Never too busy to give back Commentary by Capt. Ralph Ward Joint Base Charleston deputy commander This is an especially busy time around Joint Base Charleston. Nearly everyone on the Air Base is focused on preparing for the Operational Readiness Inspection that begins Nov. 29. Many Weapons Station commands are as busy as I've ever seen them with a wide variety of challenges that range from major inspections, demanding operations and complex construction projects. It gives each of us a chance to specify which local, state, national or international organizations will receive our contributions. The local campaign raised more than $1.5 million across the

Peer pressure pays off Commentary by James Lotz 1st Combat Camera Squadron, director of operations We've heard about it, experienced it, advised others about it and yet a majority of people continue to struggle with it throughout their careers and lives. Peer pressure is often viewed in a negative way, but peer pressure can influence individuals' lives in a positive manner. Peer pressure in any form must be handled with care because it can erode an Airman's individuality and impede personal growth. For supervisors who want to guide their Airmen on how to deal with peer pressure, the answer is simple - lead and motivate. Peer pressure is inevitable since there will always be Airmen who seem to do all the right things and make it look easy. This is where positive peer pressure kicks in and our individuality takes over. Some might say that only negative peer pressure changes people and does not allow them to be themselves. Some think that peer pressure effects individuality and gives rise to a set of people who are merely clones of each other. Loss of individuality can be the biggest setback Airmen suffer in their careers. It is vital to realize it is never about fitting into a certain mold. It is about being a part of the team and still retaining individuality, whether it's how you handle your education, career or health. Observing others can help bring about a positive change in your way of think-

ing. If you can be observant, peer pressure can positively impact your life. Think of a sports team. Quality programs seem to generate talent, but what's really happening is that success breeds success. Hard work and self-improvement catches on like the human wave rippling around a packed stadium. The inner-drive to keep up with your teammates improves everyone's play. Another claim is that peer pressure is common only in students or adolescents, and cannot be cited later in life. To the contrary, peer pressure is experienced by everyone and can be present in all stages of life. As I get older, I realize my health could be better. I am constantly prodded by friends to eat right and exercise. Peer pressure is a motivator to get into better physical condition. I know my friends probably just want another exercise buddy, but it may also be that they want someone to nudge them. Some might say that peer pressure is always negative and affects you personally, not professionally. Fifty-one percent of the participants of a survey by Survelum Public Data Bank on peer pressure said that, depending on the situation, peer pressure is good personally and professionally. Knowing who to listen to and who to avoid can play a major part in choosing negative or positive peer pressure. In creating such high expectations for yourself, you continually grow and your efforts will pay off. Society has always categorized individuals as either leaders or followers. I would like to believe the same individuals can differentiate between positive or negative peer pressures. So be a leader and do the right thing. Choose positive peer pressure over negative peer pressure.

Where the fallen lie Commentary by Maj. Jacob Thornburg Air Mobility Command McCHORD FIELD, Wash. – I had an unforgettable day that I want to share with you. I know we've all sat around and discussed in detail why we do what we do, and if we will be willing to continue to do what we do, day in and day out through deployments, retirement decisions, job opportunities, missed birthdays, missed holidays, etc. This is something I want to share and you were the people who came to mind. It's another reason I continue to serve. I guess because many others do and sacrifice a lot more, some even their lives. My crew was alerted on this particular day that our mission had changed. We were now a backup to a high-priority mission originating from Afghanistan. When I asked where we would be going the answer was "back to the states." Later, I learned our destination was Dover Air Force Base, Del. I was the aircraft commander for one of two C17 Globemaster IIIs that transferred back home the crew of a downed CH-47 Chinook. The crew that started this mission in Afghanistan would end up running out of crew duty day and need another crew to continue the Soldiers' journey. We just happened to be available. After being alerted and going through our normal sequence, I found myself at the foot of the aircraft steps. Before I took my first step upward, I noticed a transfer case close to the door. I had only seen one in pictures. The American flag was tucked smartly, folded and secured on top. I paused at the bottom of the stairs, took a deep breath and continued up with my mind and eyes focusing on making it to the next ladder leading to the cockpit. However, as I entered, I couldn't help but notice the remaining 19 transfer cases in the cargo compartment. The entire cargo compartment was filled with identical transfer cases with American flags. I made my way up to the cockpit and received a briefing from the previous aircraft commander. After the briefing we exchanged a handshake and the other pilot was on his way. I felt a need to ensure the crew focused on its normal duties. I instructed the other two pilots to begin the preflight. I went back down into the cargo compartment to see what needed to be done and to find the paperwork I needed to sign. The cargo compartment was now filled with

numerous people from the mortuary affairs squadron. They were busy adjusting, resetting and overall preparing the cases for their continued flight. Before they began, I asked who was in charge because I knew there was paperwork I needed to sign. I finally found a staff sergeant who was working an issue with the paperwork. After it was complete, he brought it up to the cockpit for me to review and sign. There are moments in life I will never forget. For me, they are the days my son and daughter were born. Another occurred five months ago when I had to deliver the unthinkable news to a mother that her son was killed in Afghanistan; and, although I didn't anticipate another day like that this soon, this particular day was another. I looked at the paperwork I was signing and realized the magnitude of the day. I glanced over the paperwork and signed. In a way, I felt I had taken ownership of these fallen Soldiers. It was now my duty to ensure they made it home. After confirming the preflight was complete and the aircraft was fueled, I went outside to start my walk around. As I walked down the steps, a bus had parked in front of the aircraft and unloaded 11 passengers. The passengers were fellow SEAL team members who were escorting the fallen back to the states. I stood at the front of the aircraft and watched them board. Every one of them walked off the bus with focus in their eyes and determination in their steps; just as I imagine they do when they go on a mission. I made eye contact with the lead SEAL, nodded my head in respect and he nodded back. Finishing my walk around, I stopped at the bottom of the stairs. I looked up into the cargo compartment: two American flags and one SEAL Team Six flag hung from the top of the cargo compartment. There were three of 20 transfer cases visible; one with an American flag and two with Afghan flags. I looked up at my aircraft and saw, "United States Air Force" painted on the side, and I stood trying to take it all in. I wanted to make certain that I never forget these images. That I never forget the faces of the SEALS, the smell of the cargo compartment or the sun slowly rising over the landscape. It's important that I don't forget. We need to honor the dead, honor the sacrifice of the fallen. I understand my role in getting these fallen Soldiers home is insignificant compared to the lives they lived and the things they did for our

country. Most of it we will never know. All I know is every American should see what I've seen. Every American should see the bus loads of families as they exit the freeway headed for Dover AFB to reunite with their fallen or witness the amount of time, effort, people and equipment that go into ensuring our fallen have an honorable return. The very next day we took the same aircraft back overseas. We had leveled the aircraft at our cruise altitude and I walked down to the cargo compartment. No more American flags hung from the ceiling. All the transfer cases were gone. Instead I watched a father lie with his son, cradled on his chest, on the same spot that only yesterday held a fallen Soldier. I watched a young girl, clutching a teddy bear, sleeping quietly where the fallen had lain. I realized so many Americans have no idea where the fallen lie. I'm honored to be one who does.

Did you know that . . . The Society celebrated its 104th anniversary in 2008? The Navy Relief Society traces its roots to the 1903 football game between the U.S. Naval Academy Midshipmen and the Cadets from West Point. Although the score was one-sided (the Mids lost 40-5), the Navy and Marine Corps were also winners because President Theodore Roosevelt gave the Navy onethird of the gate receipts ($9,000), providing initial funding for our organization. Since its founding in 1904, Society volunteers and employees have provided more than $1.1 billion in interest-free loans and grants to more than 4 million active duty and retired Sailors, Marines, and their families.

628th Medical Group earns “Excellent” rating on Health Services Inspection Courtesy of the 628th Medical Group The 628th Medical Group recently received a grade of “Excellent” after a weeklong Health Services Inspection and accreditation survey conducted by the Air Force Inspection Agency’s Inspector General team, which was also accompanied by the Accreditation Association for Ambulatory Health Care surveyors. Every three years the HSI team inspects three major areas of the 628th MDG: Expeditionary Medical Operations, InGarrison Medical Operations and Leadership. Of these three areas, more than 1,600 criteria were evaluated and a numeric grade was assigned based on the rate of compliance over a three-year period. At the conclusion of the inspection the HSI team awarded the 628th MDG an excellent rating with a numerical score of 90.

The AAAHC, a survey team which focuses on quality of care at the patient/provider level, surveyed 260 different criteria. The actual accreditation results will be forward to the 628th MDG within the next 60 days. Several people were identified at the outbrief as outstanding performers during inspection preparations and course of the actual inspection. Technical Sgt. Christopher Harris, inspection project officer was recognized and coined by the HSI Team chief. Master Sgt. Jennifer Brooks-Simmons, Tech Sgt. Aimee Edwards and Senior Airman Joshua Jones were identified as “Outstanding Performers” for their diligent work preparing for the inspection. All were presented Certificates of Recognition by the HSI team. Kevin O’Shea was also recognized and coined by the AAAHC team for his exceptional performance.

Renovations complete, Shady Oaks Family Camp is open Story and photo by 2nd Lt. Leah Davis Joint Base Charleston Public Affairs The Outdoor and Family Recreation Center at Joint Base Charleston - Air Base opened its newly renovated $1.4 million facility, Oct 18. The Shady Oaks Family Camp has almost doubled the number of campsites from 23 to 43, while adding electricity and sewer hook-ups at each Recreational Vehicle station. "The additions to the camping facility make Shady Oaks the newest and best campground in the Air Force." said Merril Troxell, JB Charleston Outdoor Recreation manager. Not only has 50 amps of electricity and sewer service been added to each of the sites, but there is now WiFi, a small tent area, a convenience center that includes washers and dryers and all parking spots for the RV's are concrete. Long time guests, LaVerne and Betty Hurlbut have been visiting the Shady Oaks campground since the early 1980s, and camp here every year before heading to Asheville, N.C. Once they heard the camp sites were being upgraded, they called everyday asking when they could visit what they call, "One of the prettiest cities in America and one of the best camping facilities we have seen." A one-night stay at the campground costs $20 for an RV site and all the sites are rented on a first come, first serve basis. The Outdoor and Family Recreation Center also has a full range of gear for rent such as grills, canoes, shrimp and crab nets, campers and boats. The Shady Oaks Family Camp also has information on discounted tickets for sightseeing and

64 Sailors caught illegally using or distributing ‘Spice’ Courtesy of the U.S. 3rd Fleet Public Affairs commander SAN DIEGO – Sailors from three commands have recently been investigated and identified as using the designer drug Spice, officials from U.S. 3rd Fleet announced Oct. 20. The use of synthetic drugs in the Navy, to include Spice, is illegal, and the Navy continues to aggressively investigate the use of synthetic drugs and hold those in violation accountable. "The Navy's policy on drug abuse is simple and clear - zero tolerance," said Vice Adm. Gerald Beaman, commander, U.S. 3rd Fleet. "Drug abuse puts lives and missions at risk and undercuts unit readiness and morale. The use of synthetic drugs, to include Spice, is illegal and the Navy continues to aggressively investigate the use of synthetic drugs and hold those in violation accountable." Eleven Sailors from USS San Francisco (SSN 711) and three Sailors from floating dry dock Arco (ARDM 5) received non-judicial punishment in the past month for using the designer drug Spice, and two others were found to have used other illegal drugs. Of those, six Sailors also admitted to cocaine use, and one was found to have used methamphetamines. All are being processed for separation in accordance with the Navy's zero tolerance policy. One additional Sailor from USS San Francisco continues to be investigated on a possible distribution charge. Forty-nine Sailors have been identified from the USS Carl Vinson (CVN 70) connected to the sale, possession, or use of Spice. The alleged ring includes two distributors, one middle

man, and 46 users. Of the 49 suspects, eight have been administratively separated for prior drug use identified via the command urinalysis program and three have already been separated for non-misconduct related reasons. While the invesremains tigation open, the two distributors and the middle man continue to be investigated for possible legal action, and the other identified Sailors remain subject to appropriate disciplinary action and administrative processing. "Our Sailors must understand the dangers and consequences of using drugs – substance abuse risks the lives of shipmates and erodes readiness," said Rear Adm. Frank Caldwell, commander, Submarine Force, U.S. Pacific Fleet. "I need my Sailors to be ready for any tasking. Shipmates must watch out for shipmates and spread the word that this behavior is absolutely inconsistent with our Navy core values of honor, courage, and commitment. Abusers will be caught." The Navy has a series of measures in place to educate

Sailors about the perils of drug use and dependency; to deter them from ruining their professional careers and personal lives by choosing to use drugs; and an aggressive program to detect drugs in the unlikely event a Sailor decides to use them. By holding Sailors accountable for drug abuse, the Navy better protects and retains the overwhelming majority of Sailors who conduct themselves honorably. The Navy continues to actively investigate suspected illicit and designer drug use and possession. If it is determined that additional Sailors have used drugs, those Sailors will be held accountable and if appropriate, processed for separation. On March 1, 2011, the United States Drug Enforcement Administration exercised its emergency scheduling authority to control five chemicals used to make Spice and other "fake-pot" type products. An empty home is demolished at Joint Base Charleston - Air Base Oct. 20, in order to make room for the new privatized housing which will be constructed by Forest City Military Communities. The privatization project will involve the demolition of 468 existing housing units and construction of 335 new homes. The new homes are scheduled to become available in the Fall of 2012.

Executive Action creates jobs for Veterans By Lisa Daniel American Forces Press Service WASHINGTON – President Barack Obama is using executive action to create new jobs for veterans in support of the American Jobs Act, a senior White House official said today during a conference call. “I think all Americans can agree that veterans shouldn't have to fight for a job once they've come home from the fight overseas,” said Matt Flavin, director of the White House Veterans, Military Families and Wounded Warrior Task Force. “But we've seen from the unemployment numbers, especially for post-9/11 veterans, that the case is too many of our veterans are having to [fight] that fight.” Flavin cited the president’s request for the private sector to hire and train 100,000 military veterans and spouses as the catalyst for new hiring initiatives. “We're making good progress on that,” he said. “I think most of you probably saw last week the first lady announced that the American Logistics Association and their 270 affiliated companies committed to hiring 25,000 veterans and military spouses by the end of 2013. “We'll continue to do this private-sector work,” he continued. “We'll continue to work with our partners in the private sector, the nonprofit space, as well as the veterans’ groups and the military service organizations.” One of two new hiring initiatives introduced to help increase opportunities for vets comes via community health centers. “The Health Resources and Services Administration supports a network of community health centers that deliver high-quality primary care services at more than 8,000 service delivery sites across the nation,” said Mary Wakefield, administrator of the Health Resources and Services Administration. “Today we're challenging those health centers to hire 8,000 veterans – that's approximately one veteran per health center site – over the next three years.” Wakefield said with the support of the Recovery Act and Affordable Care Act, health centers have added new full-time positions since 2009. “In fact, community health centers have added more than 18,600 new full-time positions in many of the nation's most economically distressed communities,” she said. “Just last year, … health centers employed more than 131,000 staff.” Wakefield also discussed another new initiative to assist with veteran hirings. “We are working to speed up the process of training military medics to become physician assistants,” she said. “Nearly $45 million has been invested to support accredited physician assistant training programs in the past two years.” Wakefield said 57 active physician assistant training grants are available through HRSA. “Going forward, we'll be giving priority in physician assistant grant awards to universities and to colleges that help to credential veterans,” she added. Tom Van Coverden, president of the National Association of Community Health Centers, said his organization embraces the initiatives fully and stands ready to serve. “Our community health centers already employ many, many veterans, from entry level staff to clinicians, all the way from doctors and dentists to administrative staff to nurses to network leaders,” he said. Van Coverden cited attention to detail, administrative and technical skills in the use of technology, and life-saving skills as tools veterans bring to the table. He also lauded vets as “great employees” who are well-trained and bring real realworld experience. “I think that there's a deep and a rich history of the community commitment,” Van Coverden said. “The community health center … is a natural setting for those who really care about service.”

THIS IS HOW

MARITIME INTELLIGENCE

Intelligence is all about staying ahead of the curve. Lockheed Martin has a diverse group of systems that are delivering proven capabilities in the national intelligence domain. So when the Navy embarks on an intelligence transformation, we can get them there faster and more affordably. We combine the cyber insight from our Security Intelligence Center and a broad array of C4ISR, geospatial and full-motion video applications to provide powerful solutions for every Naval intelligence mission. And all without the cost of new developments. Protecting the future with the right partner today is all a question of how. And it is the how that Lockheed Martin delivers.
