Editor’s Letter Western Australia’s resources sector delivered record sales of $254 billion in 2022-23 and supported the sixth consecutive year of jobs growth. The Department of Mines, Industry Regulation and Safety data revealed resources sales were up $20 billion on 2021-22. The sector also broke employment records with more than 126,480 full time workers in WA. Iron ore continued its dominant position with historically high sales of $125 billion supported by record production of 861 million tonnes. Lithium (spodumene concentrate) achieved all-time high sales of $21 billion on the back of record prices and expanding production, making it WA’s second most valuable mineral. Gold (a record $18.6 billion), nickel ($5.7 billion, among the highest levels in the past 15 years), domestic gas (an all-time high of $2.5 billion) and salt sales (a record $714 million) all reflected the strength of the resources sector.

Australia’s oil and gas industry has helped underpin billions of dollars of economic benefits in a record-breaking year for Western Australia’s resources sales. Australian Energy Producers has welcomed record 2022-23 domestic and international gas sales. The results were part of a $254 billion spend on WA resources, flowing through to government revenues, huge supply chain industry expenditure. WA Government data shows LNG sales surged to a record $56 billion during the year, up almost $18 billion, while domestic gas sales hit an all-time high of $2.5 billion. Australian Energy Producers WA Director Caroline Cherry said the results showed how critical new gas supply was to meet forecast growing demand for electricity generation and mining. Engineers Australia recently released the Statistical Overview of the Engineering Profession report, shedding light on the concerning state of Australia’s engineering workforce. Speaking at the Parliament House launch, Engineers Australia CEO Romilly Madew AO said the analysis highlights the important role engineers play in driving every sector of the economy while revealing a deepening engineering skills crisis. “The report serves as a critical resource for policy and decision-makers, offering insights into the challenges and opportunities facing the Australian engineering landscape,” Ms Madew said. The NSW Government has commenced essential remediation work to improve safety and reduce environmental risks at the historic Lake George Mine site in Captains Flat. Historic mining operations in NSW such as Lake George Mine were not subject to the stringent rehabilitation regulatory requirements in force today. Under contemporary mining regulations, mine operators are required to submit and implement comprehensive rehabilitation plans, lodge security bonds, and progressively remediate sites to limit poor environmental and safety outcomes. Up to $33 million of remediation work at the Lake George Mine will be carried out under the NSW Government’s Legacy Mine Program. The fund includes a total of $107.7 million for high risk historic and abandoned mine sites. Melbourne gas mains ready for 100% renewable hydrogen. A renewable hydrogen-powered future is a step closer in Victoria, with Australian Gas Networks (AGN), part of Australian Gas Infrastructure Group (AGIG), completing two decades of upgrades to its infrastructure, which means its gas mains supplying the state are world class and hydrogen-ready. AGIG CEO Craig de Laine said; “From Melbourne’s CBD to Mill Park, Dandenong to Echuca, Bairnsdale to Portsea – our investment of nearly $600 million in the AGN mains replacement program – changing from legacy steel and cast iron to new polyethylene and protected-steel pipes – means our mains are among the safest and most reliable of anywhere in the world, operating with fewer fugitive emissions and compatible with delivering 100% renewable hydrogen with minor incremental investment. “Australia has some of the world’s most modern networks, and now Melbourne has 100% polyethylene and protected-steel mains, making it a hydrogen-ready city” said AGIG CEO Craig de Laine. CIMIC Group company Pacific Partnerships energised its 130MWdc solar farm at Glenrowan in northern Victoria this week and will now start supplying renewable electricity to the national network. Leading greenfield infrastructure developer, Pacific Partnerships, started testing and commissioning the solar farm early this month and achieved first energisation on 21 November 2023. The solar farm is now set to start exporting renewable energy to the grid in early December 2023 and will ramp up to full production by the end of March 2024. CIMIC Group Executive Chairman Juan Santamaria said: “Glenrowan Solar Farm will generate enough clean energy to power 45,000 Australian homes and has a 10-year power purchase agreement in place with the Victorian Government, supporting the state’s renewable energy targets. The Orana BESS, located in Wellington NSW, will be delivered under a ten-year agreement that ensures certainty for private investment in new renewable energy storage, enabling Akaysha Energy to deliver innovative energy solutions to the market, to accelerate Australia’s transition to net zero.
The Orana BESS will be one of the first systems in Australia to deliver a four-hour system, significantly increasing the value of utility-grade battery storage to stabilise the national energy grid during longer at-risk peak periods. Combined with the long-term agreement, the BESS will enable up to 2GW of new renewable energy, with enough storage to power 90,000 homes per day.

estimating energy storage capacity would need to grow from 2.8GW currently to 46GW by 2050 through a mix of utilitygrade battery systems and hydro storage to smooth out the volatile grid. Akaysha Energy is already contributing heavily to this need with cumulative 10GWh of energy storage projects under planning, including the 1680MWh Waratah and now 1660MWh Orana BESS, and the four-hour, 1244MWh Elaine BESS in Victoria.
The goal of the NSW Government is to deliver a 70% cut in emissions by 2035 compared to 2005 levels, and the ability to reach this target and Net Zero by 2050 will require the private and public sector to work together to achieve this common goal. A key piece of this puzzle is for the NSW Government to accelerate energy transition with planning and infrastructure support so that these highly ambitious targets can become a reality in the next 20 years.
The LTESA model will be rolled out by the Commonwealth Government through its Capacity Investment Scheme (CIS) auctions commencing for South Australia and Victoria in early 2024. NOV 2023 – JAN 2024 DIGGING & DRILLING MAGAZINE

Chasing net zero: Mind the Reality Gap Between the idea and the reality falls the shadow; between the desire to decarbonise and the reality of achieving such an outcome is the shadow of supply shortages, declining ore grades, deeper and more expensive mining of the minerals and metals required. The Reality Gap is at the heart of the modern mining malaise, burdened by the weight of expectation to deliver, the wider lack of understanding of its central role in a net-zero future, and the fluctuating market and geopolitical realities that make investment decisions inherently dangerous. Inflationary pressures are now forcing up costs, leading to a slew of negative announcements on cost blow-outs, impairments and delays at the very time project certainty is required. Those at the heart of the mining sector have been sceptical for some time that metals and minerals such as nickel and copper can be found and mined in sufficient quantities to meet the demand of a low-carbon world. Supply questions also remain around critical minerals including lithium, manganese and cobalt, and rare earth elements as well as the diversity of their supply chains. The warnings are becoming louder and the potential Reality Gap more apparent. IMDEX Chief Geoscientist Dave Lawie has been one of those sounding the alarm for some time.

It is also investing in processing, refining and downstream facilities in other regions, often with an aim to secure strategic access to raw materials. Both reports agree that everything must go right for planned mining projects – no cost overruns, schedule delays, ESG challenges – for the looming supply-demand deficit to be addressed.
The IEA report says Indonesia is on track to control nearly 90 per cent of the world’s nickel refining projects by 2030. There is another, largely unexplored, mining opportunity – the seabed. Proponents say it is a more sustainable way of mining the minerals needed to meet carbon reduction targets, while opponents warn of the potential for wide-spread and longlasting environmental damage. “In some ways, the debate on deep-sea mining confirms the Reality Gap argument,” Dr Lawie said. “If there were no concerns about supply/demand imbalance and the potential

concerned about China’s continued and increasing dominance, and its propensity to embark on cartel-like behaviour to protect its position. “Everything would need to go right to avoid shortages,” Dr Lawie said. “And we know from history that that is not the case. Supply-demand issues may have eased now, but issues will arise to throw that out of alignment, not the least of which is the extraordinarily long lead times between discovery and production and the ever-present threat of geopolitical instability. “And now rising costs and the realities of finding and mining critical minerals, some with complex geology, are beginning to materialise. “The bad news is not confined to Australia; projects in other countries are reporting cost blowouts and impairments, which will dent investor confidence at a time when projects

The world will require 280,000 gigawatt hours (GWh) of battery storage by the year 2050. China currently produces just 1,200 GWh a year, or three-quarters of current annual global production. For perspective, Australia’s biggest battery under construction at Waratah is 1.7GWh. “Australia is the only country in the world which has all the minerals required to make batteries, inverters, and relevant components. With our skilled workforce, we can turn this into a niche battery market,” Ms Lee said. “Australia could grow from a ‘dig and ship’ approach to a ‘mine and make’ nation, mining and refining lithium and other minerals, then manufacturing batteries onshore. The world demand for storage is so big that no one country can possibly fill it. Australia provides half the world’s lithium, but we capture less than 4% of the battery value.” Recommendations in the report include: • Invest $2 billion in capital funding to establish battery cell manufacturing and non-cell technology to support a miningto-battery production supply chain. • Double the Capacity Investment Scheme, which supports investment in storage and dispatchable energy, from 6GW to 12GW by 2030 and 24GW by 2035 • Replicate Australia’s rooftop solar success by including battery storage in the Small Scale • Renewable Energy Scheme to make batteries cheaper for households • Attract investment in battery manufacturing with Production Tax Credits. Australia already makes batteries to power mining vehicles; to replace diesel generators on dairy farms; and to support the electricity grid as more renewable energy comes on line,” Ms Lee said.
“Making batteries here in Australia can also help secure our energy independence whilst delivering clean mining and manufacturing jobs.” CEO of
Tomago-based long-duration lithium battery
manufacturer Energy Renaissance, Brian Craighead, supported the call for $2 billion to be invested in boosting Australia’s battery manufacturing industry. “We want those jobs here in our country, and for Australia to supply its own needs rather than relying on other countries,” Mr Craighead said. “That $2 billion investment would help us build a new battery cell factory in Australia rather than buying the cells from countries such as China.” CEO and co-founder of Hunter based, long duration flow battery manufacturer Allegro Energy, Dr Thomas Nann, said increasing the Federal Government’s investment in Australian battery manufacturing “would help us to rapidly accelerate our nation’s potential to become a leading centre for green energy storage, innovation and manufacture”. The report makes recommendations to grow Australia’s battery manufacturing industry across mining, refining, manufacturing and recycling. The global lithium battery market is estimated to be worth $1.25 trillion a year by 2030 and $1.9 trillion by 2035. Material Source: Beyond Zero Emissions

All eyes on Vienna as Saudi Arabia weighs extension of crude output cuts into 2024 Oil markets are eagerly awaiting the OPEC+ meeting on Sunday, 26 November, in anticipation of what kingpin Saudi Arabia decides over its voluntary crude oil production cuts of 1 million barrels per day (bpd).
Regardless of the path they take, Saudi Arabia’s decision on the production cuts will ultimately shape the short-term future of global oil prices. The kingdom is balancing the desire to keep prices high by limiting supply with the knowledge that doing so will lead to a further drop in overall market share. Crude prices have experienced significant downward pressure in recent weeks, with prices fell below $80 per barrel last week after a dramatic sell-off driven by oversupply concerns. This recent nosedive could be an indicator of what’s to come at the OPEC meeting, as the Saudis have repeatedly demonstrated that their price floor is above $80 per barrel. The main topic of the 36th OPEC and non-OPEC Ministerial
Looming surplus Rystad Energy’s latest unsolved liquids balance, which assumes the Saudi voluntary cuts will not be extended into 2024, shows supply has surprised on the upside and we now expect a balanced market for next year’s first quarter. More importantly, a looming market surplus of over 600,000 bpd is in sight for the second quarter. Going forward, the second half of next year is expected to show a deficit of around 450,000 bpd. Overall, we now expect the oil market in 2024 to be fairly balanced compared to the significant deficit (-1.2 million bpd) this year.

Despite our latest global mobility indicators showing a strong demand picture, with road traffic above 2019 levels and aviation traffic steady, concerns on the macro side continue to spread in the market. On the other extreme, if Saudi Arabia extends voluntary cuts until April 2024 and then gradually unwinds them, oil price would average $96 per barrel in 2024. The latest estimate from the IMF suggests that Saudi Arabia oil breakeven price is $86 per barrel. Our analysis suggest that Saudis will need to keep giving away market share, at least until June 2024, to achieve that price level. Will the Saudis do it? Sydney powers ahead with more electric vehicle charging Sydney’s electric vehicle (EV) drivers now have more on-street opportunities to charge their cars with nine low-impact plug-in point locations available for residents and visitors. close to their homes, they will feel confident making their next vehicle purchase an EV. The Australian-made EVX pole charger has been designed to meet the challenges utility providers and local governments face in building EV charging infrastructure sustainably. “We’re proud of this partnership and are thrilled to be able to supply such a crucial component of our community’s EV charging needs. Areas of inner Sydney with little or no offstreet parking will greatly benefit from this service, and these new chargers have been strategically located to serve these communities,” EVX CEO Andrew Forster said. Lord Mayor of Sydney, Clover Moore AO, Ausgrid Head of EV Charging, Nick Black, EVX CEO, Andrew Forster and EVX Chief Technology Officer, Sihan Li. Image Credit: Nick Langley/ City of Sydney The trial with Ausgrid and EV charging infrastructure partner EVX highlights how the City of Sydney is taking early action on its Electrification of transport strategy and action plan. “Drastically lowering transport emissions is critical to meeting our net zero targets. We are making great inroads by improving active and public transport options, but ensuring remaining private vehicle use is as green as possible is also incredibly important,” Lord Mayor of Sydney, Clover Moore AO said. “That’s why the City is working with energy providers and our diverse communities to lower the barriers to electric vehicle use, particularly through access to charging facilities. “Research shows that most people who own an electric vehicle will be able to charge at home, work or a public off-street charging point but given the City’s urban fabric, not everyone in our community has access to private parking. Ausgrid Group Executive of Distributed Services Rob Amphlett Lewis said the eight additional power pole-mounted chargers
There are 14 dedicated EV charging spaces at the eight new locations that the City of Sydney will make available free. Drivers will need to download an app to access and pay for the charging service directly with EVX. Residents are already reaping the benefits of this infrastructure which is helping more people transition from fossil fuel powered vehicles to EVs. “This charger is game-changer for our area. We’ve already seen an increase in residents making the switch which will only continue as more chargers are rolled out throughout the city,” Millers Point resident Melanie Tait said. Sydney’s first power pole-mounted EV charging point, also powered by EVX, has been in operation in Glebe since February, complementing more than 100 publicly available charging points spread out across our local area. “We are all in a climate emergency. We must continue working to reduce emissions across the board and I’m glad these onstreet chargers are powered by 100% renewable electricity,” the Lord Mayor said.
