Message from the President By the time you read this, hopefully the legislative body is in recess and operating budget and infrastructure funding has been completed. But according to some, there is a possibility the budget might not be done by June 30th. Whatever happens, the question Rich Heffron remains, will the General Assembly and the Markell administration begin to find solutions to the Delaware Economic and Financial Advisory Council Revenue (DEFAC) prognosis that revenues could leave a $200 million hole in next year’s budget (FY17). We, the Delaware State Chamber of Commerce, and our members have been warning since 2013 that the state’s current revenue structure is not sustainable in the long run. This is a problem that needs to be addressed now. As we have said before, there is not one solution but this means there are a lot of hard decisions to be made. Working together with other business organizations, we will be looking to develop plans to restructure our current tax systems in conjunction with state government. Our expectation is to present to our elected officials possible revenue and spending solutions to resolve this problem in the out years. Along with this, we will continue to play our part in economic development initiatives designed to create jobs that will build long-term solutions for revenue growth. As we stated earlier, the fact is, this is not going to be an easy process and we’re only going to solve it by working together.

LEGISLATIVE PRIORITY
…And Miles to Go Before I Sleep
BY JAMES DECHENE
THE GENERAL ASSEMBLY is preparing to enter the June slog with a mountain of important legislation to work through. Items remaining include finalizing the budget, funding Delaware’s transportation and infrastructure needs, substantive modification of how abandoned property is collected, education reform, along with the usual litany of smaller, as-of-yet not introduced pieces of legislation that will make their way into the process. We stand now with the first round of budget writing hearings winding down, which will pick up again in the latter half of June. DEFAC has revised its forecasts to include $19 million more over the next two years as a result of unexpected corporate tax collection, but that number does little to alleviate the pending $80+ million budget shortfall this year. There remains one more DEFAC report before the end of this session, which will help finalize the budget. The expectation is that the shortfall will continue to widen, with forecast revenue stemming from abandoned property falling once again. The first bill in a transportation funding package deal has passed the House, and raises $23 million in new fees to fund much needed maintenance and repair work around the State. It will head over to the Senate where deal making discussions continue to happen to secure required Republican votes for passage. The next step to securing the Highway Trust Fund will be to transfer DELDOT operating funds from the Highway Trust Fund over to the General Fund, along with some sort of tax on gasoline, either on the wholesaler or at the pump. The Chamber is hopeful that discussions held over the last few months regarding significant changes to the collection of abandoned property, also known as escheat, will bear fruit in the form of legislation to significantly reduce the look back period and DELAWARE BUSINESS | Ju l y / Au gu st 2 0 1 5
262399 DSCC JulyAug15.indd 3
make less volatile its impact on the budget. Education reform, and funding, has also been a hot topic of discussion. Proposed legislation has run the gamut from allowing parents and students to opt out of state standardized testing to the much-discussed Wilmington Education Advisory Committee plan to change how and where children in the City of Wilmington are educated. Expect even more action surrounding education in the second half of session beginning in January 2016. What has not been discussed to date is a plan to reign in state spending. The bottom line is that the state must realign the current revenue collection process if there is any hope of sustainability when considering anticipated future state spending. The Chamber has called on the General Assembly to make reasonable and meaningful reductions in spending, before raising taxes and fees, going so far as to pledge to oppose any budget that does not contain these reforms. None of the aforementioned issues have a quick or easy fix, and we expect that next year will see similar discussions taking place. The Chamber continues to make the case that the state’s revenue and spending approach is not sustainable and that reform must happen if we as a state are to succeed in the 21st century. This article was written prior to June. 3

news&Notes Entertainment Industry in Dover Keeps Moving Forward FIREFLY AND DOVER INTERNATIONAL SPEEDWAY BY AMANDA HURD On June 18, Dover International Speedway made its transformation from the usual NASCAR weekend festivities into the majestic “Woodlands” for the fourth annual Firefly Music Festival. Since its start in the fall of 2011, when Red Frog Events first selected the tree-lined area around Dover International Speedway, the festival has continued to grow by leaps and bounds. Mike Tatoian, President and CEO of Dover Motorsports, remarked that, “Firefly is an event that brings much needed tourism spending and new visitors to our state. It’s a win-win for Red Frog Events, Dover International Speedway, the region and the State of Delaware on a variety of different levels. It literally puts us on a worldwide stage.” The 2014 festival hosted approximately 80,000 guests from all 50 states and 24 different countries. The first festival was held in 2012 and roughly 30,000 people attended the threeday event. This year, between 80,000 and 90,000 people are expected to attend the now four-day festival with over 125 bands on seven different stages, including Paul McCartney. McCartney’s scheduled performance introduces a whole new demographic to The Woodlands, and

reaffirms the credibility of those who organize the festival and Firefly itself. The success of Firefly is due, in no small part, to Dover Motorsports’ ability to adjust to and accommodate the evergrowing number of festival attendees. “We have a history of hosting large events and have been putting on our NASCAR event weekends for more than 45 years. We bring expertise in specific areas to the event, and the team at Red Frog Events has done a fabulous job of working with top partners in the music industry to complete the puzzle and orchestrate an incredible event. Fortunately our property and operational expertise matched what Red Frog was
looking for, and we have enjoyed working together tremendously,” said Tatoian. An economic impact study that was commissioned by Red Frog, the Delaware Economic Development Office, and Dover International Speedway showed that Firefly 2014 brought more than $68 million to the region in additional spending for goods and services. The business sectors that experienced the greatest amount of increased consumer spending included: food service and drinking establishments, retail stores, security services, building maintenance and repair services, and hotels and motels. Firefly supported the equivalent of 579 full-time jobs with total additional wage and salary payments of more than $23 million. These total contributions include direct and multiplier effects, as direct event activity has multiplied contributions throughout the economy. The study found that for every $100 of direct or initial spending, another $170 is spent throughout the Delaware economy, and for every 100 direct or initial jobs created by the festival, another 70 jobs are created. The festival also increased local, state, and federal taxes by a total of nearly $10 million.

The revamp of Wilmington’s Riverfront destination is certainly one of DNREC’s most visible achievements. Are there similar plans for other areas in the state? The Riverfront development plan is our largest and most successful example of a Brownfield project. It was an area that had been previously used for heavily industrialized purposes that left a legacy of contamination. When former Gov. [Russell] Peterson and former University of Delaware Pres. [E. Arthur] Trabant shared their vision for the area, I’m not sure anybody could have imagined creating the economic engine in New Castle County that stands there today. I don’t know that we’ll ever rise to that scale again, but we strive for that “twofer” – repurposing and redeveloping an existing site and eliminating contamination in that area. Using this model, we have our sights set on places like Fort DuPont in Delaware City and Auburn Heights Preserve in Yorklyn, as well as a the Evraz Claymont Steel site, which presents an exciting and dynamic opportunity for commercial investment right along the Delaware River.
What will DNREC do to keep pace with advances in environmental engineering and technology? Not surprisingly, and like many organizations, we’re aging. Fifty percent of our workforce is eligible for retirement, so our goal is to get the right people with the right skills to manage our agency into the future. We want to make sure that for our younger staff, they’re not only technically competent, but that we’re giving them the right skill sets to be effective managers for policy planning, continued on 10

news&Notes From Business to Leisure TOURISM IS IMPORTANT TO NEW CASTLE COUNTY BY SARAH WILLOUGHBY, GWCVB EXECUTIVE DIRECTOR The Greater Wilmington Convention and Visitors Bureau (GWCVB) is the destination marketing organization for New Castle County and is a nonprofit 501 (c) (6) organization. The bureau was created in 1978 by the Governor of Delaware, New Castle County Executive and the Mayor of Wilmington. Our founding director was Henry Topel. Our mission is to serve as the community’s customer-focused destination marketing organization, generating economic growth through leisure travel and meetings development by aggressively marketing attractions, facilities, amenities and services for visitors. The vision is to be the most comprehensive, convenient and bestknown source of information for visitors and meeting planners, and people wanting to relocate to New Castle County. As a result, the GWCVB seeks to produce higher volumes of visitors, visitor spending and tax revenues, to generate and sustain jobs to enhance the quality of life for our residents. 2013 research conducted by the Delaware Tourism Office with D.K. Shifflet & Associates reports that 2.7 million visitors came to New Castle County (7.3 million for the State). Tourism is economic development for Delaware – 39,400 tourism employees in Delaware (18,600 in New Castle County), making tourism the 4th largest private employer in the State and the 5th largest private employer for the county.

The most recent copy of Greater Wilmington Visitors Bureau visitors guide. The pulse today is one of optimism. Our hotel partners are seeing the highest occupancy levels since 2006. It’s an exciting time for tourism in the county. GWCVB is working with the Delaware Sports Commission on the 2015 US Lacrosse Northeast Championship, collaborating with and working with the Council of State Governments Conference and assisting with several city-wide conferences for the area in 2016. The Greater Wilmington area is positioned for growth. We are excited about the future of tourism for New Castle County and Delaware. Four new hotels have opened and two more are in the process. The GWCVB is marketing
a transportation incentive to attract citywide business that generates 500 or more room nights. The Bureau is partnering with other regional organizations including the Philadelphia Convention & Visitors Bureau (PCVB) and the World Meeting of Families in preparation for the Papal Visit to Philadelphia in September 2015. The total estimated economic impact of the Papal Visit for the region has been projected at $450 million. We are also working closely with PCVB on the 2016 Democratic National Convention next July (2016). The GWCVB partners with the Brandywine Museum Garden Alliance (BMGA) on the Brandywine Treasure Trail Passport program that has attracted visitors from twenty-one (21) states and two countries. The passport is one ticket to eleven attractions and is valid between Memorial Day to Labor Day. Over 90% of our budget is spent on marketing. Our marketing efforts are not seen locally – we are targeting those within a 250-mile radius for a getaway weekend to the area. At the end of April, the GWCVB received recognition from one of the top international marketing and communications awards programs for its new website. The GWCVB was named a Communicator Award of Distinction winner in the website category travel/tourism by the Academy of Interactive & Visual Arts. In addition to our website, we produce an annual Visitor Guide with distribution this year of 225,000.

news&Notes BUSINESS SPOTLIGHT
Highmark Blue Cross Blue Shield Delaware started in Wilmington in 1935 as Group Hospital Service. At that time, cost of coverage was just 75 cents per month. However, recently increasing health care costs have become a national issue. Today, Highmark Delaware has the same commitment to providing our members with the best coverage at the best price as we did in 1935. One of the solutions we are developing to keep costs down for members is our innovative pay-for-value programs. Highmark Delaware is working directly with physicians across the state to transition from the traditional payment model that reimburses providers based on the volume of services provided to a pay-for-value model. More than 84,000 members and more than 600 physicians currently participate in our pay-for-value programs. This shift to a pay-for-value model ensures that patients receive the right care, in the right setting, at the right time.
››
The pay-for-value model holds providers accountable at the highest standards, and has already improved patient safety by reducing unnecessary care and preventable infections. Participating physicians are rewarded for providing high-quality care while lowering health care costs. Payfor-value programs like the ones instituted right here in Delaware are changing the face of health care for members by improving their care, lowering the cost of care and making it easier to navigate the health care system. We have also created a suite of transparency tools to provide members with the information to make smart decisions about their health care options and spending. By providing easy-to-use quality and cost comparisons, we help members make educated decisions about physicians, hospitals and medical procedures regardless of what plan they have. Members also have access to tools that address quality, including provider
search and physician quality measures, as well as patient experience reviews. Members can see a physician’s medical training, board certifications, professional recognitions and practice details, and compare up to three physicians side by side. They can also check how physicians rate against national quality measures, as well as how other people have rated the service of the provider they’re considering. The Care Cost Estimator, which we introduced in Delaware at the beginning of the year, lets members shop and compare costs on common surgeries, diagnostic procedures and office visits. The cost range includes the typical fee for a procedure plus the costs of related services, including facility, physician, lab tests, x-rays and more. Using specific provider allowances, deductibles, coinsurance, copays and outof-pocket-accumulation, the tool calculates member cost-sharing, so members know how much medical care or a particular procedure will cost. The health care landscape is evolving but Highmark Delaware will continue to work collaboratively with physicians, develop innovative tools and create programs to ensure that we are providing our members with the best coverage for the best value.
Q&A continued from 6 human resource management and other areas. If we make these investments in our workforce, we can continue to make great strides over the coming years.
the responsibilities that the agency has. People know DNREC through a singular experience – getting a permit for an activity, buying their state park passes or gaining a surf permit to the drive-on beaches, but there’s really so much more that we do. We’re constantly trying to improve the air quality, protect public health through the quality of the drinking water, clean up contaminated sites, manage storm water and other
continual goals. And it’s difficult to isolate these projects too. When you think about that environment and natural resources, you’re tugging on a thread that’s connected to so many other issues. It’s hard to manage them within individual programs, so what we try to do is connect the dots across our body of policies, which gives us a great advantage in trying to achieve those goals.
Cost saving Pay-for-Value programs at Highmark

Beyond the paperwork and park fees, what is something Delawareans might not know about DNREC? I would say there’s a lack of understanding or appreciation for all

As North America’s largest motoring and leisure travel organization, AAA provides more than 55 million members with travel, insurance, financial and automotive-related services. It’s professional inspectors use published guidelines to conduct unannounced property evaluations. AAA rates more properties than any other rating entity and is the only one using detailed, published guidelines weighted by member priorities to assign AAA Approved hotels and restaurants ratings of One to Five AAA Diamonds to guide member travel decisions. AAA Mid-Atlantic, headquartered in Wilmington, DE, recently announced three hotels and one restaurant in Delaware that earned the 2015 Five or Four Diamond Award® rating during the past 12 months: • The Green Room, Hotel du Pont (30 year recipient) • Boardwalk Plaza Hotel, Rehoboth Beach (23 year recipient) • The Hotel du Pont, Wilmington (22 year recipient) • Dover Downs Hotel and Casino, Dover (12 year recipient) The AAA Four and Five Diamond Ratings are the travel authority’s highest designations for hotels and restaurants. ““These establishments consistently exceed the expectations of the most discriminating traveler – the AAA inspector.

“Transportation is vital in providing access to jobs and entertainment…quality of life in general.” Julie Theyerl, DelDOT. SEPTA commuter and Delaware local, Jeanne Mell, loves having the option of either taking the train or driving to work, “I mix it up and vary my commute between driving and SEPTA depending on my schedule. I look forward to the SEPTA days because I don’t have to deal with traffic and the stress of driving. And on bad traffic days, SEPTA can be quicker that driving.” But just like many commuters, Mell would love to see an increase in frequency and speed when it comes to trains. “I would love to see more express trains between Philly and Wilmington in the mornings and evenings. At the end of a long day, all I want to do is get home quick! And since you’re asking, service between Wilmington, the airport and the sports stadiums would be fantastic.” As demand for connectivity increases, passengers will look to currently operating services to fill the demand.

Form A for BUSINESSES
Please answer all questions as concisely as possible on your company letterhead or online at ssb.dscc.com. Applications may not exceed ten pages. You may include up to four attachments in addition to a ten page application. 1. Business name, address and phone number; Primary contact’s name, title, phone number and email address. 2. Please describe your business. 3. List the number of years in business and briefly explain how your business was started. 4. Number of employees and average tenure (Please distinguish between full-time and part-time). 5. Please provide your business mission statement and/or business philosophy.
Provide your mission statement, vision statement, guiding principles or strategies for success. How is your mission statement communicated to clients, investors and/or the general public, i.e. word of mouth, through marketing materials, etc.? Also explain how they were developed – were they customer or leadership driven, and how do you ensure they are understood by your entire company? Tell us here if you have team building meetings, strategy sessions and/or safety meetings that may include a regular discussion on these important guiding statements.
6.
Given the economic challenges of the recent past and present, how have you been able to sustain or grow your business? Please explain how today’s difficult economic climate has created obstacles or opportunities for your business. How are you dealing with the “New Normal?” Here is the place to highlight any strategies or measures taken that have resulted in savings, stability or growth. An index of profitability, projection and/or financial summary is required (examples could be revenue growth percentage, profit margin, etc.). Profitability results or a steady financial track record would be great evidence of skillful business management. How do your financial records measure up to other companies in your industry? Smaller companies should show growth or sustainability and share projections for the future. Actual financial metrics will separate your application from the competition. Tell us of innovative ways you have used to market or boost sales that have produced a good ROI, be specific. *Remain assured that all information is kept confidential.*
7. What makes your business stand apart from your peers and/or similar businesses?
Please use this question to outline how you identify customer needs and priorities. Customer loyalty, years of experience, low associate turnover and industry awards are all competitive weapons. Tell us if you are measuring customer satisfaction or if you have moved to customer loyalty or customer advocacy. Share with us how you brand your company and how you maintain it, i.e. social media, online networking, marketing campaigns, etc. Tell us if you have a customer database or process to retain information about customers to use in the future. If you have a formal process for tracking and resolving complaints, please highlight your program here and brag about your results. If associate training or education reimbursement programs are a big part of your employee retention program or your quality/safety programs, please tell us about that too. Specific examples are appreciated.
8.
Identify two or three of the most significant challenges in growing your business. Explain how you handled them.
Some companies highlight their hiring and retention programs here and others may share their success in adpating to economic climate changes. If there are challenges, financial or otherwise, how did the leaders of the organization rally associates to meet the challenge? How were the challenges identified and did you anticipate them coming? If they could not have been predicted, what have you learned for the next time to make the company stronger? If there are no challenges/problems to list because all employees are proactively taking care of all aspects of the business in the best possible way, tell us that too!
9. Briefly discuss the nature and involvement of your community service efforts.
List key leaders’ involvement – describe investments of time, as well as causes supported financially. This is also the place where you may highlight efforts to care for our environment. List efforts regarding investment in friendlier vehicles or equipment, and to conserve and recycle materials. Do you have a formal program that includes fundraising or service hours donated? Are the commitments or passions you have for certain causes conveyed in your marketing? Are they a part of the image you relate to others? Describe any support for a health and safety program where you may even include family members.
10. Please provide the names and contact information of your professional support, i.e. banks, accounting firms, etc. If you are an award winner, we will contact them on your behalf to share the good news. We also encourage you to provide customer testimonials with your application. Delaware State Chamber of Commerce | Superstars in Business | Apply online at ssb.dscc.com | (302) 655-7221

Making the Connection How the University of Delaware’s Career Services Center is helping to connect the Blue Hen family with businesses in need BY JESSICA FRY, UD CAREER SERVICES INTERN AND HEATHER GRIES, DSCC INTERN
DELAWARE IS CONTINUOUSLY THRIVING in new business ventures and keeps a growing network and connected community. Delaware values small businesses but at the center of its job market is the partnerships with bigger businesses. The University of Delaware Career Services Center (CSC) is here to advise its students and alumni in joining these partnerships and connecting with potential employers. They connect employers with the qualified, motivated and bright students they need. This is an easy resource for businesses to hire interns, interview on campus, post jobs and coordinate recruiting activities.
UD offers several career counselors that are specified to students within their majors and respective colleges. The website offers a wealth of resources such as a CareerMAP to manage the process of job hunting, sample cover letters, resumes and interview questions, and multiple search engines to look for internships, part time jobs or a full time career. Students also have the ability to upload their resume to the website for potential employers to look at. Additionally, CSC helps facilitate a variety of networking events to interest all majors. They host a large Fall Career Fair that attracts over 1500 undergraduate students. This assists local businesses in talent recruitment DELAWARE BUSINESS | Ju l y / Au gu st 2 0 1 5

and company promotion. The CSC is partnered with companies such as Bank of America, Dupont, J.P. Morgan and many other businesses big and small. Employers who are looking to take the next step can inquire about becoming a CSC partner. Employers are given personalized assistance in creating a customized strategy that provides a seamless approach to interdisciplinary recruiting. Employers can work with career counselors to more efficiently find their ideal candidates or learn how to become involved in different career-related events on campus. Lynn Epps, Interim Director and Associate Director for Employer Relations states “The University of Delaware Career Services Center is committed to providing meaningful and productive interactions with students, alumni, and employers. We are also committed to collaborating with Delaware businesses and connecting them to a great talent pipeline of UD students and alumni for internships, entry-level, and experienced professional career opportunities.” The University of Delaware produces ideal leaders who are not only prepared for, but excel in the workforce. The CSC’s mission is to empower its community to explore, experience and excel. One of the ways this is accomplished is through a required experiential learning class. This can be fulfilled through a CSC approved internship which provides students with the chance to gain hands-on work experience. Joyce Henderson, Assistant Director for Employer Partnerships, states, “It’s a win-win.” n 35

Mentorship is a two-way street DSU Mentoring Program BY LILLIE CRAWFORD, INTERIM DEAN OF STUDENT SUCCESS
THE COLLEGE OF BUSINESS (COB) at Delaware State University works to provide students educational opportunities and experiences that will help them reach their fullest potential and fulfill their professional dreams. Dean Donna Covington states, “My number one priority is to make sure that all COB students successfully complete their education and graduate with skills that equip them for rewarding careers.” She firmly believes that one of the ways to achieve this goal is by ensuring every student has a professional mentor who can impact their lives. Research shows that students achieve greater levels of success if they have guidance and help along the way. Mentors can directly impact students’ academic and professional preparedness. Mentors can also offer guidance and support and serve as someone with whom a student discusses career goals and plans, evaluates options and shares achievements, and works through setbacks and challenges. By pairing College of Business students with successful business professionals, who can offer one-on-one advice on career paths based upon real-world experience and insights, students are better positioned to realize their career Dean Donna aspirations. The newly formed College of Business Covington Mentoring Program has been designed to benefit the mentor and the mentee by bringing them together to network and develop skills and lasting connections for personal and professional growth. As a business professional I hope you will consider this opportunity to “mentor a student and change a life.” If you are interested in becoming a mentor please contact Interim Director of the Student Success Center Lillie Crawford at 302-857-6954. n July / Aug us t 2 0 1 5 | DELAWARE BUSINESS

Guide to Higher Education
Wilmington University Takes Business Education to the Next Level BY HEATHER GRIES, DSCC INTERN
THERE’S STRATEGY BREWING at Wilmington University and it is bringing new developments in online schooling and the Business Administration field. Wilmington University is one of the few universities in the country that offers an online Doctorate in Business Administration. The online program emphasizes critical thinking and consists of the students evaluating a challenge in the industry and then providing recommendations to their sponsors. Rob Rescigno has been with Wilmington University for the past four years, two of those most recent years have with the business school’s newly revamped Business Education Doctoral program. The educators are taking great managers and turning them into exceptional leaders. Rob says this program is all about the developing individual and looking through the strategic lens rather than a tactical one.
The curriculum allows students to start and finish together with its sequence of courses. The students have more support and love it. Online courses typically offer discussion boards for students, Wilmington University offers something called a synchronous session, where students meet once a week and participate in real time interaction with their peers. A critical evaluation recommendation paper has also been added. The goal is to have an alternative to the programs comprehensive exam. Something that is a more formative assessment and something the students can develop into a portfolio. The program has diversity industry wise and ethnically. There are some very experienced students, senior managers in a lot of industries, healthcare, finance, military government. No matter what their background is or if they love online, hate online, this is something that works for everyone. n

JP Morgan Chase grows in Delaware BY LARRY NAGENGAST
IT’S NATURAL TO THINK of J.P. Morgan Chase & Co. as a relative newcomer to Delaware, as one of the big out-of-state banks that set down new roots in the First State following passage of the Financial Center Development Act in 1981. That part of the financial services giant’s history is true, but the company, now solidifying its standing as the state’s second-largest private employer, has links to Delaware that stretch back a full 100 years. In 1915, John Pierpont “Jack” Morgan Jr., son of the founder of J.P. Morgan & Co., brokered deals that established his company as the sole 38

munitions and supplies purchaser for England and France during World War I and he then contracted with the DuPont Co. to manufacture the gunpowder needed by the two nations. Then, in the 1920s, Morgan helped provide some of the financing needed by Pierre S. du Pont, one of the three cousins who transformed DuPont from a gunpowder manufacturer to a chemicals power, for his successful purchase of a majority of the shares of the General Motors Co. With its current growth, including the acquisition of an office complex built on land once owned by the du Pont family, JPMorgan Chase has July / Aug us t 2 0 1 5 | DELAWARE BUSINESS

established itself as a pillar of the state’s economy, with each of its primary business lines represented in its Delaware operations. “Delaware is a critical hub for us,” says Bill Wallace, the Delaware market head for JPMorgan Chase. “It’s a great place to do business. The state has long attracted talented people in our industry, and its elected officials and community leaders understand and respect our business.” JPMorgan Chase now has about 8,500 employees in Delaware, handling a diverse range of assignments. “We have people supporting operations, supporting technology (including software developers, testers, program managers and infrastructure managers), supporting everything from asset and wealth management, the credit card business, commercial banking and investment banking,” Wallace says. Of those 8,500 employees, about one-third are working in three buildings in downtown Wilmington (known internally at the Wilmington Corporate Center), another one-third in its Newark Corporate Center, near Christiana Hospital and Delaware Park, and the rest split between its White Clay and Iron Hill facilities near Newark, Wallace says. (The Iron Hill center is part of what once was the MBNA campus in Ogletown.) Some of those employees will be shifted, and more will be added, in the fourth quarter when work is completed in transforming two office buildings purchased last year from AstraZeneca into what JPMorgan Chase is calling its Delaware Technology Center. The new office campus, in the triangle bounded by Concord Pike, Powder Mill Road and the Route 141 Spur, will be the newest link in a global chain of 13 technology hubs that keep the company’s operations humming steadily around the clock and around the world. DELAWARE BUSINESS | Ju l y / Au gu st 2 0 1 5
262399 DSCC JulyAug15.indd 39
The acquisition of the AstraZeneca site, which will house about 2,000 people, “will allow us to consolidate many of our technology folks, and create a world-class technology facility, that will attract talented technologists who will want to work on exciting innovations in a worldclass collaborative environment in Delaware,” Wallace says. Although renovations have been required before moving in, JPMorgan Chase took a strategic view in acquiring the 58-acre AstraZeneca site. Its location makes the center easily accessible via Interstate 95 and Route 202 and there’s room for future expansion as well, Wallace says. The renovations at these two buildings, which involve taking down many of the interior walls and offices that were typical of 1990s structures, will create what Wallace calls “a high-performance workplace environment,” with lots of light and plenty of open space to foster collaborative efforts among members of different teams as they work together on special projects. “Today, you can be working on a project with everybody in one hall, and in the next few weeks, you can go to a different area and work on a different project with a different group of people,” Wallace says. “We’re bringing a Silicon Valley workplace to Delaware,” he says. “At each of our technology hubs, we are planning to create worldclass facilities, with the aim of giving employees high-performance workplaces, state-of-the-art technology, proximity to teammates, and environments that facilitate their professional development and our recruiting objectives,” says Mike Zbranak, chief information officer for consumer operations technology. 39
6/30/15 3:32 PM
Insurance & Financial Services “As a global firm, we offer people an opportunity to build a substantial career with us, one that is full of possibilities,” Zbranak says. As part of its effort to develop a recruiting pipeline in Delaware, JPMorgan Chase has also established a collaboration with the University of Delaware. The collaboration, which began during the 2008-2009 academic year, included a $16.6 million contribution to the university, $14.1 million to create a Ph.D. program in financial services analytics and $2.5 million to help finance an expansion of Purnell Hall, according to Andrea Boyle Tippett, UD director of external relations. The Purnell Hall addition, to be completed this summer, will be the home of not only the new Ph.D. program but also the expanded JPMorgan Chase Innovation Center, where UD faculty and students collaborate with JPMorgan Chase employees on internships, projects and applied research. “Our longstanding collaboration with JPMorgan Chase has provided the University of Delaware and the Lerner College of Business and Economics with enormous benefits,” says Bruce Weber, the Lerner dean. Those benefits, he notes, include guest lectures, year-round internships and jobs for UD graduates. Several hundred UD students have participated in JPMorgan Chase internships since the partnership began, according to executive director Jennifer McDermott. Over 100 UD students have had internships at the Innovation Center, where they work part-time during the school year and fulltime during the summer. The company tries to convert the majority of these interns into fulltime employees after graduation, she says.

“It’s really experiential learning,” McDermott says. “It’s a win-win – the students apply what they’re learning in school to real-world experiences via an internship and we’re building a strong local talent pipeline from an excellent university.” Another opportunity for students is an interdisciplinary minor in global enterprise technology, which helps prepare students for careers in largescale, technology-leveraged global operating environments. The nine- to 12-credit program, open to students from all majors, involves hands-on work experience through a paid internship, either on campus or at remote locations, working in a technology position for JPMorgan Chase or a similar business. One important aspect of the expansion of JPMorgan Chase in Delaware has been its impact on the construction industry. In addition to the projects at the AstraZeneca site and at the University of Delaware, significant renovations were required to create highperformance work environments at both the Christiana Corporate Center and the Iron Hill site, and a new parking deck was added at the Christiana facility as well. The AstraZeneca construction effort is currently “one of the top three projects in the entire state,” says Joe Schorah, business agent for Local 19 of the Sheet Metal Workers International Association. “Look at the financial impact – we’ve got 300 people [from all trades] making good-size wages at the site. It’s a great thing for Delaware.” As of early June, Schorah said, about 50 sheet metal workers were on the job at AstraZeneca, covering two 10-hour shifts a day for six days a week. “With huge gaps in the state budget, Delaware needs jobs like that,” he says. “I couldn’t be happier to have a company like JPMorgan Chase here.” Wallace notes that the arrival of 2,000 or so employees at the AstraZeneca location will also give a boost to restaurants and shops along Concord Pike, many of which experienced downturns in business after the pharmaceutical business began a series of layoffs three years ago. On top of the company’s multiple Delaware operations supporting its worldwide business, JPMorgan Chase opened its first commercial banking office in the state in May. Its middle market banking office, located in the company’s main downtown Wilmington building, is targeting privately held or generational family businesses with annual sales ranging from $10 million to $500 million. “Our local delivery model, coupled with the firm’s global resources, allows us to provide clients with customized, comprehensive solutions and exceptional service,” said Mark Schrieber, executive director of Chase middle market banking in Pennsylvania, Delaware and southern New Jersey. “More than half of U.s. publicly traded companies and 64 percent of the Fortune 500 make Delaware their home, and opening a middle market commercial banking office in Delaware was the next step in our firm’s commitment to operations in the state.” Keith Kepplinger, formerly with M&T Bank, has been named commercial banker for the new office, which will offer credit, cash management, capital markets and corporate finance advisory solutions to its new clients. “Our firm and its predecessors have had a long, successful history here in Delaware,” Wallace says, “And we couldn’t be more excited about our future here.” n July / Aug us t 2 0 1 5 | DELAWARE BUSINESS

Checking In An Update On The Affordable Care Act For Businesses BY NICHOLAS MORIELLO
Delaware’s Premier Litigation Support Team
THE AFFORDABLE CARE ACT (ACA) is more than five years old, and many of its provisions are now in place. So, how has it impacted small businesses? We have to examine the law’s definition of the term “small.” Historically, a small business in Delaware would have been a business with 1-50 employees. The ACA is in the process of changing that definition to include up to 100 employees in 2016. Small business trends over the last 19 months have included: Offering fully insured coverage from an insurance company. The employer selects an ACA compliant plan with pricing based on employees’ ages and employees’ dependents’ ages. Employers can Nicholas Moriello contribute a percentage of the premiums on behalf of the employees, or contribute a flat dollar amount towards the insurance. Offering coverage through the Small Business Health Options Program (SHOP). SHOP is a governmentally run exchange for employers to shop and offer coverage to employees. The primary benefit for an employer is the potential for tax credits. Currently, businesses with fewer than 25 full time employees and an average salary of less than $50,000 per year are potentially eligible for credits. Self-insuring. The employer hires an administrator to handle employees’ medical claims. The employer is actually paying the medical claims, but has a reinsurance program to protect against catastrophic losses. Historically, this was only a viable option for larger employers who could spread the risk over a large population of employees. Offering a salary adjustment in lieu of health benefits. The employer could choose to not offer health insurance, and in lieu of coverage pay a higher wage. Employees would then be free to shop for coverage that meets their needs, possibly with governmental assistance. Overall, businesses are still adjusting to all of the changes. The Affordable Care Act is complex, and so are the options and regulations for employers. Professional assistance from an insurance agent or broker can be instrumental when reviewing all possible options. n DELAWARE BUSINESS | Ju l y / Au gu st 2 0 1 5

Bank of America Offers ATMs Featuring Video Tellers BY BASSAM AWADALLA, REGIONAL SALES EXECUTIVE, BANK OF AMERICA
IN APRIL OF 2013, Bank of America introduced a new state-ofthe-art technology to make banking even more convenient and improve upon the overall ATM experience. ATM with Teller Assist® combines the technology of an ATM with the ability to get personal assistance from an on-screen teller during extended banking hours. The live-video capabilities connect customers with a remote teller located at one of three call centers in the country – one of which is located in Newark. In addition to standard ATM functionality, ATMs with Teller Assist allow customers to deposit checks and receive cash back in exact change – down to the penny. Additionally, Bank of America customers can make loan and credit card payments. Those without an ATM or debit card on hand, can still make transactions using a U.S. government-issued photo ID. Customers can access the ATMs with Teller Assist between the hours of 7 a.m. and 10 p.m. Monday through Friday, and from 8 a.m. to 5 p.m. Saturday and Sunday, excluding holidays. Since the first of its kind was installed in Boston in 2013, Bank of America has installed more than 600 ATMs with Teller Assist in over 200 locations across the country. There is one in our region at Bank of America’s Kennett Square, Pennsylvania branch. A second location will be installed in Philadelphia this year. n 44

Looking Beyond the Border While business markets outside of the U.S. may elude many small and mid-sized manufacturing companies, pausing to better understand the export market may be one of the best time investments there is to regrow the U.S. manufacturing base. Consider this: 80% of global buying power resides outside of the U.S. borders, along with 95% of the global consumer population. During the past 25 years, U.S. exports have contributed significantly to our country’s economy with exports increasing from $224 billion to more than $1.1 trillion. These exports support strong middle-class jobs, and allow U.S. manufacturers to escape stifled market shares in over- supplied domestic supply chains, while also diversifying client base allowing manufacturers to ride out market fluctuations. Supporting the ability of U.S. manufacturing to participate in the global economy are 14 Free Trade Agreements (FTA) in force with 20 countries. Over the last year, nearly half of all U.S. exported goods went to FTA countries. With the reduction of trade barriers and the creation of a more stable and transparent trading environment, it becomes easier and cheaper for U.S. companies to export their products and services to FTA partner markets. One of the most significant advantages in the export market for U.S. companies is the value associated with “Made in America.” While significant quantities of foreign products roll into U.S. ports every day, international customers have an affinity for the American-made as it signifies quality and safety. American-made medical supplies are FDA approved, our food products are USDA approved, and Americanmanufactured products are fabricated from reliable supply chains and carry warranties. Contact Delaware Manufacturing Extension Partnership (DEMEP) to learn more or to register for an ExporTech™ program at 302.283.3130 or www.demep.org, or at www.nist.gov/exportech. ExporTech™ is a national export assistance program that helps companies enter or expand in global markets. ExporTech efficiently connects companies with a wide range of world-class experts to help navigate the export sales process.
