Clients new and old have been amazing to us and have our phone ringing non-stop since provincial protocols lifted. We are alive and well and are excited about the future. As you know we are located at the East Delta Hall and are gearing up for the upcoming season and beyond. A water break, in early January left us in- operable as a venue until recently. As we finish up with the last of the renovations, we are moving forward with enthusiasm and excitement. We have taken the time to have some subtle changes made from our grand opening of pre Covid, hope you like them.

Being the curators of the East Delta Hall, we are also the house caterers. Weddings to memorials, birthday parties to engagements, celebrations of life and any other events that celebrate life to the fullest, we are here. Million dollar artwork seizure included work by Tsawwassen artist John Horton MARK BOOTH

Works by a renowned Marine artist from Tsawwassen were among 1,000 pieces, worth tens of millions of dollars, seized by Saanich Police after investigating an art dealer in Oak Bay. John Horton says the whole ordeal is in the “homestretch” and he hopes to be back in possession of his two paintings, valued at $7,000 each, soon. It was back on April 11 when an art owner contacted police that, in March, they had entrusted a dealer with four pieces of fine art for consignment and potential sale at a gallery in Oak Bay: three original Emily Carr paintings and a Blackwood watercolour. Both are renowned Canadian artists. There were also pieces by Canadian painter Joseph Plaskett. The owner of the Carr and Blackwood paintings became suspicious when the gallery recently closed and attempts to contact the dealer went unanswered. The police investigation found several other victims who had consigned art to the dealer, only to have all communication cut off. Detectives with the Major Crime Unit executed three search warrants at storage sites in Saanich, Oak Bay and Langford. An initial search found 600 pieces of art, the next more than 100 and the final search more than 300, police said. Police said in total just over 1,000 pieces were seized, with an estimated value “in the tens of millions of dollars.” The art is being stored at a secure

location. The dealer, whose identity can’t be disclosed until charges are sworn in court, was arrested on April 21 and released on several conditions, with a court date set for July, said Saanich Police Const. Markus Anastasiades. As for Horton, he had a relationship with the Oak Bay gallery dating back 15 years with several successful exhibitions. He was unaware it was under new ownership but did agree to have another exhibition last year. When it concluded, the owner wanted to keep four of Horton’s works on display, including two others valued at $45,000 each. Horton had interest from a Metro Vancouver customer in one of the $45,000 pieces and went over to the Island to pick up all his work. That’s when he learned the gallery was in the process of moving to a new location. “I said I will come and pick them up and then you can tell me when the new gallery is open, then I can bring some new work. Up until this time, I still hadn’t met the owner,” recalled Horton. “So now I get to the old gallery and I get the two $45,000 pieces. And he said, everything else is in storage because of the move and he can’t put his fingers on the other two pieces right away. I said fair enough. I’ll pick them up the next time I’m over here. “That was the only time I ever saw or spoke to the owner. After that I started to make phone calls. I never got a call back and no reply to emails either.” Horton eventually heard from another artist who was looking to retrieve

There’s a lot of very honorable people out there but every now and again, you get a bad one. Former Optimist publisher Tom Siba passes IAN JACQUES

The newspaper industry is mourning the loss of a respected newspaper man and community leader. Former Optimist publisher Tom Siba died peacefully on April 22. He was 73-years-old. Siba’s last few years has been impacted by Lewy Body Dementia. Born in Winnipeg, Siba frequently returned to his hometown where family members still reside. He remained loyal to his roots as a Winnipeg Jets fan. His career began with Arthur Anderson and Company in Winnipeg. He was transferred to Vancouver in 1974, where he met his wife Kathleen. The couple lived in Campbell River and Port Hardy before moving to Tsawwassen where Siba joined The Madison Group in 1978. Siba spent 25 years in the community newspaper industry, running several Lower Mainland newspapers and publications for Glacier Media including publisher of the Optimist for 15-plus years. He was also involved provincially and nationally as a BC and Yukon Community Newspapers Association director for many years and as a BC director on the Canadian Community Newspapers Association board. He served as BCY president in 1991 to 92. A resident of Tsawwassen for 44 years, Siba volunteered for many organizations, including The Rotary Club of Ladner, Scouts Canada District president (1993-97), Reach Child and Development Society and Reach Foundation, Delta Community Foundation, Ladner and Tsawwassen Business Associations, Delta Heritage Museum and Lower Mainland Better Business Bureau. “He was certainly very dedicated to his community,” said Alvin Brouwer, president of Lower Mainland Publishing LP and Glacier Community Media Digital. “He always supported events, fundraisers and business events in the community. He had great community spirit. It’s very sad that he died in the Optimist’s 100th year.”

Sam Grippo, chairman of Glacier Media, said he loved the fact that Siba was always straight forward. “Tom had a great sense of humour. He had a keen awareness of the publishing business and was great to work with and for,” recalled Grippo. “When Orest Smysnuik, a long-standing Glacier employee came to Vancouver, over 50 years ago, it was Tom who volunteered to put him up in his apartment for a number of weeks.” In the 95th anniversary celebration supplement produced by the Optimist, Siba recalled starting up a publication in South Delta. “I spent a lot of time driving around the Fraser Valley. The idea of having a newspaper where I lived was very attractive,” said Siba. “We approached the Bexley family to buy the Optimist. They were not interested in selling, so in 1989, we started up the South Delta Today. Siba also hired former Optimist owner and publisher Edgar Dunning to write a column for South Delta Today when he was 79. Long-time Optimist sales rep John Gallinger recalled the day in 1991 that Siba convinced him to work at a new paper in Tsawwassen called the South Delta Today.

“That was a move that proved to be a great one. Besides working for a publisher who I truly respected and admired, it was also a lot of fun helping to get the paper going and grabbing as much market share as we could from the Optimist,” said Gallinger. “The South Delta Today’s ownership ended up purchasing the Optimist after a fairly short time and Tom and I and other staff continued our roles there.” He said over the years the two became best friends outside of work. “We had many things in common including the great outdoors, sailing, cigars, and port,” said Gallinger. “Tom owned a beautiful sailboat and had already known that I was an avid sailor, so I lucked out being part of the crew for many voyages. Tom had a great memory of those trips and was an excellent storyteller. We always found lots of good things to chat about and laugh about. “Between the Beach Grove Golf Club, campfires at my lot in Point Roberts and the Hunter Sailboat, we always had the perfect place for a good chat and a fine cigar. I will miss my friend Tom a lot.” A celebration of life will be held on May 27 from 3 to 5 p.m. at the Coast Tsawwassen Inn.

School budget is like playing a game of ‘whack a mole’ SANDOR GYARMATI

The Delta Board of Education held a special budget online consultation meeting Tuesday evening to hear what people had to say about what’s been described by the school district as a difficult proposed budget. The district faces a $2.74 million operating

shortfall for the next school year. A predicted drop in full-time enrolled students for the 2022/23 school year, increased costs as well as onetime special funding eliminated by the province, combined with the province not increasing per-pupil funding, contributed to the district now proposing cuts to meet its budget shortfall.

The cuts range from reducing staff for the Inclusive Learning department to custodians, as well as other areas of the district. The district, which wants to rely less on reserves to balance its books, covered part of last year’s deficit using reserve funds, which meant a shortfall was carried over. Meanwhile, revenues are down from the International

Student Program due to lower student numbers in what had been a lucrative revenue generator in the past for the district. Only three people spoke at Tuesday’s meeting including Delta Teachers’ Association President Susan Yao, who told the board the bigger question is why the provincial government is not providing enough funding.

Property crime offenders are not following Delta Police on Facebook it would seem. If they were, then they likely would not have been fooled by the Bait Car program, which police say is alive and well in Delta. According to police, last week the Patrol Support Team deployed a vehicle with property in plain view that proved to be too tempting for would-be thieves living

in a Delta neighbourhood. “Two males associated to a residence scoped out the vehicle, stole the property inside, and attempted to flee back to their residence,” said Delta Police in a post on their Facebook page. “Little did they know that they were being watched, and that this was, indeed a bait car. The males were taken into custody, and later released with a date to appear in court.” Investigation continues and charges are pending say police.

Delta looking at AEDs for outdoor public spaces

It could help save lives at Delta’s outdoor public spaces. City staff will be reporting back to council on acquiring publically accessible automated defibrillators (AEDs) for outdoor places such as parks. The devices would be in stands available for people to use if they see someone suffering a sudden cardiac arrest. Representatives from St. John Ambulance earlier this month made a presentation to council on a province-wide Start Me Up campaign to have 1,000 devices available at outdoor venues. While Delta has the devices at all indoor civic facilities, they aren’t available yet at their public outdoor venues. Ken Leggatt, Chief Operating Office for St. John Ambulance, said unlike heart attacks, sudden cardiac arrests can happen to anyone at any time, and can lead to unconsciousness and can be fatal if not treated immediately with CPR and an AED. Described as userfriendly and having easyto-follow prompt instructions, the AEDs would also have an accompanying first aid kit in each stand, as well as an intranasal naloxone kit should someone suffer from a drug overdose. Coun. Dan Copeland, Delta’s former fire Chief, said it’s an excellent initiative, especially with education to help people understand they don’t have to be afraid to use the devices. Copeland said he’s hoping the city can work with some of its service groups on the initiative as well as first responders to identify the best locations. Each stand costs about $7,500.

Delta council on April 25, voted in favour of giving preliminary approval to a bylaw amendment for the city’s electric vehicle and electric bicycle parking and charging requirements. Delta’s current regulations includes a requirement for EV charging in new multi-unit residential or mixed-use buildings with more than six dwelling units. A minimum of 20 percent of all required parking spaces must each be provided with either a minimum Level 2 charging station, roughed-in raceway or cable and electrical panel capacity to accommodate a station. The new rules would see 100 per cent of vehicle spaces with either a dedicated Level 2 outlet or charger, as well as

resident bicycle storage areas having one outlet per four bicycle spaces. Visitor parking spaces would not be required to provide EV charging. A report to council notes that the requirement to provide an energized outlet would allow all parking spaces to be EV-ready, thus reducing the costs for strata corporations and owners to add electrical room capacity, conduit and wiring after construction. The bylaw amendment would also allow for shared circuit systems for “smart charging” or “load-sharing.” Delta’s zoning bylaw also does not currently include any electric vehicle charging requirements for new singledetached or duplex dwellings. That would change as well, as the proposed bylaw amendment

would expand on Delta’s Electric Vehicle Strategy, requiring at least one Level 2 capable outlet for single-detached dwellings, as well as include the same requirement for each unit in a duplex dwelling. Secondary suites and coach houses would be excluded from the requirement. It is also recommended that townhouse developments with shared parking areas provide charging capability for 100 percent of parking spaces, similar to multi-unit residential and mixed-use developments. For townhouse developments with individual parking garages for each unit, the proposed bylaw would add a requirement for one outlet capable of Level 2 charging or higher for one space per dwelling unit in a garage.

Pedestrian incidents, traffic safety concerns prompt intersection upgrades SANDOR GYARMATI s g y a r m a t i @ d e l t a - o p t im i s t .c o m

More pedestrian safety improvements are coming to the City of Delta. Council on Monday (April 25) approved an engineering department recommendation for intersection improvements at River Road and Berg Road. On Oct. 22, 2021, a 60-year-old woman was killed after being struck by a vehicle at that intersection. To improve intersection safety, a new traffic signal will be added along with an asphalt sidewalk connection on the south side of River Road between 76 Street and Berg Road, as well as LED street lighting. A temporary asphalt sidewalk will be built in the interim until new pedestrian and cycling improvements are eventually constructed in a future cycling project, a

staff report notes. The improvements will be designed this year and advanced to council’s 2023 budget process. Elsewhere, on Nov. 19, 2021, a pedestrian was struck in the crosswalk at 1 Avenue and 55A Street, resulting in serious injuries. The improvements to improve pedestrian safety in that area will include an upgrade of the existing crosswalk with new pedestrian activated rectangular rapid flashing beacons, curb extensions and new LED street lighting. The design was included in the 2022 capital program, but additional funding was required. The report also notes a recent meeting with residents of Marina Gardens who indicated continued concerns with traffic volumes on Admiral Boulevard. Public consultation

has indicated support for a full traffic signal at Ferry Road and River Road to enhance safety and to relieve some traffic demand using the Admiral Boulevard and River Road intersection. The engineering department wants to advance the construction of the traffic signal and to upgrade the existing pedestrian crosswalk on Admiral Boulevard that connects the fourth and fifth hole of the Cove Links golf course to a raised one. Those improvements will coincide with a reduction in the speed limit along Admiral Boulevard between River Road and Admiral Way to 30 km/h. The measures will help address the impacts from the increased number of vehicle trips associated with the ongoing development of Marina Gardens, the report adds.

ne is a lonely number at the best of times, but when it comes to an election, one is really lonely. In case you didn’t know, on Saturday, Oct. 15, voters will head to the polls in a B.C.-wide municipal election to elect city and district councils, school board trustees and in some areas, regional district board members. In 2018 in Delta, when we had our last municipal election, we had 43 candidates on the ballot – six for mayor, 20 for council positions and 17 for school trustee. So far this year we have one candidate – Mayor George Harvie - who announced his intentions to seek reelection in October 2021. We have not heard from any of the incumbent councillors if they plan to seek re-election or if their time at the council table is done. The same at the school board level – not an indication from anyone whether they will be seeking your vote again come October. And as far as any new candidates stepping forward seeking office – crickets. Now, the pandemic may be playing a factor in why we are so slow out of the starting gate, but with activities starting to pick up, and health restrictions lifting allowing a more fulsome return to community events, you would think this would be a prime time to announce your intentions. What better way to get out into your community and let people know that you are running by greeting people and pressing the flesh at events and activities. I’ll give Harvie credit because he certainly has been doing just that the past few months. I think I have heard his “Achieving for Delta” speech five or six times already at events I’ve been at. There is nothing wrong with it. If you have the chance to make your mark, why not take advantage of being the sole candidate right? We are off to a slow election race so far. Here’s hoping that it will soon pick up some speed.

We need a little sunshine from Mother Nature

M

y Project Pickle kids have been asking me why our radishes aren’t ready. Typically one of the first root vegetables we plant, we have yet to be able to enjoy their spicy crunchiness. Mother Nature has been toying and teasing us this spring. We have lots of veggies in the ground, but germination has been slow due to an unusually cool and wet spring. Last year and the year before that were fantastic. This year, not so much. I was speaking with local farmer Peter Guichon earlier this week. He and others in the local farming community who grow root crops are having a tough time getting their equipment into the fields. Some fields are better than others and I recall last year that potato seed, for the most part, made it in to tilled rows at the end of March. The bumper crops of the past couple of years may yet come to fruition, but we need

some consistently dry weather to make that happen. This year is another example of how Mother Nature always wins. Guichon recalled that in 1981, potatoes didn’t make it into the ground until May 26. Let’s hope that they make it in sooner than that this year. Delta South MLA and Liberal Party agriculture critic Ian Paton addressed the Legislature on Monday to talk about inflation and its effects on the public and on the farming community. Throw a little pandemic and war into the mix and you can see how supply chain issues, fuel costs, and

other chaotic maladies can wreak havoc. In his speech, Paton noted several not so fun facts that are worthy of reflection. Our inflation rate in B.C. is at six per cent up from 1.6 per cent in 2017. Gas is up 70 cents per litre in Vancouver then it was in 2017. The average price for a home in Vancouver is up over $600,000. Grocery prices are up 16 per cent in these five years. Beef prices are up 32 per cent and fresh vegetables are up 24 per cent. Sadly, families are having to down grade some food choices to those that are considerably less healthy, just to ensure the food budget can be met. On the larger front, farming families such as the Guichon’s will be facing massive fuel and fertilizer costs. When you operate 40 odd diesel and gas vehicles on 1,200 acres, things can get crazy fast. When the dry weather finally comes and the crops make it to our shelves, make sure you buy local. And at home, consider that backyard veggie garden.

Beach Grove Dog Park Flowers Beautiful lovers need to unite Editor: Shocked to hear there is an effort underway by the PAC to have the City close this long time offleash park. It has coexisted well with the neighbouring school grounds for at least 20 years. I speak from both sides - I use

the dog park regularly and have had my children in this school. The sub-par area being proposed as a replacement is way too small and next door to the skate/bike park. There is a simple, cost effective solution extend the existing fence

between the dog park and school to prevent people migrating into the school grounds with dogs. Closing the park is ridiculous! High expectations for the community consultation on this.

Editor: The Beach Grove off-leash dog park is a special park and it would be a shame to relocate it to a park that would cost taxpayers $150,000 to enhance. Grauer Park is unsuitable because of the slough, the barrenness and the location. Residents who now walk into Beach Grove Park, will not want to drive there. The slough is a danger because owners play ball with dogs and both falling into the

slough is not good. It would be another empty park and a park should be vibrant and peopled just as Beach Grove is now. Beach Grove has benches and trees for shade not to mention a toilet and water. It has level graveled walkways for the safety of seniors and parents with strollers. Recently a couple of chain link gates have been installed between the two areas. All it needs now is a chain link fence

to replace the split wooden fence. There could be a compromise with the school with adjusted times to use it as an off-leash park. Beach Grove Elementary is not the only school in the district with a dog excrement problem and if after the fence and gate installment is in place, the problem would be people walking dogs into the school and playground after hours. Designate both Grauer and Beach Grove parks as off-leash Editor: Re: Relocation of Beach Grove off-leash dog park I am both disappointed and surprised to read that Delta council has directed staff to undertake the design of an offleash dog area at Grauer Park to replace the existing off-leash dog area at Beach Grove Park. I am disappointed because being a resident of Beach Grove and a dog owner, I have appreciated having the Beach Grove off-leash dog area within walking distance from my home. My dog and I can walk to the park, do a few laps, and then walk home, without having to get into the car and drive.

The park is a pleasant, natural setting, with gravel paths winding through the trees, as opposed to a fenced enclosure. It appears to be popular and well-used by the community. I have never witnessed or heard of any incidents of dog aggression in the off-leash area. I am also surprised, as I recall that, when the city designated Beach Grove Park as an off-leash dog area, the Optimist reported city staff received very few, if any, complaints about the off-leash dog area. What has changed? I expect the difference is that there are so many more dogs now. One

only has to look around. These days Beach Grove is full of people—seniors, empty nesters, and families—walking their dogs. I was speaking with a fellow at the Beach Grove off-leash dog area recently who said he had never seen as many puppies in Beach Grove. He had two Springer spaniel puppies with him. The obvious solution, given the problem is due to the increased number of dogs, is to designate both Grauer Park and Beach Grove Park as off-leash dog areas. This would take some of the pressure off Beach Grove Park. Rod Ellard

Editor: A heartfelt thank you is due to precious frontline workers always on duty at Ladner Leisure Centre. How do the people of Delta stay healthy while keeping distance from others during a global pandemic? Exercise, nature, gardening, music, art and best of all, community are obvious choices to combat isolation while keeping themselves and others safely distanced. If I look out my window, I observe many people walking with or without canine companions, running, cycling, gardening and golfing. I, however, love to be in the water and swim but since West Coast Ocean temperature is a bit too chilly during fall and winter, a public pool is perfect for me — my happy place.

Upon entering the foyer of this public facility patrons of all ages and abilities are greeted by friendly, front desk personnel Niki, Rav or Suzanne. Niki is prompt while offering a warm welcome to newcomers and regulars while sharing her vast knowledge of special group and individual programs available at a reasonable price. You can even get a coffee or sandwich at the adjacent “Blenz” managed by Tina. Once inside the sunny sky lit pool deck area, Andrea, Matt, Wahab, Shaelynn, Ethan, Megan, Harvir, Kiki and Nathan are among the lovely, lifeguards tasked with constantly scanning to ensure the safety of all swimmers and swirl pool users. Responsible for our safety, they remem-

ber our names and our individual equipment needs. After foot surgery, experienced dream team lifeguards, Andrea and Matt noticed me struggling to get a flipper on my swollen foot and suggested a bigger size for that foot as well as a floatation belt. Now my mismatched flippers and belt are routinely laid out especially for me by whoever is on the floor. The swirl pool surrounded by windows matches the light filled skylight overhead. A spotless environment is a priority for the beautiful, building service workers. Bal, Louis and Collette are seen constantly scrubbing and sanitizing every surface of the Leisure centre from floor to ceiling until it shines. Bonnie Roberts-Taylor

Use some common sense when dropping off at a thrift store Editor: Re: April 21 letter from Mr. Deshmukh. I have to agree with him in principle, unfortunately, we live in Tsawwassen, where there also live people who do not follow any rules of common sense or

decency. For years, the thrift stores have had signs up asking people not to drop off certain items, items, which common sense tells them the thrift store will not be able to sell. Thus, they are faced with a disposal fee, along with trans-

port and labour as well. If you have old mattresses, dilapidated couches and chairs, etc., take them to the landfill yourself. It doesn’t cost much, and you will be doing the thrift store charities a favour. Ian Kent

Public comments open on Massey replacement Open house slated for Tuesday in Tsawwassen The early engagement phase of the environmental assessment process is underway for the proposed toll-free eightlane tunnel to replace the George Massey Tunnel. The proposed project, called the Fraser River Tunnel Project, would also include a multi-use pathway. The existing tunnel would be removed once the new immersed tube tunnel is complete. This first public comment period held by the Environmental Assessment Office runs until June 9. Residents are invited to provide feedback about how they want to be engaged throughout the environmental assessment process and to identify key interests and issues with project design or location. Feedback provided during this early engagement will be used to inform the planning and development of the project throughout all stages of the environmental assessment. The Environmental Assessment Office will hold additional public consultation periods in future phases of the environmental assessment to seek input on more detailed information about the proposed project as it is developed.

The Fraser River Tunnel Project is subject to review under B.C.’s Environmental Assessment Act, and an environmental assessment certificate is required for the project to move forward. Residents can also learn more about the project and the environmental assessment process by attending a public open house or virtual information session. An open house is slated for Tuesday (May 10) from 5 to 8 p.m. at the Coast Tsawwassen Inn (1665 56th St.). There is also an open house on Wednesday, (May 11) from 5 to 8 p.m. at the Hilton Vancouver Airport Hotel (5911 Minoru Blvd). Virtual information sessions will be held on Tuesday, May 17 from noon to 1:30 p.m. and Thursday, May 19 from 5:30 to 7 p.m. Information on how to join the virtual information sessions is available at: www.gov.bc.ca/ EAOPublicComments. Project team members and Environmental Assessment Office staff will be available at the sessions to provide information and answer questions about the project and the environmental assessment process. A new fixed traffic signal will be coming to 56 Street in Tsawwassen as part of a new market rental apartment building development should the development be approved. That’s what Delta council agreed should happen following a public hearing on April 26 regarding a proposed 48-unit project at 1467 56 Street. The proposal was given third reading by council following the hearing. Located at the southwest corner of 14B Avenue and 56 Street, the current vacant site was once occupied by a gas station. Pedestrian entry would be from 14B Avenue at the northeast corner of the five-storey building, while vehicular access to the two-level underground parkade

would be from 14B Avenue. The majority of those who spoke at the public hearing voiced opposition, conveying concerns about the density, traffic and parking. However, council agreed there needs to be more rental housing in Delta, an issue identified in the city’s housing needs assessment, and the 56th St. corridor was a suitable location for the development. The applicant offered to provide a contribution of $100,000 towards a crosswalk on 56th St. along the building frontage. However, council agreed that rather than a pedestrian-activated light, a fixed traffic signal would be a safer alternative. Saying that stretch of 56th St. is already a hazard for pedestrians, Mayor George Harvie noted staff will work with the developer to address

pedestrian safety concerns. Council will also look at including the project in next year’s city budget. In 2018, Delta Police Chief Neil Dubord announced that his department would develop a pedestrian safety strategy for the 56th St. corridor. The strategy would include the City of Delta, ICBC and involve engineering, education and enforcement to reduce pedestrian collisions along Tsawwassen’s busiest road. Dubord presented a report to the Delta Police Board that year outlining the strategy. According to the report, from 2014 to 2017, DPD responded to four pedestrian fatal collisions in the city. Three of the four fatalities occurred along the 56th St. corridor with seniors the victims in all those incidents.

The City of Delta, in partnership with the Delta School District, has issued a request for proposals for an engineering consultant to coordinate and develop a detailed design for a new track at Delta Secondary. The finalized design and tender package, including cost estimates, are to be completed and

signed off by Delta no later than late July in preparation for council’s 2023 capital planning discussions. Construction is scheduled for next year, subject to council’s approval of the city’s 2023 capital plan. The existing 400 metre, six-lane cinder surface running track and natural grass sports field are to be replaced with a 400-metre standard run-

ning track with eight oval and eight straight lanes for 100 metre and 110 metre hurdles, one separate facility for long and triple jump with a landing area at each end, a sand-based turf sports infield area complete with upgraded drainage and irrigation systems, new lighting and hard surface pedestrian connections linking the redeveloped track facility to existing hard surface

areas adjacent to the secondary school building and adjacent sidewalks along 45th Avenue. Once the detailed design has been completed, a greater understanding of the level of effort required for construction servicing will be known, according to the city. Actual tendering of the project and associated construction are targeted for early spring 2023.

Two new baseball scoreboards could be coming to Winskill Park in a deal between the City of Delta and the Tsawwassen Amateur Baseball Association, which is also hoping to land some advertising revenue from the scoreboards. Still requiring Parks, Recreation and Culture commission as well as Delta council approval, the cost would be shared through Delta’s community initiated cost sharing program. The association has provided baseball to children and youth in the community since 1968 and currently has more than 450 registered participants. In addition to both a spring and summer season, the association

also hosts up to two tournaments per year, attracting more than 30 teams travelling from various regions in B.C. Earlier this year, the association put forward a proposal to the city for two scoreboards. A report by the parks department to the commission notes the association has been discussing the proposal informally with city staff for a number of years, and is now in a position to undertake a significant portion of the necessary investment. The association would invest approximately $40,000 for the scoreboards themselves. As far as Delta’s cost, the report notes, “While specific capital and operating budget impacts of the proposed scoreboards have not been fully assessed at this point, a general order of the magnitude

Should the recommendations be approved by the commission and council, the details of the advertising arrangement would be outlined as part of a letter of understanding as the next step for commission’s consideration.

Changes coming for Delta municipal elections

A few bylaw changes are coming to make it easier to cast a vote in the next municipal election. To be held across B.C. on Oct. 15, 2022, the elections for school board and city council will see voters in Delta have additional, more convenient opportunities to cast ballots. A recent report by the city clerk, which was endorsed by council, recommended that mailin ballot voting eligibility be expanded to all electors in Delta. It will provide more voting options, broaden accessibility and reduce in-person voting should

the COVID-19 pandemic continue in the fall. In keeping with past practice, Delta has provided one additional advance voting opportunity. This year, provincial mandated advanced voting will be held on Oct. 5 and 6, while a third advance voting opportunity has been scheduled by the City of Delta for Saturday, Oct. 1. All advance voting will take place at Delta City Hall between 8 a.m. and 8 p.m. There will also be a new voting location for those wishing to cast a ballot for the Delta School Board as a voting location will be set up within the Tsawwassen First Nation.

That venue is still to be determined. Over the past four years, there has been a significant increase in population within TFN boundaries but eligible electors were required to vote at Cliff Drive Elementary in Tsawwassen, the report notes. Those living at the First Nation are entitled to vote for the Delta School Board but not for Delta mayor or council. Although council endorsed the bylaw recommendations, the city clerk was asked to look into the possibility of also establishing an advanced voting station in North Delta and report back at a later council meeting.

A Slow Streets pilot program is coming for several Tsawwassen streets. The program will be implemented for Upland Drive, Saratoga Drive and Belair Drive. It includes a 30 km/h speed limit for the neighbourhood, using signage and portable speed reader boards to remind motorists to reduce their speeds. Public consultation indicated support for the lower speed limits in the area. As well, additional traffic calming measures are coming for Upland Drive, given concerns noted by residents along that stretch of roadway, the

engineering department notes. Scheduled for implementation this spring, the pilot program will be evaluated during the year and a follow-up report will be provided to council on whether the changes should be made permanent. The report also notes that responses received from the public consultation also indicated there is majority support for sidewalks. That feedback will be taken into consideration when reviewing possible areas for future sidewalk infill programs. The city last year also implemented a Slow Streets pilot program in a North Delta neighbourhood bounded by 116 Street to the west,

118 Street to the east, 80 Avenue to the south and 82 Avenue to the north. Meanwhile, elsewhere in North Delta, the city recently issued a request for proposals for a consultant to undertake design and construction services for major roadway and utility improvements on McAdam Road, between Brook Road and River Road. The safety improvements include road widening, sidewalk improvements, lighting upgrades and roadway rehabilitation. The project also includes a watermain replacement. Resident feedback will be gathered on the preliminary design and a final design is to be completed by this November.

A plan is in the works to again spray herbicide on parts of the shores of Delta’s Boundary Bay to try and eradicate an invasive weed, which left unchecked, could be devastating to the local ecosystem. The Ministry of Forests, Lands, Natural Resource Operations and Rural Development has applied to the Ministry of Environment and Climate Change Strategy for a pesticide use permit, under the BC Integrated Pest Management Act, to authorize the application of herbicide to get rid of intertidal cordgrasses known as Spartina anglica. It is designated as a noxious weed under the Weed Control Act and

the ministry has been actively controlling it in Boundary Bay and Robert’s Bank since 2003. Delta council earlier this year supported the ministry’s pesticide use permit application. Spartina anglica forms monotypic meadows that out-compete native species and decrease the area of productive intertidal mudflats that are important for shorebirds, juvenile fish, marine shellfish and other invertebrates. The meadows also alter the elevation and drainage pattern of the intertidal areas, which may increase the risk of coastal flooding. Pesticide use permits have been issued since 2013, having a maximum three-year duration. The current application is for 2022 to 2025. A Delta staff report

Ladner’s Alongside You helps raise tens of thousands for Ukraine relief efforts IAN JACQUES

Never underestimate the power of a small group of caring, compassionate people. That’s how Andrew Neufeld and his wife Meg from Ladner’s Alongside You describe how a recent fundraising effort for Ukrainian relief came together. “Meg and I were convicted that given our ties with Ukraine through my family, and the atrocities that were happening, and continue to take place at the hands of Putin, we had to do something,” said Andrew. “We discerned what the first step was, and decided to try to raise $10,000 by matching donations up to $5,000. We had no idea what to expect - we don’t have a big group of wealthy friends or connections. What we do have is a

large community of loving, compassionate, caring people who believe in helping others.” Andrew said through the community’s donations, their matching funds, and an anonymous donor who stepped up to match the second $5,000, they raised almost $20,000 for the work that Mennonite Central Committee (MCC) is doing right now in Ukraine. “Our hearts are with the people of Ukraine,” said Andrew. “We have become very aware of how privileged we are to live where we do, and do the work that we do in our home community through our clinic. We are also very aware that we would not be here without the generosity, and support of the Canadian people when our family came here from Ukraine during the Revolution.

The Boundary Bay Airshow is coming back this summer with a few changes. After a two-hiatus due to the pandemic, the show will once again be held at the Boundary Bay Airport on Saturday, July 16. Council last week gave the go-ahead for Alpha Aviation to host the show. The airshow had a “Better than Ever” theme in 2019, drawing a record-breaking crowd of 30,000 attendees. The 2022 airshow has a “Welcome Back” theme with a line-up that includes the Northern Stars Aerobatic Team, Brad Wursten, Brent Handy, Vicky Benzing, Yellow Thunder and Mike Tryggvason. There’s also going to be other activities including a Family Fun Zone, car show, aircraft exhibits, air-

craft static displays, autograph tent, food vendors as well as a beer garden. In a cost-sharing arrangement with Alpha, the city provided a $100,000 cash contribution for the 2019 show to help bring in the Canadian F-18 Hornet Demonstration Team. This time around, the city will provide a $35,000 cash contribution, the same amount provided for the 2018 show. The city will also provide in-house, in-kind support, while traffic management final costs are estimated to be in the range of $40,000. Admission is free, however, parking will cost $10, which is the same as 2019. “This is a nominal fee compared to other airshows. It would contribute to easing traffic concession around the airport area and encourages attendees to find

alternative parking,” said Alpha Aviation president Melissa Sayers in a letter to council. Getting a parking spot may be another matter, however. The staff report notes ongoing development at the Boundary Bay Airport continues to shrink the total number of parking stalls available for the event each year and it is estimated that there will be approximately 2,500 parking stalls available for on-site parking in 2022, down almost 1,200 stalls from 2018. Staff recommended that Delta and Alpha develop an airshow traffic management and parking plan to address the overall loss of parking and anticipated traffic for this year’s airshow. An 18-hour drive in Ukraine that a Tsawwassen paramedic will never forget MARK BOOTH

A veteran paramedic from Tsawwassen has brought his expertise along with muchneeded medical supplies to Ukraine and he is far from done. Calling from an “undisclosed location” in Europe, Jeff Burko told the Optimist he is now planning for his third trip into the war-ravaged country after delivering $30,000 worth of medical equipment, including more than 800 tourniquets, 2,200 Israeli combat pressure dressings and airway management supplies. Burko and his son Maximilian, also a paramedic, made the 18-hour trek from Lublin (Poland) to Kyviv, driving an older ambulance with no military support. “We actually went in under the radar. We managed to hook-up with someone who was connected to the children’s hospital in Kyviv that needed an ambulance, so it was a win-win in that we drove their ambulance from Poland and basically crammed it with $30,000 worth of medical

gear,” explained Burko. “There were debris and detours on massive sections of highways. We drove through farmland too. There were potholes big enough to put a VW bug inside them. We went over some bridges that we clearly never should have been on that had been hit with missiles and bombs. “Every few kilometers there were road blocks where everyone wants to check what you got to make sure you’re not smuggling in people because they are very concerned about mercenaries coming in. They are also very concerned about the KGB, which is exceptionally active there. “There is also a 9 p.m. curfew where you’re not to be on the road, but we explained we had these urgent supplies that we needed to get to people. There was one momentous occasion when we were dead tired and it was pitch black as you could imagine. We came across this one group of basically farmers and laborers that had picked up weapons and were wearing fatigues to defend their community. We started to talk about

(guns) everywhere and blown up houses beside you.” Burko is not only a paramedic. He also operates a medical training company in Delta, PEAK Emergency

Response Training. It meant he had access to supplies that were badly needed in Ukraine and his unique skillset would be invaluable knowledge to medics on the frontlines. He launched a successful Go Fund Me Page for the initial trips and a third campaign is well underway. “I was sitting at home in Tsawwassen, in my office, looking around and realizing we have all this stuff that they really need and don’t have access to,” he added. “So it started from there, knowing a lot of these wounds and injuries that were killing soldiers and civilians could be prevented with supplies they are very short of.” He is now busy planning for his next trip, which will include the delivery of armoured ambulances and more pharmaceuticals, along with basic medications. “We’ve now got three vehicles (in Europe) that are going to be earmarked for us, so I need to go see them and pay for them,” added Burko. “At some point in the next little while we’re going to bring those vehicles into Ukraine.”

A fundraising event on May 14 at South Delta Baptist Church will bring the communities of Ladner/Tsawwassen together in a combined effort to help victims of war-torn Ukraine. I Just Want to be Free is a song from the musical Pier 21 produced by Ladner resident Allen Desnoyers in 2019. Tragically, the theme of the musical parallels the current world situation in an incredible way. A presentation of Pier 21 on May 14 is supported by The City of Delta, Delta Chamber of Commerce, local businesses, churches, South Delta Secondary schools (plus Sacred Heart Elementary and Southpoint Academy) and others, all taking part in this united endeavour to assist

victims of a devastated country. Event proceeds will go to Delta Ukraine Refugee Support. Desnoyers brought history to light when he memorialized the arrival of two Ukrainian sisters who entered Canada through gateway Pier 21, Halifax, between 1928 and 1971. The song-based storyline continues to remind audiences across Canada of the displaced (many from the Ukraine) who fled the horrors of the Soviet Union during The Second World War. “A repeat performance of Pier 21 in South Delta in 2022 requires many hands,” event co-ordinator Anthony Hanna said. And he has nothing but praise for the performers, staff and volunteers whose donation of time and talent is enabling the forthcoming event to generate the maximum revenue for

Photo club hosts final workshop For the final workshop of the 2021/22 season, Delta Photo Club is pleased to present “Anatomy of a Great Landscape” with the multi-talented photographer and writer Colleen Miniuk at 7:30 p.m, Wednesday, May 11. How a photographer interprets a scene in front of them and renders it on their sensor can make a difference between creating an image that has teeth and one that grows legs and runs to the nearest trash bin. In this insightful presentation, Miniuk offers her definition and a dissection of how combining elements of selfexpression and mindful technical execution can yield more effective, more meaningful photographs. She first picked up a camera in 2001 as her software engineering project management job

The beauty of margin

For my first job, I was paid $50 for a long day of labour. I spent it in one day. I don’t even remember what I spent it on; probably some food, clothes, and a movie night. Many people still live like this — spending every dollar they make without leaving any margin at all. This is not healthy for many reasons. If anything goes wrong and you need a contingency plan, you don’t have one if you’re constantly spending every dollar you make. If you ever plan on retiring, you can’t expect to retire with a healthy financial position if 100 per cent of your income is spent the moment it enters your bank account. If you ever want to do something spontaneous (like taking your family on an unplanned weekend getaway or buying a nice gift for someone you appreciate), you can-

not do it unless you have some margin. Margin is an important part of wise stewardship. This is also true when it comes to time. In our culture, we are accustomed to using up every minute of our time. We are often overcommitted; our calendars are full with very little or no margin at all. What happens when you find out that your best friend has been diagnosed with cancer? Without margin

in your time, you cannot be present with your friend to support them in a time of need. Leaving margin in time and money allows us to be present with others and to be a blessing to them. In 2 Corinthians, Paul commends the churches of Macedonia for living within their means and having margin even in “their extreme poverty” to “have overflowed in a wealth of generosity” to others who need help. By having margin, these churches were able to bless others out of their abundance of joy. These churches are following Jesus’ example since “though [Jesus] was rich, yet for your sake he became poor, so that you by his poverty might become rich.” How beautiful would our city be if it’s filled with people who joyfully become poorer so that others might become richer?

This Mental Health Week is all about empathy “I can relate.” It’s a familiar expression and one you’ve likely used countless times throughout the pandemic. When someone has been sick or stressed, felt lonely or lost their job. You say it without having to think: “I get it. I’ve been there. I can relate.” But did you know that, hiding in these very simple sentences, is a sophisticated skill you may not even realize you have? Psychologists and researchers call it empathy. And it’s not just for therapists or counsellors. Empathy is the ability to share someone else’s feelings or experiences by imagining what it would be like to be in their situation. It’s a simple concept, but it may be the very thing we humans need most. As human beings, we share an ability to imagine what life is like for someone else. To see the world as others see it. To look through someone else’s eyes. To climb inside and walk around in their skin. When someone is strug-

for all of us. No exception. And while it left its mark on some more than others, it is clearer now that we’re as much the same as we are different. Empathy might, in fact, be the silver lining to all of this: whatever our circumstances, it’s clear that we all need to feel seen and heard. If empathy doesn’t come easily to you, the good news is that it can be learned and practiced. Empathy can help us know ourselves and our own feelings. It can help us lead, help us communicate and help us support and connect with others. At home. At work and at school. For Mental Health Week this year – May 2-8, 2022- #GetReal about how to help. The art of listening in six simple steps You might have a thousand Facebook friends or followers on Instagram. Or maybe you have friends the “old-fashioned” way. In any case, we know that having a good community of friends is about the quality – and not the quantity – of our relationships. And communication is at the core. So, if we want to strengthen our relationships, practicing the art of listening is an effective strategy. Hearing or listening? So, what is so special about this act of listening that we call it an “art”? Before getting into the details, let’s say that good listening is something you feel when you experience it, or when you are a part of it. It is a way of being present that goes beyond the simple act of being on the phone with someone or in the same room when they’re speaking. Good listening is active, unlike simply “hearing” which is much more passive. Listening is about making sure the person talking to us knows we’re really there with them. Empathy is a key ingredient of true listening. The person speaking will not only feel heard, but also understood. If this art of listening sounds a little mysterious or hard to do, here are actually a few simple tips for improving your skills, and in the process, making your relationships stronger.

Listening tips: 1. Make it known that you are listening Even if it is very clear to you that you are giving someone your complete attention, simple phrases like ‘’I’m here for you’’ or ‘’I’m listening’’ can go a long way and be very meaningful. 2. Avoid distractions Our lives are full of distractions and making space to really listen can improve your connection with the other person. That might mean simply going somewhere where you won’t be disturbed, silencing your email and text notifications, or turning off your phone altogether. 3. This is not about you Showing someone empathy is not about what you feel, think or see as the right thing to do. Instead, it’s about trying to put yourself in their shoes. Avoid the urge to give advice or your opinion right away and focus on what they are saying, feeling, etc. Check yourself: if you’re “listening” to a friend or colleague and end up talking more than they do, you may not be really listening. 4. Don’t put too much pressure on yourself to get it right Self-consciousness can get in the way of quality listening. It is hard to be truly

attentive when you are focused on not making a mistake or on trying to find the perfect thing to say next. Remember, you are not there to fix the other person or their problem. You are there being present and letting the other person know you understand. 5. Don’t underestimate the power of real listening Have you ever said “I’m sorry I couldn’t help you more” or “I don’t know what to say’’ when someone has shared or even vented? Chances are the response has been some variation of: “Don’t be sorry, I feel so much better just getting it off my chest!’’. By offering someone an attentive ear, you are already

doing so much. 6. Beware of comments that accidentally undercut the other person It can be hard to hear that someone you love is suffering, and you may be tempted to respond: “Don’t be sad!’’ or “Stop worrying, it’s not that bad!” Although you might have the best of intentions, such a response can make someone feel like you aren’t taking their pain seriously. They might feel that you are “invalidating” or “minimizing” their feelings. When in doubt, rephrasing can go a long way. Rephrasing is restating in your own words what you heard someone express. It shows the other person you’re listening and offers an opportunity to make sure you’ve understood correctly. For example, a friend tells you how overwhelmed she feels about all her projects at work. You could rephrase by saying: “Sounds like you’ve got a lot on your plate at work right now. It does seem overwhelming.’’ When done well, rephrasing can be a powerful tool to make someone feel heard. The art of listening is like any art—it requires practice and commitment. St. John Ambulance encouraging British Columbians to learn how to respond to mental health emergencies

With mental health struggles on the rise, St. John Ambulance BC & Yukon is reminding communities of the importance of getting trained in mental health response. In B.C. and Canada, mental health has always been a growing concern, affecting one in five Canadians in any given year, but even more so during the last two years of the COVID-19 pandemic. According to a 2022 poll done by Angus Reid Institute Survey and CBC, 54 per cent of Canadians said their mental health worsened during COVID-19. In another 2022 survey done by Maru Public Opinion, 40 per cent of those aged 18 to 34 in Canada said they feel they are currently at a mental health breaking point. “During a serious public health emergency, COVID-19, communities definitely experienced a second crisis within the mental health space. This has created a strong need for people to find solutions for one another - we hope our mental health courses can provide a piece of that solution,” said Laurie Lowes, a longtime mental health instructor for St. John Ambulance BC & Yukon.

St. John Ambulance currently offers a two-day in-class Mental Health First Aid course provided by the Mental Health Commission of Canada and a one-day Mental Health & Wellness in the Workplace course, which can be taken either in-class or virtually with an instructor over Zoom. In Mental Health First Aid, students learn from a community standpoint about the different kinds of mental health illnesses, including substancerelated, mood-related, anxiety and trauma-related, and psychotic disorders, stigma around mental health, how to recognize the signs of someone struggling, how to step in and offer help, and more. In Mental Health & Wellness for the Workplace, students learn about facing mental health in a work environment. This includes lessons on the phases of mental health illnesses, how to create a healthy workplace, how to reduce stigma, responding to mental health injuries, work-life balance, burnout, and more. “Here at St. John Ambulance, we aim to raise awareness and educate on not just first aid for physical injuries, but also

for injuries not as easily seen, such as mental health illnesses. Resources and services can be difficult for many to find, especially now, so our hope is that our mental health courses provide everyday citizens the confidence and skills needed to support each other,” said Ty Speer, CEO of St. John Ambulance BC & Yukon. In Lowes’ experience teaching these courses, he has received feedback from students on the class being a comfortable and compassionate environment that leaves them feeling prepared to face a mental health crisis. “It really is a rewarding and incredibly important subject to teach.” Mental Health First Aid is available in Victoria and Lower Mainland locations, while the workplace-focused course is available across B.C. A mental health lesson is also included in St. John Ambulance’s Standard First Aid, Standard First Aid for Industry, and Emergency First Aid for Industry courses. Adults often look back fondly on their childhood experiences at summer camp. Camps can provide the opportunity to form lifelong friendships and discover rewarding hobbies that can enrich campers’ lives for decades to come. Choosing a summer camp is no small task, as the options at families’ disposal range from overnight camps to weekday afternoon camps to camps that specialize in certain programs, such as music or dance. Cost also is likely to factor into families’ decisions. When looking for a

summer camp for kids, families should make the decision together. Kids should be involved in the selection process, as they’re more likely to have an enjoyable camp experience if they had a say in where they will be spending their summers. Kids’ interests Parents should consider the child’s interests and personality before choosing a summer camp. Parents might want their children to attend the same summer camp they visited as youngsters, but each child is different. Just

because mom and dad liked a particular camp does not mean their children will.

Locale Locale may only be a consideration for families considering overnight camps. Kids will likely be familiar with the locations of local day camps, but overnight camps might be set in mountain ranges, near the ocean or environments less familiar to youngsters. Delta Selects teams earn provincial berths A pair of Delta Coastal Selects (DCS) girls soccer teams have extended their seasons to this summer’s Provincial “A” Cup Championships thanks to qualifying wins on April 24. Holly Park in Ladner hosted a trio of games to determine the final Coastal representative in the provincials that are slated to be held over the Canada Day weekend at South Surrey Athletic Park. Each match featured teams that were coming off semi-final losses in the Coastal “A” Cup playdowns. For U13 DCS, it was a chance to continue its outstanding season. The girls’ cup hopes ended with a tough 2-1 loss in penalty kicks two weeks earlier to Port Coquitlam. This time, they prevailed 1-0 over New West Athletica on a goal by

Lauryn Yee. “This is a great group of girls and they’ve worked really hard this year. They are unbeaten in regulation time in their last 31 games and are excited to be competing in their first provincials in a couple of months,” said Sean Semple who coaches the team along with Tavis Bowie. Also headed to South Surrey is U17 DCS after its 1-0 win over the Burnaby Storm. The Selects were also coming off a tough semi-final loss in penalty kicks to Port Coquitlam. Now there will be a chance for redemption this summer where they will also see Coastal Cup champion West Van along with teams from the island and interior. Preventing a complete sweep by the home teams was U14 DCS being edged 1-0 by Burnaby.

High school girls soccer is back after a two-year hiatus and the South Delta Sun Devils have picked up right where they left off. Led by longtime coaches Stephen Burns and Brent Sweeney, the senior girls soccer team is taking aim at a record-extending 19th consecutive appearance at the B.C. AAA Championships, slated for June 2 to 4 in Surrey. The Sun Devils are well on their way, taking an unbeaten 5-1-0 record into their final league game this week, outscoring their opponents 33-3.

Getting senior teams up-and-running again after a 24-month COVID pause is no easy feat, from losing two graduated classes to ensuring volunteer coaches are in place. That’s no problem at SDSS where Burns and Sweeney are members of the teaching staff and have poured years of their own time into a program the student-athletes simply want to be a part of. “We have had no problem with the numbers. (The lost seasons) were a concern, but I think the girls in general, especially the Grade 12s, have managed to get the rest of them up (for playing again),” said Burns who started coaching SDSS boys and girls soccer teams when

he began his teaching career at nearby South Park Elementary. “We have had all our best players come out for sure.” That includes four Grade 12s: Teila Noble, twins Jane and Kate McDonald, along with Brianna Jassman who is continuing her career at the University of Calgary next fall. All were on the field when the Sun Devils finished fifth at the 2019 provincials, as were Grade 11s Rachel Rosser and Julia Fechter. The influx of new talent includes a number of players currently playing at the B.C. Premier Soccer League in club play. There is also plenty of multi-sport athletes who thrived earlier in the school year on the volleyball and basketball

courts, including Rosser, the McDonald twins and Mackenzie Campbell who all had leading roles in South Delta finishing second at the B.C. AAAA Volleyball Championships. It all adds up to a promising mix that produced a pair of runner-up finishes in pre-season tournaments, including a 3-2 championship game loss to Coquitlam’s Centennial. “Centennial is the team to beat. Every one of their players play at the highest level,” continued Burns. “They’re at a different level right now, I think, attack wise, but our girls are moving the ball around really well. We’re keeping a lot of possession and scoring some goals too.”

The B.C. Hockey League has recognized one of the greatest talents to ever come out of South Delta as a member of its 60th Anniversary Team. The league sourced the opinions of three BCHL experts to determine the all-time greatest and most impactful players that have come through the junior “A” circuit. These players were judged solely

on their BCHL careers and not what they went on to do afterwards. Topping the list was Ladner native Shane Kuss as a slam-dunk top choice at forward and one of the few names to appear on all three submissions. With heavy hearts and great sadness we announce the passing of my dear husband, David Philip Gilbert. He was a warm and loving husband, brother-in-law, uncle and friend. David was born to Elsie and Wilfred Gilbert July 10th, 1943. He was predeceased by his Mother, Father and his brother, John. He is survived by his wife Shan, sister-in-law Heather, niece Aynsley, nephew MacLaren (Linh Tran), cousin Heather Raybould (Stuart), sister-in-law Margaret. He will also be missed by his Godchildren.

Well-known community leader, newspaper man, husband, father and grandad, Tom Siba died peacefully on April 22. His last years had been impacted by dementia.

David grew up in Burnaby and went to Burnaby North High School. He led a quiet life, was a sign Salesman for many years and spent the last 20 years on a Float Home in Canoe Pass Village (Ladner) with his wife of 37 years, Shan. He was always patient and had a great sense of humour. His quick wit will be missed.

Tom left a treasure for his family with a detailed essay about his early life. He and his siblings were raised by their mother who earned a living running a boarding house and cleaning homes. He remembered summer visits to his grandparents’ farm outside the city.

David loved his cat, Skilly, who passed away at 7, November 28th and is now greeting him in Heaven with her tail up high and curled. David loved animals so in lieu of flowers, please send donations to RAPS Adoption center or DCAS Delta Community Animal Shelter. David found comfort in going to church. He loved Gospel Music and enjoyed going to the Ladner Gospel Assembly. Donations welcome in his memory. David will be greatly missed and is now in Heaven singing his favourite Gospel songs, he had a wonderful voice. A Celebration of David’s Life will be held at a later date.

Tom was predeceased by his parents Mary Schneider and Thomas Siba, brother Frank Siba and sisters Rose Marie Dobson and Anne Beesinger. He is survived by his wife of nearly 46 years Kathleen, son David (Cheryl), grandsons Cohen and Lucas, daughter Heather, brother Ed Schneider (Susan), as well as in-laws, nieces and nephews across Canada. Tom was born in Winnipeg and frequently returned to his hometown where family members still reside. In spite of living in B.C., he remained loyal to his roots as a Jets fan.

As a young boy, a friend with more money used to buy him milkshakes, leading to a life-long love of the drink. Tom was frequently top of his class in elementary school and academics came easy to him. He couldn’t skate so he joined a hockey team and played goal. Not many people wanted that position so he was able to compete for several years at it. Like many youngsters, his first job was delivering newspapers and his routes provided money to eventually finance his way through university which he called “the golden years.” It was there while pursuing his degree that he met the Commerce Vigilantes. The 12 friends had a 20th reunion in 1990 and had planned a 50th in Las Vegas in 2020 that was cancelled due to COVID. His working career started with Arthur Anderson and Company in Winnipeg and he was transferred to Vancouver in 1974. There he met Kathleen and on their first date they danced to “You Are the Sunshine of My Life” which became their song. The couple lived in Campbell River and Port Hardy before moving to Tsawwassen, where Tom joined Madison Group in 1978. Until his retirement, he remained part of that company which acquired a myriad of businesses, including newspapers, over the next several decades. Tom is remembered as a man who worked hard for his family and community. Welcoming two grandsons into his life, Tom enjoyed White Spot milkshakes with them, laughing at the antics of Cohen from the time of his birth in 2018 and sharing his dry wit with teen Lucas during family visits. He also enjoyed a glass of local Four Winds beer or Crown Royal and cigar with friends. He loved the water; whether on his sailboat, aboard a cruise ship exploring the world or at his vacation home in Turks and Caicos. As a couple or a family with David and Heather, the Sibas visited many parts of the world. An avid reader, that interest started early in life when he especially loved to read his brother’s history books.

It is with great sadness that we announce the passing of our father Robert (Bob) Taylor on April 14, 2022 at the age of 83. Bob leaves behind his beloved wife Mary, daughters Leslie (Brian), Carole (James), sister Valerie, and grandchildren Malcolm, Shelby, Reid and Cameron.

A resident of Tsawwassen for 44 years, Tom volunteered for many community and professional organizations, often taking a leadership role or serving in any capacity required. They include The Rotary Club of Ladner, Scouts Canada District president 1993-97, Reach Child and Development Society and Reach Foundation, Delta Community Foundation, Ladner and Tsawwassen Business Associations, Delta Heritage Museum and Lower Mainland Better Business Bureau. Both Tom and Kathleen were welcome at fundraisers where they enthusiastically bid on numerous silent auction items.

Dad was a devoted husband, looking after our mother with great tenderness and love for almost 58 years. The last eight, with mom in care at Mountain View Manor, he visited almost every day. He was a loving and supportive father and grandfather.

Tom spent 25 years in the community newspaper industry, running several Lower Mainland newspapers and publications for Glacier Media and specifically as publisher of Delta Optimist for 15+ years. It is only fitting he was also involved provincially and nationally, as a BC and Yukon Community Newspapers Association Director for many years and as a BC Director on Canadian Community Newspapers Association Board. He served as BCY President in 1991-92.

Dad’s wish was for there to be no service. However, there are plans for a small family gathering later in the spring to celebrate his life. Donations in his name to the BC Cancer Society in lieu of flowers, would be appreciated.

The family is grateful to the staff at Delta View Care Centre, where Tom lived out the final time of his life. Two Celebrations of Life will be held; first at the Coast Tsawwassen, 1665 - 56th St, in Tsawwassen, B.C., on Friday, May 27th from 3:00pm to 5:00pm, and a second in Winnipeg at the Fort Garry Hotel, Sunday, June 26 from 2:00-4:00pm. I would like to thank everyone − acquaintances and good friends − for all the enjoyment and good times over the last 79−80 years. I wish for everyone to try and continue to enjoy life as everything can change in an instant." For Maggy, Luke and Sherry, Bob has left a very large hole in their lives. WOODHOUSE, Dale H. Dale H. Woodhouse, age 89, passed away peacefully on Monday, April 25, 2022, at Irene Thomas Hospice in Ladner, BC. He was born on August 31, 1932 in Moosejaw, Saskatchewan to Grace (Bell) and Bert Woodhouse. His family moved to Vancouver in 1941, where he attended Henry Hudson Elementary School and Kitsilano Secondary School. Dale’s early passion was flying planes, and he joined the 365 Royal Canadian Air Cadet Squadron in 1946 and earned his pilot’s license even before he could drive a car. After graduating high school, he served in the Royal Canadian Air Force as a flight instructor. After leaving the RCAF, he married his wife Lana (Stromiloff) in 1957, and they raised four children in Richmond, BC. Dale worked for the B.C. Telephone Company for 30 years before taking an early retirement. In his retirement years, he loved square and round dancing with his wife, and snowbirding in Mesa, AZ. He moved to Ladner in 2007 and continued to enjoy gardening, woodworking and renovation projects, and took on multiple projects both at home and at Boundary Bay Montessori School. He is survived by his beloved wife of 65 years, Lana, children Richard (Conny), Roger (Agnes), Pamela (Rob) and Nancy, grandchildren, nieces and nephews, and brother Gary and family.
