Council deems Ladner Willows redevelopment unacceptable SANDOR GYARMATI

Emotions ran high at a public hearing on Tuesday for an application to build a 150-unit non-market rental apartment building in Ladner, which Delta council unanimously agreed to reject. The proposal by Red Door Housing Society
would have seen the redevelopment of the 40-unit Ladner Willows low-income townhouse complex, located in the 5600-block of Ladner Trunk Road. The project would have consisted of a fivestorey building, including one storey of parking located partially underground and four storeys of residential above.
BC Housing would provide a grant for the project and an on-going operating subsidy. The proposal involved applications for an Official Community Plan amendment, rezoning and development permit. Representatives of Red Door Housing and the BC Non-Profit Housing Association spoke in
favour, describing the need for more affordable housing. Prior to the hearing, council received 19 pieces of correspondence with five in favour and 14 opposed. Within the letters of opposition was a 238-name petition against the development. The majority of the over dozen speakers at the hearing voiced oppo-
sition, with residents saying they are not opposed to more non-market housing but were concerned about the scale, density and impacts to the neighbourhood. One questioned why one neighbourhood should be burdened because the city hadn’t permitted more nonmarket housing in prior years.
Also speaking in opposition, a tenant of the Willows said she moved into a mouldy suite and has taken legal action against Red Door Housing as well has filed a Human Rights complaint, asking where current tenants are supposed to go if the project was approved. CONTINUED: see P 11

It’s a message that love always wins over hate. Following the vandalism of the Progress Pride Flag pole at the City of Delta early Wednesday morning (June 22), city officials and the Delta Fire Department rallied to right this terrible wrong. City staff repaired the Progress Pride flag pole later in the day last Wednesday. Then on Thursday morning (June 23), the fire department came out and put up a larger Progress Pride flag that was erected on one of their ladder trucks. “We are grateful for the amazing support of this community,” said the Delta Pride Society in a post on their Facebook page. “Thank you to the City of Delta - Local Government, Delta Fire Department and Delta Police Department for being an example of how an inclusive community should look! Love wins.” Delta Police are investigating the incident. As of press deadline Wednesday morning, there was no further update on the investigation. “I am incredibly disturbed and disappointed by the actions of the vandal who tore down our Progress Pride flag pole in front of City Hall. Hate has no place in our community and I will not tolerate it,” said Mayor George Harvie. “Delta council and I

Love will always win over hate.” On June 1, Harvie was joined by the Delta Pride Society and Sher Vancouver to raise the Progress Pride Flag for the first time, marking the fourth consecutive year that a ceremony has taken place to raise the Pride flag in support of the LGBTQ2S+ community and Pride Month. Rainbow street banners were also put in place across
Delta in consultation with the Delta Pride Society and the Mayor’s Task Force on Diversity, Inclusion, and Anti-Racism. The banners incorporate both the Rainbow Pride flag and Progress Pride flag, the latter of which includes transgender and BIPOC representation. The banners also feature four words - Acceptance, Courage, Love, Pride - which reflect the lived experiences of Delta’s LGBTQ2S+ community. “There were security cameras in the area, but whoever did this, managed to avoid the cameras – so they knew what they were
doing,” said Delta Coun. Dylan Kruger. “City staff replaced the flag pole, added more security cameras as well as a sign saying this area is under surveillance. “The fire department was amazing,” said Kruger referring to what they did on Thursday. “The message is we are not intimidated by people who are spreading hate and harassment. If you try to do something like this we are going to come back, bigger and stronger and show that Delta is united and stands in support with the LGBTQ2S+ community.”

Deltassist celebrates 50th anniversary IAN JACQUES

They have been caring for Deltans since 1972. On Saturday (June 25) Deltassist marked 50 years of service and support to Delta with a community celebration at its North Delta office. Deltassist Family and Community Services Society is a non-profit organization that is dedicated to supporting the well-being of the residents of Delta. Through its offices in North Delta and Ladner, staff and volunteers offer counselling and community-building in the form of workshops, events, seniors support, outreach programs and information services. “Deltassist has always been about helping people…people who are struggling with personal issues, financial issues…Deltassist has always been there,” said executive director Julie Chadwick. “I’ve been here for 30 years and I’ve done everyone’s job. I’ve stayed this long because I believe in what we do. We have a keen, compassionate nature in everything that we do. We just want to help people.” Partnerships, both from within the community and outside the community play a huge role in allowing Deltassist to provide so many of the supports that
Deltassist provides. “They mean everything. We could not do what we do without all the partnerships we have,” she said. “One of the unique things about Delta is that people collaborate so well. If there is something that needs to be done, we all call on each other and get it done. We are way stronger together. In Delta, for example, we have one of the only child and youth care committee’s left in the province. Why? Because we all get along. Our whole vision is helping people.” An example of “partnerships” was on display during Saturday’s event as TELUS representatives Dennis Wong and Zane Li were on hand to present a cheque for $1,000. As well, they stayed and helped with the fundraising car wash in the afternoon. TELUS was also recently at Deltassist where their management team came out for their Day of Giving. TELUS brought and paid for all of the supplies painting both conference rooms, replanting their front planters, cleaning up the outside grounds and providing more than 40 bags of snacks for the Deltassist’s Emergency Food Program. Volunteers also play a tremendous role. “Our volunteers are all-stars,” said Chadwick. “Delta Family Services,

Chadwick also expressed how proud she is of Deltassist’s staff. “They are an amazing group of people. They all care 200 per cent. They put in extra hours and are so dedicated,” she said. “We have a high standard for our care. We want to ensure we are doing the absolute best for the people we serve.”

Toigo housing application receives third reading following public hearing

Delta council on Tuesday approved moving an application to build a housing development that would front Delta’s new casino to the next step following a public hearing. The application by Ron Toigo’s Shato Holdings would see the property at 6115 Highway 17A developed into a 153-unit complex with 138 apartment condos in two buildings and 15 townhouse units. Located near the interchange of Highways 99 and 17A, the development requires an Official Community Plan amendment, rezoning and other approvals. The residential buildings would be connected by an under-building parkade for residents and visitors, accessed via a new private road. The proposal also includes 15 of the condos supported with an affordable housing funding arrangement, whereby the owner would loan five percent of the market value of the units, or $503,500 in total contributions, whichever is greater. If the total amount of the loans provided under the program is less than $503,500, then the owner would be required to pay the difference to Delta. Only a few people spoke at the hearing, almost all in favour. Toigo was in attendance but did not speak. Council agreed to grant third reading with only Coun. Dan Copeland voting in opposition, saying the development is “a typical example of urban sprawl.” Shato Holdings Ltd. also owns the land where the casino and hotel now under construction will be located. Gateway Casino & Entertainment Ltd. is leasing that site.

Looking to cycle out to the Tsawwassen ferry terminal this summer? If so TransLink has you covered. Last Friday morning at the Tsawwassen BC Ferry terminal, TransLink launched a new summer service for cyclists. The Bike Bus will provide more room for bicycles on the Bridgeport Station to Tsawwassen Ferry Terminal route this summer – one of the most popular routes for its cycling customers, says TransLink. The Bike Bus is a retrofitted bus with seven interior bicycle racks, bringing the total bike capacity aboard to nine, from the standard two. The extra room means more cyclists will be able to reach the Tsawwassen Ferry Terminal via the Massey Tunnel using transit.
“The return of warm weather means more people are cycling to their favourite B.C. destinations,” says TransLink CEO Kevin Quinn. “We’re excited to launch the Bike Bus, as it will better connect our customers with one of the most popular Metro Vancouver routes for summer travel and ensure they can easily explore our beautiful region.” The Bike Bus will follow the existing 620 route, with separate loading and unloading bays at Bridgeport Station and Ladner Exchange. The bus will be displayed as 900 Bike Bus to Bridgeport Station or Tsawwassen Ferry, depending on the route. The bus will also have a return trip to Bridgeport from the ferry terminal. Terminal July 1 to Sept. 5: Fridays, weekends, holidays 8 a.m. to 8 p.m. Hourly departures to align with ferry sailings to Swartz Bay The project is part of TransLink’s Customer Experience Action Plan, announced in March. “Exploring B.C.’s natural beauty by bike is an exhilarating experience, but it can be challenging to get to the ferry terminal with your bike and gear,” explains HUB Cycling’s Executive Director Erin O’Melinn. “TransLink’s new Bike Bus makes that easier and responds to the long-time demand from people who bike for transportation but face gaps in the cycling network.” The Bike Bus is currently funded for summer 2022. If the project is successful, it could become a permanent seasonal route says TransLink.

City of Delta adding more life-saving AEDs

The City of Delta will be installing automated external defibrillators (AEDs) at select hightraffic outdoor locations. Council recently approved supporting the St. John Ambulance Start Me Up BC program to install AEDs, devices which can analyze a heart’s rhythm during cardiac arrest and, if necessary, deliver an electrical shock, or defibrillation, to help the heart re-establish a normal rhythm. AEDs are safe and easy to use even with little to no experience. Visual and voice
prompts guide users through the process. During a cardiac arrest, it only takes three-to-five minutes for brain damage to occur. The survival rate is less than five per cent after 12 minutes without treatment, according to St. John Ambulance, which says more of these devices could help improve outcomes. The goal of the St. John Ambulance campaign is to partner with cities to place 1,000 publicly accessible AEDs across the province. Public spaces targeted include transit corridors, SkyTrain stations, bus loops, and high-traffic areas like shopping
malls and parks. The City of Delta currently has AED units available in each of its major recreation facilities. Staff recommended placing units at the John Oliver Park fieldhouse, Holly Park fieldhouse, North Delta Community Park concession and Fred Gingell Park trail at the top of the stairs. Staff will also explore the placement of units inside each of the city’s park fieldhouses as well as at each of the public libraries. The four new units will have a total combined cost of $32,000, funded from council’s contingency budget.

nother incident of hate has sparked conversation in our community. Last week, the Progress Pride flag pole outside city hall in Ladner was cut down in the middle of the night. Surveillance cameras picked up footage of the dark dressed suspect, but he or she, managed to avoid being identified in the cameras, so Delta Police have little information to go on. It is not the first time that Pride flags have been vandalized in the community. On several occasions last year, the flag hung outside Ladner United Church was targeted. No suspects or arrests have been made in those vandalisms either. It’s very sad that some people have chosen to spread hate instead of love, respect, community and acceptance. There is no place for this in our community or any community for that matter. In response, Delta city officials, alongside Delta firefighters and Delta police officers, hung an even larger Progress Pride flag from a fire ladder truck last Thursday morning. June is Pride Month and all month long, the City of Delta have been proudly flying the Progress Pride flag as well as rainbow street banners. The banners incorporate both the Rainbow Pride flag and Progress Pride flag, the latter of which includes transgender and BIPOC representation. The banners also feature four words - Acceptance, Courage, Love, Pride – all sentiments that everyone should be behind. I applaud the City of Delta and all their community partners for showing this unwavering support. To those responsible for these disgusting acts of vandalism, know this, your hate will not be tolerated. And if you knock us down, this community will just come back bigger, prouder and louder to show our support for the LGBTQ2S+ community. Spread love, not hate. It’s a pretty simple message.

Canada Day, a time to celebrate the country we love

y mother and father and I immigrated here from Ireland in 1960. We boarded a ship out of South Hampton, sailed down the St. Lawrence and took a train to Vancouver. My parents, in their early 20s, embraced Canadian life. Our introduction was charmed due to his teaching job that came with a house at St. George’s boys’ school. My parents never looked back, loving Canada for our freedoms and liberal views. Prime Minister Pierre Trudeau’s establishment of the Canadian charter of rights and freedoms is the cornerstone of our values. It advanced our civil rights and our independence. Beliefs and morals Canadians hold dear are praised around the world. We are the envy, and destination, for many. Nonetheless we are not without our problems, and there’s a lot of work to do. Truth and reconciliation with Indigenous Peoples, and helping those who feel disenfranchised from a constant

evolving economy, balancing the need for green energy versus our reliance on oil production, housing inequality, an over-burdened health care system, and a looming recession causing record breaking inflation, just to name a few. Meanwhile down in the scary states of America they celebrate their independence on the 4th of July. Recently there are developments down south that have upset so many of us. In the aftermath of the mass shooting in Uvalde Texas that killed 21 students and teachers, some gun laws have actually loosened. It’s now legal to carry a gun to your local TGI Fridays or
movie theatre. Gun violence is rampant in the U.S. and access to automatic weapons continues with no barriers. The most egregious development is the striking down of Roe versus Wade by the U.S. Supreme Court. Women’s access to abortion and health is now in the hands of individual states, run by politicians. Abortion under any circumstances will soon become illegal in many states. An abomination, which endangers predominantly the health of low income women. Thankfully we are very different from our neighbours. Since 1988 Canadian women have access to a publicly funded abortion under our federal health act. Our gun laws are some of the strictest in the world. On July 1st quietly or loudly celebrate this great country because there’s no place like home. “With glowing hearts we see thee rise, the true North strong and free.” Happy Canada Day everyone! How I learned to love the plan Editor: All voices at the meeting (June 9) to discuss the federal electoral district reorganization for Delta were unanimous in their opposition to partitioning Delta into three federal-riding entities. Is the proposed plan a nefarious conspiracy of a Bond-villain? No, it is more likely that of letting an algorithm taking the place of common sense or an elementary school mapping project inspired by Salvador Dali.
I would like to voice my concern on a different tangent – that of the effect on democracy. It is not just happening in the U.S., or the Ukraine. We are not immune to it whether it be intentional or not. If the riding is carved up, many of our voters would lose faith in democracy. We tried to save our riding to no avail, what use is our vote to us? I can see the next voter turnout plummeting. This will spill over into provincial and local
elections. And into our sense of community. In how we value it and each other. I for one, am willing to make a minor statistical sacrifice in our proportional voter representation for that community. History has taught me that when things go horribly wrong, it is 10 per cent conspiracy, 90 per cent screw-up. But the real villain will be us if we allow this re-distribution to go unchallenged. Sad to see Village trees removed
Editor: Today, June 22, we were horrified to see that the beautiful, shade giving trees along the south side of 44th Avenue have been chopped down and chipped up. We remember that when we moved to Ladner 32 years ago, that part of 44th Avenue
was extremely hot and unpleasant to walk along in warm weather, as there was no shade. We were happy to eventually see trees planted along there; they were beautiful to the eye, and very shade giving. They made a great difference. Whatever has happened to Delta’s policy

Another story of the food cost crisis Editor: Re: food insecurity I just read John Shepard’s letter (Optimist, June 23) with great interest. One of my relatives, who lives in “smaller town,” B.C., is a grocery store worker. He has worked for a large grocery store chain, full time, for several years, yet, due to the high cost of living, most of
which is eaten up by his rent, he lives from pay cheque to pay cheque. Recently, he made the difficult decision to leave this job, and go work for a competitor. Why? Even though he works in a grocery store, he struggles to afford to buy food. His former employer is apparently eliminating the 10 per cent employee discount on groceries, but his new employer
will honour it. That, and the fact that he can walk to work, instead of taking the bus (he can’t afford to drive a car), are two reasons why he has decided to jump, from one ship to another. How ironic and shameful it is that a full-time grocery store worker, can’t even afford to buy food from his own employer’s store. A Cameron
A timely call to action for education Editor: Susan Yao’s call for candidates to run for school board is timely and appreciated (Optimist, letters, June 23). Too often in the past (at least in my experience) candidates for school board is a lastminute decision. I noted too that Ms. Yao called for candidates who will fight for more funding, citing that (we have)
“currently among the lowest per student funding in Canada.” She also called for “trustees who are prepared to fight for quality public education.” My question is, “What defines ‘quality public education?’” I would hope that quality public education included Canadian history, warts and all as it happened and not as some individual thinks it
happened and as a subsequence, scrubs it clean of its true history. Canadians do not need to be spoon fed their history – they can take it straight without sugar coating it. Additionally, Canadian history includes all history which is Canada’s and Canadians’ proud military history. I include those points in ‘quality public education.’ Bob Orrick

Delta residents will be playing slots at the new Cascades Casino Delta in the next few months. While no opening date has been announced, Gateway Casino & Entertainment Ltd. confirmed to the Optimist that it is anticipating that the new casino rapidly
taking shape next to the interchange of highways 99 and 17A will have a grand opening this fall. The $87 million casino/hotel complex will include a 40,000-squarefoot gaming floor with approximately 500 slot machines, 18 live table games and four-to-six electronic table games based on game and terminal configuration for
stadium-style gaming. The facility won’t have a sportsbook but will have a Match Eatery & Public House, a buffet, and Atlas Steak + Fish Restaurant. Gateway spokesperson Tanya Gabara said the recent installation of the exterior signage is an exciting milestone and landscaping and road works are nearing

The BC Lottery Corporation approved the project four years ago, following Delta council’s earlier approval, but the provincial Ministry of Transportation didn’t sign off on the project until 2019. Construction slowed down when the COVID19 pandemic hit. As far as the hotel, a Delta by Marriott Hotel is part of the complex. A news release last
September when the partnership was announced stated a Delta by Marriott Hotel represents one of Marriott’s premium brands and brings the Delta area “a truly upscale” hotel property. The hotel operator didn’t specify how many rooms will be in the hotel but, in its application to the City of Delta, Gateway indicated the project would include a five-storey, 116-to-120 room hotel with meeting spaces.

Another tenant angrily accused the management of Red Door Housing Society of bullying as well as badly neglecting the complex, saying BC Housing had to be pressured to undertake mould remediation. Noting the Ladner Willows was allowed to deteriorate, another speaker who lives near the complex asked why non-market housing could not be spread throughout the city, including being a requirement to be part of new high-density developments throughout Delta. Saying other options should be considered, another area resident said Red Door Housing needs to be held accountable for the deterioration of Ladner Willows and treatment of the tenants. Another irate speaker said the current building is “disgusting and deplorable and this shouldn’t be allowed to happen again.” Living next door to the current complex, Graham Jones said they managed to collect the signatures on the petition within just a few days. He noted they aren’t opposed to social housing but the largescale proposal was too much, creating negative impacts to parking and other concerns. Red Door Housing has a long way to go to repair its reputation, he said. “Our concerns are echoed widely throughout our community,” said Jones. “Over and over, people said they are in favour of some social housing but not to the detriment of our community. Over and over, people complained that five storeys is too much and 150 units is too much…Right now, it feels like they (Red Door Housing) are coming into this small community like an elephant, building an oversized, over-dense complex.
That is not the appropriate message Red Door should be pushing forward. We believe Ladner deserves a proposal that treats the neighbours and the neighbourhood with more respect.” Mayor George Harvie during council’s discussion following the public hearing said he wanted a denial of the application. Coun. Lois Jackson agreed, wondering how the current building fell into its current condition. City manager Sean McGill said bylaws was involved and that the mould remediation was undertaken after the bylaws department got involved. Jackson also wondered if it was good community planning to concentrate so much social housing in one location, adding Delta needs to find a better way and that BC Housing has much to answer for. Coun. Alicia Guichon said she was shocked to hear the accusations against Red Door Housing. Also questioning Red Door Housing, which owns the property, Coun. Jeannie Kanakos agreed a project needs to fit in a community and not harm it. Saying Red Door Housing needs to come back to the drawing board, she later described the current situation as “embarrassing.” Coun. Dylan Kruger said it is clear more work is needed by Red Door Housing to rebuild trust. He also said the city has a housing crises but the right developments are needed for everyone. Harvie said he has no confidence in Red Door Housing and that he will ask Delta staff to look into having the property owner address ongoing concerns. Also acknowledging the need for more social housing, Harvie added he doesn’t know if Red Door Housing is the right company, but he wants staff to work with the property owner to come back with a more suitable development.

The Burns Bog Conservation Society wants to reach out to young people to get more involved with the organization’s advocacy efforts. The society last week announced it elected a new board of directors at its 2022 annual general meeting, held June 18, as well as measures to attract a new generation of young members and volunteers. Derek Zeisman, who was re-elected to a third term as president, said they are eliminating annual membership fees for students, to ensure that limited financial means are not a barrier to supporting environmental activism.
He also announced the planning of a new post-secondary environmental scholarship, to celebrate the forthcoming 35th anniversary of the society in 2023. “Youth are the future, not only for this society, but for the world,” said Zeisman in a news release. “Today’s generation of young people is more environmentally conscious and ecologically friendly than anything we’ve seen previously. We must reach out to tap into the energy and ideas of our young people, if we’re to protect Burns Bog and advocate for its best interests over the long term.” The society has hired a youth stewardship coordinator to improve the scope of its outreach to

An application to build a cold storage and food processing facility on a farm site adjacent to Burns Bog in Delta has inched a step closer to reality. Council recently gave preliminary approval for the Delta Fresh application to develop the two properties adjacent to the Highway 91 interchange at 104 Street into a major industrial use. Comprising six hectares (15 acres), the site is zoned agricultural but was pulled out of the Agricultural Land Reserve decades ago. Although not in the ALR, the Official Community Plan designation for the site is intended for general and intensive agricultural uses. Considering the unique nature of the proposal, a new Agriculture Product Management Zone has been established and is to be applied to the subject properties, according to planning staff. The site is surround-
ed by farm properties in the ALR as well as Burns Bog, with a golf course across the street. The cold storage warehouse and processing facility would be for fruits, vegetables and dairy products. The proposed location in Delta is to provide easy access to local and regional producers, local grocery chains and online shippers, thus mitigating challenges to the current supply chain. The proposed development would have two buildings with a combined floor area of 311,856 square feet. The buildings would be separated by a shared parking area, septic field and constructed wetland situated within a utility right-of-way. Prior to a public hearing, a lengthy list of conditions is required to be met, including a review of the proposal by the Metro Vancouver Burns Bog Scientific Advisory Panel. The Delta Chamber of Commerce wrote to Delta council conveying support for the project.

Global Container Canada (GCT) celebrated 25 years as a member of the Delta community and its 115th year of operations on the BC Waterfront with an open house last Saturday. The event attracted nearly 2,000 people and included entertainment, food and education, as well as a rare look inside how GCT Deltaport supports Delta and Canada as a whole. There were tours of the terminal, providing opportunities to view the largest fully electrified on-dock rail yard in North America, as well a chance to meet engineers and the operations teams.

It started with a Delta Police officer trying to help a homeless couple with a young child living under the Alex Fraser Bridge, hoping to connect them to the right services for assistance. While it was a challenge, the officer was able to provide that help, but it was also clear a specialized position was needed to help guide those lost in the system. That’s how Chief Neil Dubord described the rationale behind the department’s effort to create the new Police Community Advocate (PCA) program. In an update to the Delta Police Board at
its June 22 meeting, Dubord said the department is currently in the process of refining the role. It’s expected a new advocate will be hired by January 2023. Dubord said the advocate will, among other things, help people navigate a complex system to the right resources including housing, addiction or provincial programs. “We heard a lot about restorative justice, but this is another diversion program for us to be able to ensure that people receive the right type of care, rather than being dealt with through the criminal system,” he said. An advocate can develop a good sense of
the needs of individuals and/or their families and the particular barriers they experience in accessing services, he said “Then, the Service Navigator identifies the range and combination of existing supports/ resources required, shares appropriate information, provides consistent, personalized support, and assists the individual in accessing services, acting as an advocate throughout the process. Additionally, the Service Navigator can also assist in identifying gaps and the need to improve and develop resources through advocacy and work with local stakeholders,” says Dubord in a report to the board.

The Delta Police Department’s new call centre has been such a success that its hours of operation may be expanded. That’s according to Chief Neil Dubord who provided an update to the Delta Police Board on the department’s pilot project. Rather than using E-Comm, the department has been taking non-emergency calls between 7 a.m. to 7 p.m. At the board’s June 22 meeting, Dubord, noted E-Comm is still “under significant stress” and that service levels are not meeting expectations. He said the DPD’s answer times have been less than one minute. Dubord said the department is now looking at several options including

South Delta can forget about rapid transit coming through the community for the foreseeable, or even long-term, future. During the recent provincial government budget estimates debate, Delta South Liberal MLA Ian Paton posed several questions regarding the George Massey Tunnel replacement project to Transportation Minister Rob Fleming. Noting South Surrey and White Rock and fast growing, and the aim should be to get people out of their vehicles, Paton once again pointed out the original bridge project cancelled by the newly-elected New Democrat government included a provision for future light rail. “My question to you: with this tunnel being so modern, so high-tech, why wouldn’t we look to the future of some sort of light rail capability through the middle of the tunnel? Eventually, one day – maybe 10 years, maybe 20 years, maybe 30 years from now – we could get light rail. There’s tonnes of room down the middle of Highway 99 and the medians on either side for light rail to go down to South Surrey, White Rock,” said Paton, according to transcripts of the debate. Fleming responded that there’s “actually been some fairly recent regional thinking” on the subject by TransLink and by the Mayor’s Council in its recent 2050 plan. “In fact, they looked as far ahead as 2080, through TransLink and their planners. Highway 99 through to the year 2080 did not give ridership projections that would support light rail of SkyTrain systems,” noted Fleming. “In fact, what they analyzed was the superiority of high-frequency bus service, both from a capacity point of view – to move people out of their cars as the member wished for – and also to give flexibility in terms of service coverage, to be able to service a number of very dispersed destinations that are part of that area. SkyTrain, going through farmland, going down the Highway 99 corridor, did not have the ability to disperse to a number of endpoint destinations.” Fleming also noted the analysis received came from TransLink, with regional mayors around the table also looking at the data to make the determination on where the greatest pressure points will be and what areas will have lesser population growth. It’s the same message former Transportation and Infrastructure Minister Claire Trevena conveyed in 2020 on the question of adding future rapid transit capability for the new crossing. Harvie said he was shocked by her response. “Insofar as no need for light rail, I’m shocked. I’m working with my fellow mayors. We’re looking at what the next 20-to-30 years is going to require, and light rail is needed south of the Fraser. With all the people that we have coming, most of them are going to be residing and relocating to south of the Fraser where the properties are a little less expensive. But again, I’m shocked. I just drove the tunnel, as you know, and it’s a tough drive….we need to get people out of their cars and if we’re not thinking in the future, we’re going to have problems here,” Harvie said two years ago. According to Metro Vancouver’s Draft 2050 document, Frequent Transit Development Areas (FTDAs) are intended to be additional priority locations to accommodate concentrated growth in higher density forms of development. They are identified by member jurisdictions and located at appropriate locations within the Major Transit Growth Corridors. Corridor FTDAs are intended to accommodate medium development densities and forms that are consistent with bus-based rapid transit, while Station Area FTDAs are intended to accommodate higher development densities and forms that are consistent with rail-based rapid transit. Meanwhile, among Paton’s other questions to Fleming last week was whether the new tunnel project would include a second exit out of Ladner, an issue recently raised by the City of Delta, which is asking the province to include another exit. Fleming responded that they are having “active discussions” with Delta staff about the scope of the project. The province is currently in an early engagement phase of the environmental assessment process for the Initial Project Description. The new tunnel project is to be further refined based on feedback received. A Detailed Project Description is to be ready by next summer.

Optimist freelance journalist Dani Penaloza has received a prestigious scholarship from Kwantlen Polytechnic University (KPU). The 2022 Journalism and Communication Studies department scholarship winners were announced June 13 and Penaloza was the winner of the $1,000 “Most Promising Journalist” KPU Endowed Journalism Award, which is awarded based off faculty decision. “I’m very, very honoured that the department’s faculty selected me for this year’s Most Promising Journalist award, especially when they had so many talented students to choose from,”
says Penaloza. “I can’t thank them enough for giving me the skills and knowledge to be where I am today.” Penaloza graduated in January with a Bachelor of Journalism degree from KPU. She worked as a community reporter and copy editor for student newspaper The Runner before being hired by the Optimist last summer, where she worked through the final semester of her degree. This scholarship is not the first one for Penaloza as she won other scholarships while pursuing her degree. They include the 2019 Pulse FM scholarship (highest third-year cumulative GPA in journalism program); the 2020 PIPS Lorem Ipsum

Literary fiction author Dora Dueck has released another book. Return Stroke: essays & memoir was launched June 2 in Winnipeg through her publisher CMU Press. A week later she hosted a small launch in Delta, where she located to in 2016. The book’s title, Return Stroke—the title of one essay, where it literally refers to lightning—suggests such a dynamic. “When I send inquiry into my past, it sends something back to me,”
says Dueck in a press release describing the book. “How wonderful, that our bits of existence, no matter how ordinary, are available for further consideration—seeing patterns, facing into inevitable death, enjoying the playful circularity of then and now.” The topic of memory, in all its malleability, impermanence, and surprising power, is especially central to the collection’s concluding piece, an absorbing memoir of the author’s 1980s life in the Paraguayan Chaco. Whether she is discovering the more meaningful

This time of year is the best season for listening to birdsong. Pick a patch in your favourite forest park, or an open grassland, or even better a water’s edge with cattails and you’ll be rewarded with
the rich experience of multiple male birds singing to defend their territories. Improvements in signal processing, and the use of crowd sourcing, have meant bird researchers, notably the Cornell Laboratory of Ornithology, have been able to produce out-
standingly good apps like “Merlin” and “iBird”. These apps help amateur bird watchers and ornithologists know what they are listening to. They are immensely helpful with identification of species and work even if multiple birds are calling at once. Using “Merlin” for example, one is
able to hold the phone steady at a spot where the phone’s built-in microphone can hear the song sequence, wait for a period of seconds until recognition occurs, and then get a read-out, and a photo, of the bird (or birds) that are singing. This is really advantageous in our local forests,

When travelling, I suggest that you load into your phone a “pack” for the area you are visiting. You will then be able to use the app offline, clearly a big advantage when away from home. On a recent trip to Europe, with very little knowledge of birdsong there, I was able to listen to, and get the names of,

multiple singers. One of my big thrills was to hear Nightingales calling along a forested water’s edge, in the Main River valley in central Germany. You have until about the third week of July to listen to territorial songs, after which most songbirds are ‘finished’ for the season. The City of Delta will help the owner of an historic house in Ladner keep up its appearances. Council recently approved a recommendation to provide a Heritage Conservation Grant for repairs to the Frederick Residence at 4633 Arthur
Dr. The house was built in 1920, when the road was called Georgia Street, as a retirement residence for William Frederick and his wife Sarah. It’s considered an excellent example of a California bungalow, which is a variation of the Craftsman-style. The building includes
a number of well-maintained decorative features such as leaded and stained glass windows. The $17,633 grant to current owner AnneMarie Semke is to help pay for repairs and repainting of the siding, roughly half the total estimated cost of the project. The old home has been extensively renovated over
the years, receiving Delta’s Heritage Award of Merit in 2009. The city’s Heritage Conservation Grant is a fund that was created in 2017 from a five percent levy on building permits. Since 2017, the city has awarded approximately $101,101. The new balance in the fund, minus the payment of the latest
grant, is $466,036. In June 2021, the fund had a balance of $319,925 It’s only been in the last year or so that the number of applications for a grants handed out has seen an uptick. Few property owners in the first few years of its existence applied due to the requirements being found to be too onerous.

A historic Delta schoolhouse will be getting much-needed repairs. Council recently approved a staff recommendation to grant a heritage alteration permit for the one-room Iverholme Schoolhouse,
constructed in 1909 and originally located adjacent to Ladner Trunk Road and 72 Street. The schoolhouse was typical for rural communities at the time and it remained in operation until 1926. When Alex D. Paterson sold a large portion of his land to the federal government
for the development of the Boundary Bay Airport, the old schoolhouse was moved north, adjacent to the Paterson Farm. In 1982, it was moved again, this time to Deas Island Regional Park where it was restored. Metro Vancouver recently applied for a heritage alteration per-
mit to allow exterior rehabilitation. A report notes that in 2019, a windstorm and falling trees caused damage to the building’s roof. Roof rafters that had previously been cut were further damaged from the tree fall. The report also notes that during an assessment, it was also deter-
mined that the brick chimney was unstable. Originally, it was proposed that the chimney be removed. However, the regional district then retained a heritage consultant to identify methods for retaining and reinforcing the chimney. The new proposal includes numbering the

The conditions remain that structures receiving funding be placed in Delta’s Heritage Register and that a covenant be signed to protect buildings from demolition for a period of 10 years.

Tsawwassen’s Jacob Strohan, a KPU instructional associate and graduate, has won the 2022 PENN IDEA Art Award, a $5,000 prize that links visual art with healthcare. Strohan’s winning proposal will see his photo-
graphic artwork installed on the windows of the emergency department waiting rooms at VGH this summer. “It is very fulfilling to have my proposal selected for this project,” says Strohan. “Having felt so supported by my peers, professors and the many individuals who I have met through this process, I am motivated to continue to create work that explores how art can be beneficial to the wellbeing of its viewers.” Strohan graduated with a bachelor of fine arts in 2021, majoring in visual arts, and today is an auxiliary instructional associate in KPU’s Fine Arts department. On Saturday, June 25, Evergreen Lane residents Sonny and Julie Brandfourde helped rescue eight baby mallard ducklings and their mom. Sonny and Julie corralled the mother and her brood and walked them up the middle of Evergreen Lane. Sonny captured two of the ducklings to force mommy and the other six ducklings to cross the crosswalk on Arthur Drive to the safety of the slough under the bridge near Save-on-Foods in Ladner.

It has been 13 years since Ladner’s Jyla Robinson has performed in a musical, and she can hardly wait to make her return in Theater Under the Stars’ upcoming production of Something Rotten! Playing the wildhaired, futureseeing character of Nostradamus, the owner and director of Studio West Dance has been having a lot of fun returning to the performing side of the stage. “Getting back in front of a live audience, singing, dancing, memorizing lines and playing a character – which is seriously one of my most favourite things to do in the world – it’s so nice. I’ve been teaching for so many years, so it’s not like I’ve been away from it because I do it every day, but now I get to be directed and choreographed,” says Robinson. Robinson’s character, the mysterious soothsayer Nostradamus, foresees how the brothers can overtake Shakespeare with a new kind of theatre – the musical – but makes some hilarious future-
seeing errors along the way. “I predict everybody’s favourite musicals. However, I don’t necessarily get it exactly right,” she says. With cheeky references to hard-hitting Broadway
productions sprinkled throughout, a top-notch cast, an incredible directing team, and incredible writing and music, Robinson is encouraging folks to come out to Stanley Park’s Malkin Bowl for some musical theatre genius this summer. “I hope [the audience] leaves with their hearts full and big smiles on their faces because they’ve enjoyed it so much. They’ve laughed, they’ve cried, they’ve just seen some really incredible talent, and I just hope they leave entertained,” she says. Notably, one of Robinson’s former students at Studio West Dance, Thomas Schultes, is also in the cast. She says it has been lovely to now have their professional careers overlap. Concert supports local outreach charity The Wander Inn Café and Freshwave Ministries is thrilled to be hosting its annual Hearts of Hope fundraising concert. The concert/silent auction is set for Saturday, July 9 from 6 to 10 p.m. at the Lighthouse Church in Ladner (5545 Ladner Trunk Road). The evening of music will kick-off with MC and singer Steve Gunter, followed by singer/songwriter Jarome Lochkrin. Then we welcome the young and talented Emily Neufeld who will be accompanied by Christine Magee. Neufeld will inspire young and old as she is able to perform genres from pop, to opera, to soul, to Broadway. She recently performed a role in the SDSS musical The Adams Family. Then gracing the stage will be award-winning singer, songwriter, pianist, Christine Magee. Along with her great audience
rapport, Magee always delights them with her eclectic mix of soul, jazz, and gospel songs. After intermission, local band The Karmichaels’ (Dave Karmazyn, Maribel Karmazyn, Mike Hurworth, Rich Mayer and Gavin Strang) will close the concert. The Karmichaels will increase your fun, get your toes tapping and your hands clapping as you engage in their folk-country rock music. Canada Day Diefenbaker Park & Kirkland House hosting Canada Day celebrations After a two year pause due to COVID, Canada Day celebrations return. Here’s what’s happening in South Delta: Diefenbaker Park The Tsawwassen Boundary Bay Lions Club is thrilled to welcome everyone back to Diefenbaker Park for their longstanding Canada Day tradition. Following a two-year pause due to the pandemic, the Lions finally get to celebrate the 30th edition of their Canada Day celebration. According to Lions event coordinator Peter Hay, there will be face painting and gymnastics for kids, hosted by the Delta Gymnastics Society. Mr. Bubbles will be on hand for his balloon twisting creations, while music will be provided by DJ Boogie Shoes. Free hot dogs and drinks will also be served. The Lions will be giving out mini paper flags and flag lapel pins. The national anthem will be sung in both of Canada’s official languages.

2019 Canada Day celebration at Diefenbaker Park. The event will conclude with a huge Canada Day cake being cut and served around 1 p.m. Kirkland House For the first time in three years Kirkland House in Ladner will host a Canada Day celebration on Friday. The event runs from noon to 4 p.m. on July 1. Kirkland House is located at 4140 Arthur Drive at Hawthorne Grove Park. The house band (featuring Harold Solverson and friends) will begin the festivities with a performance followed by O Canada from 2021 Delta’s Got Talent winner Brooke Hamilton. The Delta Pipe Band will be on hand for a per-
formance at 12:30 p.m. There will be a formal presentation later in the afternoon featuring local dignitaries as well, Kirkland House Society president Colin Campbell will pay the annual rent – a Toonie to Delta Mayor George Harvie. There will be fun events for kids on the area ground, spinners and weavers will be located inside Kirkland House with demonstrations as well as a loom set up for kids to give it a try and the train room will be in full display in the basement of Kirkland House. The Kirkland Scouts with have refreshments including hot dogs for sale throughout the afternoon.

It began as an event to work around COVID-19 restrictions. Now it’s back and poised to be a fixture on the Canada Day schedule. The South Delta Classic Cars group will be out on the streets of Tsawwassen and Ladner for its Canada Day Cruise. The inaugural drive was such a big hit a year ago that it was an easy decision to keep it going. “We had 150 cars last year because there was nothing to do at the time,” explained South Delta Classic Cars member Greg Fahlman. “Now we have expanded it even further with cars and a coffee meet and greet (starting at 8 a.m.) before the cruise.” The approximate 90-minute cruise will commence outside the A&W at Tsawwassen Commons then loop through Tsawwassen and Ladner before concluding back at the Commons. A wide variety of cars are expected to participate from classic, to customized and hot rods. To catch the Canada Day Cruise here are the estimated times of the route through South Delta:

‘Seniors Can Move’ program receives $5,000 grant The Seniors Can Move program is able to continue thanks to a $5,000 grant from the Delta Community Foundation. Delta Gymnastics’ Seniors Can Move program was initially supported by federal and provincial funding. When this funding ended, the Delta Community Foundation was able to address this gap with a grant, which enabled the program to continue. “The Delta Community Foundation is really pleased to help Delta seniors stay active,” said grant chairperson Ammen Dhillon. “The continuation of this program will help even more seniors stay active and healthy and encourage them to keep moving.” Gail Martin, president of the Delta Community Foundation understands how vital it is to keep active and moving as we age. Hope for brighter days
Many Vancouverites complain about the weather most of the year and we have one thing that we wait for each year… summer! The warm weather last week attests to the fact that summer is finally here. People who experience Seasonal Affective Disorder and others who are simply thankful for the brighter days of summer really appreciate how good this time of the year is—summer is full of hope in our beautiful city. Our summers are glorious! During the pandemic, I learned that I was much better at enduring the challenges of a global crisis during summer compared to fall or winter. I looked forward to spending more time in the sun and the literally (and figuratively) brighter days of summer, especially in those dark days of isolation. The idea that summer is coming gives us hope in raincouver.

Similarly, people of Ancient Israel in 8th century BCE were going through some dark days as well; being invaded by a powerful force called the Assyrians. However, in their state of gloom, the Prophet Isaiah pointed the nation of Israel to a future hope that would sustain them in the present darkness: “The people who walked in darkness have seen a great light; those who dwelt in a land of deep darkness,
on them has light shone” (Isaiah 9:2). Hope is powerful; it sustains and strengthens us in times of darkness. More than 700 years later, a man named Matthew would refer to Isaiah’s “light” and declare that Jesus is this light to whom Isaiah was looking forward. Another man named John also confessed that “The true light, which gives light to everyone, was coming into the world,” as he introduced Jesus to his readers (John 1:9). Just as we look forward to summer each year (especially in those gray days of winter), may we look to the light of Jesus and find hope for brighter days; especially on those days where hope seems so distant. As we celebrate Canada Day tomorrow, I pray that our nation would find life-giving hope in Jesus Christ. Hope is powerful. I pray you find it.

Jace Minni thrived on a couple of hometown courses to capture the Zone 4 Amateur Golf Championship (June 18 and 19) in record fashion. Fresh off his sophomore season at Gonzaga University, the 2020 South Delta Secondary graduate fired rounds of 63 at King’s Links in Ladner and 66 at the Beach Grove Golf Club in Tsawwassen to win the title for the second time in his decorated amateur career by five shots with a record 14-under total. Minni’s sizzling round at King’s Links broke the course record by two shots. He was 6-under on the front nine and eagled the par-5 11th hole before two more birdies on 13 and 14. The lone blemish on his scorecard was a bogey on 17 to finish the par-72 course at 9-under. “I actually didn’t have a good warm-up,” chuckled Minni in an interview with the Optimist. “But I was giving myself a lot of birdie looks of 10 to 15 feet and I was rolling the ball well. Obviously, you are not thinking about a course record. I was just trying to win a golf tournament.” Minni took a five-stroke lead into Sunday’s final round that him in familiar territory in more ways than one. Not only has he spent years growing up at Beach Grove as a club junior, he was in a final pairing with good friend and one-time SDSS classmate John Morrow, who has taken his golf career to UVic. Each shot 66 to finish one-two on the podium. “It was tons of fun playing with John. We have always joked that we are going to be in a final group (of a tournament one day),” Minni added. “It’s one of the best people I could be playing with, someone I want to see do well but someone I also want to do better than.” Both will be members of the Zone 4 team at the upcoming B.C. Amateur at Christina Lake.

Sports Losse Memorial tourney starts today at Winskill MARK BOOTH

One of the biggest weekends of the year on the local minor baseball calendar returns with the 2022 Kyle Losse Memorial Tournament, starting today (June 30) at Winskill Park. Hosted by the Tsawwassen Amateur Baseball Association, the Delta Blue Jays and the Losse family, the event features an outstanding field of teams competing in the 15U and 13U Divisions. The tournament was launched in 2018 in memory of the talented Tsawwassen teen who tragically passed from complications of a massive stroke in January of that year. He was just 14. His family remains heavily involved in Tsawwassen Baseball with his mom Niki serving as president and dad Brian being a longtime coach with the association. The 15U (Bantam) Division will feature many of the top teams in the province and beyond. The host Blue Jays open play today with roundrobin games against the Tri-City Thunder (10:30 a.m.) and the Calgary Bucks (1 p.m.). They will also take on Nanaimo Pirates (3:30 p.m.) and Victoria Eagles (6 p.m.) on Friday. The top two teams from each of the three pool groups advance to the single knockout playoff round that starts on Saturday (5 p.m.). The final goes at 1:30 p.m. on Sunday. The 13U (Pee Wee) Division will feature eight teams including a pair of Tsawwassen entries.

SHORT, Anne Catherine 7th December, 1947 - 8th June, 2022 We are so sad to announce the untimely death of our loving wife and very best friend, mother and Grandmother Anne on 8th June, 2022 following a long and courageous battle to recover from a major stroke suffered in July 2019. She is survived by lan, her husband of 54 years and her beloved sons the “Shorty Boys” Mark (Robin), Rob (Rachel) and Peter (Bree), and their children Cohen, Caleb, Brek, Kaeden, Anthony and Samantha. Anne was sadly predeceased by her parents Hoghton (1993) and Edith Carey (2017) and her brother Richard Carey in March this year in England. Anne was born in England on 7th December, 1947 in Tunbridge Wells, Kent and raised on her parent’s farm in Burwash, Sussex. She went up to London to study and qualify as an orthoptist where she met lan who she married in 1968. In 1973 they emigrated to Canada with Mark and Rob(ert) and settled in Tsawwassen where Peter was born in 1976. Anne really enjoyed being a mother of her three boys and rarely missed a game of soccer or field hockey when any of the boys were playing. She also loved playing competitive sports herself, and was quite handy with both tennis and squash racquets. Anne was full of energy and had inherited a passion for gardening from her English parents. A lovely garden was an important part of the homes she created for her family. In 1993 Anne and lan moved to beautiful Salt Spring Island where with a local builder she renovated a pretty cottage on Ganges Harbour which they owned for 15 years. Many happy weekends were spent hosting friends and family visiting from the mainland and abroad enjoying the many delightful and unique aspects of the island. They had moved back to Tsawwassen before selling the Salt Spring property and started to travel to interesting countries. They followed Rob and Peter’s international field hockey careers, and attended Olympic Games in Sydney and Beijing, Pan-Am Games, World Cups and Commonwealth Games, usually adding on a tour on their own after the tournaments were finished. In retirement Anne and lan managed to return to England most years to visit family and for walking holidays. Together they walked 70% of the 641 mile South West Coastal Path encompassing the south west coast of England from Somerset to Dorset. “I will try and finish the walk my darling, and will no doubt find you in spirit again running well ahead of me up those steep hills”. Anne always had unbelievable energy and there was never a time when she was not working on a project or planning the next one. There was a two year renovation of their current Tsawwassen home and somehow she found the time to create a beautiful garden there. Tragically on 31st July, 2019 Anne suffered a major stroke which left her right hand side limbs weakened and without a voice. This was the final phase in her 74 years of life and it was to be an up and down journey with several setbacks, but she soldiered on and worked so hard with grit and determination to recover physically, bouncing back from every setback with a lovely smile on her face. The effort was worthwhile and she was improving physically, but she never managed to recover her voice and that was so incredibly frustrating for her. She was a rewarding patient, always grateful and happy despite her challenges and her competitive and independent nature resulted in several falls. She so often put herself at risk. On Sunday 5th June, 2022 she fell and I was unfortunately unable to protect her head from striking the ground. After a visit to hospital that night she fell asleep in her own bed and did not wake up again, finally coming home to die in bed with doors open to her beloved garden after yet another two day stay in hospital. We thank all the members of the vast team involved in Anne’s care and rehabilitation during the past thirty four months including: her GP Dr Noble; various specialist doctors at VGH and SMH; the VGH Emergency Stroke teams; the Laurel Place High Intensity Stroke Rehab team where she lived for two months and the Out-Patient Rehab unit at SMH; the Emergency and Medical Ward teams at Delta Hospital; Dr Agnes Lee and the Thrombosis Clinic nurses at VGH; Anne’s amazing physiotherapists and speech pathologists and the many wonderful care providers from South Delta Home Health. Special thanks to nurse Amee, whose consistent friendly happy smile made everything so nice in Anne’s day. And finally tremendous gratitude to the 911 team and first responders, the firemen and particularly the paramedics of the BC Ambulance Service who too often came to us, including for Anne’s first and last trips to hospital on this stroke journey. My Darling Anne we all miss you so much and wish you were still here inspiring us with your smile, energy and enthusiasm for life. In my mind I can still see you digging and heeling in a shrub, or caring for a lovely rose with your pruner in your beautiful garden, where we will gather later this summer to celebrate, in your own words “your simply wonderfully happy life”. In lieu of flowers, donations would be appreciated to the Delta Stroke Recovery Society, your own local Stroke Recovery Association or The Heart and Stroke Foundation of Canada.
On June 15th, 2022 we lost Stacy Sinclair (nee Marsh) to cancer at the age of 52, only a few short months after her diagnosis. Stacy was a vibrant, no-nonsense, go-getter. She had the BEST laugh and was extremely genuine and generous. She loved her garden, good food, and laughing with friends and family on a patio somewhere. Stacy grew up in Ladner, BC, but later moved with her Air Force husband to Moose Jaw SK and Cold Lake, AB, Lemoore CA, and Winnipeg MB before she and her family finally returned home to Ladner in 2012, where she was able to enjoy the company of her extended family once again. She leaves behind her loving husband Todd and her girls Taryn and Kate (of whom she was a fiercely proud mama bear), her sister Jodie Schwuchow (Dirk, Larissa and Erika), her parents Sharon Marsh and Don Marsh, her sister-in-law Shauna Sinclair (Maeve) and Leah Woodcock (Andrew, Emma and Josh) and many close friends.

VISSER, Darlene Marea (nee Dirks) On Tuesday, June 14, 2022 the world lost an incredible woman, Darlene Marea Visser (nee Dirks), at the age of 82. She was born February 27, 1940, the third of four children to Paul and Vivian Dirks in Vancouver, BC. Growing up in Ladner, BC, this wild child cut a swath through life, graduating high school at 15, attending nursing school at UBC, joining the Air Force, and then marrying the love of her life John Visser. Between raising their daughters Jana and Caroline in Ladner and 100 Mile House, BC, she excelled at whatever she put her mind to - a non-profit administrator, a radio DJ and copywriter, and most of all a wife and mother. Even diabetes, the loss of her leg, and a mastectomy from breast cancer didn’t slow her down until the end. She passed outside in the sunshine and breeze with her daughters by her side. Predeceased by her husband, her sister Pauline (Galinski), her brother Ted, and her beloved min-pin Gizmo, she is survived by her two daughters, her sister Marlene (Trim), her grandchild Rumer, and various nieces and nephews. The family would like to thank Dr. Barrie McDonald and the staff at Evergreen Care Unit in Powell River for their care. There is no service by her request.
