IFCI asks FinMin clearance on issuing tax-free bonds to raise Rs 10 bln Industrial Finance Corporation of India (IFCI) is planning to garner Rs 10 billion by the way of issue of tax-free bonds in the current financial year and has asked for approval from the ministry of finance for the issue, its MD Malay Mukherjee told PTI news agency. IFCI has recorded 13% increase in fourth quarter net profit at Rs 1.7 billion in 2013-14 fiscal against Rs 1.5 billion for the corresponding period in 2012-13. On annual basis, the firm has registered 13% rise in net profit at Rs 5.08 billion in 2013-14 as compared to Rs 4.51 billion in the year ago period.

NEW DELHI: Contending that the government's new pricing guidelines stipulating much higher prices for domestic natural gas will make the Indian fertiliser industry uncompetitive, the Fertiliser Association of India (FAI) called for delinking domestic gas from the price of imported liquefied natural gas (LNG). "The price of domestic gas in India should not be linked to imported LNG price. The domestic gas price should be in Indian rupees, not US dollars. In fact, domestic gas price in dollars was introduced only five years ago -- consequently, the price of domestic gas is rising continuously in rupee terms," FAI said in a statement here. "The proposed massive rise in gas price will increase the subsidy outgo of urea sales by Rs.10,000 to 15,000 crore per annum," it added. Pointing at the pincer grip of high input price and delay in the government's payments of subsidy leading to negative growth in the industry, FAI suggested that the existing gas pricing formula, that is indexed to crude oil prices, may be continued after removing its price ceiling of $60 per barrel of crude. "Alternatively, a new formula may
be devised with 50 percent weightage of cost of production of domestic gas and 50 percent weightage of price of domestic gas traded in the US and Europe," FAI suggested. Under the Domestic Natural Gas Pricing Guidelines, 2014, that will apply to all natural gas produced domestically, the fuel will be priced at an average price of liquid gas, or LNG, imports into India and benchmark global gas rates. Meanwhile, oil and gas major Reliance Industries Ltd (RIL) has asked fertiliser companies, its sole consumers, to provide a guarantee for paying a higher price of gas despite the Election Commission's order that the petroleum ministry should defer implementation of a new pricing formula. Fertiliser companies have refused to comply, saying that till a new price is officially implemented, the existing price of $4.20 per unit should hold without the need of a new guarantee. "What RIL is demanding from fertiliser companies is a bank guarantee to compensate for a higher price effective April 1, which is not acceptable to us," FAI said.

The only issue was the weather, but the rain and thunderstorms that clobbered central Florida cleared in time for the Falcon 9 to lift off at the precise moment when Earth's rotation aligned its launch pad with the plane of the space station's orbit. "Mother Nature is providing a window of opportunity today," NASA mission commentator Michael Curie said shortly before launch. SpaceX also used recently launch to test technology it has been developing to recover and reuse its rockets. The Falcon 9's first stage included extra fuel so that some of its engines could reignite as the booster fell back toward Earth, slowing its descent. The vehicle also was outfitted with four deploy able landing legs to help stabilize it for a potential vertical touchdown on the ocean before toppling over. Results of the test were still pending, but Musk said he did not think the booster splashed down intact. Given the rough seas and experimental nature of the test, “I wouldn't give it high odds,” Musk said. Eventually, SpaceX hopes to fly its Falcon rockets back to land for refurbishment and reuse.
UNITED NATIONS: As the Security Council convened its second urgent session this week on the situation in Ukraine, UN Secretary General Ban Ki-moon reiterated his grave concern over the rising tensions in the eastern and southern parts of the former Soviet republic, stressing that a "diplomatic solution is the only way out of this crisis". The situation has been deteriorating in Ukraine's crisis-hit city of Slovyansk, where two Ukrainian military helicopters were shot down overnight and a group of European observers captured April 26 remain in detention. The emergency session of the UN Security Council was convened Friday at the request of Russia, with Vitaly Churkin, the country's permanent representative to the UN, demanding a "swift halt of all violence" in eastern Ukraine, Xinhua reported. Japan is also likely to say next month that it will lower the effective corporate tax rate to 20 percent from around 35 percent currently, the Yomiuri newspaper said citing several government sources, which could encourage firms to boost much-needed capital expenditure in Japan. Prime Minister Shinzo Abe's government is set to announce the second part of its growth strategy next month. Investor disappointment with the first installment of the strategy last year contributed to a decline in Japanese shares. One proposal is to expand the value of an investment that a so-called angel investor can deduct from his or her taxable income from the current limit of 10 million yen ($97,800) to several times as much, the Nikkei reported without citing the source of its information. An angel investor is a wealthy individual who invests in promising start-ups that sometimes struggle to get funding from large venture capital firms. The government may also expand the scheme to companies started within the past five years from the current limit of companies that have been founded in the past three years, the Nikkei said. In fiscal 2013, angel investors used Japan's current tax breaks to invest in only 48 firms, which is only a tenth or even hundredth of the number of investments in other countries such as Britain, the Nikkei said.
DoT requests TRAI to review spectrum pricing in 800 MHz band NEW DELHI: A Department of Telecommunications (DoT) led committee has requested the Telecom Regulatory Authority of India (TRAI) to conduct a review of its proposal for the 800 MHz band spectrum pricing. TRAI has proposed a 50% hike in the reserve price to
Rs 26.85 billion per MHz for the 800 MHz band. Currently, CDMA service providers use spectrum in the 800 MHz band but TRAI has suggested a higher pricing since it can be used in the 3G and 4G technologies as well. The spectrum price was set at Rs 18.2 billion per MHz in the March 2013 auctions. TRAI has declared the hike in spectrum prices after linking the value of 800 MHz with final bid price for the 900 and 1800 MHz bands received in the February 2013 auctions, stated the DoT committee. Earlier, TRAI was of the opinion that the price fixed in one auction should not be a benchmark to determine the price for another bidding process.
