City council gives firstOKtosuites in suburbs
SANDOR GYARMATI sg yarm ati@delta-optimis t. co mDeltacouncilon Monday granted preliminary approval to a setof zoning changesthat will pave the wayfor moresmall-scale, multi-unitformsof housingon single-familyandduplex lots,while choosing to maintaincity standardsthat controlhow many units can be built.
Theprovince last fallintroduced severalpiecesoflegislationaimed at increasinghousing supply including legislation requiringlocal governments to permitincreaseddensityinareas traditionallydesignated for singledetachedhomes.
The zoning changes, required for implementation by June30, will permit a minimumoffourdwellingunitson anyproperty exceedingacertain size, withaminimumof sixunits permitted in areas within1,132-square-feetoffrequenttransit.
Applicationsthat meetthenewprovincialsmall-scale multi-unithousing (SSMUH) requirements will go straight to the building permit stage without the need for publicnotificationletters and on-sitesignage.
Aplanningdepartment report notes that theamendments willhelp Delta bring newhousingunitsinto thecity to help meetatarget set by theprovince, addingthat there arecircumstances
whereaproperty maynot be able to achieve additionalunitsallowed by the legislation.
To supportlocal governmentsin implementingthe requirements,the province has released a Policy Manual and Site Standardsdocument to provide guidanceonhow to implement the zoning changes. It includes site standardsthatmust be considered by a local government.
However, citiesarenot required to followthose standardsand cancontinue to usetheir own standardswhen itcomes to thingslike setbacks,height andfloor-area coverage
That meansproperty owners can’t expect to automatically be allowed to
have fourunitsontheirlots. Garden suitesandcoachhouses in Delta,forexample,are required to have minimum setbacks of1.5-metres fromalllotlines,andthey would be required to be constructed behindthe principaldwellingunit.

During council’s discussionon Delta’s approach, Coun. Rod Binder saidthecity maintainingits right to have some restrictionsshould temper someoftheanxietyinthecommunity.
Mayor George Harvie agreed, saying theprovinceshould,“leaveusalone” whenitcomes to established singlefamily residentialareasand municipalitiestrying to maintainthe sustainabilityofneighbourhoods.
Afterfinaladoptionofthe zoning bylaw, staff willundertakeacommunity awareness campaign to help informthe publicofthe changes. A publichearing maynot be heldforthe SSMUH zoningamendment bylaws, according to thelegislation.
A report evaluatingthe changesis to come back to council earlynext year, includingan evaluationof relaxed parking requirements,as wellasdevelopmentcost chargesanda reviewof thecity’sfloor-area ratios.
Meanwhile, to help Deltameetits housingtarget, thecityisalsoplanninga separate, wider sweeping setof landuse changesas part ofitsupdated Official Community Plan(OCP).
Council gave preliminary approval to those changesafew weeks ago.
Municipalitiesare required to have updated OCPs by theendofnext year, buttheCityof Deltaisplanning to have those changescompleted sooner.

In a B.C. Supreme Court noticeofcivil claimed filed April 19, Paramjit SinghGrewal saidhe was employed by thecityas general managerof economic development and stakeholder relations inthe mayor’s office

That’s howa proposed new mixed-use hotel building was described forCity of Delta-owned land on Chisholm Street, which is being eyed for redevelopment, during council’s meeting on Monday, June 3.
The city retaineda consultant to investigate thefeasibility of a hotel at the site as part ofan overall planfor Ladner Village revitalization, after having purchased several commercial properties nearthe harbour this year.
Salim Kassam, representing Kadence
Hospitality& Development, outlined theiranalysis which concludeda six-storey, 88-unit accommodation withmore than 18,000-square feetof commercial space would be viableforthe market.
Focusing onthe upper end ofthe market, hedescribed the accommodations asan “aparthotel” that would have short-term and longer-term guests and a highlevel of amenities. Instead of individual rooms, small apartments would have their own bathroom and kitchen.
Kassam noted the property would support an average rate of$219.76 withan occupancy of74 per cent inthefirst year.
The commercial space
andamenities would be available to thecommunity as well, making thecomplex a part ofthe community.
Council agreed it’s still early intheprocess, with the next step to be community engagement to developcriteria that can be used to inform theexpressionofinterest scoring process. A report to council notes that Kadence’s modelis one of several accommodationmodels that could be viableforthe redevelopment.

I’ve beenamazed attheamountof volunteerismand support seniors provideforother seniors.
Whether it’s cooking and delivering meals, driving to appointments, helping aroundthe house, providing companionshipandconversation,or keeping seniors’ centres operating, olderBritish Columbiansare stepping up to care for each other.
Ageing withdignity for many people means remaining independent and autonomous foraslongas possible British Columbians are living longer, healthierlives. Whilethecommitment seniors have for each otherandtheircommunitiesiscommendable, we must domore to make sure they can allaccess theprograms, servicesand supports needed to stay safeand healthy asthey age.
Too many seniorsare challenged to find affordablehousing; manage the rising cost of living on fixed incomes ; adapt theirhomesor pay increasing property taxes ; oraccess publicly subsidized home support services, local long-term care orassisted living in a timely manner. These supports and servicesare essential for a good quality oflife for seniors both today,andinthefuture.
More British Columbians will be seniors withinthenext decadethan at any othertime in our history. We must actnow to meetthe demandsof a growing seniors population andensureolder people have the supports they need to thrivein their communities

More questionson housing

There has obviously been much discussion at thefederal,provincial, and municipal level about the so-called “housing crisis” with many differing opinions on the solution to providing more housing, more housing options, and more affordablehousing.
Knee-jerk reaction,in my opinion, seems to have prevailed at many levels but led by theprovincial government, pushing policiesthat willaddfour-and six-plexunitsinto low-density, singlefamily residentialneighbourhoods, as wellashighdensity in pockets surrounding transit hubs.
There doesn’t seem to be considerationfor infrastructure challenges or resident wishes.
Whilethere isnodoubtthat such policies willincrease the stock and types of housing, willthey,however, do anything to impactthe affordability?
The primar y determinant of the cost of a home is land.
Asactor turned politician Will Rogers famously said, “Buyland. They ain’t making any more of the stuff.”
Whether we are exponentially increasing density to provide more ownership or rental opportunities, the
seemingly constantly increasing cost of land will always be an issue
But what ifit wasn’t? What ifthe cost of land was removed from the equation?
Imagineif a progressive group of politicians were to make underutilized public land available to a co-operative society to build homes that were, in turn, made available to purchase the right to occupy?
What if that cost simply reflected the cost (or thefuturereplacement cost) of the construction of that home? Would this reducethe cost of entering the housing market sufficiently to allowfirst -time home buyers, or young families, to purchase theirfirst home?
Woulditpresent the opportunity for empty nesters, or seniors living in propertiesthat are too large to downsize and put away a meaningfulamount of money to support their retirement years? Would,then,those homes become available for familieslooking for something bigger or developers looking to subdivideandfurther gently increase density?
We willnever know if we don’t look into it

The city provided the schooldistrict a $118,800grant for2023/24for29 guards, and $114,960for28crossing guardstheprevious year.
For 2021/22,theprogram cost $111,125for27crosswalklocations in Delta attended by adult schoolcrossing guards.
In the spring of1999, parents rallied against the school board’s decision to cut thedistrict’s crossing guard program because of a budgetshortfall.
The crossing guard portionofthe budget at thetime was $107,000.
A deal was then struck between the city and the school board that saw the municipality pick upthecost and a memorandum of understanding was signed that saw thecity assume funding beginning inthefallof1999.
The annualcost since has beenin the $100,000 range.
Following a review,the schooldistrict submitsan annual request to the city,which also reviewstheprogram and adjusts.

Council rejects Boundary Bay welcome signdueto costs

The pricetag is simplytoo much for such a sign. That was theconsensusof Deltacouncilduring theirdiscussion at the May 27meeting on a staff recommendation regardinga new welcome sign for the community of Boundar y Bay.
Having anoriginalestimated $50,000 pricetag, the sign would have beenlocated along Third Avenue, east of Boundar y Bay Road, replacinga previous sign that was removeda decade ago.
Council last summerdiscussed a report on a proposal to install a new sign but was taken aback by the preliminar y price, sending theproposal back to staff forfurther review.
The lateststaff report recommended thecity proceed withtheinstallationof a sign, which would include a metalcrab figure offsetfromthefront ofthe signboard and solar-powered lights. The back sideof the sign would be finished with a bluecolourandno additional graphics

That problem was highlighted regarding a disabled parking spot sign infront ofthe South Delta Recreation Centre, which isinstalled on thefronting walkway in such a way that itblocks access.
It was oneof several examplesofhow theCity of Delta can improve its municipal signage/wayfinding for betteraccessibility duringa presentation to council.
A representative with the Cygnus Design Group listed otherexamples ofthecity’s current sign messaging, along with recommendations to improve theeffectiveness andaccessibility of wayfinding incity parks andexteriorareas ofcivic facilities.
The need forimprovements was brought to the city’s attentionthrough feedback fromthemobility andaccessibility committee, prompting the Accessible Exterior Signage Project.
A newdesign signage standard package is to focus onaccessibility.

Deltacouncil has endorseda recommendation by thecity’s transportationadvisor y committee (TAC) to request more intersection cameras tocurb speed and red-light infractions.
The motion, to be presented at the upcoming Unionof BC Municipalitiesconvention, callsontheprovincial government to install speed and red-light cameras at intersections, “upon a reasonable request fromlocal municipalities.”
The City of Victoria sent lettersto other municipalities requesting they also write lettersto the government to install red-light and speed cameras at locationswhere there were more than20 casualty collisionsfrom 2018 to 2022,or to allow B.C. municipalities to install cameras at their own cost andcollectthe fines
The letter notesthat the province has stated most crashes happen at intersectionsandthe
camerasare proven to be effective at reducing side-impact, head-on and pedestrian crashes. They are locatedwhere red-light running and high-speed cause serious crashes.
A report to council notesthat TAC members discussed thecorrespondenceandnoted the financial andlogistical challenges for municipalities to installtheir own intersection safety cameras
“Depending on the numberof cameras installed, the capital investment andoperating costs may significantly exceed anyfines collected
“As such, it was discussed that it would be more cost-effective and efficient fortheprovince to expand theirnetwork ofintersection safety camerason a request basis by each municipality,asthey already have anestablished program inplace,” the report notes
Back in2018,theprovinceannounced that redlight intersection cameras would be operating
24/7 at 140intersections in B.C. thathad someof thehighest crash rates. Cameras had previously only beenactivated for six hoursa day during high-traffic periods.
Ofthose cameras, just a fewdozen are also equipped to identifyand ticket speeding vehicles.
In NorthDelta, there are fourintersection cameras : Nordel Way and Scott Road, Scott Roadand80th Avenue, Hwy.10and Scott Road and Nordel Way and 84th Avenue. None were added in Tsawwassen orLadner, including at such busy intersections as Hwy.17, at 56th Street, or Hwy.17A , at Ladner Trunk Road.
According to the province, theonlyDelta camera that currently is also equipped to capture speeding drivers isthe one at Nordel Way at 84th Avenue
The province says it transfers ticket fine revenue to municipalities to support policing and public safety programs. Violationticketsare issued to a vehicle’s registered owner.

The City of Delta has issued a request for bidsforthe rehabilitationofthe viewing wharf at Wellington Point Park.
The city notesthat approval has been granted by the Ministr y of Water, Land and Resource Stewardshipand approval fromthe Department of Fisheries and Oceansisexpected soonforthe project on River Road West, inLadner.
To facilitate theconstruction,timber elements may be removed temporarily, andthecontractoris required to numberthe removed timber elements for re-installation,the city notes,adding that thecontractorshall provide a planshowing the numbered timberelements upon request.
The contractoris to completethe job by Sept 13.. Meanwhile, thecity isalso
planninga replacement forthe boat launch ramp at Wellington Point.
The boat launch’s woodenfloat system was replaced in2022andincluded theinstallationofnew piles to restrain thefloat system.
Whilethe top three-quarters ofthe concrete ramp isin relatively sound condition,thelower quarter isdeteriorated andbroken withthe waterside edge ofthe ramp being noticeably undermined,according to thecity.
A complete replacement oftheconcrete ramp is required to ensure the continued functionoftheimportant communityamenity,thecity notes.
Subject to funding availability,and approvalsfrom government, a tender callforconstructionisanticipated in the spring of2025, withtheaimofcompleting the project between September 2025and Februar y 2026.

The Delta Community Foundation (DCF) is partnering withthe Community Prosperity Fundand have $500,000 to distribute to eligible charitiesin Delta
The DCF will receive applicationsfor initiativesthat target poverty reduction and socialinclusion.
The Community Prosperity Fund is a $25 million investment from the Government of B.C. to advance poverty reductionand socialinclusion in communitiesaround B.C.
The Community Prosperity Fund is a uniquefunding structure that allows communitiesandorganizations to decidehow they use thefunding.The DCF willensure applications are reviewed at thelocal level. The Community Prosperity Fund willenable the DCF to respond to community needs over a three-year cycle. Thisfunding supports bothoperationalexpenses and project delivery costs.

River Roadalong that stretch is classified asan arterial roadway and is located on a ‘Major Road Network’ asitison bus andtruck routes.

The planis to continuetheprotected cycling lanes, with the latest improvement to
provide a sectionofprotected cycling routesfrom Ladner to North Delta.
The improvements include1.8-metre-wide cycle laneson both sides, newconcrete barriers, related signage, pavement marking, road widening and bus stopmodificationsasneeded.
The finaldesign component should be completed by Nov. 29. Tendering andconstructionof theproject is anticipated for2025.
Multi-use pathway Meanwhile, construction will be getting under-
way for a new multi-use pathway along thenorth sideof River Roadfrom Ferry Road to Elliott Street The pathway is to improve connectivity between MarinaGardens andLadner Village, creating saferandmore accessibletraveloptions.
According to a recent report fromHUB Cycling, thelength ofbikeways inthe Metro Vancouver region has nearly tripled from1,700kmin2009 to 4,600kmin2019.
The second State of Cycling Benchmarking Report also notesthat in
areas where thenetwork has grown orimproved, the rate of cycling collisions has dropped, and the numberof cycling trips has increased dramatically.
The report addsthat 60 per cent of Metro Vancouver residentslive near a bikeway that is considered comfortable formost people, while the percentage of people using sustainablemodes astheirprimary source oftransportation has increased from24 per cent in2011 to 27 per cent in2017.

Dreams2Reality isan indie-acoustic-fusionof rock and pop, according to the band.

The album was “something tokindof keepus going,” whenthe pubs, restaurants and cafes were shuttered,locked, dark andquiet.
The newalbumconsists offive original songs that will be released one at a time overthenext several months andfeatures anupgraded sound with several professional musicianshired for the best soundproduction.
AnotherEP album will be released laterin the year.
“We’ve got highexpectations,” Epplette said.
Oncethe songs are out, it doesn’t mean the work is over Promotion of the music is a constant effort via social media and music platforms including iTunes, Spotify,
iHeartRadio, Instagram, Facebook, YouTube, TikTokandX.
“It’s such a different era. I’m spending so much time on social media creating videos, it’s kindofthe way of promoting nowadays,” Epplette said.
The goalis to somehow get oneoftheir songs onto a playlist somewhere andbroaden their reach.
Epplette retired last yearfrom a long careerin parks management and saidplaying in a local bandisn’tdoneforthe money, but forthe joy of reaching people and making them happy.
“You don’t make a living offit, that’s for sure,” he said.
Currently,they’re playing about once a week, but they’d like to increase that.
“It’spretty fun,”he says. “There’snothing like just playing music for peopleand seeing themsmile. Youalways leave withasmileon yourfaceandfeeling good.”

TheDelta Islanders are once again hostinga memorial gameand aday offestivitiesinmemor y of Thomas Haydon.
Haydon wasa Ladner resident and Delta firefighter wholosta courageous battle with pancreatic cancerinthefallof2018 at the age of 36,leaving behindhis young family. He was alsoa big part of the lacrosse community as a playeranda coach.
In hishonour, the Thomas Haydon Memorial Gameand Award was launchedin 2019. Thefundraiser seeshisformer teammatesandfriends get togetherfor a funalumni game and social before presenting the award and bursar y to a memberof theDelta Junior “A” Islanders Haydon was thefirstever captainofthe Islanders.
This year ’s game day is Saturday, June8.
There will be a alumni game at the Ladner Leisure Centre from3:30 to 5 p.m. Admissionis by donation at the door.
The Junior A game between the Islanders and Port Coquitlam Saints willfollow at 7 p.m. withthepresentationofthe Thomas Haydon Memorial Award during the second intermission.
A beer garden will run from 2 to 10 p.m.,a food truck by Mr G’s and a silent auction with signed jerseys from NationalLacrosse League teams, willalso take place.
Funds raised from2023 gamehelped to purchase bleachers forthe Ladner lacrosse box this past spring, incollaboration withCity of Delta.

The Element Volleyball Club has finally brokenthrough onthe national stage.
Coached by Delta secondar y athletic coordinatorAndrew Robsonandfeaturing nineplayers from South Delta(sevenfrom DSS), theGrade 10 boysteam picked upthe silver medal at the National Club Championshipsin Edmonton overthe May 24 weekend.
The clubplayed nine gameslosing the gold medal final to a familiar foe fromLangley.
The win capped an incredible seasonforthe U16 clubwhich started
their seasonin January.
Element qualified for the nationals winning the bronzemedal at theprovincialsin Abbotsford in early May.
“We’ve beencompetitive forthe last couple of years andthis year wewere able to break through,” said Robson.
“We were fifth two years ago andfourth last year, so to get onthe podium at provincials, wewere happy withthat. Last year atnationals, we made it to the top eight andlost inthequarterfinals. This year we got back to the top eight and just kept rolling. It was a strongyearfor B.C. –we swept the podium forU16 boys It wasa coolexperienceforthe
boys making that run in Edmonton.”
From a competitive standpoint,having so many players from DSS, helped Element achieve such a great season.
“Your club[team] helps your school,and your school[team]helps your club,” he said.
“Having the boys for a longer period … because I have themforthehigh school seasonandthen the club season, so it helpsthat way.
“I thinkthe boys have really come togetheras a group overthe past coupleof years, believing inthemselves, and understanding that they do belong inthat group of top teamsand realizing that they can win and
trusting in each other.
The final day ofthe tournament wasa wild ride It was three matchesin a row all going to three sets. There were 112 teamsinthe tournament, and we camein second. Super proud ofthe boys and a big accomplishment forthe club.”

On Wednesday, May 29,the SunDevils opened with a 4-1 win overEarl Marriott and a 1-0 win over South Kamloops, setting up a winnertake allfor first placeintheir pool against Spectrum.
On Thursday morning, the two teams battled to a scoreless draw afterfull-
timeand headed to the penalty shootout where the Vancouver Island schoolprevailed 3-2.
That dropped SDSS down into theconsolation sideofthe draw where they lost 3-1 later inthe day to Handsworth.
On Friday, the Sun Devils squared off with Kelowna inthe seventh/ eighthplace game
South Delta prevailed 2-1.

“It wasa good week. The girls battled hard and worked their butts off in poolplay, butit

The Sun Devils openedthe tournament withadominant19-0 win over St. Michaels which keptthemonthe championship-sideof thedraw.
Up next was Robert Batmanand again, SDSS played a strong game winning26-10 settingup ashotamedalonFriday afternoon.
In a back-and-forth contest, St. George’s prevailed36-24.
“Goinginto theprovincial tournament, the junior team wasnota favourite to win.After finishingeighth last year, the team waslooking to improve,” saidhead coach Sean Waymouth.
“Theyplayed hard against Robert Bateman, theultimate champion, inthe second game, but cameupshortinthe end. Keepingthe game closeshowed that the teamcouldholdtheir own againstthe best intheprovince. In the bronze medal game,they stayed close to perennial favourite St. George’s but fallingshortofamedal.
