– Baroness Orczy’s classic novel, The Scarlet Pimpernel, is now a sweeping and exciting musical by lyricist/book writer Nan Knighton and composer Frank Wildhorn. This lavish musical, directed and choreographed by multi-Desert Theatre awardwinner Derik Shopinski creatively combines history with dynamic music and a swashbuckling storyline. It’s 1794, and “Madame Guillotine” is busily balancing the scales between the classes; as France’s Reign of Terror

surges forward, a brave band of Englishmen risks their lives to rescue the intended victims of the guillotine. Their leader and hero is an enigmatic master of disguise known by his calling card: the red, star-shaped wildflower, the Scarlet Pimpernel.

The tale of The Scarlett Pimpernel begins in a theatre in France. The heroine Marguerite, played hauntingly by Se Layne, is performing with her troop; she announces it is her last performance as she has met and fallen in love with a handsome English Lord, Percival Blakeney,

played with panache by Paul Grant. However, the show is abruptly halted in the name of the Revolutionary Tribunal by Citizen Clavelin, Marguerite’s former lover – played with dastardly intent by Eric Stein-Steele. Blackmailed by Chavelin, Marguerite reluctantly assists him by revealing the location of St. Cyr, who is slated for execution. Governor Newsom Takes Action to Strengthen California’s Gun Safety Laws

Governor Newsom, Attorney General Bonta, and Senator Portantino Announce Legislation to Strengthen California’s Public Carry Laws in the wake of the U.S. Supreme Court Ruling. California’s Gun Safety Laws Lead to a 37% Lower Gun Death Rate than the U.S. Average.

the wake of multiple mass shootings that took the lives of 19 Californians in just 72 hours last week, Governor Gavin Newsom, Attorney General Rob Bonta, and Senator Anthony Portantino (D-Burbank) announced new gun safety legislation to modernize and strengthen California’s public carry laws.

“Only in America do we see the kind of carnage and chaos of gun violence that destroys our communities and sense of safety and belonging,” said Governor Gavin Newsom. “America is number 1 in gun ownership, and we far surpass every developed nation in gun deaths – it’s not complicated.

In California, we’ve passed common sense gun safety laws, which work: we have a 37% lower gun death rate than the national average. We’re doubling down on gun safety and strengthening our public carry law to protect it from radical Republican attacks.”

WHY

IT’S IMPORTANT:

Last June, the U.S. Supreme Court struck down a New York law, aspects of which mirrored California’s public carry laws, and the legislation announced today – Senate Bill 2 by Senator Portantino – would make fixes necessary to update the standards and processes for obtaining a public carry permit in California.

WHAT THE LEGISLATION DOES:

Senate Bill 2 strengthens California’s restrictions regarding public carry laws by: Enhancing the existing licensing system – ensuring those permitted to carry firearms in public are responsible and law-abiding individuals; Protecting children – setting a minimum age requirement of 21 years of age to obtain a CCW license; Advancing more robust training requirements – ensuring proper handling, loading, unloading, and storage of firearms; and Identifying certain sensitive public places – establishing safe community places where people should expect freedom from gun violence.

Monarch Butterfly Winter Count Shows Significant Improvement

She said experts would need to see an average of 500,000 monarchs over five years to consider the monarch population stable. In California, the public can visit large clusters of monarch butterflies for a few more weeks at Pismo State Beach, Pacific Grove near Monterey, and Natural Bridges in Santa Cruz County.

Volunteers counted more than 335,000 Western monarch butterflies this winter in an annual survey, a significant improvement over the last few years but still far short of historical numbers.

Observers only counted 2,000 of the iconic black-and-orange butterflies in 2020 and then 250,000 in 2021.

She and other experts noted people can do their part by planting butterflyfriendly gardens filled with native nectar plants and native milkweed.

Tips for Student Loan Borrowers Waiting for Answers on Debt Relief

Millions of Americans with student loans are anxious to hear if the Supreme Court will uphold President Joe Biden’s plan to offer up to $20,000 in student debt relief.

Conservative groups are challenging the program, claiming it unfairly favors people who went to college and arguing the president cannot offer debt relief without the consent of Congress.

In the meantime, financial experts have tips on what to do while waiting for a ruling.

Jaylon Herbin, director of federal campaigns at the Center for Responsible

Lending, said borrowers need to stay in constant contact with their loan servicer, which may have changed.

“During the beginning of 2022, federal student aid took on new contracts for services,” Herbin pointed out. “It used to be Navient and Sallie Mae. So you should have been receiving those emails. Some may have come from Aid Advantage, who took on the Navient contract. Mohela as well.”

People can sign up to receive updates from the Department of Education to keep tabs on the program’s status. The administration is not taking

any more applications until the case is resolved. The high court hears opening arguments on Feb. 28 and will rule by June.

During COVID, the administration paused payments on federal student loans. Herbin noted that people who voluntarily made payments during the

pause should know they can get the money back.

“If they just had extra money, and wanted to get ahead of these payments, then they can receive a refund,” Herbin explained. “They just have to write to their servicer and request that refund.”

However, the entire

loan, including the refund, will have to be repaid if the program is struck down. In California, more than 2.3 million borrowers applied or were deemed eligible for a refund, and almost 1.5 million were approved before the program was frozen by the court.
