Delaware State Parks: No Better Place to Be

E

veryone I talk to about Delaware State Parks has a story. Sometimes it’s a specific memory of an event or experience, but it always ends with something like, “I love that place!” With such a diversity of landscapes and amenities, there’s a place for everyone, whether it’s the urban spaces of Alapocas or Bellevue, the trails at White Clay Creek, the cabins at Killens Pond, the baldcypress canopy and waterways of Trap and Trussum Ponds, or the beach experiences at Cape Henlopen, Delaware Seashore, Fenwick Island or Holts Landing. If history is your passion, you can experience the colonial era through First State Heritage Park, World War II at Fort Miles, and the Civil War era at Fort Delaware. These are just a few of the many treasures to be discovered in Delaware State Parks. Personal stories are some of the most crucial indicators of how well our parks are doing and how well they are managed. The number of park friends groups is larger than at any time in our history, with 4,314 volunteers providing 137,379 hours of service last year, the equivalent of 70.5 full-time employees. Other measures of success include increased social media presence, attendance and fee revenues.

Recently I found another. As a major national outdoor retailer was opening its store at Christiana Mall, a company executive pointed to the state’s spectacular outdoor places as one of the reasons the company chose to locate in Delaware. Later that week, a billboard along I-95 carried the company’s logo and a message to get out and hike along the Brandywine. Another indicator is the number of private businesses that seek to partner with us to provide services to our visitors – Hammerheads restaurant, Deerfield Golf Club, Coastal Kayak, GoApe, and more than 30 others. Finally, this year Delaware State Parks received the highest honor a state parks system can receive: the National Gold Medal Award for Excellence in Park and Recreation Management. This prestigious award recognizes the state park systems throughout the nation that best address the needs of those they serve. Increasingly recognized as more important than ever before are the physical, emotional and spiritual benefits that parks provide. As part of its tribute to the 100th anniversary of our national parks system, a National Geographic article earlier this year extolled the nurturing power of outdoor places, citing a number of studies that identified the many positive effects being outdoors can have. Improved mental health and cognitive ability, and less stress and disease have all been identified as outcomes from living close to green spaces and spending time in nature. This body of evidence is growing at a time when we find more reasons, devices and distractions that keep us from taking a walk in the woods, picnicking in a pavilion, or just enjoying the experience of being outdoors. This year marks the 65th anniversary of the establishment of Delaware’s state parks. As we celebrate our past and the dedication, wisdom and vision of all of the leaders who helped build the legacy we enjoy today, let’s also make time to appreciate our outdoor spaces for what they are – places to keep our natural treasures safe and rejuvenate our spirit. See you outside!

irthdays and anniversaries are great reasons to celebrate and reflect on how much has changed over the years. As Delaware State Parks celebrates our 65th anniversary in 2016, our agency is taking time to share more about our history and the people who helped make Delaware’s State Parks the special places they are today. Compared to our neighboring states, the Delaware State Park system is relatively young. The first park in the Pennsylvania State Parks’ system dates back to 1893. Maryland State Parks’ inception goes back to 1906, and the National Park Service is celebrating their centennial this year. The roots of our state park system date to 1937, when the 106th General Assembly created the State Parks Commission and charged it to “preserve and protect the scenic, historic, scientific, prehistoric and wildlife resources of the state, and to make them available for public use and enjoyment.” Unfortunately, the first budget appropriation for the State Park Commission did not happen until 12 years later, in 1949. Our state park system early years saw many interesting twists and turns. As an example, one of our first state parks, Brandywine Springs, is now a New Castle County park. Did you know that Delaware State Parks owes a debt of gratitude to the Buckeye state? One of my favorite stories from our Division’s history is when Bill Hopkins, who eventually became Delaware State Parks’ sixth Director, hired a new employee named Jack Goins from Ohio State Parks. Jack was to help start up Cape Henlopen State Park from property recently acquired from the military. He was asked to bring with him “every Ohio State Parks document he can find.” Jack complied, and these policies and memos served as the model for the policies and procedures for the new Division of Parks and Recreation. The young Delaware State Parks system experienced a boom year in 1965. Lums Pond opened as the first Delaware state park designed and developed to be a state park. The first four parcels of land for Brandywine Creek State Park were purchased. That same year, the state park system purchased 551 acres of land that became Killens Pond State Park. The purchase came to $479,030, or about $869 per acre. I am so glad that our early leaders had the vision and forethought to protect these three gems that are now cornerstones of our park system. Our state parks mean so much to Delaware. They are key components of our tourism economy, they provide critical habitats and offer a wide array of affordable recreational opportunities for our citizens, and they tell the story of our heritage. Could you imagine how different Delaware would be if there were no Cape Henlopen or White Clay Creek State Park? In my opinion, probably the greatest accomplishment for our park system occurred in 1966, when then-Governor Terry ordered publicly controlled beaches to be turned over from what was then the Highway Department to the State Park Commission. This offered permanent protection for ocean beaches such as 3 R’s, Key Box and Fenwick Island, ensuring activities like swimming, strolling, fishing and surfing would continue to be enjoyed. I have been to states where no such legacy exists, and I am so proud of what is available for all to use in Delaware. Brandywine Creek State Park 1966

Cape Henlopen Dedication 1964

In conclusion, I urge each you to make an extra trip to a Delaware State Park this year. In celebration of our 65th Anniversary, parks across the state will waive entrance fees on June 5, 2016. I am especially proud to announce that during the entire 2016 season, children can visit one of our very first parks, Fort Delaware State Park, for FREE (with a paying adult)! Thanks for your continued support, Raymond E. Bivens Director, Division of Parks and Recreation

The park is home to Delaware’s first two nature preserves: Tulip Tree Woods, a majestic stand of 190-year-old tulip poplar, and Freshwater Marsh. Top Ten Reasons Campers Stay at Delaware State Park Campgrounds

C

ampers who complete our camping surveys after a stay in one of our campgrounds have been telling us why they like to camp with us. Here in ascending order are the top 10 reasons campers stay in Delaware State Parks. # 10: Tradition – Many people have been coming to Delaware State Parks since they were young; now the second and third generations are continuing the tradition. One visitor to Cape Henlopen’s campground reported they’ve been camping at Cape for 48 years. # 9: Add the state to the map – Some campers are completing their bucket list by camping in every state in this great nation. # 8: They like Delaware State Park Campgrounds – What’s not to like? Full hookups at Delaware Seashore, open sites at Lums Pond and forested dunes at Cape were a few specific answers given. Neat, clean and pet-friendly were mentioned for all the campgrounds. # 7: They love the experience of camping – Whether it was to bring their children or grandchildren camping for the first time, to try out a new RV, or to just camp, our overnight guests listed time and again that camping is the reason they come to a park.

# 6: Quiet, secluded, peaceful atmosphere – Who could want more when you want to break away from the stress of everyday life? # 5: Price – Folks who come to Delaware State Park campgrounds mentioned the affordable cost. Camping is one of the least expensive overnight experiences a family can enjoy. And what fun it is! # 4: Proximity – Yes, whether the campground was close to home, easily accessible from the highway, near attractions or a town, or within walking distance to the ocean, the campground’s location was an important part of the decision to camp in a Delaware State Park. It’s no surprise to Delaware residents that the beach campgrounds in particular are repeatedly recognized for their easy access to the water. # 3: Relax with family and friends – The majority enjoy the company of family and friends when they camp. Some groups have a tradition of camping together every year, others come to celebrate birthdays and family reunions. Delaware State Parks are an important part of the lives we live, the memories we make, and our connections with friends and family. # 2: Enjoying the outdoors – Folks come to Delaware State Parks to enjoy the outdoors and all the parks have to offer. Over and over, campers told us they like to bike, hike, fish, clam, crab, canoe and kayak in Delaware State Parks. They like the woods, the waterways, the ocean and the trails. It’s these beautiful treasures that bring visitors back again and again to Delaware State Parks. And # 1 on the countdown for the reason people camp in Delaware State Parks (drum roll please)… To Get Away! – Campers want to relax in a peaceful environment. One camper wrote, “Communing with nature is what I look forward to.” Another camper had gone through some major surgery and, “just wanted to get away from the house and enjoy some peace and quiet in an outdoor setting.” Getting away is by far the most important reason people camp in Delaware State Parks – a pretty nice place to spend some quality time. Thank you to the many loyal campers who come to Delaware State Parks each year to experience some of the best state park campgrounds in the country. Your business is important to the ongoing improvements being made these past several years. To those who want to try their hand at camping, consider renting a camping cabin for the first time to try the outdoor experience. And be sure to check out our Delaware Outdoor Family activities and programs in this guide — they’ll help prepare you and your family for a great first-time camping experience!

Low Digit Surf Tag Auction a Huge Success

I

t’s no secret that Delawareans love low-digit tags, and the fun continued this spring with the sale of low-digit surf fishing tags during the Delaware State Fair’s Triple Threat BBQ, Music & Beer Festival. Fifteen tags were sold at a live auction at the Delaware State Fairgrounds’ Quillen Arena. “Delawareans have an affinity for low-digit license plates,” said Delaware State Parks Director Ray Bivens. “As we celebrate the 65th Anniversary of Delaware State Parks in 2016, we are excited to continue the auctions of low-numbered surf fishing tags. We were very pleased to partner with the Delaware State Fair and to hold a live auction during their Triple Threat Event in April.” The Delaware General Assembly and Governor Markell signed HB 348 in 2014 that authorized the Division to sell low digit surf tags. The black and white tags have a unique, vintage look with raised letters. The minimum bid for any tag is $250, with the winning bidder receiving a certificate of authenticity. Once purchased, owners will retain the tag as long as they have a valid surf fishing permit. “We are overwhelmed with the response of our auctions and the financial support this

provides to our state park system.” said Director Bivens. By popular request all online and live auctions will offer a number of choice options that enable bidders to pick their favorite number from a range of available tags. All revenue generated directly benefits and is reinvested in Delaware State Parks. In addition to surf fishing access, tags also provide free daily access to nearly all of Delaware’s award-winning state parks. The next live auction is scheduled for October 22 at Delaware Seashore State Park, as part of the second annual Boo-oo-oo-B-Que event, and coveted tag #1 will be up for auction. “We anticipate a lot of excitement around the sale of that tag.” said Bivens. The Division will also have online auctions throughout the summer and fall. For additional information on the program, including online and live auction dates, visit destateparks.com/LowDigitTag.

New Face for an Old Favorite

K

illens Pond State Park has seen many changes and many firsts in its 50 years as a state park. It was the first state park established in Kent County; the first to add cabins as part of its camping activities; and the first to build a water park. The water park at Killens Pond is still the only one of its kind in the state system. The facility started as a community pool in 1980. In 1996, it was upgraded from a large Olympic-style pool and small baby pool to a small water park that was state-of-the-art for its day.

Bubblers, ground water jets, small slides and a pool-side water play system give smaller visitors lots of fun ways to enjoy a warm summer's day. The tot pool and tot lot are especially designed for younger swimmers. We added a 12-ft. body slide, affectionately called by our current State Park Director, “The 12 Feet of Fury,” in 2013 after we had to remove our two, larger and very popular body slides in 2012. Even though the slide is small in stature it still provides riders young and old a fast, exciting ride.

Killens Pond Water Park is a summer fun experience for the whole family. Gently sloping from ground level, the innovatively designed pool's zero-depth entrance provides easy access to the water. From the Mushroom Fountain to the adventurefilled Floating Lily Pad Fun Walk, the pool's exciting interactive water features give visitors of all ages plenty of reasons to head for the park.

Since 2012, we have actively been working towards renovating the water park back to its state-of-the-art-facility status, and this is the year when visitors will finally begin to see all our hard work. We have implemented Phase 1 of the Waterpark Master Plan, and first to be completed is a new front entrance. If you have been to the park before, New Face for an Old Favorite continued on next page—

you will know why we are so excited. The newly-designed water park entrance will not only provide allow pedestrian traffic flow, but will also provide shade and additional protection from vehicle traffic. We don’t want to spoil the whole surprise, but you may want to be prepared to get wet before you even get go inside! This part of the renovation is scheduled to be completed before we open for Memorial Day Weekend 2016.

KILLENS POND WATER PARK PROGRAMS Waterpark Opening Weekend

The second part of Phase 1 is actually the most exciting, but you’ll have to wait just a little longer for its completion. The facility’s new Slide Complex stands more than 45 feet tall and has four slides: two enclosed body slides and two open speed slides. Get ready to race and see who can get to the bottom first! The speed slides are extremely fast and have a drop that is sure to take the breath away from even the most experienced rider. The difference between these slides and a typical water park slide is that the ride does not end in a pool. You slide until you stop, stand up and step onto the deck. The Slide Complex is the tallest, longest, and fastest attraction we have offered at our water park to date. This attraction is scheduled to be completed sometime around July 4.

Swim Lessons

We are gearing up to have our most exciting season ever, and not only because of the long-awaited renovation. You won’t want to miss some of the great programs we have scheduled, like swim lessons, summer luaus, and our end-of-the-season favorite, Puppies in the Pool. Pardon our Progress!

W

e’re very excited to announce improvements to our parks throughout the state.

Holts Landing State Park

Over the winter the old Holts Landing boat launch was removed, and we’re starting the 2016 season with a new double-sided boat launch. This state-of-the-art accessible ramp can accommodate launching two boats at the same time. Upon completion of dredging, the ramp will be in full service, allowing our park users access to the Indian River Bay throughout the year. We’ve also installed a brand-new fire pit next to the pavilion. This king-sized fire pit can accommodate even large gatherings with no problem.

Fort Miles Artillery Park at Cape Henlopen State Park

This summer, we open the newest addition to Cape Henlopen’s Fort Miles Historical Area. Our accessible artillery park will display various large military guns that have been salvaged and restored to their original condition. Displays will tell visitors how, where and why guns like these were used. In addition to the artillery park, a muchneeded accessible bathhouse is being installed.

Lums Pond State Park Campground

This summer will see the reopening of our renovated 71-site campground at Lums Pond State Park. Each paved campsite will be full-service, with water, sewer and electric available for those ooking for full hookups for their camping experience. The campground will also host five new tent campsites overlooking Lums Pond. For our visitors’ convenience, we are installing a brand new accessible bathhouse with individual showers. We hope these improvements enhance our campers visit to Lums Pond.

Time Traveling in Delaware State Parks

T

ime Travelers is a “brand” for activities and events in Delaware State Parks that have a cultural heritage or historic focus. Time Travelers are also volunteer members of the public who give their time to assist the professional archaeologists and historians working in state parks with research projects to protect and study our cultural heritage. Time Travelers have recovered c. 2500-year old Wolf Neck prehistoric pottery from a site near Laurel and historic artifacts used by 18th-century millworker families in Yorklyn. Sound exciting? It is! The Time Travelers program offers hands-on experience in the field, the laboratory and the archives, depending on the interests and skills of the individual. No experience is necessary; participants need only an interest in the past and the ability to follow directions from experienced personnel. However, structured classroom training sessions are held that provide the basic background necessary to work successfully with state parks staff and to take part in planned research programs in our parks and other DNREC properties. The program is open to anyone over the age of 14, but minors under 16 need to be accompanied by an adult. Younger students may be admitted on a caseby-case basis. The classroom training sessions involve illustrated lecture and hands-on training in basic archaeological field skills. Classes last about three hours. Each newly-qualified Time Traveler will receive a Time Traveler patch, certificate of accomplishment, and, in cooperation with the Archaeological Society of Delaware (ASD), a one-year membership in the ASD. The ASD membership also includes its quarterly newsletter, The Inksherd, and annual journal, The Bulletin. The ASD provides many educational and hands-on archaeological opportunities for its members. The next training class will be held in Dover on June 18 from 2 to 5 p.m. There is no fee to attend the training, but space is limited, and advance registration is necessary.

Wonders of Birds

Wednesdays, June 15, 22 and 29 1 p.m. Learn about Trap Pond’s avian inhabitants. Identification, habitat, and bird adaptations will be covered. Each program ends with a short bird hike. Attend all three sessions and receive a special gift! Free

Ready to join? The first step is to register as a state parks volunteer by visiting destateparks.com/volunteers to-apply. Follow the link for “Individual or Group Volunteer,” indicate that you are an individual volunteer, fill in your personal details, and in the “Why are you interested in volunteering?” box indicate that you are interested in being a “New Time Traveler.” Once registered as a volunteer, contact John McCarthy, state parks Archaeologist, to register for the training session. He can be reached at john.mccarthy@state.de.us or (302) 739-9188.

Outdoor Skills

Wednesdays, July 6, 13 and 20 1 p.m. Get hands-on with some true outdoorsman activities. Map use, fire making, geocaching, and other activities will be covered. Attend all three sessions and receive a special gift. Free

Trap Pond Water Creatures

Wednesdays, July 27, August 3, 10, 17 1 p.m. Meet some of the many animals that reside in our pond. You will learn to appreciate and even catch some of these creatures. Attend all four sessions and receive a special gift. Free
