Chase Gala 2023

The 29th Steve Chase Gala was held at the Jackie Lee Houston Plaza and the street in front of the Palm Springs Convention Center. The road was blocked off, and several tables were placed there. I saw

that the cut-off for attendance was at 900 but was told later it was 1000 people attending. Guests walked a Blue Carpet into the gala setting—guests who wanted their photos taken on entry. Self Parking and Valet parking were provided.

An extensive cocktail reception was held in the lobby of the Convention Center. Silent auction items were on display for bidding. Guests mingled and greeted old friends. Appetizers were served, and several bar areas created

refreshments. Guests found tables where they were served a box, Bon Appetit Al Freso, dinner of Vegan or salads, Beef Tenderloin and Salmon, plus a dessert. Great way to do so many in an outdoor setting, and it was delicious.

The gala had a different feel this year as last year was scorching, and this year was very cool.DAP cared for its guests by handing out blankets to keep them warm.

Amok horror at US elementary school

Police offi cers killed the attacker.

The attacker, believed to be a 28-year-old woman armed with two automatic rifles and a pistol, was shot dead by arriving police officers, a Nashville police official said Monday. The exact identity of the perpetrator was initially unclear. The three adult victims are school employees. Originally, the police had described the perpetrator as a teenager.

Police were reportedly alerted at 10:13 a.m. to a gun attack at The Covenant School, a Christian private school in Nashville. Arriving officers began clearing the ground floor of the building

and then heard gunshots coming from the first floor, Aaron said. There the police met the attacker and shot her.

Police officers with rifles, body armor, and helmets could be seen in the school parking lot and on the lawn in front of the building Monday morning (local time). A spokesman said the victims were dead upon arrival at the local hospital. The school is a private Christian institution and serves approximately 200 children from preschool through sixth grade. There is also a kindergarten there. A mother told US television that

Tell me more: Celebrants is Americana outfit Nickel Creek’s first original album since 2014’s A Dotted Line. It almost goes without saying that it is wonderful to have new music from the talented trio of Chris Thile, Sean Watkins and Sara Watkins — especially when the disc is as great as this one. My favorite track is the sumptuous musical jaunt “Strangers,” with the dashing mix of Thile’s mandolin, Sara Watkins’ fiddle and Sean Watkins’ acoustic guitar work dancing with the trio’s artful harmonies. Other standout songs on the 18-track disc include the gorgeous “Holding Pattern,” rousing “Where the Long Line Leads,” sonically ambitious “The Meadow” and bewitching “Stone’s Throw.” Additional kudos to bassist Jeff Picker for his musical skills that enhance the music making across Celebrants. CA Bill to Fight Gas Price-Gouging Expected to Pass

A bill designed to fight price-gouging at the gas pump is expected to pass the California State Assembly today and be signed by Gov. Gavin Newsom soon after.

Senate Bill X1-2 would create a watchdog at the California Energy Commission empowered to set a “reasonable” profit margin for gasoline and assess penalties for price-gouging.

Meghan Sahli-Wells, former mayor of Culver City and California director of the group Elected Officials to Protect America, said oil companies must be held accountable.

“What we’ve seen is behind these price hikes aren’t the external forces that the big oil companies have blamed for the humongous price spikes,” Sahli-Wells asserted. “What we’ve seen are refineries that have doubled their profits.”

The Western States Petroleum Association has slammed the bill, blaming high gas prices on a supply shortage linked to a lack of investment in refining capacity and necessary infrastructure.

Gas prices last summer and fall hit an average of $6.42 per gallon in California, more than $2.50 higher than the national average.

The oil and gas industry is behind a ballot measure to roll back a California law passed last year requiring new drilling permits to include setbacks from homes and schools. Sahli-Wells argued that the state needs to cut air pollution from burning fossil fuels, adding

“The industry itself is going hot and heavy on propaganda to scare people into dialing back environmental protection,”

CA Bills Aim to Improve Health-Care Access

promoting a package of bills this legislative session to make health care more accessible and affordable.

The Care 4 All California coalition, which includes more than 70 organizations, unveiled a set of 10 bills Wednesday in Sacramento.

Andrea Rivera, the senior legislative advocate for the California PanEthnic Health Network, said grassroots support could make big things happen.

“Historically, communities of color, we’re not invested in,” Rivera pointed out. “Together, we are stronger, louder, and more powerful. Together, we cannot be ignored.”

The coalition sees the bills as a series of steps toward achieving universal coverage by reducing costs and removing barriers to care.

Currently, the Affordable Care Act bars undocumented people from purchasing health coverage through the Covered California marketplace.

Asm. Joaquin Arambula, D-Fresno, introduced a bill to ask the feds for a waiver.

“That’s why I introduced a bill before this year that will end the unjust exclusion of our undocumented community from Covered California,” Arambula explained. “We have to create a health care system that is more universal, affordable, and equitable for all Californians.”

Asm. Pilar Schiavo, D-Chatsworth, authored Assembly Bill 1208 to eliminate deductibles and lower copays for people on Covered California Silver plans. In addition, she wrote a second bill to allow Medi-Cal to offer additional services to new mothers.

“AB 608 would expand

a mother’s access to perinatal health workers who screen for postpartum depression, help with child nutrition, and provide a warm handoff to other social services,” Schiavo outlined.

Other bills in the package aim to eliminate surprise ambulance bills, require private health

plans to cover things like wheelchairs when prescribed by a doctor, improve access to mental health care for youths, increase oversight of health care mergers, and improve financial transparency from medical groups.

PALM SUNDAY, OUT OF THE DESERT & INTO THE CITY OF PEACE

Sunday is Palm Sunday, the start of Passion Week. Palm Sunday biblically marks the triumphal entry of Jesus of Nazareth, coming out of the desert (time of preparation for Springtime) and entering into the city of Jerusalem (city of Peace). Palms (symbolizing peace, victory and respect) waved and placed on the ground for the young colt carrying the Christ (Pisces World Teacher) to walk upon. It was a procession, heralding the Christ as Messiah, the prophesied Promised One.

Palm Sunday tells us Lent (preparation) ends and the sacred days of Holy Week begin – unfolding a drama of cosmic proportions played out for humanity. The Christ enacts major Initiations (transformations and stages of development we all experience) for humanity. Holy Week begins with a majestic procession and ends with a trial, Crucifixion, death, a tomb and finally Resurrection. The story is a deep psychological theme of redemption and hope offered to humanity, living as we are on Earth, one of the three planets of suffering.

A new world order (esoteric words) appeared when Christ (Pisces World Teacher from the star Sirius), visited Earth. And when he died and was resurrected. He proved to humanity there is no death. Since that time, humanity has been moving steadily out of the death throes into the new era of Aquarius (new livingness for humanity). The signs are everywhere. The story of Holy Week is written in the heavens, on the Fixed Cross of Taurus, Scorpio, Leo and Aquarius.

During this week we are preparing for the first full moon of Spring, called the Aries Festival (next Wednesday, April 5). The Aries solar festival (at the

time of the full moon) brings to the world a new “livingness, a new light, new hope and vision via the Forces of Restoration and a Great Being called the “Spirit of Resurrection” (representing the risen Christ, the world teacher for all of humanity). Our focus, goal and stance this week in preparation for Easter and the Aries festival – “....we collect ourselves, scattering not our force, but, in actions, prayers, intentions and meditation deep, communicate with humanity and Earth’s kingdoms through acts of Goodwill, Right Relations, Harmony, Intelligence, Love and Peace”. And thus we prepare with one heart together.

ARIES: Your true calling comes forth in these new era times. No longer just a burning ground of aspiration, as the world begins to reorient everywhere, your initiating abilities clearly emerge. As you organize your goals and philosophical beliefs, you begin to climb to the highest level anyone can be in terms of world work. You begin to see your career in terms of how to help humanity create the new culture and civilization. You ponder on how humanity’s gifts too can come forth.

You’re at the doorstep of this new evolving reality.

TAURUS: Taurus is the opposite of Scorpio, and often can take on Scorpio’s hidden depths. So often you stepped into the shadows, didn’t want to speak up and out, thought others would do a better job. This gave you time to develop strength and stamina, abilities and clear awareness. Now staying behind the scenes is no longer appropriate. You are to step into the limelight, begin to communicate, teach, lead, facilitate, make the transition from dark room to lighted world. You give hope to

humanity. Your gifts are the “waters of life” to them.

GEMINI: So much of your life has been about observing the needs of others, stepping into the world field of service. This has been good. However, there comes a time when your focus must shift from others to self. That time is now. And this requires the development of new tools. For further progress, you need new studies, new people, new information. You’re ready to answer a call from the Soul. This is a transition time for you. Offer yourself to your Soul’s call and stand in its Light. The Soul offers direction.

CANCER: Who you’ve been will no longer be who you are. What you’ve been asked to be is no longer who you can be. LIBRA: All that’s important to you, all that formed your foundational set of beliefs, will be revised and reoriented. This is a part of growing up. You took a certain path into the new world long ago. You learned new things, entered into understandings, eliminated restrictions. Now you revise your values, assume a greater sense of self-assurance, learn forgiveness, the give and take of relationships. Through a possible crisis, your whole world shifts. Know every level of life and every person has its own truth. In knowing this, you begin to love more.

SCORPIO: You will find the need to speak the Truth in many situations. Usually you stand aside, allowing others to be the voice of society. However, this is changing. The opposite sign of Pisces is Virgo, the sign of healing. Tend to all health matters in all parts of the body. Follow alternative methods of testing and healing. After tending to your health new opportunities will present themselves. New decisions will be made. A new change of focus will appear with new endeavors. Much of this year is a time of healing and preparing for your new work to appear. It’s international.

Eight Tips Before The Balcony Inspection Deadline

On June 16, 2015, a fifthfloor balcony at a Berkely apartment building collapsed, killing seven people, allegedly due to weakening by severe dry rot. Three years later, the state of California adopted Senate Bill 721, requiring owners of multi-unit residential buildings to obtain architect or structural engineer inspections of above-ground “exterior elevated elements” by 2025 and every six years thereafter. The passage of SB 326 in 2019 imposed essentially the same requirements on HOAs with a deadline of 2025 except with a repetition requirement of every nine years instead of six. The new law is found in the Davis-Stirling Act at Civil Code Section 5551.

Unfortunately, many contracts presented to HOAs

reflect misunderstandings of the statute’s requirements and propose more work (and expense) than required by the law. Here are 8 tips to help understand your HOA’s inspection contract to ensure your HOA is not paying for unnecessary costs.

1. The statute applies only to areas under HOA responsibility for maintenance or repair (5551((b)(1). If it’s not the HOA’s responsibility, it does not fall under the inspection requirement. Many planned developments do not fall under the requirement, since they typically do not maintain or repair residence balconies, elevated walkways, or stairs. Some townhouse style (side-to-side residences, no stacked homes) condominium associations are amending their CC&Rs to shift maintenance of second-floor balconies to the individual unit owners; thereby, taking the HOA out

of the inspection requirement for those balconies.

2. The statute does not apply to all elevated elements but only to load-bearing components supported wholly or partly by wood or woodbased products (5551(a)(3)). Make sure that your HOA is not paying to inspect steel elements.

3. An “exterior elevated element” is a component extending beyond the exterior building walls that has a walking surface over six feet above ground level. A deck on top of the building, garage, or part of the main residence may be excluded, as only parts extending beyond the exterior building walls are included per 5551(a)(3). Many associations have balcony patios that are partially within the main structure of the building or walkways, which are part of the main building structure, or

other areas that do not protrude from the main building.

4. The statute requires inspecting enough locations to provide a 95% level of confidence that the sample represents the entire building. Some contracts propose to inspect 95% of the locations in a building, which in medium or larger sized buildings may be overkill. The statute doesn’t say how to achieve the 95% level of confidence – it might be the judgment and experience of the inspecting architect or engineer, or perhaps a formal statistical sampling calculation from a website such as www. calculator.net. The more locations in the HOA, the less percentage of the locations need to be inspected to gain a statistically valid sampling.

5. The required inspection is visual, not destructive, per 5551(a)(5). Inspectors

need not tear open balconies or stairways (destructive inspection). Using moisture meters, infrared sensors, or boroscopes will satisfy the law.

6. When choosing the architect or engineer, consider contracting for only the inspection. Be wary of companies proposing to inspect and then design and perform the work all in one contract.

7. Don’t wait until the last quarter of 2024 to pursue this inspection.

The Consumer Financial Protection Bureau has proposed new credit card late fee regulations, which could save Americans billions of dollars.

The bureau reported that late fees cost cardholders about $12 billion annually. Congress attempted to ban excessive late fees in 2009, but the Federal Reserve still allowed companies to charge late fees up to $41. The new proposal would lower it to $8 and end an automatic yearly inflation adjustment for the fee amount.

The regulation would cap late fees at 25% of the minimum payment.

Daniel Rathfelder, vice president for Coastal Federal Credit Union card services, said the new rules would help cardholders.

“I think overall, consumers are going to see some big pieces shift in their favor if that gets adopted,” Rathfelder observed.

Late fees are intended to cover collection costs, and some card issuers increase the prices with each additional missed payment. Under the proposal, companies would still be able to charge higher fees if they could prove their collection costs are higher.

The bureau estimated the new rule would save people as much as $9 billion annually. The agency is taking public comments until April 3.

The bureau also wants public comments on the possibility of a 15-day grace period beyond the due date before late fees can be assessed. Rathfelder noted in its general statement on the rule change that his credit union endorsed the idea.

“We pushed a little bit harder and said if consumers had a grace period, and the companies who could do automation around messaging and notification, getting people after the first day that it’s due a

notice saying, ‘Hey, you missed this, but you have nine more days,’ that would probably resolve a lot of the scenarios,” Rathfelder explained.

Rathfelder added that some

enclaves of the financial services industry have already adopted grace periods, including for auto loans and mortgages.

Grant Supports Cancer Care for Local Residents

Palm Desert, Calif. – The H.N. and Frances C. Berger Foundation presented Desert Cancer Foundation (DCF) with a $25,000 Coachella Valley Spotlight grant to support patients needing cancer care.

“Desert Cancer Foundation is the only organization that makes direct payments to providers on behalf of valley residents who otherwise could not afford access to care and vital treatment,” said Eevet Edens, Executive Director of Desert Cancer Foundation.

“We are grateful to the Berger Foundation and News Channel 3 for supporting this critical need in our area.”

DCF’s Patient Assistance Program covers the high cost of cancer care for individuals 18 years and older with low household incomes who are uninsured, underinsured, or lack funds to pay for treatment. Since the nonprofit was founded in 1994, DCF has helped thousands of people

in the Coachella Valley receive lifesaving and life-extending treatments. On average, DCF serves about 160 unduplicated patients annually, with about $320,000 in direct payments for patient services valued at more than $3 million. Typically, patients receive care through DCF’s Patient Assistance Program for 1-2 years.

“We have seen Desert Cancer Foundation come to the aid of many people in our valley through the years, and it’s great to help support their mission,” said Catharine Reed, Vice President of Charitable Programs for the H.N. and Frances C. Berger Foundation.

DCF covers all costs associated with cancer care and treatment for those in need, including insurance premiums, deductibles, copays/co-insurance, and Medi-Cal Share of Cost. The medical services rendered to individuals include scans and x-rays, surgeries, biopsies, chemo and radiation therapies,

prescription medications, and more. DCF partners with the local medical community, including Eisenhower Health Lucy Curci Cancer Center and Desert Regional Comprehensive Cancer Center, to provide patient navigation. DCF staff works closely with local doctors, nurses, pharmacists,

social workers, and financial navigators. Thanks to these well-established community partnerships, every $1 raised by DCF translates to more than $10 in cancer care.

Sugar Ray Leonard Legendary World Boxing Champion

The Rancho Mirage Speakers Series of sports legends held its last event on March 21st. Closing out the series was the iconic boxer Sugar Ray Leonard. Sugar Ray is a boxing legend with six world champion titles. He is considered one of the greatest boxers of all time. The event was held at the SHOW at the Agua Caliente Resort, Casino, and Spa.

He came on the stage and was interviewed by Sibley Scholes, who knew about his life and asked those questions. One of his first comments was that he thanked God daily for all that had happened. He said it was not just him but many people that helped him get where he is today. He said he learned so much from all his boxing foes. Speed is the ultimate weapon in boxing. He said there were people

he trusted in his career and life; one was his trainer. He said he always gave 100%. You have to believe in yourself. People will tell you you can’t do something, so you must prove them wrong. If you lose, you have to do it another way to win. He said his most outstanding achievement was winning the Gold Medal at the Olympics. He cried when he got the Medal on the podium. Sibley asked him about

his days as an addict. He spoke candidly about that time. He said he prays daily to a Higher Power. He talked about what he did to quit drugs and alcohol. He loves to play golf and plays tennis a few times a week. He tries to stay in shape. He said Boxing found him as he did not seek it. He has a foundation to research and cure diabetes. The main focus is children and learning to eat healthily.

Sibley gave him a glove to try on. Sugar asked a member of the audience, Dirk Thye, to come up to spar with him. He interacted with the audience several times. The Q&A brought a lot of laughter from Sugar, Sibley, and the audience. He said, in the end, to work hard, enjoy life and never give up. Don’t keep things inside; talk about them and let them go. It was a very enlightening series by sports legends.

Netanyahu buckles in front of mass demonstrations

Puts his controversial judicial reform on hold: Israeli Prime Minister Benjamin Netanyahu (73)

Israeli Prime Minister Benjamin Netanyahu (73) has put the controversial judicial reform on hold. The head of government announced this on Monday evening after a dramatic escalation of the protests. Netanyahu had been negotiating with the coalition partners of his right-wing government since the early morning - and finally bowed to pressure from the street.

“We must not have a civil war,” Netanyahu said in an address to the Israeli people. Israel is “in the midst of a crisis.” He announced that he would give “a real chance” to a “real dialogue” about the reform plans. The government will not vote on the current version of the judicial reform and will

enter talks with the opposition.

Israel’s President Izchak Herzog (62) welcomes the move. In the evening, he said: “It is right to stop the legislation. Now is the time to start a sincere, serious, and responsible dialogue that will urgently calm things down and bring down the temperature.”

Demos brought Israel to a standstill.

For months, hundreds of thousands of Israelis demonstrated against the Netanyahu government’s plan to weaken the Supreme Court. The legal dispute escalated on Sunday: Defense Minister Joaw Galant (64), who, like Netanyahu, belongs to the Likud party, warned of a division in society and a weakening of the army -

and called on Netanyahu to stop the reform.

Netanyahu immediately threw his most crucial minister out of the government and triggered a new wave of protests. Israel’s unions called a general strike, bringing the country to a standstill on Monday.

Netanyahu’s government has gambled – at least for now – and must put the reform on hold.

Critics: “Feels like I’m losing this country.”

Since the reform plans were published, the largest protests since the state’s founding have occurred in Israel. The fear of many citizens: a government whose laws can no longer be stopped by an independent judiciary.

They speak of an attack on Israeli democracy and accuse the government of wanting to make the country more religious and nationalistic.

Supporters of Netanyahu’s judicial reforms criticize the Supreme Court for having too much influence and accuse the judges of left-leaning political activism like Aron Milman (37) from Tel Aviv, who protested FOR the reform in Jerusalem on Monday evening.

One of the many thousands of Netanyahu critics is Itay Mautner (49). He is demonstrating against judicial reform and fears for Israel’s future as a Jewish and democratic state. “I love this country; I have lived here and am patriotic. However, it feels like I’m losing the country I love

and would fight for,” Mautner said. He jokingly describes the demonstrations as “group therapy.” Because: “You know that you are not alone.”

One thing is sure: Despite Netanyahu’s announcement that the judicial reform will be postponed, Israel is unlikely to settle down. The far-right government will try again to get its reform through parliament. Whether the government and opposition are willing to make far-reaching compromises to prevent the protests from escalating again is questionable. The Israeli cabinet currently includes far-right politicians who have promised their voters to change Jewish democracy fundamentally.

Latino Advocacy Week Promotes Environmental Justice

This week, Hispanic environmental advocates are heading to Washington, D.C., from around the country to engage lawmakers on issues affecting us all, like clean air, pristine waters, and the fight against climate change.

In California, the third annual Latino Advocacy Week, we kicked off with a kayak trip for youth leaders in Morro Bay, part of the proposed Chumash Heritage National Marine Sanctuary, which would run from Santa Barbara to Cambria.

Juan Rosas, the conservation program associate for the Hispanic Access Foundation, led the event and said the beaches must be protected for future generations.

“To be able to protect this coastline from offshore drilling, to put our toes in the

sand and enjoy the ocean,” Rosas emphasized. “Not only for our generation, but I think of our great-grandkids that are going to be able to see this amazing coastline like we’re able to see it today.”

Latino Advocacy Week also includes in-person and virtual presentations in English and Spanish on various topics, including ways to train future leaders on advocacy work and engage the media and clergy on environmental issues.

Rosas noted that too many communities of color are plagued by dirty air.

“Many of our Hispanic communities have asthma,” Rosas pointed out. “We would love to see the Hispanic community raise their voice and fight for quality of air. There’s nothing more valuable than the air we breathe.”

New details announced ahead of the April 4 opening of the Tribe’s ancient hot mineral spring spa

– Today, the Agua Caliente Band of Cahuilla Indians released a detailed spa menu and booking details ahead of the Tuesday, April 4, 2023, public opening of The Spa at Séc-he at the Agua Caliente Cultural Plaza.

Known for its location at the 12,000-year-old hot mineral spring in downtown Palm Springs, Calif., The Spa at Séc-he will offer a unique private mineral bath experience called Taking of the Waters, an ancient practice sacred to the Agua Caliente Band of Cahuilla Indians’ culture. Twenty-two private mineral baths create a ritualistic healing experience that adds to the guests’ treatment or day pass journey.

The Spa at Séc-he offers a full menu of massages, facials, scrubs, wraps, couples retreats, and salon services within its 15 treatment rooms, in addition to specialty experiences such as cryotherapy, flotation, and water cupping massages. In addition, the wellness spa features a clinical skin support line, organic skin care, advanced technology facials, hair treatments, and an array of wellness packages with customizable options.
