It’s about bringing the past, present and future together. On Saturday, the City of Delta officially opened the Douglas J. Husband Discovery Centre. It is a project more than four years in the making, with the public opening delayed the past two years due to the COVID-19 pandemic. The space is warm and inviting as you walk through the doors and are immediately immersed in a cultural and heritage space showcasing everything that is Delta. Invited guests were joined by City of Delta officials, members of the Delta School District, the Delta Heritage Advisory Commission, the Delta Heritage Society and members of the Husband family. Musqueam Indian Band Coun. Howard E. Grant opened the ceremony with a traditional welcome and some insight into the historical significance of the day. “I want to say thanks to the Husband family for providing such a wonderful gift to the City of Delta and to First Nations as well,” said Grant. “I can see we are part in parcel of

honours Delta’s history and culture, combining spaces that are inclusive, supportive and reflective of our diverse and evolving community. “After being delayed, as many of our facilities have been due to the COVID-19 pandemic, it is a very exciting day for our staff and our community to open this facility to the public,” said Mayor George
Harvie. “The Discovery Centre is aptly named after the late Douglas J. Husband to honour Doug’s incredible contributions to the preservation and awareness of Delta’s rich history. I’m so pleased members of Doug’s family are here with us today to celebrate this grand opening. “Prior to Doug’s passing, we were fortunate to hold a ceremony to dedicate the Centre’s
new name. I’m so pleased that Doug’s name will live on as part of this tremendous new facility preserving his legacy for future generations.” Replacing the former Delta Museum and Archives, the new cultural centre features several interactive experiences for visitors to learn about and celebrate the many layers and facets of Delta. The various kiosks will enable visitors to customize their tour to discover various artifacts. “I would like to recognize Delta Heritage Society and the ongoing contributions of their members and their dedication towards preserving our communities past,” added Harvie. “This new cultural amenity is a real testament to what can be achieved when we all work together.” Doug’s wife Maureen spoke on behalf of the Husband family. “Finally we can gather and celebrate along with the Heritage Society, the City of Delta, and so many who over the years contributed their time and energy to get to this moment,” she said. “Doug’s greatest wish was that he would still be here to celebrate with us.

She said thousands of the Delta Heritage Society’s artifacts collected over 48 years had
to be boxed, crated, wrapped and very carefully moved into storage. Then came finding the space, fundraising, construction and then the task of moving into the space – while also dealing with the pandemic. “Through all of this, a remarkable partnership has been formed between the volunteer-
based Delta Heritage Society and the City of Delta,” she said. “The Delta Heritage Society has been in existence for 54 years. We look forward with the opening of the Douglas J. Husband Discovery Centre, to a new chapter in giving a voice to the stories of all of Delta’s peoples and communi-
ties.” The Douglas J. Husband Discovery Centre is located in Ladner just south of City Hall. Free parking is available on site. Hours of operation are weekends only on Saturday from 10 a.m. to 6 p.m. and Sunday from 11 a.m. to 5 p.m. until July when hours will change.

Delta is already taking great steps with its Housing Action Plan. That’s according to the two youngest members of Delta council following another recent warning from the province’s housing minister that the provincial government may intervene with legislation to override municipalities’ that don’t approve affordable housing projects. Housing Minister David Eby last week said there is huge pressure for B.C. to create more housing as migration from other parts of the country rises and rental vacancies continue to fall. Both stating on several occasions during council debates that people of their generation are finding it too difficult to find housing to enable them to remain in their community, councillors Dylan Kruger and Alicia Guichon point to the work that’s been underway in Delta, including a comprehensive housing needs assessment, which helped
formulate the now approved Housing Action Plan. The new plan sets out eight strategies, each with short to long-term actions over the next five years. “There is absolutely a housing crisis in Delta and across the Lower Mainland. Across the region, rental vacancy rates are at an all-time high and new buyers are being priced out of the market entirely. It’s clear that demand suppression tactics have failed. We don’t need more taxes. We need more housing,” said Kruger. Noting his family experienced first-hand the challenges of getting into the housing market in Delta, Kruger said it’s frustrating to see people he grew up with being priced out of their own community due to lack of supply. “We have a lot more work to do to address the historic lack of housing supply across the region. To start, we can pre-zone cities to match our Official Community Plans. By not updating outdated zoning, new housing is forced through a completely redundant sec-

Our cities have community plans for a reason. Let’s use them,” said Kruger. Guichon agreed, saying the Delta plan will hopefully help more first-time home buyers, downsizers and renters, and that more purpose-built rentals should be built. The housing needs assess-
ment found that housing affordability challenges experienced by renters require more intervention than the challenges experienced by owners. “I think one of my focuses will be to advocate for groups such as Delta Housing Be Mine Society locally, and understand there are a variety of community members that this housing crisis effects, harder than others and to
include them in any projects that fit moving forward,” she added. Guichon also wants the city to look at more creative housing in single-family areas and that a generational approach is something that many families may be interested in exploring. A recently released UBCM report, Building BC: Housing Completions & Population Growth 2016-2021, concluded that more housing has been built in British Columbia over the past three years than in any three years in the past 20 years. The study noted that the number of houses being completed in this province also closely matches population growth. However, the report also noted that statistics show too much new housing construction is investor-driven and is contributing to high prices for anyone trying to get into the housing market. Tackling affordability will require incentivizing the right supply including affordable rental housing and co-ops, the study recommended.

Two new aircraft noise monitoring stations have been installed in the City of Delta. The Vancouver Airport Authority recently installed permanent monitors in Ladner at Hawthorne Elementary and in North Delta at Sunshine Hills Elementary. Delta made the request for the additional stations three years ago. A Delta staff report to council notes that realtime noise data measured by the new noise monitoring terminals is now displayed on YVR’s WebTrak, an online tool for tracking aircraft in the Metro Vancouver airspace. The monitoring terminals are to establish
a baseline for aircraft noise over Ladner and Sunshine Hills and capture change over time as the airline industry emerges from the pandemic. Data collected from the monitoring terminals will be included in YVR’s 2021 Aeronautical Noise Management Report. The airport has been managing 20 other noise monitoring terminals across Metro Vancouver, including three in Delta at Delview Secondary School, North Delta Recreation Centre and South Delta Secondary School. In 2018, Nav Canada announced that it was launching the Vancouver Airspace Modernization Project (VAMP) to review aircraft approach and departure operations in the Greater Vancouver
and Southern Vancouver Island regions. That project was initiated, in part, to address the significant forecasted commercial air traffic growth for YVR, which will result in increased future noise over Delta. The city conveyed a number of concerns and suggestions including creating routes over unpopulated areas like oceans, highways, industrial/commercial areas, as well as focus the airspace design on the areas that are most impacted. The YVR 2037 Master Plan, a 20-year roadmap for the airport that has been approved by the federal government, projects aircraft movements over Tsawwassen would increase by 430 per cent, while North Delta would experience a 154 per cent increase.

There are more problems with the Ladner Leisure Centre after the discovery of something going wrong with the roof of the indoor swimming pool. A recent report by city manager Sean McGill to council notes that staff in February became aware of an issue where an outside section of the natatorium, specifically the soffit, had detached from the building. Staff immediately reacted to the situation by assessing the damage, began reviewing potential causes, hazardous material testing and engaged with a roofing contractor to remove the debris, all of which has been completed. As part of the 2022 capital budget, council approved funding for design work associated with the anticipated repairs required for the natatorium with the intention of implementing the building modifications in 2023, wrote McGill. “The principles for these planned repairs were devel-
oped as a result of a 2012 building envelope review that suggested some repairs would be required in 10 to 15 years,” said McGill. “All impacts to the natatorium were on the outside of the building and at no time were staff or patrons impacted as a result of the situation. The failure did not impact ongoing operations of the Ladner Leisure Centre, which has continued to operate and remains open to the public.” Based upon the initial reviews and in consultation with local building experts, staff have initiated a procurement process to retain an architectural firm to complete the required design work. The successful firm will be tasked with completing a detailed analysis of the existing building, repair/rehabilitation strategies and developing building envelope re-design options. McGill noted it is envisioned that the rehabilitation strategies will also include replacement of the exterior walls system of the pool enclosure, windows, existing curved metal roof and skylight as well

ward,” he said. “As a result of the current events, building modifications and repairs that were partially planned for 2023 will need to be advanced. It is anticipated that the work required will be extensive and will likely require an extended closure of the facility once a plan is developed. As such, the annual pool maintenance closure, currently scheduled for the end of June this year, will be delayed until the building rehabilitation work commences.” Staff will continue to provide
council with updates on the scope and financial implications as details emerge following an in-depth review conducted with the consulting firm, wrote McGill. Seven years ago, Delta spent around $3.8 million to get the leisure centre back fully open for business. The expenditure covered the cost of repairs as well as a few upgrades. The stucco façade on the east side of the arena fell away from the wall in February of that year after the anchoring system failed. Nobody was hurt in that incident. The pool and fitness centre re-opened soon after, but it took the arena a while to open to limited dry floor use. Following the wall façade failure, structural engineers were brought in to assess the damage and the rest of the building. Since the entire façade was attached using the same fastening system that failed, engineers designed a retaining system to keep the other walls in place, but it was subsequently decided the remaining façade would need to be replaced.

Surrey man in custody following shots fired in Tsawwassen IAN JACQUES

A 35-year-old Surrey man is in custody facing several charges following what Delta Police describe as a ‘highly volatile’ shots fired call March 31 in Tsawwassen. Tyson Cole has been charged with several weapons-related offences, including recklessly discharging a firearm. According to DPD, officers responded just before 10 p.m. to a report of shots fired at a residence in the 1300 block of Tsawwassen Drive. Police say shots could be heard from within the residence as officers arrived. Officers contained the residence, and a male exited carrying a carbine rifle. The male was challenged by the responding officers. The male dropped the loaded firearm that was found to have jammed. The male refused further commands to allow for a safe arrest, and officers deployed a conductive energy weapon to gain control. The male was taken into custody, and the residence was cleared shortly thereafter with the assistance of the Lower Mainland Emergency

Response Team. No further occupants were located, and fortunately, no one was injured. The male seemed to be under the influence of drugs, and this incident appears to be an isolated occurrence. “This was a highly volatile and dangerous situation involving an unpredictable subject with a high caliber weapon,” said Deputy Chief Harj Sidhu. “If not for the patrol officer’s calm demeanor, bravery and trusting their extensive training, this incident could have resulted in a very different outcome. Our department places the utmost importance on ensuring our frontline officers have the necessary equipment and training to respond
to these high-risk situations and bring them to safe resolutions.” Cole has a long history with police in the Okanagan with criminal offences that range from break and enter, to attempted murder and robbery. He was sentenced to four years in jail in 2019 for reckless discharge of a weapon, concealing a firearm, disturbing the peace and brandishing a firearm in public. With time served, he was in jail for only two years. He was also handed a lifetime firearm prohibition. That followed a wild chase on Kin Beach after a shooting in the early hours of the morning outside the Vernon Denny’s restaurant. The victim received treatment in hospital for a gunshot wound to the thigh. In 2011, he was arrested on a Canada-wide warrant in Kelowna after a confrontation on Gyro Beach. That incident was over a stolen cellphone, but upon his arrest, Cole was also found to be the subject of a federal warrant for revocation of his parole. The Agricultural Advisory Committee recently got an update from City of Delta staff on the design phase of the parking lot that will be located on River Road near the intersection of
30B. The gravel parking lot is proposed to have 30 stalls. The committee was told that staff have met with residents in the surrounding neighbourhood but, despite positive feedback, concerns are still being raised. Once those concerns have been addressed, construction may begin. Committee members noted concerns about parking on the far west side of River Road should also be addressed.
Due to safety concerns, the city last year installed no parking signs on the road near the popular nature trail, but only where parking was never allowed in the first place. It was aimed at curbing parallel-parked cars blocking driveways and farm vehicles from accessing the road. A staff report at the time noted the dike trail has been a popular destination for recreational users over the years, with a notable increase as a result of the pandemic.

ast weekend was a special weekend full of pride for many in our community. A project years in the making was finally unveiled as the City of Delta opened the Douglas J. Husband Discovery Centre in Ladner. During a ceremony before 100 or so invited guests, city officials were clearly beaming with pride as the new interactive museum was at long last brought to life. On hand for the unveiling was the family of Doug Husband. Delta’s former Mayor passed away just a few months after a ceremony was held in 2020 when the name of the new museum was announced. I didn’t know Doug well, but had a chance to meet with him in 2019 when he launched his book Community Comments based on his many columns in the Optimist. It was a pleasure to spend some time with Doug as he discussed the book. He was also excited at the thoughts of the new museum opening and how thrilled he was that Delta’s rich and storied history would be preserved in such a wonderful new space for generations to come. I know he was looking down with pride on Saturday. More Delta pride was on display as the Delta Ice Hawks played host to the Cyclone Taylor Cup Junior B provincial championships. From the start of the event last Wednesday night with the tournament dinner at Mario’s to the gold medal game on Sunday, it was a first-class tournament. The person who should get all the credit is Ice Hawks owner and team president Eduard Epshtein. He is the fourth owner in team history and by far their best. He cares deeply about the team, its players and staff and all the volunteers who make hockey nights at the LLC a fun experience. This community owes a debt of gratitude and thanks to Eduard for all that he does.

Protecting our food security
T
he atrocities of the brutal war in Ukraine are immense and horrifying. The Russian invasion has shown what appears to be clear war crimes and possible genocide. There are notable implications of this unnecessary war that could have drastic consequences globally. Beside the question of how Western Europe may struggle with access to Russian oil and gas, there is perhaps the more important issue of food production. Russia is the largest exporter of wheat in the world, accounting for 24 per cent of exports. Ukraine ranks fifth with nine per cent. Much of the combined 33 per cent of world wheat exports would generally be shipped via Ukrainian Black Sea ports to the Middle East and African countries, which are heavily reliant on breads, pastas and animal feed. These already food insecure regions face an impending crisis, a by-product of Russian tyranny. The farming of wheat in Ukraine will likely be non existent this year and perhaps for

the near future. The stress of an impending food shortage in some of these marginalized countries will likely lead to internal socio-political unrest and potential conflicts. We are lucky in North America that we are comparatively stable politically. Canada is the second largest wheat exporter in the world and seventh largest grower. The United States is the third largest exporter and fourth largest grower. Food security, and indeed, food sovereignty, is more vital than ever, and it is important that we reflect on ways to ensure that we all understand supply chain dynamics and
learn about local food security. A logical way to better understand the food economy and the agri-food and agri-tech sectors is through education. Future generations will undoubtedly face food related challenges as pressing issues such as climate change, supply chain obstacles and perhaps pandemics, continually disrupt the status quo. At a micro level, regional food hubs complete with processing capability, will help to more effectively manage the concept of farm to table - an important notion in a changing world. At a super micro level it has been very encouraging to see the families of the hundreds of children that I work with on a daily basis embrace simple life skills such as growing their own food and many have built backyard farms. These baby steps now, may help to ensure that there is the potential for a broader appreciation of farming and food production in the future. The tragic trajectory of the Delta Hospice Society Editor: For two consecutive Saturdays, I endured two sessions totalling seven online hours to attend the virtual annual general meeting of the Delta Hospice Society (DHS). The second session was attended by 5,200 of DHS’s 14,000 members. The tactic adopted by the current board to recruit members nationally and internationally from religious groups succeeded in changing the constitution and bylaws to oppose Medical Assistance in Dying and establish a 10-member board, which supports this. This position is out of sync with the vast majority of B.C. society. A 2021 survey completed by Ipsos for Dying With Dignity Canada found that 89 per cent of British Columbians agree that
a mentally competent adult who has a grievous and irremediable condition and who is suffering intolerably should be allowed to consent to the termination of their life. The transformation of DHS from a grassroots organization focussed on providing local hospice care to a national (and possibly international) advocacy group, was evident from statements made by members of the new board, who proudly proclaimed that they are “pro-life”, which when taken in the context of someone suffering at end-of-life, translates as “anti-choice”. Comments made by some speakers displayed a lack of understanding of how the assisted dying process works. Frequent references to “euthanasia” suggest that
someone else is deciding who is making the decision. In fact, individuals must personally make the request for a medically assisted death and two independent assessments must confirm that the individual meets the medical criteria, with checks and balances throughout the process. Increasing numbers of palliative care doctors now recognize that medical assistance in dying is an end-of-life option, which fits under the palliative care umbrella. No amount of quoting outdated definitions of palliative care will change the fact that British Columbians are entitled to make their own end of life decisions. It’s sad that the Delta Hospice Society is heading in the opposite direction. Alex Muir
Editor: The sad saga of the Delta Hospice Society continues. The two-day annual general meeting was a total farce. The meeting was to be streamed on March 26. It took hours to get through the formalities part of the meeting (minutes, etc.) until finally the technical problems and the backup telephone option forced the adjournment of the meeting to April 2. On the second day, the streaming platform (the primary access medium) was just as bad as the previous week. The telephone option was better but still highly unsatisfactory: full participation
was hindered. I don’t know if the meeting chair realized how disruptive the technical problems were: they were very frequent and often of long duration, making it impossible to follow the meeting properly. And whether it was technical or otherwise, many people, including myself, were unable to get their points of order to the floor, despite following the proper procedure. People who did get to the floor were often cut off and spoken over. The voting procedure was inconsistent and imprecise: points of opening and closing were vague and sometimes the chair talked
on into the voting periods. Complaints about the technical problems were sloughed off, with the only solution being to go to the unsatisfactory phone option. Any other valid points made in opposition to the chair’s point of view were ignored. While the technical incompetence may have been with the streaming service, the responsibility for choosing the company and then choosing to carry on with an extremely flawed process lies with the Delta Hospice Society. All the decisions and results should be declared null and void. Howard Solverson

Editor: Re: Ingrid Abbott’s comment (Optimist, April 7). Her claim that the thrift shop business has “become political” can be and ought to be laid at the feet of the provincial NDP ministry of health, in particular, the minister. Be it known that the Delta Hospice Society toiled mightily for years to raise sufficient funds to arrive at a time when a stand-alone facility, later
named Irene Thomas Hospice, could be built with community support via funding from Deltans, that followed the constitution of the society. Then, when the idiocy that passes for government in Ottawa, introduced Medical Assistance in Dying, [MAiD] it changed the meaning of words hospice and palliative care. With MAiD, both hospice and palliative care have been scrubbed and
replaced with euthanasia, a.k.a. homicide a.k.a. murder. True to its Constitution, Delta Hospice Society stuck to its guns and refused to roll over and play dead just because an equally ignorant provincial government was [and remains] incapable of understanding the meaning and worth of common English language words. Column was low on research Editor: Thank you for your very balanced article in the April 7, 2022 edition of the Optimist. I would say however, that Ms. Abbott’s column about political thrifting was a bit salty and low on research. She says in her opinion piece about Delta Hospice Society (DHS) refusal to participate in
MAiD, “That stance put Fraser Health Authority in charge of the Irene Thomas Hospice, so now our tax dollars fund it.” “Our tax dollars” have always funded the Irene Thomas Hospice. DHS operated it with a $1.5 million/year contract from the Fraser Health Authority. Now FHA operates it directly. To be fair, DHS also
provides counselling, grief support and education to our community. Actually, the funds from the thrift store have always been earmarked for that purpose. Now that we are all actually “informed”, as Ms. Abbott puts it, we welcome all to enjoy the lovely Charity Shoppe that we offer to everyone. Angelina Ireland
Gov’t playing a fool’s game Editor: Mr. Stanton’s letter, replying to my letter (which appeared online last week), seeks an answer. The simple belief, adding more road space will solve congestion, is a fool’s game as it will just attract more vehicles, creating greater congestion and gridlock at choke points. The gridlock on the Highway 1 from the North Shore to Abbotsford, during peak hours, is daily proof that adding more road space does not cure congestion. The failure of TransLink and the Mayor’s Council on Transit to provide userfriendly transit for south
of the Fraser is more than an embarrassment, it is a show of incompetence. The empty buses now plying city streets are alarm bells no one is listening to. The daily congestion at the Massey Tunnel, should have been a win for TransLink to provide a successful userfriendly transit service, but TransLink is not up to the task and taking the car is the only real solution. All TransLink seems capable of is planning for stale, dated 1970 transit solutions for 2022 and beyond. Multibillion dollar light metro schemes are being built for land speculation and land development, rather than providing a good
public transit alternative. With ample fake news and alternative facts, to hide current incompetence, politicians play the good old “rubber on asphalt” political game, building more roads, bigger bridges and tunnels for more cars, creating more pollution, at a critical time that we are supposed to be reducing greenhouse gasses. The sad fact is, gridlock is good for reducing pollution, as it should force the government to look at other solutions, but in B.C., that is not happening as both the NDP and Liberal governments seem to do the same thing over and over again, ever hoping for different results Malcolm Johnston

Those peddling a false narrative about the Lower Mainland’s housing crises should be ashamed of themselves, says a Delta city councillor. Dylan Kruger isn’t mincing words when it comes to his take on the Union of B.C. Municipalities recently released report on the province’s housing supply, which concluded local governments have been approving enough supply to keep pace with population growth in B.C. The report, Building BC: Housing Completions & Population Growth 2016-2021, states that resolving the affordable housing shortage is much more complex than just building more homes. Between 2016 and 2021, the province’s population grew by 7.6 percent, while the number of dwellings grew 7.2 percent, the largest growth of any province or territory except the Yukon, the report found. “UBCM representatives peddling the false narrative that municipal-
ities should not be held to account for the housing affordability crisis in B.C. should be ashamed of themselves,” said Kruger. “It is an indisputable fact that we are living through a severe housing crisis with serious impacts on real people. No level of government has greater power to address the ongoing housing shortage than local government.” Kruger said decades of exclusionary zoning practices have created an unprecedented situation where rental vacancy rates are at all-time lows and new buyers are priced out of the market entirely. “Demand suppression tactics have failed. We don’t need more taxes. We need more housing,” added Kruger. The UBCM report recommends a Demand Management Strategy to address a wide range of housing affordability pressures including speculative investment and short-term rentals. However, B.C. Housing Minister David Eby recently reiterated the province may take the final decision-making authority for housing permit approvals out of
Rental apartment application to go to public hearing
Delta council has given preliminary approval for a market rental apartment building in Tsawwassen. The project, at 1467 56 Street, would comprise 48 units and requires several approvals including an amendment to the Official Community Plan. The current vacant site was once occupied by a gas station. Pedestrian entry would be from 14B Avenue at the northeast corner of the five-storey building, while vehicular access to the two-level underground parkade would be from 14B Avenue. The building would
contain both an indoor common amenity area and an outdoor common amenity area at the rear of the proposed development. A report by the planning department notes the owner has offered to provide a contribution of $100,000 towards a crosswalk on 56 Street along the building frontage. The owner has also incorporated streetscape beautification improvements along 56 Street, which include new sidewalks, planted boulevards, trees, decorative street lighting and irrigation. -Sandor Gyarmati

According to the Delta’s Housing Needs Assessment report, which helped formulate the city’s new Housing Action Plan, even though more apartments and townhouses are being built, the city’s housing stock is still mostly single-detached houses. According to numbers released by Delta’s planning department, land development applications increased in 2021 by 20 per cent from 2020. The proposals have become more complex such as multi-unit, mixed-use and industrial proposals across Delta.

B.C. farmers were already under siege from the ongoing supply-chain interruptions and rise of fuel and labour costs – but the Ukraine-Russia war certainly isn’t making the situation any better. The Optimist reached out to several local farmers to get their analysis on the situation in Delta and farther afield. Delta South Liberal MLA Ian Paton, who has decad des off farmiing experiience in Delta, says the main obstacles farmers around the world are facing come down to the ‘three Fs,’ – fuel, fertilizer and feed.

It’s absolutely insane.” On March 25, B.C. Premier John Horgan and Mike Farnsworth, Minister of Public Safety and Solicitor General announced that ICBC will be providing a one-time $110 rebate to drivers and a $165 rebate to commercial drivers to ease the fuel price burden.
First, let’s look at fuel
Eligible ICBC customers can expect to receive their rebate by May or June, but for farmers who are spending up to hundreds of thousands of dollars each year on fuel, this rebate won’t come close to ever tickling their input costs.
Russia is the world’s third largest oil producer (with the United States and Saudi Arabia ahead of it) but it is the world’s largest oil exporter to global mark kets and d th he second d largest crud de oiil exporter after Saudi Arabia, reads the International Energy g Agency’s February fuel report.
Peter Guichon of Delta-based Felix Farms agrees that fuel costs are significantly increasing their 1,200-acre operation’s input costs. He says he’s predicting as much h as an 80 per cent increase, compared to last year, in the farm’s annual fuel bill this year if diesel and gas continue to be this expensive.

Now, onto fertilizer “The issu ues with fertilizer first surrfaced all the way y back late last sum mmer, early fall, with issues that arose out off China with supply, and they’ve just been compounding since that time, which has resulted in increases anywhere from 45 to 65 per cent on fertilizer costs,” says Murray Driediger, president and chief executive officer of the locallygrown produce distributor BC Fresh headquartered in Delta. “But these types of increases in supplychain issues were long apparent before the invasion of Ukraine – fuel costs, as well ... The situation in Ukraine has probably escalated some other issues that were already out there,” he adds. According to BC Stats, Canada’s number one import from Russia in 2021 was mineral, chemical and nitrogen-based fertilizers, which backs up Driediger’s thoug ghts – though fertilizer costs were creasing before war broke out, already inc the lack of usuall shipments Canada would receive from Russsia continues to hit farmers hard. “Some farmers are e saying if they cannot actually get fertilizer delivered to their farm, they might not even plant the crop ... North Korea, and now, Belaruss and Russia are the only countries to be rem moved from the list, which means all goods from thesse countries are subject to a 35 per cent tariff when imported. Guichon, who is also the chair of BC Fresh, calculated that Felix Farms could see their annual fertilizer bill increase around 66 per cent, compared to last year, and has bought “a bunch” of fertilizer ahead of time to prepare for shortages. “I mean, when you can’t get something, the price goes up because of that,” he summarizes. “We haven’t seen one thing that’s stayed flat – everything, [all our costs].”
And finally, feed And when it comes to how the war has affected “feed” supplies, like wheat, barley and corn that would be milled into feed for both humans and livestock, the usual exports that would come from Ukraine and Russia are no longer leaving the countries. The Kiel Institute for the World Economy – a German-based institute focused on economic research and globalization issues – named Ukraine as one of the most important grain exporters in the worlld, while highliighting g how coun ntrries who rely on n theirr exp ports coulld hav ve their food and livestock’s feed sup ppllies impacted. Easter fun is back in South Delta this weekend
The Easter bunny will make a return to South Delta this weekend for a number of popular events. Events will be held in both Tsawwassen and Ladner for families and children of all ages. First up is the Rotary
Club of Tsawwassen’s free Easter event at Diefenbaker Park on Saturday, April 16 from 9:30 a.m. to 12:30 p.m. Come and enjoy a pancake breakfast, Easter egg hunt, animal farm, pony rides, and more.
Once your done at the Rotary event, hop on over to the Southlands Grange for their Easter Eggstravaganza from 1 to 3:30 p.m. This is a free event with a scavenger hunt, pop up craft market, face painters,
arts & crafts, food trucks, petting zoo and a colouring contest. On Sunday, the Ladner Business Association (LBA) plays host to its Easter Parade and egg hunt. Join in the fun for the
parade on Easter Sunday in Ladner Village with the Easter bunny and the Delta Police Pipe Band leading the way. The parade begins at 1 p.m. at the Historic Delta Municipal Hall and Ladner Community Police Station and pro-
ceeds down Delta Street to an Easter egg hunt at Memorial Park. Don’t forget to wear your bunny ears and decorate your bike, wagon or stroller. This is a free family event brought to you by members of the LBA.
Applications open for Neighbourhood Small Grants The Delta Community Foundation is accepting new applications for Neighbourhood Small Grants from residents who have creative ideas to keep the community connected. For the past three years, the Delta Community Foundation has been working in partnership with the Vancouver Foundation, which has provided funding for the program, and the City of Delta, which has provided administrative support, to run the grant program and help residents carry out their choice of community projects. Delta residents can apply for up to $500 in funding and are encour-
aged to create projects that uplift the spirits and ease the impacts of the pandemic by helping neighbours strengthen connections. All public health orders around gatherings will be observed. Recipients of last year’s grants focused their initiatives on community bonding, giving back, care packages, the environment and health and wellness . To qualify for a grant, the activity or project must be free and inclusive and be submitted by a Delta resident. Deltan Bruce Leckie is a little sore, but very thankful and grateful for the support following his 4x4x48 challenge in support of cancer care at Delta Hospital. On April 1, starting at 4 p.m., Leckie ran four miles every four hours for 48 hours raising $2,788 in the process once he completed a little over 52 miles on April 3. He was on hand Thursday, April 7 for a cheque presentation with staff from the Delta Hospital and Community Health Foundation (DHCHF) when he spoke with the Optimist. “I do triathlons and I don’t like running, funny enough, but I found this challenge on YouTube and I thought this could be unique, especially to start it on April Fool’s Day,” he said. “Then I thought, if I was going to do this, and go through all the pain, I might as well do it for something good.” Leckie made up about 10 routes throughout the community. He received a lot of support from family and friends and was training for an Ironman Triathlon the past few months when he stepped up his running training. “I was a prepared as I could be, but it still was a bit of a shock to the system,” he said. Leckie and his family have lived in the community for the past nine years. “I’ve done charity events in the past, lost family to cancer, I know Lisa [Hoglund] from the Foundation and the hospital and cancer is a great cause,” he said. “The total included people and friends from Scotland, who piled me with text messages, especially late at night and early in the morning, who kept me motivated.” Other friends joined him for portions of the run, including one for a 4 a.m. run. “There are lots of creative ways that people can get involved and support us, and Bruce’s idea we loved right from the beginning,” said Hoglund, the executive director of the DHCHF. “I think it will inspire other people to do similar things. I think people tend to think that whatever event they’re doing or the gift they are making has to be a huge amount of money, but it’s important for us to get every donation big or small.”
Optimist carrier Ayla Keen has a delivery to make and this time it’s for a special cause instead of her regular Thursday route in Tsawwassen. The 10-year-old convinced her aunts Sharisse and Sarah to join her in getting their hair cut for Wigs for Kids B.C. It’s a volunteer-run organization that provides funding to cover the cost of custom-made human-hair wigs for children and teens at B.C. Children’s Hospital who have suffered hair loss due to cancer treatment or other serious illnesses. Ayla had wanted to do something since the fall after losing a close family member to cancer. “My great aunt had cancer and passed away in August and then one of my sister’s coaches had cancer too. I just wanted to do something,” said the Grade 5 student at South Park Elementary, who had not cut her hair for two years. The big day finally arrived last Wednesday

The hair donation was just part of Ayla and
her aunts’ campaign. They also wanted to raise at least $600 for B.C. Children’s Hospital Foundation that would
cover the cost to produce one wig. The support has been beyond what they imagined with more than $2,100 raised so far.

ElderCollege Delta receives gifts of Indigenous art
ElderCollege Delta is honoured to have received two pieces of Indigenous art. Sandy and Brian Simpson, members of ElderCollege, gifted a green screen print banner of a killer whale signed by artist Bill Reid. Reid is one of Canada’s finest artists and through his mother, a member of the RavenWolf clan of the Haida Nation. Working in a number of different mediums such as argillite, gold, silver, and cedar, his creations are highly valued and found in both public and private collections around the world. Jim Morin, also an ElderCollege member and instructor, donated a Northwest art piece. This carving was made by Carl Simeon, whose family are Kwakwak’awakw from the We Wai Kai Nation at Cape Mudge on Quadra Island. It represents the Sun Mask, which is one of many masks used in their dances depicting nature, humans, animals and
mythical beings. ElderCollege welcomes visitors to come to their learning centre

The show is double cast with all the familiar characters from newsprint comics, TV and films, but surprises with an original plot line for the staged musical comedy. It incorporates all the hilarious humour and adds wonderful singing and dancing to the story. “The Addams Family is a very stylized show for our crew to sink their teeth into and it’s been a great learning experience for our students,” says technical designer/director Kate Prefontiane. “They feel a lot of ownership in bringing these very recognizable characters to life, while still keeping the feel fresh and fun.” For musical director Danielle Hamilton, this will be her 18th production at SDSS. “It’s a joke cracking, toe tapping,

This foul-mouthed, R&B-singing carnivore promises unending fame and fortune to the down and out Krelborn as long as he keeps feeding it blood. The production team includes directors Karen Tsui, and Alicia Tobin,
vocal director, Tsui, technical director Alex Dinwoodie, choreographers, Ann Matterson and Michael Kirk, costume designer Elaine Collins and public relations coordinator Stephanie Kates. “We chose Little Shop of Horrors because we all love the show,” said Tsui. “The students are so happy to be able to do live theatre again and are very excited to show you the result of many months of hard work, dedication and fun.” Tobin said it has been such a rewarding experience working with this talented and driven cast and crew. “They have put together an unforgettable show that you won’t want to miss! We look forward to seeing you in the audience,” she says. Dinwoodie gave props to the stagecraft kids, who she described as “amazing.” “The majority of them have never worked on a theatre production before, but they’ve come in week after week and painted, and crafted, and built what promises to be an excellent show,” he said. “I’m super proud of them, and I hope they’re proud of what they’ve accomplished.” Little Shop of Horrors runs April 21 to 23 and April 28 to 30 at Genesis Theatre. The importance of Vaisakhi/Baisakhi Festival The vibrant festival of Vaisakhi/Baisakhi is considered to be an extremely important festival for the Indian diaspora across the world and especially in Canada for a number of reasons. Vaisakhi is a spring harvest festival marking the Solar New Year for Sikhs and Hindus. Apart from being important to the farmers as a harvest festival, the festival has a special religious significance to Sikhs as they celebrate this day as the foundation day of Sikh Faith known as The Khalsa Panth. Harvest festivals like Vaisakhi are generally celebrated all around the world. Thanksgiving, a national holiday in Canada and United States, is a prime example about celebrating the harvest and other blessings of the past year. For

Significance of Vaisakhi in Sikhism The vast majority of the local Indo-Canadian population settled in Canada, especially in Greater Vancouver and Toronto, are from the Sikh faith. The Sikh community in Vancouver is the one of the oldest, largest and influential across Canada who started arriving and settling in the late 19th century. For Canadian Sikhs, Vaisakhi is a special
time to celebrate and share their faith and their heritage with their friends and neighbours. It’s a time to celebrate a century of Sikh history here in Canada and the accomplishments of Sikh Canadians in every facet of society. Most Canadians are probably familiar with the sight of colourful Vaisakhi parades to mark Vaisakhi, but perhaps unaware of the significance and history behind the holiday. On Vaisakhi Day in 1699, Guru Gobind Singh created the order of the Khalsa Faith by baptizing the first five members of the Khalsa, calling them Punj Pyaares, (the Five Beloved) giving them distinct identities and a code of conduct to lead selfless lives serving humanity. The parades are led by “Punj Pyaare” or the five beloved who represent the first five Sikhs to have become members of the Khalsa. They are followed by a decorated float carrying the Sikh scripture Sri Guru Granth Sahib. Sikhs follow in procession behind the float singing hymns, displaying the Sikh martial arts and distributing free food to Sikhs and nonSikhs alike. Although Vaisakhi parades know as Nagar Kirtans have been held in Canada since the early 1900s, in recent years in many cities, they have become massive events drawing tens of thousands of participants. Everyone is welcome to attend Vaisakhi Day parades and the celebrations attract Canadians from every religious and cultural background. Since the last 25 years, Vancouver and Surrey Gurdwaras have been organizing Vaisakhi processions in the Lower mainland. Today, the Surrey
Procession/parade is the biggest Vaisakhi Parade outside India with thousands of participants from all over North America. Each year, over half a million people line the 1.5mile parade route to watch the procession, which takes
more than five hours. There are numerous other cities across Canada celebrating the Vaisakhi Day with parades involving 10,000 to 20,000 participants each. In 2020, all the Vaisakhi Day parades had to be cancelled
as a result of the COVID-19 pandemic; it was again cancelled in 2021. This year, even though COVID restrictions have been lifted or eased, as a precautionary move in public health interest, there will be restrained and smaller Vaisakhi celebrations confined to the Surrey and Vancouver Gurudwara premises. The annual Vaisakhi Day parades have become a show of strength for IndoCanadians, as well as a must-attend event for a slew of political candidates. A proud moment for the many Punjabis whose ancestors had to fight stereotypes and racial prejudice to find acceptance in the New World. Today, people of all backgrounds celebrate Vaisakhi, especially throughout Canada, United States, UK, Australia and India. Benjamin Franklin was the first person noted to have made the observation that there are two certainties in life: death and taxes. Leaving the discussion of the second certainty to the accountancy experts, allow me to take a few moments to speak about the first. Regardless of how strenuously we may deny it, we are all moving on the same conveyer belt toward it, some ahead of us, some behind us, but all moving toward death —inevitably. In his landmark Pulitzer Prize-winning book, The Denial of Death, anthropologist, Ernest Becker argued that human beings have developed elaborate psychological defence mechanisms to guard against the reality of
death. Along similar lines, the great theologian, Paul Tillich, asserted that the fear of death, what he called existential anxiety, flows constantly beneath the surface of human life. Tillich wasn’t the first to make this point. Before him, philosopher Martin Heidegger said that human beings are beings “unto death” who have been “thrown into” the world to struggle and contend with their mortality. Back in the late 1960’s, The Doors wrote a song embodying this idea titled, Riders on the Storm. The sight of a dead body has a way of bringing the stark reality of our mortality into sharp focus, so when Jesus died on that fateful Friday more than 2,000 years ago, all of those closest to him assumed that was it — end of story. But when the two Marys entered
the tomb two days later to prepare Jesus’ body for its final resting place, (Matthew 28:1-10) something got in the way. And what got in the way was the power and love of God. When the two women fled from the empty tomb in terror and amazement on that first Easter morning, they encountered the risen Christ, who told them “Do not be afraid.” The same word he spoke to them, he speaks to us. Do not be afraid. Do not be afraid because Christ was raised and Christ was raised for you. Humanity put Jesus to death. God resurrected him. Through the cross of Christ, death will not have the final say. So the fear of death need not define our lives. Now, that is something to really think about on this Easter Sunday.

Delta 2 Revelstoke 0 A 23-day layoff for the host Ice Hawks was apparently needed to rest their penalty killers. They were outstanding in snuffing out all nine Grizzlies’ power plays in front of the shutout goaltending of Braedy Euerby. First period goals from Dominic Passalacqu-Main and Connor Merriman proved to be all the cushion the Ice Hawks would need. Their penalty killing heroics included an extended two-man advantage in the third period while Cole Berg hit the goal post on a second period penalty shot. Euerby earned player-of-the-game honours. Delta 8 Peninsula 7 The Ice Hawks’ ability to bail themselves out of trouble by scoring in bunches was on full display. The Panthers appeared to be well on their way to a crucial win when Logan Speirs made it 3-0 at the 10:55 mark of the opening period. Less than two minutes later it was a tie game, thanks to a pair of goals from Delta’s Carson Merriman, and the stage was set for a crazy night. The teams combined for a whopping seven goals in the final 20 minutes, including two from Kyle Kalamaras that gave the Ice Hawks a 6-4 lead. An empty net goal from Carson Hemenway with 1:53 remaining, proved to be the winner. Delta 5 Langley 2 With spots in the gold medal game already secured, the teams took different approaches to their line-ups. Delta went essentially with the same roster that produced wins the previous two nights while Langley opted to rest a number of regulars. The end result was a somewhat lopsided affair with the Ice Hawks enjoying a 39-14 advantage in the shot department and pulling away in the second period on goals by Jaimie Fuchs, Connor Merriman and Logan Joslin.

The Langley Trappers capped a dominant season in style and spoiled a hometown party for the Delta Ice Hawks in the process. Benjamin Weys’ goal midway through the third period snapped a 2-2 tie and sent the Trappers on their way to a 4-2 victory over the host Ice Hawks in Sunday’s gold medal game at the Cyclone Taylor Cup provincial junior “B” hockey championship played at the Ladner Leisure Centre. The triumph came on the heels of Langley winning the Pacific Junior Hockey League regular season and playoff titles, all initial feats for the franchise. The Ice Hawks were trying to win their first-ever championship of any kind on home ice in their 25-year history and their first Cyclone Taylor Cup since 2006. They erased a 1-0 deficit on a pair of second period, power play tallies from twins
Conner and Carson Merriman. However, Delta could not generate an even strength goal and saw its cup hopes end on Jamie Hylands’ empty-netter with 1:42 remaining. “We just weren’t able to generate any five-on-five offence,” said Hawks GM and head coach Steve Robinson, outside a silent Ice Hawks’ dressing room. “They’re a good defensive team and I wouldn’t expect
to light them up or anything, but I thought we would be able to generate one or two (goals) even strength to compliment that power play. “(Trappers goalie Taje Gill) is not going to give you anything easy. I just felt we didn’t generate enough shots or enough traffic. You have to find a way, greasy or not, to get some even strength offence if you expect to win.”

The Ice Hawks entered the tournament coming off a 23-day layoff after losing in the PJHL semi-finals to White Rock in six games. They showed no signs of rust by producing round-robin wins over Revelstoke (2-0) and Peninsula (8-7) to secure a spot in the final with a game to spare. The West Coast Senior Lacrosse Association (WCSLA) will be back this spring after a two-year COVID-related hiatus with a much different look. It will be business as usual, however, for the defending champions. The Ladner Pioneers will launch pre-season training on Monday (8:30 p.m.) at the South Delta Rec. Centre in Tsawwassen with longtime head coach Ross Frehlick welcoming any potential new players. Since the last time there was a competitive lacrosse camapign, there have been three years worth of junior graduating classes (2019 to 2021) and as many Western Lacrosse Association Drafts (2020 to 2022). “We haven’t played in a couple of years and we want to reach out to all the players who have graduated since,” said Frehlick. “When you look at WLA training camps, there are going to be a lot of draft picks coming out and only so many roster spots open.” Frehlick isn’t wasting any time in putting his team together. One of the most prolific scorers in the history of the National Lacrosse League (NLL) is

70 points in 16 games with the NLL’s Albany Firewolves and is third all-time in league scoring with 1,146 points over 16 seasons.
The last time he was in a Pioneers’ uniform he was fourth in tournament scoring at the 2019 President’s Cup national championship, averaging six points per game. “We’re pretty excited to be getting him back,” said Frehlick. “He really liked it here and he’s telling all his buddies how good of a time he had and all that kind of stuff.” Two more recent signings have a lot to do with what teams are playing in the WCSLA this coming season. The Nanaimo Timbermen decided to take a one-year hiatus as they get their management situation sorted out. That led to Ladner signing their top two scorers from 2019, Corey Shires and Jake Michelson. They combined for 44 goals and 62 assists. Langley is also on a hiatus and the league held a dispersal draft of its players. The Pioneers selected Ian Poole and Nathan Henare. Frehlick added more player signings are pending in the days ahead. The league also welcomes back the North Shore Indians who got a head start on their return with an exhibition series against Ladner last summer. The Coquitlam franchise has re-located to Port Coquitlam.

HARVEY, Kevin James May 16, 1959 − April 6, 2022 With broken hearts, we announce the passing of Kevin James Harvey. Kevin was a loving son, brother, father, grandfather, uncle and friend. Predeceased by his mother, Teresa Harvey, and brother−in−law Bob Smith. He leaves behind his daughter, Chelsea Phillips (Matthew; Emeri, Jema and Mason), father Frank Harvey, sister Lynn Smith (Mikayla, Cheyenne), brother Mike Harvey (Rose; Lindsay, Sean), sister Karen Leeking (Jon; Daniel, Ben, Aaron), and sister Susanne Sherwood (John; Madeline, Sydney, Dylan). Kevin toured the world with the Royal Canadian Navy from 1977 to 1980, worked in Jamaica and Blythe & Quartzsite, AZ, eventually settling back in Tsawwassen to work as an independent general contractor. We will deeply miss his warm, easy−going nature and wicked sense of humour. Give Mom a kiss, put on some Pink Floyd and enjoy your days forever fishing.

He was born on April 9, 1957 in Vancouver B.C. and was an accomplished baseball player, playing with the Vancouver Pharaohs in the late -1970’s and 1980’s. Brian also spent a 42-year working career at Canada Safeway, developing life-long friendships along the way. He enjoyed driving around in his 1972 Monte Carlo and loved all-things sports. He particularly loved watching his two sons play baseball and lacrosse as they grew up, and was happiest whenever he was at the field or arena. He was predeceased by his parents John and Claire, and his 3 brothers Neil, Rollie, and A.J.. He loved and was loved, and will be dearly missed by his wife/ long-time companion Audrey, sons Brandon (wife Elida and daughter Eleanor) and John (daughter Rylee), and many other friends.

She is survived by son Jim (Nancy) Stephen, daughter−in−law Chris (Alex) Stephen, grandsons Ken (Ashleigh), Cam (Meghan) and Colin. She also leaves behind her dear nephew John Morrison (Jane Adams) and niece Jill (Brent) Qually. Her kindness and caring nature were appreciated by many.
