Newton of the Investigative Services Section. “Our investigators are aware that there are many discussions occurring related to her death. While we cannot provide any substantive updates yet on the investigation, we are confirming that the homeown-

First Nation lands. At that time the DPD advised that her death was deemed suspicious, and that an adult male was arrested in connection with her death. Port Authority, Canadian Chamber hosts virtual panel on supply-chain crisis “So, when you think about anything that happens in China, Japan or South Korea, we’re going to feel it here whether it’s typhoons, season volume surges ... or whether it’s COVID,” she said. For the port authority, which is a federal agency, addressing some of the issues meant building infrastructure to combat some of the current challenges, like a near-doubling of the expected number of empty containers needing to be exported. To put it plainly, the global supply-chain is like a huge game of Jenga – all it takes is one wrong push or pull of a block, and then whole tower is in shambles. This fragility, which has become blatantly clear since the pandemic struck nearly two years ago, was repeatedly highlighted during the virtual panel hosted by the Canadian Chamber of Commerce and the Vancouver Fraser Port Authority on Jan. 26. Six panelists, representing both the importing and exporting side of
moving goods, discussed how their businesses have been impacted by the supply chain crisis and how they’re trying to get through it. “Everyone kept thinking it’ll get better next month, or the next month – it just kept compounding. And so, it was a really hard thing to get in front of because it started with ship schedule delays, then it went to container availability, then it went to inland logistics, and we were always running to catch up ... Everyone was sidelined. We just couldn’t respond quick enough, and it started snowballing from there,” said

The other panelists shared similar experiences of trying to work around what was happening, but just being met with more challenges as time went on. Katherine Bamford, director of customer engagement at the Vancouver Fraser Port Authority and one of the panelists, highlighted how more than half of the total container volume handled through the Port of Vancouver is with three trading economies – China, Japan and South Korea.

Fellow panelist Derrick Hawkins, director of Canada, CRSA Global Logistics Inc., added that some service providers are opportunistic and have taken advantage of the disruption by marking up their prices and adding various surcharges.

A
recent spate of vandalism at Ladner Elementary not only prompted a stern warning to parents from Delta Police, but opened up quite an interesting debate on social media. As we reported a couple of weeks back, around 10 p.m. on Jan. 21, officers were dispatched to a report of 20-plus youth vandalizing the school. When police arrived, the youths fled in droves. Police asked parents on their Facebook page, “Do you know what your kids are up to at night. Might be a good time to have a chat and find out?” Delta school district officials confirmed that the damage consisted of two cracked windows and a lot of unsanitary mess, including glass and garbage on the school grounds that needed to be cleaned up before students returned to school. Police are still investigating, but as of yet, no consequences for the youth for their actions. When news of the incident first hit social media via a DPD media release, the initial comments seem to give the youths involved a pass. Kids will be kids, someone remarked and that the police should be attending to more important things. This same sentiment has appeared other times as well, especially in response to columns I have written before about Hell Night – a longstanding start of the school year grad tradition whereby youth stay up all night creating havoc. Hell Night is a tradition that should be a tradition no more as well as the constant, youth vandalism that seems to rear its ugly head far too frequently. This type of destructive behaviour is costly for the school district, costly for the police to respond to and is a blight on our community. There is no place for this and none of us should tolerate it. The “kids will be kids” mentality has to stop too. It’s time that everyone learns that there are consequences for your actions no matter your age.

Time to accept there are bad people in the world
I
’m tired of making excuses for peoples’ bad behaviour. That is my new motto. As an eternal optimist, it’s hard to accept. I’ve always believed society is made up of good people with honourable intentions, who for no fault of their own, go astray and do bad things. It’s taken five decades, but I finally need to accept there are just jerks in the world. Like the man whose dog was doing a big dump in a public park and despite seeing it he just kept walking. “Aren’t you going to pick up after your dog”, I asked? “No,” he said, “It makes good fertilizer.” Which meant I had the job of picking it up. How about the excuses I heard for the teenagers who vandalized Ladner Elementary. “They’re bored, and bored kids get into trouble,” or “It’s the parents fault.” Those kids were destructive and they knew it. Full accountability for their behaviour is

the only way they learn that vandalism has effects and consequences. There’s the bad behaviour of a drunk woman who had a cab driver drop her off at her car so she could drive home. Luckily he called 911 before she got far. The old me would have suggested she had a substance abuse problem and couldn’t help herself. The new me concludes she is an irresponsible selfish person, along with the numerous other morons who continue drinking and driving in our community every day.
There have been a rash of automobile break-ins in our neighbourhoods. While no one should leave their cars unlocked, the thieves are opportunists who have stolen property and identities. I won’t be cutting the punks any slack as they spread fear through our community. How about the bold fraudster who showed up at an elderly ladies house in North Delta attempting to steal her savings for a second time. Lucky the police were ready. Clearly this person has no shame. Maybe I’m weary from the pandemic and I’m becoming a cynic, or maybe the tipping point was ignorant people who drive across Canada and deface war memorials in the name of freedom in the freest country in the world. There’s no excuse for bad behaviour, so shape up people. Ingrid Abbott is a freelance writer who may need a 12-step program so she no longer makes excuses for peoples bad behaviour.

Here for the birds, not the turds Editor: Thanks for your excellent editorial on dog poop in Tsawwassen (Optimist, Jan. 27). I’m happily retired, have travelled much of the planet, and absolutely enjoy my daily early morning walk from Hunter Road to Centennial Beach. The sunrise, waves, eagles, herons and pleasant folk with wonderful dogs on the dyke (I’m looking at you, Rufus!) make for a spectacular start to the day in one of the sweetest spots on earth.
For the past year or so, however, we have been greeted most days on the 12 Avenue dyke with a prominent pile of light brown dog poo. Sadly, a few seniors have stopped walking there because of this disgusting display. To the entitled dog owner, I can only say we’re here to see the birds, not the turds. Speaking of birds, myself and other morning dyke walkers have almost been hit in the crosswalk by cars illegally turning where 12 Ave meets Boundary Bay
and Beach Grove Roads. In one case, the entitled driver with a child in the vehicle, possibly going to Beach Grove Elementary, chose to flip the bird at the pedestrian who had merely pointed to the large sign indicating that such a turn was illegal. These are minor, first world problems with simple solutions. It’s important to remember that Tsawwassen life is grand and we should enjoy our time outside in this very special part of the world. Different financial challenges to face
Editor: I have been a fan of the Tour De Delta Ladner Criterium, and have attended every one since its inaugural race. At the time Coun. Guy Gentner’s idea was a great positive event for the communities of Delta, however that event took place during a much different time. In light of the pandemic, I think that we need to reassess the continuation of this event. Given the nature of the COVID-19 virus and its ability to survive and thrive, has thrown the world many curveballs in its many adaptation variants. And given that the current
Omicron variants ability to even cause breakthrough cases even in the vaccinated, this virus is not finished with us yet. This would make it difficult to manage this event in particular the safety of the cyclists, volunteers, workers and the general public. There are currently too many unknowns. Given the price tag of $400,000, also makes this event in the new reality that we are in must be of concern. We are in a different era and local government has a different set of fiscal challenges and constraints. Local government should be cautious with discretionary spending
like this type of event and focus on the core functions and objectives outlined in the Community Charter and other City and Regional Charters and the Police Act and adapt accordingly. Those core functions include providing transparent and e?ective governance to citizens and stakeholders, sound management of the taxpayers money, public safety, sound planning practices for resilient, inclusive and sustainable communities, the maintenance and renewal of public infrastructure, solid waste management, and delivery of parks and recreation services. Thanks firefighters for your kindness Editor: It seems we should never give up hope because sometimes in the middle of a COVID stressful, sad, confusing time with many challenges, it’s possible that something wonderful just might happen. On a foggy Thursday morning I rode with my husband in my car to Vancouver from South Surrey to pick up his car. He got out of the car and I moved over to the drivers’ seat and made my way to Ladner to visit with friends. I stopped at Save-On-Foods and realized I didn’t have my car remote so could not lock
my car and the one time when I needed my cell phone the most, I had left it at home. I was so stressed because I couldn’t lock my car and thought someone could open the door, get in, push a button and drive away. I quickly got what I needed and walked back to my car realizing that no one could drive my car without the remote, not even me. Stressed and a bit panicked, I walked back into the store and happened upon four firefighters doing their shopping. I stopped them and asked for help. Explaining my situa-
tion, I borrowed his cell phone and called my husband to make sure he had the remote and he did, but could not help me because his car was not ready. He’s in Vancouver, our home is in South Surrey and I’m stuck at a grocery store in Ladner. The nice firefighter then offered me a ride to my friend’s place, in their fire truck. Supporting and protecting older people living in the community is everyone’s business, but four amazing firemen took this to a whole new level of kindness. Karen Larson

Ladner Lions Park gets much-needed facelift DANI PENALOZA

A wall of green trees and shrubs now separates Ladner Lions Park from the surrounding slough, courtesy of some public consultation and the City of Delta’s Urban Reforestation project. With one of the project’s main goals being to plant at least 1,000 trees a year to increase Delta’s tree canopy coverage to 40 per cent, the city has had to take a closer look at the spots not already covered by the initiative. “We’re planting so many trees, we’re almost running out of places to plant trees ... One of our biggest challenges is identifying new locations where we can plant trees because, imagine 1,000 trees a year – and we’re trying to [eventually] get to 3,000 trees a year – you fill up space pretty quickly. So, it’s exciting and it’s a good problem to have,” says Coun. Dylan Kruger.
The planting, which happened Jan. 18, brought 54 new trees and shrubs to the park. “We know that from a climate change perspective, having more trees in the community is important from a cooling aspect to keep our neighbourhoods cooler during those heatwaves and also because of their carbon sequestration benefits,” says Kruger. Their specific placement along the slough was requested during public consultation last year, as the new growth will act as a physical barrier separating the slough from the active park uses. Following the planting, a post in the Ladner’s Landing Facebook group went up, praising the work done and celebrating the beauty that everyone will be able to enjoy. The post received more than 100 likes and a handful of positive, celebratory comments. “I’m really excited
about the work that’s gone on at Lions Park. It’s a result of really positive, two-way communication with residents through our parks consultation process, where we as a council understand that we need to aggressively plant more trees for the liveability of our community, as well as to combat climate change,” says Kruger. The City of Delta is also looking at partnering with the Delta School Board to do more plantings on their property, with the province to do more plantings on provincial highway right-ofways as well as continuing work at their parks and recreation facilities. The City’s Trees for Tomorrow program also works with residents to plant and maintain a tree in their front yard for free, which also goes toward the Urban Reforestation project’s goals. Moonlight Gala postponed Each year, Delta Hospital and Community Health Foundation (DHCHF) holds their Moonlight Gala to help raise funds for much needed equipment and facilities for Delta Hospital. With the support of their generous community, the event has raised $4.8 million the past 23 years. DHCHF had planned to hold an in-person Moonlight Gala safely over two days this month at Tsawwassen Springs, however, in light of the ongoing pandemic and continued public health orders, the Foundation’s Moonlight Gala has been postponed to Nov. 5. Despite not being able to meet in-person, the need for new equipment at Delta Hospital remains. To ensure our community continues to have access to the very best healthcare possible, DHCHF will be holding an online Moonlight Gala 2.0 event from Feb. 24 to 27.

Wellington Point boat launch floating dock to be replaced DANI PENALOZA

Construction of the new floating dock at the Wellington Point boat launch will be starting shortly and, hopefully, be finished just in time for boating season. During council’s Jan. 10 council meeting, Delta’s Director of Parks, Recreation & Culture Carmen Gonzalez and City Manager Sean McGill answered some questions from Coun. Jeannie Kanakos about the dock’s size and expected timeline. “Our current timeline is to start this project very quickly ... Our hope is to
actually have it completed by the end of April so that it would be available and ready for use for the summer,” said Gonzalez. McGill clarified that the floating dock is about 40 metres in length and about 1.8 metres wide and will have a very similar structure to the one that was removed in 2020. He also acknowledged how, when previously tendered, they struggled to find any bidders who were interested in taking on the construction project. “We tendered it out without having all the approvals in place and we were relying on a potential contractor to deal with those approvals, and
sometimes those approvals can be very challenging, so, we took on the approval process and when we went to tender this time, we actually had the four [bidders],” said McGill. This time around, Pacific Industrial & Marine Installations Ltd. was the contractor with the lowest bid that met the project’s requirements, and council approved a $154,412 (plus applicable taxes) contract to be awarded. “We’d love to have [the floating dock] in place for boating season, and this is overdue ... I look forward to getting this built,” he said.

B.C. School Sports stunned to learn tournaments can’t resume MARK BOOTH

For much of the past two years amid the pandemic, the opportunities for community sports have been far greater than for school teams. That trend continues. Last Friday, B.C. School Sports learned from the Ministry of Education any event, single-day, or multi-day with more than two teams participating cannot take place at this time. This comes after Provincial Health Officer Dr. Bonnie Henry had announced three days earlier youth tournaments, at the club and community levels, can proceed again as of Feb. 1. “We are stunned by this decision, as there was a commitment made this year to ensuring club and community sport access remained equal to school sport, and to have this decision made at such a critical time of year is disheartening for everyone involved in school sport and continues to threaten and erode at the longterm health and sustainability of school sport,” said B.C. School Sports executive director Jordan Abney in a prepared statement. “The Ministry has indicated this will be reviewed on a week-byweek basis, but with no firm indication of when the K-12 Guidelines may be altered to align with the orders as put in place

Now the clock is ticking on the winter sports season. “We were in contact [with the Ministry of Education] many times this week providing critical information on the importance of these events, and the tight timelines due to upcoming zone and provincial events,” added Abney. “We communicated that having to adapt zone events would have a significant impact on the direct financial costs for kids and their families, the costs to schools, the impact on school time missed, or events that may not even happen at all. We expressed our concern about the immense cost that our student-athletes have felt already over the past 24 months.”

Proposed grinding facility, marine terminal under environmental assessment DANI PENALOZA

Cement is the second most-consumed material in the world after water, but with all the emissions that producing cement causes, it’s important to start replacing it with supplementary materials in concrete mixes. This was the conclusion of Lehigh Hanson Materials Ltd.’s presentation to Delta council on Jan. 24, which laid out their proposal to construct and operate a grinding facility and marine terminal to manufacture supplementary
cementitious material (SGM). The proposed project’s site is already on land owned by Lehigh Hanson Inc., which is a leading supplier of construction materials in North America and a division of HeidelbergCement Group. The grinding facility would be adjacent to their existing Tilbury Island cement plant and would employ approximately 14 people. “Supplementary cementitious materials replace cement in concrete and are made
from by-products, like silica fumes and fly ash that originate from steel mills, blast furnaces and coal-fired power generation plants,” reads the proposed project’s website. “Re-using these materials has the benefit of improving the hardness, durability and porosity of concrete, while also reducing the volume of greenhouse gases associated with the production of cement by up to 40 per cent.” Currently, the project is undergoing provincial and federal environmental assessment. “It’s early stages at
this point. There will be, at least, a couple of opportunities to provide commentary on the process and staff will be coming forward with information and recommendations for council at that time,” said Delta’s Director of Corporate Services, Mel Cheesman. She also noted that, if the project does successfully proceed through its environmental assessments, council would still need to approve rezoning in order to
move forward. Lehigh Hanson explained the project would be completed in two phases, with the first tackling the constructing and commissioning of the grinding facility and associated infrastructure. Materials would be shipped through their existing marine terminal at the Delta Cement Plant. Then, stage two would entail constructing and commissioning the marine terminal in the
Fraser along with a conveyor belt system. “We’re going to watch this project with interest,” said Coun. Dylan Kruger to the presenters Sophie Mullen, director of sustainable resource development, and Kent Stuehmer, vice president of cement operations. Protected bike lanes to come for small stretch of River Rd.

Protected bike lanes will be coming to Tilbury’s River Road – specifically between 68 St. and 72 St. – as an investment into improved, safer cycling infrastructure. The City of Delta’s engineering department brought forth an explanatory report on the $604,622 project to council during their Jan. 10
meeting, which detailed plans to widen the roadway, place barriers along River Road and to add new signage and pavement markings. Following a brief discussion initiated by Coun. Dan Copeland on the potentially hazardous, unruly foliage along that stretch of road, Director of Engineering Steven Lan assured council that if the road widening didn’t take care of it, that they would, indeed,
clear the foliage. Council approved awarding GPM Civil Contracting with a $527,377 (plus applicable taxes) contract to take on the project, as any contract awards greater than $50,000 require council approval. Delta’s 2022 budget draft has allotted a total of $1,608,500 for cycle infrastructure, with $658,500 of that being funding from TransLink, reads a Delta staff report.

Police Foundation finding different ways to support DANI PENALOZA

As much as they’d love to organize their usual fundraisers to support the Delta Police Department, the Delta Police Foundation isn’t
sure what this year’s roster of events will look like with the changing state of the pandemic. During the first Delta Police Board meeting of the year on Jan. 20, the president of the Delta Police Foundation, Leslie
Abramson, updated those in attendance on what they did last year and what they have planned for this year. “We have the heart. When we go on campaigns, people are so proud of our Delta Police
... between the dogs and our officers, we have a commodity that’s really easy to sell,” said Abramson to the board. Last year, the foundation arranged for officers to hand out candy to children on Halloween
and organized goodie bags for officers to bring home to their children during Christmas time. They made “Proud of Delta Police” decals to be placed in business windows and on the back of vehicles to support the police “when anti-police things were happening,” said Abramson. This year, they’re currently still selling Tsawwassen Harmony Initiative Society (THIS) 2022 calendars, which were made in collaboration with the Delta school district, with funds to support the Boys and Girls Club. And they’ve also secured a supply of blue lights to honour Police and Peace Officers’ National Memorial Day this coming fall, with the hope that Delta residents will put them on their front porch to show support. “There have been some significant restrictions put on the Delta
Police Foundation with, of course, the last two years with the pandemic. However, they’ve still found a way to be able to add value to the Delta Police Department, mostly around youth initiatives and community policing,” said DPD Chief Neil Dubord. The foundation – which aims to support the relationship between the DPD and the community – typically hosts four different community events, including a leadership conference for youth that they host in collaboration with the school district, a student police academy, a weeklong soccer camp and a three-on-three basketball tournament. They are hopeful to still host the basketball tournament, though it is on standby for the moment along with the soccer academy, and the leadership conference has been pushed to June for now, said Abramson.

The Delta Police Department fundraised more than $6,000 for Special Olympics B.C. (SOBC) and donated 66 tickets to underprivileged kids from the Kids Up Front Foundation. During the Delta Police Board’s meeting on Jan. 20, Chief Neil Dubord gave a special thanks to Const. Sean Cessford, Insp. Ciaran Feenan and Laura Jacob, who, in partnership with the Vancouver Giants, held the fundraising initiative through selling 287 tickets and 50/50 proceeds. “They did a tremendous job,” he said during the meeting. “It has been a long 600-plus days since SOBC programs shut down in our province due to COVID-19. For many athletes with
intellectual disabilities, SOBC programs provide many benefits, including building confidence, providing daily structure, developing a sense of inclusion and acceptance and creating social community, to name a few. Fundraising efforts like this one are crucial in helping to re-open and maintain these programs in addition to community relationships building.” Special Olympics B.C. has offered sports programs for athletes with intellectual disabilities for more than 40 years with the goal of providing enriching opportunities that celebrate personal achievement through positive sport experiences. The DPD is a proud partner and supporter of SOBC and its vision, and they’ve participated in and fundraised for various SOBC events.

Walk, run, ride, roll or cheer from the sidelines this June at the ALS Society of British Columbia’s annual fundraising event “Move to Cure ALS.” Formerly known as the Walk to End ALS, this year’s event will have both a virtual and an in-person option for participants, pending the pandemic’s restrictions allow such a thing by the beginning of the summer. “The ride, walk – whatever you choose to do – it’s bringing people together and showing
support for people living with ALS and also remembering the people that we’ve lost,” says Wendy Toyer, executive director of the ALS Society of British Columbia. ALS, which stands for Amyotrophic Lateral Sclerosis, is a progressive nervous system disease affecting the nerve cells in the brain and spinal cord, which causes loss of control over the muscles needed to move, speak, eat and breathe, reads the Mayo Clinic’s website. Currently, there is no cure, but the ALS Society of B.C. is working hard to change that. All donations fund-
raised will remain within the province this year, with 60 per cent supporting patient service programs and 40 per cent supporting the University of British Columbia’s ALS research program, PROJECT HOPE. “We’ve all seen firsthand how quickly governments can move when there’s a crisis at hand, such as a worldwide pandemic, and that’s taken down so many barriers and walls with regards to bureaucracy,” says Toyer. “We are now tasking the government with the same, that if we have an effective treatment for ALS, then we need

Deltassist getting ready for Coldest Night of the Year fundraiser DANI PENALOZA

With increasing food insecurity and homelessness that the pandemic has brought, Deltassist needs folks, more than ever, to participate and fundraise for their Coldest Night of the Year (CNOY) event coming up on Feb. 26. All money fundraised will support Deltassist’s emergency food programs, their community garden and senior service subsidies that help Delta seniors live independently and safely in their homes. “This year, we’ve seen a huge increase in the number of homeless and even residents with homes needing our emergency food, counselling ... There is a huge number of seniors now, with the Baby Boomers getting older and needing more support so they can stay at home,” explains Lisa Pitman, Deltassist’s manager of community, seniors services and PQI. This year, Deltassist is offering participants
a virtual or in-person option to join them. “It’s a little nervewracking because, last year, our numbers were down,” says Pitman We thought that had a lot to do with the fact that it was virtual only, because it’s just not as fun when you’re not out there, so, we’re hoping that [this year’s] numbers – now that we’re doing both – will increase.” Saturday, Feb. 26, registered participants will have the choice between a two km or five km route that starts and ends at Ladner’s Cedar Park Church. Or, if you’re participating virtually, you can choose your own route. The prophet Jeremiah writes that we are known by God. We are known fully and completely by God before we ever get the chance to utter our first words and think our first thoughts. It can be overwhelming to

Rookie taking his football career to McMaster MARK BOOTH

It was a football 101 crash course that Matthew McPhie passed with flying colours. The Grade 12 South Delta Secondary student has earned an athletic scholarship to McMaster University in Hamilton, ON to continue his football career after taking up the game less than a year ago. After a steady diet of rugby and soccer growing up, McPhie’s best friend and SDSS standout running back Jesse Mitran convinced him to give football a try. That was back in Grade 11 when COVID-19 wiped out the entire 2020 season. With just one more year of eligibility left, McPhie still kept his promise and he is sure glad he did. “Especially this year before spring training camp (Jesse) really pushed me as I was kind of on the edge. It has changed my life and I am happy he pushed me to play,” McPhie reflected. “The thing that not only motivated me

but my team was this was our last shot. We put in a lot of work over the summer and I really credit that for my success. Always doing throw arounds, always doing workouts and going for runs, I think once we got to training camp we kind of realized we were in good shape.” His athleticism and size (6-foot, 185-pounds) were a welcome additions to a Sun Devils’ roster that was thin on numbers. So much so that he would never leave the field on game days, starting at linebacker, fullback, as well as special team duties. McPhie thrived with the huge workload, leading the team in quarterback sacks and producing 34 tackles. He also soaked in the football environment. “The thing I notice in terms of other sports I have played my life is the brotherhood you have on the field,” McPhie continued. “You are super close to your teammates. You are with them six times a week and travelling around the province. You become really close to them and you want to work for the guy next to you and that was a big thing I really
noticed. “Obviously, I really like the contact, how fast it is and all the different things that go into a game like the practice and film study. I love that stuff because I have an analytical way of thinking about it.” McPhie’s play on defence got the attention of several schools and led to official visits to Alberta and McMaster last fall. With Queen’s University also in the picture, he ultimately committed to the Marauders which was also his best fit academically as a future law student. “I know how good the academics are there. I know success and the amount of prestige that comes with the McMaster program and how they develop players. I was looking for a school with really good academics and a strong team. Now he has additional motivation for his off-season workouts with Mitran who is still finalizing his post-secondary destination. The pair also spend time training with Elite 604, a Surrey-based speed and agility program.
SDSS soccer standout signs with UBC Okanagan His perseverance and passion on the pitch have certainly paid off for Jackson MacCubbin. The Grade 12 soccer standout from South Delta Secondary will be continuing his career at the university level next fall with the UBC Okanagan Heat. His arrival will make it three SDSS grads with the program as midfielder Jonah Quarry and goalkeeper Jaxon Scholfield are coming off their freshman seasons. “I was looking at schools around Western Canada and UBCO caught my eye because I had friends playing there,” explained MacCubbin who will pursue a degree in psychology. “It was definitely one of the deciding factors. During school track and field provincials back in Grade 9 I actually got to stay
in the dorms there and that was a cool experience. It’s good to know in the back of my mind what it’s kind of going to look like before I have even go up there for soccer.” MacCubbin came through the grassroots level of the former Tsawwassen Soccer Club and played at the gold level for South Delta United. It was then leaving behind his hometown to play Metro Selects with Coastal F.C. and regularly training out of South Surrey and North Delta. It wasn’t long before his efforts were recognized. “I was there for about twoto-three months giving it my all when the coach pulled me aside and said I had potential to play for Coastal’s (B.C. Premier team),” continued MacCubbin. “So I became a practice player for them for two years, but

teams would eventually pave the way for other opportuni-
ties. Soon after learning he was among Coastal’s final cuts, MacCubbin requested a transfer to another B.C. Premier club, the Richmond/ Vancouver-based Fusion F.C. It took him a couple of months to become a fixture in the starting 11 and last season he led the league in goals. “That’s something I always kind of stand by: give it your all and work hard no matter what you do. In the end it worked out well,” added MacCubbin. “Everything happens for a reason.” He was also a mainstay with the SDSS senior boys team, having made the roster in his Grade 9 year after being persuaded to come to tryouts after he got the attention of longtime coach Stephen Burns who also runs the school’s soccer academy program.

McCREESH, Eileen May (nee Harris) May 12th, 1933 - January 20th, 2022
ARNASON, Rhonda (Minnie Alberta) (Minnie Alberta) Rhonda Arnason, 82, passed away on January 28, 2022 at Delta Hospice, with family by her side. She was born November 11, 1939 in Vernon, BC, to Pearl and Owen Hooper. She is survived by her husband, Bill; her daughter, Kristin (Spencer); her siblings, Valerie, Laurence (Pat), and Perry (Victoria); and a long list of cherished cousins, nieces, nephews, and friends. Rhonda is predeceased by her parents, her big sister, Maureen, and her brother-in-law, Ab. Much to Rhonda’s well-hidden chagrin, there are no grandchildren to list, but Rhonda did have the honour of being a much beloved and revered granddogma. Rhonda was a generous, talented, intelligent, and community-minded person. She attended the University of British Columbia where she trained for a career in teaching and was a member of Alpha Delta Pi sorority. After her graduation in 1961, and a few years spent in living it up in Montréal with her sister Valerie, Rhonda returned to Vancouver to begin her career as a high school teacher, only to be whisked away to Seattle almost immediately by the love of her life and the man who would become her husband of 55 years, Bill. While the two were in the US, Rhonda became the executive assistant to the vice-president of international banking of a Seattle bank. Later, when Rhonda and Bill moved to Ontario, on top of her new job (circa 1971) of being the best mommy in the world (which she did successfully with the support of great friends and neighbours, her cousin Ramona, and her stitch and bitch group), Rhonda was a member of the group that succeeded in saving the Rattray Marsh. In 1977, Rhonda and Bill moved back to BC. Rhonda became a technical writer and wrote manuals for accounting software, including the help text imbedded in the software. Outside of work, Rhonda tirelessly filled her life with an infinite number of activities, so many of which had the primary goal of enriching the life of her only child, Kristin. In the eighties, Rhonda led the junior girls’ golf program at Beach Grove Golf Course, and she was involved in the junior golf program at the provincial level as well. In the nineties, Rhonda had a significant organizational role in local politics, and she also produced documentaries on local industry for Delta TV. She was an active member of Tsawwassen United Church, took part in fundraising events, and played in the bell choir. However, her many talents and successes notwithstanding, Rhonda was probably proudest of her great skill as a seamstress, and rightfully so. There is so much more to be said and remembered about Rhonda, and all those things, including her wit, sarcasm (always tempered with kindness), and sense of humour, will live on in her daughter (who becomes more and more like her mother every day), and in the hearts and memories of her family, friends, and the many others that she touched in her lifetime. A private family celebration of Rhonda’s life will be held at a later date. Heaven welcomed a beautiful gem of a woman named Eileen on January 20th, 2022 at the age of 88. Eileen was predeceased by her parents Joseph David Harris and Alice Bereniece Harris (nee Mitchell), brother Philip Harris, and grandson Taylor Storey. Eileen was born in Vancouver and grew up on a farm in Ladner, B.C., surrounded by a large closeknit extended family. She met her loving and adventurous husband, Angus, at Ladner Baptist Church, when he noticed her playing the piano. The couple married in 1954 after graduating from Northwest Baptist Bible College. With their growing family, Eileen and Angus lived in many places in B.C. and a few places in Washington. Eileen held several jobs to help support her family and excelled at all of them. She retired from her favourite job as a receptionist at Vancouver School Board in 1988. After retirement, Eileen spent time caring for her grandchildren, camping, gardening, and travelling. She served the Lord in many capacities at church, including teaching, singing, and through missions. Eventually, in retirement, Eileen and Angus found their way back to Ladner and Tsawwassen, B.C. Eileen was known for her sweet and kind smile, quiet demeanour, and thoughtfulness. She loved music - she played the piano beautifully and would belt out her alto voice in church and choir. She enjoyed reading and could solve any crossword puzzle put in front of her. In her earlier years, she was an avid seamstress and knitter-she made clothes and blankets for humans, dolls, and even dogs! Eileen had an affinity for nature, flowers, and animals - especially her little dogs over the years. She enjoyed camping and exploring when she had the opportunity. She had an excellent memory and could easily recall birthdays, anniversaries, and family histories. Eileen had a depth of strength and resolve in her dark brown eyes, a soft heart, and deep faith and love for the Lord. Eileen was a loving and devoted wife of 67 years to Angus, a sweet mom to her 5 children: Paul, Colleen (Earl), John, Tim (Joan), Glenda (Barry) and her daughter-in-law Lorraine; an adoring grandma to her 18 grandchildren: Chris (Alicia), Tim (Mandy), Meghan (Steve), Jordan (Wen Wen), Trevor (Michelle), Kelley (Hannah), Brandon (Jennifer), Olivia (Matthijs), Matthew, Sarah (Danai), Elizabeth (Ciaran), Daniel (Marte), Rachel (Marc), Tyler, Jackson, Melissa (Dantae), Zach (Aiza), Allison (Brent); and 21 greatgrandchildren: Andrew, Rowan, Devon, Danya, Tyra, Lily, Allee, Gracie, Abby, Hailey, Ryley, Macie, Rosie, Nora, Aiden, Malachy, Lily, James, Ryan, Audrey and Hazel. We are forever grateful for your daily love, thoughts, prayers, and little messages. We will miss you until we see you again.

STAMATIOU, Nicolas 1937 - 2022 It is with deep sadness that our beloved father and grandfather Nicolas Stamatiou passed away peacefully with family by his side on January 23, 2022.
Nick was born in Glossa, Skopelos, Greece on July 13, 1937. As a young teenager, he travelled by boat to Canada in 1956, following his older siblings in chasing a better life. Nick returned to Greece and married Alexandra (Malamos) in 1963. They were married for 40 years and had three children: Zoe (David), John, Angela (Chad) and cherished all of his grandchildren: Caitlin, Cole, Zachary and Markus. As a young boy, Nick learned how to become a tailor and he continued to dress well; always found to be wearing a well pressed shirt and pants nearly every day. Upon his return to Canada in 1963, settling in Ladner, Nick worked to fulfill his dreams and provide for his family. He became a commercial fisherman for over 50 years which afforded him the ability to create the life he imagined. As a skipper, he travelled all of the surrounding seas off of the West Coast with his brother George and their sons, making memories along the way. Nick had many favourite spots that he spoke of often, which included meeting hundreds of friends along the way, of which he never has forgotten nor have they forgotten him. After retiring from fishing and raising his family, he settled in his favourite spot, Galiano Island, which was surrounded by the most fish! He spent his days looking after his hummingbirds, including daily visits from his deer, surrounded by Arbutus trees and the ocean. He would call it “living in paradise”. Nick hosted many, many visitors from far and wide, sharing homemade wine, ouzo, Greek songs, stories, lots of food, sometimes dancing and of course, his special smoked salmon. All of these gatherings took place on his outside deck under his grapevine, surrounded by lemon trees, flowers, tomatoes, garlic, cucumbers… you name it, Nick had grown it! He loved Galiano with all of his heart and soul. Retreat Cove on Galiano is where he will be resting, surrounded by everything he loved. Nick leaves behind many beloved family, his two sisters Tasoula and Vassiliki, friends and neighbours. He joins his brother, two sisters and many friends. His smile would brighten anyone’s day, light up any room. He captured the hearts of so many people throughout his life. Always a gentleman to the end, his legacy will forever live on in all who cherished and loved him dearly. A Celebration of Life will be held later this year. For now, Dad has gone fishing…

Ken is survived by his wife Judy of 58 years, brother Ron, sister Pam, daughters Debbie (Brian) and Linda (Ed), grandchildren Kathy, Tom, Zoe, Leisha and Ashlee, and many other family members and friends. Ken will be missed greatly by all that knew him. A private family celebration will be happening at a later date. I only met my first cousin, Petra Sinclaire, once in 1954 when she visited my parents who lived in a small village in England. Petra who at that time used her birth name of Geraldine Mills was an air stewardess with Trans Canada Airlines. She certainly made an impression as tall, confident and glamorous women were not that common in post war English villages, and the sight of Geraldine and her friend Eileen was something to behold. They stayed for a fortnight and my father and I took them around in a motorcycle and sidecar - they were full of life. My next contact with Petra was about 50 years later when we began communicating by phone and email, and this continued until her death in 2021. Petra was a spirited and independent lady to the end. I asked her once why she had changed her named to Petra - she said something to the effect that she was an “admirer/descendant” of Cleopatra. Petra had a passion for family history and remembering where she had been and who she was with at precise points in time. Her favourite place was in front of her desk, where everything was organized in neat piles, and where she would write down her memories. Petra was straightforward, witty, had a very dry sense of humour, and loved to make faces at anyone she did not care for. Petra’s lifelong passions were her father, who she adored, her many dogs, and flowers, particularly roses and orchids. Towards the end of her life, she was blessed with several good friends including Sharon, Sonja, and Trisha. All in all, a long, interesting and full life.
PAPUC, Shirley Marie (Jensen) September 10, 1937 − January 21, 2022 MARDON, Patricia Lois October 31, 1950 - November 19th, 2021 It is with a sad heart that we announce the passing of Trish Mardon (nee MacLennan) due to complications, with her loving husband at her side. She was predeceased by her parents, Jack and Grace MacLennan and her older brother, Stuart. Survived by her husband Martin, cousins Barbara, Terry, Allison and Bruce plus her favourite cousin Christie, sister in law Susan in New Zealand and her whole family. She was born and raised in Vancouver where she went to school and enjoyed all the joys of shopping and going to movies. Graduating from Point Grey High School in 1968. She then quickly joined the work field, working in several different fields including insurance, The Bank of Montreal, and American Air Filter, but her longest and most favourite job was with CPA / Air Canada where she was Senior administration apprentice co-ordinator, medical office and finally secretary to the pilots at YVR. She worked until her retirement in 2015. Trish met the love of her life in 1979 which quickly turned to marriage in September 1980. Trish and Martin moved to their first home in Surrey, then moved a second time to their present home in Tsawwassen in 1983. Trish spent many hours tending to her garden and playing with her many cats. Trish and Martin both loved to travel. The two of them explored many places north and south. They also had many a pleasant evening enjoying sunsets at their timeshares in Florida, Las Vegas and Hawaii. Trish spent many happy hours with the company of Side Kick Players in Tsawwassen, helping with production and even had a few bit roles. Another of her past times was yoga which she enjoyed to ease her body and soul. There will be a Celebration of Life at the Coast Hotel, Tsawwassen, at a date to be determined due to public health orders. Martin would also like to thanks Dr. Justin Wong and all the nurses in ICU at Richmond General Hospital for their special care and professionalism.
Shirley Papuc passed away peacefully on January 21, 2022, at Zion Park Manor in Cloverdale after a long battle with Alzheimer’s disease. We are comforted in knowing that she is rejoicing with Jesus, her Lord and Saviour. She will be laid to rest at the Gardens of Gethsemani Cemetery, in Surrey, BC. Shirley is survived by her loving husband of 65 years, Bill Papuc. She is predeceased by her first− born daughter, Deborah (Patrick) O’Connor, and they are now dancing together in heaven. Shirley is also survived by her four other children, Karen (Landon) Kitagawa, Eric (Lesli) Papuc, Mark Papuc and Matthew Papuc. They will miss her beautiful smile and warm embraces. Shirley leaves behind her beloved grandchildren, Sarah O’Connor, Jordan Kitagawa (Kai Jacobson), Jacob Kitagawa, Kathryn (Carl) Kulper and Josh Kitagawa, whom she loved fiercely and unconditionally. Shirley is also predeceased by her parents, Eric and Annie Jensen, and her sister Doreen (Don) Britz. Shirley was born and raised in Ladner, BC, where her father, Eric, was a pioneer in the fishing community. She graduated from Delta Secondary in 1955, after which she married the love of her life and her number one dance partner, Bill Papuc. They raised their five children in Ladner and Surrey, BC. Shirley had a long career in banking, starting with the Royal Bank in Ladner and retiring as a supervisor with Scotiabank in Vancouver, BC, in 2011. Shirley loved working with people. Many of her co−workers called her "mom," and she treated them like her family. Shirley lived out her faith by her actions. She selflessly organized many church events and fundraisers. Shirley was known to be someone who knew how to get things done. She loved spending time with friends, dancing, crafting, and finding joy in all the little things in life. She especially loved Christmas and found great pleasure in searching for gifts suited perfectly for each person. Her greatest passion was her family. She served, cared for, and loved them all immensely. A huge thank you to all the staff at Zion Park Manor. The family appreciates all the care and respect that you showed Shirley throughout her years with you. A funeral mass will be held on February 11, 2022, at Immaculate Conception Parish at 8842 119th Street, Delta, BC, at 11 am. In lieu of flowers, please feel free to donate to the Alzheimer’s Society of BC.

STEWART, Irene Patricia April 16, 1934 − January 10, 2022 Irene Patricia Stewart (nee Gilders) transitioned peacefully at 87 years young, with family at her side on January 10, 2022, in Delta, BC. Born in Tessier, Saskatchewan, April 16, 1934, she is survived by son Charles, daughter Christine (Barclay), grandchildren Coty, Roxanne, and Marlin, and extended family. Predeceased by beloved husband Charles, sister Phyllis, brother Billy, sons Dell (Carma) and David, and granddaughter Brandi. Pat deeply valued family and cherished her lifelong best friend Donna, dear neighbours, and her many friends in the Tsawwassen community. She was a loving, involved and generous parent and grandparent, always supportive but not afraid to ask the hard questions. Pat was deeply loyal and lived a life of true kindness. Her word was her bond. Bearing good humour in all weather, she never shirked a task. Pat adored the ocean air and watching the ever− changing sky from her favourite bench at Boundary Bay, keeping a watchful eye out for her beloved herons. She enjoyed good chocolate and a brisk walk and was always there to lend a supportive ear, share a laugh or debate local politics. She is deeply missed by many. Her request was for no formal service. Pat mourned the loss of her cherished husband and lifelong companion, Chuck, who passed just six months earlier in July 2021. They were together for 70 years, and are together again.

We want to hear from you Fortisbc Energy Inc.’s Application for Approval of Revisions to the Renewable Gas Program On December 17, 2021, FortisBC Energy Inc. (FEI) filed an application with the British Columbia Utilities Commission (BCUC) seeking approval for revisions to its Renewable Gas Program (formerly referred to as the Biomethane Program). The application requests changes to FEI’s tariff, cost recovery methods, and accounting treatment in order to provide new and revised Renewable Gas service to its customers, including: • a new Renewable Gas blend for all FEI sales customers as part of their regular gas service, beginning at 1% on January 1, 2024; • connections for new residential dwellings attaching to FEI’s gas system to be connected as 100% Renewable Gas. Renewable Gas connection customers will pay the same rate as other gas customers. • All customers participating in the voluntary Renewable Gas offering can choose to purchase up to 100% Renewable Gas; increase the price for Natural Gas Vehicle and Transportation Service to equal the weighted average cost of Renewable Gas supply; and eliminate the $1 per gigajoule discount for long-term contracts.
