The Certainty Shri Chouhan inaugurates of Success Food Security Bill 'historic', PRCM Department's new-look website The certainty of success - introduction Are you just trying your luck at succeeding in life and not sure whether you will actually get there? Is doubt and unbelief haunting you and preventing you from making the most of your opportunities life? If you doubt your ability to achieve or get something, chances are you will not no matter how hard you try. There is something to be said about the power your mind yields on the results you achieve in life. The battle is not won or lost based on circumstances or fate. The battle is won or lost in the mind. The certainty of success – learning from the past Looking back at some of the successes I and others I know have experienced in life it seems clear that one ingredient is absolutely necessary to success and victory in any endeavour you undertake. That ingredient is an unwavering faith in your ability to achieve something. It is an inner peace, assurance and confidence that can be described as “certainty.” Benjamin Franklin said “In this world nothing can be said to be certain, except death and taxes.” But I dare disagree and add that success is certain for the man who believes he can succeed. The certainty of success-a military story I have seen it at work many times. One such case, I remember well, was when we decided, with a friend of mine who is also a doctor, to join the military. We had some idea of the rigours of military training and had heard stories of people that had attempted it and failed or quit. But, and this is the crucial thing, before we joined we never once discussed the possibility of failing. We never once made any plans or allowance for failure. We had decided to join the military and as far as we were concerned only 6 months of military training lay between us and getting to be officers in the air force. I was quite surprised that many people I told the news were very negative about it. They said how difficult military training was and how much pain and suffering we would be put through. The sleepless nights, physical exhaustion, hard labour and all that we would go through were all emphasized. Only one or two people saw the end from the beginning. They saw us becoming officers. It was so bad that by the time we got to the military academy I was all too aware of what awaited us. But, and this is the crucial thing, failure was still never on my mind. I went there to get into the military.
Rahul Gandhi says
NEW DELHI: Congress leader Rahul Gandhi on Saturday termed Food Security Bill a "historic legislation" and asked party leaders to publicise its import to masses as they gear up for elections scheduled early next year. In his opening remarks at a meeting of Pradesh Congress Committee presidents and Congress Legislative Party leaders, Gandhi said it was for the first time in the history of the country that any government had passed a legislation on the people's right to food. Madhya Pradesh CLP leader Ajay Singh said Gandhi asked them to disseminate information among the masses about the Bill's significance. Singh said it was
wrong to link the Bill with elections. Food minister K V Thomas, sources said, told the gathering that a misconception existed among people that Public Distribution System would cease to exist after the Bill was implemented and asked them to dispel the notion. The Bill would plug the leakages existing in the PDS, he said. Party spokesperson Sanjay Nirupam said Congress had promised the right to food legislation before 2009 elections and it was imperative that "we fulfill the promise before we go to people in next elections". Asked why it took the party more than four years to fulfill its promise, he said "we had been working on it all the while". "The whole process of drafting the Bill and consultations take time... Opposition was uncooperative and it forced us to pass an ordinance," he said.

Rajasthan gives laptops, money to students to push for education reforms JAIPUR: In a bid to promote IT education in the state, Rajasthan Chief Minister Ashok Gehlot distributed laptops and money to students here under the Rajiv Gandhi Vidyarthi Digital Scheme. "These decisions and schemes would benefit the future generations, the youth, the students of Rajasthan. They would be empowered to do something in life, to achieve their goals. Today, we have distributed cheques worth Rs. 6,000 to all children who passed medium school so that they can buy PC Tablets. We would also distribute around 112,000 laptops over the period of two years amongst students," said Gehlot. In his 2013-2014 budget address, the Chief Minister had announced that Tablet-PC would be provided to
3,50,000 students in the State. He had also announced that in the second phase of the scheme, 14-inch laptops would be provided to 1,10,000 students of the current and the last session. Gehlot used the occasion to add that the scheme had been introduced to fulfill the dream of former Prime Minister Rajiv Gandhi, who wanted the country to enter into the 21st century with full preparation so that India could stand in the line of developed countries of the world. Union Health Minister Ghulam Nabi Azad was also present at the function. Politicians in the country have often used the distribution of free laptops to students as an incentive for them, as well as to increase their party's political clout. The latest controversy surrounded Uttar Pradesh Chief Minister Akhilesh Yadav, whose state government is yet to foot a bill of 900crore to tech giant Hewlett Packard (HP)-the suppliers of the free laptops.

The new Explorer mission will be placed in 'Goldilocks orbit' so that it is perfectly positioned to map the locations of more than 500 transiting exoplanets, extrasolar planets that eclipse their host star. Previous sky surveys with ground-based telescopes have mainly detected giant planets, while NASA's Kepler observatory has uncovered the existence of many smaller exoplanets, but their host stars are faint and difficult to study. TESS, which NASA recently selected as a new Explorer mission, is going to use an array of wide-field cameras to perform the all-sky survey of a broad range of exoplanets, ranging from Earth-size to gas giants. From this survey data, NASA's James Webb Space Telescope as well as large ground-based observatories will be able to further characterize the targets, making it possible for the first time to study the masses, sizes, densities, orbits, and atmospheres of a large cohort of small planets, including a sample of rocky worlds in the habitable zones of their host stars. TESS Principal Investigator George Ricker, a senior research scientist at the Massachusetts Institute of Technology's (MIT) Kavli Institute for Astrophysics and Space Research, said that TESS will carry out the first spaceborne all-sky transit survey, covering 400 times as much sky as any previous mission. He said that it is going to help identify thousands of new planets in the solar neighborhood, with a special focus on planets comparable in size to the Earth. To carry out an exhaustive twoyear survey of extrasolar planets in both celestial hemispheres, TESS needed to occupy a very particular position in space, a highly stable place that maximized sky coverage and gave the observatory a mostly unobstructed view of the cosmos, all from a low-radiation, thermally benign environment. After exhaustive studies by Goddard engineers and The Aerospace Corporation, the TESS team chose a never-before-used lunar-resonant orbit known as P/2 in the parlance of scientists. This high-Earth, highly elliptical orbit has a period half that of the Moon's orbital period, meaning that the satellite makes a complete orbital circuit every 13.7 days. When the spacecraft is at the lowest point closest to Earth at 67,000 miles (17.0 earth radii), it remains well above geosynchronous orbit 22,236 miles above the equator where most communications satellites operate. At this lowest point, or perigee, TESS will orient its dish antenna to Earth and transmit data to ground stations below, a process that will take three hours. At its highest point, or apogee, some 232,000 miles above Earth (58.7 earth radii), it avoids the hazards posed by the Van Allen radiation belts, which extend from about 621 to 37,282 miles above the surface. "This is the first time this orbit has been used," said Trevor Williams, a Goddard engineer who played a pivotal role in evaluating the trajectory's appropriateness for the TESS mission. "It's a stable orbit, stable in the sense that it isn't plagued by attitude perturbations."

Distant seismic activity can Mothballed NASA telescope may Economy to grow at six trigger quakes at get new life as asteroid hunter percent: Chidambaram JAIPUR: Finance Minister P. Chidambaram REUTERS: NASA is considering re- Earth asteroids, including 20 that were 'fracking' sites activating Tuesday said the economy was likely to grow a mothballed space telescope potentially hazardous, before funding for Powerful earthquakes thousands of miles (km) away can trigger swarms of minor quakes near wastewaterinjection wells like those used in oil and gas recovery, scientists reported on Thursday, sometimes followed months later by quakes big enough to destroy buildings. The discovery, published in the journal Science by one of the world's leading seismology labs, threatens to make hydraulic fracturing, or "fracking," which involves injecting fluid deep underground, even more controversial. It comes as the U.S. Environmental Protection Agency conducts a study of the effects of fracking, particularly the disposal of wastewater, which could form the basis of regulations on oil and gas drilling. Geologists have known for 50 years that injecting fluid underground can increase pressure on seismic faults and make them more likely to slip. The result is called an "induced" quake. A recent surge in U.S. oil and gas production - much of it using vast amounts of water to crack open rocks and release natural gas, as in fracking, or to bring up oil and gas from standard wells - has been linked to an increase in small to moderate induced earthquakes in Oklahoma, Arkansas, Ohio, Texas and Colorado. Now seismologists at Columbia University say they have identified three quakes - in Oklahoma, Colorado and Texas - that were triggered at injection-well sites by a major earthquake a long distance away. "The fluids (in wastewater injection wells) are driving the faults to their tipping point," said Nicholas van der Elst of Columbia's Lamont-Doherty Earth Observatory in Palisades, New York, who led the study. It was funded by the National Science Foundation and the U.S. Geological Survey. Fracking opponents' main concern is that it will release toxic chemicals into water supplies, said John Armstrong, a spokesman for New Yorkers Against Fracking, an advocacy group. But "when you tell people the process is linked to earthquakes, the reaction is, 'what? They're doing something that can cause earthquakes?' This really should be a stark warning," he said. Fracking proponents reacted cautiously to the study. "More factbased research ... aimed at further reducing the very rare occurrence of seismicity associated with underground injection wells is welcomed, and will certainly help enable more responsible natural gas development," said Kathryn Klaber, chief executive of the Marcellus Shale Coalition.
to help find asteroids that could be on a collision course with Earth, according to a senior U.S. space agency official. Launched in December 2009, the Wide-
field Infrared Survey Explorer, or WISE, telescope spent about a year taking pictures for an all-sky map. With its infrared detectors, WISE was able to peer through thick layers of dust and see even relatively dim objects such as cool brown dwarf stars in great detail. NASA then put WISE to work on another mission looking for asteroids and comets in the solar system. Of particular interest were objects in orbits that pass relatively close to Earth. WISE found about 150 near-
the project ran out. The telescope was put into hibernation in February 2011. NASA is now reviewing options for enhancing its asteroid-hunting efforts including bringing WISE out of hibernation, Lindley Johnson, who oversees the agency's Near-Earth Objects observations program, said this week. This follows February's explosion of a small asteroid in the skies above Russia and the near-Earth passage of a larger one the same day. More than 1,500 people were hurt by flying glass and debris after that small asteroid exploded above Chelyabinsk, Russia. The larger asteroid then zipped past Earth closer than the networks of communication satellites that ring the planet. Together, those events served as a celestial alarm clock, prompting congressional hearings and fresh calls for NASA and other agencies to step up asteroid detection initiatives. NASA says it already has found about 95 percent of the asteroids that are .62 miles (1 km) or larger in diameter.

at six percent or slightly more in the current fiscal year. "This year, by all estimates, the growth rate will be six percent or slightly above. This is not a satisfactory level of growth," he said. He attributed the low increase in growth to slowdown in advanced economies. Chidambaram and Health Minister Ghulam Nabi Azad were in the city to address the media. The finance minister also spoke at length on the steps the government has taken for the economy. He said the investment in public sector enterprises (PSUs) has been significantly hiked with the government investing around Rs.1.15 lakh crore in PSUs during 2012-13. He said the government has also taken various steps to improve exports, and coal and gas production and has been able to add 20,622 MW of additional power capacity during 2012-13. While answering a question on the rupee, the finance minister said RBI's measures announced recently are aimed at curbing excessive speculation and volatility in the forex market. "One should not read it as a prelude to policy rate changes," he said, adding that the rupee price would be market determined. Chidambaram also told the news conference that all LPG consumers will start to get subsidy in bank accounts through direct bank transfers by the end of the year. He said every citizen would have to contribute in stopping the increase in gold prices. "I cannot stop any one from buying gold, I can only appeal to buy less gold. Only this can stop increase in gold prices," he said.
