You can’t take 600 temporary foreign workers back to their home country each week but you can try to give them a taste of it right here in Ladner. That’s what the Latino Workers Ministry Soccer Series is all about and the community is invited to be part of it every Sunday night for a doubleheader of games starting at 4:30 p.m. at Delta Secondary School. The organizers are Ladner residents Kim and Jon Pelen. “My husband is from Guatemala. We thought we were going to live there and do humanitarian work, but ended up having to come back here to my hometown. That’s when we found out there were 400 Guatemalans living within a 10-minute bike ride from our house on these farms,” explained Kim. “Growing up, I guess it was something I didn’t

realize with these expanding greenhouses. There’s now probably 600 workers in Delta that we know of, between Mexicans and Guatemalans, so we decided to start a ministry program to support them outside of their work.” Of the various activities, soccer games resonated the most with the workers where the sport is immensely popular in both countries. “It’s the way of life for Latin Americans,” Kim continued. “The pandemic was really bad mentally for these guys so as the (COVID) restrictions let up in July we started up these games and it was a breath of fresh air when they came out to play.” The workers wanted much more than the opportunity to kick the ball around at a local field. They are paying out of pocket for weekly referees and have ordered team kits, complete with name bars for each player. There are eight participating

teams this season from the various nearby greenhouses: Windset, West Coast, Rubicon, Houwellings, Village and Sunnyside, along with a squad made up of local players. All hold regular training sessions, leading up to match day on Sunday. The countries’ national anthems are played before kickoff and the games are even being broadcasted back to their families with professional commentators. “They all have different skills back home and these guys are actual commentators. When they came here we had the microphone and speakers so they started commentating on the games,” Kim said. “So this year one of the guys set up a radio station back home so that it can feed back to the families. Even though you can’t understand the Spanish commenting, it just adds to the excitement, especially when a goal is scored.” CONTINUED: see Page 3

That won’t happen every week but there will always be a “tienda” (Spanish for little store) in operation, offering cold drinks and chips. The plan is also to sell Mexican street corn when corn season arrives. The season will conclude with the championship games on Labour Day weekend. “As the season goes on, it’ll get more exciting because there’s more on the line,” Kim said. “Last year, we did a big finals at the end and we wrapped it up with a little ceremony where the top three teams got a medal and there was a big trophy for the winner. We will be doing all that again.” Helping make the soccer tournament possible was a Neighbourhood Small Grant from the Delta Community Foundation. “We hope this event serves the community with entertainment and the workers with a good distraction from the monotony of their work,” said Kim.

The Optimist was on hand on Sunday, June 26 for the opening Sunday night of the Latino Workers Ministry Soccer Series, which will take place every Sunday at Delta Secondary School. Delta city staff are reviewing what other measures can be implemented to strengthen tree protection in the city. That was the answer from planning staff dur-

ing council’s discussion at its June 27 meeting on several development applications involving the removal of a significant number of trees from the properties, all abiding by the current zoning bylaw. Frustration was expressed when it came

to a letter from a resident expressing dismay over the recent removal of 10 large trees from a property in Beach Grove to make way for a new larger home, a removal that received the appropriate tree removal permit from Delta. The letter writer noted that the 20

replacement trees would take decades to grow. Noting she has a lot of empathy for area residents after having viewed before-and-after photos, Coun. Lois Jackson said, “I can’t help but feel sad that we have a totally denuded site here and obviously it’s resonating

with some of the people in the neighbourhood. I just wanted to say that these are the rules that we allowed and maybe at some point in time we can review those rules.” Coun. Jeannie Kanakos said council has been struggling with the clearcutting of lots, wondering if other measures such as incentives should be explored. “The tree bylaw just isn’t doing it and maybe that’s not the tool that should be used,” she said. “It’s becoming critical, it’s becoming really alarming.” Community Planning Director Marcy Sangret said staff are aware of the concerns about the removal of trees for new developments and had previously given council information on the legislated limitations when it comes to tree bylaws. Changes to Delta’s tree bylaw were approved last December, requiring additional tree replacements for large-diameter trees. Sangret said staff at the time were asked to come back with more ideas on what can be done when it comes to development sites and that work is currently underway. Coun. Bruce McDonald said one problem is that trees on property lines often have to be cleared due to regulations, but there are building solutions that builders are already starting to use. McDonald said he also experienced the problem with two trees that had to be removed within his own property line. That was due to a development next door creating a foundation dig that

would have damaged the trees. “That’s something we should be looking at now. There are building systems now, without even restricting the size of the house that could have less impact on a property. I think we should be looking at stuff like that,” said McDonald. Jackson added that the face of Delta is changing and there has to be a better way to move forward. “It may be that we have to get more creative with our planning and our plans that are on a specific lot that require that the trees be retained,” she said. “If this community is going to continue to dig 12-foot basements, and they have to be a lot wider and a lot deeper in order to get around them to construct them, then we are going to see a continuation of what we have here today…What we’re doing today, with the cutting down of all these trees, the big ones, and replanting little tiny trees is not helping solve the environmental problems.” Staff will report back with options for heightened protection of significant trees and whether additional measures could be used to address tree removal in connection with building applications, particularly proposed accessory buildings and structures. The review is also taking into account legal issues when it comes to the interaction between municipal zoning, which permits homes to be built to a specific size, and tree bylaws. Staff are also conducting reviews of other municipal bylaws.

Delta council on Monday gave the final approval for a non-medical cannabis store at the Ladner Centre shopping mall. The application by Imagine Cannabis Co. would see a store open in a currently vacant unit, which would include 608-square-feet of retail storefront and 285-square-feet for office and storage. The planning department notes there is adequate on-site parking and the location is sufficiently far away from sensitive uses such as schools and parks. Coun. Lois Jackson was the only member of council to vote in opposition, saying it’s not suitable to allow cannabis dispensaries in

shopping malls. She said they should instead be located in the periphery areas of the city. The store is proposed to be open seven days a week, from 9 a.m. to 11 p.m. At a public hearing last month, applicant Harp Hoonjan, who also had an application to open a store in Tsawwassen approved, said they looked at several potential Ladner sites and that the unit at the shopping mall will be a discreet, conveniently located store that will be a fit for the community. The application must still receive the blessing of the Liquor and Cannabis Regulation Branch before a business licence is granted by Delta. It’s the only cannabis application currently on the books for Ladner,

while applications have already been approved for dispensaries in North Delta, Tsawwassen and Annacis Island. The city could end up with nine cannabis stores if all the applications currently in the system are approved and join the applications that have already been approved. That includes an application to open a dispensary in an industrial area at 7550 River Road, which is still under review and is the last to come to council. The city has imposed a moratorium on accepting and considering any further applications. It remains to be seen if that freeze will be lifted or become permanent. Neighbouring municipalities Richmond and Surrey still do not allow retail cannabis stores.

Solving the dredging dilemma will be part of Metro Vancouver’s newest longterm vision for the region. Delta council recently approved a staff recommendation to support Metro 2050, the latest regional growth strategy that’s been years in the making. Among several issues, council had originally responded to the proposed regional plan that the economic and environmental importance of diking and dredging issues should be recognized. “Metro 2050 is largely silent on diking and dredging issues, but each of these are very important to Delta and to the region as a whole, from both environmental and economic standpoints. These issues should be given the status they deserve within the Metro 2050 plan and be supported by effective strategies to foster collaboration and advocacy with senior levels of government from a regional perspective, particularly in the context of natural hazards,” an earlier staff report noted. Seeking a coordinated approach when it comes to dredging, staff noted it was an oversight. “Including this issue in Metro 2050 by advocating for additional support from senior levels of government and

Delta also requested a regional environmental assessment for the Fraser River Estuary to determine the cumulative impacts of development in the area and to develop a sustainable management plan. Metro Vancouver’s response to Delta was that the regional district added a

sub-action, regarding natural hazards, within advocating the federal government to undertake a regional impact assessment to inform the management of cumulative effects on the estuary. The regional district also noted that it is in the process of convening a task force to explore the re-establishment of Burrard Inlet Environmental Action Program (BIEAP) and Fraser River Estuary Management Program

(FREMP) inter-governmental partnerships that coordinated the environmental management of the significant aquatic ecosystems in the Lower Mainland. The lack of funding to dredge the river channels has been a sore point for the City of Delta, which began trying to advocate together with the Tsawwassen First Nation, the Musqueam Indian Band and the City of Richmond in the hope that more voices could bring results. Dredging has been a significant issue in Richmond as well as Delta. At a recent meeting of Richmond’s General Purposes Committee, Jaime Gusto, General Manager of the Steveston Harbour Authority, told city councillors that maintenance dredging should be completed every eight-to-10 years. Gusto also noted that if an application to dredge the Steveston Cannery Channel was submitted to Environment Canada today, the permit would likely only allow dredging to occur in 2024, which would make it 14 years since the channel entrance was dredged. Richmond councillors agreed, among other things, to have their city investigate the feasibility of the city owning and operating dredging equipment permanently.

Pride Flag damaged at Ladner United Church

Delta Police release video hoping public can help identify suspect IAN JACQUES

Delta Police are asking for the public’s assistance to help identify a person responsible for damaging a Pride Flag that was hung from the Ladner United Church entranceway. According to police, on July 5 at approximately 3:25 a.m., an unknown suspect hid their face, attended the church front entrance and attempted to cover up the surveillance camera. Once the suspect believed the camera was concealed, the individual left and then returned with a pole and began to damage the flag by striking it multiple times. Police believe that the pole had some form of a sharp edge at the tip,

resulting in the flag being torn in multiple places. Police have released a video clip (available with this story on the Optimist website) in the hopes someone will be able to identify the suspect. The suspect appears to be a Caucasian male between the ages of 50 and 60-years old wearing all black clothing with a blue neck and face covering. “The material cost of a flag is minimal, but the damage to the fabric of our community, again, is significant when someone intentionally damages a symbol of love, inclusivity and pride,” said Chief Neil Dubord. “There is no room for hate or intolerance in our communities, and we are

asking for the assistance of the public to solve this senseless crime.” This is the third time in the past two years that the Pride Flag hung outside Ladner United Church has been vandalized. On June 21, the Progress Pride Flag pole outside Delta City Hall in Ladner was also vandalized. DPD also said that several City of Delta rainbow street banners attached to light standards on Ladner Trunk Road have been damaged similarly. T

he winds of change will be blowing in Delta this October. How hard those winds of change will be blowing remains to be seen. In the past few weeks, the municipal election picture has started to come together. Incumbent mayor George Harvie is seeking re-election under his Achieving for Delta banner. Alongside him will be two incumbent councillors – Dylan Kruger and Alicia Guichon. But the other four current members of council, Lois Jackson, Jeannie Kanakos, Bruce McDonald and Dan Copeland are all retiring from Delta politics. This sets the stage for a vastly different looking council table for the first time in years. Will Harvie’s other council candidates fill these spots and take a council seat for the first time, or will other candidates step forward? So far there have been no takers and no one has come forward to take a run at Harvie and the mayor’s chair. Will Harvie run unopposed and be acclaimed? All big questions that have yet to be answered. The Delta School board will also see some changes, as one trustee, Laura Dixon has announced she will be retiring, while current trustees Daniel Boisvert and Jessie Dosanjh are taking a run at council seats under the Achieving for Delta banner. Current board chair Val Windsor and incumbent trustee Erica Beard are seeking re-election, while incumbents Bruce Reid and Nick Kanankos are joining forces seeking another term. So that means at least three new faces will be on the school board following the election. Again, other than the incumbents and the Achieving for Delta team, no other names have come forward for school trustee. Is there just no interest in running? Do the residents of Delta not care about municipal or education issues and have no interest in bringing their views to the table? It is still early days. A few weeks ago I wrote about how the municipal election is so far starting at a turtle’s pace. The turtle is picking up a bit of speed in terms of candidates, but it’s still not what I expected at this point.

Fondly remembering summers of the past

I

t has been a lot of fun wrapping things up with my Project Pickle kids the past couple of weeks. As usual, we had farming trivia prizes, water balloon fights, hose spraying, and we ate a lot of watermelon – 32 to be exact. The kids have been given instructions as to what they can harvest and when from their school farms as they cruise around on their bikes and scooters this summer. We will enjoy the main harvest when we reconvene in the fall. I am sure we all have super fond memories of carefree summers as youngsters. Rather than worrying about food prices, gas prices, political unrest and interest rates, my youthful summer stresses typically revolved around when I was going to eat my next popsicle, or if I had enough air in my tires to ride to Spanish Banks. Saturdays were the favourite day for me as a young summer explorer. This was generally “allowance” day for my buddies and I. In the late 60s I

recall that my parents would give me .50 cents for walking the dog during the week and for keeping my room clean. If I cut the lawn during the week, my take would increase to $2. A fortune! Two dollars was difficult to spend on candy, so it was often saved for pitch and putt golf at Queen Elizabeth Park or a hot dog and fries down at the beach. In riding our bikes to various destinations during these blissful summer weeks, there was always a corner store nearby to load up on supplies.

The heat required constant access to pop, Freezies and ice cream sandwiches. These classic neighbourhood stores are few and far between today, which is unfortunate. I almost get emotional when I think about these stores and their owners. The bell that would ring as you opened the screen door, the wooden plank floors, the water-cooled beverage containers, the cool Coke and 7UP signs and the penny candy tables! My favourite corner store was “Tuft’s” at 41st and Carnarvon. When my bike gang and I showed up there on a Saturday, Mr. Tuft always made sure we got a couple of extra mojo’s in our candy bag. He was a smart man. He and his wife knew us all by name. Over the years we treated each other like family. A nostalgic time for sure. Even though the bike gangs of today don’t have access to the corner-stores of yesteryear, I’m sure they have just as much fun as we did back then. Happy summer everyone!

Delta is well-positioned with seniors support

Editor: KinVillage applauds the Delta motion that all seniors should have access to some level of social supports, irrespective of their housing status. Planning for longer lifespans requires a shift in thinking about age and how we protect the rights of older persons. Delta is well positioned with senior’s centres offering programs and services to support ageing in place in the community. At a recent Future of Ageing in Tsawwassen townhall meeting at KinVillage, Isobel Mackenzie, BC Seniors Advocate spoke about community-based supports older persons access to help them stay in their homes for as long as possible. In concert with the City of Delta, Fraser

Health, BC Housing and other community partners, KinVillage is developing a new strategic plan to meet the future needs of this ageing population creating even more responsive services that maintain or improve health and delay or prevent moves into assisted living and long-term care. Meanwhile the investment in replacing and expanding complex care with small homes where 10-12 people live together in a group home like residence will transform the traditional nursing home into a place all of us would be proud to call home. The first step in KinVillage’s campus redevelopment is new housing for older adults with an expanded Day Program for Older Adults, providing a variety of therapeutic and

supportive services to extend independence. Planning for the future needs of an ageing population is a national, provincial and municipal priority. This is especially important for Tsawwassen which has a much older population in proportion to other communities. Along with housing, assisted living and longterm care, KinVillage offers, DPOA and its Community Centre for all older persons from Tsawwassen, South Delta and beyond to use as a safe, secure and supportive place. With your support we will create the best place for older adults and their families to live. Our future selves will thank us.

I thought long and hard how I would approach Canada Day this year and not offend anyone while still maintaining some Ladner humour - something that seems to be missing in today’s world. As an example the heron was decorated with an orange Every Child Matters shirt draped with a Canadian flag - meant to symbolize that all Canada’s children are to be treated as one family. The orange stones at the base of the sign stand for the children who will not be forgotten - most of the stones have messages of hope and

reconciliation. I have travelled many parts of the world and seen many poor impoverished people with no hope. I have Ukrainian relatives who I have visited in the past and are now fighting for their rights, lives and freedom. Although Canada has some things from its past it’s not proud of we are doing our best to right the mistakes of our forefathers. Canada Day heron vandalized

Editor: I was a little shocked and dismayed Friday morning when I returned to our beloved Heron welcome sign for a daylight photo of the Canada Day Heron. After spending more than an hour decorating the sign with my wife on Thursday night, I found that a person or group had trashed and destroyed all the decorations we had put up. Anti-Canada Day signs were strewn all over the ground. Someone else must have been disgusted and torn them down. Many of my decorations were missing or shredded. I do my best to be sensitive to racism and

Editor: This June marked the 51st year the Tsawwassen Shrine Club has held its salmon barbecue in Ladner. After a two-year COVID hiatus, we were unsure how the community would respond. They responded in large numbers with our final tally of meals served at 1,300. This event serves a number of purposes for our community. It provides an opportunity for people to become aware of our philanthropy, Shriner’s Hospitals for Children, while raising

funds to support donations to causes such as purchasing equipment for Delta Hospital, mobility aids for children whose families may otherwise be unable to afford the equipment, as well as funding the transportation expenses and treatment costs of patients at Shriner’s Hospitals for Children. It also allows everyone to enjoy a delicious meal while socializing with their neighbors, family and friends. Not all of those who participate in this event are Shriners. We receive

help from many community volunteers. I want to express my heartfelt thanks to all these volunteers for their selfless assistance and dedication to our cause. I also want to thank Lions Gate Fisheries for sourcing our salmon. With only about six weeks’ notice that the barbecue was allowed to proceed and with a need to secure 1,500 pounds of salmon, they managed to secure enough for us. A good deed appreciated Editor: We read Good Samaritan stories every now and then. I wanted to share mine. An old Pine tree in our yard fell across the street recently. I went out to see two people trying to move it off the road to allow traffic to flow uninhibited. My next door neighbours joined the impromptu work crew, but it was still too heavy. Suddenly a small sports car pulled up, the driver got out of his car, opened his trunk and retrieved a chain saw. He cut the

trunk in a couple of places to enable the others to drag it off the roadway. He then drove off, but not before leaving a business card with his number in case further help was needed. Our neighbours then got to work sawing the trunk, and cutting the branches into manageable sizes for bundling and chopping the rest into bins. However, the base was too large to be dealt with, so I made the call to the friendly BMW driver who was there in minutes to help finish the job. The work took most

of the afternoon, and I greatly appreciate the effort made by these wonderful people. All those who participated are active and engaged seniors who have shown that age did not prevent them from such a physically challenging job, and are a shining example to others. I would like to sincerely thank all who helped in this endeavor. Living in Tsawwassen has given me joy for so many years. With neighbours like this, why would I want to live anywhere else? Disappointed with article on Willows public hearing Editor: I was very disappointed in the article written about the Ladner Willows/Red Door Housing public hearing (Optimist, June 30). Red Door Housing was slammed at the council meeting. I thought the article was extremely onesided, very biased and did

not include facts on both sides. Red Door is a very good organization. I have a good friend on the council who would never be involved in an organization that was not first rate. Where was the interview with Red Door before this article was put into the Optimist?

So many truths were not there. Red Door has been working on the Ladner Willows for a long time, trying to do the right thing for people who need housing. News should reflect truths on both sides and this article certainly did not. Kathy Bailey

Terra Schmuland. “We could not do it without all of the generous donations that came in this weekend. Saturday’s cycling was a very small amount compared to what they are training for. In September, along with another 30 first responders, Schmuland and Const. Kim Loeppky from Delta, Const. Emma Dryer from White Rock

RCMP and Const. Jeremy Pearce from Surrey Police Services, will be cycling more than 800 km during the nine-day ride across the Fraser Valley in the hopes of raising $250,000 for life-saving childhood cancer research and essential support programs like Camp Goodtimes. “Camp Goodtimes started last week and it would just not be possible without Cops for Cancer and all of the communities who support us,” said Loeppky. “It makes a huge difference for these kids and I’m proud to be a small part of that.” In the months to come, local first responders will continue to train and connect with their communities to bring hope for kids with cancer. The Tsawwassen Legion has asked the city to grant approval for a permanent patio space.

Delta council recently voted in favour of an application by the Royal Canadian Legion in Tsawwassen to make its temporary outdoor patio space permanent. The recommendation will be submitted to the province where final approval is required. Located in Century Square at the intersection of 19 Avenue and 56 Street, Legion Branch No. 289 was granted an expended temporary outdoor service area in May 2021 during the COVID19 pandemic.

The Legion has since occupied the temporary service area space but that expires in March 2023. The branch is now proposing to amend their liquor licence to expand its service area in order to accommodate the 633-square-foot patio with an occupancy of 30 people. The interior capacity of the Legion will remain at a maximum of 225 people. Not a permanent structure, the patio space would be used seasonally from April to October, weather permitting. The city does not

anticipate that the proposal would have any significant noise impacts on surrounding business owners or patrons, or negatively impact the community. In a letter to the city, the branch notes that the fair-weather patio is intended to be set out in the afternoons, principally weekends, and broken down in the evenings with all tables and chairs brought inside. The establishment is licensed by the Liquor Distribution Branch to operate from 11 a.m. to 1 a.m. on Monday to Saturday and 11 a.m. to 12 a.m. on Sunday.

The province needs to step up when it comes to supporting at-risk seniors, including those who own their own homes. That’s according to one of several resolutions the City of Delta is putting forward for the upcoming Union of BC Municipalities convention, which will be held Sept. 12 to 16 in Whistler. The motion submitted to the UBCM for consideration asks that the provincial government review the resources available to at-risk seniors, identify service gaps and implement measures to ensure that all seniors have access to some level of social supports, irrespective of housing status. A Delta staff report to council notes many seniors have been disproportionately impacted by the pandemic and the rising cost of living. While emergency supports are available for the homeless or precariouslyhoused seniors experiencing economic, mental or physical hardship, there is also a small but growing number of seniors who live in their own homes and also experience the same problems. Emergency supports for those

seniors are much more challenging to find, the report notes. “Most independent seniors eventually need to rely on friends and family to assist with everyday household tasks; those without a social support network rely on the subsidized provincial Home and Community Care Program or private professionals for short-term and long-term care,” the report notes. “The COVID-19 pandemic has exposed a number of gaps in this seniors’ support system, including a lack of emergency supports for seniors living in their own home who experience economic, mental or physical hardships. Without these supports, many seniors living at home are isolated and unable to maintain the health and safety of themselves and their homes.” The draft of Delta’s new Social Action Plan also posed the question how the city can support seniors to age in place and live active lives, as well as enhance community capacity to support vulnerable seniors. According to that report, between 2006 and 2016, the most significant population increase in Delta was among those between 65-and-84 years of age. In 2001, seniors comprised only 11

per cent of Delta’s population, but by 2016 that increased to almost 19 per cent. Since 2013, income has decreased by 6.3 per cent for B.C.’s seniors, while close to nine per cent of seniors in Delta live in poverty, comparable to the provincial average poverty rate for seniors. Seniors living on limited incomes have been affected by increased costs of living and limited access to essential services, such as home support. Many Delta seniors live independently but are not connected to any community agency or seniors’ centres, while Delta’s unique geography presents significant challenges to seniors moving around and accessing services in Delta and other communities. The report also notes older residents increasingly prefer to stay in their own homes in their own communities and municipalities and the not-forprofit sector plays an important role in enabling seniors to age in place. Listing current assets to help seniors including seniors’ centres, Delta’s seniors’ coordinator, service providers and the city’s seniors’ bus program, the proposed action plan outlines challenges and opportunities. Meanwhile, Delta’s new Poverty

Reduction Action Plan, which has a series of recommendations that are to be incorporated into Delta’s Social Action Plan, notes that poverty is disproportionately impacting certain groups including seniors.

School board approves new childcare policy

More new childcare spaces could be coming to Delta thanks to the school district. The board of education at its June 7 meeting voted unanimously in favour of a recommendation for the district to have a new childcare policy, which aligns with provincial legislation. Bill 8, the Education Statutes Amendment Act, came into effect in March 2020. It’s an amendment of the School Act related to childcare facilities located on board of education properties, including a prescriptive order from the Ministry of Education regarding the formal establishment of board policies to govern such facilities. The amendment includes a provision that

school boards may provide childcare programs on district properties to students enrolled with the district if both the board is a licensee and that the childcare program is provided only on school days before or after school hours. The board may charge fees to a student to whom the childcare program is provided if the fees are not more than the direct costs incurred. A school board may also permit a licensee to use board property to provide a childcare program. If a board permits a licensee to use board property, the board must ensure that any revenue obtained by the board from that use is not more than the direct and indirect costs incurred. If a childcare program is provided on board property by the board

or by a licensee other than the board, a school board must ensure that the program is in accordance with the district policy and does not disrupt or otherwise interfere with educational activities. Assistant superintendent Brad Bauman told the Delta School Board that the new policy is a “Deltafide” version of a template used provincewide, developed by legal counsel and shared through the BC School Trustees Association. The Delta policy provides the board options on how the district can provide childcare as a licensee as well as clear direction on how it can establish contracts and partnerships with licensed childcare providers. In 2020, Delta council approved a new Delta Childcare Strategy and

Action Plan. The strategy includes 24 recommendations which are grouped into three strategic directions including increasing accessibility, increased affordability as well as a focus on quality. Among those recommendations is working towards a goal of adding 1,051 new childcare spaces over 10 years to reach the Canadian average ratio, as well as having a partnership with the Delta School District to explore options for co-locating childcare programs in elementary schools. Delta received a grant through the Community Child Care Planning Program to undertake a childcare needs assessment, which found 80 per cent of survey respondents reported that there is an inadequate supply of childcare

services. In particular, there is a need for before and after school care, infant and toddler care, flexible hours for parents and space for operators to build new facilities, a

report to council notes, adding the findings were consistent with many other communities across B.C. where childcare has been described as being in a “crisis state.”

The Delta school board is proposing the City of Delta fund the school district’s crossing guard program at a total cost of almost $115,000 for the next school year. The board of education recently approved a staff recommendation to endorse the latest plan for service, which will also require city council approval. Proposing 28 morning and afternoon crossing guards at 19 locations for the 2022/23 school year, the latest plan would see an increase for both times of the day. The city provided the school district $111,125 to support the program

in 2021/22. The crossing guard program is reviewed each spring and submitted to the city’s Transportation and Technical Committee for its review and potential modifications. A proposed program for the upcoming year is subsequently presented to the school board and Delta council for their consideration. In the spring of 1999, parents rallied against the school board’s decision to cut the district’s crossing guard program due to a $1.7-million budget shortfall. The crossing guard portion of the budget at the time was $107,000. A Delta council meeting that spring saw a

large number of irate parents show up asking for the municipality to pick up the tab for the safety of their children. A deal was then struck between Delta and the school board that saw the municipality pick up that cost in exchange for Delta receiving enhanced use of school playing fields. The municipality would also provide a higher level of maintenance to some of the school fields to allow for increased usage and bring them up to municipal standards. The memorandum of understanding saw Delta assume funding beginning in the fall of 1999 and the annual cost since then has been in the $100,000 range.

The City of Delta wants municipalities to have some financial help from the province to help residents during extreme heat events. That’s according to one of several resolutions Delta is putting forward at the upcoming Union of BC Municipalities convention Sept. 12 to 16 in Whistler. The motion submitted to the UBCM for consideration, asks for the government to recognize extreme heat events as public health emergencies, similar to the Extreme Weather Response program, as well as providing funding for municipal response measures to ensure the public has access to cooling centres and other assistance. A Delta staff report notes municipalities are on the front line when it comes to responding to extreme heat events and last summer many

municipalities opened cooling centres in civic buildings and libraries equipped with air conditioning, as well as providing water and places for people to rest out of the heat. Some municipalities also provided misting stations and extended waterpark operations, while some also provided transportation. “Many municipalities collaborated with community organizations to reach vulnerable residents, such as seniors living alone and people experiencing homelessness. The costs for providing these extra services are borne by each municipality and as municipalities prepare for future heat dome events, provincial funding will be needed to continue to support such efforts,” the report notes. “Similar to the Extreme Weather Response program, which is a provincially funded initiative that supports temporary emergency shelter spaces during periods of

extreme winter weather, provincial funding should be made available for municipalities to provide cooling centres and other services during extreme heat events.” The City of Delta has developed a communications strategy and is taking other steps to be better prepared in case of another deadly heat dome. The provincial government last month announced it is launching the BC Heat Alert and Response System (BC HARS) to help ensure local governments have the tools they need to stay safe during heat events. Under BC HARS, the province is prepared to issue a Broadcast Intrusive alert for extreme heat emergencies. The province said it is also bringing in additional measures to bolster B.C.’s ambulance system to better respond to a significant increase in 9-1-1 calls during a heat emergency.

Province wants to partner with Delta on affordable housing Delta North MLA Ravi Kahlon makes presentation to city council

Delta has a willing partner in the province if the city can come up with the land. That was one of the messages conveyed by Delta North MLA Ravi Kahlon to Delta council at its June 13th meeting on affordable housing, speaking about including the province’s investments in housing as well as the current challenges. Commending the city on its efforts so far, but noting more affordable housing is needed, especially in North Delta, Kahlon said there could be some unique opportunities in Delta. “In the province, we’re looking to partner with local government to identify where BC Housing can come in

with the dollars to build more affordable units... one of the asks I have is for council to consider where those lands are available and be really innovative and work with us to find those opportunities where we can find financial support for these units we build,” said Kahlon. “We’ve had these conversations where we can work together and there’s some unique opportunities in the years ahead that we should look at to ensure that seniors, especially, who are now starting to feel the pinch and pressure of housing, have an opportunity to stay closer to our community and maybe downsize to units that are more appropriate for them, that have accessibility for them as they age. We need to continue to be a place where young families look to come to because we’re going to need that for the community to be strong and successful.” Kahlon noted the challenges that Delta is facing are the same in many other jurisdictions in B.C. Last year the province had around 100,000 new residents, the highest single-year increase in 60 years. That puts even more pressure on the current housing stock, he said. Kahlon also spoke of several initiatives as well as the importance of the HousingHub, which is a division within BC Housing, established to create affordable rental housing and homeownership options for middle-income people.

“There’s a willing partner in the province to work with all local governments to build this housing. We know it’s critical for us. We’ve been fortunate we’ve seen the strongest economic recovery in the country but it’s limited by the lack of housing,” he said. Coun. Dylan Kruger said the city has been attempting to create more housing but has also not kept up in recent years, especially when it comes to below-market as well as market rental housing. Noting the municipal approvals process is still too lengthy, among other challenges, Kahlon said the province and City of Delta can work together to come up with creative Delta-specific solutions to create “a full basket” of housing types.

This year’s recipients are Sophia Schalling and Natalie Anderson. “Graeme loved and played many sports but he chose field hockey to further his skills and made it to the Junior National level with passion, spirit and determination,” added Kathleen.

Showcase. The show, which began on June 30, will display the treasured best entered in the Oil and Water show. The Summer Showcase will be on display until July 25 at Gallery 1710 in Tsawwassen. Following the Summer Showcase, the South Delta Artists Guild will have a Clothesline Sale of unframed work pegged on a line in front of the

gallery. This sale starts on July 29 at noon during Tsawwassen Sun Fest and ends at 4 p.m. on July 30. The gallery also has a blowout sale starting on July 29 and running until Aug. 14. Trauma and dissociative disorders non-profit seeks to make impact

Multiplied By One, a non-profit organization for trauma and dissociative disorders based out of the Greater Vancouver area, is seeking to bring to light an under-represented mental health category. Most knowledge of dissociative disorders is gained from mainstream media; much of which is inaccurate or stigmatizing. The most controversial of this mental health category includes Dissociative Identity Disorder; previously known as Multiple Personalities. Dissociation is a normal disconnect that everyone does, such as daydreaming of vacations or forgetting if the door was locked or not. The spectrum of dissociation ranges from a healthy mechanism

to more disabling levels that reach disordered and confused states that are often frightening to experience. Depersonalization relates to feeling unreal or like people don’t exist, while derealization is questioning if the world around us is real, or Dissociative Identity Disorder (DID) is at least two different identity states. Founded by Delta resident Melissa C. Water in March, Multiplied By One began as a project for social good. Water created a web app for those with DID, which would be a source of inner communication, wellbeing, and connection with therapeutic intervention. This web app is in development by a team of volunteers and will be among the

services of the organization. “Dissociation is not rare or less significant in impact to other mental health disorders, though it somehow falls under an inequality of representation and services,” said Water. “When seeking aid for myself, the search for a therapist who treats dissociation turned up few results, as most psychologists know only the basics.” Programs and services will include online virtual support groups, an eMagazine on trauma and dissociation, and later, a helpline for dissociative disorders, while an extensive list of resources is already available. Around Town Friday Night Flix in Ladner

World’s eldest breast cancer dragon boater is still going strong Dorothy Sample has been a member of Abreast In A Boat since 2011 CAROL SHORT

At almost 93 years young, Dorothy Sample is living proof that it is indeed possible to be very fit and active after going through breast cancer. In 2008 Sample received the diagnosis and went through a lumpectomy and radiation. A year later she moved into the River House on the Deas Slough and one day she noticed a dragon boat down at the dock. The paddlers were all in pink and were members of Abreast In A Boat, the world’s first breast cancer dragon boat team. By 2011, at age 82, she was a novice on the team. At first she was a little reluctant to join a group as she had found in the past that politics can play a part, but she quickly found out that this group was refreshingly different. Everyone was so welcoming and encouraging, and there was not any pressure to overdo it. As all the members had breast cancer in common, there was an instant bond, like sisters knowing what it was like dealing with this disease. Her academic background in physics and mathematics took her to the cancer centre at UBC where she was part of

the scientific team performing experiments on cancer treatments using a water tank which mimicked the human body. After a long hiatus from her career to raise her five children, she upgraded her education to give her the computer skills necessary to work at TRIUMF at UBC, Canada’s national particle accelerator and subatomic physics research center. At age 65 she retired and she and her husband enjoyed travelling the world. She has always been keen on physical exercise, and was a long-time participant in the Health and Beauty Group. She also has volunteered many hours with the Shopping for Seniors program and with the Delta Police Community Policing Station. Besides dragon boating, she also travels to New Zealand regularly to see her daughter. She credits her long and healthy life to genetics, with several family members living well into their 100s. She hops in and out of the boat like a young girl and emphatically states that joining Abreast In A Boat is the best thing she has ever done. Out of more than 200 international teams, she holds the title of eldest breast cancer dragon boater in the world.

Passing the torch at Bard in the Yard 2022

This is the fifth summer of Delta’s Bard in the Yard youth drama camps but the first with two new camps added: the Musical Theatre Intensives in July and August. Jim Martens — actor, teacher, and Delta’s own Santa Claus — is joined by Michael Kirk (fifth year) and Ann Matterson (first year) for all four camps as well as Studio West Dance’s Jyla Robinson and Delta Youth Theatre’s Tracy Neff and Tony Barton for the two weeks of Musical Theatre Intensives.

Current registrations have resulted in only six spots left for the July 11 to 15 Bard in the Yard camp and the first musical theatre intensive (July 25 to 29) is sold out. Two more August camps have space for students who have completed Grade 4 and up. The August Bard in the Yard camp is on from Aug. 15 to 19 and the second musical theatre intensive camp is the following week from Aug. 22 to 26. bardintheyard.org. This will be Martens’ final year as lead director as he will be passing the torch to Kirk, Matterson, and Tom Schultes in 2023. Bard in the Yard will continue to be held in the Martens’ backyard but Jim will be serving mainly as the camp administrator. “I turned 70 last month and it’s time for some younger acting teachers and exceptionally talented performers to grab the baton and run as leaders of these camps,” he said. “I’ve

witnessed their talents at my camps and in the community for the past six years, and they are ready to be our camp leaders.” Summer 2022 will be the year of transition for staff as Martens will actively teach in the two Bard in the Yard camps and Kirk and Matterson will head up the triple threat training in the Musical Theatre Intensives with Robinson, Neff and Barton. Ten percent of camp fees go to DYT student scholarships.

The Nutrition Proposition: How much do your food choices really matter written by Dr. James McCormack, a professor of pharmacy at the University of British Columbia since the mid 1980’s, busts a lot of myths and corrects misinformation about the food we eat. The Nutrition Proposition shows how science tries to figure out if a particular food or diet is healthy and then provides a detailed synopsis of the best available evidence for many of the key areas of nutrition The book doesn’t tell people what to eat. In 1966, John Lennon apologized for his remark that the Beatles were now more famous than Jesus. He made clear that his intention was not to put down Jesus or Christianity, but, rather, to make a statement about mass culture. While Lennon may have seemed accurate at the height of Beatlemania, he wasn’t. Jesus of Nazareth is the most discussed personality who ever walked the face of the earth. He preached, he taught, he healed. He challenged religious authorities. He drew crowds and gained followers, was falsely charged, and executed as an outlaw. Millions upon millions have come to believe that he rose from the dead. During his earthly ministry, he stirred

hearts and minds, and got people speculating about his identity. In the gospels of Matthew, Mark and Luke, Jesus asks his disciples: “Who do people say that I am?” It is a question humanity has been pondering ever since. Scholars will continue to ask questions and posit theories about him (including, even, the argument that he actually didn’t even exist). But knowing about Jesus and knowing Jesus as savior really are two different things. In the final analysis, each and every one of us must answer, for ourselves, the question Jesus posed to his closest disciples: Who do you say that I am? Peter’s answer went like this: “You are the Christ, the Son of the Living God.” He may have said

that confidently, but, when Jesus was subsequently arrested, Peter, in the interest of selfpreservation, would deny Jesus three times. By the Grace of God, that same Apostle would go on to proclaim Christ as Saviour — as the one who died and rose for the sake of sinners — without a shred of compromise. Peter himself would pay the ultimate price for his faithfulness. As the lives of the apostles and martyrs shows, proclaiming Christ as Lord can be costly. Even if we do not face persecution for our faith, disapproval and rejection, in some form, are realities for those who follow Jesus. But as Holy Scripture testifies, the reward for claiming Christ as Lord is beyond measure. So, having said all that: What is your answer to the Jesus question?

Blue Jays splash their way to Kyle Losse title Host team overcomes rainy weather and Victoria to win 15U tournament for first time MARK BOOTH

On a miserable day when they had a rake in their hands more than a baseball bat, the host Delta Blue Jays are champions for the first time in the brief history of the Kyle Losse Memorial Tournament. The Blue Jays doubled the Victoria Eagles 4-2 in what proved to be the 15U title game of the rain-shortened event at Tsawwassen’s Winskill Park. The teams actually began the day squaring off in one of the two semi-finals on Sunday morning when a steady downpour brought the games to a halt around noon. Following a rain delay, Blue Jays coaches, players and volunteers worked feverishly to get the diamonds playable again by hauling in and raking sand, especially the pitching mound and around home plate. The rain eventually eased to a mist but the Coquitlam Reds and Langley Blaze agreed not to continue and walked away from the tournament

with the Reds leading 4-1 at the time. That instantly turned the Delta/Victoria tilt into the final with the game tied at 2-2 heading into the bottom of the fourth inning. The teams vacated Ray Carter Field and finished play on the Bantam diamond where Delta scored twice in the fifth to break the deadlock. The plan was to play the championship game on Monday had the Blue Jays prevailed but they gladly will take the tournament win after finishing runner-up in 2018 and 2019. They did it with superb pitching throughout the four days, highlighted by shutout wins in round-robin play over Tri-City (4-0), Calgary (5-0) and Nanaimo (3-0). They also edged the Eagles 4-3 to secure the No. 1 playoff seed in the 15-team event. It was only fitting the tourney championship run was led by a pair of Tsawwassen players at their hometown park. Pitcher Desmond Tregaskis was named tournament MVP thanks to a pair of saves and

Tsawwassen golfer Jace Minni continued his sizzling play south of the border, capturing the prestigious 101st edition of the Washington State Amateur Men’s Championship at the Meadow Springs Country Club in Richland, WA. The one-time Beach Grove Golf Club junior held off Bellevue’s Max Herendeen to put his name on a trophy that includes Washington State natives Fred Couples and Joel Dahmen. Minni was coming off an impressive performance at last month’s Zone 4 Championship that included a course

record 63 at King’s Links in Ladner and a 66 the following day at Beach Grove. “It feels amazing. It’s a really great tournament to win and it’s giving me a lot of confidence heading into my summer. I’m very proud of what I have just done,” said Minni who is headed into his junior season at Gonzaga University in Spokane, WA. The 2020 South Delta Secondary graduate opened the tournament with back-to-back 73s on the 6,900-yard par-72 layout, then clutched up with a 4-under 68 in the final round to edge Herendeen (75-71-69) by one shot. They were the only two players in the tournament to finish under par. Herendeen is

He also played the back nine at 3-under. The difference maker came on the 167-yard par-3 14th hole. Minni made birdie while Herendeen made bogey. The two-shot swing put Minni on top of the leaderboard and in the driver’s seat. The two players then matched birdies on 16 and went par-par to finish. Minni will now take aim at the 120th edition of the B.C. Amateur, slated for July 11-15 at Christina Lake.

Tsawwassen Martial Arts (TMA) certainly made the most of their first out-of-club tournament. A contingent of 15 athletes represented TMA at last month’s Victoria Open Karate Championships. An outstanding medal haul earned TMA the top club award among the 19 participating. Every TMA competitor earned at least one medal. Sensei Laurian Lapadatu and Jonnie Broad, along with instructor Jane Weir, were extremely proud of their athletes and also thankful for the parents support and dedication which made the trip possible. FREWER, Aline Elizabeth Betty (nee Russell) 1922 - 2022 On June 26th our Mum, Betty passed away just 22 days short of her 100th birthday. She left as she lived: In Peace and in Grace, never complaining. Now she is free and safe in the arms of God, again with daughter Christine, husband Phil, and many other loved ones who passed before her. She will be deeply missed, and always loved by all who knew her, especially her family: Terry (Joanne), Christine (deceased), Trevor (Susan), Tim (Mary), Pat (Sue Lynch), Vicki (Giles), and grandchildren Sean, Beau, Leyla, Jean, Danielle, Nikole, Bridget, Ty, Rose, Paige, Francesca, Brooke, Alicia, and Megan, plus 7 great grandchildren and extended family in BC, Ontario, Arizona and Washington. Born in Duncan, in her 20’s she delivered milk to support the war effort. With husband Phil she raised a family of five children. She worked with Dr Archie Herstein, later also in the clothing business. Continually a volunteer, at various times with Children’s Aid Society, her Churches, The Arthritis Society, Delta Museum and more. She was delighted by children and nature; especially birds. Loved summer camping and winters in Cabo. Always appreciative and considerate of others, people said they felt better just being around her. Known for her delightful giggle, propensity skinny dipping, poetry and a good cup of tea.

At age 89, of Tsawwassen, BC passed away on Friday, June 3, 2022. It is with a heavy heart we announce the passing of our beloved Dad, Glen. Glen passed away peacefully at Delta Hospital with family by his side after a brief bout of cancer. Until his diagnosis on May 2, he had led an exceptionally healthy and independent life. Glen grew up in the small village of Hillsborough, NB which he left after high school to attend business college. In 1952, he began his 38 year career with Trans Canada Airways (Air Canada) in Moncton. He married the love of his life Marie in 1956, starting his young family in the early 60’s with David and Susan. His next move was to Boston, MA and from there the family moved to Saskatoon, Vancouver, Victoria and finally back to Vancouver. Each city held great memories for Glen whether it be the friends he met or the accomplishment achieved at Air Canada. Glen was the youngest District Manager in the company’s history when he was stationed in Victoria. Victoria was certainly one of Glen and Marie’s favorite cities to live in. In the late 90’s Glen retired from Air Canada but soon decided to continue his involvement in the airline world and joined ACTA as an Executive Director. He remained there until his full retirement when his first grandchild was born. Glen spent his retirement years helping out with his grandchildren while continuing his lifelong community work and travelling whenever possible. Over the years his community work included Jaycees, Kiwanis, Skål International, Pionairs and the local Southlands Project. Glen was a true gentleman, a kind and sensitive soul, and a friend to many. He was a family man, always putting his family first and ready to help. Many of dinners were held on a Sunday to bring together his children, grandchildren and friends. He loved to travel and must have visited most every nook and cranny in this world via plane, train or ship. Great friendships were founded amongst these trips; quite often finding people who lived close to home with the same passion for travel. Sadly Glen and Marie’s lifestyle was abruptly changed after Marie sustained a medical injury leaving her in full-time care. Being the husband and man that he was he continued to see Marie daily despite some of Vancouver’s worst weather. During Marie’s years in care Glen managed to continue to travel with his family and live a full life. He was predeceased by his wife of 64 years, Marie, parents Fred and Lois and sister Pat. He is survived by children David (Ada) and Susan (Angelo) and grandsons Alex, Noah and Matthew and sister Carol (Lloyd). A Celebration of Life will be held at Beach Grove Golf Club on August 14th at 1:00 pm. In lieu of flowers, donations can be made to the Canadian Cancer Society or the BC Heart and Stroke Foundation.
