Tyler Micik Director, Public Policy & Government Relations
Tyler joined the State Chamber in 2020 as manager of public policy and government relations and was promoted to director in 2023. He works in coordination with the organization’s lobbyists, covering legislative and regulatory issues concerning the business community and developing policy that positions Delaware employers and their employees for success. He also manages the State Chamber’s policy committees, which help determine and define the organization’s policy efforts. Tyler interned with the Chamber in 2019 while attending graduate school at the University of Delaware where he received his M.A. in Communications. Prior to that, he received his B.A. in Communications from the University of Pittsburgh – Johnstown.

How a Bill Becomes a Law
1. Introduction: A preprinted bill is filed by any legislative sponsor(s) with the Chief Clerk (House) or the Secretary (Senate).
2. First Reading: The bill is dated and numbered the day it is first “read in” by title and is immediately assigned to a committee by the presiding officer.
3. Committee Action: The chairperson of the committee to which the bill is assigned may call for public hearings on the bill.
4. Committee Report: A majority of the committee members must “sign-out” a bill, reporting it favorable (F), unfavorable (U), or on its merits (M). This report is considered a second reading.
5. Agenda: The sponsor of a reported bill or its floor manager (usually the committee chairperson in the second chamber) has the bill placed on the agenda for action by the full chamber.
6. Floor Action: Sponsor of floor manager requests final consideration of bill by full chamber. Bill receives third reading, after which it may be amended, passed, defeated, or tabled.
