Get ready to go curb shopping for the next couple weeks because, after two years of longing and yearning, Delta’s decades-old Spring Clean-Up program is back. Starting on March 28 in Tsawwassen, the excess and bulky-item curbside collection program will then go to Ladner on March 29, then finish up in North Delta on April 6 (for those who have regular collection on Wednesday) and April 7 (for those who have regular collection on Thursday). “The program is something that people look forward to every year – the opportunity to clean out their garages, their attics and whatnot – but the nice thing is it’s not just a junk-removal program,” said Coun. Dylan Kruger. “You do have a lot of reusing and recycling going on, where people will come and look through people’s things that they’re get-

ting rid of.” The program was cancelled the past two years because of pandemicrelated concerns and was replaced last year with the city’s Large Item Pick-Up program, which allowed residents to dispose of up to four large household items throughout the year. Large Item Pick-Up still exists and will be in addition to the Spring Clean-Up program. “I’m just really thrilled that council was able to bring this back,” added Kruger. “We heard loud and clear from residents that they wanted to see Spring Clean-Up return. I’m pleased, as we’re coming out of the COVID cycle, that we were able to listen to residents and bring this back while also keeping the Large Item Pick-Up program. Spring Clean-Up is going to be bigger and better than ever, and I’m absolutely committed to ensuring that it stays, moving forward.” Accepted Spring Clean-Up material includes: bulky items (like large plastic items,

Any items prohibited or banned from garbage disposal at the Vancouver Landfill are not accepted. Is homelessness an issue in Delta? DANI PENALOZA

In partnership with non-profit Options Community Services, the City of Delta is looking into whether homelessness is an issue in the community. The “Stories of Homelessness in Delta” project was created with the goal of gathering as much information as possible on homelessness in Delta to inform decision-making on how the city and its community partners can improve their ability to help. “I know, in the past, there’s always been kind of an ongoing conversation as to whether Delta actually has anyone that’s homeless or whether there is a homeless community there, so, a lot of the research is in place so that we can identify if that need actually exists,” says Dillon McLellan, the outreach program manager at Options. The project, in addition to getting a more accurate count of homeless individuals, is also intended to challenge stigma surrounding homelessness and identify the needs of unhoused or at-risk-of-becoming unhoused residents. Options is conducting surveys, consulting with community partners and have deployed a community outreach worker who gathers information and shares essential resources with individuals in Delta who are experiencing homelessness, explains researcher Mariam Arif. When doing this research and work, it’s important to move past stereotypes of what

So far within their research, a lot of the people who are experiencing homelessness or are at risk of becoming homeless in Delta are considered the “hidden homeless.” These include fixed-income elderly people who can’t sustain rent increases, people who are living out of their cars or are couch surfing for that same reason, or women fleeing abusive situations, he says. And in terms of existing support for these individuals, Delta non-profits and service provid-

ers have highlighted how there are no shelters available outside of the winter season. “Most of my programs and most of my staff are based in Surrey, so historically, if we ever had cases where there’s homeless individuals in Delta ... we would have to connect them with resources in Surrey. So, a lot of people were getting uprooted from the communities that they’re used to or that they grew up in because the resources weren’t there,” says McLellan. When this research is complete, both Arif, McLellan and the City of Delta agree that more work needs to be done to improve and potentially add

supports and resources that don’t currently exist to address these shortfalls in the community. The city was awarded a “Strengthening Communities’ Services” grant of $68,000 from the Union of B.C. Municipalities (UBCM) in the summer of 2021, which made this project a possibility. It includes honorariums to project participants with lived experience. S

pring cleaning has officially started for most of you, which means your junk is starting to pile up. With Delta’s Spring Clean-Up just around the corner, it’s important to be aware of items that they do not accept.

We are pleased to announce our

promotion on all curbside pickups in March. This means our 200 pound minimum charge is now as low as $66 and anything over 200lbs is charged at $0.33 per pound. *Regular surcharge rates apply for mattresses, box springs, tires, full paint cans, and other select items.

Our mission is to help you regain space in your homes while you do your spring cleaning. Here is a list of the most common items that we can help you divert from the local landfills that may not be accepted during the city’s annual spring cleanup: • Wood (clean or treated) • Glass items (such as mirrors, window glass, glass tables, etc.) • Construction, demolition and home renovation materials • Countertops, plumbing fixtures, kitchen cabinets, or drywall

For the remainder of 2022, Delta’s city manager and the director of finance are permitted to give the final say on contract awards up to $300,000 – a big change compared to the city’s previous policy of needing council to approve any awards greater than $50,000. The intent is to “streamline the city’s procurement process to ensure best value during an extended period of global supply constraints and labour shortages,” reads the report from Delta’s finance department. “I think it’s a long time coming, and it’s very prudent in the times that we’re in currently,” said Coun. Dan Copeland at a recent council meeting where the new policy was adopted. This amendment to the city’s purchasing policy applies to expenditures in the council-

approved financial plan and requires that the city manager and director of finance provide council with regular reports detailing the contract approved under their authority. “Because of the time required for internal approvals and posting of agendas, the council approval process often results in a four-week delay between the close of the procurement process and award of the contract,” reads the staff report. And because suppliers are finding that costs of materials and labour can change between the bid process and the ultimate award of a contract, “there is an advantage to streamlining the process to ensure that contracts are awarded as soon as possible after a competition.” The existing purchasing policy was established in 2006, but this amendment is intended to allow the city to adapt

to supply chain challenges and a very challenging market environment. Compared to other cities in the Lower Mainland’s council approval policies, the City of Delta’s 2022 tipping point of $300,000 is still considerably lower than most. For example, Burnaby only requires council’s approval for expenditures greater than $1 million and Surrey requires council’s approval on expenditures greater than $500,000. Others, like Coquitlam, North Vancouver, New Westminster, Port Coquitlam, Port Moody, West Vancouver and the Township of Langley do not require council approval at all if the expenditure is in the approved financial plan. Had this amendment be put into place for Delta council in 2021, council would have only approved 25 of the 110 contract awards they saw last year.

Point Roberts business leader wants to see ArriveCan app scrapped MARK BOOTH

For about two more weeks Point Roberts will be the only U.S. border community near Metro Vancouver where you can buy cheaper gas and not worry about a negative COVID pre-arrival test to return home. On April 1, all Canadian border crossings will have the same status after Health Minister Jean-Yves Duclos announced March 17, fully vaccinated travellers will no longer have to show a negative test of any kind at land crossings and airports. The ArriveCan app is still required to be used for trips of any duration and travellers “may still be selected to undergo

random testing, but will not need to quarantine while awaiting results,” said Duclos. It’s these rules that are still not bringing customers back to prepandemic levels in Point Roberts according to Point Roberts Chamber of Commerce president Brian Calder. Passport/Nexus and proof of vaccination must be uploaded into the ArriveCan app. A series of COVID-related health questions are also asked. This all can be done at home prior to your trip by adding the ArriveCan app to your smart phone or filling out the information on your computer. While there certainly has been an uptick in traffic in the past few weeks as more Canadians understand

Point Roberts’ special exemption as a remote border community, a level of hesitation remains, says Calder. “The ArriveCan app remains a deterrent for many,” he said. “There are many that just don’t want to deal with it. Our parcel depots are still suffering a loss of business.” The Canadian border rules are also hurting construction projects and trade workers and supply companies taking a pass at this time. Currently no U.S. or Canadian cement companies are wanting to make the trip down, he added. “They are all fed up and they’re busy enough on their own, so we’ve got projects that have stopped here,” said Calder.

KPU’s farm schools promote sustainable, local food production with Tsawwassen First Nation DANI PENALOZA

Kwantlen Polytechnic University’s (KPU) farm schools not only offer fresh, sustainably and locally grown produce to their students and faculty on campus, but also to the greater community through farmers markets and local businesses. It’s no wonder that the university is a partner of “Feed BC.” The Ministry of Agriculture, Food and

Fisheries initiative is working to serve locally grown and produced food and beverages within hospitals, schools, residential care facilities, post-secondary institutions and governmentsupported facilities. “Increasing access to fresh, local food on campuses will help feed our next generation of great minds and create new opportunities for our farmers, food producers and processors,” said Minister of Agriculture,

Food and Fisheries Lana Popham in a March 16 press release. KPU offers students interested in farming the option between two farm schools – one at the 20-acre Tsawwassen First Nation Farm School and one at the five-acre Richmond Farm School. “The Tsawwassen First Nation Farm School is a partnership between KPU and the Tsawwassen First Nation and is an immersion into integrated vegetable and

The program incorporates a diversity of topics centred around regenerative agriculture including an Indigenous food systems perspective,” reads KPU’s website. KPU became a partner of Feed BC in August 2021. It is one of 20 postsecondary institutions who have made a commitment to serving more locally sourced food and drinks on their campuses since the initiative’s launch in February 2021. “Students work on the KPU farm at the Garden

City Lands in Richmond as part of earning their degree in sustainable agriculture. Through planning, planting maintenance and harvesting, students are involved in every step of bringing the produce from farm to table,” reads the press release. “It is critically important that public post-secondary institutions contribute to the vitality and health of B.C.’s local food system by purchasing from and featuring B.C. producers ... Students in the sustainable agriculture program are the

future farmers of B.C. and are learning how valuable local products are in connecting with and serving communities, businesses, and creating a sustainable food system,” said Andy Smith, farm manager at KPU. It’s all about connecting and interacting with the community. These are just some of the priorities for the new community police officer in Tsawwassen. Const. Geoff Young has been in charge of the Tsawwassen District Community Police Office for only six months, but already he is feeling right at home. Young has been with the Delta Police since 2009, after two years with Transit Police and is in his 15th year of policing. He has been a patrol officer and in the traffic unit prior to starting in community policing. Young took over as the officer in charge of the Tsawwassen officer after Const. Lee Chapman was moved to the North Delta office. “Being six months into this, I’m learning every day,” said Young. “I’m relying a lot on the volunteers that have returned. We opened the doors again in September to the community offices, so I think the awareness that we are open again is really starting up again. It is really getting that word out that we are open, that

Geoff Young is the officer in charge of the Tsawwassen District Community Police Office. we want to be that first line of connection for the community. “Aside from being the station constable in charge of these volunteers is to make connections with the community and address community concerns. People can come in and talk. My goal is to let people know I have an open door…I’m all ears.” One early positive interaction was Young taking part in a Zoom meeting with residents in Beach Grove following a recent spate of theft from autos. “From that meeting, some people that may not have reached out and spoken with me, I had one resident reach out seeking assistance on setting up their security cameras through our

website, so now we have opened up that line of communication in the Beach Grove area,” Young said. “Six months have gone by in a heartbeat. I don’t think I have ever enjoyed coming to work so much as I have in the last six months. I think this role was for me. It just took me 14 years to get here.” Volunteers work closely with the officers in charge of the three District Community Police Offices in Tsawwassen, Ladner and North Delta in programs such as Community Crime Watch, Speed Watch, Cell Watch and Bike Patrol. New regulations to help fight thefts of catalytic converters IAN JACQUES

Regulatory changes to strengthen measures that deter catalytic converter thefts across the province is welcome news to policing agencies. Here in Delta, police continue to see a rise in catalytic converter thefts. A/Sgt. Leisa Schaefer, Media Relations Officer for Delta Police said from January to March there have been a total of 36 catalytic converter thefts in Delta. She said hotspots for thieves continue to be in Tilbury and Annacis Island. “Delta Police has an initiative that we are promoting on our social media whereby we are asking people when they take their vehicle in for service

to local mechanical dealerships to get their licence plate engraved and or their driver’s licence on the catalytic converter,” said Schaefer. “This is just another way to find out where the theft is coming from. I believe that this legislation that has just come in will assist with that.” An amendment made to the Metal Dealers and Recyclers Regulation (MDRR) regulates catalytic converters that are not attached to an exhaust system. This requires registered metal dealers to report each transaction, including information about the seller, to police on the day of sale. Catalytic converters can be sold to metal dealers without providing information about the seller, allowing them to remain anonymous.

ill it be enough? That’s the question the B.C. Liberals are asking upon the announcement last week that the NDP government is launching an independent review into its provincial response to the pandemic. Liberal Health critic Shirley Bond certainly doesn’t think that this review will go far enough, saying: “A full review of the pandemic response has been something the Official Opposition has called for repeatedly. A comprehensive review would include public health decisions and the government response to providing support to British Columbians. This review is designed to specifically ignore critical decisions made by cabinet and that is disappointing. “A review that is limited in scope and provides no recommendations is not a review at all.” All British Columbians will have five weeks to submit their own feedback with the public engagement closing on April 20. A full report is expected at the end of September. You can submit your feedback here: https://engage.gov.bc.ca/govtogetherbc/consultation/covid-19-lessonslearned-review. I’m all for this review. It is needed for sure. Too many times over the past two and a half years, we struggled to get answers from government officials and health officials on numbers and data. You needed a science degree at times to read the BC Centre for Disease Control website. And, don’t get me started on the press briefings from Health Minister Adrian Dix and Dr. Bonnie Henry. Trying to get a reporter from Glacier Media on the calls was next to impossible. Certain media outlets were constantly favoured and it was the same four to six reporters every day asking questions. This review should be, as Ms. Bond has stated, as broad, fulsome and indepth as possible. Government should be held accountable for what they did wrong. I know I will be sending in my feedback. I hope all of you do so as well.

Zelenskyy has taken on a herculean role in Ukraine

I

n her book Strongmen, Ruth Ben-Ghiant writes about the traits of dictators and authoritarians who have dealt severe blows to geo-political stability over the years. In regards to Vladimir Putin, she recounts some famous words the ex-KGB official used when coming in to power in Russia in 2000. He said that, “there are three ways to influence a person: blackmail, vodka, or the threat of murder.” In the case of Ukraine, Putin appears to be actually murdering, not threatening to. This is a man whom Donald Trump recently described as a “genius.” The world is looking more and more like it is entering another cold war. As NATO and the west appear to be taking a cautiously defensive approach, fearful of poking the bear, nuclear equipped Russia and China seem poised to fill a power void. The east senses weakness and is acting out because they know they can. There is no ethical or moral barrier too large to pre-

vent the humanitarian crisis in Ukraine. Putin sees Ukraine as a part of mother Russia, yet feels comfortable bombing maternity hospitals and women and children in shelters. Unfortunately, the east versus west struggle for supremacy is alive and well. A year after Russia invaded and annexed Crimea, Garry Kasparov, in his book Winter is Coming (2015), speaks to the west as being completely paralyzed to effectively prevent the cancer of authoritarian populists. His book essentially foreshadows the possibility of a full scale assault on Ukraine

seven years before it actually happened. He describes this paralyzation and Putin’s arrogance in a Second World War metaphor where Putin can “thank the overabundance of Chamberlains in the halls of power today- and there is no Churchill in sight.” These words were written four years prior to the landslide election of Volodymyr Zelensky who is clearly taking the Churchill role currently. Literally stuck in the middle both geographically and politically, Zelensky has taken on a herculean role in motivating his people and trying to protect them in a hopelessly dangerous and fragile environment. Could there possibly be a silver lining amidst this context of anguish and despair? Zelensky’s diligent and emotional appeals to NATO, the Canadian Parliament, and to the United States Congress recently, has certainly galvanized the west. More importantly perhaps, he seems to have brought republicans and democrats together in America.

Time to move community cycling forward

Editor: I was, frankly, not dismayed to learn of the cancellation of the Tour de Delta, at least for this year. I am also very hopeful that overall costs, both fiscal and human, will encourage much sober and considered thought and discussion before Delta ever moves to bring this event back in the future. The nature and intent of public events such as the Tour de Delta does very little to forward the cause and advancement of local cycling initiatives. On the contrary, the argument can be made that they, in fact, hold back positive and inclusive development of our cycling community here in Delta. How so? Drop-bar road bike cycling, generally, has two overarching reasons to exist. Fitness and com-

petition are the, essentially, exclusive incentives. Absolutely nothing wrong with this of course; however, these inherent limitations result in a very narrow ‘window’ being presented to the public at large. I believe that most of our citizenry would agree that the desired outcome should be to increase cycling uptake for all folks, for all ages and for myriad reasons from fossil fuel transitioning to engagement with nature to economic imperatives...and yes, to positive personal health objectives. This is the reason we should prioritize safe and sensible local cycling/ traffic strategies such as dedicated bike lanes and shared pathways to further encourage more bike trips and fewer car

trips. Also, incentives such as bike (and e-Bike!) rebates are becoming almost commonplace in other communities across our country, and so they should. This was already a great idea - today’s world makes such an initiative even more relevant and deserving of consideration. Finally, the Delta chapter of HUB Cycling has been at the forefront in cycling education and advocacy for quite some. There could be a pivotal role for this organization moving forward. I believe that the resources which have allowed the Tour de Delta to carry on will provide a much greater return to all Delta cyclists as well as our community at-large if they are redirected accordingly, both in 2022 and beyond. Garter snakes: a reminder that harassment is an offence

Editor: Although the weather has turned cool and rainy again, we have had a few warm, sunny days, which have prompted a few garter snakes to emerge from their hibernaculum in Boundary Bay Regional Park. As it gets warmer, large numbers of snakes will be coming out to take advantage of the sun. Children have already been observed crawling around the area looking for snakes, so this is a timely reminder that

they must not be handled or removed from their natural habitat. All snakes in British Columbia are protected by law under the BC Wildlife Act and it is an offence under the Act to harass them or to attempt to capture or possess them without a licence or permit. Anything that causes stress to these wild creatures, such as picking them up, is harassment. Children should be encouraged to observe and take photos.

Snakes are interesting creatures, but they are wildlife and should be given the same consideration as other wild species. I would also remind parents that these nonvenomous snakes may bite; bacteria can cause swelling and irritation around the puncture and rare allergic reactions can occur. They may also “poop” on you if stressed – not a pleasant thought! Enjoy watching these animals and teaching children to respect them. Elizabeth Perrin

Questioning the new recycling rules

Editor: I took my recyclables over to the depot along with the new milk cartons you can now recycle. I happily sorted the different products out. When I was through, I moved them over to have them approved for payment. Now I find out

that milk cartons are not all equal in the world of recycling. If your carton happens to say cream on it, that is not acceptable, although it is in the same type of container as the one that has milk on it. So, I’d like the provincial government to tell

me why? The only difference I can see is that one container might have more cream in it than the other one, but how will that matter as the containers are empty. I think someone should give their head a shake. E Tobin

Delta students highlight the lack of anti-racism knowledge in schools DANI PENALOZA

There’s still a long way to go when it comes to anti-racism education and work within Delta schools for both students and staff. That was the sentiments of four students who appeared as a delegation at the February Delta School Board meeting. On Feb. 22, students from North Delta’s Burnsview and Sands secondary’s and South Delta Secondary presented what they’ve learned, the work they’ve already done and the next steps planned for their schools’ anti-racism clubs and committees. Collectively, the students highlighted the importance of creating and increasing antiracism education opportunities, like workshops and school-wide assemblies, for students of all ages. Adrielle McFarlane from Burnsview said their anti-racism club’s survey, which was meant to identify where and how students felt the most impacted by racism, was so widely ignored that it was inconclusive. “I would like to personally note that, within all my classes thus far, as well as my older siblings who have graduated from Burnsview in the classes of 2019 and 2021, we learn next to nothing about the BIPOC community and how they have shaped Turtle Island, or what is settler Canada today,” she said. This lack of awareness and understanding is contributing to the hurtful, racist exchanges that occur within Burnsview and beyond, she said. Going forward, she proposed that Burnsview set aside time for an assembly in February to properly celebrate black history and culture, starting in 2023. “Black culture is used every day in mainstream conversation, music, fash-

She also requested that faculty take time within their classes to promote the survey the club is trying to gather information from. Mason Carter from Sands said their school’s anti-racism committee also conducted a student survey and found several themes within their results. These included the findings that students tend to excuse racist actions as jokes, that students want to see more diversity in the holidays celebrated within schools and that students know racism is bad, but don’t necessarily know why. From there, he said, the committee decided to focus on educating students about what makes racism wrong and developed a workshop for students, led by students. Since then, they’ve been working to optimize that workshop to be used as an education tool inside and outside of Sands. Carter said the committee is currently hosting the workshop for Grade 8 students and

have completed two of the four planned sessions, but hope to take the workshop to elementary schools within the district. “I do understand that there’s an argument that racism is a topic that makes people uncomfortable, and that we have a fear of bringing it up with young children, but if we look into it and we look at where they are learning these racial beliefs from, they’re learning it from home, from their parents, from the media, they’re exposed to the topic of racism every day,” he said. He added that the Sands committee is also looking into creating a “culture convention” for students to showcase their ethnic backgrounds and heritage while learning about other cultures. SDSS students Tyson Lingham and Sameer Jaffer highlighted that their club has created an informative bulletin board and an Instagram page to spread awareness, in addition to selling hand-designed antiracism T-shirts. Trustees thanked the students for their presentations and agreed that more needs to be done within Delta schools about anti-racism. Police officer speaks out about daughter’s toxic drug death

Editor’s note: This story has been provided by the Delta Police as part of the End the Stigma Campaign that they along with the City of Delta, Tsawwassen First Nation, Fraser Health Authority and Delta School District

have partnered on. More than 2,200 people died of drug toxicity in 2021, and 19 of those individuals were Delta residents. This is a crisis that has touched many families, including that of a Delta Police officer.

Former Sgt. Kevin Jones, who retired in February 2022, last saw his daughter Sara in November 2017. She died of an Opiate overdose in January 2018, at age 28 leaving behind two young children.

Looking back now, he describes the ordeal his family experienced as that of having a total loss of control. “As a police officer, I wasn’t prepared for how powerless I would feel in the face of what hap-

pened to Sara,” he says. In her early twenties Sara sought medical assistance for endometriosis – an often painful condition. Her doctors prescribed her Oxycontin to deal with the pain, but after five years of prescriptions, and a range of doctors, her access to the opioid was cut off. Over time, opioid users need higher doses of the drug, as their bodies become accustomed to it. By the time her prescriptions were stopped, Jones describes her dosage as being high enough to kill a first time user. “When her family doctor cut her off, Sara began doctor shopping to get access to painkillers, and increasingly feigned illness and made ER hospital visits in order to get new prescriptions,” said Jones. After being cut off from legal access Sara started to access street drugs. “This was the beginning of the end,” he said. Sara left school – where she’d been studying to become a Licensed Practical Nurse. She also left her husband. Sara never admitted that she was addicted to opioids. “She’d say, my body needs them, but my mind doesn’t need them,” added Jones, recounting a conversation with Sara. “She’d justify herself, saying she didn’t look like a crack addict. She was a beautiful

girl. The drug just took over. It took over control of her life.” He says there were very limited resources he or the family could turn to, to get help for Sara. And he thinks even if Sara had been open to entering a full-time recovery program that it might have taken a year or more, to wean Sara off drugs, and build enough supports in place to deal with the inevitable cravings that would continue to happen. He’s speaking out now to contribute to the conversation about opioid use, drug toxicity and deaths. “We need to talk about this issue more. Families are suffering,” he said. The City of Delta, Tsawwassen First Nation, Delta Police Department, Fraser Health Authority and Delta School District are organizing a Community Forum the evening of April 13, to talk about the opioid crisis and how to reduce the stigma surrounding substance use. There will be exhibitors, speakers talking about their lived experience, and an opportunity for questions and answers. The forum will also include the opportunity to receive Naloxone training. Community Action for Equity and Racial Justice Committee looking for more community buy-in DANI PENALOZA

The Community Action for Equity and Racial Justice (CAERJ) committee is looking for individuals and organizations in the Delta and Tsawwassen First Nation area who are wanting to raise awareness, respond to and address racism and hate in Delta. Though the B.C. Organizing Against Racism and Hate (OARH) program ended in 2020, that didn’t end the work of the 2017-founded committee, which was previously named the Delta OARH Committee. On March 9 and 10, they held a virtual gathering to update the community on the work they’ve accomplished over the past few years and to share upcoming opportunities for other

interested folks to get involved. “As a committee, we discussed what really needed to happen in the community of Delta to move this work forward – to raise awareness, to provide a safe space for people to come and talk about [racist or hateful] events ... to provide some skills on how to respond,” said Julie Chadwick, a committee member and the executive director of Deltassist. Their responses were then posted on the CAERJ committee’s social media pages. In addition to their educational and accountability work, they also have continued to respond to racist and

hateful incidents within the community and support those who are affected through quarterly debriefing sessions. Part of that support work includes the new protocol handout they’re working on currently, which is a resource to guide folks impacted by racist or hateful incidents to where they can seek assistance and support. “This is the work that’s not finished yet in our community. We need to

have more buy-in from other community agencies and leaders in our community to effectively have this protocol implemented. Because, what’s happening now right now is that our committee isn’t informed about incidents, so unless we hear about it directly, we’re not able to respond,” said Rhiannon Bennett, Musqueam matriarch, activist, Decolonization educator and committee member. In late spring, the

CAERJ committee will be holding training sessions for social media admins and moderators to give organizations and individuals the tools to address problematic commenters and posters. Youth Futures Education Fund for former youth in care invests in future and equal opportunity DANI PENALOZA

Pursuing a post-secondary education can be a gruelling and expensive venture – especially for youth who don’t have a supportive family to fall back on as they chase their career aspirations. This is the main inspiration behind the “Youth Futures Education Fund” (YFEF), which will be disbursing $600,000 to former youth in care pursuing post-secondary studies across the province this year, thanks to United Way British Columbia donors and the B.C. Ministry of Advanced Education and Skills Training. At age 19, youth “age out” of government care – meaning, they lose the support from their foster parents, social workers, government programs and any financial assis-

tance they had been receiving previously. For Kwantlen Polytechnic University student Elycia Thomas, who is in the last year of her Criminology degree, the fund is currently helping to support her while she completes a 35-hours-a-week unpaid practicum. “It doesn’t leave me a lot of time to work at my regular jobs, so the grant has helped me a lot with groceries, bills, textbooks,” says Thomas. “This fund gives us an equal opportunity that other students have to get an education. I think, without this, it would be a lot harder for us to get the same opportunity that other students have.” The YFEF has helped to support her through the past two years of her degree, and she wants other former youth in

KPU has a lot of resources – the tuition waiver, this grant, other emergency funds that I’ve been given an opportunity to have. I think the student needs to take it in their hands. If they really want it, to receive an education, there are so many resources available for them,” says Thomas. “I want to let former youth in care know to take advantage of opportunities and to not be scared to ask for help.” Thomas wants to thank the university for the support that they’ve offered her throughout her degree, including informing her about the YFEF. “Every year in B.C., about 850 youth age out of government care [at 19]. Only 17 per cent of B.C. youth who have been in government care make it to post-second-

ary within three years of high school graduation, compared to 48 per cent of other youth. Much of this is due to a lack of support,” said Kim Winchell, provincial director of community impact and investment at United Way B.C. In 2021, the YFEF dispersed funds to 33 KPU students among with 23 other post-secondary institutions. The Youth Futures Education Fund was established by Coast Capital, the province of British Columbia and the Office of the Representative for Children and Youth. All Saints Anglican Church in Ladner brought in $3,000 worth of donations during their fundraiser dinner on March 19 for Ukraine relief, which was then matched by an anonymous donor to hit a total of $6,000. Rev. Robin Ruder Celiz credits their Men’s Fellowship group for planning and organizing the dinner, which consisted of garlic sausage, perogies, sautéed onions, rice cabbage rolls and pie. “It was a really good feeling for the church community, and it also really speaks to the generosity of the people of Ladner and South Delta and their desire to help,” said Ruder Celiz. “It was interesting to note that around 80 per cent of people who attended

Heritage Award for their book exploring the life of Tsawwassen’s Pansy May Stuttard who ran illegal alcohol and sex work operations out of her lodge in Tsawwassen during the 1920s and 1930s. All the proceeds from the book’s sales go to the Delta Heritage Society. “I’m really proud of the awards and of their recipients who work in our community,” said Kanakos. The Optimist received a bronze plaque and certificate for their award and the co-authors of Lord Don’t Want Me, Devil Won’t Take Me received certificates for their award following a round of handshakes and congratulations. “It’s really exciting to be part of the heritage commission at this time – I know I’m just there

In this thought-provoking presentation, Stone explores the connection between words and images, the arguments for and against using them together, and she will offer tips and exercises to help you create effective titles for your images. Stone is a photographic artist based in Nova Scotia, where she is inspired by the wild scenery and moody weather right outside her door. She has a long history of teaching and writing about photography, with articles and images published in Canadian and British magazines. Last guest checks out of popular Ladner Village boutique hotel MARK BOOTH

The last guest has checked out of Clair’s Boutique Hotel. The popular bed and breakfast destination has closed its doors after welcoming guests to the Ladner Village heritage home for the last 20 years. “I’m 71 now and I want to go off and play. It’s time for people to look after me now,” laughed owner Clair Oates who will begin her retirement with a trip to Waikiki early next month before eventually settling in Kelowna. She and her husband purchased the “Baker House” back in 2002. The craftsman style bungalow was initially built for George and Urusla Baker and their six children in 1922. The Gateway Society for autistic children operated out of the home in the 1970s until it needed more space. To make way for a larger building, the house was moved across 48th Avenue to the 4900 block where it stands today. It was a family situation that led to Oates to turning the home into a bed and breakfast business when she needed to care for her mom after her dad had passed away. “I’ve always been a cook and I

loved decorating. My father had taken a bad fall and I needed to look after her mother,” explained Oates who had been working in a law office for 35 years. “I asked for a three-month leave of absence and they said they didn’t think it would work and I would need to use vacation time. It made me so mad I just walked out.”

The family lived on the bottom floor while the second and third floors were turned into the boutique hotel, complete with six themed guest rooms, a renovated kitchen, along with a parlor and saloon. The work was recognized with a Heritage Preservation Award. Oates’ stopped taking reservations back in October, although

some loyal customers still trickled in through to the end of last month. The home is listed for $2.448 million. Now, she is in the process of disassembling the hotel, which includes a large collection of antiques. Oates has been taking viewing appointments for the pieces that won’t be going with her to the Okanagan.

Social media boards are digital screens that display social media walls. Live event social media boards collect and curate content from social media channels and display it on a single digital screen. They grew up together through the Tunnel Town Curling Club and nearly won a B.C. high school championship in their Grade 12 year at Delta Secondary. Now Connor Deane and Sam Husdon take to the national stage in Ontario on different teams. The Ladner curlers are in Stratford, ON for the New Holland Canadian U21 Championships that get underway tomorrow. The 18-team event runs until April 1 with the winner representing Canada at the 2023 World Junior Curling Championships. Deane skipped his rink to victory at last month’s Curl B.C. U21 Championships in Comox, defeating Adam Fenton’s team in an all-Royal City Curling Club final. Team Fenton includes Husdon playing second. Both rinks advanced to Stratford as B.C. #1 and B.C. #2. Deane already has a pretty good taste of what the week and competition will be like. It was back in November when he made his nationals debut at a special World Junior Qualifier in Saskatoon that determined Canada’s entry for the upcoming 2022 World Junior Curling Championships in Sweden. COVID had delayed the competition’s original date by sev-

eral months. Team Deane finished 2-3 in its pool group and narrowly missed advancing to the playoffs. The unique season, with two national championships, means they didn’t have to wait long for a chance at redemption. “All three of our losses came to the first, second and third place teams and all of them were by one point,” said Deane. “It was super tight with really good battles and it just proved that’s where we belonged and if we play like we can we can beat all those teams.” Husdon wasn’t planning on curling at all in his final year of junior eligibility. When a disruptive COVID 2020-21 season concluded, his desire was to step away from competitive curling and solely focus on his biology studies at Langara College. That changed when he got a last minute call from Fenton in September to see if he was interested in joining his team for an early season event. The experience went well enough for Husdon to be offered a full-time spot. It was an opportunity he jumped at, however, the restart of his career proved to be all too brief. A nagging leg injury he picked up playing tennis over the summer flared up at the next event to the point he no longer could continue.

was going to be two berths I figured this would be the best chance we were ever going to get especially with (four-time B.C. and three-time national champion) Tyler Tardi having moved on to senior men’s. “Getting the chance to play against Connor, someone I grew up, and knowing we both will be going to nationals is

pretty cool.” Deane added winning provincials was important even through a trip to nationals was already secured. “It still meant a lot to us. We made history as the only team to ever win a provincial title at the same level twice in one year. That was pretty cool,” he said.

Ice Hawks now wait for Cyclone Taylor Cup after playoff series loss

The Delta Ice Hawks are going to have plenty of time to prepare for next month’s Cyclone Taylor Cup provincial championships. Fourteen more days to be precise. The Ice Hawks were bounced from the Pacific Junior Hockey League playoffs following a 4-3 game six loss to the

U13Starswinplayoffbannerinthrillingfashion The U13 Delta Stars C1 girls hockey team claimed a Pacific Coast Amateur Hockey Association playoff banner in dramatic fashion earlier this month in North Vancouver. The young team, coached by Travis O’Donnell, Gord Wright and Rich Kellington, tied the game late in the third and prevailed in a shootout over North Van to earn its first-ever banner. Consisting of female players aged 10, 11 and 12 from all over South Delta, the Stars made it to the final by edging out five other teams from around the Metro Vancouver region. After placing third in regular season play and second in the round-robin portion of the playoffs, the team counted on the scoring touch of Shayla Hurley with the only goal of the shootout and was backstopped by Kayla

O’Donnell who didn’t allow a single North Vancouver shooter to get one past her. “We struggled all season against (North Vancouver) but I knew all along this team could win when it counted,” said O’Donnell. “Our team includes first-time players (Kaitlyn Yim), highly improved newcomers (Violet Stevens and Melody Wright) along with a solid core I’ve been coaching for a few years.” Autumn Wilkins joined the team partway through the season to round out a solid defence that also featured Annabel Lancaster, Makena Cowan, Maya Lee, Wright, and Sydney Kamiya. Amaya Hernandez led the team all season with solid play at centre, along with Stevens and Hurley. The Stars counted on an all-around

Fond memories linger every day, Remembrance keeps them near.

Irlene is survived by her son Gregg (Paula) and daughter Joan (Kathy), as well as grandchildren Amanda (Said) and Brian. She has one greatgrandchild Lauren along with many nieces and nephews. She was predeceased by her husband Harold, her four brothers, George, Chris, Charlie and Herbert, as well as her two sisters Erma and Elsie, and her much loved daughter-in-law, Lori. Irlene was born on a farm at Tofield, Alberta. She attended a one room school which was a 12 mile return journey on horseback. She managed to get a high school education and receive her diploma. Irlene graduated from Alberta College in 1945 and was employed by the Dept. of Veterans Affairs in Edmonton. Irlene and Harold were married in 1948 and later took up farming in Tofield, Alberta. They moved to Ladner, B.C. in 1963, and Irlene was then employed by BC Ferries. She was the first Gulf Islands Reservations Clerk. Irlene joined the Ladner United Church Choir in 1968 and was a member of the Ladner Glee Club and active member of the Martha Group. Irlene enjoyed gardening and many of the table centers came from her garden.

Always with us, and missed by Mum, Dad, family, and friends.

We would like to thank the Delta Hospital and the Irene Thomas Hospice for their kindness and care of our Mom during her declining health. No service upon request.

TURRIFF, William (Bill) Alexander January 21st, 1927 – March 16th, 2022 It is with profound sadness and deep sorrow that we announce the passing of Bill on March 16th, 2022. Bill was predeceased by his wife of 55 years, Irene, in 2008 and his granddaughter, Tara, in 1982. He is survived by his daughters Brenda (Steve), Janice, and Pamela, granddaughters Sheena (David), Dayna (Dieter), Danielle and Rachelle, and great-grand-children Lillian, Danielle and Jonathan. Bill was born to William and Elizabeth Turriff in Cairnryan, Scotland in 1927. Bill became an apprentice electrician in Scotland. They had no electricity so at the age of 16, in 1943 he wired his family’s farm, Leffnoll, in Scotland all by himself. He put up a windmill and wired both the house and the byre (barn).

In 1945 at the age of 18 he was drafted into the British Army months before the war ended. He was still in training in the Royal Armoured Corp. on VE Day. He served in Italy, Egypt and Palestine (Israel). He was a World War II Vet and has a World War II medal and a Palestine medal. He came to Vancouver in 1952 at the age of 25 where he met his soon to be wife Irene Klassen. In 1953 they were married. They had three daughters and took them on many trips around the world. He spent ten years at Ricketts & Sewell. Then for 25 years he was with Wyder Electric, which became Canem Systems, where he was Vice-President of the company. He also was the Manager of the Electrical Division. He was in charge of the electrical work at BC Place Stadium, Canada Place, the Japanese Pavilion and the BC Pavilion at Expo 86, the Pan Pacific Hotel, Grace Hospital, the Bay Richmond, the Bentall Centre buildings, various White Spot Restaurants, Harbour Centre, ICBC Building, various Safeways, Etc. He retired in 1990. During Bill’s retirement years, he and Irene travelled the world until she became ill in 2008. They also enjoyed their four granddaughters and would visit them in the U.S. After Irene passed away, Bill and his daughter Pamela travelled. They loved going to different events together. For four and a half years he lived in Care Homes. Spending so much time with her Dad, Pamela will deeply miss her Dad’s company, as will all the family. Bill will be greatly missed by his family, relatives and friends. He will always be remembered for his big smile, kindness, gentleness, generosity and wisdom. He was always there to give a helping hand when someone was in need, whether they were a family member, neighbour, friend or stranger. Bill was a very generous and loyal supporter of the Delta Hospital Foundation, and they would honour him and others every year at their Founders Tea. He was also a generous and loyal supporter of many other charities. A Funeral Service will be held on Saturday, March 26th, at 11 AM at Tsawwassen United Church, 693 – 53rd Street, Tsawwassen, BC. Reception to follow. In lieu of flowers, a donation may be made to the Delta Hospital & Community Health Foundation. Thank you.
