It’s a “transformative donation” that will help in the health care for a lot of people

This week the Delta Hospital and Community Health (DHCH) Foundation announced that they have received a donation of $1,000,000 from former Delta resident, David Harris

The Foundation says this “exceptional gift will support the future advancement of longterm care at the Delta Hospital Campus of Care”

The donation is in honour of Harris’ late mother Pauline Harris

“I grew up on a farm in Delta, having left to attend UBC in 1959, I now live in Vancouver, but my roots are still in Delta,” said Harris “It is now time to give something back to the community that raised me. I am making this gift in honour of my mother Pauline Harris She

spent her last years in Mountain View Manor, where she received excellent care.

“Looking after our seniors, as they start needing permanent care, should be a priority for all of us. The government cannot do it all Those of us that have been fortunate enough to have accumulated some assets over their lifetime, need to think about giving back to the community that raised us ”

Harris and his family have deep roots in Delta Harris shared that his great grandfather J B Burr, arrived with Thomas and William Ladner in 1860 and received the crown grant for his farm in 1861. That same farmland is still in the Harris and Burr families

According to the Foundation, over the past several years, it has become increasingly evident that Delta’s seniors need additional and more readily accessible health care services in our community.

A B C woman has filed a lawsuit against a former Delta police inspector as well as the city and police department alleging damages arising from a sexual assault

In a notice of civil claim filed in B C Supreme Court on Feb. 22, the woman known only as A B alleges Varun Naidu contacted her via LinkedIn after she expressed an interest in a policing career

She responded via text with questions, after which Naidu offered to mentor her, the claim alleges

A B alleges Naidu probed her Sikh upbringing and her sexual orientation

“The purpose of Naidu’s various messages and texts, en masse, was to groom the plaintiff for ease of sexual contact,” said the claim, filed by lawyer Sandra Kovacs

Named as defendants are Naidu, the Corporation of Delta, Delta Police Board and Delta Police Department.

The claim goes on to say the two met March 2 to discuss the

career opportunity The claim said Naidu asked to speak in private so they went to her car Then, the claims alleges, Naidu’s conversation became explicitly sexual

Two days later, the claim said, Naidu called her and suggested “she should pleasure herself on the telephone so he could listen to it and become sexually aroused”

She became worried as Naidu had her address on her resumé

The court documents say A B blocked his number and called the Maple Ridge RCMP.

The claim asserts Naidu was in a position of trust over A B , and that she was in a vulnerable position

Further, it asserts, the city and police board, as Naidu’s employers, are vicariously liable for the alleged behaviour

A B says she suffered multiple injuries, including post-traumatic stress disorder, hypervigilance, isolation, distorted thinking, self-sabotaging behaviour, anger and frustration, inability to trust authority and depression

The situation was subject of an Office of the Police Complaint

Commissioner investigation, resulting in a 2019 report

Acting Staff Sgt Mike Whiteley said the police department and the city are in receipt of the claim and will respond accordingly

He said that, in August 2018, upon learning of the allegations involving Naidu, the department immediately notified the Office of the Police Complaint Commissioner and suspended Naidu

“The Saanich Police Department investigated the allegations over the

next year. Mr. Naidu remained suspended and resigned in May 2019,” Whiteley said

The Saanich Police Department completed its investigation into the matter in June 2019, Whiteley said; the external Discipline Authority, Chief Scott Green, determined Naidu had committed misconduct and imposed the penalty of dismissal.

“[Delta Police] Chief [Neil] Dubord reviewed Chief Green’s findings and supported the decision to dismiss Mr

Naidu,” he said. “The Delta Police Department does not tolerate or condone harassment, bullying or discrimination, especially in relationships of trust and power imbalances. This policy and practice is reflected in the department’s comprehensive policy and training Mr Naidu’s employment records reflect his dismissal from the Delta Police Department”

None of the allegations in the notice of civil claim have been proven in court

Delta expected to see a population of 123,000 by the year 2050

It’s a new plan to help guide growth in Delta and the rest of region

Metro Vancouver’s board of directors on Feb 24 adopted an updated growth strategy, Metro 2050, which is also to protect important lands from development and support the efficient provision of urban infrastructure like transit and utilities

“The adoption of this plan is a significant achievement,” said George Harvie, chair of the regional district’s board and Delta’s mayor, in a news release “It represents a commitment by every member in the regional federation, TransLink, and neighbouring regional districts to work together in the spirit of collaboration for the sake of future generations I know we all

believe that together we make our region strong”

The regional district says Metro 2050 builds on the strengths of the previous strategy, Metro Vancouver 2040: Shaping our Future.

The comprehensive update was undertaken to address climate change, affordable housing concerns and recent growth projections, and to fully align with Transport 2050, the region’s transportation strategy

New regional targets include protecting 50 per cent of the land base for nature, expanding tree canopy cover in the Urban Containment

Boundary to 40 per cent and ensuring that at least 15 per cent of new and redeveloped housing units in Urban Centres and along frequent transit corridors are affordable rental homes

Already endorsed

by Delta council, the growth strategy has been in the works by Metro Vancouver since 2019

According to Metro 2050, Delta is projected to have a population increase of 26,000 residents over the next 28 years.

Anticipating Delta will have a population of 123,000 by 2050, the strategy projects the Metro Vancouver region to grow by 35,000 people per year

Proposing how to accommodate that growth within a landconstrained region, Metro 2050 has new policy considerations for housing, transit and mobility, employment and other issues

According to Delta planning staff last year, the plan has strengthened in areas addressing regional livability, urban forest targets, ecologically sensitive areas, the concentration of growth

surrounding transit corridors and the protection of agricultural land Community Planning Director Marcy Sangret told council that staff recognized that Delta’s Official Community Plan (OCP) should be revisited under Metro 2050.

The city will be required to update its regional context statement, which outlines Delta’s land use designations and where growth is anticipated and being directed

Recent changes such as the introduction of the Delta Housing Action Plan and changes to the Ladner Area Plan will help create more opportunities for housing and amenities, Sangret explained

A previous Delta staff report on Metro’s draft Metro 2050 noted that, overall, it is an appropriate plan for the region, bearing in mind the

uniqueness of Delta’s geography and demographic makeup

It also appears to be in line with other regional plans and generally aligns with the City of Delta’s plans as well, although some key gaps and areas for improvement had been identified

Among the concerns outlined in the Delta report was that Metro 2050 needs to address the need for wider access to transit, even in those areas which are not included within the “Urban Centre” or “Frequent Transit Development Area” designations

The report also identified housing and land issues, noting Delta with its three distinct, separated communities, is challenged to achieve regional objectives related to population growth and location

Also, given the importance of agricultural lands to Delta and the region as a whole, Delta staff noted that the revised definition of agricultural lands in Metro 2050 appeared to open possibilities around the use of agricultural land that previously did not exist

“In addition, Metro 2050 has removed the emphasis on food production stipulation for agricultural land, which should be carefully considered in the context of the use of agricultural lands for cannabis production and the need for regional food security,” the report added

The report warned the strategies around tradeoriented lands in Metro 2050 pose potential land use conflicts related to agricultural and environmentally sensitive lands in a municipality like Delta

Annieville Park assault was targeted say Delta Police

Several youth are in police custody following what Delta Police say was a targeted attack against another youth at a North Delta park Monday afternoon.

According to police, on Monday a 16-yearold male reported that he had been attacked by several individuals wearing masks in and around Annieville Park The victim was threatened, punched and eventually suffered stab wounds to his body by one or more of the suspects

Police located and provided emergency first aid to the victim until Delta Fire and paramedics arrived The victim was taken to hospital and is being treated for serious, but non-life threatening injuries The victim is expected to make a full recovery

“As this attack hap-

pened within the proximity of several schools, members of the DPD worked with the Delta School District and placed Delview Senior Secondary, Annieveille Elementary and Gibson Elementary into a precautionary “ secure and hold until police could take all necessary actions to locate the suspects,” said Acting Staff Sgt Mike Whiteley. “The police investigation quickly determined that the incident was a targeted attack. The victim appears to be currently involved in a dispute with other individuals he knows from school This incident is not believed to be connected to the BC Gang Conflict or gang-related”

Whiteley said several youths involved in the attack were located by police and taken into custody The potential suspects were students who went to school with

the victim The school administration has been working with investigators to assess this incident’s impact on all students at the school.

He said all of the suspect youth’s parents have been notified of the incident, and school administration is taking all steps they deem necessary by sanctioning the involved students as the investigation continues.

“Anytime we see high levels of violence at or near schools, it is a significant pause for concern as to the welfare of the youth of our community,” said Chief Neil Dubord

“It is troubling a dispute has escalated to this level of violence”

Whiteley said investigators are at the preliminary steps of gathering evidence with the intention to forward a report to Crown Counsel seeking charges against those involved related to this incident

Buttons created with messages of support for war-torn country

On Friday, Feb 24, students at South Delta Secondary demonstrated their support for Ukraine by marking the somber one-year anniversary of the Russian invasion

“Many people may not realize that there are families in our community whose lives have been upended by the war in Ukraine,” said Sandra Adamson, International Student Coordinator and ELL Teacher “Here at SDSS, we have eight students who had to flee Ukraine In recent weeks, these students, with support from the school’s Interact Club, organized a campaign to mark the one-year anniversary of the ongoing invasion to help raise awareness in the school and wider local community.”

This week, the Ukrainian flag stands beside the Canadian flag in the main hallway of

the school and the students have made three different designs of buttons showing messages of support for Ukraine to hand out to their fellow students

Kravitz, who just arrived in Tsawwassen a few weeks ago, is working on a fourth design “When the war first started, we never thought it would be as massive as it has become,” said Grade 11 student Yuri Fedieiev “People need to know what is happening in Ukraine It feels like they have forgotten We felt it was important to remind people that the war in Ukraine is still happening”

Smyrnov and his father moved to Germany for one month initially, before arriving in Tsawwassen last May

“These students have been through unimaginable horrors and are now faced with the multiple challenges that come from adjusting to life in a new country and learning to speak English,” said Adamson “They are extremely busy as most are completing online school courses in Ukraine while also attending SDSS so that they can graduate in both countries

“In spite of this, they wanted to do something to support their home country at this difficult time. I am so impressed by their hope, courage and resiliency.”

“Canada is a lovely country and Tsawwassen is a great town The community has been great to

us, ” added Fedieiev “We would like to thank the Government of Canada for helping Ukraine and also thank our local community and school for

accepting and helping us ”

The students are also encouraging people to support Ukraine by making donations

City receives funding for electric vehicle infrastructure

The City of Delta has received a $200,000 investment through Natural Resources Canada’s Zero-Emission Vehicle Infrastructure Program

This includes $150,000 to support the installation of one electric vehicle (EV) fast charger and 20 Level 2 EV charging stations at public facilities across Delta, as well as $50,000 for 10 Level 2 EV chargers at three of Delta’s fleet facilities. In addition, the Province of BC is also contributing $25,000 for the fast charger under the CleanBC Go Electric Public Charger Program

“Delta has a bold commitment to climate action,” said Delta MP Carla Qualtrough in a news release “As

more and more Deltans choose electric vehicles, it’s important that we have a network of charging stations in our community. This investment will make it easier for people to get around while at the same time achieving our climate goals”

According to the news release from the City of Delta, the grants will help build upon Delta’s community-wide network of electric vehicle charging stations The new public stations are expected to be operational in late 2023. The fleet charging stations will be the first for Delta; this infrastructure is necessary to support the electrification of Delta’s fleet

“I want to thank the federal and provincial governments as this funding goes a long way towards supporting

Delta’s electric vehicle strategy, helping us create the infrastructure needed to encourage electric vehicles in our community,” added Mayor George Harvie “I appreciate working with our Member of Parliament, the Hon. Carla Qualtrough, and acknowledge her support towards Delta’s climate action goals and providing greener transportation options for residents as we work towards a net-zero future”

The City of Delta has been working continuously on reducing its greenhouse gases and on climate mitigation and adaptation As part of these efforts, council endorsed an electric vehicle strategy to recognize the importance of electric vehicles in reducing Delta’s carbon footprint

Icontinue to be blown away by the generosity of this community

Last Wednesday (Feb 22), I was honoured to be invited by the team at the Delta Hospital and Community Health (DHCH) Foundation to their A World of Thanks gala dinner at the Delta Cascades Casino

The ballroom was filled with donor groups of 2022, community event organizers, hospital board members, Foundations staff, volunteers and service groups.

We were also treated to a Q&A with Foundation executive director Lisa Hoglund and Delta Hospital ER Dr Nav Grewal

It was inspiring to be in a room with people who have shown so much heart, so much care and so much support for Delta Hospital

Did you know that since 1988, the DHCH Foundation has raised close to $63 million helping to ensure that the residents of Delta and neighbouring communities receive the best health care possible from the talented and dedicated team of doctors and nurses at Delta Hospital

I can’t imagine what Delta Hospital would look like if it were not for the generosity of so many people over the years

Last week, we featured another major donation from the Harlow and Mary Ann Burrows Family Foundation of $60,000. Below that story on page three was a story on how donors, like the Burrows Foundation, have helped pay for vital equipment for the hospital – equipment that dollars from the provincial or federal government simply are not there.

This week, we feature another amazing contribution from a member of our community

David Harris, who has long-standing farming roots in Ladner, may not live in South Delta anymore, but his heart and thoughts certainly still resonate here

On behalf of his mother Pauline, he has donated $1M to the Foundation It’s an astounding mark of generosity and a gift that will help hundreds of other families get the vital health care that they need.

uninspiring deficit forecasted for the next three years

Having been in government for the last six years, and with several portfolios currently reaching fever-pitch crisis status, many hoped the Premier’s first throne speech and budget would be beacons of hope to help us through this troubling time

With catchy headlines like “having your back in uncertain times,” the first half of the throne speech gave us the laundry list of big-ticket items, while warning of an economic slowdown and signalling its intention to spend its $5.7 billion budget surplus prior to the year end on March 31, 2023

The Premier acknowledged the shortage of family doctors, soaring housing prices, the lack of affordability, increasing climate change emergencies, the rising crime of repeat offenders, the mental health and addiction crisis, the need for greater Indigenous reconciliation under UNDRIP, and a shifting focus towards building a ‘clean’ economy.

What was noticeably missing from this speech may have said more than what was in it

There was a total of 59 words allocated for agriculture in the throne speech, with recycled material galore, which is telling from a ministry that has no top bureaucrats with any farming background

No mention of the Massey Tunnel replacement project either

Rural B.C. was left out of the throne speech as was any mention of LNG, one of B.C.’s biggest energy industries Standing in juxtaposition to its climate goals, its absence was notable given several LNG expansion projects are expecting announcements later this year Looking at the budget, announced on Tuesday, it

does little to curb fears that the tide will change for everyday British Columbians

Instead, what we saw Tuesday was a forecasted deficit of $11 billion over the next three years Given this government had a $5 7B surplus going into this budget, it is troubling news

Among the budget announcements is a $400 income tested rental tax credit rather than the $400 renters’ rebate that was promised to every renter six years ago

The grim implications of a missed opportunity

A decision last week by the Supreme Court of Canada has left B C as the province where it is perhaps the most difficult for journalists to protect their confidential sources.

The High Court dismissed an application for leave to appeal by our parent company, Glacier Media, aimed at fortifying a principle of journalism that sources ought to be able to come forward without fear of being publicly identified

It might not have been the aim of the B C courts for its rulings to affect journalism in that way in requiring us to provide our organization’s research last year to the defence counsel in the sexual assault trial and eventual acquittal last July of former Vancouver Canucks player Jake Virtanen – but it is the result.

It ought to make B C journalists wary about developing confidential sources and may make confidential sources wary about entrusting journalists.

It might steer B C journalists away from taking any kind of notes for fear that unpublished material could be ordered by a court to be disclosed The days of the furtive parking lot verbal encounters with Deep Throat and Watergate would be safer.

And it ought to leave the door open to successful libel cases against individuals and organizations that choose not to create those notes in the first place and are left rather defenceless in chronicling their research

The Supreme Court gave no reason for dismissing our appeal, consistent with its practice in such matters But in choosing not to hear the appeal, it has left in place disquieting circumstances for the craft of journalism and those who might otherwise wish to tell us their stories

It is also worth wondering today if the circumstances of this and other cases are failing to fulfill the wishes of Parliament when in 2017 it created a law, the Journalistic Sources Protection Act, with the objective of shielding journalistic sources

The law had a dual purpose: to require the state and others to look everywhere else to build their legal arguments, and for those arguments to outweigh the public interest of preserving confidentiality It was designed as a check on warrants that sought to break the journalist-source covenant

The law was described at the time as a sea-change for media in their efforts to investigate and publish what are typically the most challenging and sensitive stories and to safeguard those who alerted us to them. Today it is more of a shipwreck than a sea-change

Before Virtanen was charged and acquitted in July 2022, before he was the object of a civil suit in 2021, a woman stepped forward to tell her story to Glacier Media reporter Alanna Kelly

Like every source and every journalist, she and Kelly expected information that could identify the complainant could be shielded from disclosure. Instead, when Virtanen was charged and the case came to trial, the B.C. Supreme Court sided with a disclosure application by Virtanen We were compelled to provide Kelly’s unpublished communications with the complainant and a video recording of an interview, which it might bear noting was never broadcast by Glacier.

We argued that these records amounted to research, were the equivalent of note-taking, and deserved their historic protection unambiguously. But the court decided our protection of them must yield to Virtanen’s right to a fair trial B C Supreme Court Judge, Catherine Wedge ruled that the impact on press freedom was “minimal” because the source had herself gone to police. Her ruling was upheld by the B C Court of Appeal

We asked the Supreme Court of Canada to weigh in We argued that those B C rulings have left journalists and their sources in a precarious position that ill-serves the public interest

Given that our work product had already been turned over to the defence, the Supreme Court would have had to deal with a “moot” issue to define the protections. It rarely engages in moot matters, so it might not have come as a large surprise to some of those watching that our application for leave was dismissed Still, it doesn’t leave us in a good place

On the basis of my four decades of experience, I think it will be a lot less likely now that sources will agree to tell their stories if these conditions stand and journalists cannot with greater certainty commit to shield their identities.

Any B C journalist now must wonder if it will be credible to commit to protect the anonymity of a source

The functioning of a democracy depends on the service of the public interest by journalism We have adequate legal guardrails in such fields as defamation and national security to prevent or penalize journalistic abuse of information But we find ourselves in an environment that appears to impede our pursuit of that service, and we will need someone, somewhere in authority to set the problem straight Kirk LaPointe is the publisher and executive editor of Business in Vancouver and vice-president, editorial, of Glacier Media.

Editor: The current off-leash options in Tsawwassen are grossly inadequate This is not a new issue. In the last few years there have been repeated community consultations with proposed plans to improve the current scant options, including Pebble Hill off-leash as well as previous petitions backed by case studies Nothing has happened Like Pebble Hill, other off-leash parks in Tsawwassen are similarly problem-ridden or inadequate. Stagnant mud and water is a persistent issue at both Boundary Bay off-leash Park and Pebble Hill; Dennison off-leash, positioned alongside 8a Ave near

South Delta Secondary is not even safe for dogs, as it is an unfenced narrow stretch of forest near the road. Finally, Beach Grove off-leash, though recently fenced, is not an expansive space for dogs to run.

There are hundreds of dog owners in Tsawwassen who would love to make use of off-leash areas if they were level, grassed and free of stagnant water. Within our municipality there are dozens of wellmaintained sports fields, to which we sometimes resort, only because of a lack of good options, risking bylaw ticketing

Dog owners do not deserve risking a vet bill from using the only

provided off-leash parks, where their dogs might get sick from filthy water, and where they trip over rocks or slip on uneven, muddy ground A significant improvement in options is desperately needed in Tsawwassen unless perhaps the City of Delta would like to pay for vet expenses for dogs that get sick from the water at Pebble Hill, or the cost of replacing one should it get hit by a car off Dennison?

The dog owners of Tsawwassen would happily meet at a selection of well-maintained and grassy off-leash areas In the meantime, we will await better options from the city.

Since COVID began three years ago I find myself running into a growing amount of folks who I assume spend way too much time on the inter web researching and concluding that the world is failing them and the rest of humanity. A 10-lot subdivision is now a “ mega development” I wonder how this thought process, would have dealt with Tsawwassen in the 60’s and 70’s when subdivision after subdivision were being created to build the Tsawwassen as we know it now?

In my “estimation” well over 50 per cent of Tsawwassen was built in that timespan. I would know, as I’m the guy who knocks the 50-year-old houses down to build new houses for mainly Tsawwassen folks who

I would like to know where the information came from to establish this map of future “ rebranded apartment complexes” which happen to be exactly in my neighbourhood? No names, no factual information just opinions as far as I can see? I would think the citizens of the communities that you are trying to separate from “Delta,” deserve some accurate information

MLA Paton urges province to protect prime farm area

Delta South MLA Ian Paton has once again re-introduced a private member’s bill he says is aimed at protecting Brunswick Point farmland from future development

Paton, the Liberal agriculture critic, said the hundreds of acres of prime farmland held by the Crown should be kept for agriculture and wildlife habitat in perpetuity, and be offered back to local farmers with long-term leases.

“Brunswick Point is an incredibly special piece of land that borders the ocean and the Fraser River, with beautiful walking trails along the dike,” said Paton. “This farmland also boasts exceptional Class 1 soil that grows B C’s very best potatoes, but most

importantly, Brunswick Point is world-renowned as a resting stop for migrating birds.”

In 1968, about 4,000 acres of farmland in Delta was expropriated to support a future port at Roberts Bank

Many years later, after realizing the expropriated lands were not needed during that time, the province offered to sell most of the farms back to the original owners who had been leasing the properties

However, just over 600 acres of Brunswick Point farmland were held back by the Crown, only offered to longtime farm families who originally owned them through short-term leases.

Farmers and the City of Delta had been calling for an opportunity for the farmers to buy the land or get longer-term leases.

The worry is that the

lands are now seen as important for industrial development, given Brunswick Point’s proximity to the port and the shortage of available industrial properties in the region

Delta council two years ago sent the province a letter of support for a Delta Farmers’ Institute’s (DFI) correspondence supporting Paton’s earlier private member’s bill, calling on the government to take steps to ensure the lands remain in agriculture

Mayor George Harvie wrote to Doug Donaldson, Minister of Forests Lands, Natural Resource Operations and Rural Development, saying that despite the current restrictions on the land use, Delta is concerned that the lands could be sold to speculators with no interest in farming

The designation applies to the North Delta 81A Avenue neighbourhood, which is bounded by 116th Street to the west, 118th Street to the east, 80th Avenue to the south and 82nd Avenue to the north

The City of Delta prefers an underground line within the new crossing for the transmission line relocation that will be part of the George Massey Tunnel replacement project.

Council at its Feb 13 meeting agreed with the recommendation from the engineering department to convey the city’s preference to BC Hydro, following a presentation from representatives with the Crown corporation It’s the same position the city had earlier conveyed to the province.

BC Hydro operates a 12-km, 230-kilovolt power line from Arnott Substation in Delta to Steveston Substation in Richmond, serving approximately 30,000 customers

Approximately 700 metres of the power line is underground in the existing tunnel With the tunnel planned for decommissioning, BC Hydro needs to relocate the section of the power line crossing the Fraser River

BC Hydro is exploring three options including an overhead line, an underground line within the new Fraser River Tunnel and a separate underground line which the Crown corporation says would have the biggest environmental impact.

BC Hydro notes that the project is at an early stage and a project timeline hasn’t been established

The design for each alternative is conceptual and subject to change as the project advances

It is anticipated the project will be constructed primarily within the existing provincial right-of-

way. Initial studies identified potential impacts for each of the conceptual alternatives, which will be studied further with mitigation measures developed and implemented, a report to council notes

Council also heard a presentation from Ministry of Transportation and Infrastructure representatives who provided an update on the tunnel replacement project, part of the overall Highway 99 Tunnel Program which includes the replacement tunnel, as well as several corridor improvement

projects.

An eight-lane replacement tunnel is to replace the current crossing and is to be completed in 2030. Council was told that once construction begins, staging and construction areas will be required on the Delta side of the river near where the new, wider tunnel will be built, including the fabrication of elements on Deas Island To reduce the number of trucks on the road, delivery of steel and other components to the sites will also occur by river.

The city is beginning to gather public feedback on a new Vision Zero strategy for Delta Vision Zero is a multinational road traffic safety project that aims to achieve a road system with no fatalities or serious injuries

The project originated in Sweden and is gaining momentum across North America, with various cities including Surrey having their own Vision Zero plans

One of the key differences between Vision Zero and traditional approaches to road safety is that traffic collisions are considered preventable, viewing safety as a shared responsibility between system designers, policy makers and road users

The guiding prin-

ciples for Delta’s plan is to include reducing fatalities and serious collisions, improving connections to schools and community services and addressing the needs of older adults and vulnerable road users

“Given that road safety is a shared responsibility, Delta would like to develop a holistic and strategic road safety plan including all the different stakeholders and community partners. As such, Delta wants to undertake community outreach and engagement The goal of the outreach is to inform, educate and obtain community buy-in to this important initiative

Public and stakeholder engagement will also help shape the policy direction and actions within the plan,” the city explains

The city retained

a consultant to help undertake the public engagement process, while two years ago another consultant was retained to complete a road safety analysis

The recently hired consultant is to also come up with a strategic document, which is to outline key performance indicators and set interim targets, as well as determine priorities for road safety interventions to guide investments.

Delta has also been working with the City of Surrey on a Scott Road corridor safety plan, completing a study which analyzed collision trends, contributing factors and recommended countermeasures.

Tax season is just around the corner, and volunteers at Deltassist Family & Community Services are available to prepare income tax returns at their “drop-off and pick-up” tax clinic for low-income Delta residents

Many people do not know that they need to file a tax return in order to receive the GST/HST tax credit or the Canada Child Tax Benefit Filing a tax return on time is important when receiving other benefits such as the Guaranteed Income Supplement for seniors, MSP Premium Assistance and Pharmacare

If you live in Delta, are low-income, have a simple return and either unable to complete your income tax and benefit return yourself or pay for assistance, Deltassist volunteers are here to help Volunteers receive training through

Canada Revenue Agency’s Community Volunteer Income Tax Program and are able to complete tax returns for 2023 as well as 2022, 2021, and 2020

Deltassist’s Coldest Night of the Year

Deltassist hosted its sixth annual Coldest Night of the Year on Saturday, Feb 25. The event started at City Hall in Ladner. According to Deltassist there was 150 walkers, 21 teams with support from 26 volunteers. City officials were on hand to lend their support as was Delta South MLA Ian Paton and his staff. The BC Lions were also there for a meet and greet. As of Monday morning, Deltassist reports that $29,502 has been raised. Donations are being accepted until March 31 at: www.cnoy.org/delta.

The students at Cliff Drive Elementary took on the challenge in signing up for Bike to School Week and their efforts have been rewarded

The school was presented with a HUB

Cycling Award last week taking home the Top First Time School Award as HUB handed out its 10th Annual Bike Awards

More than half of the students at Cliff Drive took on the challenge and signed up for Bike to School Week, which

took place in May 2022

They recorded a grand total of 589 trips over five days

“My Grade 3 / 4 class played a leadership role in encouraging students throughout the school to take part in Bike to School Week,” said Cliff Drive teacher Nicole Cooper “In addition to making posters and morning announcements, they went from class-to-class to collect the number of students participating, handed out stickers, and recorded the data. Students then got to display their stickers on our hallway bulletin board, which built physical health and bike safety awareness, and community spirit

It was great to see how excited students were to take part”

Winners of this year ’ s HUB Cycling Awards were selected based on their effort and investment in the following areas: commitment to cycling education, buildings with bike-friendly amenities, commitment to bike-related research, event and advocacy initiatives, cycling infrastructure improvements, and event participation in Go by Bike Week, Bike to School Week, and Bike to Shop.

Holly students walk for water

Holly Elementary school’s Green Team organized more than 300 students to participate in a Walk for Water recently

The initiative helped to raise funds in support of building a water infrastructure project for students in Uganda who do not have easy access to clean drinking water The Holly students carried yellow jerry cans of water almost one km to simulate this daily task for their peers in the East African nation Holly students raised $900, which was matched by a member of the Rotary Club of Tsawwwassen for a total of $1,800. The funds will benefit the Rotary Club’s Walk for Water project that will deliver clean drinking water and sanitation and hygiene training to more than 1,000 people in Uganda

The Delta Community Foundation hosted a sold-out inaugural fundraising gala at the new Cascades Casino on Feb 11

The Give from the Heart Gala was an evening filled with great food, friends, entertainment, and the joining together of charities and grant recipients who have received funding from the Delta Community Foundation While the results are still being tabulated, the event was a huge success All funds raised will bring the community foundation closer to its goal of growing The Community Support Fund, creating resources for charities in Delta and an opportunity to respond to urgent needs across our communities.

Attendees enjoyed a casino-themed event that opened with a lively performance from two Vegas-style showgirls, followed by heart-warming stories of community outreach and humanitarian efforts enabled by our generous supporters and donors, a delicious dinner, and an exciting silent and live auction event offering a diverse selection of generously donated art, local services, wine, and hospitality

“The inaugural Gala of the Delta Community Foundation was a resounding success thanks to the hard work of the many volunteers, the sponsors who gave

Coming from a fifth-generation farming family Danielle and Alicia Guichon understand the importance of supporting and buying local produce. In 2001, beginning as the youngest vendors at The Ladner Village Market and carrying only 6-10 items, they eventually took their business to the roadside of Arthur Drive. On Arthur Drive, the girls built a strong following and both point out that ‘our customers want to support local farmers and local businesses from their community’ Once the girls realized that the community had a strong desire to buy Delta grown crops, while in season, the idea for ‘Backroads’ bloomed.

Moving forward a few years later, the want and need for ‘buying local’ is still as strong as ever. With the opening of their produce store, Backroads Family Farm Market, which now carries over 100 items, including their own farm fresh eggs, local bread, fresh cut flowers and other novelty goods, the focus remains on supporting local.

Association’s free drop-ins attract big numbers

It appears the new Ladner Sport Court is already a game changer for Delta Lacrosse

The association took advantage of the now covered outdoor box for its second free Try Lacrosse event on Feb. 18, hosted by former pro star Garrett Billings.

The Tsawwassen resident led roughly 100 kids through some introductory skills during the two-hour session

Just like last month’s first event, a large number of the participants were female That resulted in enough new players registering for Delta to be putting two novice female teams on the floor this coming season for the first time in its history

“COVID really knocked our female program down,” said Delta Lacrosse vice-president and female coordinator Erin Harris “Our goal this year and next year is to get back to our pre-COVID numbers without question We have the draw in the community and population to easily do that. It’s just that a lot of people don’t know about lacrosse in Delta.

“We have some tremendous National Lacrosse League stars and a host of other players on U.S. scholarships. Our responsibility for the next few years is to help the population learn the opportunities for these kids and lacrosse Hockey does such a good job and we need to match its effort”

Billings was brought in to oversee the grassroots development program and told the Optimist back in December his goal was wanting the new players coming back for more Harris agrees.

“Our real focus going forward is to make sure those grassroot girls joining now, have the most tremendous experience in lacrosse going forward,” she said “I definitely can speak from my own daughter’s experience She is a certified coach All of her confidence comes from lacrosse When things are tough in school, lacrosse is always a great outlet”

The association’s marketing efforts that includes social media, signage throughout the community and print advertising in the Optimist for its preseason events are also paying off on the boys’ side with a big jump in registration numbers at the entry levels

Former National Lacrosse League star and Tsawwassen resident Garrett Billings led about 100 youngsters through a two-hour Try Lacrosse session at the Ladner Sport Court on Feb. 18. The free drop-ins have led to a surge in registration for the coming box lacrosse season.

Homegrown standout and pro star Mitch Jones serves as technical director and is overseeing a pre-season Lacrosse Academy It’s another program made possible by the covered box “There’s a pretty good chance we would have had to cancel today without this You just can’t have 100 kids running around on a slippery surface,”

Harris added “This venue has created somewhere for the teenagers to just go and play You have 13-and-14-year-olds practising their behind-the-back shots and showing eight-year-olds how to do it It’s fantastic”

U18 Footmen defeat rivals to be crowned provincial champs

The Delta Footmen saved their best for last against their season-long rival to be crowned U18 provincial tier two champions

The Footmen concluded the 2022/23 campaign at the B C Lacrosse showcase event at Newton Athletic Park with a 14-6 win over Mission/Valley in the gold medal game, played on Feb. 19. It was the final chapter of an epic postseason battle that began a few weeks earlier in the Pacific Coast Lacrosse League playoffs.

The Footmen squeaked into the semi-finals after dropping round-robin games to Mission/Valley (8-5) and

Richmond/Vancouver (12-9) while battling the Adanacs to 11-11 draw Delta adjusted its strategy with a

renewed formula for the playoffs and it paid off with an 11-9 final four win against Surrey The momentum contin-

ued into the gold medal game with an outstanding performance, led by tournament MVP Turner Anderson

The roster includes three graduating players – Carter Torok, Tavis Bott and Dylan Maskell

It’s been quite the journey back to being among the best in the country for one of the most decorated athletes in the long history of Delta Gymnastics’ competitive program

Ryan Woodhead figures he was about three years old when his parents signed him up for a development tumbling program when the club was still based out of its original home at the South Delta Recreation Centre. Years later, the Tsawwassen resident had established himself among the top male gymnasts in the country when he suffered a major back injury in 2016.

“I broke one vertebrate on the parallel bars and I had to stop all my training for about six months,” recalled the now 22-year-old Woodhead who is also coaching at the club. “Since then I have working my way back, one event at a time”

The injury and recovery meant Woodhead initially could only compete in limited events Still, he was

healthy enough to win bronze on the same parallel bars at the 2019 Canada Winter Games

It wasn’t until a year ago when he finally was given a clean bill of health to compete in all six individual events at the Canadian Championships, finishing 10th.

With his hopes of earning a spot on the senior men ’ s national team, Woodhead headed to last month’s Elite Canada competition in Saskatoon He stood eighth after day one of the all-around event, then cleaned up some mistakes to finish fourth on day two and sixth overall. Highlights included a third place finish day two result on the parallel bars and a combined top five, along with the high bar

“It was weird because it was getting back to the skills I was doing when I was younger, but it is just part of the (recovery) process, ” he said “Overall, I’m just happy to get back to where I am and be able to compete in all six events again”

A busy spring ahead includes the provincial championships at the end of March in Surrey and the Canadian Championships in May

Gwen s face always it up at the sound of a cork popping or at the ment on of the word "mart ni " She was happiest with a good drink, good food, lovely things, and, above a l, with fam y Family was most important to her, and children were prec ous When it came to either, Gwen was tire essly sup portive and compass onate She also had a imitless capacity to forgive and forget Gwen never was judgemental of those who confided in her w th their failings or their struggles as many wou d, for that very reason And few things gave Gwen greater joy than to sit n the sun, back in her hometown of Swift Current, Saskatchewan, with a chilled martini, laughing freely and surrounded by her fam ly When not "back home," Gwen loved to trave and jet set, and her style a ways left an mpress on As a host ess and cook, she was doting and consummate, and she kept a lovely house and table When it came to a fine dinner, a love y dress, or a unique antique, cost was no object.

As a neighbour, she was loyal And as a mother, aunt s ster daughter and grandmother she was devoted Indeed, in her later ife, she became an adoptive grandmother to many in her Tsawwassen neighbourhood, where she’d ved for almost 50 years But, the sun could not a ways shine n her last years, loss of memory and mob lity robbed more and more from her So too, did s eeplessness the symptom of a wound that plagued her from when she gave up her first born son moments af ter he was born The f na ordea for Gwen came when her adored husband of almost ha f a century died, and the resultant loneliness devastated her.

Gwen d ed n a cold, cy February, with war erupt ng across the ocean ust as she was born in a cold pra r e February while another war raged beyond that same ocean Gwen’s capacity for suffer ng had been a strength But even greater was her love of fam y and fun If you could seek her advice, it wou d be to enjoy yourself and the f ne things life offers wh e you may But seeking that advice now is not easy, for she is gone Where? The beg n ning of Gwen’s favourite hymn gives a hopeful h nt: "I’m just go ng home It’s not far just close by through an open door Last winter, she passed through that door And her laughter and her kind nesses have been so keenly missed ever since.

But if you’re inclined, pop a cork, or pour a martini and have a laugh.

Mary Gsele Cameron, born September 10, 1927 n Detroit, Mchgan, sadly passed away on February 5th, 2023 at the age of 95 Mary was predeceased by her lovng husband of 50 years, Gordon Cameron She is survved by their 6 chidren: Gisee (Jm), Ernie (Suzanne), Heather (Rene), Craig (Jean), Gen (Mary), Scott (Kely), and 9 grandchildren: Wes, Jeremy, Brady, Josh, Casey, Brock, Clnton, Sheby and Matthew

Mary was a ong tme resident of Tsawwassen and Ladner for over 50 years She worked at Delta Extended Care (Mountain View) for 12 years and did vounteer work there after retiring Mary worked hard her whoe life and oved her friends and coworkers - but her greatest source of oy and pride was her famly She loved the Montreal Canadens, cherry wine, od musc and havng fun with her kds and grandkds

Athough our hearts our broken, we know she wil continue to find ways to make her presence known

Brian died peacefully at home with his wife by his side. After living a full life, Brian lost his battle from cancer. He will be remembered for his quick wit, tender heart and dedication to serving others in need.

Brian is survived by his wife, Jill, brother Gerry, sister Sharon, and two sons, Jefferey and Jeremy. Brian was also a beloved grandfather to George, Penelope, Oliver and Charlotte. He will be missed by many. We would like to thank Dr. Jason Kason for his supportive care.

It is wth great sorrow that we mourn the passng of our beloved Wife, Mother, Nana, Aunt and Frend, Meryl

Mery was born in Kenora, Ontaro on September 9, 1944, the second of four chldren She married CAF plot Tom Storey on November 14, 1964 and they moved to Germany shortly thereafter to begn their marred lves together

Mery was a devoted wife of 58 years She loved Germany and al things German and had very much wanted to return for a vst which unfortunately did not happen before her passng The famly moved back to Canada in 1968 with stops in Giml, MB, Cod Lake, AB, St Hubert, QC, and finally Trenton, ON Mery made many friends whle being in a mltary family and chershed those reationships

Meryl and Tom had four children Sady, Meryl was predeceased by their beloved son Tommy She was a devoted Mom to Apri (Wll), Anne, and Keith (Sheryl) Mery was predeceased by her brother Tom and her sister Cyntha but has enoyed a lifeong relatonship with her sister Valerie (Trevor) She loved to vst Vaere and her famly in Kenora, especaly for the Labour Day Charity Garage Sae whch was very mportant to both sisters

Mery saved her best work for her grandchldren Nana oved her grandkids more than anything else and spent every avalable minute with them playng games, cooking them treats, istening enthusiastically to ther stories, and lovng them unconditonaly She wl be sorely missed by Matthew (Rachel) Jeremy Madison (Regan), Riey, and is now with Alex who sady passed n 2021 and Stewart who left us n 1995 Meryl also became a great grandmother to Isabella and looked forward to ther every visit together

Mery aso enjoyed specal relatonships wth her son and daughter in-aws Al three cherished Mom as f she was ther own That is how she made them fee and Wil, Sheryl, and Evan wil miss her in ther lves

Mery had many interests She was an avid curler and often skpped wnnng teams She payed the pano and organ “by ear” and composed her own music She oved to go camping with the famiy and very much enjoyed the outdoors Gettng a tan was priority number one when wnter was over and she was often teased that she could get one in a rainstorm She was very actve with the Canadian Legion, vounteering wth the Savaton Army, snging and playing pano wth the Sweet Adeline Chorus and was a devoted member of the Eastern Star

Meryl was unfalngly kind generous eternaly optimistic and caled everyone darlng which was both heartfet and wel receved

Although cooking was not her favourite activity, her Tger Butter, Nuts & Bolts (heavy garlic), and her Confetti Squares were always a part of famly ceebrations It wil be the smal thngs that are missed the most and Meryl’s ove of Chrstmas wil be one of them

She was an animal over who enjoyed nothng more than a good cuddle with her fur babies A discrete treat under the tabe when she thought no one was lookng was a norma event Sorry Mom, we aways saw you do it!

Mery oved coourful and sparky thngs She never wore back and aways made peope smile with her outfits and jewelry They were great accessores to the ever-present smle

In 1999, Tom and Meryl moved from Ladner, BC, their home of 15 years, and reocated to Qualicum Beach where they made many frends whie enoyng the retired lfe

Sadly, Meryl had a number of heath ssues which cumnated in her beng hospitaized where she courageously fought to the end Our colective hearts were broken when she passed quiety on February 8, 2023 She would often say “my angels must be watchng over me” when good things happened We now have our very own specal angel watching over us She would want al of us to et sad thoughts quicky turn nto warm memories

A Ceebration Of Lfe wl be held in Qualicum Beach at the Qualcum Beach Inn on March 25, 2023, from 1:00-4:00pm, with a second coming together in Kenora on June 24, 2023 In leu of flowers, please consder a donaton to the BCSPCA in her name

With sadness, the family of Dina Kirkwood (née Geense) announces her passing on February 13, 2023, at the Irene Thomas Hospice in Ladner, at the grand age of 97.

Dina (aka Deine) was born in The Netherlands and enjoyed a happy childhood with her family until the beginning of WWII and the subsequent occupation of her home country. In 1951, she emigrated to British Columbia, Canada, to marry her wartime Canadian Soldier sweetheart, Andrew Kirkwood, whom she met at the end of the war and with whom she corresponded until she arrived in Canada. Dina was a city girl when she arrived but quickly adapted to country living on a small Surrey farm. When she wasn’t baking bread and cakes or helping out the neighbours, she had a career in office administration She visited her Dutch family as frequently as possible over the years. Her sense of family was very strong, and the friendships she made were lifelong.

Dina was predeceased by her husband, Andrew Kirkwood; parents Jaap and Janna Geense (Kant); sister Christine Schuster (Geense); and brothers, Rein and Cees Geense. She is survived by her daughter, Janna Kirkwood (Darrell Guard); her younger sisters who reside in The Netherlands, Mies Van Dam (Geense) and Maya Geense; as well as numerous Dutch, German and Canadian nieces and nephews and their children.

Dina will be greatly missed by all her many friends and family.

Survived by his wife Lois Predeceased by father Matthew and mother Elle Randy’s father Matthew worked as a federal agent settling and funding immigrants on agricultural land allotments Also, Matthew owned and operated Crystal Lake Resort near Yorktown, Saskatchewan. Randy’s mother competed on the German national swim team and after moving to Canada had roles in Tarzan movies Randy fondly remembered his friendship with an RCMP dog handler, whose police dog Randy eventually inherited He proudly remembered saving up from after-school jobs to buy an outboard motor, borrowing his father’s rowboat and charging resort guests 25 cents for cruises on Crystal Lake

Randy joined the RCMP when old enough. Favourite memories with the Mounties included the Musical Ride, security detail for Princess Elizabeth, security detail for Prime Minister Trudeau and dog handler duties After a full RCMP career Randy started a security business He met Lois at a dance he secured They had much in common. They both came from families with side business resorts, and they grew up helping run the resorts Also, they both had a thirst for adventure And so, they married They bought a Cadillac convertible and headed generally West touring parks and points of interest in the U.S. and Canada. They ran low on money and out of road heading west at Vancouver

Randy and Lois started their security business in the lower mainland Randy offered consequential security One hardware store owner reported break-in problems completely solved by the Sterzer Security Company but was slightly terrified by Randy’s police-like manner and his purpose-bred, purpose trained and less than cuddly police dog With Lois involved, the security business really took off beyond the world of small businesses Simon Fraser University started up Randy and Lois got the security contract. Plane hijackings became a thing and governments required airport security Randy and Lois got the PWA contract. They owned a large home in Tsawwassen. Life was very good, and it involved boats with motors for fun and dogs to work with.

Our caring and colourful mother, Leona Marion Turnbull, passed peacefully on February 4, 2023, at her "Ladner home" in B.C. in her 96th year. Marion was surrounded by daughters Ruth (Ladner) and Joanne (Montreal) and beloved dogs Sochi and Skye.

Marion and her husband Ira (deceased 2007), both residents of Saskatoon, will be remembered for their volunteer work in the Saskatchewan community. They were active members of the Church and the Prince Albert Outing Club and enjoyed the company of many friends and relatives across Canada In her later years, Marion especially looked forward to frequent stays with daughter Ruth in B.C., notably during the cold Saskatoon winters. She was very fond of the friendships and acquaintances that she forged in Ladner, especially the Hassan family, Lindsey and Nick. Special thanks go out to the dedicated and caring staff and physicians at Delta Hospital and to her daytime companion Shari.

A Celebration of Life ceremony is planned for the fall of 2023 at Round Lake Saskatchewan, where Marion and Ira spent many enjoyable outings.

Surrounded by family, Irene passed away peacefully on February 15, 2023, at the age of 92. Irene lived most of her life in Tsawwassen, where she and Gordon raised their family. Irene was an avid tennis player, as well as an active member of Beta Sigma Phi sorority. She enjoyed hosting dinners for family and friends and travelling with Gordon. Irene was a kind and gentle soul and loved by all who knew her.

Irene was predeceased by her husband of 66 years, Gordon. She is survived by her son Robert (Cheryl), daughters Linda (Ron) and Marlene (Ben), and granddaughters Kayla and Mackenzie

They knew how to run a resort as a sideline, the fishing was fantastic, the client’s lots of fun and the wilderness was captivating The Pacific Western Airline affiliation fit in well with bringing in clients economically They started an outdoor store at Chicken Creek on the outskirts of Smithers, then bought a storefront in town and finally a location which came with a log home to live in, on Highway 16 near the road to Babine The Babine fishing resort and Randy’s Marine store eventually became their main interests, so they moved permanently to Smithers

Randy did his own security with his police dog Zoro and surrounded himself with boats and outboard motors to his heart s content. Lois manned the till and handled the business end of things Randy and Lois never retired, or possibly it was all just for enjoyment and not work to retire from. They operated “Randy’s Marine” until no longer able to physically walk the short distance from home to the store Randy spent his last conscious moment in this spot surrounded by the boats, outboard motors, and outdoor gear he loved and with a dog by his side

Randy did not live a risk-averse life When with the RCMP he survived two either potentially or truly fatal incidents involving firearms and a deadly high-speed cruiser pileup At Babine, he liked to play rough and tumble with a grizzly bear Eventually, he survived several potentially fatal illnesses When asked how he managed to live so long, and through hazardous circumstances, Randy replied “Eat enough good food, get lots of sleep do not work too hard and instead, do what you love”

Randy wished to be remembered as Constable Randolph Sterzer RCMP retired We thank Randy’s doctors, Kawerninski and Strauss, the excellent home care / nursing system in Smithers and members of the community who stepped up to help when needed All of these contributed to his long and happy life

New Frailty Self-Management Health Coach Study Starting in March 2023

Self-Management BC is launching a new study in the Fraser Health Region to evaluate the effectiveness of peer coaches using self management strategies and the Canadian AVOID Strategy to slow down and/or prevent the progression of frailty in older adults

To be a Participant

Who can participate?

- Seniors 65+ with fluency in English and

• Living in the Fraser Health Region

• Concerned about becoming frail

Have one or more chronic health conditions

• Able to give consent

• Have access to computer, internet, and a telephone

• Willing to commit to being in the study for 5 months

To Volunteer as a Health Coach

Health coaches will:

• Receive training

• Be paired with a study participant

• Provide a 45-minute weekly telephone call for 13 weeks Provide support, encouragement, and empower the participants towards health-enhancing actions
