Carlisle is attractive to many since it is located on 4-lane divided highways in Warren and Polk counties with direct access to air and rail service. Residents can expect shorter trips than from almost any other suburb in the metro to the Des Moines International Airport, Jordan Creek Mall, Interstates 35 and 80, and most other points of interest in the metro. Residents and families choose to live in and move to Carlisle because of the great quality of life for all ages, the numerous opportunities to get involved and make a difference, and the fun and friendships they find here. Carlisle has many options for residents to live and businesses to locate or expand. Randleman Ridge and Danamere Farms offer single-family homes, and Danamere has multi-family options, too. VISION The Carlisle Area Chamber of Commerce will be the focal point for the business community of Carlisle, Iowa. • Is the “go to” resource for advocacy, education and resources for Carlisle businesses and for the Carlisle community overall. • Is the catalyst for change and growth in the local economy to create a prosperous business climate in Carlisle. • Develop and nurture relationships with government, educational organizations, and other community sectors to facilitate the needs and interests of the business community. VISION FOR MEMBER INVOLVEMENT Chamber members rely on and respect the value and benefits we consistently deliver. As a result, our members participate in our programs because they are relevant, pertinent to our members. They feel the Chamber and our programs are integral to their financial and organizational success. Our Chamber Board working committees and task forces are well-led and enjoy strong support and Chamber member participation. CHAMBER MEMBERSHIP IS AN EFFECTIVE BUSINESS STRATEGY A national survey of 2,000 adults, conducted by the Atlanta-based firm, The Schapiro Group, reveals that being active in a local chamber of commerce is an effective business strategy because two-thirds of consumers believe that such companies use good business practices, are reputable, care about their customers and are involved in the community. The study also shows when consumers know that a small business is a member of the chamber of commerce, they are 49% more likely to think favorably of it and 80% more likely to purchase goods or services from the company in the future. Consumer awareness and an increase in local reputation also score higher for Chamber members. Carlisle Area Chamber of Commerce members hold dual membership with the Greater Des Moines Partnership. Benefits include: • Promotion in front of current and future customers in the Chamber Business and Community Directory, on the Websites and through social media, and as a Chamber Expert at monthly meetings. • Networking and personal development, including business and leadership skills, at monthly meetings and special events, educational workshops, legislative forums and meetings, community and area events. The Chamber Sponsors Programs and Activities to Serve Chamber Members and the Community Annual Chamber Programs Chamber of Commerce Annual Dinner in January celebrates the Carlisle Business Community, and honors the Citizen of the Year, Business of the Year and Friend of Education. Easter Egg Hunt prior to Easter thrills the youngsters. Welcome Back to School Breakfast celebrates our educators. Chamber Golf Outing in August provides a day of fun and raises money for youth activities. PumpkinFest in October features a costume parade through Downtown Carlisle, Trunk or Treat, most original carved/decorated pumpkin contest, a band, dance demonstrations, photos, hay ride and a craft/vendor show.

Light Up Carlisle Winter Carnival in December draws kids of all ages for Photos with Santa, bounce houses and carnival games, crafts, facepainting, balloon art, a cookie walk and the Santa’s Attic full of crafts and gifts. Carlisle Area Chamber of Commerce Community Betterment Fund (CBF) Grant Program provides grants to the Carlisle community for betterment projects. This program is funded by proceeds from Chamber dues and sponsored activities. All Carlisle community non-profit and forprofit businesses and organizations are eligible to receive grants.

Carlisle Chamber Gives Back Annual donations to the PEACH AFFAIR, Carlisle Alumni Association, the 4th of July parade; Carlisle Girls Softball and Carlisle Little League; and awards for the Carlisle Area Chamber of Commerce Community Betterment Grants. Participate in Iowa Legislative Opening Night Reception, Warren County Excellence in Business Awards, Warren County Small Business Grant Contest, Warren County Career Photo by Todd Hugen Photography Fair, Warren County Leadership Institute, Warren County Legislative Luncheon, Affiliate Presidents and Executive Directors of the Greater Des Moines Partnership, and Chamber Night at Iowa Cubs. Cooperate with City of Carlisle and Warren County Economic Development on economic development, grants, the $5,000 Warren County Bounty Program, and to welcome new business to the area. Today’s Chamber Members Continue Strong History of Professional Service in Carlisle Today, the members of the Carlisle Area Chamber of Commerce are the backbone of the business community in Carlisle. These professionals continue to network with each other to make valuable business to business connections. With the goals of continuing to provide meaningful employment for local residents and improving their offerings of products and services to the community, while generating a profit and creating a good life for their families, Carlisle’s business men and women, educators, city servants, and non-profits, stay up-to-date on the latest in their own industries, as well as pursuing professional growth and invaluable business know-how through their involvement with the Chamber. A look back shows that enterprising entrepreneurs have been doing business in Carlisle since the winter of 1846-47. On January 8, 1850, Jeremiah Church established the Post Office and was also the first merchant in Dudley (later Carlisle), along with early shopkeepers, Abraham and Jack Shoemaker. Dr. W.H. Ward was the first Doctor. Dudley sat on the Des Moines River. The Dragoon Trail, and The Mormon Trail encouraged trade, and The Great Western Stage Coach Company

brought customers, and the mail. It was a five hour trip from Indianola to Carlisle to Des Moines.

Scotch Ridge United Methodist Church was the first in the county in 1853, and Scotch Ridge Country School was built in 1859. By 1911, there were three automobiles on Scotch Ridge (2 ordered from Sears). Frequent trips were made by thrifty, up-to-date, well-to-do farmers, dairymen and stock raisers to Carlisle to shop, see the doctor, buy medicine, consult with the veterinarian, and visit with their friends and neighbors.

Early on Dudley had the Pork House where pork was packed in barrels and sent down river by steamboat, with the intent of selling to the towns along the Mississippi. The great flood of 1851 changed everything for the Pork House and the town of Dudley.

Today, companies like Goodhue-Nolte Insurance, a third-generation family-owned business which opened in 1932, and James Oil, LLC., started by Robert James in 1947, link the past to present day Carlisle. The long tradition of professional services and the commitment to treat customers right have earned business for local companies generation after generation.

The town was moved two miles west to the homestead of Jerry Church, and was renamed Carlisle. In June 1856, a flour mill was built at a cost of $10,500. Mr. W.H. Randleman operated a general store which housed the post office at First and School Street. Rail service arrived in 1879, and the first long distance telephone line was built from Indianola to Carlisle in 1898.

The professionals in Carlisle have been meeting as a Chamber of Commerce since 1990, and prior to that, The Businessmen’s Luncheon was the place to discuss business over delicious home-cooked meals and pie. Agribusiness is Big Business in the Carlisle Area As a suburb of Des Moines, Carlisle sits in the midst of farm country. The small town residents are used to school buses traversing the area, watching for slow-moving farm equipment in the spring, and following semis of grain on the way to the elevator in the fall. The Carlisle Community School District is growing; the district has had a ten percent increase in enrollment over the past five years. Carlisle is well-known for academics and excellent students. While Carlisle is located just 15 minutes from downtown Des Moines, the area has retained all of the benefits of small-town life. The school district offers abundant opportunities in terms of both curricular and extra-curricular activities, while maintaining manageably sized schools and classes. Academically, Carlisle ranks 4th among Central Iowa high schools in math on Iowa assessments, and 12th in reading. The average composite ACT score for Carlisle students is 23. Carlisle ranks in the Top 50 on the Iowa AP Index. Eighty-six advanced placement tests were taken, and Carlisle has 5 AP Scholars. Eighty-nine students enrolled in Des Moines Area Community College Academy programs this year. 22

Carlisle students earned a total of 1,673 college credits. Eighty-two percent of graduates are attending a post-secondary institution. The graduating class of 2014 earned $1,220,550 in scholarships. Dollars to Scholars awarded $41,950 to graduating seniors in 2014. Seventy-seven percent of students are involved in extra-curricular activities. A student-council effort netted 1,800 food items for the local food pantry. A group of thirty-one seniors contributed 1,987 hours of community service hours this year, with each earning the silver cord honor at graduation. The Carlisle Schools staff has 1,236 total years teaching experience. Carlisle, The Natural Choice The City of Carlisle is served by a representative government consisting of a City Council and the Mayor and operates as a Council-Administrator Government. The Carlisle City Council meets at 6:30pm every 2nd and 4th Monday of each month in the council Chambers of the City Hall. Agendas are posted on www.carlisleiowa.org. The public is encouraged to attend and each meeting includes a period for “Citizen Participation”. Another 184 lots are being planned. • The elegance of Randleman Ridge and Randleman Ridge Townhomes offer a wide range of homes and exceptional community features. • These include the beautiful Hubbell Conservation Community, a residential development featuring nature trails, a reduction in impervious surfaces, and an emphasis on natural habitat and landscaping that reinvigorate the natural ecosystem. • Hubbell Construction is well underway with the construction of 22 duplex townhomes in Danamere Village Townhomes. Major projects such as the new Fareway store, the Carlisle True Value Hardware store, and the 3rd Casey’s, along with the construction of the Scotch Ridge Nature Trail, new homes starting on an almost daily rate, a growing community school district population and new businesses opening in the downtown area has breathed new life into this metro suburb. The City of Carlisle has many services that one might expect in a growing suburb. The city has a park and recreation department that includes an aquatic center, several parks and a recreation center that is continuously used by residents for private parties and ceremonies. The Carlisle library is seeking an opportunity to expand into larger quarters to meet the needs of the growing population. You are Invited to Apply to Serve on One of the Carlisle Boards and Commissions While a lot of work is done by city staff and elected officials, some policy-making and planning decisions are made by citizen volunteers who serve their fellow citizens on various boards and commissions. Some of the boards are established by state and city ordinances, while others are more ad-hoc committees established by the city to gather input on various issues from the citizens of Carlisle. Two of these boards and commissions are the Planning and Zoning Commission and the Zoning Board of Adjustments. The Planning and Zoning Commission gives recommendations to the Council on site plans for new construction and any proposed changes to the zoning ordinances. The Zoning Board of Adjustments makes decisions when individuals request variances to the zoning ordinances or appeal decisions of the zoning administrator. Other boards created by city ordinance are the Library Board, Park Board, and the Cemetery Board of Trustees. These boards make decisions or recommendation that affect the departments they oversee. Advisory boards, such as the Mayor’s Public Safety Committee, the Citizen Budget Committee and the Scotch Ridge Park Steering Committee were created to solicit advice in public safety (police, fire, and ambulance services), the annual budget, and the creation of the Scotch Ridge Nature Park. Another committee recently created was the Street and Sidewalk Committee that is working to help establish a street assessment policy for the city.

The Carlisle Police Department is a dedicated team of professional men and women, focused on making Carlisle a safe and desirable place to live and work. The members of the police department are committed to saving lives, protecting property, and improving the quality of life for our residents and visitors, by providing rapid and reliable services in all situations. While faced with challenges of serving and protecting we are confident the Department will continually enhance the quality of life for our community. Chief Jason Doll oversees the Carlisle police department and is dedicated to providing a strong, well-trained staff that is community-focused and proactive. The Patrol Division is operational 7 days a week, 24 hours a day. Our officers patrol the business districts, parks, recreation areas, walking/bicycling path, and residential neighborhoods day and night. Responding to thousands of calls a year, we are committed to the citizens to work hard to reduce crime and enhance the quality of life. The police department is very proactive in the community, working to bring new services to our patrons; such as the Prescription Drug Drop Box, vacation house watches, junior detective classes, safety presentations, shred event and several other events. The police department also works very closely with the school system, helping to enhance a safer environment for students. Through hard work and effort, in 2014, Carlisle was named the 10th safest city in Iowa. The Carlisle Fire & Rescue Department is a specialized team of committed men and women that serve with dedication and pride, responding to hundreds of medical and fire calls a year to assist those in need. The members of the fire and rescue department are committed to helping others, saving lives, protecting property and providing fast and dependable services in all emergency and non-emergency activities. The department provides fire, medical, hazardous materials, and technical rescue response. Our mission is to provide the highest quality medical and fire services in a caring and professional manner. The park features a Veterans Memorial Honor Roll, gardens, a walking trail, a log cabin, picnic shelters and a baseball/softball field. Carlisle’s beautiful natural setting contributed to the Great Places Designation earned from the State of Iowa, and many of Carlisle’s highly-desired, happy and comfortable quality of life benefits can be accessed by families and cycling enthusiasts from the seat of a bike. Bike and nature trails are in place and plans are to connect with the City of Des Moines’ Trail System and eventually terminate at the Principal Riverwalk. Air up the tires, grab a bottle of water and ride the trails from Carlisle. Summerset Trail runs about 12 miles from Highway 5 in Carlisle to the McVay Trail in Indianola. A trailhead is located at 165th Place and Highway 5 leading to the north portion of the trail from Carlisle to the Banner Lakes at Summerset State Park. That part of the trail is relatively flat and straight and offers many opportunities for bird and animal watching. For those going on from Banner to Indianola, the trail is more winding and hilly. At the village of Summerset, some hop off the trail, climb the hill, and ride to Summerset Winery for wine tasting and tours or live music on Sunday. There is approximately .5 miles of trail from the existing Summerset trailhead to downtown Carlisle where riders can take a break on the patio at Cal’s Fine Food and Spirits or at Stadium View for refreshments. They can grab snacks at Fareway Stores, Inc. or Subway, pick up supplies at the Carlisle True Value Hardware, get some cash at the ATM at Great Western Bank, or pedal on up the hill to The Historical Randleman House. The Farmers’ Market and the Aquatic Center are also great destinations. 30

From the special order, one-of-a-kind tractors to the vintage green, orange and red models, these restored workhorses are in top shape and tell the story of another era. Tin signs and a scattering of other antiques keep the visitor’s eyes darting from place to place, and few leave without an emotional tug for the days gone by. The house at the top of the hill on Penn was built for the Randleman family in 1907 and was considered one of the finest in the county. The Carlisle Area Historical Society was formed in 2007 with 22 charter members, and the ambitious group secured funds, donated from the estates of Mary Adams and Ewing Lanning, to purchase and restore the home to use as their headquarters and museum. Renovations to the unique late-Victorian home are ongoing, thanks to the dedication and hard work of the members along with the generosity of local businesses and citizens. The main floor has been completed and is used for community gatherings and cultural and educational events. The second floor of the home contains display areas as well as the society's office. Many first-class educational and fund-raising events are held at the property which includes almost ¾ acre of lawn. The main floor of this elegant home is available to rent for small weddings, receptions and dinners. The Little City With a Big Heart www.hartfordia.com Hartford is located in Richland Township and is one of the oldest towns in Warren County. The town was laid out by John D. Hartman in 1849 when the area was part of Polk County. Hartman was the first merchant in town and brought goods to sell by horseback from Ottumwa and Oskaloosa. The Post Office was established in 1859, had weekly mail and was called Three Rivers Post Office. Before the railroad came to Carlisle, Hartford was a prosperous town with Murphy Tower Service, LLC.
