Feds sign historic settlement with TFN SANDOR GYARMATI

The federal government and Tsawwassen First Nation on Monday (April 25) announced a settlement to correct a past wrong against the First Nation. The compensation is to resolve a longstanding claim by the TFN over a bad land deal that dates back to 1957. Chief Ken Baird the Marc Miller, Minister of CrownIndigenous Relations, in a joint news release, announced the settlement agreement of the English Bluff Specific Claim. The claim involved the surrender and sale of approximately 95 acres of the Tsawwassen Indian Reserve, a sale negotiated by government found to be improper as the First Nation did not receive the value it should have received. As part of the settlement, the TFN will receive $7.7 million in total compensation, recognizing Canada’s failure to protect the First Nation from entering into an exploitative agreement. The agreement was endorsed by the TFN membership in a community vote last summer, but details were not made public until today. The specific claim was filed back in 2013.
“We at Tsawwassen First Nation are pleased to bring closure to this long-standing issue. Addressing the historical harms done to our people is key to reconciliation and we hold our hands up to all the leaders and staff who worked over the years to settle this claim,” said Baird. Delta MP Carla Qualtrough congratulated the TFN for working with Canada to correct the historic wrong and their commitment to a nationto-nation relationship. She described it as one important step in the shared journey of reconciliation. Miller also described the settlement as an important milestone in Canada’s relationship with the TFN. The deal is part of an ongoing effort by Crown-Indigenous Relations and Northern Affairs Canada to settle specific claims, which are legal claims by First Nations against Canada related to historic breaches of the Indian Act or breaches of fiduciary duty relating to reserve land or other assets of a First Nation. The specific claims process is governed by the Specific Claims Tribunal Act and by the Specific Claims Policy and Process Guide.

It’s a process that is an alternative to taking legal disputes through the usual court process. Specific claims are separate and distinct from comprehensive land claims or modern treaties, the department explains, noting First Nations and others, including the Auditor General of Canada,
had called for major changes to the way such claims are handled by the government. “Specific claims deal with past wrongs against First Nations. These claims (made by First Nations against the Government of Canada) relate to the administration of land and other First Nation assets and to the fulfillment of his-
toric treaties and other agreements. For example, a specific claim could involve the failure to provide enough reserve land as promised in a treaty or the improper handling of First Nation money by the federal government in the past,” Crown-Indigenous Relations and Northern Affairs Canada states.

It was a year of challenge and change for the Delta Chamber of Commerce in 2021, but in spite of that, the Chamber is committed to being the champion and voice of business in the community. On Thursday (April 21), the chamber held its 112th Annual General Meeting. Its 2022/23 board of directors and executive was sworn-in and the membership and invited guests heard from Mayor George Harvie as he provided his state of Delta Mayor’s Address. The new executive consists of Rosanne Horner, Director, BC and the North Region, Advisory Services, BDC as the new board chair; Rob Allen – Partner,
Campbell Froh, May and Rice, LLP as vice chair and Sam Lang, CPA, CA – Partner, Stoilen, Alston & Lang as secretarytreasurer. Directors include: Yvonne Anderson, Santevia Water Systems (past chair), Dr. Joan Hansen, College of Optometrists of BC, Pierre Pelletier, publisher of the Delta Optimist, Nathan Lauer, Seaspan Ferries, Tanya Corbet, Bella Concepts, Sheena Sidhu, Yard at a Time Concrete Ltd. and John Bourbonniere, Harbour Link Container Services. Chamber executive director Jill McKnight said in her year in review, that 2021 was also a year of learning. “We compiled resources for businesses to use to facilitate reflection about the National Day for Truth and Reconciliation.
We hosted a series of Rise and Shine webinars allowing our members to share their expertise, and we shared valuable resources and updates via our newsletters,” she said. Anderson, as outgoing chair, thanked McKnight for her leadership and new ideas she has brought to the Chamber as executive director, a role she assumed in October. “A lot has changed in the past few years, and yet many things remain the same. Delta has a thriving business community that is optimistic about continued growth and economic prosperity,” said Anderson. “The Delta Chamber’s team of professionals continues to grow and expand bringing new perspectives and talents into our mix. In the coming months, you’ll see our team showcasing their talents as they con-
tinue to create expanded opportunities for relationship building, more access to business resources, increased opportunity, discussion with political and key opinion leaders and growth towards ensuring each member is feeling valued.” Horner said the Chamber is in an excellent position and a solid economic outlook for the year to come. “In B.C. we have among the highest GDP growth at 4.1 per cent compared to the other provinces, our employment recovery has been stronger here in B.C. than elsewhere, our retail sales have completely rebounded and are far superior to prepandemic levels and our residential housing sales have been crazy,” she said. “One area we are behind is tourism, as our hotel stays are still at 50 per cent
capacity. Even with these strong economic drivers we have challenges. We have labour shortages, inflation, affordable housing challenges, supply chain and transportation issues and need to do more to combat the drug crisis.” What role does the Delta Chamber play in all of this? Advocacy said Horner. “The Chamber will advocate on your behalf at all levels of government, as these problems will not solve themselves,” she said. “As we look now, in the future, we want to provide services for you, we want to celebrate and highlight the success of our businesses. We are fortunate to live and work in this beautiful community. This year will be a year where we work better together.”

Staffing, academy cuts proposed in school district budget SANDOR GYARMATI

Inclusive Learning staff, Farm Roots and other academy programs are among the cuts proposed by the Delta School District as it faces a $2.74 million operating shortfall for next year. An anticipated drop of 293 full-time enrolled students for the 2022/23 school year, increased costs, as well as one-time
special funding eliminated, combined with the province not increasing per-pupil funding, have all contributed to the district looking at some difficult decisions, said Secretary Treasurer Nicola Christ in a media briefing Tuesday. The district received $162,000 from the province for the enrollment drop, but that amount won’t cover inflationary costs that are higher
than usual as a result of challenges caused by the pandemic. Christ said the district covered part of last year’s deficit using reserve funds, which meant a shortfall was carried over, but revenues are down from the International Student Program due to lower student numbers in what has been a lucrative revenue generator for the district in the past. Saying the aim is to
have the least impact while spreading the reductions across the district, Christ noted 26.7 full-time equivalents in multiple positions for Inclusive Learning are to be trimmed, but that number isn’t written in stone. The district has always spent more in that area than funding received and will continue to ensure every student with a special needs designation will receive

continued assistance, she said. “Every effort has been made, particularly in this area, to make sure the impacts are experienced as least as possible for our students,” she said. “Weeks of study and analysis have gone into making sure we can mitigate any impact as best as possible. One of the ways to do that is a reorganization of our system that will enable more of our services to flow directly to schools, as opposed to some of them being located at the district level.” A few of the other reductions include removal of the energy manager budget and a reduction in supplies and expenses. Delta Police say a shots fired complaint, that resulted in a heavy police presence and a short closure of Watershed Park in North Delta Saturday night, was unfounded. Just before 7 p.m., DPD received a report of shots fired in Watershed Park. “With calls of this nature a heavy police response is initiated for public safety,” said A/Sgt. Leisa Schaefer.

to be a reduction of the Indigenous budget, which will see a removal of one block of Indigenous Education Advocates’ time from each secondary school. As far as the academies, Farm Roots has had insufficient student interest to warrant its continuance, says the district. The fate of other academy programs is still up for review. While the film and acting academies are popular and will likely be back, some of the sports academies may not be so lucky. One man is in police custody following a tense stand-off at a home in North Delta Wednesday morning. Just after 3 a.m., officers responded to a report of a man who had barricaded himself in his residence in the 11300 block of 88th Ave. A/Sgt. Leisa Schaefer said the man indicated that he had weapons.
The Emergency Response team was on the scene with Delta Police. Police blocked off 112th and 115th and asked residents to avoid the area while police worked to resolve the situation. Just before 9 a.m., Schaefer told the Optimist, that one man was in custody without further incident. Police investigation into the matter continues.

Delta council on Monday gave the thumbs-up for the latest proposed property tax increase. The finance department has recommended a 2.99 per cent tax increase for the Delta portion of the property tax bill. For an average residential home with a change in value in line with the average, the increase in 2022 is approximately $74. People whose homes saw an increase that was greater than the average will be paying more. The Delta charge does not include the charges the city also collects for other taxing authorities, which set their own rates, including Metro Vancouver. According to the city’s five-year financial plan approved by council late last year, emerging priorities that have been identified include social action planning, accessibility enhancements, cycling improvements, electric vehicle charging infrastructure, place-making, Ladner Waterfront redevelopment, sport field upgrades, playground and sport court renewals, off-leash dog parks, boat launch replacements, facility renewal and neighbourhood livability and safety improvements. Last year, the city portion of the property tax increase was 2.9 per cent, which worked out to $70 for the average home. Council late last year also approved the latest utility bill going up $34 for a typical Delta home, bringing the total to $1,191 for 2022.

Cannabis applications granted third reading following public hearing The applications are for a pair of proposed shops in Tsawwassen SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t i m i s t .c o m
Two applications to open cannabis retail stores in Tsawwassen moved a step closer to final approval following a public hearing on Tuesday night. The first rezoning application by Queensborough Cannabis Co., is for a vacant retail outlet at a strip mall at 1274 56 St. in Tsawwassen. Located northeast of the intersection of 56 Street and 12 Avenue, the outlet would include a 1,163-squarefoot retail storefront and 710-square-feet for office and storage. Calvin Basron, representing company owner Ron Basron, told Delta council that Queensborough Cannabis has made hundreds of product deliveries to South Delta residents, so it’s clear there is already a customer base. He also described the positive attributes of the proposed store and their existing New Westminster store. It was an even split of the eight speakers on the application with those in favour saying people
need convenience and choice, while some of those opposed said stores selling drugs are not appropriate for the community. One speaker said she didn’t like the idea of two cannabis stores in such close proximity to each other. Next on the agenda was an application for a non-medical cannabis shop by Imagine Cannabis Co. for a unit at Bayside Village Mall at 1179 56 St. Located southwest of the intersection of 56 Street and 12 Avenue, that dispensary would include 420 square-feet of retail storefront and just over 100-square-feet for office and storage. That store, as well as the application by Queensborough, would be open seven days a week from 9 a.m. to 11 p.m. Saying their store would be boutique-style, secure and discreet, owner Harp Hoojan told council they plan to provide a delivery service from the location. He noted they gathered a petition in Tsawwassen with more than 200 names in support. In a special meeting following the public
hearing, council granted third reading for both applications, but final approval is still required. Coun. Lois Jackson voiced opposition to the application by Image Cannabis, saying she’s concerned about having two stores close to each other, and that she isn’t sure cannabis stores will ultimately provide anything positive. The province’s Liquor and Cannabis Regulation Branch only considers granting approvals for dispensaries if applications are endorsed by local governments. Council on Monday gave final approval by the Liquor and Cannabis Regulation Branch for a government-run store at Scottsdale Mall in North Delta. Two other private stores have already been approved and are open in Delta. Staff are reviewing several other applications, but council has instructed staff not to accept any more applications beyond those for the time being. Council on Tuesday asked staff for a formal report to let the public know there is a moratorium on new applications.

DPD Chief, wife respond to lawsuit IAN JACQUES

Delta’s police chief and his wife say a lawsuit brought against them is “frivolous and vexatious, and should be struck down.” That’s according to a response filed April 19 regarding a civil claim, filed March 1 by Kirnjeet Kaur Sidhu in B.C. Supreme Court. Sidhu claims she was assaulted when sprayed with water from a garden hose allegedly held by Lorraine Dubord. Sidhu said she was walking along Centennial Beach in June 2020 after a picnic with friends, but, with a rising tide, she found herself having to climb some rocks alongside the home of DPD Chief Neil Dubord and his wife Lorraine. It was then, Sidhu alleged, that Lorraine “made a proprietary claim to the foreshore, laughed and taunted the plaintiff about her weight and sprayed the plaintiff with water from a garden hose in the face, which
was taken by the plaintiff as an act motivated by race,” according to her civil claim. The claim said Lorraine’s alleged actions were done with “intent and such force as to cause injury to the plaintiff.” The claim alleges the Dubords erected signs on rocks with the intent to claim a proprietary right to the foreshore. Sidhu claims general and aggravated damages; emotional distress; injury to feelings, dignity, pride and self-respect; anxiety, long-term psychological issues and other injuries. In the Dubords’ response, they deny the incident occurred on the foreshore, with Lorraine also denying that she assaulted Sidhu. “Ms. Dubord specifically denies that she laughed at or taunted the plaintiff about her weight, and that she sprayed water at the plaintiff, or that any aspect of Ms. Dubord’s interaction with the plaintiff was motivated by race,” says the

response. “Instead, it was the plaintiff that directed aggressive, insulting and explicit language towards Ms. Dubord.” According to the court documents, the couple admits they are the occupiers of the premises, but deny they owed Sidhu a duty of care under the Occupiers Liability Act. “At all material times, the premises was reasonably safe for use by all persons including the plaintiff,” says the response. “The plaintiff had a duty to exercise a reasonable degree of care and caution for her own safety and, if the alleged incident occurred as alleged or at all, and the plaintiff was injured (which is denied), the plaintiff is responsible for same.” The response goes on to say that the cause of action is frivolous, vexatious and will embarrass the trial of the proceeding. A motorcyclist is recovering from his injuries following a two-vehicle crash on Highway 17A in Ladner on Saturday afternoon. The accident took place near the entrance to Highway 99 and resulted in the intersection being closed as officers gathered evidence from the scene and made the area safe for travel. “The crash involved an SUV and a

.C. has a growing crisis that needs immediate attention. On almost a daily basis, I see inquires on our local social media pages for residents looking for a doctor. The past few years has seen an increased strain on our doctors and nurses, who have been stretched beyond their limits, dealing with the COVID-19 pandemic. Coupled with burnout, retirement, wait times sky rocketing and medical clinics shutting down - access to primary healthcare - in a timely fashion, is in serious jeopardy. This week, I received an email from a local family doctor who has been practicing in Ladner since 2002. For 20 years, she says she has had the privilege to be part of this community, to be part of her patients’ lives helping to navigate them through their life and medical challenges. Now she says that is all in peril as she has realized that Family Medicine is on life support and may simply not survive. Almost 900,000 residents in this province do not have a family doctor. That number continues to grow every day. I myself, just recently found a family doctor – in Port Coquitlam – where I had a family doctor years ago. He retired and I moved to the Sunshine Coast where I resided for 12 years as editor of the Coast Reporter. I didn’t have a family doctor on the Sunshine Coast. Fast forward to today and living in Delta, I had no luck getting a doctor here, so I took a chance and lucky for me, my former clinic had a doctor accepting patients. I’m fortunate because I can drive out of my community to get healthcare. Many in our community do not have that luxury. We need government action now to ensure that all British Columbians receive the care that they need and deserve.

COVID lands on our doorstep and we didn’t see it coming
I
t took more than two years, but finally the virus we have been running from arrived in our home. I guess we shouldn’t be surprised, “Everyone will get it eventually,” experts claim. On Tuesday (April 19) my husband said, “I feel weird.” By Wednesday he had a bad cold. He was convinced that was all it was, but wore a mask just in case. I was ready for this. I had picked up two boxes of home COVID tests at London Drugs because I was once a Girl Guide and knew too, ‘be prepared.’ My daughter, who is a nurse, tested us because she knows how to get the best snot. The swab went up our noses, we both winced. “That’s nothing compared to how deep I used to go,” she said. Phew, glad we didn’t have to test in the old days. We hovered around my husbands’ test tray. “It’s like waiting for a pregnancy test,” I joked.

The result was instant, in a few minutes the line went dark green. He was positive. My results came next, I was negative. How could that be? We had taken a short trip to Victoria over Easter weekend and were inseparable. It’s true we let our guard down at restaurants, bars, and shops. It was our first getaway in two years and we thought we could breathe a little. No need to panic. We’ve been triple vaccinated I reminded myself. Yet COVID effects everyone differently, and long COVID is a possibility. Last Thursday and Friday
were rough, but by Saturday my husband turned a corner. On Sunday he just had a bad cough and fatigue. I wondered how I could thank those faceless scientists who designed a vaccine that had prevented him from getting seriously ill. He was one of the lucky ones to slide through COVID unscathed. I thought of the early days of the pandemic when people all over the world were dying in the thousands. Hospitals were begging for ventilators. Loved ones died alone. It’s easy to forget when today we can relax a bit and we know vaccines will protect most of us from visiting the ICU. Now we can test at home, treat the virus like a cold or flu, and return to work after five days. I am forever grateful. The sixth wave is upon us. Dog park proposal upsetting
Editor: I am writing in response to your online article discussing the proposal to close the offleash Beach Grove dog park. This proposal is very upsetting and is based on faulty, frankly ridiculous, logic. The Beach Grove dog park is not just a space where dogs can chase balls, it represents a community, where like-minded people can socialize and enjoy nature while their dogs safely decompress by sniffing and socializing amongst each other. I am a senior and I can tell you that taking my dog to the park is a very
important part of my life and well-being. It is particularly nice that I can walk to the park from my home, as do many of the other people who form part of that community. The comment attributed to Coun. Lois Jackson that “parks are for people not dogs” completely misses the point. I like to think that parks are partly for people and partly for nature. Some parks have playgrounds for children to use, others have playing fields for people to play sport, and others are offleash dog parks for people to enjoy with their dogs. The justification for this terrible proposal is that people are letting their dogs onto the
school grounds, and some are rude. This is completely illogical. The fact that these allegedly rude people take their dogs to the school grounds, where off-leash dogs are not allowed, does not justify punishing the people who take their dogs to the dog park, where off-leash dogs are allowed. This proposal is going to cause serious dissension in our community, which is unfortunate. I hope that Delta gives plenty of notice concerning the public consultation process. I intend to participate as, I am sure, do other dog owners and lovers. Susan Coristine
Stop with the inflated numbers Editor: I wanted to comment on your April 19 online article regarding Delta’s decision to not replace Winskill Aquatic Centre. While I long ago resigned myself to the fact that Winskill would not be replaced, I would appreciate it if you could ask the city to stop throwing out inflated construction costs as the reason to not proceed. Just because Richmond spent $80
million and New Westminster is spending $109 million on new facilities that include pools does not mean that is the actual cost of building a new aquatic centre. Prince George is currently building a new aquatic centre for $36 million; Mascouche Quebec built a new facility in 2019 for $14 million and there are many cities in Europe that are taking advantage of new

construction techniques to build facilities for less than $20 million. Why would Delta spend $40 million on renovations to a facility that is already nearing the end of its usefulness? I get it, aquatic centres are expensive to build and operate. Delta has limited capital and a long list of priorities. Just please stop using inflated numbers to rationalize the decision. Dave Colter

Please be careful with your animals An open letter to Delta dog owners On Friday, April 21, we went for a walk at Cromie Park with my threemonth old pup. He ate something and became very sick. We had to go all the
way to the emergency clinic in Langley to get help. We found out he ate something called T.H.C. He was really sick but they were able to help him feel better. They told us that they

Delta looking at relocating off-leash dog park area SANDOR GYARMATI

Delta council has agreed with a staff recommendation to undertake community consultation on the design of a new enclosed off-leash dog area at Grauer Park to replace the existing off-leash area at Beach Grove Park. In 2011, a western portion of Beach Grove Park, next to the Beach Grove Elementary playground, was designated as an off-leash area. A number of concerns, including the safety of children, were raised in recent years about the proximity to the school and a lack of barriers. The boundaries of the leash-optional area were subsequently revised and a fence and gate were installed between the off-leash area and the playground. However, late last year parents continued to raise more concerns. In a recent letter to the city, the Beach Grove Parent Advisory Council (PAC) noted the off-leash area has created continual concerns with dogs
entering school grounds and creating an unsafe environment for kids using the only available path to walk to school, since there is no barrier between the dog park and path. “Some dog owners have been very aggressive towards the school community on occasions and many people ‘extend’ the off-leash area to around the school area and paths further endangering children’s safety,” said the letter from the PAC. “The school has also been dealing with dog feces on both school grounds, pathways and when children use the woods by the dog park for forest learning. Our children recognize the importance of protecting the delicate ecosystems remaining in B.C. and value being able to access the woodland.” Noting it is not a new issue, the parent advisory council also listed a series of incidents highlighting their concerns. “Many parents at Beach Grove have expressed concern about the dog park and lack of barriers and lack of monitoring and patrolling of this park to make sure dog owners are

Many fear coming forward as they don’t want to face repercussions from neighbours or other parents that are dog park users,” according to the PAC. A report to council notes staff reviewed options to provide a full enclosure of the off-leash area and found a number of challenges, most notably the negative impact to natural areas, which would see required space cleared to install a perimeter fence. full enclosure within the existing trails was also examined, however staff noted that would not eliminate problems when it came to the adjacent park. “The mixed-use challenges in the park have grown since the establishment of the offleash designation. Increased use of the park by the community, the natural areas within the park that provide habitat, the community StoryWalk located adjacent to the trail system and the proximity to both the park playground and
school playground result in a great deal of interaction in and around the park by residents. Further, the adjacent school field use is permitted to community sports organizations, causing off-leash activities on the field to impact both the school and community use,” the report explained. The northeast section of Grauer Park has an open, passive park space which could be designated as an off-leash area, as well as ample fencing separating other uses. During council’s discussion on April 11, Coun. Lois Jackson expressed concern that perhaps too large of areas in parks are used for off-leash dogs, saying parks should be for people. Saying they want to see what the community has to say about the relocation, Coun. Dylan Kruger said he’s heard many times that the city needs to ramp up creating more enclosed areas for dogs. Delta’s Parks, Recreation and Culture Commission is currently looking to complete two new off-leash dog enclosures at Pebble Hill Park and Paterson Park.

Canadian land border rules change again for young children

There is some good news for parents wanting to take their young children down to Point Roberts or returning home to any Canadian land border crossing for that matter. As of Monday (April 25), partially or unvaccinated kids under the age of 12 are again exempt from quarantine or needing a negative COVID test to enter Canada. They must be accompanied by parents, step-parents, guardians or tutors that are fully vaccinated or meet all the entry conditions. It’s Canada’s Order in Council simply reverting back to the previous rules after catching some families by surprise earlier
this month. When mandatory pre-entry COVID testing was dropped back on April 1 at all Canadian border entry points, the rules were also tightened for children under 12 that now needed to be fully vaccinated or provide proof of a negative COVID test. At the Boundary Bay crossing (to enter Point Roberts) in Delta, families that took advantage of the special exemption to visit Point Roberts for some time, were issued warnings the first few days and told the next time they would be stuck on the U.S. side of the border waiting to be tested. “A warning to Point Roberts crossers with kids over five. Make sure that they have their double doses as the new
rules state,” Tsawwassen resident Pascal Bajgar wrote to the Optimist earlier this month. “Our two kids only had one jab. The vigilant Canadian border agents released us with a warning but warned we could have been stuck in Point Roberts for a few days until the testing centre (opens again). “The new rule came into effect on (April 1), that’s why we were confused because we had travelled to the Point at least five times previously with the kids with no issues.” Bajgar was thrilled to hear the old rules have returned. Parents of unvaccinated children under the age of 12 will still need to provide a negative test to avoid them going into quarantine.

The Winskill Aquatic & Fitness Centre in Tsawwassen won’t be replaced with a new facility. City officials, following an analysis, decided that rather than spend an estimated $65-to-$95 million, depending on the replacement concept, the best route is to spend an estimated $40 million for a plan that could involve renovating the main building. Also, depending upon a finalized programming analysis, the plan would include expanding the facility with additional new multi-purpose spaces. The proposed concept would also involve the permanent removal of the Winskill annex building, as it was determined the building could not be suitably upgraded to meet current or future needs. Council, at its April 11 meeting, agreed with a staff recommendation

The proposed renovations would result in a facility which meets the current and future needs of the community and will extend the service life of the facility for at least 30 years, according to a staff report. The next step required is to complete detailed designs and cost estimates. The process will also include the detailed
review and refinement of facility programming and the associated space requirements, which includes considerations for fitness, multi-purpose, user group needs and tenant opportunities, the report adds. Once completed, council will get finalized designs and potential funding scenarios, which will then be followed by community consultations. During council’s discussion this week, Coun. Lois Jackson wondered where the city would get the money to pay for the project, prompting Mayor George Harvie to respond that’s it is still early in the process and the goal now is to get cost certainty. Council also had considerable discussion on the future of the Boys and Girls Club which would lose their home when an on-site building is demolished. Council agreed that the club should be included in any future redevelopment plan.

The City of Delta will gather public feedback on a proposed cycling master plan. Council recently endorsed a staff recommendation to see what people have to say about the draft plan, which has been a couple of years in the making. “Delta’s communities are connected by highways and intercommunity bicycle travel is a challenge,” reads the Delta staff report presented at the April 11 council meeting. “At the same, Delta has relatively flat topography and several picturesque shoreline trails, making it an ideal environment for recreational cycling. The city has the opportunity to provide more safe and comfortable network connections that would encourage people of all ages and abilities to cycle to
and from work, school, and other daily needs. This Cycling Master Plan represents the next step in encouraging and enabling cycling in Delta.” The report explains the proposed plan focuses on creating a citywide network of bicycle facilities that are physically separated from traffic and on streets with low traffic volumes. Network gaps were identified with proposed improvements including 56 Street, 12 Avenue and 28 Avenue in Tsawwassen, as well as 64 Street, Ferry Road and 44 Avenue in Ladner and also 112 Street, 80 Avenue and Nordel Way in North Delta. Meanwhile, future community linkage bike lane upgrades have also been identified including Arthur Drive, River Road and Ladner Trunk Road. The draft plans notes new cycling routes, as
well as upgrading current routes, have been prioritized from high, medium-high, medium, medium-low to low. The timeframe depends on annual funding levels. The total estimated cost for all the new highpriority routes alone would be over $16.4 million, while the cost for upgrading high-priority routes would be over $13.1 million. The other priority categories would further add to the cost of the plan, which in the end would have a total cost of $104,711,880. The report also breaks down various funding scenarios for Delta’s fiveyear capital planning cycle. If the city spends $100,000 per year over each cycle, it would take 59 years to complete the high-priority cycling projects identified in the plan, and much longer to complete all routes.

Delta is looking at an incremental approach of initially establishing bike lanes followed by later improvements, given budget availability. Increasing the annual funding would speed up the process. The draft plan was
developed based on public feedback from an initial round of public consultation held online
in 2021, as well as consultations with stakeholders including Delta HUB Cycling.

The Invictus Games are coming to Vancouver and Whistler. On Friday morning (April 22), the official announcement was made that Vancouver and Whistler, in partnership with True Patriot Love Foundation, has won the bid for the Games. The event will take place in February 2025. These Games will be the first to incorporate winter adaptive sports, in addition to some of the core sports from previous Invictus Games. True Patriot Love is partnering with the Government of Canada, the Government of British Columbia and First Nations in Vancouver and Whistler to ensure the Invictus Games 2025 will be the most innovative and
accessible Games to date. “As Invictus continues to adapt and evolve, I am extremely excited to announce that the Invictus Games Foundation has selected Canada to host the first-ever Winter Hybrid Games in 2025,” said Prince Harry, The Duke of Sussex, in a news release. “The Invictus Games Vancouver-Whistler 2025 will offer a global platform to expand the range and profile of winter adaptive sports. With deep respect, I’m also pleased to share that the Games in Canada will be held in partnership with the First Nations, in the spirit of truth and reconciliation with Indigenous communities,” he said. The Invictus Games 2025 will bring together more than 500 competitors from 20 nations to compete in adaptive

Delta council on Monday approved allowing summer drinking at three city parks to become a permanent program. Last year saw a pilot program allowing the public to consume alcohol in designated areas of Diefenbaker Park in Tsawwassen, Memorial Park in Ladner and North Delta Community Park. The pilot ran from June 1 to Sept. 30, 2021, between 11 a.m. and dusk. A staff report notes that based on the public feedback received, the program was largely successful with few issues. The program will return this summer to those same parks, but the designated drinking area at North Delta Community Park has changed. Noting the program
has also been successful in other municipalities, Coun. Dylan Kruger said it allows people from all walks of life, who don’t have a backyard, to enjoy being outside. Coun. Dan Copeland said he supported the program going ahead, but that he has heard mixed reviews from the public. The only council member to vote in opposition, Coun. Lois Jackson, questioned why the city wasn’t gathering more public input, including having a public hearing, before proceeding with a permanent program. She was told the city collected feedback during the pilot and people can continue to convey concerns to city hall. Jackson also wanted staff to report back on a written submission by Dr. Emily Newhouse, Medical Health Officer for Fraser Health.
Newhouse cited a report, Not just a walk in the park: Unsupervised Alcohol Consumption on Municipal Properties in BC, which suggested increased opportunities for alcohol consumption could lead to an increase in individual and or community harm. Several recommendations were put forward including having health impact assessments and health equity analysis done. City manager Sean McGill said the recommendations, when it comes to signage and permitted hours, are already part of the Delta program. The bigger general questions about alcoholic consumption aren’t really applicable in Delta’s case, since the local program is timelimited, in a finite space and had few complaints, McGill added.

The most notable sign of change has already begun in Ladner Village. Demolition has started on the Delta-owned Seven Seas building on Chisholm Street, with the aim of eventually triggering a larger transformation in the harbour area and the rest of the village. Council late last year approved sweeping amendments to the Ladner Village Official Community Plan and have given the green light for the Ladner Waterfront Redevelopment Strategy, initiatives that came from recommendations of the Ladner Village Renewal Advisory Committee two years ago. The waterfront strategy was viewed as a key element of village revitalization, but how long will it take for substantial redevelopment to occur remains to be seen. The plan involves
a reconfiguration and redesign of Chisholm Street, as well as a site redevelopment strategy for the Seven Seas site. Mayor George Harvie said Delta has been discussing the renewal of Ladner’s waterfront for over 30 years, but a plan is only as good as the ability to achieve it. “The first step in this process is the replacement of the aging Seven Seas Building. The new public plaza on this site will be a community gathering place worthy of hosting events and celebrations. I am looking forward to removing the chain link fence, cleaning up the broken glass, and opening this space up to the public this summer.” Coun. Dylan Kruger, a member the committee, said that the city is finally moving forward with a plan after decades of inaction, and the demolition of the dilapidated former Seven Seas site is a key milestone towards

Every day we read, watch and listen to stories about how changes in the environment are impacting our lives. Sometimes the stories we hear discuss big concepts like climate change and biodiversity. Sometimes the story comes to us as a flood or fire, but when we step outside and go looking, it is often the individual animals we connect with the most. Personally, I’ll never forget the sight of a coyote hunting birds across mudflats in the morning fog. Those living in Metro Vancouver are lucky to be in or near the Fraser River Delta, one of the best places in all of B.C. to see wildlife. With the cities of Delta, Richmond and Surrey all participating in the City Nature Challenge later in the month, we have an excellent opportunity to better document the species found all around us.

It turns out, we know very little about the plants and insects that form the basis of the Fraser Delta food chain. For instance, few of us have heard of or seen the Georgia Basin Bog Spider or could identify Streambank Lupine. Within Canada, these species are found only in the south coast region of British Columbia. Every species we identify during the City Nature Challenge will be recorded in a public database used to identify Key Biodiversity Areas. Such data is central to global efforts to halt and reverse the decline of nature. In collaboration with the City of Delta, members of the Delta Naturalists will be in some of our local parks to help search for and identify species, as follows on Saturday, April 30 and Sunday May 1 at: * McKitrick Garden – 9 to 11 a.m. * Ladner Harbour Park – 9 to 11 a.m. * Diefenbaker Park – 9 to 11 a.m. Register at cae@delta.ca to attend one of the events.

Medal for Volunteers - a national award recognizing the contributions and achievements of Canadians from across the country in a wide
range of fields. It is the highest honour for volunteer service that an individual can receive within the Canadian Honours System.

Notably, he helped translate educational pamphlets and videos into Hindi and Punjabi and established breast cancer selfscreening clinics specifically for women of South Asian descent. The Sovereign’s Medal is the latest recognition for Basi’s volunteer work that dates back over three decades. He has also been a recipient of the Queen’s Golden Jubilee and Diamond Jubilee in 2002 and 2012 respectively. “In my background (growing up) in England, I would volunteer in the church, boys clubs, etc. So it’s just something I’ve always done,” explained Basi. “Then what hap-
pened is, in all my (professional) career, I’ve been in healthcare. So a lot of my volunteer work has been helping people with either disabilities or people in need, also raising awareness of health consciousness and wellness and stuff like that, particularly in the South Asian community.” He actually learned of his Sovereign’s Medal back in 2019 and the pandemic put the officially ceremony on hold until this month. Basi was invited to receive the award at Rideau Hall on April 21 from Governor General of Canada Mary Simon. Unfortunately he tested positive for COVID and could not make the trip. The medal was couriered to him last week.

DeltaYouthTheatrepresentsLionKingJr. Disney’s classic adventure story brought to life at SDSS’s Equinox Theatre The Equinox Theatre will come alive in May as Delta Youth Theatre (DYT) presents the Disney classic The Lion King Jr. This 90-minute adaptation of the Broadway production, originally directed by the legendary Julie Taymor, is based on the beloved 1994 animated film. DYT’s cast has 65 young performers who hail from all over the Lower Mainland and are led by the locally lauded directing team Tony Barton and Tracy Neff. “This story sure feels like coming home,” says Neff, who remembers her complete obsession with the animated film when it came out. “I can’t remember a day that summer when my Lion King CD wasn’t blasting Hakuna Matata or another song from the show that I’d completely memorized.” Neff is not alone in her admiration for the Disney animated film. When it landed on Broadway as a musical in 1997, The Lion King

swept six Tony Awards including Best Musical, and today, more than 60 million people around the world have come to discover the thrill of the show. The Lion King Jr. tells the story of the epic adventures of a curious lion cub named Simba as he struggles to accept the
responsibilities of adulthood and his destiny as king. Along the way, he encounters a colorful cast of characters including the spunky lioness Nala, a charismatic meerkat Timon, and a loveable warthog Pumbaa. To claim his rightful place on the throne and save his beloved Pridelands,
Simba must find his inner strength and confront his wicked Uncle Scar. The Lion King Jr. features classic songs from the 1994 film such as Hakuna Matata and the Academy Award-winning Can You Feel the Love Tonight and additional songs penned for the
Broadway production. “Creating the production elements of this show is a wonder,” added Barton, who brings the wow factor to DYT productions with the many hats he wears, including direction, music direction, set construction, sound and lighting design and occasional onstage appearances. DYT is always proud to have creative and skilled costume coordinator Lora Keady tackling the costuming challenge. “Lora is a force of nature,” says Barton. “She not only has to create a show of costumes that look amazing for one cast, but often one costume has to look just as amazing on three other actors because of our multiple casts.” The production team is excited to share this show with Delta audiences and to hear them singing along in their seats. In his latest book, Boy in the Blue Hammock, Ladner author Darren Groth highlights and challenges the assumptions made about neurodiversity through the protagonist Kasper, a character inspired by his own son. The story follows the journey of Kasper, an intellectually disabled 15-year-old boy with a limited ability to speak, and his failed-service-dog Tao making their way to refuge after police have “purged” their town and
killed Kasper’s family, explains Groth. The speculative fiction book is set during the rule of a regressive, totalitarian regime that has isolated and erupted the nation into a violent divide. This book is one of his first intended for adults, and though he’s worked to represent neurodiversity and intellectual disability in his previous books’ characters, this is also the first one that he’s brought his son with autism spectrum disorder to the page. “What is particularly interesting and chal-

lenging about that is, my son has really significant communication challenges, so, this idea of voice was really quite central to the story. It was really important for me to take
on this challenge because my son’s community figuratively, but also quite literally, at times have no voice in society,” he says. The “white-knuckle ride” of a story explores how society views and underestimates individuals with intellectual disabilities, particularly those who communicate differently than neurotypical people. Groth hopes that readers will connect with Boy in the Blue Hammock and be inspired to reflect on the assumptions they personally make about people with disabilities. From there, he encour-
ages readers to start having conversations about the themes explored in the book with the people around them. This latest book is one of seven other novels that Groth has written. In 2016, he won the Adelaide Festival Award for Young Adult Literature and has been shortlisted for numerous other prestigious prizes. Boy in the Blue Hammock will be released on Saturday (April 30 and will be available at Black Bond Books in Ladner, Albany Books in Tsawwassen and other bookstores.

But if we take the time to allow ourselves to peer through the window of the unknown, we will admit to ourselves that not knowing what the outcome will be simply means we have more to learn. We have more to learn about the circumstances, the project and ultimately more to learn about ourselves.

Doubts. We all have them. For some of us, this past Sunday we read about Jesus’s appearance to Thomas and the other disciples after the Resurrection. We may have heard and even used the expression “doubting Thomas” from time to time, usually when referring to someone else who is expressing a lot of doubt. This term references Thomas in John’s Gospel who says that, “unless I see the mark of the nails in his hands, and put my finger in the mark of the nails and my hand in his side, I will not believe” (John 20: 25). “Seeing is believing.” This is a concept that makes sense to us and one in which we are programed from early childhood to understand. We live in a world that demands evidence and proof in order for something to be real, but as

Survey shows appetite for a new homeownership model
As home prices continue to rise in Canada, the dream of homeownership is getting further out of reach for Canadians. New data shows the undeniability as almost all Canadians believe homeownership accessibility is a problem in Canada (96 per cent) and nine in 10 aspiring homeowners feel locked out of ever owning a home. Results from the Home Ownership in Canada Study, which surveyed 2,000 Canadian adults, revealed nearly half (45 per cent) of Canadians are renting their home or live with family while the other half (55 per cent) own their home. For those renting or living with family, four in 10 (44 per cent) have aspirations of buying a home within the next 10 years.Rising home prices make that a challenge. The average home price in Canada rose to $816,720 in February – a 20 per cent increase from the previous year. Since February 2020, the average home price has increased by 50 per cent from $542,286. Saving for the recommended 20 per cent down payment is a barrier for more than three in four aspiring homeowners.
“Rising home prices have outpaced wages, making it impossible for Canadians to get ahead. Is mass Timber a good housing fit for Delta? SANDOR GYARMATI

When will mass timber buildings be coming in the City of Delta? That remains to be seen following Delta North MLA Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation, along with several cabinet ministers recently announcing the Mass Timber Action Plan, as well as funding for four new mass timber housing and infrastructure projects. The Mass Timber Action Plan shows that B.C. could have as many as 10 new mass-timber manufacturers by 2035, according to the province. In addition, boosting the sector’s skills training
through trades programs at post-secondary institutions will help fill an anticipated 4,400 additional job openings in manufacturing, construction and design. The primary loadbearing structure in mass timber buildings is made of solid or engineered wood. Also according to the province, larger-diameter trees are not needed to make mass timber. Mass timber buildings can be engineered for strength by fastening together layers of smallerdimension wood with glue, dowels or nails, a process that can deliver as much as seven times the economic value when compared to milling logs for lumber. Mass timber reportedly
can match or exceed the structural performance of concrete and steel while reducing carbon emissions by as much as 45 per cent. The government last year announced funding for several demonstration projects and that it also established a new advisory council to accelerate the adoption of mass timber building systems. Those projects reflect a range of different building types and approaches that would highlight the versatility and performance of the building material, the province noted. The government already invited municipalities, including the City of Delta, to sign on as mass timber construction early adopt-

ers in the Provincial Office of Housing and Construction Standards Mass Timber Early Adopter Initiative. In 2020, Delta council agreed to sign an expression of interest, but also added conditions. A new National Building Code will allow encapsulated mass timber construction up to 12 storeys, which in turn will be reflected in the next edition of the B.C. Building Code due out in 2022/23. The provincial government introduced its early adoption initiative for participating
municipalities to permit the construction of such buildings up to 12-storeys with engineered wood products in advance of the provincial adoption of the National Building Code. A Delta staff report last year noted Delta Fire and Emergency Services would support design elements that utilize passive fire protection, active fire detection and suppression techniques equal to or better than the B.C. Building Code. Any project would also be subject to the requirement for a Construction Fire Safety Plan.
Delta’s fire department also supported the same fire protection standards that the Vancouver Fire Department required for the new Brock Commons, a 12-storey mass timber project at the University of B.C. Council also agreed with a staff recommendation for a city requirement for independent reviews by professional licensees for submitted structural designs as part of building permit applications. An application for a mass timber building in Delta has yet to be submitted.

Construction cost increases have become so dramatic in Metro Vancouver that they’ve outstripped land prices as the single biggest unknown in proformas for developers. That’s the message Greg Zayadi, president of the Rennie Group, delivered to a recent breakfast meeting of the Independent Contractors and Businesses Association. “When developers are working on proformas today, the biggest impact on the end number to the consumer is the construction pricing,” Zayadi told Western Investor following the breakfast. “The land you purchase, the cost to hold, the soft costs – all of these things are much less significant than managing the construction costs.” Time was that land prices and construction costs were both in the $250 to $300 a square foot range. Today, construction costs
are often closer to $500 a square foot. “We’ve seen a 30 per cent increase over the past 14 to 16 months, and in the last four months we’ve estimated that it’s 5 per cent to 7 per cent a month,” Beau Jarvis, president of Wesgroup Properties said. “It’s making it extremely challenging to understand the dynamics of a viable construction project. It’s so difficult to understand what’s going on.” Wesgroup is planning a project in East Vancouver that started out at $430 a square foot in hard costs, but when the project went to tender it came in at $525 a square foot. “In order to make that project viable we had to raise the revenue assumptions in the project,” Jarvis said. “We haven’t launched that project yet, so we don’t know if those new revenue assumptions are even viable in the marketplace. And so that’s a project that could be paused.”
Zayadi isn’t aware of any projects that have been shelved to date by construction cost increases. But he notes the situation is hitting woodframe construction particularly hard, impacting affordability for firsttime buyers. “This is townhomes, this is six-storey woodframe, this is in-fill. This is not investor-type product,” he said. “When all of a sudden every woodframe project from Pemberton to Abbotsford is needing $750 to $800 a square foot, that is really putting pressure on that first-time homebuyer.” Altus Group estimates that multifamily construction costs in Vancouver increased 5 to 7 per cent last year, and senior director Dave Schoonjans expects a similar increase this year. “It doesn’t sound bad, but you’ve got developments that only have a 10 percent margin,” he said. “Say you’ve got permitting issues or some other delay, and in 12 months your profit is
gone.” But he says the situation in Vancouver is less dire than elsewhere in the country. Toronto, Montreal and to some extent Ottawa are under greater pressure because the markets there were going full-tilt when the pandemic hit. The labour constraints and supply chain disruptions made a bad situation worse, and the surge in presales over the past year has compounded the woes. “The Vancouver market slowed down just in time for a lot of these cost increases and disruptions,” he said. “It’s not to say things are great in Vancouver and Alberta, but they’re the least bad.”
Pressure isn’t about to let up

ing in Metro Vancouver was unchanged in 2021 versus 2016, meaning the housing shortage continues. “The most recent census is a clear indication that we have yet to make progress in meeting the housing needs of Canadians,” Scotiabank stated regarding the data. Meanwhile, governmentfunded projects continue to tap into a tight labour pool, increasing cost pressures and eroding the premium that makes developers want to take risks in the market. “There’s just not enough trades in the trade pool, and then we have commodity prices, and all of this is culminating into one point in time that is significantly impacting our costs,” Jarvis added. “It’s getting harder to pull the trigger on some of these projects. … We are already starting to see a flight of capital to where it’s easier to work and the risk premium is there.”

How to stay mentally sharp after retirement
If asked to describe how they envision retirement, many professionals might reference travel, time spent with grandchildren and various recreational pursuits. Few, if any, would mention cognitive decline. However, cognitive decline poses a significant threat to aging men and women, especially during retirement. Researchers have long since recognized that certain cognitive abilities begin to decline with advanced age, even among elderly individuals who are healthy. However, despite that decline, individuals also can embrace some strategies to stay mentally sharp in retirement. *Consider delaying retirement: Even if early retirement is a dream, it might be better to work a little longer than you had planned. A 2021 study published in the journal SSM - Population Health found that postponed retirement is beneficial to cognitive function for all genders, races/ ethnicities, educational levels, and professional status. The study reported that individuals who waited until age

Retirees can look into adult learning programs at local colleges and universities to see if anything piques their interest. Allison Lee-Meyer’s love for cycling began with family treks that stretched across Vancouver. Now she has taken that passion to the track where she is riding wheel-to-wheel with some of the top up-and-coming athletes in the country. The 16-year-old Grade 11 student at South Delta Secondary School showcased her potential at the recent nationally-sanctioned Western Canadian Track Cycling Challenge at the Burnaby Velodrome Club. Lee-Meyer won gold in the U19 Pursuit, U19 Team Trail and U17 Scratch Race. She would later add bronze (Keirin) and silver medals (Team Sprint and Team Time Trial) when she moved up to race at the elite women’s level. The results reflect her significant progress since taking up the sport two years ago. Lee-Meyer recalls being in awe the first time she stepped inside Metro Vancouver’s only velodrome and just how sloped the 47-degree track was. “The first time I went in there, there were some other people who were practicing sprints, and they were just
flying around the track. I was like ‘wow’ because it’s such a steep track, said LeeMeyer. “Being my first time there, I will always remember that. It’s almost like I’m riding on a wall.” Her love for cycling came at a young age on weekend excursions when her family lived in Vancouver before moving to Tsawwassen. “We’d put our bikes on the bus and we would go all the way to UBC, then we would ride all the way home. So when she was six, Allison was riding across Vancouver,” said her father Aaron. “At that point in time, we were living in East Vancouver, so gives you an idea of the distance. We were riding for five hours and stopping at playgrounds and what not.” As Allison got older she was getting faster to the point it was time to take her passion to a junior club in the city. The downside was that involved a lot of riding on busy streets. She eventually learned of Burnaby Veldrome Club’s generous BIPOC youth cycling program that provided her a 10-week introductory program free of cost. There has been no turning back since. Now her goal is to eventually earn a spot on Canada’s NextGen for future Olympians.

Delta Deas rowers take the indoor season by storm
Delta Deas Rowing Club’s Gayle Hubbard and Richard Stout have been thriving out of the water. The Masters athletes enjoyed outstanding indoor rowing seasons. This version of the sport features standardized rowing machines (ergs) and has become the international standard of winter fitness competition. The machines can be connected online which means that international competitions have the ability to welcome rowers from all over the world. Stout started rowing at University on the Thames Tideway in London. A move to Alberta, along with his career and raising a family intervened, until he retired and moved to Ladner and discovered the fabulous rowing waterway at Delta Deas. He returned to the sport after 35 years and clearly hasn’t forgotten how to do it. Stout has posted incredible results in three indoor rowing competitions. He was first in his age class (and even the next younger age class) at the Canadian Indoor National Championships. He was also first in his age class at

the U.S. Indoor National Rowing Championships, followed by a world record time of 6:50.2 for 2000 metres in winning the World indoor Rowing Championships by a large margin of over 30 seconds. The Worlds are particularly competitive because of the strict continental qualification process in each age category. Hubbard was introduced later to rowing than her teammate, taking it up at the age of 62 at Delta Deas. Since she retired from teaching at Delta Secondary School, rowing has become an all-consuming passion and her results in various on water and indoor regattas show this. She was first for her age group at Beat the Beast at St. George’s this year as well as the Canadian Indoor National Championships. Hubbard is a great example of how rowing is a good sport for older adults. Highly aerobic, but easy on the joints. The weather is warming up and the rowing club is now offering learn to row programs again for youth and masters. IN LOVING MEMORY WOODCOCK, Lynne Marlene July 12, 1944 − March 18, 2022 With great sadness, our family announces the sudden passing of Lynne Marlene Woodcock (Campbell) of White Rock (Ladner) at Peace Arch Hospital Foundation Lodge on March 18, 2022. Lynne was born and grew up in the South Vancouver area of Marpole. She attended David Lloyd George Elementary School and Sir Winston Churchill High School. Her work ethic was legendary − she picked spuds on Gordy’s Combine and worked the phone lines for Mel’s Towing and Delta Bus. For many years Lynne was a valued volunteer member of the Peace Arch Hospital Auxiliary Superfluity Thrift Store. In her free time, Lynne always enjoyed a game of bingo and searching for garage sales, but her true passion was gardening. Her keen knowledge and creative eye were proudly displayed each year with a brilliant array of pots filled with thousands of magnificent blooms. She led an adventurous life, avidly travelling with her friends to many interesting places around the world. A devoted mother, grandmother and sister, Lynne’s biggest gift was her caring and dedicated friendships with so many. Her kindness and wit will not be forgotten. May she Rest in Peace. Lynne was predeceased by her parents, Pat and George Campbell, and her beloved husband, Jim Woodcock (Delta Police). She is survived by her sister Shaun (Tony), son Mike (Marie), daughter Debbie (Tracy) and cherished grandson Cameron. A celebration of her life with family and friends will be arranged at a later date. Memorial donations may be made in Lynne’s name to Peace Arch Hospital Foundation Lodge or the Canadian Cancer Society.
ROBERTS, William Wells 1935 - 2022 William (Bill) Roberts passed away peacefully on Earth Day, 22 April 2022, at the age of 87, in hospice near his home in Tsawwassen, Delta, British Columbia. He was born in Grenada, and that sunny Caribbean island was never far from his thoughts in his final months. William studied architecture in London, England, where he lived for 15 years, married, and became a father. One of his first professional contributions was to the blueprints for the Institute of Theoretical Astronomy at the University of Cambridge. His career took him next to Jamaica, where he lived for 9 years and was involved in the design of numerous projects including Kingston Mall. Moving to Canada in 1978, his subsequent work ranged from single-family houses to large commercial projects. He also served on the Design Panel for Delta. William’s talents will be most fondly remembered by the friends and relatives for whom he designed homes and renovations over the decades. A life-long lover of classical music, William attended innumerable concerts by legendary performers in England and Canada, and cherished his extensive collection of recordings. He was passionate about nature conservation and social justice, and was an avid reader on these topics, history, and politics. A true gentleman, William set an example of unwavering decency, modesty, and integrity. All who knew him will miss his wit--dry but never caustic.
William was predeceased by his parents William and Lillian Roberts, and eldest sister Yvonne Roberts. He is survived by his wife of 60 years, Carolyn Anne Roberts (née Paterson), his son Mark and daughter Kim, and sisters Fay Miller and Margaret Steele. Services for William will be held at Canadian Memorial United Church, corner of Burrard St. and W 15th Ave. in Vancouver, on 16 May 2022 at 2 p.m. In lieu of flowers, the family invites donations in his memory to the Nature Conservancy of Canada or the Vancouver Symphony Orchestra.

ELLIOTT, Marlene Jean April 21, 1932 - April 19, 2022 It is with great sadness we announce the passing of our dear mother, Marlene Jean Elliott on April 19th, 2022, just two days shy of her 90th birthday. Marlene was born in White Rock, B.C. and grew up in New Westminster; a Mayday Maid of Honour who met British Royalty. She was a talented tapdancer who, as a young girl, was too shy to leave her parents to follow an opportunity to dance at a school in New York City. Marlene worked as a cartoonist for the Province newspaper. After starting a family, Marlene moved to Ladner B.C. where she spent many happy years with her husband and children. As her kids grew she decided to become a florist and had the best eye for decorating. Marlene also spent many years volunteering for the Delta Hospital Auxiliary. As age crept in, the time eventually came to move to an assisted living home in Calgary, Alberta. It was here she spent the last precious years with her daughter and family. Marlene was a strong lady who suffered through and conquered many illnesses in her life, but she remained a caring person who always had a smile on her face. She was a loving wife, mother and a devoted grandma. Marlene loved her grandchildren dearly and spent every moment she could loving and caring for them; making memories that will last a lifetime. They will remember her love of strong coffee, her talent for cooking and baking, and how she could always be heard humming or singing softly.
She will be lovingly remembered and deeply missed by her children and their families, Wayne and Sherree Elliott, John and Tracy Elliott, and Kelly and Stuart Stobbe; her grandchildren, Jason, Jesse, Courtenay, Laura, Carson, Kristina, Alison, and Sarah; and eight great-grandchildren. Also left to mourn Marlene is her sister, Sharon Rogers. Marlene was predeceased by her husband, Eugene Elliott; her granddaughters, Erin Elliott and Taylor Stobbe; and her brother, Don Randall. Marlene is a very special lady who will be remembered and missed by many. May she rest easy now with those who have gone before her. Let her know that her memory will carry on in the hearts of those who loved her.
