A new North Tipperary Cancer Support Centre, has opened in the Pastoral Centre, Church Road, Nenagh. This ‘drop in’ centre is called “Suaimhneas”. It will provide emotional support and practical help, in a safe and confidential environment, to people living with cancer and anyone affected by it, including family, relatives, carers and friends. It will also offer holistic and complimentary therapies, counselling, information and education. Why set up a Residents Association? There are lots of reasons why people wish to start some sort of residents’ association. For example: • You may feel that there is a lack of facilities in your neighbourhood (for example, car parking, litter bins, street lighting and so on) • You may feel there is a lack of amenities for children and young people • There may be one particular issue that a lot of people are concerned about anti-social behaviour of one sort or another, for example • You may be dissatisfied with services you are receiving, such as maintenance or grass-cutting • You and your neighbours may feel that you need to get together to make your voices heard both to us and to other service providers and agencies • You may want to develop a sense of community • You may want to be involved in local social events such as outings, playgroups for children or seasonal parties
How to Setup a Resident Association
to attend any meetings that you may hold in the future. Don’t be put off if people are not interested, this may well change if they start seeing the association achieving results. Next you need to plan a meeting and invite your neighbours. • Hold the meeting in a local venue so everyone can attend and at a time that is most suitable for all – early evening for example • Run the meeting in an informal, friendly style • Take the names and addresses of those who attend • Be clear about what you want to achieve at this first meeting • Get someone to take notes of what was discussed • Make a commitment to hold another, public meeting in the near future. At this meeting the group will normally take steps towards formalising the group by agreeing a constitution. However, if the group prefers it can continue on an informal basis • Maybe form a smaller group, or ‘steering group’ from those who attended the first meeting to take the process further. The steering group will be able to meet as and when agreed, to work out how the new association is to be organised • At the next public meeting, the officers of the committee of the new association will be elected (the chairperson, secretary, treasurer and so on) and the members should agree the constitution

Multiple Sclerosis Ireland: Join Our Spartan Army The MS Ireland Team Takes on this years Flora Women’s Mini Marathon MS Ireland would like to invite women from all around the country to have fun, get fit and make a real difference in the lives of people living with Multiple Sclerosis by joining the MS Team in this year’s Mini Marathon. The marathon takes place in Dublin on Bank Holiday Monday, June 1st. Your support will help us to raise over €100,000 to provide vital services for people with MS, their families and carers. This year we will have a top fundraisers prize of a weekend away in the Cavan Crystal Hotel and all participants will also be entered into a draw for €1,200.00 worth of Professional Photographic Vouchers supplied by Brosnan Photographic. Two out of every three people affected by Multiple Sclerosis are women. Over 7000 people in Ireland are directly affected by MS. National charity Meningitis Research Foundation is inviting all thrill seekers to set themselves a challenge and sign up for a 10,000 feet sponsored skydive. Feel the adrenaline rush of a 130mph freefall before taking in the fantastic views of the Irish countryside as you float back down to earth – knowing that all the while you are raising vital funds for the Foundation’s ongoing fight against meningitis and septicaemia. Meningitis and septicaemia – the blood poisoning form of the disease – affect around 300 people every year in Ireland, with babies and young children most at risk. The money raised will help the
charity in its work of funding research, promoting education and awareness, and helping individuals and families affected by these devastating diseases. Make your House Baby Proof Bringing home a new baby is a wonderful thing. However, if the house is not safe it can be a terrible tragedy. With a little planning and some work, your home can be that safe and loving environment where exploration and learning can take place. Get down on hands and knees and crawl around your house to get the baby perspective. Although the list of safety improvements seems like a lot, if you start about halfway through the pregnancy and do one each day or two, your home will be all ready. Check the sleeping area where your baby will be. The crib mattress can be at the tallest level as infants cannot roll around and sit up and it will be easier on the parent's back. Whether you use a crib, bassinet or family bed, the area needs to be free of blankets, quilts, pillows and larger stuffed animals, as they are suffocation hazards. Once a baby can sit up, remove the mobile from over the crib. Put your newborn to sleep on their back. It helps reduce the risk of SIDS or Sudden Infant Death Syndrome. Make sure the crib mattress fits tightly so there is no gap for an infant to roll and get stuck. All crib beds since 1974 should have bars that are 2 3/8 inches or smaller. Keep the bed away from windows as the sun can overheat and if there are blinds, the cords are a safety hazard. Make sure to install the rear-facing car seat before the baby arrives so you can be sure it fits properly. Most baby stores will let you take a seat out and try it in your car. Newer cars come equipped with the LATCH (Lower Anchors and Tethers for Children) system, which makes installation of child seats much safer as seat belts are no longer required. Whatever you do, DO NOT take the baby out of the car seat while the car is moving. Keep them in the back seat unless you have to move them to the front, then remember to turn off the airbag. If you need to stop, pull as far off the road as possible or if on a highway, exit and find a parking lot. A parked car could be hit on the side of the road. If your baby is sleeping in the infant car seat, do not put it on anything other than the floor as they rock around and can fall off a counter.
water, if the phone rings, ignore it or take the baby with you. Keep on hand fresh infant medicines that you may need such as Tylenol or gas drops. Put them in a secure place out of reach along with all other medications. Keep adult medicines separate so you do not accidentally grab the wrong bottle. Place the poison control number on your phone along with fire and police numbers. Check your smoke detectors and replace batteries if needed. A carbon monoxide detector is another piece of safety equipment that should be in your home. Always use the safety strap that is on the changing pad or table. You never know at what point your baby will figure out rolling. Keep one hand on the baby at all times even with the strap. Make that anything the baby could choke on is out of the way like hard candies, nuts or parts of older children's toys. If the piece can go through the tube from the toilet paper, it is too small. Keep balloons away, especially latex ones that can pop, they are a huge choking hazard. Make sure clothing fits snug and there are no strings or cords that could wrap around the baby. Check buttons, eyes and other things on toys and clothing to make sure they cannot come off. Pull off eyes and use thread to stitch new ones since babies explore their world through taste and feel. When purchasing child gates, do not use the accordion style as a baby's head can become trapped. Moreover, do not forget about safety pads for fireplaces and other furniture that is hard or has corners. Use covers and plugs for electrical outlets. Damp Houses A damp house can encourage mould growth and mites which can increase the risk of illness. Here are some tips to identify the causes and what to do. A common cause of damp is condensation. Condensation occurs when moisture in the air hits a cold surface and condenses. This is why it is more a problem in cold weather. Signs of condensation are mould growth in the corners of a room, around windows, behind wardrobes/cupboards, above cookers and baths and sometimes on north facing walls. It is essential to treat any mould existing first. Wash off mould with a fungicidal wash following the manufacturers instructions. Bleach can also be used but may damage surfaces and care is required not to get it on the skin. Do not brush or vacuum up mildew as is will disturb the spores. Always dry clean clothes and shampoo carpets. Redecorate surfaces with a quality fungicidal paint to help reduce mould reoccurring. The only way to reduce condensation is to follow three simple steps. 1. Reduce moisture produced. 2. Insulate 3. Ventilate There are very simple ways to reduce moisture in the home by simply changing our lifestyle. These tips will make a big difference to the moisture produced in the home. 1. Vent tumble dryers (unless self condensing) 2. Dry washing outside. If this is not possible hang washing up in the bathroom and leave a window open 3. Try not to use portable gas heaters as they add more moisture in the air 4. Cover saucepans when cooking. 5. Do not leave a kettle to continuously boil. If a home is warmer it reduces the likeliness of condensation. Insulation and draughtproofing is the most effective way of helping to keep your home warm and save
money on our heating bills. Home improvements such as secondary or double glazing will reduce heat loss but you must ensure that windows are fitted with trickle vents. Cavity wall and loft insulation are also very effective. In very cold weather low background heating on all day will help keep the fabric of the building warm and reduce moisture condensing on cold spots. Here are some essential tips of what not to do: 1. Do not draughtproof the kitchen or bathroom 2. Do not completely block up chimneys (always fit an air brick or grill) 3. Do not block up ventilators 4. Do not cover eaves ventilators when laying loft insulation 5. Do not forget to draughtproof the attic hatch It is possible to ventilate your home without making it draughty. Here are a few tips: If windows have trickle vents do use them. If your windows don't, look into the cost of fitting them. Leave a gap between the back of furniture and an external wall. Where possible position furniture on internal walls. Open kitchen and bathroom windows and close the door when in use. If you have an extractor fan please use them they are very cheap to run. If you do not have an extractor fan in these rooms consider fitting them. When in a room open a small window. If the condensation is worse in the loft or ceiling below check the eaves ventilators are not blocked. If none are fitted consider fitting some. Some eaves ventilation systems are hard to spot so close inspection is required. If you approach reducing condensation from the three simple steps you should find a dramatic difference. If no improvements are made seek professional advice.

Double glazing also saves energy While insulating your home is hugely beneficial, you should also improve things by ensuring you have double glazing. Remember a chain is only as strong as it’s weakest link. Double glazing can make a big difference to comfort levels in your home. Combined with insulation in the walls, ceiling and floor, double glazing your windows and doors will help keep temperatures stable and reduce heating and cooling costs.
By double glazing a window with clear glass, you can halve the heat loss compared to a single-glazed window of the same size and shape. You can reduce the heat loss further by using different glass types (such as Low-E glass) and using argon gas to fill the space between the two panes of glass. Double glazing also helps to reduce condensation and can also help to reduce noise levels, particularly in the medium to high frequency range
Energy Minister Eamon Ryan has announced that the €50 million Home Energy Saving Scheme is 'open for business'. From 25th March Sustainable Energy Ireland will accept applications from householders wishing to save money and energy by insulating their properties. Announcing the opening, Minister Ryan said, "Since I announced that I had secured the funding for this scheme, there has been an unprecedented level of interest from the public. Sustainable Energy Ireland has received 94,000 calls and website visits. SEI has assured me that from today applications received online will be processed in under 3 days. I am pleased that so soon after the initial announcement we are up and running, with all the proper procedures in place. We need even more qualified contractors to come on board in order to deliver this scheme. I would urge contractors to register with SEI and secure a major business boost for themselves in the process. The level of public interest is such that contractors can be assured of work for themselves and for new employees through this Government scheme. Sustainable Energy Ireland will emphasise quality throughout the scheme, ensuring that homeowners get the best workmanship and value for money. Insulation is the single best way of saving money on energy. This Scheme will see homeowners save up to €700 annually on their electricity bills. This, coupled with recent reductions in electricity prices is great news for consumers in these tight times. Construction workers will benefit from the thousands of jobs this scheme will create. Wall insulation options: * To insulate the walls of their home, owners may have a choice of cavity wall, internal or external insulation, depending on the construction of their home. Homeowners should seek professional advice on which option is most suitable for their home.
Heating control upgrade only €500 15 -25% 4-5 Building Energy Rating €200
Minimum investment: * A minimum level of investment is required of householders to participate in the scheme. Householders must avail of measures (excluding BER) involving a minimum grant payment of €500 for a first application. This means that householders cannot avail of a grant for roof insulation or cavity wall insulation only. These low cost measures must be undertaken together or with another measure. Heating controls and boilers: * To avail of the €500 grant for heating controls, a homeowner must install a range of time, temperature and zone controls on their heating system and electric immersion water cylinder. This low cost measure can improve a home's BER rating by up to 25%, yet has a payback of only 4 to 5 years. * While heating controls can be added to an existing heating system, it is particularly attractive to any homeowner replacing their boiler to also install heating controls at that time. Under the Building Regulations 2008, anybody replacing an existing oil or gas boiler must install a condensing boiler with a minimum seasonal efficiency of 86%. Condensing boilers with an efficiency of up to 95% are available on the market. This additional efficiency can lead to significant savings. A grant of €200 towards the cost of these higher efficiency boilers is available to any homeowner who is also installing heating controls.
* Where a house has a suitable cavity, then cavity wall insulation is the most economical investment. Where this is not possible the options are either internal dry lining or external insulation. Internal dry lining, while considerably less expensive than external insulation, will ultimately reduce somewhat the internal habitable space of the home and may not be practical where there is decorative internal plasterwork. External wall insulation may prove preferable where a significant upgrade to the external facade is already envisaged. Both may result in additional works in order to reinstate electrical, plumbing and glazing fixtures. Building Energy Rating: * A BER assessment is not required for participation in the scheme. However, a BER carried out prior to works can provide useful advice to a homeowner on the upgrade measures he or she needs to take to improve the home's energy efficiency. A BER conducted after the measures are finished can establish the impact of the works and give the homeowner comfort regarding their investment. * To avail of the BER grant of €200, a homeowner must have a BER assessment conducted before and after works. Challenge yourself and challenge poverty with Oxfam TRAILTREKKER Four people. One goal: 100km in 30 hours Oxfam TRAILTREKKER is one of the world’s toughest team challenges and one of the most rewarding, as teams have to complete a 100km course within a time limit of 30 hours. And now this international event has arrived in Ireland for the first time. One of the first to sign up for the TRAILTREKKER challenge was Dr Mark Hamilton, presenter of RTE’s How Long Will You Live and BBC Radio 1’s Sunday Surgery. Mark is urging the public to follow his lead by registering for the event: “I’m really looking forward to lacing up my boots for TRAILTREKKER – it’s a great way to meet new people, to get out and to get fit, while helping others in the developing world. Step by step you can make change happen as the money you raise will fund Oxfam’s work all over the world and help make a real difference to people’s lives”. Grace O’Neill, Oxfam Ireland’s Community Events Manager, said: “Teams of four have to complete a challenge combining stamina and teamwork. But it’s not just a physical challenge, it’s a life-changing event: participants are also raising money to help overcome poverty and injustice around the world. For example, €2,000 would provide nourishing food for one month for more than 70 children orphaned by AIDS in Malawi, improving their health and well-being.” Oxfam TRAILTREKKER is already a global phenomenon, with Ireland on course to be the ninth country to host an event. The Irish TRAILTREKKER will take place from 26-27 September 2009, starting in Kilbroney Park, Rostrevor, Co Down and finishing in Carlingford, Co Louth. Participants will journey through 100km of undulating, rugged countryside, trekking together in their teams by day and by night. Grace O’Neill added: “Along with the physical and mental challenge, TRAILTREKKER offers an opportunity to take in the dramatic crossborder scenery of the world famous Mourne Mountains, the Ring of Gullion and Tain Way, as well as the points of special archaeological interest along the way. Oxfam is delighted to have the event supported by both Newry & Mourne Dis-

TRAILTREKKER: background details • The first Trailwalker was established in 1981 as a military exercise for the elite Queen’s Gurkha Signals Regiment in Hong Kong. The teams used the 100km route as a training exercise to test their soldiers’ stamina and teamwork skills. • In 1986, Trailwalker became open to the public when the Gurkhas invited Oxfam Hong Kong to partner them on the event, which proved to be highly successful. Electronic Tagging of Sheep The IFA is strongly opposed to the compulsory electronic tagging of sheep IFA National Sheep Committee Chairman Henry Burns said the imposition of compulsory electronic tagging of sheep would have severe detrimental consequences for the Irish sheep sector. Henry Burns said compulsory electronic tagging could cost the Irish sheep sector up to €60m in terms of lost output and production. It would impose an impossible burden on farmers, marts and processors, all for no benefit or gain. The IFA sheep farmers’ leader said electronic tagging of sheep is unproven, impractical and unsuitable in Irish conditions. He said “up to 30% of sheep farmers could be driven out of business with output losses of €60m and massive job losses.”
Henry Burns said electronic identification will not bring any benefits in terms of traceability or animal health over and above the current NSIS system of individual identification already in place. The IFA sheep farmers’ leader called on the Minister for Agriculture Brendan Smith and the Government to redouble their efforts at EU level to explain to the Commission that they must change from compulsory EID to a voluntary system. “It is not acceptable that the EU Commission continue to ignore the Governments of Ireland, UK, Germany, Poland, Slovakia, Bulgaria, Romania, Lithuania and Hungry, all of which are seeking to have electronic sheep identification made voluntary,” he concluded.
Extension to Turf Cutting in Sac Bogs IFA SAC Project Team Leader Michael Silke said that the decision by the Minister for Environment John Gormley to allow an extension of turf cutting on 32 designated SAC Bogs for 2009 was inevitable given the very strong reaction of bog owners to the planned restrictions. Mr. Silke said the extension on bogs designated in 1999 is a step in the right direction. He said the Minister must ensure that owners of bogs are properly consulted and can participate in the working group that he is now establishing.
Mr Silke said that IFA is strongly of the view that turf cutting for domestic purposes must continue to be allowed on designated bogs as no damage is caused to the 35,000 ha of bog involved. Farmers who depend on turf for fuel must not be discriminated against, as they have no alternative to turf. The confimation by the Minister that turf cutting on SAC Blanket bog will continue to be allowed is a welcome development.

There are another few costs that you will need to budget for: - Deposit - when it comes to saving for a deposit, it is generally the case that the bigger your deposit, the more competitive mortgage deals you will have available to you. Depending on mortgage market conditions you could require anything from 5% of the purchase price upwards, so get saving! Note: If you are a young professional/garda/nurse you may get the full 100% mortgage. -APR - this stands for annual percentage rate,the annual rate of interest charged on a loan. It takes account of all costs involved over the full-term of the loan, such as set-up charges and interest rates. It provides a good comparison of costs between alternative loans.
- Mortgage Protection - It is important that you take out insurance to cover your mortgage payments if you die. It is also possible to get mortgage protection for critical illness and long term illness. - House&Contents Insurance -Lenders will require this cover to be in place before drawing down your loan. - Stamp Duty - government tax (usually exempt for FTB) - Valuation Fees - the mortgage lender requires a valuation of the property you are buying to ensure it is worth at least the amount you hope to borrow. Co. Tipperary HSE Community Games The Munster Indoor Finals of HSE Community were held over the weekend in the University of Limerick. The U-13 Boys handball team from Cashel had an extremely tough task in facing Kerry in the preliminaries. Handball Co-Coordinator Kieran Donovan from Ballyporeen said that this Doubles match between Tipperary and Kerry was one of the best he’s seen at underage level. Cashel advanced from the preliminaries to face the challenge of Limerick in the semifinals which they duly overcame and faced a very experienced team from Mitchelstown in Cork in the Final. This Final went to the Doubles for decision with Tipperary emerging victorious with an 11-0, 11-1, 11-0 scoreline. This win bodes well for the future of Cashel Community Games. Tipperary were represented in U-12 Mixed Draughts by Burgess/Youghalarra team of Caoimhe Brassil, Tara O’Brien, Sarah Slattery, Sarah Dunne, Colm Slattery, Drew Boland, Niall Slattery and they were managed by Bríd Slattery. They were beaten by Kerry in the semi-final. In the U-13 Girls Table Tennis the Moycarkey team were unlucky to be drawn against the reigning National Champions
Kerry in their semi-final. Despite giving it their all the team of Leigh Quinlan, Nora Tuohy, Lauren Rossiter, Marie Cooney and Tara Fitzpatrick were beaten in their semi-final. Their coaches Christy Clancy, Linda Shanahan and Marie Bryan were delighted with the progress the girls have made this year.
Next up was the Indoor Soccer competitions with Drangan/Cloneen getting the ball rolling in the U-15 Boys event. They were beaten by Cork in the preliminary round. Drangan/Cloneen Team: James Buckley, Jack Hennessey, Conor Cuddihy, Kieran O’Brien, Conor Goren, Stephen O’Brien, Darren Boland. In the Girls U-15 the Clerihan team of Gemma O’Dwyer, Emer Lyons, Lisa Kirby, Stephanie Lawerence, Elaine Butler and Shauna Caffrey had a comprehensive win of 6 goals to 3 against Clare in the quarter-finals. However they were beaten 3-1 by Limerick in the semi-final. The Boys U-13 team from Newport managed by Frank Gleeson pushed Limerick all the way only to be beaten 2-1 after extra-time. The team was Conor Floyd, Matthew Connolly, James Rohan, Liam Duffy, Conor Hickey, Kealan Floyd and Evan Gleeson. In the Girls U-13 Tipperary were represented by the Powerstown/Lisronagh team of Sarah Everard, Sarah McDermott, Leann Ryan, Abbey Kiely, Andrea Hyland, Amy Everard, Megan Shanahan, Michelle McMeel, Aoife Power, Jenny Everard, Evrena Everard and Hazel Shanahan. They beat Clare 4-2 to advance to the finals where they faced Limerick. This match was very tight. At half-time the scoreline was 0-0 and again at full-time to force the match into extra-time. A recent Global Entrepreneurship Monitor (GEM) report showed that last year the figure for women running businesses had increased to 5.9% from 4.2% in 2006. GEM said this percentage was much higher than the average in the EU and OECD countries. It seems that women are now very comfortable moving into the business market but have yet to find that comfort level in the stock market. Susan Hayes feels that ILTB have the answer, “We understand that people can feel uncomfortable in the unfamiliar environment of finance and that’s the whole reasoning behind the free workshops. Anyone can attend, no previous knowledge is needed. The workshops give a good grounding in investment and then anyone who wants to can do a full day seminar.”

Green Flags success for North Tipperary Schools Congratulations to the 9 North Tipperary schools that were presented with Green Flags by RTE’s Den presenter Cathryn McKiernan at an awards ceremony held in Croke Park recently. This brings the total number of Green Flags in the County to thirty eight. Five of those schools were first time award winners and were commended for their efforts to reduce waste and litter in their school and local community. They are: Birdhill National School, St Colmcille’s National School in Templemore, Scoil Mochamhog Naofa in Two-Mile-Borris, Kilcommon National School and Moycarkey National School. Three schools in the County received their second green flag for carrying out energy conservation programmes in their school. They are; Inch National School, Killeen National School and Cloughjordan National School.

Council launches Environmental Competitions and Grants Schemes for 2009 A number of competitions and grants schemes were recently launched by North Tipperary County Council in relation to improving our local environment. The grants schemes offered by the County Council include burial ground maintenance grants and tidy town’s grants and to coincide with the launch of these, the Council has announced details of its Tiobraid Álainn - Pride of Place Competition for 2009. This includes the best presented shop front in North Tipperary, the tidiest school and the Tiobraid Álainn award for the best kept town or village in North Tipperary won last year by Birdhill. The grants and schemes are open to all recognised groups in the county except for those in Town Council areas, however, schools in the Town Council areas will be included.

Minister Gormley’s Decision unnecessary, wasteful and duplicates existing system - IFA IFA President Padraig Walshe has strongly criticised Environment Minister John Gormley’s decision to instruct County Councils to duplicate on-farm inspections already carried out by the Department of Agriculture as unnecessary and wasteful of public money. Commenting on the revised Nitrates Regulations introduced today, Padraig Walshe said, “This decision will increase significantly the cynicism that a compliant farming community has for regulation and bureaucracy. These regulations show a complete disconnect with the robust system that already exists. There is a high level of compliance among farmers, and with the Government borrowing about €55million daily, it is ludicrous to duplicate the existing Department of Agriculture inspectorate regime.”
He said, “Despite the need to massively improve competitiveness and reduce public sector costs, the Government wants to create a second squad of farm inspectors in each local authority, which would be required to inspect farm compliance against environmental legislation. This work is already carried out competently each year by the Department of Agriculture.” Mr Walshe questioned how Minister Brendan Smith and his Department could justify why their level of inspections and cohort of inspectors are now considered inadequate. Mr. Walshe said, “There is no environmental basis for this proposed duplication of inspection. Millions of euros have been spent in developing an inspectorate in the Department of Agriculture, and Minister Gormley now wants to place an additional, costly burden on a local authority structure under financial pressure.”
