High Heels Obsession A woman’s obsession with high heels lasts over 50 years. British and Irish women’s obsession with high heel shoes lasts an incredible 51 years, new research has revealed. It begins at the age of 12, and continues through every stage of her life until she reaches 63, says fashion store Debenhams. Only old age and increasing frailty finally brings the enduring love affair to a reluctant end, sales figure show. Said Debenhams spokesman Ed Watson: “Deciding to put away their high heels for the last time can have the same psychological impact upon women that retiring from work has upon men. “ It’s an all too public admission that they are getting older, and so natural-
ly many women want to postpone this evil day for as long as possible. “Nevertheless, there comes a time when women have to admit that, while they may still feel young, in practice, they’re not as steady on their feet as they once were. “It’s a climb down which can cause a lot of heartache.”
High heels continue to feature prominently in her wardrobe through her late 30s and up until her mid 40s – the period when many women are building a successful career. The first real dip in heel height only occurs in a woman’s late 40s and early 50s, when the average height drops to 4.5 cms.
The central role of high heels in a woman’s psyche emerged during Debenhams continuing extensive research into the entire women’s shoe market. It reveals that the heel height worn by women begins to rise in early teens, increasing rapidly from 2.5cm to a whopping 13.5 cms by the age of 23. Walking tall continues to be the order of the day through a woman’s late 20s and 30s, only beginning to decline slightly by the age of 35 – possibly due to childbirth, Debenhams figures show.
And a final drop to 2.5 cms – virtually a normal height heel - occurs from 63 onwards, a terminal stage known within the industry as The Soleful Years.

People power - Minister Ryan announces incentives for micro-generation Energy Minister Eamon Ryan has announced measures to encourage the on-site generation of electricity in homes and farms across Ireland. Among the measures is a guaranteed price of 19 cent per kilowatt hour of electricity produced. This competitive feed-in tariff will apply to the first 4,000 micro-generation installations countrywide over the next three years. Eligible installations include small scale wind, photovoltaic, hydro and combined heat and power. Traditionally, the electricity network was designed to accommodate the flow of electricity from large centralised plants to customers dispersed throughout the country. Micro-generation at local level now introduces two-way flows to the electricity system. Local generators will have the ability to be paid by the ESB for electricity that is surplus to their own
requirements and export it back to the national grid. The new support price is being introduced along with a number of other measures in the Government’s micro-generation programme including: - Connection: An “Inform and Fit” connection policy to be introduced by ESB Networks to reduce the length of time and complexity of the connection process. Sustainable Energy Ireland also has clear information explaining the connection process. - Grant assistance for R & D: This pilot study includes grant assistance for 40% of the cost of 50 trial units (of up to 50kW) countrywide. Applications are being accepted by Sustainable Energy Ireland.

The Home Energy Saving Scheme (middle income private homes): The Home Energy Saving (HES) scheme provides assistance to homeowners who are interested in improving the energy efficiency of their home in order to reduce energy use and costs and greenhouse gas emissions. It is a national scheme and thus open to all owners of existing houses. The scheme is administered by Sustainable Energy Ireland and its agents. The scheme has been launched/announced now in order to allow interested contractors to apply for registration. Once there are sufficient registered contrac-
tors available to the scheme there will be a further announcement regarding householder applications. Assistance will be provided by the payment of fixed grants towards the costs of implementing remedial measures. The types of measures eligible under this scheme are roof insulation, wall insulation and heating controls. There is also a grant for households who choose to get a Building Energy Rating (BER) assessment Before and After the works are completed.

There are both investors and speculators in the market and before you begin to participate yourself, it is important to identify which one you are. A speculator may have some of the following trading characteristics; active buying and selling, short term bets, examine companies using technical analysis, cash for difference accounts, spread betting etc. An investor is very different as this type of an individual will use fundamental analysis i.e. look at a firm's cash flows, yields value ratios, undertakes logical, time tested strategies and commits to remain in the market for the medium to long term. It is extremely difficult to be a speculator and emerge with a positive return and for two extremely valid reasons. Firstly, a commission much be paid each time one buys and again when one sells. If an individual is making short term bets and is quite active in doing so, these commissions will very quickly eat in to profits and diminish them substantially over a significant period. However, the poker analogy illustrates how difficult, to the point of almost impossible, it is to make a consistent gain in the short term anyway. In a hypothetical poker game, there are four people sitting around the table playing the popular card game. At the end of the evening, two people will have won and two will have lost but no new money leaves the room, it is simply a zero sum game. The gains the two winners have made have arisen due to the losses of the two other participants. The stock market is the very same in the
short term. A business could not hope to have growth rates consistently of 5% or even 1% daily and if it did it would rapidly meet with production capacity problems. It is arguable that a good speculator can take advantage of some good short term bets and this is true, however, we live in an Information Age. The professional investment institutions that have access to second by second stock market news from companies like Bloomberg and Reuters, they are going to spot the arbitrage opportunity and make use of it before an amateur has even heard about it. As a result, similar to the poker game, what the speculator may gain in one short term bet, they are almost certain to lose on another one and have to pay four commissions to boot, driving them potentially into the red and their head into the sand. The investor has a much higher chance of success. Firstly, he/she is investing in companies based on fundamental analysis and hence will buy firms that are offering good value in the medium to long term. In addition, they undertake logical, time tested and easy to follow strategies. They have a distinct advantage over speculators in that they remain in the market so in order to gain from the rise in the market over time, in line with the intrinsic value of the underlying companies.

Friends of the Sports Centre Scheme Tipperary hurler, Conor O'Brien has launched a scheme that aims to raise €30,000 towards funding a new Disabled Facility Suite at the Canon Hayes Sports Centre in Tipperary Town. Speaking at the launch of the scheme Conor said that he was delighted to lend his support to the project as he had first hand knowledge of the excellence of the facilities at the Sports Centre and that he was fully aware of the necessity of this latest project. Conor went on to say that the Sports Centre is playing a crucial role role in the development of sport and recreation in the region and he urged everyone to support this latest venture so that it could enhance its facilities. Martin Quinn, Vice-Chairman of the Centre said that there is an onus on the Centre to ensure that their facilities, where possible, are accessible to all and that those with a disability can avail of them in privacy and comfort. "A person’s disability does not make them unequal and therefore they should not be treated in an unequal way when it comes to the provision of services and facilities and it is with this in mind that the Centre is launching its "Friends of the Centre Scheme" said Martin. He went to to say that in deciding on the level of subscription to the scheme that they were very mindful of the current economic situation and that is why they had kept the subscription to the minimum of €2 per week, which he said was about the cost of a daily newspaper. Centre Chairman, Ruaidhri Devitt said that they were disappointed with the failure to receive funding for this project under the 2008 Sports Capital Programme and that there would be no funding available under the programme in 2009. Ruaidhri went on to say that the Management Committee were faced with a dilemma on whether to abandon their plans or to take inspiration from the founding com-
mittee and to go out and source the funding from the local community. He said that they had decided to scale down their plans and to launch a scheme to raise the necessary funding locally and that he was very confident that the community would give it its wholehearted support. The Centre will receive a grant from South Tipperary County Council's Community & Recreational Amenities & Facilities Scheme towards the project and supporting this they have funds on hand which were raised in 2008 from a number of events which also include a major contribution received from the Pride of Tipperary Festival Committee. They estimate therefore that they need to raise €30,000 from the "Friends of the Centre Scheme". The Details of the Scheme, which were outlined at the launch, specify the method of contribution and the payment options available. You become a Friend of the Centre by making a weekly contribution of just €2 per week to the Scheme. This contribution can be paid €9 monthly, €27 quarterly or €100 yearly by Direct Debit through your Bank Account or in the case of yearly payments by cash/cheque or laser card. In return for your subscription you will be included in two yearly draws (at Easter and Christmas) for €500 cash and a number of other prizes and you may also have your name listed on a special Sponsor Board, which will be erected in the Centre. Full details of the scheme are outlined in "Friends of the Centre" Brochures which are now available from the Canon Hayes Sports Centre, members of the Management Committee and from a number of local Promoters. IFA Welcomes Micro Generation Announcement as important first step IFA Vice President and Spokesman on Climate Change Sean O’ Leary has welcomed the announcement by Energy Minister Eamon Ryan to develop on-site electricity generation as a necessary building block, which must be matched by a capital tax allowance and an additional guaranteed price of 12 cent per kWh. Mr. O’Leary said, “Minister Ryan’s announcement today is an important first step. However this announcement of a guaranteed price of 10 cent per kWh for all electricity users and 19 cent per kWh for ESB customers falls short of international standards and discriminates against farmers and households who receive their electricity from a source other than ESB.”

The President welcomed the commencement of payment to 6,000 farmers , who have already been approved. Padraig Walshe said the letter of undertaking to be issued by Minister Smith should ensure that the credit worthiness of farmers was not adversely affected by the Government’s delayed payment schedule. Peata Award for Eileen Brereton and Foxy It is well known that pets are good for you. They can reduce stress levels, bring down blood pressure and of course, they are great company so help to prevent loneliness. People who have to go into hospital or nursing homes often have to leave their pets behind and this causes heartache for the devoted owners. An organisation called Peata, was formed several years ago by John Bainbridge, a vet from Dublin, who realised the potential of pets helping people. Peata is a voluntary organisation that offers "animal therapy". Volunteers take their pets to the hospitals, nursing homes, homes for the disabled and special needs schools and allow the patients and children to interact with the animals, be they cats, dogs, or rabbits. These volunteers give up their time each week to go round to the different institutions and spend time with the residents. One such person, is Shinrone lady, Eileen Brereton, who goes to St. Anne's of Roscrea, The Manor Nursing Home Alzheimer's Unit and Puckane School that has classes for Autistic children. Avril Mounsey, the teacher working with the Autis-
tic children, explained that the children learn to form a relationship with Foxy by simply stroking him, taking him for walks around the classroom and on simple obstacle courses. This leads the way to forming better relationships with people. In all her years as a volunteer, she has never missed her weekly trips to help these people and last week, Peata nominated Eileen and her dog, Foxy, with a well deserved award for her efforts. The award ceremony was held in Puckane National School and John Bainbridge was there to present the award to Eileen and Foxy. It was a very pleasant afternoon with plenty to eat and plenty of entertainment by the children, who finished off the afternoon with a lively rendition of "How much is that doggy in the Window".

Psychiatric Nurses from Tipperary in Demand in Sydney Nurses from Tipperary travelling to Australia this year are being urged to avail of interviews taking place in the county early next month. I.C.E Group has been appointed by the New South Wales Department of Health to recruit 150 Irish registered psychiatric nurses for a new Forensic Hospital in Sydney. This facility, which is the first of its kind in New South Wales, specialises in forensic mental health programmes for adults and adolescents. This unique joint initiative will not only see the diverse clinical needs of patients cared for in Australia but will also see the creation of much needed jobs for Irish nurses. Patients accommodated at the hospital include those who have been, or are at risk of being, involved with the criminal justice system. The ForensicHospital is a 12-minute drive from Sydney City centre, and a short drive from Bondi beach.
Nurses recruited, as part of this campaign will be offered a relocation package, Visa guidance, assistance with nurse registration in Australia and help with finding suitable accommodation. They will also get the opportunity to work at the leading edge of treatment in forensic psychiatry and will be offered on-going education and career advancement. I.C.E Group, based on the Tuam Road in Galway, is the sole agency awarded with the contract to recruit nurses for the positions. The New South Wales Department of Health will be conducting interviews for the positions in Dublin and Galway in March. Sexual Abuse (continued from last issue)
As with all abuse, vulnerable people are particularly at risk. Children are preyed upon by paedophiles, who methodically plan how they will lure them into sexual acts to gratify their own desires. We have read many stories of how children were sexually abused in various institutions. In most of those cases there was little planning done by the abusers. They simply used their power upon vulnerable and powerless children. For those who were abused in institutions NOVA has been set up as part of the overall Government strategy to support those who were abused as children. NOVA stands for the National Office for Victims of Abuse, and currently is situated in 19 Upper Ormond Quay, Dublin. Its confidential freephone help line is 1800 25 25 24. Sexual abuse of children is particularly awful, and it robs the child of their innocence. It is one of the most painful and potentially damaging experiences that a person may suffer in childhood. It is also a controversial and complex issue. Sexual abuse also includes nontouching behaviours such as indecent exposure, making children watch pornographic material, exposing a child to an act of sexual intercourse, and masturbating in front of a child. There are some tell tale signs that a child is being sexually abused, and these signs may vary with the age of the child. They do not, of course, always indicate sexual abuse, and there are many other reasons why these behaviours may be present. Nonetheless, it is well to be aware of them. For younger children there may be bed-wetting, excessive curiosity about sex, altered sleep pattern, learning problems, separation anxiety, overly compulsive behaviours, developing fears and phobias, sexual acting out with peers, and psychosomatic disorders. Pre-puberty and early teenage children may be involved in stealing, in running away from home,
starting fires, excessive bathing, being withdrawn and passive, sexual references made in school work, aggression, depression, and substance abuse. With older children there may be suicide attempts, early marriage, running away, pregnancy, substance abuse, and carrying out illegal acts. This is the age of technology, and children are much more adept at using computers than many parents are. Children who use the internet are targets for sexual abusers. There are warning signs that parents need be aware of that might indicate that their children are subject to online sexual abuse. It is worth checking if the child spends a large amount of time on the internet, especially at night. It is always worth checking the computer to see if there is any pornography on it. Checking the phone bills is also recommended, as they may indicate that the child is making phone calls, especially long distance, to numbers that are not recognised by parents. Another warning sign is if a child receives mail and packages from people that the parents do not know. It is also worth investigating if the child turns off the monitor or changes the screen quickly if a parent enters the room. The child becoming withdrawn from the family may also be a sign of internet sexual abuse. Finally, it is worth checking if a child is using an online account belonging to someone else.
