The race is officially on in Delta and the rest of the country.

Prime Minister Stephen Harper dropped the writ as expected Sunday, setting the stage for an Oct. 19 federal election that will come at the end of a marathon campaign.

Delta residents are saying it’s time for a change.

That’s the word from Liberal Carla Qualtrough and the NDP’s Jeremy Leveque as they hit the campaign trail to take on Conservative incumbent Kerry-Lynne Findlay in October’s federal election.

“I have knocked on hundreds of doors in Delta and the number one thing I’m hearing is that people want change in Ottawa,” Leveque told the Optimist as the 11week campaign got underway.

“People tell me they are tired of all the scandals, and that (Prime Minister) Stephen Harper has the wrong priorities for Canada,” Leveque added.

A Queen’s Diamond Jubilee Medal recipient in 2012, Qualtrough said she has been traveling throughout Delta, meeting with and listening to members of the community.

“It is clear that many of us want to see a change in our government and our representation,” she said.

“We want change that will make a difference: change that will help families make ends meet; change that will protect our environment; change that will bring this country together and restore Canadians’ relationship with their government.

“I am excited to be a part of this plan for change,” she added, “and I believe it is the best alternative for Delta.”

Findlay, who won DeltaRichmond East in 2011 with 54.2 per cent of the vote, is campaigning on her experience in office and her party’s leadership on big issues such as the economy and national security.

A section of Ladner Trunk Road was closed in both directions for a couple hours yesterday morning following a two-vehicle crash. According to Delta police, at around 8:30 a.m. a driver attempting to make a left turn out of the Ladner Christian Fellowship Church parking lot failed to see a westbound truck. The two vehicles collided.

One driver was transported to hospital with minor injuries but was expected to be released quickly. The driver of the car was issued a ticket for failing to yield on a left turn. The road was re-opened around 10:30 a.m.

Camp hoping to ignite firefighting careers

Delta is one of six departments offering Camp Ignite to introduce women to firefighting BY

The Delta Fire Department is one of several across the region hosting a camp this week aimed at igniting a passion for firefighting in young women.

Camp Ignite, which started yesterday, is tailored to show young women the possibility of a career in

firefighting, the trades and other non-traditional roles.

The camp, which began in 2011 in Vancouver, is now hosted by six Lower Mainland departments including Coquitlam, Port Moody, Maple Ridge and the Justice Institute Fire and Safety Training Centre.

It’s the first year Delta has taken part in the camp, whose mission statement

says it aims to “provide strong role models and a venue to empower young women to challenge themselves and learn new skills in a unique team environment that focuses on the firefighting profession.”

The four-day camp teaches campers a variety of skills and gives them a glimpse into the life of a firefighter. Campers will

learn about the basic fundamentals of fire suppression, personal safety equipment, the basics of ground practices and terminology, apparatus and equipment training, CPR, as well as fitness and nutrition.

Activities also include rock climbing and high angle training.

On Friday, campers will be at Hall 7 in Tilbury

where they will take on a HazMat scenario.

They will also take on the firefighters combat challenge course. The Delta Fire team (Team Westshore Terminals) won the Firefighter Combat Challenge world championship in 2013.

Staging area to get trucks off shoulder

Port Metro Vancouver gets $6 million from Ottawa for project at junction of Highway 17A and Deltaport Way BY

Trucks parked on the side of the road on their way to Deltaport will soon have a safer place to pull over.

Federal Transport Minster Lisa Raitt announced last Wednesday $16.5 million in federal funding for nine Asia-Pacific Gateway transportation infrastructure projects in this province, including $6 million for Port Metro Vancouver to provide truck staging in South Delta.

Deltaport Terminal Road and Rail Improvement Project, the staging area will be at a 16-acre provincially-owned site at the junction of Highway 17A and Deltaport Way and will be able to accommodate up to 140 container trucks. It’s aimed at improving safety by reducing truck queuing on public roads and eliminating truck staging bottlenecks in and around the terminal.

The issue of truck congestion on roadways leading to Deltaport began to rear its head again last year,

prompting Delta council to ask the port authority to work with the terminal operator to address the issue.

The municipality noticed a gradual increase in container truck traffic, which resulted in more congestion and truck lineups around the port. In turn, that led to a rise in complaints from the public and, on some occasions, police involvement.

Delta staff noted that since the opening of the South Fraser Perimeter Road, additional commuter Container trucks parked along Deltaport Way create safety concerns.

traffic has started using Deltaport Way, exacerbating the safety concerns related to trucks queuing.

Louise Yako, president and CEO of the B.C. Trucking Association, told the Optimist having a staging area is good news when it comes to safety.

“Having a truck staging area would certainly be helpful and we knew that the port was making this request for funding,” said Yako. “Areas for shortterm parking for trucks is

generally a problem and you see it acutely at or near Deltaport because there are no places there for trucks to park.”

Noting there are seasonal fluctuations when it comes to volumes of trucks parked and waiting, Yako said the issue of truckers having to wait to access the port is a complex one that still needs to be solved. In addition to spacing out reservations, last year the port also eliminated the opportunity for “double-ended moves” that

saw trucks arrive with containers to drop off and then get loaded with another, so now every move is a oneway move.

Yako said the port is still trying to make the system more efficient by better understanding truck movements. Some have been installed with GPS systems to track them.

The provincial government recently announced the construction of a shortterm truck parking area on Nordel Way.

Federal funding keeps coming in South Delta.

One day after she made several announcements, including $500,000 toward the rehabilitation of the century-old home of the Delta Museum, DeltaRichmond East MP KerryLynne Findlay was at the Tsawwassen First Nation last Friday to announce even more grants for infrastructure projects at the TFN and the Corporation of Delta.

Joined by TFN Chief Bryce Williams, Mayor Lois Jackson, Delta North MLA Scott Hamilton and Metro Vancouver board chair Greg Moore, Findlay, the minister of national revenue, announced millions for infrastructure projects for both communities.

The biggest one will be a significant upgrade to a regional watermain in order to service the TFN within Metro Vancouver.

The federal and provincial governments will contribute $3.7 million each while the Greater Vancouver Water District has already committed around $4.6 million.

The TFN will pick up the remainder of the cost, estimated to be around $17.6 million.

“We are proud to invest in the expansion of the drinking water services for Tsawwassen First Nation as the newest member of the

Greater Vancouver Water District,” Findlay said.

The second funding announcement is a storm water management upgrade in Delta involving expanding and upgrading the operating capacity of the 12th Avenue storm water pump station, including raising the existing dike height to protect the facility from rising sea levels.

“We are proud to invest in the expansion of the drinking water services for Tsawwassen First Nation as the newest member of the Greater Vancouver Water District.”

That project is estimated to cost $8.1 million with both the feds and province pitching in $2.7 million each and Delta paying the remainder.

The third big announcement saw the federal government commit $1.7 million to help pay for the construction of a drainage pump station at the TFN’s industrial park. The total cost of that project is around $3.8 million. The TFN will pay the remainder.

Findlay said her government wants to work with

the province to approve projects, under the New Building Canada Fund, to ensure important infrastructure work is completed.

Noting the TFN is the first First Nation in the province to be a member of a regional district, Moore said the economic growth of the TFN simply couldn’t happen without a fresh water supply.

Saying the TFN appreciates the strong partnership of the provincial and federal governments, Williams added their dreams of growth, becoming a new retail and industrial hub in the Lower Mainland, couldn’t be realized without the infrastructure.

Saying she’s never seen so many millions granted, Jackson also acknowledged the federal and provincial contributions, noting a major challenge for municipalities is their aging infrastructure. She said the key is to have all levels of government work in partnership to fund the important upgrades.

Hamilton said lobbying has paid off to get funding for infrastructure. He also quipped he could understand why Williams was a few minutes late for last Friday’s announcement due to getting stuck in George Massey Tunnel traffic.

He remarked the province has a plan to alleviate that and he will be talking with Findlay “in short order” about it.

Redevelopment plan sent to hearing Gillespie House not part of subdivision proposal, but century-old structure will be moved to new location BY

The public will get the chance to have its say on a development proposal at the site of a Ladner heritage home.

Civic politicians gave preliminary approval last week to a four-lot subdivision in the 4900-block of 47A Avenue that would include single-family homes as well as coach houses.

The development will now go before a public hearing at the end of August.

The site is home to the Gillespie House, which was constructed in 1901 for R.H. Gillespie, an employee of Marshall Smith’s store.

The old house is on Delta’s Heritage Inventory, but not on the Delta Heritage Register, which provides greater protection.

The Delta Heritage Advisory Commission recently voted to recommend opposing the application after applicant Howard Smid told commission members the small house is not in the right location and that restoring and incorporating old homes into new developments must be purposeful and “in the right place at the right time.”

Delta imposed a 60-day protection order, which expired July 25. However,

the owner has committed to relocating the home to a farm, which is owned by the same owner. The prop-

erty on 34th Street is actively farmed and, according to a staff report, the home would be converted to an

office or used for storage.

The proponent has also offered to advertise the house for sale for $1 and has committed to contribute up to $5,000 toward relocation costs.

At last week’s meeting, Coun. Jeannie Kanakos again put forward a motion to deny the application, which had been deferred after initial discussions earlier in the month.

The motion failed, however, after no one seconded it and the motion to give preliminary approval was passed after some debate.

Kanakos said she understands the intent to go through the public hearing process, adding that as chair of the heritage commission she feels an obligation to represent its views.

“I really feel honourbound to represent those interests at the table here.”

While there are still questions to be answered, most at the council table agreed they would like to hear from the public.

Coun. Sylvia Bishop said she would like a firmer understanding of possible uses if the house were moved.

Coun. Ian Paton praised the owner for offering the house for sale for $1.

“I’m more than willing to see this moved forward to public hearing.”

MURPHY’S LAW You know those parts of the Lower Mainland where the real estate is so prohibitively expensive you wouldn’t even think to look there? Well, you’re living in one of them.

Given the weather isn’t the only thing heating up this summer, I decided to poke around the RealtyLink website the other day to see just how hot the housing market has become and where that’s pushed prices. What I found wasn’t terribly unexpected, but it was startling nonetheless.

While our prices still lag behind those off-limits jurisdictions like Vancouver and the North Shore, they’re getting into a territory where only those with significant equity or a sizable inheritance dare to tread.

If you had to guess, what do you think the lowest priced single-family home in all of Tsawwassen is listed at? You’d be keeping up with the times if you said a cool $724,900. Before you get too excited about landing such a deal, be warned the first three words of the listing are, “Fantastic building lot,” which I’ve found is never a good thing if you’re looking to make it your dream home.

I decided to hit the “Mortgage Calculator” button on the listing and it showed that after a modest down payment you’d need a household income of $249,000 to carry the mortgage. When you’ve got to be making a quarter of a million bucks to afford the cheapest place in town, you know you’re living in one of those unaffordable areas.

Things are marginally better in Ladner where there are three houses (not counting those in the gated seniors complex and float homes) that are listed for under $700,000, but only five more for less than $800,000.

Condos and townhouses, the usual gateway into the market these days, are obviously cheaper but even those are beyond the reach of many, particularly younger people. The least expensive of the 11 condos in Ladner is listed at $299,000, while Tsawwassen has one townhouse under $400,000.

If you’ve got equity in a place, you’re happy to sit back and watch that investment grow, but these prices make trying to break into the market next to impossible, which is changing the face of our communities. Back when Ladner and Tsawwassen went through their growth spurts, pretty much anyone with a job could afford a place here, but now most young families must look elsewhere.

I guess it’s the price we must pay for living in the most desirable part of the country, but it’s a shame that even suburbia has become out of reach for so many.

COMMUNITY COMMENT The dreary performance of the Canadian dollar vis-à-vis the American dollar has certainly made vacationing or even visiting across the border less desirable. With the current exchange rate, you are hit with a 30 per cent mark-up to convert to the price in Canadian dollars.

Despite the endless warnings from the “experts” that Canadians are carrying too much debt, the Bank of Canada has dropped the bank rate twice in the last year in an effort to spur expenditures and reduce the exchange rate.

Their view is that a lower Canadian dollar will enhance manufacturing in Central Canada. Back when the oil sands were humming due to high prices and the Western provinces outpaced Central Canada in economic growth, there were complaints the resource boom

was causing Dutch disease — the uneconomic price for exports due to the high value of the currency.

At the moment, it seems like the cure is worse than the disease.

Part of the collateral damage of all this macroeconomic machination is people who are planning a summer vacation outside the country. Suddenly the price of that vacation has gone up substantially.

So I was pleased that my only out-of-town trip so far this summer was a drive to Calgary. No 30 per cent mark-up on the credit card bills and everyone accepted the proffered currency at par.

On top of that, Calgary was a much nicer city than anticipated.

I had never spent much time in Calgary other than the airport — generally flying in, going to a meeting and heading right back home afterward.

There was only one hiccup on the road trip. As we left Golden heading east, I noted we were getting low on fuel, but I figured we had enough to get to Field. That calculation was correct, but what I didn’t know was there was only one gas station in Field — and its gas pumps weren’t working.

The only knock on Calgary is its ridiculous practice of numbering streets. If it weren’t for the GPS, I would probably still be searching for the first bar at which we were gathering.

We took a lovely leisurely trip back through the Okanagan with a few wine tastings along the way. (I find three tastings is my maximum for a day.) I had myself convinced that staying in Canada for a summer vacation made a lot of sense.

Then Prime Minister Stephen Harper called an election for Oct. 19 — an 11-week campaign period.

Eleven weeks!

I was already sick of the pseudo campaign that had been going on for weeks. The political party TV ads are inane and repulsive. And now there are more coming — for 11 weeks!

Political content will lead every newscast with irrelevant comments from the prime ministerial candidates only interspersed by even dumber ads. It is too much to bear.

I hear the Oregon coast is lovely this time of the year.

Unelected entities aren’t serving taxpayers well Editor: Governments and politicians at every level in Canada are failing Canadians.

Wherever you look — services, health care, infrastructure, climate change and much more — they are failing us.

A current example is our water supply. Studies show our water use is down over the last decade, both in absolute terms as well as on a per capita basis. Yet — if you believe them — we are told we have a water shortage.

Certainly we have had a dry spell but that should not be enough for the dire

predictions and draconian measures being taken by Metro Vancouver.

It appears they are not investing enough in upgrading infrastructure for our water supply. This is straightforward mismanagement. As Metro Vancouver’s population has grown, Metro Vancouver appears to have been negligent in failing to invest in upgrading and expanding the infrastructure for our water supply sufficient to meet the expanding population in the region.

How much worse will it get with the expected additional one million people if they do not upgrade our

water supply?

It is time for change. We need change in unelected authorities such as Metro Vancouver. Why do we even need an unelected regional government and the associated bloated bureaucracies?

Same is true for one other unelected and mismanaged entity: TransLink.

We need entities that are elected, accountable and transparent that are able to provide services and infrastructure that are efficient, cost effective and properly tuned to our needs.

Neither Metro Vancouver nor TransLink seem able to do that.

Grand Prix fueled by tireless volunteers

Editor: I wanted to thank all of the 55 volunteers that helped us put on the Grand Prix of Art - Delta. I have never seen such a positive and hard-working group of people, each and every one of which went above and beyond our expectations.

The planning process started in January of this year with the event organizer and owner, Mark Glavina from Phoenix Artworkshop in Steveston, heading up the steering committee, which consisted of an amazing group of Delta artists, pho-

tographers and business owners.

Shirley Maurice headed up the 55 volunteers and did an outstanding job for months prior to the event and was an absolute star on event day. Marisa Doolan was our locations manager and responsible for the set up and strike teams that all started at 5 a.m. She is the most capable and organized person that I have ever worked with.

Heather Nicolson was in charge of finance and operations, and helped with set up, strike and everything

in between — and was also a star on event day.

Each team member had at least a dozen people assisting them. This was one excellent, positive and capable group of people and they were all volunteers.

I know this event would not have been successful without all of you. Thank you all for making our very first Grand Prix of Art - Delta into a successful, well-run event. I sincerely appreciate your help and look forward to having you on our team next year.

I am not so sure the pool will be as appealing if no more water is added for the rest of the summer. Still, this is all reasonable.

However, there is something terribly wrong with that picture: while taxpaying B.C. residents are under very strict watering rules, Nestle is allowed to suck B.C. dry for a penny.

Apparently, administering the laughable amount B.C. receives from Nestle in return costs more than

Nestle pays. Nestle isn’t even a Canadian company.

Worse is what they do with the water: they bottle it and sell it back to us.

How did the province ever get roped into that? I can’t think of any angle that makes sense, other than bribing politicians with free pop/bottled water for life.

When adding in the negative environmental impact of bottled water, this is a slap in the face of waterconserving (pool deprived) citizens.

Coal spending in Metro is greatest in Delta Coal Alliance members spent almost $1 billion here over last five years BY

Many municipalities and their residents might be surprised by the scale of coal industry spending that goes on in their own backyards, including those in Metro Vancouver far from the mines themselves.

While the 26,000 jobs and $3.2 billion annually in economic activity that the industry is responsible for might be better known publicly, a recent survey of spending by Coal Alliance member mines and terminals reveals that more than half of B.C.’s communities and thousands of businesses across the province were the beneficiaries of $5.16 billion in spending on goods and services between 2010 and 2014.

Across Metro Vancouver, the figure amounted to more than $2.1 billion — spending that generates tax revenue which in turn helps pay for many of the municipal services we depend on.

Delta was the top Metro Vancouver municipality benefiting from the spending, at $973.4 million for the five years. The next highest recipients were Vancouver at $461.2 million, Surrey at $191.9 million, North Vancouver at $141.3 million, Burnaby at $130.4 million, Langley at $65.8 million and Richmond at $61.8 million.

Again, these figures represent spending by Coal Alliance member terminals and mines only, and not the

entire B.C. coal industry.

Much of this spending is with small and mediumsized businesses that supply equipment, materials and services for daily operations — everything from environmental consultants and equipment manufacturers to local catering services. The economic benefits of coal filter into a huge cross-section of B.C. society.

But the benefits of coal go well beyond the economic arguments. The fact is, we all rely on B.C.’s coal industry in much more direct ways as well. Most of the coal mined here in our province is steel-making coal, and steel is an essential part of our daily lives.

With summer upon us and many families heading out across B.C. on holiday, take a moment and think about it.

Is camping in one of B.C.’s scenic parks part of your summer plan?

Everything from the tent trailer and the car hauling it, to the portable barbecue and the pots and cutlery you’ll eat with has steel in it.

Maybe roughing it isn’t in your plans. Instead you’ll head out onto the ocean or one of the thousands of lakes in B.C. for a little boating or fishing. Think of all the items that need steel, from the boat’s engine to the hooks that will bring in the big catch.

Perhaps you’re planning to stay home, and get out with your kids and cycle around town. While today’s

bike frames are made with a variety of different materials, many bike components are made of steel, such as pedals, gears and brake parts.

It could be that relaxing and doing a little backyard gardening is all you plan to do this summer. Well, everything from garden tools to the water faucet at the end of your hose is made with steel.

The point is, steel is part of our everyday lives, and B.C.’s coal industry is proud of the many contributions it makes, not only to the

communities and businesses across our province, but also to the many products that we all rely on.

Last month’s annual Chesapeake Landing charity golf tournament raised $950 for Delta Hospital, bringing the total since 2007 to almost $10,000.

Money raised this year will go towards the addition of the Peter C. & Elizabeth Toigo Diagnostic Services Building, which will house expanded medical Imaging and laboratory facilities.

The tournament, which featured 38 golfers at Cove Links and 54 dinner guests, was organized by Don and Sally Phelps, Dale and Sandra Purcell, Henry Mackin and Sandra Moyls.

Fast track takes gymnasts to Westerns

Outstanding season culiminates with Ella Rogers & Sophie Anderson facing older competition at Western Canada Games MARK BOOTH

Two promising gymnasts are ready for the big stage in Alberta.

An already hugely successful season concludes for Ella Rogers and Sophie Anderson at the Western Canada Games which start Saturday in Wood Buffalo.

They are the first in recent memory from Delta Gymnastics’ girls program to earn their way onto Team B.C. for the Western Games and they have beaten long odds to do it.

The girls were both 11 when they secured two of six spots during Team Trials back in May — finishing ahead of competitors who were typically four or five years older.

“To be honest, we didn’t expect them to qualify for this,” said Jennifer Dober, Delta’s Women’s Competitive Program Director. “We thought it was a bit of a long shot because they would have to beat out 15-and-16-yearolds to make this team. It’s pretty exciting for them.

“It’s certainly going to be more difficult since the Games are not an age group competition. They will be the youngest ones on the team but that’s what also makes this a pretty big deal too.”

Rogers and Anderson first got their taste of multi-sport competitions two years ago when they helped Zone 4 win the team title at the B.C. Winter Games. Their careers have been in the fast lane since.

A year later, they both performed well enough at provincials to make their debuts at the Western Canadian Championships.

Now in 2015, they have dominated their age group.

Rogers and Anderson finished first and second all-around respectively in the JO (Junior Olympic) 9 category at the B.C. Artistic Gymnastics Championships — leading to Delta also taking top team honours.

The girls then headed across the Rockies to Okotkos where they duplicated their results

at the Western Canadian Championships in the Provincial 5 Tyro category.

Rogers added individual gold in the vault and floor events, while Anderson also earned silver on beam and floor.

“They always were kind of progressing faster and then it really accelerated after the B.C. Games,” recalled Dober. “I think it motivated them and got them excited — gave them more desire to work even harder.”

The surprise showing at Team Trials in Kelowna extended their competitive season when they are typically focused on developing new skills and strength training over the summer.

Rogers and Anderson have been in the gym working with Dober and Women’s Program Coordinator Kristina Sharp five days a week.

“Usually this is a bit of a down time of the year for them,” said Sharp. “We are working with about 50 girls (in our competitive program) right now. Ella and Sophie are just on a different plan than everyone else where they are still training.”

Their schedule will slow down when they return from the Games as the focus switches to the 201516 season and stepping up to compete at the National Open level.

DDRC Masters shine at Cascadia Championships

Delta Deas Rowing Club had another very successful outing at the recent Cascadia Masters Championships at Burnaby Lake.

This large and competitive regatta annually attracts rowing clubs from as far down the coast as California, as well as Edmonton and Calgary.

The DDRC contingent managed to win 20 medals in the 26 finals they entered — including nine golds, six silvers and five bronze.

One notable race was the women’s E quad which included Gayle Hubbard — a Ladner resident and fairly new rower who helped her crew to a gold medal.

Hubbard is a former teacher at Delta Secondary School and is a very enthusiastic convert to the sport of rowing.

The Masters are now looking forward to the fall head racing season, including DDRCs own Head of the Reach and more opportunities to show their stuff.

Pioneers look to even WCSLA finals Thursday at Sungod

Ladner Pioneers will be in a near mustwin situation when the West Coast Senior Lacrosse Association finals resume tomorrow night at Sungod Arena.

The Nanaimo Timbermen opened the best-of-five series with a 12-7 home floor win last Wednesday.

The Pioneers trailed 4-3 after 20 minutes and Nanaimo extended its lead to

three before Nathan Clare scored with 5:17 remaining in the second period. That’s when the hosts took full control on a pair of goals from Jon Diplock just four seconds apart.

Mike Berekoff gave the visitors some life when he scored in the opening minute of the third period, but the Timbermen closed out the win with three unanswered goals,

including Diplock’s fourth of the night with a 1:40 left.

John Canil, Quinn Waddington, Ryan Keith, Tyler Nett and Sam Clare had the other Ladner goals. Nett and Corey Williamson chipped in with a pair of assists.

Ryan Forslund, Steve Higgs, Derek Lowe and Diplock combined for 19 points to lead

the Nanaimo attack.

Matt Morehouse made 30 saves while his counterpart Nick Patterson turned aside 41 shots.

Game time Thursday is 7 p.m. Game three of the series is scheduled for Saturday in Nanaino.
