Street FUN-iture pop-up parks coming back

Fancy a round of mini golf or a spirited game of table tennis? The well-received “Street FUN-iture” popup parks that Delta saw last summer are making a comeback this year. During council’s March 7 meeting, civic politicians approved the 2022 FUN-iture program, which plans for a total of four pop-up parks, three outdoor reading rooms, a year-round urban play park and an 18-hole miniature golf course to be shared between South and North Delta. “I enjoyed seeing grandparents and grandchildren playing bocce ball together [last summer]. I love that we’re building on this program this year with the addition of a miniature golf course ... I think it’ll be a great way to, as the report states, to find opportunities to connect our community,” said Coun. Dylan Kruger.
The pop-up parks are slotted for Bridge Street and Elliott Street in Ladner as well as the wharf, at Bayside Village in Tsawwassen and Sunstone Village in North Delta, while the outdoor reading rooms will be outside of Delta’s three libraries. North Delta’s Sungod Recreation Centre will become the home of the year-round play park, and the mini golf course will be split between South Delta at the “Back Nine” on Bridge St. in Ladner and the “Front Nine” at Sunstone Village in North Delta. Pop-up parks and the urban play park will include a variety of Street FUN-iture, including bocce, foosball, table tennis and cornhole games, shaded picnic tables, wooden cable-spool tables and stools, moveable patio tables and chairs, as well as outdoor patio lighting on timers. Copeland also expressed their appreciation for the program and enthusiasm to see families playing in the pop-up parks again this summer. Council then referred the report to the city’s Parks, Recreation and Culture department so they could provide feedback, if needed. Though Delta council originally allotted $50,000 for the 2022 Street FUNiture installations, the city will be spending an additional $60,000 for the mini golf course. However, the staff report notes that the 3,000 square foot course will be used year-round within Delta facilities for special community events outside of the pop-up parks timeframe. Street FUN-iture will be set up late in the spring or early in the summer and will be removed after Labour Day on Sept. 6. Some of the chairs may remain at Elliot St. and at the outdoor reading rooms until after Thanksgiving.

Unique program prepares students for a successful farming career KPU Farm Schools gears up for another season and (at the Tsawwassen First Nation Farm School site) raising livestock. With no pre-requisites, exams or grades, this program appeals to everyone from the curious seasonal gardener to the aspiring farm entrepreneur.

Spring is in the air, and farmers across Delta are preparing for another growing season, including staff at Tsawwassen First Nation Farm School, a part of KPU Farm Schools, established in partnership with the Tsawwassen First Nation in 2015. After multiple seasons of extreme weather events, Katherine Hastie, vegetable production manager at the Tsawwassen First Nation Farm School, is hoping for a predictable harvest focused on “nurturing knowledge from the ground up.” KPU Farm Schools consists of the Tsawwassen First Nation Farm School and the Richmond Farm School. Each offers a specific 7-8 month program that allows students to receive hands-on experience in sustainable methods of growing vegetables, soil science, integrated pest management, beekeeping

Nancy Prober, a practicing psychologist and alumna from KPU Farm Schools, enrolled in the program in 2017 to learn about sustainable vegetable production and its integration with raising livestock. After completing the program, Prober partnered with a couple of her classmates and spent three years running a part-time produce and flower business through one of the incubator plots leased to alumni. This venture evolved into Prober’s current part-time business, Flyway Herbs, which focuses on farming herbs. Attending KPU Farm School taught her how “learning is never done,” as farming requires
hands-on problem-solving, resulting in valuable, relevant and applicable lessons. This experience built confidence with Prober, making her goal of owning and operating a small-scale farm achievable. The general public has access to fresh harvests from the Tsawwassen First Nation Farm School during the summer and fall through its Community Supported Agriculture (CSA) Food Box program. Back for its seventh season, this program sells a 20-week subscription to farm-fresh products. With the farm anticipating harvesting fresh staples such as lettuce and tomatoes alongside various types of kale and squash, the CSA food boxes will feature a healthy variety of produce. This offer is in addition to livestock products, including a weekly egg subscription and pork sales in the fall. With all the proceeds from the CSA Food Box program focusing on recovering costs, Tsawwassen First Nation Farm School manager Sarah Clements believes this teaches students to run an economically viable farm “that sets them up for success and a realistic environment.” Starting on June 15, customers can pick up CSA Food Boxes weekly from various locations, including the Tsawwassen First Nation Farm School or KPU Surrey. ‘Tragic accident’ claims life of Darryl Schallig at Cypress Mountain Resort

A Tsawwassen man is being fondly remembered by family and friends following his tragic passing. Darryl Schallig, age 50, died in a skiing accident at Cypress Mountain Resort in West Vancouver on March 5. West Vancouver Police Department confirmed that just after 10:30 a.m., officers responded to a call after reports of an injured skier. The BC Ambulance Service and Cypress Mountain ski patrol were tending to the injured skier, however he was later pronounced dead at the scene. “Early indications are that this appears to have been as a result of a tragic accident,” said WVPD Const. Kevin Goodmurphy. “Our
thoughts are with the family and friends of the deceased.” Goodmurphy said the police department is now helping the coroner with its investigation. Schallig leaves behind his wife Geeta, children Cole and Sophia and a community of friends and family. Geeta told the Optimist that it is that “family” and “community” that are getting her and her children through such an emotional and devastating time. “I have a pretty big family here in Vancouver. I have two sisters that have basically not left my side,” said Geeta. “My family and my friend groups. The community…I can’t even explain how supportive people have been, but my family right now has been getting us through this. I’ve had people drop off
food and I couldn’t figure out who some of them were and then I realized it was the grandparents of a gymnast that my son trained with…I haven’t seen them in years. It just made me feel so loved and made me feel like so many loved Darryl.” The Schalligs moved to Tsawwassen in 2002 and have been active members in the community involved in various community issues, events and family sporting endevours. “My kids have gone to day care, school, all the sports, soccer, hockey, my son was a competitive gymnast and coached at Delta Gymnastics,” she said. “I got flowers from Delta Gymnastics…we haven’t been involved with Delta Gymnastics for a couple of years, but that has been the impact. Talking with my daughter, who is graduating
in a few months, how so many people have reached out to her to say how wonderful her dad was. My son has really found solace in how people have responded to him and to support him. His friends have all come over and hugged me and gave me flowers and told me how wonderful my husband was. You just think it is normal interaction in the community, but you don’t realize how much someone impacts people – especially the young people. I’m just blown away by the young people and how compassionate and empathetic they have been. It doesn’t make it easier, but it makes me know that Darryl was such a great guy and loved by so many.” Geeta said it has been hard to comprehend Darryl’s death as he was an avid skier who started
skiing at the age of four, was a downhill racer when he was young and a competitive gymnast in Alberta. The couple met in Victoria, she said. “He was always athletic, so when I heard about this I couldn’t believe this could happen to him. He loved skiing and was an experienced skier,” she said. “He had just got himself a brand new pair of skies that he was pining to use. He went up the weekend prior and the conditions were wet, and he didn’t ski, so last Saturday was the first day that he put those skis on. As my kids have said the little bit of solace is that he was doing something that he loved.” The family has a funeral service planned for today (March 17) and a Celebration of Life on May the 4 – in honour of Darryl’s love of Star Wars.

Will the provinces electoral boundaries change? That’s the question that will be answered following a series of public meetings and consultations held across the province in the coming months. On March 8, members of the BC Electoral Boundaries Commission held a public meeting at the Coast Tsawwassen Inn to receive input and answer questions from the public on the area, names and boundaries of provincial electoral districts. Prior to the meeting, the Optimist had a chance to speak with Commission Chair Justice Nitya Iyer to learn about the process and the steps ahead. Iyer said the three
commissioners were appointed last October and began the planning on the first consultation sessions. The meeting in Delta was one of the first for the commission. “We will put the information we get from the public together with the geographic data we get from Stats BC and Stats Canada and make proposals for reform, or changes in the electoral districts,” she said. “From there we put that in a preliminary report that will be tabled in the Legislative Assembly and made public. We hope to do that around September so we can then hold a second round of public hearings in the fall. The purpose of the second round is to get people’s comment on the report and will focus on areas that we are recommending change.”
She said the final report has to be submitted to the Provincial Legislature by April 2023. By provincial legislation, a commission is created to review electoral boundaries in the province after every second general election, so the last one was in 2015 and then before that in 2008. Residents who were unable to attend the meeting in Delta or any of the public meetings across the province, can still be involved in the process. Iyer said the commission’s website at: bcebc.ca is a place where residents can make a submission and or participate in a survey with an interactive map and a series of questions to be answered. There will also be virtual hearings held as well. All information on these virtual meetings is also on the website.

Delta’s police chief and his wife are being sued by a woman claiming she was assaulted when sprayed with a garden hose allegedly wielded by the wife. The alleged assault was “deliberate, malicious, oppressive and high-handed,” said a notice of civil claim filed by Kirnjeet Kaur Sidhu in B.C. Supreme Court on March 1. Sidhu said she was walking along Centennial Beach in June 2020 after a picnic with friends. But, with a rising tide, she found herself having to climb some rocks alongside the home of Neil and Lorraine Dubord. It was then, Sidhu alleged, that Lorraine Dubord “made a proprietary claim to the foreshore, laughed and taunted the plaintiff about her weight and sprayed the plaintiff with a garden hose in the face

Supreme Court against Delta Police Chief Neil Dubord and his wife Lorraine. which was taken by the plaintiff as an act motivated by race.” The claim said Lorraine Dubord’s alleged actions were done with “intent and such force as to cause injury to the plaintiff.” The claim alleges the Dubords erected signs on rocks with the intent to claim a proprietary right to the foreshore. Sidhu claims general and aggravated damages; emotional distress; injury
to feelings, dignity, pride and self-respect; anxiety, long-term psychological issues and other injuries. In September 2020, the B.C. Prosecution Service said Lorraine Dubord would not be charged following an investigation into the alleged altercation. Rather, she would face alternative measures, the service said. The Dubords have not responded to the lawsuit and none of the claims have been proven in court.

Banning conversion therapy, no longer requiring physician or psychologist confirmation to change gender designations on birth certificates and removing gendered language from policies were some of the progress updates shared at the Delta Pride Society webinar on March 5. Delta MP Carla Qualtrough, Parliamentary Secretary for Gender Equity of B.C. and MLA for Victoria-Beacon Hill Grace Lore, Delta North MLA Ravi Kahlon, Mayor George Harvie and Delta School Board chair Val Windsor presented what they’ve worked on to make Delta and beyond a safer, more inclusive and welcoming space for the LGBTQ2S+ community. “We see the devastation in Ukraine, we see the things that are happening in the States – going backwards with the rights of transgender people – and we just see these things that are really threatening to the LGBTQ community, to their livelihood, to their marriages, their relationships, their human rights. It’s important for people to see what’s happening locally, and be able to encourage the community,” said Delta Pride Society’s vice president Christa Horita Kadach in a follow-up interview with the Optimist. Qualtrough highlighted the passing of Bill C-4, which banned conversion therapy in Canada in December last year. The bill makes it a criminal offence to cause somebody to undergo conversion therapy,

Lore spoke about the B.C. government no longer requiring physician or psychologist confirmation for a person 12 or older to change their gender designation on birth certificates, which came into effect Jan. 10, 2022.
Once folks receive their new birth certificate, they can change the designation on their BC Services card from there. Harvie highlighted the seven rainbow benches outside of Delta facilities, how the city raises the Pride flag every June in honour of Pride month and their support of LGBTQ+ local non-profit organizations that work to address racism and celebrate diversity. “We have undertaken staff training on a number of these fronts, and while we have made these efforts, we acknowledge we must continue to learn and grow,” he said. The city had an equity,
diversity and inclusion audit done on their policies and practices to identify areas for improvement and Harvie established the Mayor’s Task Force on Inclusion and AntiRacism to help review and make changes to their existing policies. Kahlon pointed to his work when he was first elected to re-establish an independent Human Rights Commission for the province and his current work in removing gendered language from legislation and regulations within government. “Wishing we have a more inclusive community does not make it so. It requires real
work, it requires real commitment and it requires all the faces that you’re seeing from different levels of government working together, and that’s what we’re seeing today, but we have a lot more work to do and it couldn’t be possible without the Delta Pride Society,” he said. Within Delta schools, Windsor explained the work that sexual orientation and gender identity (SOGI) coordinator Trevana Spilchen, has done to make schools a safer place for LGBTQ2S+ students and staff since 2017. Spilchen and their team, among other accomplishments, have created 16 different novel toolkits for English and Social Justice teachers to appropriately introduce and explore the themes in these books, a guideline on how to support trans and gender queer students and continue to offer ongoing training and education to parents and school staff. Windsor also said that all Delta schools have at least one gender-neutral washroom and participate in Pride week, where GSAs within the schools plan Pride-related events to celebrate within schools. “Big goals for the next school year. We hope to meet our goal next year of implementing training modules for all Delta district staff. This would be for all staff across all departments in the district. It’s a huge initiative, but it is a commitment in our procedure, and it is very important to sustaining and continuing the gains that we feel we’re making,” she said.

he numbers continue to climb. Last week, the BC Coroners Service released its January report on illicit drug toxicity deaths. According to chief coroner Lisa Lapointe, January saw 207 more British Columbians lost to the toxic drug supply in our province. January is the fourth consecutive month in which more than 200 lives have been lost and the 207 deaths mark the third highest recorded in a calendar month. Province-wide, more than 2,200 people died of drug toxicity in 2021 alone, with 19 of those deaths here in Delta. “We know that illicit substances in our province are toxic and that those dependent on them are vulnerable to serious harms and death,” said Lapointe. “Ensuring access to safer supply, establishing a substance use system of care and turning the focus away from punishing and stigmatizing are critical steps to resolving this public health emergency.” Here in Delta, city officials, Tsawwassen First Nation, Delta police and fire, Delta School District and Fraser Health have launched the “End the Stigma” campaign. The campaign aims to combat the stigma and shame surrounding substance abuse and that it is OK to reach out and seek resources and support. In this week’s online edition, a Delta Police officer tells his tragic story of losing his daughter to the opioid crisis. It is a raw and emotional account of the painful circumstances and how his family continues to navigate their loss. While government and health officials have had their attentions on the COVID-19 pandemic, this other health crisis is seemingly forgotten. And while I applaud the City of Delta and its partners on the End the Stigma campaign, it is clear by the numbers that more needs to be done. We can talk all we want about the numbers, but unless real action and a commitment from government takes place, sadly, this drug crisis will continue.

War in Ukraine proves we live in a global village
T
he Ukraine border is 8,642 km from South Delta. That’s a long way from Highway 17. Yet the unwarranted invasion of Europe’s biggest country by Russian President Vladimir Putin is affecting us in a myriad of ways. Like most of us I am outraged and brought to tears by the daily images of death, trauma and destruction of Ukrainian society. The crisis feels close to home. That may be because we have the biggest Ukrainian diaspora in the world with 1.3 million Canadians claiming Ukrainian heritage. My children’s maternal great-grandparents were Ukrainian immigrant prairie farmers who came for the free land and built a prosperous life in Canada. Get used to the economic effects of war in Eastern Europe. Starting with those painfully high gas prices, now well over $2 a litre and fluctuating. Air fares, agricultural products and base metals are next. Soon Ukrainian refugees will begin to arrive in B.C. Will we

greet them like the thousands of Berliners who lined train platforms with signs welcoming strangers into their homes? I believe we will. My husband and I attended a protest against the Russian invasion at the Vancouver Art Gallery three weeks ago. We marched to the harbour front with over 1,000 like-minded people. Support for peace was strong and hatred for Putin was loud. Those were early days in the conflict and now weeks later the bombing gets louder, the sanctions get tougher, and collateral damage is spreading.
How quickly our focus has shifted. Those days of complaining about masks, vaccine mandates, or freedom for truckers have faded. It all seems trivial when children are dying and millions are fleeing their homes with just the clothes on their backs. When I look around my community I feel proud to see blue and yellow flags flying, pop up fundraisers, and a generous donation by our city council to the Canadian Red Cross Ukraine relief fund. Our world is changing, history is being made and our actions matter no matter how far away we are from conflict. The world feels very small right now, so let’s open our hearts to those who are suffering. We are a prosperous community capable of great generosity, because we believe in democratic values and a peaceful world free of conflict. How to help Ukraine Editor: How can we stand up for Ukraine as we watch the brutal attack of its people and country? What can we do so far away and safe in Delta to help the bombarded and fleeing people of Ukraine? 1. Listen to the pleas of the Ukrainian people for military and humanitarian help to defend and protect its people. President Zelensky has asked for the safety
of Ukrainian skies from bombardment. This option is highly problematic for the wider conflict. But can NATO act? 2. Exercise your democratic freedom to tell our government what we think about Canada’s action with NATO partners. Do you think Canada with NATO is doing enough to protect the daily attacks on civilians which we watch in horror and grief?
Please write a letter of your views to the Prime Minister with copy to Delta Member of Parliament. 3. Give generously to the Canadian Red Cross or to other humanitarian organizations for much needed Ukrainian relief. to the mostly unvaccinated pushing them aside to take medical care needed when they shunned sound medical advice. Definitely no care for that little handicapped girl that lives two doors down from you who, if infected, might not survive. But maybe no one taught you about sacrifice and obligation as my father taught me. He volunteered to
travel half-way around to fight in a war he had no reasonable chance of surviving. Or his mother who raised a family of 13 on her own after being widowed, taking in sewing and laundry and having a cow in the backyard for milk. Not the time to end all restrictions
Editor: Unlike Sean Murphy’s belief that it is “Time to end all restrictions”, (Optimist, letters, March 10), I will continue to be patient and follow all COVID health care guidelines. I am not an expert on viruses, so will smartly defer and follow the mandates issued by the Provincial Health Officer who is an expert on this subject matter. To date, there have been approximately 3,000 COVID infec-
tion related deaths in B.C. and over 6,000,000 people have died worldwide. The continually mutating virus is still active and sadly more people will become infected and die. Lifting all restrictions without continuing to heed the advice of health care professionals could lead to a truly dire outcome for the people of B.C. The only plan that I have heard (from numerous health care experts) to overcome the COVID pandemic
is to get vaccinated and follow all health care mandates. I believe the arbitrary lifting of all restrictions without the approval of our health care professionals is highly questionable and could potentially lead to additional infections and deaths. Using the current, slow, cautious removal of restrictions based on the evolving data is thoughtful and prudent. Lifting all restrictions at this time is not! Robert W Craig

Editor: While today our focus must be on the tragic occurrences in Ukraine and out thoughts lie with those that are being impacted by the Russian invasion, we do have issues close to home that impact us daily. As we come out of the COVID-19 pandemic one must wonder if our Liberal government has any ability to understand the practicality of the decisions it makes on health care policy, specifically how it is applied for travellers leaving and returning to Canada. While of late the travel restrictions have been relaxed somewhat, there is still a requirement to submit an antigen test prior to return. Many travellers such as I travel frequently for
business and this one more inconvenience layered on to the travel experience, that no longer has any basis on fact. Elements such as the random testing (that by the way has been “randomly applied to me seven out of my last eight trips) that uses resources that should be made available to minimize local transmission, are an example of the Liberal government setting policy just not getting it. Neither the federal nor provincial government will share the percentage of positive tests for fully vaccinated travellers returning to Canada who also have a negative PCR test. Is that because they know it will make them look even more inept than they already are? As Delta is essentially
a border community, I have reached out to Minister Qualtrough on two separate occasions and was not graced with a response other than the automatic bounce back from her email services. Perhaps she must be too busy fulfilling her politically correct mandate given to her by our politically correct Prime Minister who has yet to find something in Canada’s history he can’t apologize for. Ms. Qualtrough should be reminded she serves at and for the pleasure of Delta voters. It would be nice to see her visibly working on our behalf of the interests of the majority of Delta residents, not just selective politically correct issues. Kevin Davis

Bikes are not the problem, riders are the problem Editor: Re: Please slow down (Letters, Optimist, Feb. 28) I can’t agree more about the dangers of bike riders passing pedestrians unsafely from behind. It is unfortunate the writer singled out e-bikes as the concerns expressed apply to all bikes and riders and are not exclusive to e-bikes by any means. It is not the bike that is the problem, it is the person riding it. Too many bike riders seem completely lacking in basic safety knowledge. They come from behind pedestrians; often travelling too fast and with no concern for the safety of others. How difficult is it to ring a bell and/or call out “passing on your left”? And, if you want to travel at
high speeds, why not do it on the road rather than weaving amongst pedestrians? It is almost impossible to walk the Millennium Trail without being passed from behind without warning. On nice weekends especially, it is common to encounter groups of bike riders travelling three abreast at high speeds with no concern for the safety of pedestrians. Too many times I have seen them give the middle finger to people when asked to slow down. On Feb. 26/21 the Optimist reported on a senior that was hit from behind on the Millennium Trail and sustained serious injuries. Despite this and complaints to the City of Delta, nothing changes. With increased density, the dikes and trails are
only going to get busier increasing the risk for somebody to be seriously hurt. Most likely a small child or a senior. We are also casual bike riders and converted to e-bikes a few years ago and chose bikes that require us to be peddling for the battery to work.
We bike without the assistance of the battery most of the time, using it only to get up hills. We wear helmets and for the safety of everyone including ourselves, we signal when passing, travel at appropriate speeds and use the road when possible. Wendy Gayle

tion gathered last March for an off-leash enclosure and associated changes to the space. Now, they are conducting their second stage of consultation for folks to review and give their input on the revised plan. According to Delta, the city is proposing to upgrade the existing offleash dog area at Pebble Hill Park with new fencing, seating, renovated paths and buffer plantings. The proposal includes splitting the area into two separate enclosed off-leash areas with 1.2 m high fences, with one of those being specifically for small dogs, and putting plantings along the north and south end of the park. Feedback for Pebble Hill is being collected online through http:// letstalk.delta.ca/ PebbleHillPark until April 4, and city staff will be at the park on March 19 from 9:30 a.m. to noon and March 29 from 4 to 6 p.m. to collect resident feedback. The proposed upgrade to Paterson Park is to enclose a section at the south-east corner of the
existing off-leash area with a 1.2 m high fence. According to the city, the current boundaries of the off-leash dog area in Paterson Park will remain. This consultation is simply focused on the addition of an enclosed area to support dog owners who may wish to utilize this feature. This is the first community consultation to be done on the project. Feedback for Paterson Park is being collected online through https://letstalk.delta.ca/ PatersonPark through April 4, and city staff will be at the park on March 26 from 9:30 a.m. to noon and March 30 from 4 to 6 p.m. Both projects, following the gathering of public input, will go back to staff to review and potentially adjust before going to council for approval. “Community consultation is an important part of this process for us to understand the needs of the community, the wants of the community, and so, we’re looking forward to that feedback,” says Gonzalez.

Despite an estimated increase to the upcoming school year’s budget, the Delta school district is bracing for an estimated $3 million budget shortfall and hard balancing decisions to be made. Following their March 8 meeting, the Delta Board of Education hosted a public input session for folks to voice their priorities and questions regarding the district’s 2022/23 budget, which started with a presentation from Nicola Christ, the district’s secretarytreasurer.
Christ shared that the annual operating budget for the 2022/23 school year is estimated at $173 million, which is up by $3.5 million from the 2021/22 budget. With that estimate, the school district is projecting a shortfall of around $3 million. A forecasted drop in enrollment of 293 full-time students, an increase in benefit costs and the previously carried-forward portion of the 2021/22 budget shortfall are contributing to that projected shortfall. “We must balance the budget without undue

Finally, after years of budget reductions, balancing options that avoid impacts or indirect impacts on the classroom are limited, resulting in a need for harder choices to be made in budgeting for 2022-2023.” The removal of these additional funding sources will likely be felt in this upcoming school year, as the services and programs that were made a possibility through it will also have to be removed, she later explained to the Optimist following the input session. “When we are making budget reductions, we’re always trying to stay away from the classroom as best as we can. And, after a while, the away-fromthe-classroom sources from where you could be making reductions are becoming lesser,” said Christ. Those attending the public input session
then broke off into different Zoom “rooms” to explore the different department and topics of interest – which included inclusive learning, embracing Indigenous ways of learning, family engagement, curriculum instruction and assessment, education technology, choice programs and facility services. The most attended break-out room was the one for inclusive learning, which in itself, proved how important of a program this is for parents, teachers and stakeholders. “We will make the most and the best we can of what there is, and what matters to us are our students and providing the absolute best support for them that we can. Regardless of the circumstances, we are always there to make that happen,” said Christ. Multi-lingual energy conservation program ‘Empower Me’ to continue Delta will continue funding the environmental outreach program DANI PENALOZA

In 2021, Canada’s only energy conservation and efficiency program specifically for diverse, multi-lingual and “hardto-reach” communities, Empower Me, held nine virtual, free-to-participate workshops in Delta, but it certainly won’t end there. For 2022, the City of Delta is putting forth $16,366 to continue funding the program. During council’s regular meeting, Coun. Dylan Kruger expressed his appreciation for the program, which aims to reduce language barriers and create awareness on energy conservation by hiring and training members of the communities they deliver the program within. “Given the fact that it was the first year for this program, and that it was a COVID year, I thought it was a really good start.
I really believe in the principles of the program of reaching out to new Canadians and helping them to reduce their carbon footprint,” said Kruger. Of the nine workshops ran in 2021, five were in Mandarin, three in Punjabi and one in Tagalog, which are the top three non-official languages spoken in Delta. These presentations reached 83 participants. “Empower Me works with underserved groups to deliver free programming and education in a culturally sensitive way. Bridging the gap left by other programs, the Empower Me program ensures participants understand how homes use energy, energy considerations of home upgrades, current utility and government rebate programs and comfort and safety considerations of energy choices,” reads the Delta staff report.

Why washing your car is important
The first things to come to mind when many people ponder vehicle maintenance are oil changes and routine tune-ups. Though each of those things are vital components of automotive maintenance, it’s important that drivers recognize the value of a thorough car wash as well. Drivers may see a car wash as a way to make their car look good, and that’s not untrue. An effective car wash can give a car a look that mirrors how the vehicle appeared the moment it was driven off the lot. But an effective wash is more than just cosmetic. According to Consumer Reports, a thorough car wash removes grit and residue, thus protecting the car’s paint job and reducing the likelihood of corrosion. Though late model vehicles aren’t as susceptible to rust, fading and peeling as cars made decades ago, they still need a thorough and routine wash to remove dirt, grime and bird droppings that, over time, can adversely affect the paint job and, if left unchecked, eat away at the metal. At the beginning of every year, I write about how gold and silver did the previous year, so this question is appropriate. At the end of January 2021, the spot price of Gold was $2350 CDN, Silver was $33 CDN, and Platinum was $1420 CDN. As of February 17, 2022, Gold was $2400 CDN, Silver was $30.60, and Platinum was $1385 CDN. From these figures, it doesn’t look like a lot of change occurred. However, the prices at the end of January 2021 were close to their highs for the year and all metals softened later in the year. The peak for Silver in 2021 was in February when the same Reddit online Jim Richardson, crowd who drove GameStop to new highs decided to do the same with Silver. I remember that Monday when we had lineups down the outside of our owner window with people waiting to buy silver. Silver was at $36.00 CND and every person the was buying silver and expecting Silver to jump to $100 by the end of the month. Instead, it went down most of the year before recovering this year. The lows were in December of 2021, with Gold at $2280 CDN, Silver at $28.50 CDN and Platinum at $1180 CDN. To answer your question about if it is a good time to buy gold, I believe that there is no best time. I am a firm believer in slow and continual purchasing of precious metals. Boundary Bay Quilters celebrating International Quilting Day March 19
The Boundary Bay Quilters Guild is happy to again participate in International Quilting Day this Saturday, March 19. Members will be decorating their homes with quilts, providing the public with a glimpse of their textile creations. During the pandemic, the Guild switched to regular monthly Zoom meetings, Zoom sewing days and Zoom workshops although in-person social events and workshops have occurred when it was safe to do so. The lockdown resulted in an unexpected bonus when speakers from across
Canada, the United States, Australia and Great Britain were able to share their knowledge and show their quilts at Guild meetings. This local Guild makes and donates several hundred quilts annually to Fraser Health and other charities for new babies; the BC Cancer Agency for the comfort of cancer patients; and to Canadian Quilts of Valour for injured CAF personnel. During the last year, the Guild continued to contribute to these charities, as well as make and distribute 65 quilts to Fraser Health employees working in the
COVID ICU departments to show our health care professionals how much we value their work during the pandemic. The Guild has held biannual quilt shows since 2008, but COVID caused the show scheduled for May 2021 to be rescheduled to May 2023, so International Quilting Day is an opportunity for a more informal “drive by” quilt show. Children’s advocate to speak at CFUW-South Delta meeting On Tuesday, March 22 at 7:15 p.m., interested members of the public are invited to a Zoom presentation by Tracey Eyles, the Outreach and Community Engagement Advocate from the Office of the B.C. On Feb. 20, Russia launched an unprovoked war against Ukraine. As the tragic events unfold before our eyes, as we hear reports of attacks against civilians and millions being forced to flee their homeland, as we pray and seek ways to help the victims, it is natural to wonder about God’s position in relation to this and other atrocities. People have long contemplated and debated the question of how a loving God allows evil to happen (the question of theodicy). Though God’s specific motive for acting or not acting in any given situation is beyond the human mind, Christians believe that God’s loving will has been revealed in the pages of the Bible. When he walked the
earth as a human being, Jesus spoke plainly about the future, and the picture he painted was ominous: “Nation will rise against nation and kingdom against kingdom, and there will be famines, and earthquakes in various places.”(Matthew 24:7). History has borne the truth of these words spoken 2,000 years ago. But Jesus didn’t leave his ancient hearers with a message of doom and gloom. He concluded by saying: “all this is but the beginning of the birth pangs.”(Matthew 24:8) What birth was Jesus speaking of? Of course he was talking about the birth of the kingdom of God into the world, the day when the spiritual kingdom over which he now rules, as the risen and ascended Lord, will be established in its fullness as a visible kingdom on earth. On that day,
suffering, and war, and death will be no more. Those key words in the Lord’s Prayer, “thy kingdom come,” pray for the dawn of that day. But as the last book of the bible, the Book of Revelation, testifies, that day will follow many trials and tribulations, pain and suffering. In troubled times, those who claim Christ as Lord are called to live faithfully, trusting in God’s promise, living out their lives as witnesses to the peaceable kingdom of Christ. Answering that call is far from easy, but we are not left groping in the darkness. The one who died and rose for the sake of a sin-sick, death filled suffering world comes to us through his word of promise, his sacraments, and his presence in community. The peace of Christ be with you always.

A pair of South Delta Storm A1 rep hockey teams have booked their tickets to the upcoming provincial championships following Pacific Coast Amateur Hockey Association’s Final Four playoffs. The U18 Storm are off to the B.C. Tier 2 Championships in Campbell River that run from March 20 to 23. South Delta secured its spot with a runner-up finish at the PCAHA Final Four in Port Coquitlam. The locals didn’t wasn’t anytime in locking up their trip to Vancouver Island, producing wins over Port Moody (6-0) and Port Coquitlam (3-2). That set the stage for Sunday’s battle of unbeaten teams for the playoff banner with the Storm dropping a 5-1 decision to Hollyburn. Both teams head to Campbell River with South Delta in a round-robin group that includes Greater Trail, Peninsula and Fort St. John. The top two teams advance to the semi-finals. Upset win earns U18 Stars playoff banner
The U18 Delta Stars girls C1 hockey team capped a terrific run in the Pacific Coast Amateur banner playoffs with a clutch performance when it mattered the most. After placing third in league play, the Stars joined five other teams in their playoff group. They produced wins over Vancouver C1 (2-0), Richmond Ravens C1 (4-1) and Washington Wild 19UAA (3-2), while battling Langley to a 2-2 tie and falling 4-2 to Burnaby C1. The 3-1-1 record was good enough to advance to the playoff banner final and another crack at Burnaby, a team that captured the regular season title and Delta had not beaten all season. Taylor Katsube got the Stars off to a great start with a pair of first period goals. Burnaby cut the lead in half before Katsube added her hat trick tally. Ashley Westeringh extended the margin to 4-1 to close out the second period.

BRACKEN, Lawrence Anthony August 16, 1947 - February 28, 2022 Comforted by family, Larry passed away peacefully on February 28th, 2022. Born in Montreal, Larry leaves behind his long-time partner Dianne, his children Alex and Katharine, his sister Barbara and brother Tim as well as many nephews, nieces, and friends. He served in the Navy in his younger years and dedicated the latter years of his life to caring for Dianne, making her life as comfortable as possible. Together with Dianne, Larry enjoyed travelling, frequently making trips to Mexico and Europe. He loved motorcycles, baseball, gardening and sailing. For many years Larry volunteered at the Union Gospel Mission on Vancouver’s Downtown Eastside, always there when someone needed him. He practiced Buddhism and had an affiliation with the Lingyen Mountain Temple in Richmond. He is sorely missed and will always be in our hearts. A Celebration of Life is planned for a future date, in lieu of flowers, we encourage a donation to the Union Gospel Mission. Born in Braunschweig, Germany, Marlo immigrated to Canada in 1964. Marlo and her husband August raised their family in Tsawassen. They had many fun times with good friends. Marlo worked for the Delta Hospital from the first day it opened until she retired. In the early morning of March 2, 2022, Marlo passed away peacefully in the Kinsmen Extended Care. Our thanks to all the staff for their tender care.

LÉVESQUE, Philippe Edmond (15 September 1945 – 02 March 2022) Phil passed away in Delta Hospital from complications of Alzheimer’s. Born in Sainte-Anne-des-Monts, Québec, Phil chose to retire in British Columbia after visiting his sisters here. He is survived by his wife Saskia, children Brenda, Steven, and Todd; siblings Marie, Lucette, Rachel, Catou, Gilles, Céline and Gaétane; grandchildren, nieces, nephews; and family through marriage. Phil enjoyed his life in the Canadian Air Force before settling in Ladner. He treasured family, friends, and laughter. The family wishes to thank the staff at Delta Hospital for their care during his final days, as well as Doctor Lee at the Djavad Mowafaghian Centre for Brain Health at UBC for his considerate support of all aspects of Phil’s health. Phil has joined siblings Claude, Paul and Renée; and son Sheldon. A Celebration of Life is planned at the Delta Funeral Home on Saturday, April 30 at one o’clock, 5329 Ladner Truck Road, Ladner. MORROW, Bob J. January 2, 1964 − March 4, 2022 Robert (Bob) John Morrow was born Jan 2, 1964, in Winnipeg to Wayne and Irene. Bob ran a successful restaurant for 35 years, where he made many friends and brightened many lives. Bob had a quick wit, a warm personality and a questionable hairstyle. The love of Bob’s life was his family. He and his dad had a special relationship until Dad’s passing in 2004. Bob is survived by his brothers Rick and Kelly − Alex/John/Sara/Anna and Jeff and Silvana − Haley/Ashley/Brooklyn, and mother Irene, whom he dearly loved and cared for until his final days. Nothing brought Uncle Bob the joy that his seven nieces and nephews did. Whether it was joking around with Haley or watching John golf, Bob loved them all dearly. Bob lived the life he wanted. He was not one for societal norms but wasn’t judgemental towards those that were. Bob didn’t care how much money you had or where you came from. If you were a good person, you could be Bob’s friend. Bob’s life was a little too short for those of us left behind, but I suspect he had no regrets and would say, "don’t worry about me, I’m good." RIP son, brother, uncle, cousin...friend....Bob.

BAES, Alaria K It is with mixed feelings of relief and sorrow that we said goodbye to our sister and friend Alaria K Baes (aka Lynne Chatwin) on March 8, 2022. She suffered the pain of cancer which took her from us despite an amazing team of friends and family who offered help in every way they could. She is predeceased by her partner Gary Hall and parents, Ralph and Doreen Chatwin, and survived by her sisters Carol (Wayne), Lorna (Ted), Kaye (John), Brenda, and brother Graham (Debbie), all who were able to say their goodbyes before she passed.
Love’s greatest gift is remembrance
Memories of Alaria that are dear to our hearts include car racing, white-water rafting, big sister wisdom and the selfless care she gave to our parents before they passed. We cherish and will carry with us the love, selfless healing, and enlightenment she offered so freely to us all. Going forward, our sweet angel will always be celebrated during family times and gatherings. Peace be with you, dear Alaria, and happy journey to the light.

Chuck married the love of his life, Terry Frances White, on October 21st, 1967 and they have been together ever since. Chuck worked for BC Tel and was transferred to Campbell River in 1967. After Campbell River, the couple moved to Tsawwassen in 1971 and have been a part of the community ever since. They built their family in the community and made many lifelong friendships. Chuck has been a member at Beach Grove Golf Club since 1971 where he “perfected his wedge game”. Papa was always happy to have family and friends drop by for a cold drink and a game of crib. Papa could always be found on the sidelines of a rink, field or theatre cheering on his grandkids in whatever activity they were involved in. We will miss seeing his smile and support at these events.

His last few days were spent surrounded by family and close friends and we are forever grateful to have had the chance to keep our Papa at home, where he was most comfortable. Many thanks to our family doctor, Tiara Rodriguez Nunez, our home care support system of Carolyn, Darpan and Robyn. We are forever grateful to our dear friends Camara and Otto van Breemen who made his final days possible at home. Thank you to all of the family and friends who visited Papa over the last six months to show their love and support.

It is with great sadness we share the loss of Charles Pierre Lipp (Chuck), who passed away peacefully March 6th, 2022 from ALS, at home surrounded by his family. Chuck was born in Vancouver, BC on July 23, 1944 to Jimmy and Yvonne Lipp (nee Paris). Grandparents, Pierre ‘Peti’ and Mimi Paris were a large part of Chuck’s childhood. Chuck is survived by his wife of 54 years, Terry Lipp (nee White); daughter Tracey (Brent Derrheim); son Greg (Calli Birch); and his beloved grandchildren Zoe, Charlie, Carys and Vann, along with his grand puppies Stella and Angus. Chuck attended Vancouver College from grade 1 to 12 where he graduated in 1962. He was a key member of the Vancouver College basketball team that made it to the finals of the ‘62 provincials. He went on to be a member of the CYO Saints Junior Men’s that won the Canadian Championships in 1963 and 1964.
