After 19 years the City of Delta may have seen its last competitive cycling event. Citing financial issues and many logistical challenges, Delta council voted unanimously at its meeting in North Delta Monday to cancel the 2022 Tour de Delta. In early December, council directed staff to review options for the 2022 event and report back to council. As the Tour de Delta is part of a regional series of cycling events known as BC Superweek, staff indicated in a previous council report, that they planned to continue discussions with organizers regarding plans and the potential viability of the 2022 event. In her report to council, parks director Carmen Gonzalez said the onset of the global COVID-19 pandemic resulted in the cancellation of BC Superweek and the Tour de Delta
in 2020 and 2021 due to local limitations prohibiting large gatherings and the restrictions around travel that impacted athletes in the cycling community. “While public health restrictions for events and gatherings were lifted on Feb. 17, 2022, a variety of logistical challenges and risks still exist regarding reinstating a typical Tour,” said Gonzalez. Gonzalez said in 2019, the net actual cost for the Tour de Delta was $300,000, with approximately $450,000 of expenses and $150,000 of revenue, which included a grant from the Federal Government to support the Union Cycliste Internationale sanctioned event. “While prestigious, the Tour’s road race requires significant additional costs for the event to meet international standards, such as uniformed police on motorcycles forming part of the mobile support for competitors,” she said. “There

is also a significant amount of staff time that goes into the planning, coordination and delivery of the annual event. “While the City of Delta is optimistically looking forward to resuming community-
wide special events, the variables associated with international travel, athlete participation, cycling sponsorship, service providers and volunteers, combined with the required planning timeline and the required
financial commitment, provides a level of risk too high for staff to be able to recommend that the 2022 Tour de Delta move forward.” Coun. Dylan Kruger said he would be reluctantly supporting the
recommendations. “We all have enjoyed the event for the many years that the Tour de Delta has taken place, but there are just too many uncertainties,” he said. “From a financial stand-point, I think it is important for the community to know that this is the most expensive event that the city puts on every year, but for the cost that this event could be on our taxpayers, as disappointing as it is, the recommendation from staff are prudent.” Coun. Jeannie Kanakos said it is a hard day for Delta to see the event cancelled. She said she supports reviewing the event for next year and what could work for Delta moving forward. She also wants to see Delta continue supporting cycling and biking for all ages in our communities and working with groups such as HUB Cycling to increase educational opportunities and awareness of cycling throughout Delta.

Delta’s Horton receives Order of B.C. IAN JACQUES

Two years after receiving the nomination, Delta’s John Horton has finally received his Order of British Columbia. The province’s highest form of recognition was finally bestowed to Horton at a ceremony at Government House in Victoria last week. Horton was among 31 others from 2020 and 2021 to receive the award from Premier John Horgan and lieutenant governor of British Columbia Janet Austin. “It was very humbling because you look at all the other people who received it and listen to all the other things that other people have done and you wonder why I’m here,” Horton said. “It was a very lovely event. We were able to interact with the other recipients. I got to know some of them and hear about the wonderful things that they have done. “One could not be impressed with everyone…many medical people who have come up with scientific breakthroughs right here in B.C. It was quite remarkable.” When the Optimist spoke with Horton on Monday morning he was on the Delta Lifeboat in Comox supporting the roe herring fishery. “It is going well. There are quite a few Delta boats here for the fishery,” he said. “I expect to be here supporting the boats from a safety perspective for the remainder of the week.” Horton, a celebrated marine

John Horton, centre, receives the Order of British Columbia from lieutenant governor Janet Austin, left and Premier John Horgan, right. artist, has made significant contributions to the appreciation and safety of B.C.’s coastal history and its waters through his paintings showcased in collections across Canada, commemorative coin designs for the Canadian Mint, and a lifetime of volunteer service to keep mariners safe. In 2019, the City of Delta presented Horton with its Delta Friends of Heritage award. Horton was recognized for promoting awareness of Delta’s maritime heritage through art, specifically his painting Arrival at Port Guichon, which was
gifted to Delta, following a yearlong fundraising campaign. The painting will be on permanent display at the Doug J. Husband Discovery Centre. Equally significant is his longtime volunteer work in marine search and rescue. Over the years, Horton has been active in the Canadian Coast Guard Auxiliary, Canadian Lifeboat Institution, Royal Naval Sailing Association (B.C.), Royal Canadian Sea Cadets, and the Naval Officers Association of B.C. He was instrumental in the development of the Lifeboat Institution
and used his own vessels to respond to 600 incidents. Since joining the Canadian Marine Rescue Auxiliary in 1979, his focus has been on assisting the native and commercial fisheries in B.C. along with any other mariners in distress. Volunteering under the auxiliary flag, he has assisted in the rescue of hundreds of vessels either in distress or disabled. In 1988, Horton began volunteering with the Canadian Lifeboat Institutes’ Search and Rescue service (SAR), a not-forprofit registered charity that provides non-government supported search and rescue assistance in the Lower Fraser River and Gulf of Georgia waters. From its base in Steveston, Horton has trained volunteers to be competent crew members. As well he has devoted thousands of hours and his own money to maintain its 52-foot Delta Lifeboat, formerly the Steveston Lifeboat. To date almost 900 incidents have been attended by Horton aboard the Delta Lifeboat. In recognition of his marine art he is the only Canadian artist mentioned in the late Dennis Brook-Hart’s definitive book, Twentieth Century Marine Painting. He is a founding member of the Canadian Society of Marine Artists and member of the Federation of Canadian Artists, the Naval Officers Association of B.C. and the Honourable Company of Master Mariners. Through his art, he has supported many schools, museums, hospitals and community-based charities.

‘End the Stigma’ campaign working to reduce substance-use stigma, isolation and harm in Delta DANI PENALOZA

The stigma and shame surrounding substance use are dangerous obstacles that stand in the way for folks wanting to seek resources and support, and they need to be addressed if we want to emerge from the opioid crisis.
This is the driving force behind the “End the Stigma” campaign, a collaborative project between the City of Delta and its partners – Tsawwassen First Nation, Delta police and fire, the Delta School District and Fraser Health – that was started in March 2021. In 2021, opioid-
related deaths in B.C. climbed to 2,224, which is a 26 per cent increase from 2020 deaths. Nineteen people from Delta and TFN were included within that total. “Historically, there’s been a bit of a rhetoric within Delta that it’s not a Delta problem, that there aren’t drugs
here, but the statistics are very clear – people are dying,” said Katie Alexander, manager of health and social services at TFN. “There is a huge lack of accessible resources for people, and we can’t just pretend it’s not happening here. It’s very clear it is, and we need to do something about it. We

Since its launch, the City and its partners have posted informative ads in bus shelters highlighting how people from all walks of life use substances, updated the City’s website with information on resources within the community and encouraged residents to share their stories through Let’s Talk Delta. “We’re really hoping that more residents will be able to share their stories, but also, even more importantly, feel that ... they’re not alone,” says Olga Shcherbyna, the City of Delta’s corporate social planner. “There is a power in opening up and telling your story.” Shcherbyna emphasizes how important it was to the City of Delta to include multiple partners, all with their own knowledge and expertise, in the campaign. By teaming up, they hope to spread awareness about the harm that stigma, shame and discrimination creates for people who use substances, she says. “[The opioid crisis] cannot be owned by one
agency – it’s a public safety issue, it’s a health issue, so, we all own a part of this ... we all own an area of expertise, and we’re much stronger when we work together because of our scopes of knowledge,” added DPD Insp. Kim Campbell. The DPD wants to remind folks of the Good Samaritan Drug Overdose Act, which protects people who experience or witness an overdose and call 911, as fear of the police and arrest can prevent people from calling for help if they or somebody they know has overdosed. The Act protects individuals from charges for possession of a controlled substance under section 4(1) of the Controlled Drugs and Substances Act and breach of conditions regarding simple possession of controlled substances in pretrial release, probation orders, conditional sentences or parole. A community forum is being planned for midApril to educate residents about the opioid crisis. More details are to come. The City of Delta will be donating $5,000 towards Ukraine relief efforts. At Monday’s council meeting in North Delta, council unanimously supported a motion brought forward by Coun. Jeannie Kanakos that the City of Delta donates $5,000 to the Canadian Red Cross. “My thoughts are with the people of Ukraine as they face unspeakable acts of war and aggression by Russia,” said Mayor George Harvie. “In the face of this invasion and this humanitarian crisis, the people of Ukraine are showing incredible bravery and strength. It is my hope that with the ongoing support of allied nations like Canada, Ukraine will return to a peaceful state. “The City of Delta has joined cities across the

Lack of answers on vital surgery plan raises concerns Two South Delta moms are lobbying Fraser Health DANI PENALOZA

Two moms from South Delta are worried about the future medical care of their children. Saying they are struggling to get answers from Fraser Health about the status of the region’s sole, soon-to-be retired orthopedic surgeon, the moms are searching for answers nearly a year after their first inquiry. Both Andrea Engelland’s nearlytwo-year-old daughter Addison and Nicola Robinson’s six-and-a-halfyear-old son Matthew, are currently being treated by Dr. Shafique Pirani at Royal Columbian Hospital’s joint and limb clinic for clubfoot. But, among many other parents within the health region, they fear that anything less than a seamless care transition leading up to and following Pirani’s retirement, will jeopardize children and babies with clubfoot, hip dysplasia and other joint and limb issues. “There needs to be a strong transition in place, and we just feel, as parents, we’re really not being told what’s happening,” says Robinson. For conditions like
clubfoot and hip dysplasia, babies and children require consistent monitoring and treatment to correct the bones, joints and tendons into the right positioning through stretching and casting, braces or surgery. If there is a gap in service or more limited access to the current expertise that Dr. Pirani is bringing to the region, babies and children could experience relapses, sending them backward in their progress, explains Robinson. Concerned parents within the Fraser Health region have been trying to get a clear answer from Fraser Health since August 2021 on what the retirement-transition plan will look like, but Engelland says they still haven’t received any definite answers. In an emailed response to the Optimist, Fraser Health wrote they are working on a “two-phased approach to enhancing pediatric orthopedic services in our region to ensure we have adequate services in place and for many years to come.” Phase one includes recruiting a new pediatric orthopedic surgeon ahead of Dr. Pirani’s pending retire-
ment, building additional capacity through increased operating room and clinic time and expanding services from Royal Columbian to also include Surrey Memorial Hospital. “By implementing this model of care, we will be able to better support our pediatric orthopedic patients closer to their home communities, including repatriating patients who are currently receiving pediatric orthopedic care at BC Children’s Hospital,” wrote Fraser Health. However, this recruiting process is already going on five months. In October last year, during a virtual town hall meeting, Fraser Health told concerned parents that they would be posting a position to replace Dr. Pirani that would close on Nov. 30. When that deadline came and went, Engelland has continued trying to get a concise answer from Fraser Health on what the plan is, but has only received repeated reassurance that the health authority is committed to ensuring children receive the care they need. “Our concern is that Fraser Health say they

In the meantime, there can’t be a gap in service, so their desire to expand the program cannot be at the cost of losing what we currently have,” says Engelland.
The two moms met with Delta South MLA Ian Paton last week to request he pass on a letter explaining the issue to Minister of Health Adrian Dix. Paton’s office updated them on March 4 that he’d hand-delivered a copy of the letter to Dix, and that the Minister assured him he would look into it.

Survey reveals drivers can’t drop their phones IAN JACQUES

A new Ipsos survey reveals that 42 per cent of drivers admit they still use their phone at least one out of every 10 trips. Yet of those B.C. drivers surveyed, 93 per cent believe it’s highly risky to text while driving and 84 per cent believe it’s highly risky to talk while holding a cell phone and driving.
Using electronic devices, like smart phones, is one of the most common and riskiest forms of distracted driving and increases the possibility of a crash by five times. In fact, any activity that reduces a driver’s ability to focus on the road or control their vehicle puts the safety of other road users at risk. ICBC and police across the province have launched a month-long campaign urging drivers to leave their phone
alone while driving. Police are ramping up enforcement across B.C., and community volunteers are conducting cell watch deployments to remind drivers to keep their eyes on the road when they’re behind the wheel. of impaired driving, and on average factors in 76 deaths annually. “The use of electronic devices such as cellphones are the leading cause and most common of distraction-related crashes and near misses, and comes with a $368 violation ticket,” said Delta Police. “But, distraction is distraction, and if you’re behind the wheel of a vehicle, you should be focused on one thing - driving.”

Delta’s Lisa Martella is one of 75 nominees announced for the 39th annual YWCA Metro Vancouver Women of Distinction Awards. The awards, presented by Scotiabank, honour individuals and organizations whose outstanding activities and achievements contribute to the well-being and future of our communities. Since 1984, YWCA Metro Vancouver has paid tribute to more than 340 award recipients and 2,025 nominees. Martella is the Executive Director of A Loving Spoonful, providing free meals and nutritional support to people affected by HIV and coexisting illness. Faced with financial challenges due to COVID-19, Martella refocused the organiza-

In addition to elevating A Loving Spoonful’s HIVspecific services, she has pivoted the organization to help with emergency isolation cases and to assist vulnerable populations who were not able to access their regular meal service due to the pandemic. She also began a
social enterprise called Spoonful’s Candy Creations to sell candy buffets, candy bags and other candy products to help fund their programs. She is also a board member of Touchstone Family Association. In addition to the 12 nomination categories, the individual nominees are eligible for the Connecting the Community Award. Nominees will select a YWCA advocacy area in which they are interested and use social media channels such as Twitter and Facebook to promote votes. From March 4 to April 13, the public can cast their votes online and the nominee with the most votes will receive the Connecting the Community Award. Scotiabank will donate $10,000 to the YWCA program area of the winner’s choice.

Carved by Wilkes James, Chief of Nanaimo, the pole stood as an icon of Ladner Village for many decades until it was removed from the site in recent years. The pole was carved to honour his wife’s Tsawwassen ancestry and depicts Tsaatsen’s journey from Mount Cheam.

xpect to feel the pain at the pump for a long time. That’s the message from Premier John Horgan, when asked last Thursday during his weekly media briefing if he expected any breaks at the pump. Horgan said that taxes on gasoline won’t be changing in the near future as prices continue to surge brought on by market volatility in response to Russia’s invasion of Ukraine. On Sunday, most gas stations in Delta were well over $2 a litre and that climbed to $2.10 on Monday with seemingly no end in sight to higher prices. Gas prices continue to be a hot topic on the community social media pages, with multiple posts a day from residents inquiring about the price of gas in Point Roberts as everyone looks for a cheaper alternative. Kris Sims from the Canadian Taxpayers Federation has pointed out in numerous media interviews the past few days that B.C. has some of the highest gasoline prices in North America with the highest gasoline taxes – almost 73 cents per litre. Provincial carbon taxes cost taxpayers around 27 cents per litre, so scrap those and it would result in pretty significant savings – at least some relief for us at the pump says Sims. But according to Horgan, those ideas are not even on the table. In fact, B.C. Energy Minister Bruce Ralston said last week that the province has no plans to delay the provinces one-cent carbon tax hike that is due to go into effect on April 1. Horgan’s solution: more people should use transit and take a bus to help in the short-term. That’s not practical for many around here who are dealing with a transit system that is pretty inadequate at the best of times. For a government that supposedly is “there for all of us” and working “for the people” they have a funny way of showing it.

Do we really need to change our clocks again?
W
ell, here we go again, it’s time to move the clocks forward and lose an hour of our Sunday morning. This will trigger the inevitable debate about changing our clocks. Should we just do as Ron Popeil used to say – set it, and forget it? Prior to the pandemic, it seemed this was the biggest issue we had to deal with. There were annual debates over the time change. International negotiations ensured - we can’t do this on our own, if Washington, Oregon and California don’t change, how can we? I’ve driven through time changes before, in Eastern B.C. and between Phoenix and Las Vegas. There isn’t much fanfare, just a sign on the road alerting you to the fact that you either lost or gained an hour. I didn’t feel any different, but somehow 60 minutes of my life was either given or taken away. My sister is flying to New Zealand next fall. She sent me her itinerary. She leaves San

Francisco at 11:40 p.m. on a Thursday. A 13-hour flight later, she arrives at 8:30 a.m. on Saturday. Wait, where did Friday go? A good sleep on the plane and a whole day disappears. The fun part is flying home, when she will arrive back here two hours before her departure time. Now there’s a time change! Personally, I don’t have a problem with the spring forward/fall back schedule. If we stay on daylight savings, the sun would set after 5 p.m. in winter, which would be good for the commute home. Only problem is, the sun doesn’t rise until after 9
a.m., so the kids will be on their way to school before the sun comes up. Hmm, not sure I want them walking to school in the dark in the poor weather. Don’t want to trade the increase in car accidents after the time change for an increase in kids getting hit walking to school. If we go the other way, leave it at standard time, the sun comes up at 4 a.m. in the summer. Uh, sorry, when it gets bright outside, my dog thinks it’s time for a walk. That’s where I need my extra hour, at least. Plus, I like the longer evenings, and being able to enjoy time outside a little longer. I hope we just leave it as it is. We have bigger problems to worry about. God Bless and protect the people of Ukraine. Appalled by education ministry’s decision Editor: Thank you, Glacier Media, for your recent article on school curriculum. https://www. delta-optimist.com/highlights/teachers-doctorscall-for-ban-on-fossilfuel-propaganda-in-bcschools-5119332. Having seen the material that Fortis wants to present in B.C. schools, I am appalled that the ministry of education is considering this. We have witnessed a serious flaw in our education systems in the past few years. The political turmoil and the antivaxing/masking movement have made this clear. Reason appears to be given way to emotion.
Our critical thinking skills are being tested and we are failing the test. We have access to too much information. As a result, information that has no direct/immediate effect on our lives is often ignored: especially anything that is contrary to our beliefs or which forces us to look at how we live and behave. As a result, we sometimes carve out our belief systems from limited or biased information. The fact that such biased information is actually considered in curriculum shows just how far our government is willing to go to promote BC LNG. The possibility that any corporation can -in
any way- be a part of our education curriculum is totally unacceptable. How can such biased input be balanced? Where would it stop? Will our curriculum be altered politically like that of Texas or other states south of the border? Our education system needs to ensure critical thinking skills. Graduates need to be taught to understand bias in order to have effective decision-making skills. Skills that instill confidence and empower. Without those skills the ability of our workforce to be competitive in any field will be seriously challenged. Peter van der Velden
Time to end all restrictions
Editor: We can dance again! Yes, the government now ‘allows’ dancing in BC! We’re now ‘allowed’ to have as many people in our house as we would like! Most businesses can now operate ‘normally’ - No, they can’t serve the unvaccinated, but, as we have learned, we shouldn’t care about them, anyway. While the ‘vaccine passport’ system is dropped around the world and in every other province, BC stubbornly extends it to July. This is where we seem
to be in our society at the moment. We are told we should be happy that restrictions are being lifted, and we should be fine with the fact this doesn’t apply to everyone. What has happened to us in two short years? This lifting of restrictions is not the time to celebrate. It is a time to reflect and realize that the government has grabbed unprecedented powers and they have shown no inclination to give these powers back. All these new ‘freedoms’ that have been returned to us are, we’re told, sub-
ject to change depending on the next wave, the next variant, even the next virus. Presumably, COVID will be with us for the next several years. We cannot live with the mistakes of the last two years where new restrictions are thrown at us every time cases rise, as they inevitably will. It is far past time for the government to relinquish the power they have taken. It is time to end all restrictions. It is time to drop the vaccine passport system. It is time to get back to normal. patients. I contacted my doctor for a chest problem. An X-ray was performed, but results were not very clear. CT scan followed and the results showed that the chest problem is not of a big concern, but there are visible irregularities in my kidney. CT scan for kidney followed up and a can-
cerous tumour has been defined by the dimensions, location and density. Three months later, on Feb. 14, the tumour was removed surgically and my recovery is progressing well. Would it stay longer in my body it would keep growing and start spreading? Ed Jaworski

At Monday’s council meeting in North Delta, councillors unanimously approved a detailed report from parks director Carmen Gonzalez, which outlines a return to community-wide events in 2022. The 2022 City Supported Events listing is divided into three categories: special facility events, city-wide events and recognitions/community events. Special facility events are identified as events that take place at a spe-
cific city facility and are generally smaller in scale. Examples include Delta School District’s Professional Days, senior volunteer teas, Easter or Youth Week. City-wide events are of a larger scale, are usually free events and cover a broad range of activities. Examples include the Boundary Bay Air Show, Luminary Festival and seasonal tree lightings and festivals like May Days. Special recognition events are special service or milestone celebrations, grand openings, long service awards, project start-ups or completions. “City of Delta supported events are an important aspect of community programming and
contributed to the social and economic health of residents,” said Gonzalez in her report. “Staff will ensure that all events are in accordance with any Provincial Health Officer’s orders in place at the given time.” Among some of the early highlights in the next few months include a public opening of the Douglas J. Husband Discovery Centre in April, Rotary Club Easter Egg hunts in Tsawwassen and North Delta, the Easter Egg Hunt and Parade hosted by the Ladner Business Association, Youth Week events in May, the Delta Virtual Triathlon, the North Delta Centre for the Arts grand opening, Delta Idol, and Ladner May Days.

The City of Delta is working at replacing a popular playground area following a suspected arson fire at North Delta’s Chalmers Park. Delta Police responded to a report of a fire at the playground area of Chalmers Park located at 11400 76A Avenue at 1:37 a.m. Saturday morning. Upon police arrival, Delta Fire Department had already extinguished the fire. At Monday’s Delta council meeting, Mayor George Harvie encouraged residents who may have seen anything to come forward and provide information to police. The last thing local restaurants and cafes need right now is more “red tape” surrounding how and when they can operate patios, decided Delta council on Monday night. And so, the staffproposed patio program changes will be put on hold for now. Had the changes been adopted, the longer-term, pandemic-indifferent framework for patios would have come into effect on April 1 and moved away from the COVID-19 Hospitality Adjustment Plan, which expedites City approvals of sidewalk patios. “It’s an extremely sensitive time right now for businesses with staff shortages, supply chain problems, rising taxes that they have to pay on their rent or lease due to the increased land values,” said Mayor George
Harvie. “All this together, it really shows it’s not the time that we embark on a formalized program. I would hope that after referring to staff, that we bring it back toward the end of the year.” The now-referred Patio Program included three streams – private property seasonal, private property year-round and public property seasonal patios. Seasonal patios from April 1 to Sept. 30 would follow a similar practice to now, offering streamlined approval without fees or requiring council approval, as long as safety and accessibility considerations are met. Private property seasonal patios would only require additional city approval if the patio triggered the need for a building permit. Those seeking yearround patios on private property would be given a checklist to ensure a streamlined approach
and would require adherence to zoning, B.C. Building Code and occupancy load limits. Had it been adopted, there would have been a grace period for all existing patios until April 1, when the seasonal patio program starts. Existing agreements between the city and businesses for longer-term patios on public property would have remained valid for the term of the agreement, reads the staff report. “I think everyone in the community who I’ve spoken with, the vast majority agree that these expanded patios should be here to stay,” added Coun. Dylan Kruger. “They’re great for the business community, but they’re also great for enhancing the vibrancy of our commercial centres in North Delta, Ladner and Tsawwassen. “We want to send a clear message to busi-

temporarily amended policies and processes by the provincial Liquor and Cannabis Regulation branch and allowed licensed establishments to expand their liquor service areas to include outdoor seating. Following the passing of that resolution, Harvie sent a letter to Minister of Public Safety & Solicitor General Mike Farnworth requesting that the online
process for Temporary Expanded Service Areas (TESA) be extended indefinitely to ensure the survival of struggling food and beverage establishments. In the Legislature on Monday, Delta South Liberal MLA Ian Paton also questioned Farnworth on extending the TESA. -with files from Ian Jacques

For the second year in a row, Statistics Canada has named Boundary Bay as the busiest airport in the country, beating out Toronto Pearson International Airport, the Abbotsford Airport and Vancouver International Airport, respectively. At 211,335 movements in 2021 – defined by NAV CANADA as a take-off, landing or simulated approach by an aircraft – Boundary Bay airport outranked Toronto Pearson International by 37,197 movements, Abbotsford by 42,318 and Vancouver International by 44,400. Local movements made up 63.5 per cent of movements at Boundary Bay in 2021. The Statistics Canada press release shows that Boundary Bay airport’s 2021 movements increased 14 per cent from 2020’s, but both years have remained
below pre-pandemic levels. Overall, total aircraft movements in the country increased 11.8 percent in 2021 from 2020, but were down 26.8 per cent from 2019’s tracked movements. The beginning of 2021 started with evolving advisories and restrictions, including the suspension of all passenger flights from the Caribbean and Mexico by Canadian airlines through the winter travel season, reads the release. Then, in the second half of 2021, there was some “optimism” as vaccination rates climbed and Canadian border measures slowly eased. “In fact, transborder movements in the last six months of the year nearly tripled from the first half, and other international traffic more than doubled. However, the year ended in more uncertainty as a new variant, Omicron, was identified in late
November,” reads the release. “While passenger transport was noticeably curtailed by pandemic restrictions, other types of air traffic continued. For example, the summer of 2021 was a significant fire season in British Columbia and Ontario, with increased traffic reported at several airports engaged in combatting wildfire activity.” Statistics Canada’s note to readers: The Aircraft Movement Statistics: Major Airports Survey collects data on itinerant and local aircraft movements at major airports in Canada. Major airports include all airports with either a NAV CANADA air traffic control tower or a NAV CANADA flight service station. An aircraft movement is defined as a take-off, landing or simulated approach by an aircraft, as defined by NAV CANADA.

The Mayor’s Youth Council (MYC) has two more meetings scheduled for 2022 before they disband prior to civic elections this fall, and diversity and inclusion, sustainability, climate action and community resilience are on their agenda. Though the 14 members only met
five times in 2021, they virtually covered nine different topics, some of which included the equity, diversity and inclusion audit, the cycling master plan, DeltaPort’s fourth berth proposal and the single-use plastics bylaw. “The Mayor’s Youth Council provides a voice for Delta’s youth and informs Mayor and Council on issues affecting youth, increases education and awareness of local government in Delta’s
youth and builds future civic leaders,” says a staff report presented at the Jan. 24th council meeting. “The Mayor’s Youth Council will continue to meet in early 2022 and report back on input and initiatives undertaken by members in advance of civic elections in the fall.” Council approved the MYC’s 2022 work plan at the Jan. 24 meeting. On the MYC’ agenda are: collaborating with the Mayor’s Task Force on
Diversity, Inclusion and Anti-Racism, reviewing and providing feedback on council’s sustainability and climate action initiatives, receiving an info session about the Burns Bog Ecological Conservancy Area and providing feedback, as well as receiving an info session about Delta’s Community Resilience and Economic Recovery Support Team and then providing feedback on it.

Tsawwassen actor’s book captures personal journey from abuse victim to survivor to Jedi DANI PENALOZA

Nicholas Harrison hopes his new book, Safe Space: A True Story of Faith, Betrayal, and the Power of the Force, gives other abuse survivors hope, just as the Star Wars film series did for him as a young boy. Safe Space, which was published in January, is a personal account of the years of sexual and physical abuse that Harrison faced at the hands of Catholic priests as a boy and documents how Star Wars led him on a journey from victim to survivor to his final form as a Jedi. “It’s part memoir and it’s also part research, using myself as a case study for how popular culture, cosplay, cult cinema and science fiction can actually help someone through traumatic experiences – while not getting lost in it, but using their fandoms as a way of shaping and re-establishing their boundaries that have been shattered during abuse,” says Harrison. Harrison’s story had its own evolutionary journey as well, and actually began
as a research paper that he wrote during his Ph.D. at the University of British Columbia. Years later, it transformed into the play How Star Wars Saved My Life in 2017 and was nominated for a Jessie Richardson award. Now, Harrison’s story is captured in book-form within Safe Space. “When I first came out about the abuse, it was a time when people didn’t want to talk about it. And even today, even with everything else that’s going on, it’s still a very touchy issue for many people ... [But] It’s very interesting to see how the world is starting to now embrace survivor stories and to not treat survivors as outcasts,” he says. Though Safe Space is a story of abuse and pain, it’s simultaneously a story of resilience and strength. It is there to remind other abuse survivors that they don’t need to be ashamed of what happened, and that it’s important to speak out about it. “I would love if it helped just one person understand that what happened to them was not their fault, and that there is
hope, and that there are people out there that support each other who have gone through similar things ... I hope it will shed light for those who don’t know anything about abuse and being abused, and it’ll help them understand their friends and family members, who have been abused, a little bit better,” says Harrison. In addition to being an author, Harrison is also an actor, professional fight director and stunt performer. He, admittedly, was also the man behind the Star Wars character sightings in Tsawwassen back in April 2020, which created quite the buzz on social media. After two years of pandemic-related inactivity, The Loades of Music Daytime Concert Band is back and on the hunt for brass, woodwind and percussion players to join their spring session. The band’s director, Roger Loades, is pleased to report they are expecting around 35 to 38 members returning to rehearsals, which is only a few less than their approximate 40 members before they shut down when the pandemic started. And for only $20 and proof of double vaccination, interested seniors can join them – all you need is your instrument and a music stand. “We will practice into the end of June, and then we will take summer off, and then we’ll go back and start again in September. We’ll do our Christmas

concerts [during that session] around Ladner and the seniors’ homes and Tsawwassen,” says Loades. The band plays a variety of music styles, from Broadway to pop to clas-
sical, and are specifically looking for more brass instrument players. “If you play an instrument that is not a harmonica or a violin, just come. We provide all the music ... and our fees are
exceptionally low,” he says with a laugh. The most exciting part of returning to rehearsals is actually getting to see one another again, says Loades, and socialize as they did before the pandemic. The band is also looking forward to playing music for others again, which they got a glimpse of last week when they invited a group of kids from Sprouts Early Learning to come watch their rehearsal. Thankfully, there was not a single boo from their audience, says Loades. The Loades of Music Daytime Concert Band is composed of players from South Delta and beyond, even as far as Deep Cove, and some players are part of multiple bands. If you’re interested in potentially joining the band, Loades encourages folks to drop by one of their rehearsals on Fridays at Cedar Park Church in Ladner from 1-3 p.m. to get a taste of what they’re doing.

Sun Devils crack top 10 at provincials
Girls basketball team concludes best season in 17 years with plenty of promise moving forward MARK BOOTH

A season that began loaded with question marks concluded as one of the best in the history of South Delta Sun Devils senior girls basketball. The Sun Devils wrapped-up a memorable campaign with a 10th place finish at the B.C. AAAA Girls Championship at the Langley Events Centre. South Delta went 2-2, falling 75-58 to Yale in its opening game before bouncing back with wins over North Peace (87-35) and West Vancouver (55-51). The girls then dropped a 93-66 decision to Kelowna on Saturday.
Grade 11 Mackenzie Cambpell had a terrific post-season for South Delta.
After seeing the 2020-21 campaign completely wiped out by the pandemic, head coach Sharon Butler made her delayed debut at the senior level with a starting line-up that didn’t have a Grade 12 player. The Devils made early noise at the Howard Tsumura Invitational in December with a top four finish then played some of its best basketball of the season when it mattered most, capturing last month’s South Fraser Championship to secure their first B.C. berth in 17 years. “What an incredible experience for these girls and so invaluable for their development moving forward,” said Butler. “I am very proud of our group and all they were able to accomplish as a team. It was a brand-new group who really had never played together and they were able to learn to share the ball, play team defence and have some good offensive sets. “The future is bright and we can’t wait until next season to continue to develop and make some noise at the AAAA level.” The win over West Vancouver on Friday avenged an earlier season loss as South Delta opened up a 46-33 lead after three quarters then turned back a Highlanders’ comeback bid in the final 10 minutes. Kelowna’s size and depth proved to be too much on Saturday as the Okanagan champions, ranked No. 6 for much of the season, pulled away in the second half after the Devils had crept within eight at the break. Kaija Rutledge, Mackenzie Campbell and Kira Denney led South Delta in scoring throughout the tournament,

Ice Hawks climb back in series with Whalers after overtime win
There was little separation between the top four teams in the Pacific Junior Hockey League’s Tom Shaw Conference in the regular season and the trend has certainly continued in the post-season. After a dramatic seven-game series opening round win over the Richmond Sockeyes, the Delta Ice Hawks are finding out why the White Rock Whalers
took out the first place North Vancouver Wolf Pack in six games. Carson Bingras celebrated his 19th birthday Tuesday with his first goal of the playoffs at the 2:07 mark of the second overtime to lift the Ice Hawks to a 4-3 win and avoid a 3-0 hole in the series. Tiny houses could help B.C.’s housing squeeze Micro-homes on wheels offer innovative way to densify neighbourhoods, expert says CHUCK CHIANG

Could living in a tiny mobile home that is so customized and intricate that the final product more closely resembles a high-end custom house be a solution to the Lower Mainland’s lack of affordable housing stock? The trend of tiny houses built on wheels and offering between 200 and 400 square feet of dwelling space has been increasingly popular in other North American jurisdictions like California, Washington and Hawaii. These markets, while different from Metro Vancouver, share the B.C. market’s high prices, lack of affordability and limited housing stock. One such builder, Oregon-based Tiny
Mountain Houses, started its modular factoryconstructed housing business in 2014. But according to company principal Lou Pereyra, most orders he receives today are higher-end custom homes on wheels that customers can park to add permanent housing capacity to their properties. “Generally, the highest demand is in high-rent districts,” Pereyra said. “It could be in bigger cities where upwards of $3,000 a month gets you almost nothing, and we see a lot of migration towards something different. Hawaii is a big market for us, Seattle, Portland, the Bay Area … where some people just stick it in their backyards where the local codes permit tiny houses.” CONTINUED: see Page 21

Accordingly, Pereyra noted, most sales have gone to rural or suburban communities – although he added that some urban markets have been receptive to tiny homes, too. He said there have been inquiries from Canadian customers – although most of his sales still originate from the U.S. A veteran Canadian affordable housing researcher said the tiny homes are likely to run into challenges in major urban cities in Canada due to local zoning laws and vehicle regulations, but added that the concept shows an innovative way for Canadians to resolve the country’s worsening housing affordability crisis. Avi Friedman, professor of architecture at McGill University in Montreal and an expert
on housing affordability and sustainability in Canada, said the idea of tiny houses isn’t fundamentally different from the idea of laneway houses. Both seek to expand the residential capacity of a finite parcel of land – something that is crucial to dealing with the housing issue in B.C., Friedman said. However, the challenge in adding homeon-wheels capacity to residential properties in urban areas such as Vancouver will lie in persuading urban municipal governments and neighbours to accept the added density as well as the additional stresses on local infrastructure. Friedman said that most urban governments like those in Vancouver and nearby cities will not likely support the homeon-wheels option. “Don’t misunderstand me; I like this solution,” he said. “I don’t think everyone should be living in McMansions. Young people can live comfort-
ably in a tiny home, and some products are very innovative. “Unfortunately, to convince big cities to allow this is difficult. It may not be impossible – someone may have to challenge zoning in court – but you will not get a permit to place [tiny houses] onto your property.” The biggest barrier, as it often is in situations like this, is money. While city planners will also cite concerns about the ability of a home-on-wheels to fit into the character of a neighbourhood, the primary obstacle is tax revenue – or the lack thereof. “Cities make money on taxes,” Friedman said. “And they don’t want these type of structures because there’s no [property tax] revenue in them. You need to connect these structures to sewers, power and water, and the need to access these things makes such a product in an established urban environment quite a challenge.”

Just as I fail and struggle in life, Abraham, David, Peter, and others also failed. This worldview is realistic, but it is also filled with hope and a vision for a better world through the power of God’s love. Jesus says, “In the world you will have tribulation. But take heart; I have overcome the world.” When your worldview falls apart in light of recent events, I invite you to consider Jesus to be your worldview that helps you make sense of the world and move forward with faith, hope, and love even in the hardest of times. City of Delta wins HUB cycling award The City of Delta and a local repair business are among this year’s winners of the ninth annual HUB Cycling Awards. The recognition is for municipalities, organizations, schools and community volunteers for their contributions to making people of all ages and abilities feel more comfortable and safer on two wheels. HUB Cycling is a charitable not-forprofit organization that has spent more than 20 years removing barriers to cycling in Metro Vancouver, while cultivating the health, environmental, and economic benefits that active transportation can bring. The City of Delta received the Biggest Leap Award for its commitment to ensuring Delta elementary students learn road safety, as well as its work developing a Cycling Master Plan for Delta.
For the second straight year, a South Delta-based business has received the People’s Choice Award in the bike shops category. This time the honour went to South Delta Bikes. The mobile repair service was established 22 years ago by Tsawwassen resident David Houston and he now has a team working under him. The 2021 recipient was Ray’s Cycle Service that is based out of Ladner. Other award winners included Minister of State for Infrastructure Bowinn Ma, who received the Arno Schortinghuis Lifetime Achievement Award for her leadership in ensuring active transportation is at the forefront of major infrastructure improvements, such as the upgrades to the Massey Tunnel and the Pattullo Bridge. Award winners were selected based on their

Phil was a long time Ladner farmer and proud member of the Delta Agricultural Society. He made friends wherever he went, including close relationships with his Vancouver College alumni, Kinsmen, the Kauai crew and his buddies at the Boundary Bay Airport. Philip was happiest puttering around his beautiful farmhouse, planting and harvesting his prolific garden. The family wishes to thank everyone for their continued support over many years, including Dr. David Taylor (VGH), the staff at Delta Hospital, the palliative care team, and his wonderfully dedicated caregiver, Fapiola. SHARKEY, Marilyn (nee Rowse) June 6, 1939 - February 23, 2022 I would like to thank Marilyn for sharing her life with me for the past 65 years, first as my sweet heart, then as my fiancee, and finally as my wife. She proudly raised 3 loved and loving daughters, Heather, Debbie and Sandy. She was predeceased by her siblings Kath, Manny, and Grace. She enjoyed passing time by sharing family memories with her big brother, Howard. Hazel, Marilyn’s confidante and best friend for over 70 years, whose mutual love and respect have made them “sisters”.
ARCHAMBAULT, Philip Bernard May 2,1935 - March 6, 2022 It is with heartbreak that Phil passed after a courageous fight with many health challenges. Despite these, he lived every day to the fullest, pushing all limits. He was predeceased by his loving wife, Louise, and his brother, Richard. Victor Kent Farmer, born in Somerset, Manitoba on November 19th, 1938 is predeceased by loving wife Margaret Spain, parents John and Grace Kent Farmer, brother John (Dorothy) and sister Gerry (Tom). He is survived by his second wife and soulmate Stella Young, sons Victor (Rona), Stephen (Leonora), and Brian (Robyn), daughter Susan (Ravi), stepdaughter Krista, stepson Ryan (Emily), daughter-in-law Sarina, grandsons Evan (Shelley), Cory and Joshua, granddaughters Eryn (Tyler) and Angelina, step grandsons Devin, Rowan, Jack (Kara) and Kurt, nieces Kathy (Dave), Marianne (Wayne) and Cindy, nephew Craig (Rhonda). Additionally, the family expands to sister in-law Charlotte, her children Connie, Scott and Chris and many more.
Victor most enjoyed being with his family which was everything to him. He especially enjoyed his time hosting the family and friends at Loon Lake, where so many memories where made. A memorial service will be held on Friday, March 11th at 1:00pm at the Delta Funeral Home, 5329 Ladner Trunk Rd in Ladner. A celebration of life will be held at a later date. Marilyn enjoyed many close friendships as she moved from Ashcroft, her home town, to Vancouver, Hamilton, Campbell River, Ocean Falls, Camas, Antioch, Auckland and finally Tsawwassen. She loved to travel, ski, entertain, quilt, and volunteer at the Hospice Thrift Store but her true strength was her devotion to her family with 4 grandchildren, Scott, Carly, Alison and Jody - her great grandson River and expected great granddaughter, Violet Marilyn. She loved her family and appreciated each of them as individuals.

She and our entire family are particularly appreciative of the care given at the Irene Thomas Hospice and for the vision of the people who made this facility possible.

GRANT (née McKee), Ruby Diane August 6, 1936 − February 28, 2022 The Head Cheerleader has gone to see her Captain of the Football Team. Diane attended Kitchener Elementary, then Lord Byng High School, where she met the love of her life, Tom. They married and had four children, Donald, Linda, Steven and Michael. They held various jobs until the family started their business, Halftime Holdings, which had Mom doing the books for over 30 years. When Tom left the field of play in 2004, Mom continued to work until 2013 and then retired. She volunteered with the Delta Hospital Auxiliary, a throwback to her days as a candy striper at St. Paul’s Hospital. Diane was able to travel; she saw New York, Chicago, England, Hawaii and a river tour in the Netherlands. Her constant fur companion, Tommy, was her comfort as she walked throughout Ladner. Mom got Alzheimer’s in late 2019 and was admitted to care in early 2020. She then caught Covid on Feb 20th and left us on Feb 28th. She is survived by her children, Donald, Linda (Gary), Steven (Lynn) and Michael (Kris); grandchildren Kelsey (Andrew), Stewart, Taylor, Jennifer, Gordon, Joseph, Jacob and Jessica (Darien); brother Gerry; sister Vicki (Bruce); and a number of cousins, nieces and nephews. The family would like to thank the Staff at Kin Village for all their care and compassion during Diane’s time with them. The family will have a private Celebration of Life. With her loving family by her side at home on March 7, 2022, in her 58th year, Anne (nee O’Keefe) Berger was called home to God. Beloved wife of Tom, who provided steadfast support during Anne’s illness. Proud and devoted mother cherished by her children Mary and Brian. Much-loved daughter of Dominic O’Keefe (Peterborough, ON). Treasured sister of Jim and Diane O’Keefe (Peterborough, ON) who provided their love and support throughout Anne’s journey with cancer. Dear sister-in-law to Bernie, Karl (Denise), Joe (Laura), Al (Denise) and Ingrid (Gary Pidduck). “Best Christmas Day present ever” to her late mother Doreen (nee Shaughnessy) O’Keefe. Adored by her late brother Bob. Fondly remembered by her nieces and nephews, many friends, and relatives. She also leaves behind her comforting companion, Bernese Mountain dog Heidi. Anne’s greatest love was her family. She shared her lifelong love of books while encouraging Mary and Brian to pursue their many activities and interests. Anne shared her love of life and sense of adventure with her family, enjoying new experiences, exploring near and far, and tackling geocaching challenges together. She especially enjoyed walks along the dikes in Delta. Anne looked forward to the monthly pub meetings of the book club she founded 10 years ago. She was a true-blue Toronto Maple Leafs fan, cheered the Toronto Blue Jays, and loved the Sound of Music and Winnie the Pooh. Living such an energetic and active life, Anne was blessed with a lifetime of cherished memories with her family and friends including the time she danced with Bruce Springsteen in New Jersey. Anne spent 33 years caring for others as a dedicated RN finishing her career at what she considered her dream job, working at VGH Thrombosis Clinic since 2011. Anne will be most remembered for her deep faith, strength, unwavering optimism and resilience, and ability to reach out and touch the lives of others. Anne was blessed with many amazing friends, neighbours and co-workers, whose assistance with transportation, meals, treats, prayers and more, was greatly appreciated. Thank you to the competent, compassionate chemo nurses of the 6th floor at BC Cancer Agency, the dedicated, caring staff from the professional Radiology Dept. at BCCA, all of Anne’s doctors and South Delta homecare for their kindness and care. Special thanks to her exceptional primary homecare nurse Cathy, and her supportive Palliative Care team. A funeral mass will be celebrated at Sacred Heart Church, Delta on March 17th at 10:00am, COVID protocols will be observed (masks must be worn in the church).
MacMILLAN, Robert (Bob) John January 25, 1925 - February 19, 2022 It is with great sadness that we announce the passing of Bob MacMillan. Bob passed away peacefully at Delta Hospital, in Ladner. He is survived by his loving wife, Sybil, and predeceased by his daughter Pat. A proud veteran with the RCAF, Bob met his beautiful bride of 76 years in 1945, when stationed near Newcastle in England. Bob lived a full life. He ran a successful heavy equipment business and enjoyed cruises, and trips in their motor home. He was a champion BC snooker player, and loved a game of poker or golf.
Bob was loved by all who knew him, always ready with a funny quip and an easy smile.
