Delta wants federal government to delay or deny Roberts Bank Terminal 2 project

The City of Delta is requesting that the federal government postpone or altogether deny the approval of the Roberts Bank Terminal 2 (RBT2) project because of the adverse, unmitigable effects it would bring to the surrounding community and environment. Among these, a potential species-wide impact to migratory birds. Approved by Delta council during its Feb. 7 meeting, the report from Delta staff requests that the feds either postpone their decision until the environmental and community impacts of the proposed GCT Deltaport Berth 4 project have been reviewed, or they deny the project based on the Federal Review Panel Report and Environment and Climate Change Canada’s (ECCC) concerns. “Thanks to the team who have put this report together. Thousands of pages of further information on this topic [from the Vancouver Fraser Port Authority] have been

succinctly put forward to council in six pages ... I can wholeheartedly support the approach,” said Coun. Jeannie Kanakos. Following Coun. Alicia Guichon’s agreement, Mayor George Harvie requested staff send the report to Delta MP Carla Qualtrough, Delta North MLA Ravi Kahlon, Delta South MLA Ian Paton, the federal and provincial ministers of environment, Prime Minister Justin Trudeau and Premier John Horgan. “[The report] is strongworded, but I think it’s quite necessary for what we’re dealing with,” said Guichon. Despite the Vancouver Fraser Port Authority’s list of proposed mitigation and offsetting measures for the RBT2 project, Delta staff emphasized that, based on the conclusions from the Federal Review Panel Report and the ongoing concerns from ECCC, the additional measures can’t “substantially address some of the key environmental concerns identified through the assessment project.” Most of these pro-

posed measures from the port authority relate to biofilm and effects on birds, marine mammals and fish, as well as consultation with Indigenous groups, which were explained in more than 2,500 pages of additional material. Pointing to the environmental assessment process for Deltaport

Berth 4 still being years away from completion, the Delta staff report suggests that a comparative assessment of the two projects could then take place after the expected two to three years should the federal government choose to delay instead of deny. “Given the magnitude of these proposed port

expansions, planning timeframes in multiples of decades and billions of dollars in investment, this should be considered an unreasonable delay, especially if it results in the best option for the environment and the community,” says the Delta staff report. This delay would also allow time for the

federal and provincial government to “respond to outstanding requests to undertake a regional assessment of the Fraser River estuary and Salish Sea, and develop a longterm plan to guide conservation efforts, climate change adaptation and future sustainable development.” The RBT2 Federal Review Panel submitted its final report to the Minister of Environment and Climate Change in March 2020, then the Minister requested that the Vancouver Fraser Port Authority provide additional information about project impacts and mitigations in August 2020. The deadline for a decision on the project was delayed. In November 2021, the port authority submitted a response to the Minister’s questions, and then the Impact Assessment Agency of Canada announced a public comment period on the response on Dec. 15, which will close this Sunday, Feb. 13. Local university brewing diploma: the only one of its kind in B.C. KPU attracts craft beer aficionados with Brewing and Brewery Operations program sizes ensure that students receive focused attention and direct access to teachers, as well as valuable hands-on experience. The brewing diploma curriculum provides a foundation in all aspects of brewing, with an emphasis on brewing sciences, quality control, and industry best practices.

The B.C. craft beer scene continues to reshape communities across the province, with more than 200 breweries and the burgeoning industry will see at least six new operations launch in 2022. Some credit for the ongoing growth can undeniably be attributed to Kwantlen Polytechnic University (KPU), where the Brewing and Brewery Operations (BBO) program was launched on the Langley campus in 2014. It’s home to a 4,500 square foot, custom-built teaching brewery, complete with state-of-theart brewing and lab equipment—a top-tier environment to receive specialized training and a comprehensive education for a career in brewing, the beer industry or other potential career paths for which this program prepares its graduates. The full-time, two-year program has one intake per year starting each September. Small class

“Originally, craft brewing was a lot of homebrewers, people just interested in brewing,” says Ashley Brooks, quality control manager at Four Winds Brewing and 2016 graduate from the program’s first cohort. “But when the KPU program began, it provided all the necessary skills summed up over two years in every aspect, such as science, sales and operations.” “You graduate well-rounded, which helps accelerate your employability. Also, if you have already opened a craft brewery and you want to extend your knowledge, it’s a great opportunity.” Coupled with her passion for craft beer and a formal education in brewing and brewery operations, jobs came quickly for Brooks; first with Surrey’s Big Ridge Brewing Co. as head brewer and then in her current position at Delta’s Four Winds Brewing. A lot of students work part-time in local breweries while attending the program, and most receive job offers even before they graduate. The program boasts a 90% employment rate.

“Grads who want work are having a lot of opportunities,” admits Brooks. “It’s a great place to search for high-calibre future employees. We (Four Winds) have had great success in hiring KPU grads, four to date, including myself. Word is getting out that students are graduating with a lot of knowledge, which are good prospects for breweries.”

Sense of community The brewing community is collaborative with a strong sense of comradery, something the program gravitates towards. “We definitely want to meet each other and help one another,” says Brooks. “I think it’s a very friendly and inclusive industry.”

Professional program, award-winning instructors The KPU Brewing program was developed in consultation with industry and the BC Craft Brewers Guild, including input from local brewmasters, brewery owners and industry experts, and is taught by award-winning instructors with decades of brewing and beer industry experience. “The instructors are excellent! Everybody brings something to the table that’s very beneficial,” reveals Brooks. “I found them incredibly helpful and resourceful, and great for making industry connections.” Courses are in-depth, with an innovative mix between theoretical and hands-on practical learning. Students develop critical skills and training with brewing equipment and technologies, recipe formulation, sensory evaluation, brewing chemistry and microbiology. They also learn business best practices: production and packaging, sales and promotion, and management and supervisory skills.

“For women, I want them to know there’s nothing to be intimidated about,” she says. “I think the numbers are starting to change and more women are getting involved. In my experience at KPU, I found it inclusive, everyone was treated as equals, and everybody received the same amount of attention. Environment Canada warned port expansion puts shorebirds at risk NATASHA BULOWSKI

A damning document from Environment Canada that warned of disastrous environmental impacts was withheld from a key stage of an environmental assessment for a proposed Metro Vancouver shipping terminal. Scientists who authored the report say the project threatens local wildlife, particularly the western sandpiper — a species of shorebird unique to the West Coast of North America that feeds in the nutrientrich Fraser Delta during migration. During the environmental assessment, Environment Canada scientists concluded: “Project-induced changes to Roberts Bank constitute an unmitigable species-level risk to western sandpipers, and shorebirds more generally,” and the only way to avoid the impacts “is with a project redesign.” Despite the department’s unequivocal conclusion, a final submission outlining its position was not included in the materials given to the environmental assessment review panel and was not considered when the panel wrote its final report on the expansion, which could be decided by the environment minister as

Roger Emsley, executive director of Against Port Expansion, got his hands on Environment Canada’s closing remarks through an access-toinformation request that took roughly 18 months to be answered. He has since posted it to the Impact Assessment Agency’s public comment section. Emsley also contacted then-environment minister Jonathan Wilkinson to ask why the department withheld the concerns of its own scientists. In a signed letter, Wilkinson responded that Environment and Climate Change Canada “explored the option” of submitting closing remarks, but: “Upon review, it was determined that the expert input already tabled with

the review panel stood for itself, and that closing remarks would not alter or add value to the Department’s analyses, conclusions and recommendations already on the record.” The letter adds that the department “does not always present closing arguments.” When Canada’s National Observer asked Environment and Climate Change Canada why it withheld its closing remarks, the same information Emsley received from Wilkinson was repeated, almost word for word. Emsley and other concerned parties were not satisfied with the response. These closing remarks are akin to making a final argument to a judge, said Emsley. The review panel did not want new

information, it asked for a summary of each participant’s position on the project, he added. The Roberts Bank Terminal 2 project involves building a new three-berth marine container terminal in Delta. The Vancouver Fraser Port Authority — which is spearheading the project — says the expansion is necessary to keep up with shipping container demand and to meet international trade objectives over the next two decades. The estuaries and ecologically rich mudflats of the Fraser River Estuary are a critical stop for migratory birds like snow geese and western grebe diving ducks. The mudflats are key for shorebirds that fuel up for long flights by feasting on biofilm, a collection of micro-organisms

that contain a fatty acid produced through changes in salinity, said James Casey, an expert on the estuary with Birds Canada. Eating biofilm gives migratory birds “up to 15 per cent more power on their migration to their next stopover site, which is all the way up on Copper River Delta [Alaska],” said Casey. “They need that extra power to boost their migration.” Environment Canada’s closing statement said the project would “impact the quality and quantity of biofilm available to shorebirds” and that there are “no practical mitigation measures” to address the “potential large-scale impacts” on changes to biofilm at Roberts Bank. But when the review panel released its final report in March 2020, it negated the scientists’ concerns and concluded “the project would not have an adverse effect on biofilm productivity.” It did not reach a conclusion about whether the project would have “a residual, adverse effect on the western sandpiper.” Without Environment Canada’s closing submission, Emsley said the panel did not adequately weigh the scientists’ concerning conclusions. In a statement Environment and Climate Change Canada sent Canada’s National Observer, the department said it was clear about the unmitigable species-level risks to shorebirds and the fact there is “currently no way” to create biofilm habitats in its previous submissions to the review panel. Because of this, the department said a closing submission was not necessary because it would not “alter or add value” to information already on the record, which was similar to Wilkinson’s response to Emsley’s queries. The port authority’s science has also been panned by independent international experts like Peter G. Beninger, an expert on mudflat ecology and professor in the faculty of science at Université de Nantes, France. Beninger said the port authority’s biofilm report that says impacts on biofilm will be little or nonexistent “cannot be taken

as evidence” and believes “any truly independent, knowledgeable scientist reading these remarks” will agree with his assessment. He recommended the review panel reject the proposed terminal because the port authority’s case was not “scientifically credible” and noted basic errors in its scientific studies. The public can submit comments on the proposed terminal until Feb. 13, and the environment minister will decide sometime after. The proposal has been met with opposition every step of the way and hundreds of public comments have been made. Over the last five years, citizens, scientists and the City of Delta all voiced concerns about the impact the shipping terminal will have on local ecosystems and wildlife like chinook salmon, Dungeness crab, southern resident killer whales, and shorebirds. In August 2020, former environment minister Wilkinson asked the port authority to provide addi-

tional information on how it would minimize risks to migratory birds, salmon habitat, critically endangered southern resident killer whales, and First Nations’ use of the area. Guilbeault will “take into account all information submitted and received when making his decision for the Roberts Bank Terminal 2 Project” including the panel report, comments received during the public comment period, and the additional information Wilkinson requested from the port authority, according to Stéphane Perrault, a spokesperson for the Impact Assessment Agency of Canada. Emsley and Casey want an end to any terminal expansion because Roberts bank is one of the most critical spots in North America for migratory birds and is home to at least 68 species of birds of conservation priority on the Fraser River delta. Prolific Ladner tagger arrested IAN JACQUES

Delta Police have arrested a prolific tagger that has been active in Ladner. In a Thursday morning news release, DPD say early on the morning of Tuesday, Feb. 1, officers in the department’s crime reduction unit identified and arrested the subject of numerous graffiti tags in Ladner. Police confirm the suspect is an adult male from Delta. Police say more than 150 graffiti tags have

been identified on private buildings and city infrastructure in the downtown core of Ladner since November 2021. The male was arrested in the process of committing mischief, by tagging a local business in the 5200 block of Ladner Trunk Road. He was processed and released on an undertaking to appear in Surrey provincial court at a later date. Police will be recommending a charge of mischief under $5,000. The suspects name cannot be released until he is charged in court.

A man is dead following an early morning shooting at a home in North Delta. According to Delta Police, at approximately 2:05 a.m. last Thursday, (Feb. 3) officers responded to a shots fired call at a residence in the 11800 block of 92nd Ave. “Upon arrival DPD members located a male victim suffering from gunshot injuries,” said DPD media liaison officer Leisa Schaefer in a news release. “Lifesaving efforts were conducted by members of the DPD,

EHS and Delta Fire. Unfortunately the victim died as a result of the shooting.” She said DPD Major Crime has assumed conduct of this homicide. The victim and the residence are known to the police and this is believed to be a targeted attack, Schaefer added. The victim’s identity will not be released until next of kin have been notified. DPD are asking for anyone with residential or dashboard camera video from this area and from 92nd Ave towards Scott Road to contact police at 604-946-4411.

COVID-19 outbreak declared at Delta View Care Centre Fraser Health says 14 residents have tested positive IAN JACQUES

Fraser Health has declared a COVID19 outbreak at Good Samaritan Delta View Care Centre in Delta. In a news release issued Monday afternoon by the health authority, 14 residents have tested positive for COVID-19. Good Samaritan Delta View Care Centre is a long-term care facility that is owned and operated by The Good Samaritan Society. Fraser Health says all the residents who have tested positive are currently in self-isolation. Fraser Health says they have worked with Good Samaritan Delta View Care Centre to support the implementation of enhanced control measures. Fraser Health is also working with the site

to identify anyone who may have been exposed, and is taking steps to protect the health of all staff, residents and families. Fraser Health has worked with the site to proactively implement the following measures: * Staffing levels are being supported to maintain resident care. * Social visits are restricted in the affected areas of the facility. Essential visits can continue. * Staff and residents movement in the affected areas of the facility has been modified to minimize exposure to others. * Cleaning and infection control measures have been further enhanced. * Residents, families and staff are being notified. * Twice a day screen-

ing of all staff and residents is taking place. * Additional testing and screening is in place to support monitoring of disease control. “During this time, Fraser Health has additional presence at the site to take any further actions required and support each facility,” says Fraser Health. “This includes dedicated people to address quality, answer questions from staff, residents and family, and provide active checks of symptoms with staff and residents.” Residents of long-term care or assisted living facilities are each allowed one designated visitor and one essential visitor. Essential visits include visits for compassionate reasons, such as end-oflife care or those essentials to a resident’s care and mental well-being.

Mountain View COVID outbreak stabilizing says Fraser Health IAN JACQUES

COVID-19 cases are stabilizing, according to Fraser Health, as staff work to contain a COVID-19 outbreak at Delta’s Mountain View Manor. Mountain View Manor is a long-term care facility that is owned and operated by Fraser Health located near Delta Hospital. Fraser Health declared at outbreak on Jan. 24. According to the latest figures released on Feb. 2, there have been 25 cases reported (17 residents and eight staff). In an interview with the Optimist on Monday afternoon, Dr. Aamir Bharmal, Fraser Health’s medical health officer who is the lead for COVID-19 outbreaks for long-term care and assisted-living facilities, says that the situation stabilized over the weekend and that there have been no further reported cases. Bharmal also confirmed that no hospitalizations are associated to any of the cases in this latest outbreak, but sadly did confirm that two deaths have been reported and are connected to this current outbreak. He said those deaths were reported after the Feb. 2 provincial report was released. Bharmal said many policies and procedures

are in place at Mountain View Manor as Fraser Health and Mountain View staff work on stabilizing this current outbreak. He said all visitors and staff must be fully vaccinated in addition, there is active symptom screening so anyone coming into the facility is screened and all residents are also screened. “The other things being done is looking at the HV systems in all of our facilities and all staff and visitors are masked. There is also enhanced protocols around cleaning and enhanced physical distancing on any activities and communal dining,” he said. “Over the weekend things were stable. We did not see any further cases.” On Thursday night of last week, a family member of a resident at Mountain View, who has not tested positive for COVID, expressed their concern to the Optimist about the outbreak. The family member wondered whether a practice of rapid testing could have prevented some of these cases from happening. We also limit the admissions and transfers in those effected units. “Omicron has really changed things. Before Omicron the goal when we had an outbreak was to eliminate transmission at the site, so what that means, for example, if we had a care worker who tested positive, we would test all staff and residents that they worked with. At the time, we were seeing very severe outcomes early in 2020 and 2021 seeing more hospitalizations and death. With Omicron, things have changed. “It is much more transmissible in all community settings, but severe outcomes have reduced substantially. The rate of death has been reduced by about 90 per cent. With that, we are also realizing that there are impacts to resident well-being as well as a result of these measures. Having residents isolate for days on end, is not great. At this point it is finding a balance – what can we do to prevent transmission as much as possible, but then also make sure we are maximizing resident well-being too.”

esidents in Beach Grove have fallen victim to a rash of recent thefts from both locked and unlocked vehicles. This is not a new problem and I dare say, sadly, will not be the last time that I write about this topic. I have lost count on the number of theft-related stories and or opinion columns that I have written on this topic since I joined the Optimist in 2016. I get the frustration and the anger that comes when you fall victim to this crime. Most of that frustration has been front and centre on our community social media pages since Delta Police (DPD) issued a reminder following the latest rash of thefts last week. Community columnist Ingrid Abbott mentioned it as well in her Feb. 3 column. DPD are encouraging residents, once again, to lock up their vehicles at night and to remove all valuables from their vehicle. It’s not a hard thing to do. It’s pretty simple really…don’t leave your tools, sunglasses, wallets, laptops, passports and loose change in plain sight in your vehicle. Don’t be angry at the opportunistic thief who happens upon your unlocked vehicle with a stash of goods ready for the taking. If you are going to do this, why not include a note for the thief saying free stuff, go ahead and take it! I don’t mean to sound glib, but while I see the frustration on social media and some who are quick to point fingers at the police, saying that they are not doing enough to stop these thefts and that we need more officers and more patrols – and there is some truth in this – it is up to us as residents to be responsible for our vehicles and our contents. Lock up your vehicle and take everything with you when you head inside your house at night. Seems like a simple and reasonable thing to do don’t you think?

More planning needed to prevent flooding here

arlier this week the provincial and federal governments announced a $228 million funding package to assist farmers affected by the devastating flooding in November. The package promises less red tape in the application process and will provide up to 90 per cent compensation for affected farms generating less than $2 million and up to 70 per cent compensation for farms generating more than $2 million in revenue. Reactions from representative farming associations to the funding package has been positive. “As the organization representing British Columbia’s farmers and ranchers, BC Agriculture Council wishes to thank ministers Bibeau and Popham, government staff, first responders and British Columbians for your incredible demonstration of support to the agriculture sector since the weather events in November,” said Stan Vander Wall, President of the BC Agriculture Council BCAC. Although I have not visited Abbotsford or the Sumas

prairie since the flooding, I have heard about the resulting carnage from the farming community. Depending on the operation, some processing and packaging operations have been rendered useless. Farm equipment has been destroyed and barns and farm homesteads completely wiped out. The loss of farm animals and of carefully nurtured farm fields is staggering. One 70 acre blueberry farm, that has been family owned and operated for three generations, has been completely obliterated. It takes about eight years to cultivate a mature productive blueberry field and this particular farmer will have

to start all over. In the shortterm, there will be no crop this year and this family will be looking to shift gears to take care of their families. The funding announcement will certainly help farmers to get some traction this year in the hopes that past successes repeat themselves in the near future. We certainly do not want to see this happen again and although Mother Nature reigns supreme in its unweilding strength, perhaps more funding should become available for mitigation strategies and agri-tech solutions to assist in preparedness for future events. The provincial and federal governments should dedicate a budget line item to diking for instance. This muchneeded, but massively expensive infrastructure, is out of local governments’ hands, but if we want to keep our local food systems safe and secure, we better start planning, building and upgrading now. How are we doing locally? So far so good, but we can’t assume we are immune to a Fraser River event in the future.

More needed to support virtual health Editor: There has been much in the media recently about B.C.’s critical shortage of physicians. Health Minister Adrian Dix has recently acknowledged this is indeed a critical problem. However, he is surely finding out that it is a problem with no quick fix; and training more B.C. graduates has merely enriched the other provinces and our southern neighbours with more doctors as pastures are clearly greener for them elsewhere. Perhaps not enough attention has been given to the virtual care model as an immediate solution, although, due to the pandemic, it is staring us in the face. Most of the bureaucrats seem to consider the telehealth consult as an unfriendly alternative

to the in-person consult – and that too many virtual consults are going to suck the patient clientele away from clinics and consulting practices. What is being overlooked, or ignored, is the reality that telehealth appeals most to those who do not have a clinic to go to, or who have to wait weeks for an appointment. Virtual care’s reach and flexibility are its strengths, and during the pandemic they have papered over much of the healthcare stresses at the primary level. True, some health issues require hands-on examination, and for these the patients will require the traditional ‘doctor visit,’ but these account for only about one-third of all primary consults, the remaining two-thirds (prescription refills, follow-ups,

minor ailments) able to be safely and more efficiently transacted via a virtual consult. Such a split would take an enormous load off our overworked bricks-and-mortar clinics and practices, while allowing the public to continue with their preferred means of accessing health care – the virtual consult. And perhaps B.C.’s current physician count would be closer to sufficient with this split, as virtual consults take up less of our primary physicians’ time and energy. This would provide B.C. Health and Doctors of B.C. more time to fix other problems, like: finding the money to pay our family practitioners a little better, and getting the pipeline of new physicians in B.C. both full again and leak-proof. It’s time to share the wealth Editor: I support the $2 raise for grocery workers. One family member has been employed for 40 years, and another for three years. They both work in unionized workplaces, and are close to retirement. The first was hired, when unions were strong, and received regular increases. The second was hired as unions were weakened. In June 2021, the latter received an increase from $11.25 per hour to $15.20, due to provincial legislation. He earns about $16 now. Forty years ago, I was making $2.25 per hour as a cashier; and a male friend was making $12 as a stocker.

Fast-forward 10 years, everything changed in the industry, when stores implemented a twotiered pay system. In the 1990’s, I was offered a job at $11 per hour. The manager put off my start date, for about three weeks, which confused me. Later, he told me that I would be paid $8, not $11. While I waited for a call back, the company and union signed a Collective Agreement. The employees with seniority retained their wages and benefits, but the new hires only got minimum wage. In 1999, one store paid workers $18 and $8, for the exact same job. In 2018, “the bread pricing scandal” was

exposed. Since 2001, bread prices were inflated by $1.50. Many people received $25 from Loblaws, with no legal consequences to the company. Two years ago, grocery store workers were given $2 increases, as a “Thank You” for being exposed to COVID-19. That raise was rescinded in June 2020. Grocery workers were uplifted by this financial gesture, but then deflated when it was removed. Many grocery workers still don’t make a living wage. Billionaires have made substantial profits, when Canadians have been forced to stay home. It’s time to share the wealth. A Cameron

Three Delta organizations will be receiving more than $186,000 collectively from the provincial government in the latest round of funding through the community gaming grant program. Among the 250 notfor-profit organizations receiving funding are the Burns Bog Society who will receive $62,500 that will be earmarked for

ecosystem conservation and education outreach; Earthwise Society will receive $58,750 for education and outreach. Organizations providing emergency and safety services are receiving approximately $5.5 million to deliver their community-led programs. A quick thinking senior recently assisted in getting two scammers arrested. According to Delta Police, the senior called the department recently to report that two men claiming to be lawyers were en-route to his residence to collect $8,500 from him. “The senior recognized the scam immediately when he was told by these men that his son was under arrest, and the money was required for

lawyers’ fees,” said DPD in a post on their Facebook page. “DPD devised an undercover operation, and two men were arrested. “More and more seniors are recognizing when they are a target of a scam. Regardless of your age demographic, we encourage you to educate familiarize yourself with common scams. Ocean Ambassadors offers to bring zero-waste, sustainability coaching to Ladner’s businesses DANI PENALOZA

Bringing your own reusable cup, your own bags, and opting out of the plastic cutlery when we order take-out are, of course, important – but imagine the impact we could make if we shared these responsibilities with the businesses we shop at? That was one of the main points that Alison Wood from Ocean Ambassadors – a notfor-profit charity dedicated to teaching about and decreasing plastic waste that pollutes our oceans – highlighted during her presentation to the Ladner Business Association (LBA) on Feb. 3. “When you go and do your recycling every week, you almost need an evolving master’s degree to figure out what’s

accepted and what’s not accepted,” said Wood, one of the founders of Ocean Ambassadors, while highlighting how confusing disposing of garbage and recycling can be. During her presentation, she talked to the LBA about their ZeroWaste Coaching for Small Businesses program, their previous success partnering with a local company called Reusables and an upcoming local initiative called Pick-Up-3 Delta – all of which work toward encouraging a more environmentally-friendly community. Their zero-waste coaching program offers sustainability expertise and advice to interested small businesses, all free of charge, by analyzing their current waste management practices and usage of single-use plastics and containers.

Local charity Ocean Ambassadors is offering zerowaste coaching for local businesses to become more sustainable. From there, they come up with an informal report of recommendations how owners and staff can make their businesses more sustainable – which in the past, has included increasing the amount of reusable items in the store, implementing better in-store recycling and composting practices and changing single-use items to a more sustainable mate-

rial. “We have funding in 2022 from Vancity, so if there were interest in Ladner, we do have funding to be able to come to Ladner and provide that zero-waste coaching,” said Wood. In 2021, Ocean Ambassadors worked with 140 businesses, and were able to decrease plastic straw use across 60 per cent of the busi-

nesses they worked with, stop or decrease plastic bag use by 75 per cent and decrease disposable coffee cup use by 60 per cent. Wood also emphasized the success of their partnership with Reusables, a container sharing platform for takeout and beverages that supplies cafes, restaurants and grocery stores with reusable, stainless steel containers and mugs. In East Seymour, Ocean Ambassadors worked with 18 cafes and restaurants within a popular takeout-ordering area to participate, and for a membership fee of $5 a month, locals could order their food from these places in these reusable containers. “This is also something that we could maybe do in Ladner and Tsawwassen together,” she said.

And finally, though it’s still in the works, Ocean Ambassadors is also putting together a beach and park clean-up initiative called Pick-Up-3 Delta. “The idea is to throw a really fun campaign on social media and through all of our community channels and events at our local beaches to inspire everybody to, whenever they go to the beach or to a park, that it becomes part of our lives to just pick up three pieces of garbage and dispose of them sustainably,” said Wood. Following the presentation, some LBA members raised concerns about a lack of sortedwaste disposal systems at Delta’s parks and beaches, and Wood said that Ocean Ambassadors would be meeting with the City of Delta on Monday (Feb. 14) to talk about that.

The Delta Police Department has a new media relations officer. A/Sgt. Leisa Schaefer is returning to the DPD to assume this position in the department’s communications section. She will be managing the dayto-day media, and public affairs for the DPD. Schaefer joined the DPD 18 years ago after volunteering for the Victim Services section. She has considerable experience and training in this area, and previously held the Media Relations Officer role. She also has significant community engagement and relations experience as she was the District Liaison Officer for the Tsawwassen District Community Police Office. High school sports tournaments, such as this weekend’s Delta “Super Saturday” basketball finals, are back on, but the gym bleachers are going to remain empty. Last Friday, the B.C. Ministry of Education unveiled Provincial Communicable Disease Guidelines for K-to-12 Settings for sports tournaments to proceed, paving the way for the winter sports championship season to wrap-up over the next five weeks. The guidelines include the continuation of not allowing external spectators indoors and providing virtual viewing opportunities if possible. The news comes after Provincial Health Officer Dr. Bonnie Henry paused all sports tournaments back on Dec.

Ticket revenue would also be needed to cover the cost to run the tournaments, including the venue rental. “I think (Ministry of Education) already had a taste of the anger that exists if they didn’t allow spectators into the provincials,” added Sweeney, referring to the initial backlash when the tournament ban continued, including an online petition that garnered over 13,000 signatures. “The LEC is a private building and they have rules to follow for those big events with protocols in place ensuring everyone is safe. It really wouldn’t make sense to prevent spectators just because it’s a high school game.”

A longtime Ladner family is praising the efforts and care from staff at Delta Hospital. It was back on Jan. 7 when Alaria Baes was admitted due to an increase in her bladder cancer symptoms. Her family, the Chatwins, have been local residents since 1958 with three generations benefitting from treatment and care since the hospital opened 42 years ago. In appreciation of the exemplary care given to Alaria, her sister Kaye, who now resides in Ottawa, created stained glass art work to hang in the staff room, while another sister, Lorna, made a tealight card. Ladner dad now heads Delta Gymnastics Richard Wischnewski brings plenty of business experience to his hometown club MARK BOOTH

Richard Wischnewski vividly recalls those days anxiously watching his young children attempting their first acrobatic movements on the gym mats. Now, the self-admitted “helicopter dad” happens to have the top job with the Delta Gymnastics Society. Wischnewski was named executive director of the Ladner-based facility late last year and has officially been on the job for the past couple of weeks. “It’s the dream job to be able to work within the community and one of the big things for me is that my kids came here as toddlers,” he explained. “I initially panicked, especially with my son, who is my oldest. I just didn’t know if he could do some of those things just yet. They were so good and bracing, and made me feel so confident and calm. I really do attribute the few years that my kids came here, that their physical literacy was that much more as the moved onto other sports.” Wischnewski wasn’t just hired for his admiration of the club. He brings a wealth of business knowledge to the position

as well. “I was in the hotel industry for about 25 years and a lot of those years was working on relationships and building relationships, mostly with non-profit and with the government,” he said. “I have a hospitality business degree and they were looking for somebody in the community. This really is a dream job for me.” His arrival comes after what has arguably been the most challenging couple of years in the club’s history. The pandemic initially shutdown operations before gradually re-opening with limited staff and participants in the summer of 2020. Under strict COVID-19 health guidelines, programs are back up and running again. The Delta Invitational, the club’s biggest event of the year, is slated to return this spring for the first time since 2019. As hopefully more restrictions are eased in the months ahead, the plan is to welcome back more of the programs that brought the community to the facility. Wischnewski had high praise for business manager Sharon Gillespie who led the club through a difficult stretch while former executive director Ana

Arciniega was dealing with a health scare (see story below). “Sharon was able to take on (being) the leader in the interim and they were able to keep it running, keep people safe and keep the lights on,” said Wischnewski. “Everything was okay, so I was able to step into a situation where nothing was really broken. “The thing now for me is to wake up some of those relation-

ships within the community. To re-trigger and re-energize. We’re all hoping that we’re going to see that this virus finally will start to ease, but I don’t know if normal will ever be a thing.” Among Wischnewski’s top priorities is recruiting more staff and developing coaches. “One of the biggest things that we would like to get out there is really help young people understand is that coaching

can be a career. Sure, it’s really not looked at that way, but after a couple of years they can be making as much as a teacher,” he said. “I’m just really such a huge believer in that physical literacy component spanning from the active starts for little kids to senior programs. It’s just making sure that we’re able to offer those services and those products to the people that we really want to reach out to.”

happens to primarily healthy and young women with no risk of cardiac disease. Still it has led to the 55-year-old having to take a new outlook on her life. “The health scare definitely made me look at life and our priorities in a new

light. I’m keeping myself very active, busy and working with my doctors to ensure my heart remains as healthy as it can be,” she said. “Last year my husband and I bought a small motorhome and we decided to take this winter off. Once we are back home in the spring, I’ll be looking into getting involved in our community, probably as a volunteer. Not

Moreover, the bible comments on how to express this way of love— through sacrificial service to others. “But God shows his love for us in that while we were still sinners, Christ died for us” (Romans 5:8). If we want to emulate God’s love, the key is to love sacrificially just as Jesus demonstrated his love for us through his ultimate sacrifice. Local developer Beedie was the buyer after 14 bids were received for a 22-acre vacant industrial site in Delta. The sale of the assembled property, owned by Delco Container Limited Partnership at 7590, 7664 and 7688 80th Street, is considered the largest industrial deal in Metro Vancouver so far this year and the largest ever for CBRE Vancouver, which brokered the transaction. The price has not been released. “I just talked to Beedie and they wish the price to remain confidential,” Steve Brooke, senior vice president at CBRE, who handled the sale with CBRE senior v-p Joel Barnett, told Western Investor. The deal closed on Feb. 1. The two most recent

Delta industrial land sales, both on River Road, sold for an average of $4.2 million per acre, according to data from Avison Young. Barnett said the 14 sealed offers were received from pension funds, real estate investment trusts, local developers and others. “Metro Vancouver remains an incredibly challenging market to navigate when you have owner-occupiers, developers and investors all competing for the same space. We’re seeing purchasers become much more aggressive with the terms they propose from unconditional offers to larger security deposits,” Barnett said. Delta has a record-low vacancy rate of 0.3 per cent and the overall Metro Vancouver industrial vacancy rate is at an historic low of 0.6 per cent, according to CBRE. “While we have a

record high of 9.4 million square feet of industrial space currently under construction, nearly 80 per cent of that is already spoken for,” Brooke added, Delco will leave the Delta site vacant, and Brooke said he believes Beedie eyes the site for speculative development. Beedie is keeping its options open. “It might be. Given the level of demand in the market, I think, touch wood, we’ve got a reasonable probability of securing a build-to-suit and have a tenant that would commit to a large portion of the site, so we wouldn’t do speculative development. I mean, there’s just so many specialized users out there looking for a home, I think I’ve got a really good opportunity to land a build-to-suit for the site,” said Todd Yuen, president of Beedie Industrial Development.

Vancouver homes have steadily risen in price in recent decades regardless of economic conditions or new taxes governments institute to curb market speculation. There is reason to think that will continue. COVID-19 has caused factories in Asia to tem-

porarily close, crimping global building-product supply chains. Strong global demand for construction materials has also caused shortages. More than threequarters of B.C. construction businesses are experiencing supply chain challenges, according to an Independent Contractors and Businesses Association

at higher prices just to break even. “Contractors in virtually every trade and in every corner of the province are experiencing delays and challenges in getting the supplies they need to complete projects and meet deadlines,” said ICBA president Chris Gardner. “The basic building blocks of construction are very challenging to source.” Maison D’etre Design Build Inc. owner Rob Capar told BIV that suppliers require him to pay a deposit within 15 days in order for them to honour quoted prices. “We work on getting all these quotes together so we can present it to a client, and by the time they may say, ‘Yes,’ the quote is already out of date,” said Capar, who also chairs the renovation council at the Canadian Home Builders’ Association of

BC. Developer and Reliance Properties CEO Jon Stovell echoed Capar’s concerns. He added that scarce labour has increasingly been a challenge, and attracting that labour has meant paying higher wages. “It’s all contributory,” he said. “Property taxes are going up a lot. Having to hold the property while you’re waiting to get permits [is expensive],” he said. Stovell is also charged vacancy and school taxes on vacant properties that he is developing, which increase selling prices. The Canadian Real Estate Association expects the average price of a home to rise 7.6 per cent in 2022. There are arguments, however, that countervailing forces could dampen home-price growth. would hike borrowing costs and mean that banks would lend those seeking mortgages less capital. The Bank of Canada is expected to raise its overnight lending rate to 1.25 per cent from 0.25 per cent, by the end of 2022 after a series of hikes. That reduces the purchase-offer prices that new mortgage holders can bid for homes, leaving sellers with lower offers for their homes. Bank of Canada actions tend to mirror those at the U.S. Federal Reserve. Notes from December’s Federal Open Market Committee (FOMC) meeting, released in early January, suggested that the U.S. central bank might raise interest rates by a quarter of 1 per cemt four times in 2022 – one additional hike than most market watchers anticipated.

It was a record year for home sales and prices in Delta as housing needs remained a top priority for residents in the second year of the COVID19 pandemic. The Real Estate Board of Greater Vancouver (REBGV) reports that residential home sales in the region totaled 43,999 in 2021, a 42.2 per cent increase from the 30,944 sales recorded in 2020, and a whopping 73.6 per cent increase from the 25,351 homes sold in 2019. It was also a four percent increase over the previous all-time sales record of 42,326 set in 2015. Last year’s sales total was 33.4 per cent above the 10-year sales average. “Home has been a focus for residents throughout the pandemic. With low interest rates, increased household savings, more

flexible work arrangements, and higher home prices than ever before, Metro Vancouverites, in record numbers, are assessing their housing needs and options,” said Keith Stewart, REBGV economist. Meanwhile, the Fraser Valley Real Estate Board had its busiest year in its 100-year history with total property sales shattering the previous annual record set in 2016. Fueled by the consumer response to the pandemic along with historically low interest rates, total property sales in the Fraser Valley in 2021 shattered the previous annual record last set in 2016. The FVREB processed 27,692 sales in 2021, an increase of 39.0 per cent compared 19,926 sales in 2020; and 15.5 per cent higher than 2016’s 23,974 sales. “No one could have

Apartment sales averaged $582,000 which is a 12.4 percent increase compared to 2020 transactions. Tsawwassen saw almost identical margins with a single family

detached home selling for an average price of $1.525,300 in December, a 3.2 percent increase from the previous month and 28.2 percent jump from 2020. Townhouses sold at an average price of $902,300, a 20.8 percent increase from a year ago. Apartment sales averaged $644,400 which is 12.1 percent better than 2020. North Delta remains sizzling hot with the benchmark price for a detached single family home being $1,397,900 in December, which is up a whopping 41 percent increase from 2020 ($907,700). The average price of a townhouse has increase 16.1 percent from a year ago to $786,520. The average sale price of an apartment in North Delta for December was $492,101, up 12.2 percent from 2020.

B.C. log home builders reach overseas for new markets NELSON BENNETT

When settlers first came to B.C. in the 1800s, many built log homes out of necessity. Today, log homes are more of a luxury. Whether it’s a cozy little trapper’s cabin in the woods or a large fishing lodge with a stone fireplace and an ocean view, there is a rustic romanticism to a dwelling made from logs. “Lots of people have an emotional attachment to a log cabin or log house,” said Josh Littler, vice-president of Artisan Log and Timber Homes, a family-owned business based in Mission. But log home building, which boomed in the 1990s, has declined in recent decades in B.C. While sourcing good raw timber and finding skilled workers willing to make log building a

career has always been a challenge, many log home builders say those challenges have become increasingly pronounced. Worse, the B.C. Energy Step Code introduced in 2017 has made it increasingly difficult for log homes to meet energy efficiency standards without compromising esthetics, and as a result, fewer log homes are being built in B.C. “We do a lot of overseas work,” said Peter Sperlich, president of Sperlich Log Construction and past president of the BC Log & Timber Builders Association. “Germany and Japan probably account for 70 per cent to 80 per cent of our sales. We don’t build that many domestic homes.” Sperlich and other log home builders say building codes need to change because they fail to recognize some of the inher-

And as a value-added industry, it employs more people per tree than sawmilling. According to one estimate, 110 cubic metres of wood can employ one log or tim-

ber builder for one year, compared with the 2,000 cubic metres it takes to employ someone at a typical sawmill. While some customers in B.C. have log homes built for their primary residence, most are vacation homes. Another market is

tourism: fishing and ski lodges. Log buildings can range from small trapper cabins to post-and-beam lodges or mansions. While esthetics are the main attraction of a log cabin or lodge, Littler said there are some practical advantages to log construction, one of them being durability. In Estonia, where Littler has taught post-and-beam construction, he has seen log houses that are 1,000 years old. “You keep the rain and sun off your house – especially the rain – and it seriously will outlast generations of families,” Littler said. “They’re robust, they’re strong, they’re heavy. We’ve got houses that have been through hurricanes in Texas and earthquakes in Japan, and they survived natural disasters, I’d say, better than most buildings out there.”

Some customers also like the “natural” feel of log houses, which use fewer materials with embedded carbon, and the logs themselves can sequester carbon for generations, which gives them something of a green premium. “We don’t use a lot of fossil fuel in the making of a log home,” said Sperlich, “and it captures and stores a considerable amount of carbon, so it has some very green benefits that, right now, things like the building code don’t take into consideration.” Log home building is something of niche within the construction sector. Whereas the tools of the trade for a typical carpenter are a hammer and saw, the main tool for a log builder is a chainsaw. It can be a challenge to find workers willing to stay in the log building construction.

Local landlords swallowed as market demands deeper pockets FRANK O’BRIEN

There is a changing of the guard amidst the churn in B.C.’s multifamily rental market which saw a record-shattering $3 billion in apartment building sales last year in Metro Vancouver and Greater Victoria. Despite what appears the strongest rental market in Canada – with the highest average rents, the lowest vacancies and a consistent lack of supply – local landlords who have dominated the market for decades are selling, according to a new report from CBRE Vancouver, the leading multi-family broker in the province. After a near year-long rent and eviction freeze and a capping of B.C. rent increases at 1.5 per

cent for 2022, despite an official inflation rate at a 30-year high, many veteran owners are cashing out. “B.C. governmentimposed policies and rent freezes, escalating operating costs and potential increases in capital gains tax nudged more owners to make the decision to sell and take advantage of the market demand and record pricing,” said Lance Coulson, executive vice-president of CBRE national apartment group, in releasing the 2021 Annual Apartment Report for Metro Vancouver & Greater Victoria. As of the end of last year, the average price per door of a Metro Vancouver rental apartment building hit an alltime high of $456,415 and had spiked to $530,980

in Vancouver’s West End and to $671,701 on the North Shore. In Greater Victoria, prices per suite are $308,705, but are lower, at an average $260,758, in the City of Victoria, which accounted for more than half of the 48 apartment building sales in the capital region in 2021. Vancouver has the highest average rent in Canada, with a one-bedroom apartment at $2,176 and the average monthly rent for a two-bedroom at $2,983, according to the December 2021 National Rental Report from Bullpen Research & Consulting. Victoria’s average rent for a one-bedroom home is $1,566 and average monthly rent for a twobedroom is $2,453, third

highest in the country, the report found. Last year, 185 apartment buildings sold in Metro Vancouver and Greater Victoria for a total of $3 billion, up from $1.2 billion in 2020. Major institutional investors and real estate investment trusts accounted for 60 per cent of the 185 transactions. These big buyers are often seeking scale with the purchase of existing portfolios, according to CBRE. An example is the 15-property, 614-unit Legacy portfolio in Vancouver that CBRE sold for $292.5 million in February 2021. The seller was Hollyburn Properties of Vancouver, which had owned most of the buildings for decades. The buyers were InterRent REIT of Ottawa

to ride out rental income and renovation restrictions under B.C.’s Residential Tenancy Act. CBRE also noted that, despite rising immigration and political rhetoric, construction of new rental apartments is lagging population growth. In 2021, only 6,269 new rental apartments were completed in Metro Vancouver, for example, despite an expected influx of 35,000 people moving into the region on average each year.

Helpful tips when painting shutters

There are many ways to give a home’s exterior a new look. Though it might not be as grand as replacing siding, repainting shutters affords homeowners a chance to try a bold new color or simply replace fading colors, and each option can make a home more appealing. Homeowners who have never before painted shutters can consider these tips as they prepare to begin the project. * Don’t go it alone. The most important step homeowners can take before beginning a shutter painting project is to enlist the help of a friend or family member. Someone to hold the ladder can make the project safer. Enlisting a third individual, working on the ground, who can take the shutters from the person on the ladder may be

a wise move as well. * Remove the shutters. When painting shutters, homeowners want to remove them from the house. It might seem easier to leave the shutters on and then paint them carefully with a brush, but that’s both time-consuming and a potential safety risk. Some shutters are installed with fasteners that look like screws, but that appearance is misleading and shutters installed in this way cannot be removed with a drill or screwdriver. Homeowners should determine which material their shutters are made from, and then look for a corresponding removal tutorial on YouTube. Homeowners who can’t find one can contact the manufacturer or a contractor to determine the best way to remove the shutters.

since the shutters were last painted, and over that time they’ve no

doubt accumulated a lot of dirt and mildew. Homeowners can try a garden hose to clean them, and if that doesn’t work a power washer may be needed. If using a power washer with wooden shutters, be especially careful, as the force of the power washer may damage the wood. Vinyl shutters, like vinyl siding, can typically handle a strong power washing without being damaged. Wooden shutters also will need to have old paint removed before they can be repainted. *Prime wooden shutters before painting. Though vinyl shutters won’t need to be primed unless the old paint is peeling, wooden shutters must be primed before they’re painted. Priming can be a tedious process, so homeowners should leave themselves ample

time for this part of the project. *Rent an airless sprayer to paint the shutters. Many hardware or paint stores rent airless sprayers, and these can be the quickest way to paint shutters. Professionals typically apply two coats of paint, and the first coat should be allowed to fully dry before the second coat is applied. *Re-hang the shutters after they have fully dried. Only after the shutters have fully dried should they be placed back on the house. Employ the same buddy system when re-hanging the shutters, having one person hold the ladder and another pass each one up one at a time. A Tsawwassen partnership of Kemp Construction Management and Sarah Gallop Design Inc. has secured a finalist nomination in the category of ‘Best Certified Home – Custom’ in the 2022 Georgie Awards. The awards, which are in their 30th year, celebrate excellence in home building and renovation in B.C.’s residential construction industry. The Canadian Home Builders’ Association of BC hands out the honours each year. So what are the odds of the two goalkeepers selected for the prestigious Whitecaps F.C. PreGirls Elite Academy both being from Ladner? Apparently pretty good if they happened be mentored by Helmut Wiebe. Sidney Venier, 14, and Kylie Sandulak, 13, are the envy of rep soccer goalies in their age group across the province after earning spots in the all-expenses paid program following an extensive tryout process. They are now regularly training at the Whitecaps FC field located at the Christine Sinclair Community Centre in Burnaby. Remarkably, that makes five goalkeepers from South Delta that are now in the Whitecaps youth program. Harrison Gough secured his spot in 2017 and is now a member of the full-time U19 MLS Academy team. Trystan Read then pulled off the feat in 2020 and is with the MLS Academy U15 side. Last fall, Sam Rogers earned a spot on the Pre-Boys MLS Academy U14 squad. All trained under Wiebe, including Venier and Sandulak since they were eight. “I’m looking for an athlete and so often they are just good at everything. Both these girls just had it and were wonderful to work with,” explained Wiebe who is part of South Delta United’s technical staff as a goalkeeper coach and has also been offering private sessions since 2007. “They have to be soccer players and have the ability to play another position if they had to. “One of the first things that comes to mind (of what makes a good goalkeeper) is being willing to take a risk. That’s a big one.” While athleticism and aggressiveness are key qualities, it takes plenty more to stand out in a tryout procedure that began with about 70 players, including seven goalkeepers. The process actually began for Venier back in January of 2020, only to see COVID-19 shutdown the entire program. The Grade 9 Delta Secondary student was invited back to tryouts last September, as was Sandulak, a Grade 8 student at South Delta Secondary. They advanced through several cut down stages before

learning of their fate, via email, three days after the final tryout session. The girls remain with their respective Coastal F.C. teams in the B.C. Premier Soccer League (HPL) that’s about to launch its 2022 season. A typical week for them will include four 7 p.m. training sessions with the Whitecaps, another weeknight practice with their Coastal squads, then playing games for the South Surrey-based club on Sundays. They had earlier trained together with Wiebe and eventually realized the opportunities to advance their promising careers. “He just works on the real basics with you until you

become really good at it,” explained Venier. “Then you go on to more advanced stuff.” “It’s also good to have a good training partner and someone who is going to push you,” added Sandulak of her friend. “Helmut was also always putting in these little competitions or whatever. It was awesome and that always drove me.” Although they are still a few years away, both girls hope to be playing south of the border at an NCAA Division One school on a scholarship. They are off to a terrific start. “It’s like we’re on the pathway and this is one of those little goals of leading up to where we want to be,” smiled Sandulak.

Thanks to his family heritage, Ladner blueliner Jason Fram is eligible to play for the host Chinese men’s hockey team that opened roundrobin play today against the United States. Fram is among 11

League’s Kunlun Red Star. The COVID-19 pandemic moved Red Star out of its home arena in Beijing to Moscow where the team has been based for the past 24 months. Fram, 26, took his hockey career overseas in 2019 after decorated runs at the junior and university levels. He played five seasons for the Western Hockey League’s Spokane Chiefs, captaining the team in his final years two of junior eligibility. He

was named to the WHL Second All-Star Team in the 2015/16 season and a year earlier had a career season with 62 points in 70 games. Fram then moved onto the University of Alberta in Edmonton where he enjoyed three more standout seasons, twice being named U Sports Defenceman of the Year. He came through South Delta Minor Hockey and spent a season with the Greater Vancouver Canadians.

Percy Turriff Eastham was born in Kindersley, Saskatchewan on February 21, 1927 and passed away in Delta Hospital on January 30, 2022. He was predeceased by their son David William Eastham in July, 1988 and by Percy’s sister Evelyn Moore. He is survived by his wife Margaret (Peggy) Eastham of Tsawwassen and one sister Audrey Wolfe of Sidney, B.C., nieces Deborah (Allan) McLaren, Marilea (Kevin) Pirie and Brenda Wolfe, great nieces Jane Kisbie Pirie of Victoria and Maresa (Justin) Cousineau and their family Parker, Cora and Aylah and great nephew Scott McLaren of Victoria. Nephew Henry Walker of Surrey and his sons Stephen & Michael Walker and great great nieces Emma & Audrey Walker and niece Joni Walker of Vancouver. Percy graduated from the University of British Columbia with a degree in law in 1951 and opened an office in Chilliwack in 1953. After some time practicing law a friend suggested that he sit the exam to join the Canadian Foreign Service, and he jumped at the chance. He was soon awarded a post in Ottawa. On July 1, 1955 he married Peggy and after their honeymoon in Niagara Falls they arrived in Ottawa to begin a new life together. Their first posting was to Port of Spain, Trinidad where he took up the post of Assistant Trade Commissioner. In the fall of 1959 they moved to Brussels where Percy was appointed First Secretary and soon afterwards he was assigned to the newly formed Can Mission to the European Economic Community.

OBITUARIES

In 1964 they returned to Ottawa where Percy was appointed Chief, Commodity Trade Policies Division. He soon became Director, Trade Policy dealing primarily with the General Agreement on Tariffs and Trade (GATT) and the Organization for Economic Co-Operation and Development (OECD). His work took him back and forth across the Atlantic as much as twelve times a year and he was often gone from home for five or six weeks at a time. In 1970 Percy was posted to Geneva, where he was appointed Economic Minister and Deputy Head of the mission to the European Office of the United Nations. In 1973 the Easthams were on the move again, this time to London, where Percy was appointed Economic Minister to the High Commission. In 1975 they were back in Ottawa where Percy was appointed Director General, office of General Relations in trade and where he was responsible for the Office of U.S Relations. In 1982 the Trade Commission Service and Trade Policy Sections were merged with the Department of External Affairs and Percy became Undersecretary for the new department. In 1989 he accepted a posting to San Francisco as Canadian Consul General where in 1992, after 37 years in Government service, he retired and the Easthams returned home to Ottawa. In the fall of 1998 Peggy and Percy moved to Tsawwassen and took up residence at Hunter Green, where Peggy still resides.

Percy was awarded a 60 year Diamond Jubilee Legion Plaque signed by Prime Minister P.E. Trudeau for 25 years of dedicated service. In 1990 he received a medal from the Government of Canada for 35 years of dedicated service. He was also awarded the Confederation Medal and a medal from Pope Joannes Paulus II Pont Max when he visited Canada in 1984. Percy was an active man who enjoyed skating on the canal in Ottawa and Skiing with the family. He was an avid golfer and a member of Beach Grove Golf Club. He was a member of the Kinsmen Club in Ottawa and enjoyed regular bridge nights with his buddies. He was also a member of the John Howard Society. Peggy and Percy had a wonderful, adventurous life together for 67 years. Percy will be sadly missed by Peggy and by his many friends from his golfing days at Beach Grove and his family as well as the residents at Hunter Green. Peggy would like to thank the Delta Hospital staff for their kindness and care of Percy. In lieu of flowers the family would appreciate your donation to Doctors Without Borders, a favorite of the charities which Percy supported. WARREN, Phillip Winston April 25, 1932 - February 1, 2022 Phillip Warren, 89, avid music lover and musician and beloved educator, peacefully passed away on February 1, 2022 in his home in Ladner, BC. He is survived by his three children: Julie, Jennifer and Jonathan; four grandchildren: Christine (Dennis), Jeannine, Daniel and Alex (Natassia); two greatgrandchildren: Madeleine and Michael; as well as his niece Sheri and nephew Russell (Carol). Phil will be greatly missed by many. His dry wit, and love of music and learning will live on in the memories of the many people he has touched over the years. A private memorial service will be held on Friday, February 18th, for family only.
