An open letter to Kiel Area School District taxpayers

I am Randall Olm CPA and I am running for the Kiel School Board because I believe our School District needs help in understanding their current nancial mess. The board ran an operating decit of $367,521 in the 2016-’17 school year. The board then unanimously passed a 2017-’18 budget where budgeted expenses are programed to exceed revenues by $1.1 million with this decit funded out of the district’s General Fund reserve balance. There has been lots of complaining from the board about the lack of increased funding coming from the state, even though in the current state budget they were given an extra $200 of state aid per student ($240,000). There has been no real explanation of how the expense side of the ledger got so far upside down. The quick x to these budget problems is to ask the taxpayers to approve an $840,000 referendum to exceed the state levy limit for each of the next 10 years. The board would like us to believe this extra money is for “non-recurring expenses,” but 10 years of “extra” spending money sounds very recurring to me. The list of items they want to use this money for are all items that are already in the budget in some form or another. The wording of the referendum question is intentionally so loosely written that, if passed, current budgeted expenses can and most likely will be paid with the referendum money, and the spending in the “regular” budget will have new room to expand again. What happens at the end of 10 years? By that time this extra spending will be so embedded in the schools’ spending that there is no way they won’t be asking for another 10-year exemption from the levy limits. There is no requirement that this referendum spending will be reduced in the future when the State of Wisconsin provides more funding to local schools as is currently planned and promised. The acknowledged cost to the taxpayer of referendum Question #1 is $116 per $100,000 of property valuation for each of the next 10 years. In referendum Question #2, the board is then asking taxpayer approval of $10.4 million in capital spending to provide for the renovation of the High School athletic facilities and building and equipping a new performing arts center at the High School. The district has existing principal and interest debt service obligations outstanding, which after 2018 payments will still total $6,690,587. Scheduled 2019 payments are $1,155,620, with subsequent payments dropping to a level of approximately $320,000 in years 2023 to 2033. These reductions in payments would result in a reduction in the tax levy needed for debt service. Taxpayers would see a reduction in their tax bills as debt is retired. A just reward for getting debt paid off. The new $10.4 million of debt will actually require $16,068,962 of principal and interest payments of which $9,304,000 isn’t paid until the last 10 years which leaves little room for nancing new future projects. (Please see accompanying graph of proposed debt service.) What the board is claiming in their printed referendum materials is that the new $16,068,962 of debt service for the new debt has no tax impact! They want you to believe that since you are already happy with paying $1,155,620 of debt service in 2019, you won’t mind continuing to pay a similar amount for the next 20 years, even though your taxes really should shrink as the old debt is paid. They want you to ignore the fact you have earned a reduction in your tax bills by retiring debt and so, therefore, this extra $16 million of new debt payments has “no tax impact.” That is what they have printed in the yer you were sent. Really? This must be new math or just smoke and mirrors! This lack of true transparency on the impact of these referendum questions has been

startling. To me, $16 million in additional debt service is real tax impact. The correct math is that the average debt service on just this new debt is approximately $803,000 for 20 years. That effectively converts to additional property taxes of $111 per $100,000 of property value for each of the next 20 years. These are real taxes coming out of taxpayer pockets that would not have to be collected if this capital referendum is rejected. If you divide the $803,000 of average additional new debt service by approximately 400 high school students, we are being ask to spend an additional $2,000 per student per year for 20 years for two new non-core co-curricular venues. I’m sure the new synthetic football eld and rubber running track will really look spectacular with the Raider logo emblazoned in the middle, and the new performing arts center will have all the computer gadgets money can buy. But that’s a lot of money for non-core education facilities. What happens when some of the core facilities need updating or signicant maintenance? Our reputation for maintenance of our buildings is not so good and the $3,615,000 of 2013 referendum debt for catch-up building maintenance projects has yet to have any principal payments made on those bonds. The board has the obligation to get its nancial house in order. This will require some cuts in current expenditures. Once the budget is balanced, the board needs to make a thorough review of the needs in its existing facilities, prioritize those needs, and determine how they t within a balanced budget parameter. There may be projects that exceed budgetary limits and those can be brought back to the taxpayers with full transparency for their thoughtful consideration at another date. I am urging you to vote no on both of these referendum requests. I ask for your vote for the School Board. I pledge to work to restore scal integrity and transparency to the district.
