It was a beautiful and warm September day ... the kind of weather that makes people want to get out and help others, and that is just what hundreds of Airmen and Sailors from Joint Base Charleston did Sept. 7, during the Trident United Way Day of Caring which saw more than 8,500 volunteers working on more than 300 projects around the Lowcountry. Some went to schools, some to homes and some even waded through swamps to help clean up. Tech. Sgt. Adam Clarke, 437th Maintenance Group quality assurance specialist, went to the Miracle League Ball Park in Summerville, S.C. The Miracle League provides opportunities for individuals with disabilities to play baseball. "It felt good knowing that the park I was cleaning up would be used by the local youth," said Clarke, 437th Maintenance Group quality assurance specialist. Staff Sgt. Lakin Trahan, 628th Medical Group pharmacy technician, went to Rollings Middle School of the Arts in Summerville, S.C., where she and other Airmen painted the gymnasium and other parts of the school. "I'm glad we were able to make their school a better place," said Trahan. "It feels good to be able to give them a sense of pride about their school." 628th Air Base Wing journalists and photographers spanned out across the Lowcountry to document these efforts, and although we have tried to show as many Airmen and Sailors volunteering as possible, we just couldn't get to all the different projects our troops were involved in. NOTICE: JB CHARLESTON PERSONNEL

Charleston County will be performing road work to provide an additional right turn lane at the Dorchester Road Gate on the Air Base. During construction, only one lane will be available to outbound traffic. To relieve congestion, the Commissary Gate will be open to outbound traffic only between the hours of 7 a.m. to 6 p.m. Monday through Friday. Inbound Air Base traffic and Visitor's Center operations will not be affected. The anticipated construction duration is 90 days and is scheduled to begin Sept. 17. Please exercise extreme caution when driving near the construction area.

POW/MIA recognition events scheduled Team Charleston will honor all former "Prisoners of War" and those "Missing in Action" during a series of events scheduled to begin Sept. 20 at 3:30 p.m. and concluding Sept. 21 at 4:30 p.m. on the Joint Base Charleston Air Base. A 24-hour vigil run: More than 100 service members, Department of Defense employees, family members and local Junior Reserve Officer Training Corps cadets will run continuously in 30minute increments in teams of four, for the entire 24hour period starting at 3:30 p.m. on Sept 20 and concluding at 3:30 p.m. on Sept. 21. POW/MIA Recognition Luncheon: At the Charleston Club Sept. 21, honoring former POWs. More than 20 former POWs from throughout the South

Carolina will be honored guests. Guest speaker is Ann Mills-Griffiths, Chairman of the Board of Directors for the National League of POW/MIA Families. POW/MIA Retreat ceremony: The Retreat ceremony will begin at 3:30 p.m. when the POW/MIA flag is delivered by the 628th Air Base Wing Command Chief Master Sgt. Earl Hannon from the vigil run culminating with a special POW/MIA retreat ceremony at the base flag pole. The Retreat ceremony will be conducted by the 628th ABW and 437th Airlift Wing to include a wreath laying ceremony by the Joint Base commander and the State of South Carolina POW commander, reading of the Code of Conduct, retirement of the colors, playing of Taps and a 21-gun salute.

Commentary by Lt. Gen. Darren McDew Commander, 18th Air Force

SCOTT AIR FORCE BASE, ILL – In 2009, Congress designated September 11th as a National Day of Service and Remembrance. On this day, I think it is fitting that we remember and honor the innocent lives taken during that vicious attack by renewing our commitment of service to our Nation. As the son of an Air Force noncommissioned Lt. Gen. officer, I grew up among people who were proud to Darren McDew serve their country and who understood the importance of what we do. They understood that security and freedom depends on men and women who are willing to make incredible sacrifices for others and who are ready to answer the call when it is given. I see those same values reflected today among the Airmen, Soldiers, Sailors, Marines, and Coast Guardsmen who are proud members of the world's finest joint team. Together, we understand that no one else can do what we do. The United States military has been and remains the foundation of our national security.

American service members embody the ideal of selfless service. Just ask the thousands of Haitian, Japanese or Libyan families alive today because of the hand of friendship we extended. There are few examples of the value of service that are more poignant. The events of 9/11 reminded us that we live in a complex, dangerous world. Today, we continue to face many challenges: fiscal uncertainty, regional instability, and a seemingly insatiable appetite for the capabilities we deliver. But I am optimistic that we will continue to succeed, as we always have. By any objective standard, we have the finest military in our history and the finest in the world. It remains our intent and obligation to the American people and our fellow service members to remain the best. Thanks to your dedicated service and commitment to excellence, I am confident we will continue to honor that obligation without fail. Take a moment to reflect not only on the great loss we experienced on 9/11 but also on your responsibility in the face of it. Think of the importance of your commitment to our military and our Nation. I hope you'll realize that the greatest legacy of that terrible day is a positive one: a renewal of your commitment in that fundamental core value – service before self. Thank you for your dedicated service to our military and to America.

Evaluating service above and beyond

Commentary by Chief Master Sgt. Earl Hannon Joint Base Charleston command chief

Throughout my daily interactions, I am frequently asked what my "policy" is regarding any number of topics affecting our Airmen and Sailors. Most often, I respond by explaining that I have no policy on the subject because each case is different. Every individual and situation comes with a unique set of circumstances that must be evaluated based on its own merit, therefore typically rendering blanket policies inflexible and unfair. Conversely, I have developed a broad set of general philosophies over the years, based on Air Force Instructions as well as other Air Force and Department of Defense guidance, that I rely on to help guide my decision-making process. One topic on which I would like to share this philosophy because it is one that more frequently prompts the policy question - is awards and decorations. According to AFI 36-2803, recommendations for a decoration must be restricted to "recognizing meritorious service, outstanding achievement or acts of heroism that clearly place individuals above his or her peers." As such, decoration recommendations must not be used as an incentive or as a token to "do something for your people." Outstanding achievement and acts of heroism are somewhat self-explanatory and more clearly defined in the AFI. But one of the most common reasons for recommending a decoration - yet quite possibly the

JOINT BASE LEWIS-MCCHORD, Wash. – The Air Force core values of integrity first, service before self, and excellence in all we do provide excellent guideposts on how to conduct our professional military lives. Because they are so closely associated with the Air Force, their application often stops there. In actuality, they are great guides for our personal lives as well. This perceived limitation was highlighted to me a few weeks ago when I had the honor and privilege to address the Julius A. Kolb Airman Leadership School Class 12-F. During the discussion I used a quote from Abraham Lincoln, "Whatever you are, be a good one."

The majority of those in the room were not only Airmen, but leaders of Airmen. My point was to challenge the recent graduates, who are now leaders of Airmen, to be good ones. The message was not unique; in fact it is encapsulated in our core value of excellence in all we do. Afterward, I was approached by Airmen, civilians and retirees who said they really liked the "whatever you are, be a good one" part of the talk. In particular, one Airman who had recently separated from the Air Force was worried about how she would adjust to being a full-time mother. She said Lincoln's quote inspired her to be a better mom. Whereas before she was driven to be the best Airman she could be, now she would redirect that energy at being the best mother she could be. The theme of excellence was obviously not new

to her, but by discussing it in its earlier form by Lincoln, the message actually resonated with a larger audience. While the opportunity to bring Lincoln's words to the audience was rewarding, it highlighted to me that the core values concepts have become so closely associated with the Air Force that somehow people perceive them as a "military thing" when their usefulness is much wider. So, if you're an Airman, I encourage you to continue to live and internalize the core values. If you're a retiree, a spouse or a civilian, I encourage you to do the same, but if Lincoln's words have more resonance, then use them instead. Whatever you are, be a good one!

Balfour Beatty to start utility billing in 2013 By Airman 1st Class George Goslin Joint Base Charleston Public Affairs

Beginning Feb. 15, 2013, Balfour Beatty Community Housing residents at Joint Base Charleston - Weapons Station will receive mock utility bills to prepare them for a new, live billing system for gas and electricity. The three-month mock billing period is designed to aid housing residents in getting an estimate of their energy consumption before live billing takes place so they may adjust their habits accordingly. Once live billing begins, residents using less than the established amount of electricity and gas for their style home will be issued refunds or credits. Residents who go over their allotted power usage will have to pay out of pocket for the extra energy costs. In 1998, the Office of the Secretary of Defense established a policy requiring residents of privatized family housing to pay utilities to encourage energy conservation under the Resident Energy Conservation Program. "Research performed by the U.S. Navy has shown housing residents tend to use up to 20 percent less utilities when they are directly responsible for utility payments," said Lea Williford, Navy Region South East Housing team lead for Public Private Venture and Requirements. "The mock bill will clearly state what the normal usage would be for their type of home, and also what they would have to pay for going over their usage limit or what they would be refunded if they conserve enough to stay below the limit." The usage for the residents will be determined by their house type, which will be grouped into other, like-type homes based on construction type, year built, and number of bedrooms along with other factors that affect the energy efficiency of the home. Every month, the average usage for each group will be calculated and a baseline will be determined for that like-type group, with weather changes being accounted for. A 10 percent buffer will be added above and below the baseline, and residents will be responsible for payment of

their utility usage above that buffer. However, residents below the buffer will be eligible for a refund, rewarding those who go the extra mile to conserve on energy. Any residents falling within the buffer range will not be charged more, nor will they receive a refund. "Under the Navy program, residents will not be required to make a payment until their cumulative balance is greater than $25, unless it is their final bill," Williford said. "Residents also will not receive a refund check until their cumulative savings are greater than $25 unless, again, it is their final bill." All military members living in Balfour Beatty Community Housing, no matter their branch of service, must sign a lease requiring residents to participate in the RECP. The Air Force, as well as the Army and Marine Corps bases that have privatized housing will soon be implementing this feature as well, with the main goal being energy conservation from everyone. "The Navy has a progressive roll-out schedule for all of their installations that are privatized," said Williford. "Joint Base Charleston is part of the Navy Southeast Project which consists of 11 installations. All of these installations will begin the RECP program at the same time." Residents can request that their property manager perform an evaluation of their home to ensure all of the appliances and energy using features of the home are in good order, and property managers are also available to provide tips on making homes more energy efficient. The 10 percent buffer around the utility usage also accounts for any differences in energy consumption of different appliances between newer and older homes. Residents will receive their first live bill on or around May

Balfour Beatty will be holding a series of Town Hall meetings to answer any questions residents may have about the new billing system. The dates of those meetings will be announced in the near future. According to Allison Pack, Forest City property manager, JB Charleston - Air Base housing will not be implementing this program until 2014.
