Charleston County recently initiated an Airport Area Traffic Impact Analysis Study to determine the affects of the new Boeing 787 Dreamliner Assembly Plant on area traffic flow. The study identified seven locations where immediate improvements were recommended. One of those areas was the Dorchester Road Air Base Gate. The improvements will take an estimated 90 days and the contractor will be on site Sept. 10, but will not begin construction affecting traffic flow until Sept. 17. Improvements include a new right turn lane at the Dorchester Gate and provide for improved traffic signal timing and optimization. The 628th Civil Engineer Squadron Real Property office has worked closely with the county government to execute the real estate agreements necessary to allow the construction. When complete, the project will result in two dedicated right turn lanes and one dedicated left turn lane for Air Base out-
bound traffic. This should result in improved afternoon traffic flow. During construction, only one outbound lane will be available for use at the Dorchester Road Gate and barriers will prevent the use of the right lane just past the intersection of Hill Blvd. and O'Neal Ave. Drivers using the Dorchester Gate should stay in the left lane on Hill Blvd. as they approach O'Neal Ave. Drivers will be able to turn either direction at the intersection with Dorchester Road. To relieve congestion, the Commissary Gate will also be open to outbound traffic only from 7 a.m. to 6 p.m. Monday through Friday. Drivers wishing to use this exit should use the right lane on Hill Blvd., turn right at the traffic light on O'Neal Ave. and proceed to take a left at Lawson Dr. to exit the base. The appropriate signage will be provided. Inbound Air Base traffic and Visitor Center operations will not be affected. Please exercise extreme caution when driving near the construction area.

The Joint Base Charleston - Weapons Station Library is moving to a temporary location while it undergoes an extensive renovation. The library will be closed from Sept. 17 to Oct. 29, 2012. During the six-week closure, library-staff members will move books, movies, educational material and furniture to a separate location to set-up a temporary library. The temporary location will be three blocks down the road from the current one: 170 Polasky St., across from the Weapons Station Education Center. "We will have all of the same items at the temporary location that we have here, just a smaller collection," said Angela Aschenbrenner, Joint Base Charleston Library director. "Since the temporary location is smaller we will have to store some items during the renovation period." The new location will have the most popular items, including: educational books, bestseller books, military testing material, DVD's, Bluray discs, video games and a music section as well as audio books. "We want to make the temporary location as close to the current one, so JB Charleston community members still have a library to go to," said Aschenbrenner. The renovations are expected to take six months. The library will be refurbished with new carpet, walls and windows, greatly reducing the noise, said Aschenbrenner. No one ever said life was easy or fair, but most would say hard work and a plan will get you there. Today, everyone is distracted with the upcoming elections, budgets and who will be the next judge on American Idol. Of these things, not one of them can we change on our own. With this in mind, let's focus on the things we can change in our daily lives, i.e. our fitness, military and civilian education and our long range goals. Fitness in the Air Force has become almost like a bad word in some circles. Some members look at it as a way to weed people out when there isn't some other issue. Some look at it as a new way of life to ensure they collect their retirement check. Others look at it as 'what's the big deal' because they are fitness buffs normally. Fitness is about strength; of the mind and the body. As one strengthens, so does the other and the possibilities are endless with the exception of genetics. No one says you have to score an excellent on your fitness test, just pass and stay current. Have a plan and work it.
When it comes to furthering education, a lack of knowledge should not be the answer given when asked a question. There are so many options available to make it easier to get an education in today's military and society in general. With the educational benefits available, the on-line courses and even accelerated courses provided by some schools, many degrees can be granted simply by visiting the education office and applying technical school and professional military education credits towards a Community College of the Air Force degree. For those who already have a civilian degree, getting your CCAF may be as simple as having your transcripts audited by Air University and taking one or two courses or going through Dantes. Don't let a quick trip to the education office be the reason you don't get promoted, get an assignment or receive an award or other recognition because your package wasn't strong enough. Have a plan and work it. So what do you want to be when you grow up, retire, graduate or make some other life transition? Are you ready, do you know, have you thought past tomorrow? Do you want to make it to the highest enlisted rank, the highest officer rank, be the best spouse, parent or just be the best at your job where you are today? What sacrifices will you make to achieve these goals and do you have the strength of will to see them through? Have a plan and work it!
YouTube is educational?

Logging on to YouTube today, the following three videos were listed as some of the most viewed: "Kid on Bike Eats It," "The Angriest Babies in the Whole World," and "Crowd Gets Surprised." Collectively, those videos had nearly five million views. Now I will readily admit that I am one of those five million as I clicked on each of the videos and watched them. By the way, the kid on the bike did "eat it," but seemed to be fine as he rode off down the street. After watching a few minutes of "Angriest Babies," I am concerned for their happiness 10 or 20 years from now, and the "Surprised" video was just plain funny. So yes, videos on YouTube can be entertaining; however, did you know that some of the videos on there can also be educational? Huh, you say? Before you write me off as crazy, let me explain. A simple search of "General Welsh" on YouTube yields more than 20 videos of the Air Force’s new Chief of Staff. For example, a few of the posted videos are of his confirmation hearing, a couple others show the recent change of command making him the 20th COS, while others show interviews from when he was the U. S. Air Forces in Europe commander. But there is one video I found particularly enlightening so I chose to write about it for this
article. The video is titled, "General Welsh Speech to United States Air Force Academy." The video is many things to me. It is inspirational. It is heartwarming. It is honest and it is downright motivating. You get a real sense of the leader that he was, is and will be. Specifically, in a presentation given Nov., 2011, at the Air Force Academy, Welsh laid out his leadership principles. My intention for this article is not to detail them principle by principle, because I want you to watch the video for yourself. However, there are some simple principles that I will share ... principles such as: remind yourself everyday why you wear the uniform; you need to be credible; attention to detail - you better have it; keep your promises, and my favorite, every Airman has a story - you must learn the story! Each of these principles is backed up with a story. Some are funny; some make the hair on the back of your neck stand up, while one in particular will bring tears to your eyes. Don't believe me? I ask that you to take a look for yourself. The presentation is 50 minutes long, but 50 minutes that are worth your time. It does not matter if you are an officer, enlisted, retired or civilian, you will be moved and you will gain insight to our Chief. You might be wondering how many views the video has. Not the five million I spoke of earlier. Instead as of today, the speech has 140,000 views. Maybe we can add a thousand or so to that number!

Have you voted? Are you going to? Consider this; every four years our nation prepares to select one person to become President of the United States. Millions of men and women head to the polls in a free and open election. The man or woman who is elected will serve as Commander in Chief, our chief foreign policy official, our head of state and the chief of the executive branch of our government. Who do you want it to be? The population of the United States is approximately 314 million people; in 2008 it was closer to 299 million. The 2008 eligible voter population was between 208 and 212 million. Between 121 to 131 million U.S. citizens voted in 2008, approximately 60 percent of eligible voters. Shouldn't everyone eligible let their voice be heard? I think so. What should you do so your voice is heard? Register and vote! To register, request a ballot and vote absentee. Go to www.FVAP.gov
to complete your Federal Post Card Application. It takes less than 10 minutes to complete using the online registration and absentee ballot assistant. Help spread the word. Pass this on to other military or overseas voters, including spouses and voting age dependents. The year I turned 18, I voted in my first presidential election. This November's election will be my tenth. I remember the first one. It was during a time of great turmoil in our country. Recession, unemployment, increasing gas prices and inflation ... I think I've voted in every presidential election since then. I can't be sure, because I was often overseas or deployed, but I'm pretty sure I mailed in my ballots. I think one of the reasons I can't remember is because I'm not quite sure my votes made any difference. Thirty-six years after my first election, look at the issues facing us today – recession, unemployment, increasing gas prices and inflation ...
The more things change, the more they stay the same. I can give you 101 reasons why I shouldn't vote. And the picture accompanying this story is the one reason why I should. For the past decade, America's finest have gone to some miserable places. Many were wounded, many died. Every one of them was changed forever. Why? To allow others, like this old Iraqi man pictured here, to cast his vote and dip his finger in a pot of ink. You and your predecessors gave that man something he never thought he could have – a voice. If you can help give this man and the people of his country the opportunity to vote, I can certainly honor your sacrifice by taking advantage of the very freedom you fought for. And that's why I'm going to vote this year.

Tips for absentee voters

The deadline for military members to request their absentee voting ballot for the upcoming Nov. 6, 2012, general elections is rapidly approaching. Generally, states and territories are required to mail ballots at least 45 days before an election. An absentee ballot is required when service members and their spouses live in a state other than that of their legal residence. Joint Base Charleston members wanting to vote absentee must submit a Federal Post Card Application SF 76, request for registration or absentee ballot. The electronic form can be completed online at www.fvap.gov and mailed, faxed or emailed to their local election office. The process of applying for an absentee ballot only takes a few minutes. If you have not received your ballot 30 days before the election, contact your local election
official or a Federal Write-In Absentee Ballot SF 186A may be submitted. The FWAB is a backup ballot and is available on-line from the Federal Voting Assistance Program. Additional information may be obtained from your Unit Voting Assistance Officer listed below. Never forget: More than a black flag

The flag’s background is all black with the letters "POW" and "MIA" above a white disk located in its heart. It features the silhouette of a man's profile looking down, a watch tower with guard on patrol and a strand of barb-wire. But, it is more than a flag. It is a symbol of a nation's promise. From the cold, dead winters of Eastern Europe more than 70 years ago, through the sun-blistered deserts and endless jungles of Southeast Asia; more than 88,000 fallen service members, killed during combat, remain unaccounted for. They were more than just Airmen, Sailors, Soldiers and Marines. They were young, in the prime of their lives and filled with dreams and aspirations. They were from every corner of America and may have even attended the same schools as you. They have heartbroken families that remaining waiting for someone to bring their loved ones home. The broken families' wounds are never fully healed as they patiently count the years that pass without closure of what happened to their loved one. Our missing-in-action service members represent more than the physical void they embody; their bodies also represent their sacrifice, honor and fulfilled commitment to defend the citizens of the United States of America. Although the dead cannot request proper burial rights, it is

our pledge that warrants they receive one. They deserve one. It is our moral obligation to bring them home, give their families closure and honor them for being the heroes they are. How do we honor service members that seem to vanish from the battlefield and do not leave a body to account for or information to identify them? The answer is simple: it is our duty to never forget their service. By keeping our promise to them, we honor their sacrifice and fulfill their trust to bring them home. Just take a few moments from one of your days to stop and to honor them. Some say the scars of war may never heal, and nobody knows that more than veterans of foreign wars, especially, the ones taken prisoner by enemy combatants. When looking at the POW/MIA flag, it isn't just the missing we are honoring; but the ones that eventually did make it home after long periods of captivity. They were American heroes that were taken as war prisoners. I believe heroes are not defined by exceptional abilities, but the ability to act exceptionally at the right time. The way a hero acts in the face of peril defines their legacy as a warrior and sets them apart as a role model. During the Vietnam War, some POWs were held deep in the dark jungles thousands of miles from home in tattered clothes and bare feet, on the verge of starvation with the fear of death looming around every unsanitary corner. Some were subjected to brutality, torture and interrogated for information, yet they remained resilient. They maintained their promise to their nation and didn't falter, and to me, that is heroic. That is worth keeping our promise to them. Remember, the flag symbolizes our promise to the more than 88,000 Americans who still remain missing since World War II and our collective acknowledgement of the brave men and women taken prisoner during other armed conflicts. It is our solemn pledge to tell their stories, give their fam-

ilies closure and to honor their sacrifice. In honor of all POWs and MIAs, many Americans across the nation will pause from their lives Sept. 21, 2012, in observance of POW/MIA Recognition Day. Although it is only one official day to honor our POWs/MIAs, it is also something we can do in our everyday lives. Honor them by living freely, and for service members, honor them by having pride in yourself, your uniform and your service.

Ninety percent of all natural disasters in the U.S. involve flooding and 20 percent of flood-insurance claims come from outside high-risk areas. It's important to be prepared for flooding no matter

Joint Base Charleston clinics now offering flu vaccines

It is estimated that the flu vaccine prevents influenza in 70 to 90 percent of adults under 65-years-old, with rates slightly higher in children and somewhat lower in older adults, especially those who reside in nursing homes. The vaccine can also be 50 to 60 percent effective in preventing flu-related hospitalization or pneumonia and 80 percent effective in preventing influenza-related death in older adults. "Getting the flu vaccine each year is the best way to prevent the flu," said Massey. "In addition, good health habits, such as covering your cough and washing your hands can help prevent the spread of flu and other respiratory illnesses." For more information regarding influenza, visit the CDC Web site at http://www.cdc.gov/flu. For more information regarding pediatric flu vaccine at NHCC, call the Immunizations Clinic at 794-6850.
Pediatric flu vaccines are now available at Naval Health Clinic Charleston for children between the ages of six and 36 months. NHCC has not yet received a vaccine for older patients, but those vaccines are expected to arrive in September. "We ask that our beneficiaries with children between the ages of six and 36 months begin bringing their children to our Immunizations clinic right away," said Lt. Crystal Massey, NHCC Public Health Services department head. The influenza virus can spread from infected persons primarily through coughing and sneezing. People can spread the virus even before they realize they are sick. The time from infection until symptoms develop can range from one to four days. "The flu virus can be especially hard on children," said Massey. "Children may remain infectious for up to 10 days after contracting the virus." Symptoms of the flu include abrupt onset of fever, chills, coughing, headache, runny nose, sore throat and muscle and joint pains. Most people suffer a moderate illness with influenza for three to seven days, but others may need to be hospitalized.

The 628th Medical Group is providing flu vaccinations to all beneficiaries age two and up and GS civilians from 6 a.m. to 6 p.m. on Sept. 13 and 18 at the Base Theater. Flu shots are required for all dependents enrolled in the Child Development Center or those who utilize Teddy's Watch at the clinic.

Know the facts about West Nile Virus

Recent instances of West Nile Virus infections across the United States, and more significantly in the Charleston area, have demanded an increase in mosquito surveillance and general information awareness for the public. The most important thing to know about West Nile Virus is how to prevent it. Individuals should make sure an Environmental Protection Agency approved insect repellent is being used at all times. Products containing DEET, Picaridin and Lemon Eucalyptus Oil are advised. The highest activity for mosquitoes occurs at dawn and dusk. Using repellent and covering exposed skin are crucial at these times. All windows and doors need to have screens for shielding purposes. All locations where stagnant water is present need to be periodically checked to deter mosquito breeding. When prevention fails, individuals should know the symptoms of West Nile Virus. Statistics show that four out of five individuals who are infected with the West Nile Virus show no initial symptoms of the virus. Symptoms that may be evident include fever, headache and body aches, nausea, vomiting and sometimes swollen lymph glands, or a skin rash on the chest, stomach and back. Symptoms can last for a few days, though even healthy people have become sick for several weeks. These common symptoms have an occurrence in up to 20 percent of people infected with the virus. Severe cases will involve illnesses such as high fever, headache, neck stiffness, stupor, disorientation, coma, tremors, convulsions, muscle weakness, vision loss, numbness and paralysis. These symptoms may last several weeks and neurological effects may be permanent. Approximately one in 150 individuals demonstrates these dangerous symptoms; additionally, any individual over the age of 50 is at a higher risk of developing serious problems. Typically symptoms will begin between three to 14 days from the date of initial infection. The Center for Disease Control and Prevention has a website devoted to the information and awareness concerning vital aspects of the West Nile Virus. / The 628th Medical Group, Flight Medicine Clinic hours changed effective Sept. 1, 2012. Their new hours of operation are from 7:30 a.m. to 4:30 p.m. Monday, Tuesday, Thursday, Friday and 7:30 a.m. to 12:00 p.m. Wednesday. The clinic is closed for training every Wednesday at noon, however an on-call flight surgeon will continue to be available by phone. / Joint Base Charleston Veterinary Treatment Facility will be offering limited services during the month of September. Appointments are on a "firstcome, first-served" basis. They will be staffed to perform routine boosters and healthy annuals. The VTF will remain open for over-the-counter sales during normal business hours. The VTF staff encourages our clients to consult with off-post veterinary clinics during this period for all of their pets' healthcare needs. We can provide our clients with information regarding their local veterinary clinics, as well as directing our service members to the nearest military installation for PCS requirements. We expect to return to scheduling appointments regularly by mid-October 2012. We apologize to all of our clients for the inconvenience, and appreciate your patience during this time. / The Charleston First Sergeant Association will hold an Additional Duty First Sergeant Symposium in the Bldg. 610 auditorium on Sept.18 through 20.
