Uniform change effective immediately

Based on recent Chief Staff of the Air Force, Air Mobility Command and Air Force Reserve Command decision, wearing of the blue Service Uniform as the uniform of the day, every Monday, is no longer required on Joint Base Charleston, effective immediately. Formal guidance in the form of an installation supplement to AFI 36-2903 is forthcoming. In the interim, the blue Service Uniform or Service Dress Uniform will continue to be the duty uniform for key players and honorees during formal ceremonies, formal public/civic engagements and other such events as determined by the unit commander. Additionally, in an effort to remain faithful to our proud heritage, commanders are encouraged to periodically direct wear of the blue Service Uniform or Service Dress Uniform, as mission allows, to ensure our Airmen remain ready and compliant with dress and appearance standards for these uniform combinations.

COMMENTARY

Professionalism: More than standards of conduct Commentary by Maj. Charles Eichner 628th Air Base Wing Plans and Programs

During the Thanksgiving holiday, my father and I were talking about life and work. He mentioned that someone at his workplace commented that previously, he was one of only a few "professionals," but now he works on a team in which everyone is a professional. I thought about that statement and realized that we frequently use buzz words, but rarely internalize what they actually mean. For example, we are a professional military force. Professional in the strictest sense means we are paid to be a standing military force; however, professionalism is more at the heart of what we strive for and what the comment implied. Do we really hold ourselves to standards of

conduct and behavior that others could judge as professional and would they consider the military a moral institution? Professionalism is more than standards of conduct or behavior; it includes how we interact with people in and out of our organization. We strive to make the best moral choices possible in the situations we face. Professionally caring for our team members is more than talking about being a wingman or encouraging resilience. It includes being involved and interested in their lives, learning about their strengths, weaknesses, struggles and personal life in order to help each other. As professionals, it is our job to build a cohesive team. Each member of the team has certain strengths and weaknesses; we strive to capitalize

on the strengths and mitigate the weaknesses. We develop each member to be more effective through increasing their strengths and improving, mitigating, and or compensating for their weaknesses. Professionals strive to live out the golden rule: "treat others how you would like to be treated," in words, in attitudes and in actions. We work together as a team. We take care of each other. We teach and train each other to be better at our jobs and to increase efficiency. We should be more concerned with helping each other succeed and less concerned about ourselves. If we live as a professional community, then Gen. George Patton's statement, "If I do my full duty, the rest will take care of itself," will be true. If we succeed as a team, we will succeed as individuals.

Proper cold weather uniform wear

Commentary by Master Sgt. Steven Hart 628th Security Forces Squadron first sergeant

As the days of cold weather are upon us, here are a few things to remember when wearing cold weather items in uniform:

In Airman Battle Uniform: • Outerwear is only worn while outdoors and must be zipped and buttoned up to the chest. • In order to wear the knit watch cap, you must

wear appropriate outerwear, such as the APEC or Fleece. • You must wear your ABU shirt under your outerwear.

In Physical Training Uniform: • Knit watch cap, if worn, will be plain, solid black, dark blue or sage green without logos. • Gloves will be black or dark blue leather, knitted, tricot or suede without logos. • The green or black fleece is not authorized to

be worn with the PTU. • Socks are mandatory. Socks will be white and may have small trademark logos.

This is just a small sampling of some common mistakes we "Shirts" see around the base on cold mornings. For specific uniform questions, consult Air Force Instruction 36-2903. Happy Holidays from all your Joint Base Charleston first sergeants!

Diamond Tips: Making healthy relationships

Commentary by Master Sgt. David Turnage 628th Communications Squadron first sergeant

I had the pleasure of taking some leave and visiting my family in the great state of Mississippi during the Thanksgiving holiday. The food was absolutely unbelievable. As I watched my mom take the cornbread from the iron skillet, creating the best cornbread dressing I have had in my life, I couldn't help but think how important my family is to me. Good healthy relationships are so essential to being happy in life and it makes perfect sense that Comprehensive Airmen Fitness includes the social aspect as one of its four pillars. I know some may say, "I don't need anybody," or "I like to keep things to myself," but experience has taught me, like the Dean Martin song, "Everybody Needs Somebody Sometime," that

having positive healthy relationships with my family, my friends and co-workers help me maintain a positive outlook on life. Recent research has indicated that certain characteristics in family relationships help protect the individual against physical ailments and their outcomes. These characteristics include such things as family connections, problem focused coping skills and direct communication. On the other hand, lack of social support has been shown to increase risk of disease and illness. This alone should make you want to be socially connected ... right? So, how do we translate family relationships to the workplace and the mission? Even though we, as Airmen, may not be family by blood or by marriage, we are family based on the solemn oath we all took to protect this country and our constitution. We have a common bond

that others do not have outside of the military. We, as volunteers, are prepared if necessary, to give the ultimate sacrifice for our country. So, I think it is time we all give of ourselves to cultivate healthy family-type relationships in our work centers while maintaining professionalism at the same time. It is possible to do, but each of us has to make the decision to reach out to our co-workers. We need to show that we care for one another. Let this holiday season be a reminder of how important people are to the mission. Leaders, if you are having a family gathering, invite an Airman or Sailor who may not have any family here and can't go home for the holidays. Show that you care. You may not notice it at first, but those little acts of kindness and caring will make a positive impact on that Airman or Sailor's life.

General Paul Selva takes command of Air Mobility Command Courtesy of Air Mobility Command Public Affairs

SCOTT AIR FORCE BASE, Ill. – Gen. Paul Selva became commander of Air Mobility Command in a change-of-command ceremony Nov. 30, 2012, at Scott Air Force Base, Ill., as the legacy of leading global mobility operations was passed to him from Gen. Raymond Johns Jr. Selva comes to AMC from Headquarters Pacific Air Forces, Joint Base Pearl Harbor - Hickam, Hawaii, where he served as the vice commander. He succeeds Johns, who retires from the Air Force later this year after 35 years of service. "To the men and women who represent AMC, I can't tell you how proud I am of what you have accomplished ... making the impossible possible," said Selva. "You are the heart and soul, and I'm proud to be your commander." As commander of AMC, Gen. Selva leads all mobility air forces comprised of nearly 134,000 personnel from the active duty, Air

National Guard, and Air Force Reserve. Gen. Selva graduated from the U.S. Air Force Academy in 1980 and is a command pilot with more than 3,100 hours in the C-5, C-17A, C141B, KC-10, KC-135A and T-37. He has held numerous staff positions and has commanded at the squadron, group, wing and headquarters levels. Gen. Selva served at Scott previously as the 618th Air and Space Operations Center (Tanker Airlift Control Center) vice commander, then commander, and later as director of operations and logistics for U.S. Transportation Command. "Secretary Donley and I are supremely confident in Paul's ability and we're excited to see his passion for Airmen shared with all of you," said Air Force Chief of Staff Gen. Mark Welsh III, during the ceremony. Speaking to Selva, Welsh said, "I know you will treat your Airmen as your own, and instill in them a desire to lift Air Mobility Command to even greater heights." Selva was previously assigned as the assistant to the Chairman of the Joint Chiefs of Staff in Washington D.C. The outgoing commander, Gen. Raymond Johns Jr., served 35 years in the Air Force, commanding more than 130,000 Airmen as well as reaching 4,500 flight hours in various aircraft.

The most beautiful song - our national anthem Commentary by Retired Gen. Steve Lorenz U.S. Air Force Academy Endowment

U.S. AIR FORCE ACADEMY, Colo. – By all measures, it was a typical football game day at Falcon Stadium. Many people were tailgating, there was a slight chill in the air, the sky was a brilliant bright blue, and the crowd was excited as the game time approached. With great precision, the Cadet Wing had marched into the stadium. With great fanfare, the Wings of Blue parachute team had jumped onto the football field, and the flyover by several Air Force aircraft had created much excitement. As the cadet band began to play our national anthem, the audience around us rose up to show respect for our flag and the words Francis Scott Key wrote 200 years ago. In unison, we placed our right hands over our hearts to show the proper respect as the Star Spangled Banner was played. As the ceremony began, the entire stadium

went silent as they turned to face the American flag and listen to the music. It was then that I heard what initially sounded like a person yelling at the top of his lungs and making loud, incoherent sounds. I did not know what it was, but my initial reaction was one of disbelief and irritation that this person could be so insensitive and disrespectful while an entire stadium full of people were saluting our nation's flag. But as I listened closely to this disruptive sound, I began to make out what appeared to be words. I could not understand every word, but every third or fourth word seemed to fit into the melody of our national anthem. Someone, in his own painful way, was singing the Star Spangled Banner. I looked where the sounds were coming from. In front of me was the ramp reserved for handicapped fans, and there he was. A young man was sitting in a wheelchair, in an Air Force T-shirt, with an Air Force baseball cap perched on his

head. He was swaying back and forth to the sounds of the music despite suffering from the obvious physical effects of a serious long term debilitating illness. As I listened more carefully, I could make out more and more of the words he was singing. This handicapped Air Force Academy football fan had a huge smile on his face as he sang with great gusto our national anthem. My initial irritation immediately turned to great pride as I watched this young man sing his heart out. Tears welled up in my eyes as I listened to the finest rendition of the Star Spangled Banner I had ever heard. This young man touched my heart and the hearts of everyone around him who really heard what he was singing. I walked up to 31 year old Kenny Frith, who was born with cerebral palsy, and thanked him for reminding me what really is important. I told him I would never forget him or his singing of our national anthem.

437th APS Airmen save AF more than a million dollars

By Senior Airman Dennis Sloan Joint Base Charleston Public Affairs

The 437th Aerial Port Squadron Load Planning Airmen answered the call when the Air Mobility Command Fuel Efficiency office asked AMC aerial port squadrons to maximize fuel usage aboard C17 Globemaster III's and other air frames using a new initiative called precession loading. Before the initiative squadrons were able to load cargo into aircraft with a 12-percent room not used discretion, but the initiative changed it to only two percent of space not used before the aircraft could fly. The 437th APS Airmen made sure to maximize every nook and cranny of the aircrafts cargo space before taking flight. The squadron's efforts resulted in 785 extra pallets pushed, eliminating 49 extra C-17 missions that would have burned 520,558 gallons of fuel costing approximately $1,634,552, according to Lt. Col. Michael Horsey, Headquarters AMC Fuel Efficiency office. The Airmen took on the challenge and between fiscal year 2011 and 2012, moved 5,136 pallets, earning the 437th APS the title "Best Aerial Port" within AMC along with a $50,000 check to be applied toward the squadron's fiscal year 2013 budget.

"When I heard the news I immediately told the team," said Master Sgt. Tim Crowe, 437th APS LP noncommissioned officer in charge. "I knew I had a great team here, but the fact that AMC knows really brings it to light." Along with moving 5,136 pallets, the Airmen were ranked number one in AMC average aircraft utilization statistics and pallet height improvement. "I don't feel like we did anything other than complete the mission to our fullest ability, but it is nice to be recognized for it," said Staff Sgt. Duane Olds, 437th APS LP load planner. The 16-member team executed the mission by double-checking loads in the most efficient manner with every cargo load. "It's like a giant puzzle that can sometimes take hours to solve, but that's our job and we made sure we never cut any corners," said Olds. The unit doesn't have any specific plans for the $50,000 dollars, but expect they will use it to improve building and office amenities. "Our load planners use their keen attention to detail and ensure every load is center-balanced to the rear of the aircraft, maximizing fuel efficiency," said Maj. Chris Carmichael, 437th APS commander. It takes a lot of time and focus to achieve this on every load. Our

The 628th Air Base Wing Safety Office won the AMC Distinguished Ground Safety Award for large wings and Jeffrey Lucas, 437th Maintenance Operations Squadron Logistics Resource Management program manager, won AMC’s Outstanding Safety Civilian of the Year award (additional duty). “I’m extremely proud to be part of this team,” said Darnell Edmonds, 628th ABW Safety Office certified safety and health official. “The Safety office has worked tirelessly to promote safety across the installation. In addition, we are leading AMC with innovative means to manage a large safety program encompassing a substantial array of missions carried out through multiple Department of Defense components. This is one the most driven, educated and experienced teams I’ve ever been part of during my 25-plus years with the U.S. Air Force.” “I know there were a lot of exceptional people in AMC competing for this award and it is an honor to be selected from among them,” said Lucas. “I was given this award based primarily on my work with the AMC Logistics Resource Management program.” LRM is AMC’s program designed to immerse maintenance, aerial port and logistics readiness squadron personnel into the culture of human factors and the importance of applying LRM principles in daily activities, according to Lucas. The goal is to improve processes, reduce errors, decrease preventable damage to aircraft and equipment and decrease on and off duty injuries. “This is an outstanding accomplishment by the 628th Air Base Wing Safety Office and 437th Airlift Wing personnel,” said Navy Capt. Thomas Bailey, Joint Base Charleston deputy commander. “The dedicated teamwork by both mission partners is evident in these results.” The complete list of winners: Flight Safety AMC Director of Safety Aircrew of Distinction Award Crew of Elite 63, 22nd Air Refueling Wing, 384th Air Refueling Squadron, McConnell Air Force Base, Kan. DFAS announces end-of-year tax, statement availability dates

Courtesy of the Navy Personnel Command Public Affairs

CLEVELAND – Retiree and annuitant pay customers of the Defense Finance and Accounting Service are scheduled to receive their 2012 tax statements mid-December through January. Most of the 1099 forms will be available a week earlier via the online myPay pay account management system (https://mypay.dfas.mil/mypay.aspx) for retired military members and annuitants. The mailing schedule includes: -- Annual Retiree Account Statements showing the new payment including the cost-of-living allowance adjustment for 2013 will be available through myPay on Dec. 4, and mailed via the U.S. Postal Service between Dec. 19 and Jan. 10. -- Internal Revenue Service Form 1099-R tax statements

for retirees will be available on myPay Dec. 13, and mailed via the U.S. Postal Service between Dec. 19 and Jan. 10. -- Annuitant Account Statements and Internal Revenue Service Form 1099-R tax statements for annuitants will be available through myPay Dec. 15. Annuitants who get these documents via mail can expect to receive them between Dec. 19 and Jan. 10. Retirees and annuitants must keep their contact information current, according to DFAS officials who say the top reason a retiree or annuitant doesn’t receive their 1099-R is because it is sent to an old address. If a retiree or annuitant does not have their correct address on file, they will experience a significant delay in receiving their end-of-year documents, said DFAS officials. People who do not have an active myPay account must call, mail or fax a written request to DFAS-Cleveland; processing a change of

address and reissuing a new 1099-R takes at least 30 days, said officials. Retirees and annuitants with an active myPay account can decrease their wait time for an address change and new 1099R by logging in and updating their own account. Changes take effect in three to five business days, and a copy of their 1099R can be printed directly from myPay. Information is made available faster electronically, said DFAS officials. This is why myPay users get their 1099-Rs up to a week earlier than those who wait for the mail to arrive. For more information about account maintenance, 1099-R requests, and logging in to myPay, visit the DFAS website at http://www.dfas.mil/retiredmilitary.html. People without an online account can contact DFAS at 800-321-1080. For more retiree news and information, please visit www.retirees.af.mil.

628th CES offers holiday fire safety tips

Courtesy of the 628th Civil Engineer Squadron

The United States Fire Administration National Fire Protection Association and Joint Base Charleston Fire Emergency Services are working hard to remind everyone home fires are more prevalent in winter than in any other season. This is mainly due in part to an increase in cooking, heating and holiday decoration fires. The following fire safety tips can help you maintain a firesafe home this winter:

Cooking The kitchen can be one of the most hazardous rooms in the house if you don't practice safe cooking. Cooking occurs more during this season, increasing the potential for a fire on the stovetop. Although they can be small, cooking fires can damage cabinets and cause smoke damage throughout the house. If they're not extinguished quickly, the entire house may be destroyed. • Always stay in the kitchen when cooking and keep a tight fitting, metal lid near the cooking area when using any oil or grease. • Avoid placing items in the grease at high temperatures. Any amount of moisture on an item might create an explosion sending grease and fire over the stove. If this does occur, slide the lid over the pan and do not attempt to move it or put water on the fire as this will only increase the fire area. Use an ABC rated or dry chemical fire extinguisher on this type of fire if it's available. As a last resort, baking soda will work but increases your chance of injury as you have to get close to the fire to use it. • If you intend to fry a turkey, follow the instructions on the fryer and keep it away from the house by at least 25 feet. Vinyl siding will melt and spread fire quickly if it catches fire. • Keep anything that can catch fire, such as potholders, oven mitts, wooden utensils, paper or plastic bags, food packaging, towels or curtains, away from your stovetop. • Keep the stove top, burners, and oven clean. • Keep pets off cooking surfaces and nearby countertops to prevent them from knocking things onto the burner. • Wear short, close-fitting or tightly rolled sleeves when cooking. Loose clothing can dangle onto stove burners and catch fire.

Heating Each year, fires claim the lives of 3,500 Americans, injure 18,300, and costs billions in damage. People living in rural areas are more than twice as likely to die in a fire as those living in mid-sized cities or suburban areas. The misuse of wood stoves, portable space and kerosene heaters are especially common risks in rural areas. All heating equipment needs space. Keep combustibles at least three feet away from the heat source. Supervise children and have a three-foot "kidfree" zone around open fires and space heaters.

Electric Space Heaters • Buy only heaters evaluated by a nationally recognized laboratory, such as Underwriters Laboratories. • Ensure the heater has a thermostat control mechanism and

automatic switch if the heater falls/tips over. • Heaters are not dryers or tables. Don't dry clothes or store objects on top of your heater. • Plug space heaters directly into wall outlets and never into an extension cord or power strip. • Always unplug your electric space heater when not in use.

Fireplaces • Fireplaces regularly build up creosote in their chimneys and should be cleaned frequently and inspected for obstructions and cracks to prevent chimney and roof fires. • Ensure the damper is open before starting any fire. • Never burn trash, paper or green wood in your fireplace. These materials cause heavy creosote buildup and are difficult to control. • Use a screen heavy enough to stop logs from rolling out and big enough to cover the entire opening of the fireplace to catch flying sparks. • Don't wear loose-fitting clothes near any open flame. • Make sure the fire is completely out before leaving the house or going to bed. Allow ashes to cool before disposing. • Place ashes in a tightly covered metal container and keep the ash container at least 10 feet away from your home and any other nearby buildings. Never empty the ash directly into a trash can. Douse and saturate ashes with water first. Candles • On average, 42 home candle fires are reported every day. More than half of all candle fires start when flammables, including furniture, mattresses, bedding, curtains or decorations are too close to the flame. • Avoid using lighted candles and consider using batteryoperated flameless candles, which can look, smell and feel like real candles. • Ensure candles are in sturdy metal, glass or ceramic holders and placed where they cannot be easily knocked down. Keep candles at least three feet from any combustible items. • Never put candles on a Christmas tree. • Extinguish candles after use and before going to bed and never leave burning candles unattended. • Always keep candles out of the reach of children and away from pets.

Electrical • During a typical year, home electrical problems account for 26,100 fires and one billion dollars in property losses. About half of all residential electrical fires involve electrical wiring. December and January are the most dangerous months for electrical fires. The bedroom is the leading area of fire origin for residential building electrical fires. However, electrical fires that begin in the living room or family room often result in the most deaths. • Routinely check your electrical appliances and wiring. Replace all worn, old or damaged appliance cords immediately. Do not try to repair them yourself. • Buy only appliances with a label of a recognized testing laboratory. • Appliances should be plugged directly into a wall outlet. Never use an extension cord. If no other option is available,

9

use only surge protectors or power strips with internal overload protection. • Always unplug small appliances when not in use.

Holiday Decorations • The USFA estimates that 240 home fires involving Christmas trees, and another 150 home fires involving holiday lights and other decorative lighting occur each year. These fires resulted in 21 deaths and $25.2 million in direct property damage. • Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets and excessive kinking or wear. • Use only lighting listed by an approved testing laboratory. Do not link more than three light strands unless the directions dictate it is safe. • Make sure to periodically check the wires to ensure they are not warm to the touch. Do not leave holiday lights on unattended. • All decorations should be nonflammable or flame-retardant and placed away from heat vents and open flames. • If you are using a metallic or artificial tree, make sure it is flame retardant. • Ensure trees and holiday decorations do not block an exit way. In the event of a fire, time is of the essence. A blocked entry or exit way puts you and your family at increased risk. • When selecting a tree for the holidays, needles on fresh trees should be green and hard to pull back from the branches and should not break. • The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has either been cut too long or dried out and is a fire hazard. • Do not place the tree close to a heat source, including a fire place or heat vent. The heat will rapidly dry out the tree, causing it to be more easily ignited by heat, flame or sparks. • Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. • Keep the tree stand filled with water at all times to help keep the tree fresh longer. • After the holidays, dispose of your tree in an acceptable manner for your municipality. Never put tree branches or needles in a fireplace or wood-burning stove. • When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service.

Always have working smoke alarms on every level of your home, test them monthly and keep them clean and equipped with fresh batteries. If your house uses natural gas, carbon monoxides detectors are strongly encouraged to be placed near every sleeping area. Know when and how to call for help. Remember to practice your home escape plan and know two ways out. If you have any questions, comments or concerns, contact the Joint Base Charleston Fire Prevention Office at 963-3121 or 764-7889. Have a safe and wonderful Holiday Season!

CSAF directs Air Force-wide inspection

WASHINGTON – Commanders across the Air Force will conduct health and welfare inspections starting Dec. 5 to emphasize an environment of respect, trust and professionalism in the workplace. The health and welfare inspection is a tool routinely used by unit commanders, command chiefs, and first sergeants. Air Force Chief of Staff Gen. Mark Welsh III tasked commanders during the Nov. 28 Wing Commanders Now Call to examine their work settingsSelling! and ensure Airmen at all levels consistently apply standards of professional!# ism and respect across the service. "Over the past months, I've discussed with our commanders, leaders and supervisors %& about the importance of pride and performance," said Welsh. "When Airmen work in a

setting that is consistent with our core values of integrity, service and excellence, they perform with honor and distinction - they deserve nothing less. Anything short detracts from that pride and cripples mission effectiveness." The purpose of this inspection is to reinforce expectations for the workplace environment, correct deficiencies, and deter conditions that may be detrimental to good order and discipline. Commanders will look for and remove unprofessional or inappropriate items that hinder a professional working environment. "This is about commanders being commanders," Welsh said. "The underlying principle for the inspection is our core values, and the bottom line is that it's the right thing to do."

Jennifer Noonan of Maine's Blue Crew received their submarine "dolphins" during separate ceremonies at Naval Submarine Base Kings Bay, Ga., and Naval Base Kitsap-Bangor, Wash. In order to receive their dolphins, Leveque, Cowan and Noonan were required to qualify as Officer of the Deck and Engineering Officer of the Watch, perform damage control functions, and demonstrate satisfactory qualities of leadership. Cowan, a native of Colorado Springs, Colo., and Noonan, who hails from Boston, joined two other Blue Crew officers - Lt. j.g. James Barclay and Lt. j.g. John Schaeffer - in receiving their dolphins. Cowan was pinned by her husband, Naval Flight Officer Lt. Adam Cowan. Noonan chose a former Maine shipmate and mentor, Lt. Jason Brethauer, to pin her dolphins. Schaeffer decided to have Lt. Joe Westfall, a current shipmate from the Blue Crew, conduct his pinning. The Commanding officer of Maine's Blue Crew, Cmdr. William Johnson, pinned Barclay. "I am honored to participate in today's ceremony honoring these four fine officers who have proven themselves over the past year," said Johnson. "They are truly worthy to join in the great legacy of submariners that have gone before us as 'qualified in submarines.'" In Kings Bay, Leveque, along with fellow Gold Crew officer Lt. j.g. Kyle E. McFadden, participated in a ceremony presided by Cmdr. Christopher Nash, commanding officer of Wyoming's Gold Crew. Leveque was pinned by her husband, Lt. j.g. Luke Leveque, a qualified submariner onboard the ballistic missile submarine USS Maryland (SSBN 738). McFadden was pinned at the ceremony by Nash. "Today was a very special occasion. It was special because two talented young officers earned the right to lead the next generation of submarine sailors in the most capable Navy the world has ever known. It was also special because these young leaders fully represent the future of our nation's technical talent," said Nash. Leveque, Cowan and Noonan are three of 24 women - 17 line officers and seven supply officers - assigned to Maine, Wyoming, USS Ohio (SSGN 726) and USS Georgia (SSGN 729). Maine and Ohio are homeported in Bangor, while Wyoming and Georgia are homeported in Kings Bay. "I am honored to be joining the long tradition of the submarine force by earning my dolphins and excited for the journey to come. I could not have accomplished this without the help of the wardroom and crew of the USS Wyoming," said Leveque. Leveque, Cowan and Noonan have each completed strategic deterrent patrols aboard their respective submarines. "Qualifying is a huge accomplishment for any submariner, and it feels no different for me," said Noonan. "I am thrilled to finally be a member of this elite community. I'm particularly

grateful to my crew, officers and enlisted, for supporting me and holding me to the same standards as those who have gone before me. I look forward to being able to fully contribute to the crew now that I'm a qualified submarine officer." "Qualification in Submarines is more of a personal achievement," said Cowan. "It requires understanding of the many facets of submarine life and has you perform so many skills that when I take a step back and look at everything that I have done and what this qualification means I will do, it is pretty amazing. I see it as that point where I have demonstrated the knowledge and the instinct to perform safely and smartly in all areas of the ship and its missions. Ultimately, it is a monumental mark of the confidence my command and crew has in me. And earning that respect and acceptance is a feeling that I will hold with me for my entire life." Prior to reporting to their boats beginning in November 2011, Leveque, Cowan, Noonan and the other women assigned to Ohio, Maine, Wyoming and Georgia graduated from the Submarine Officer Basic Course in Groton, Conn. In addition, the submarine line officers under instruction graduated from the Naval Nuclear Power School at Charleston, S.C., and underwent naval nuclear prototype training.

DoD notifies troops of South Carolina cyber intrusions

By Nick Simeone American Forces Press Service

WASHINGTON – The Defense Department and South Carolina officials are notifying military members and families who paid state income taxes there that they may have been victims of information/identity theft as a result of several recent cyber intrusions. South Carolina's Department of Revenue reported nearly four million Social Security numbers and several hundred thousand credit and debit card numbers belonging to current and former taxpayers may have been stolen during cyber intrusions in August and September.

SUMMERVILLE 404 Azalea Square Blvd Target Shopping Center Near McAlister’s Deli (843) 871-6300

While the vast majority of the personal data is believed to have been protected by encryption, state revenue officials said about 16,000 accounts were not, and that anyone who filed a South Carolina income tax return as far back as 1998 could be affected. The intrusions were discovered last month, officials said. While South Carolina officials believe their system is now secure, Gov. Nikki Haley said the state is offering one year of free credit monitoring and identity protection to anyone who might have been exposed and applies for it. "The number of records breached requires an unprecedented, large-scale response," she said. In addition to Social Security numbers and credit card information, defense officials said information usually found

on the front of checks may also have been exposed. DOD personnel and their family members who are current or former South Carolina taxpayers, especially those who are living abroad, are urged to visit www.ProtectMyId.com/SCDOR or contact Experian's national consumer assistance center at 1-866-578-5422 by January 31, 2013, to enroll in identity threat protection. In addition, current and former South Carolina business owners may also contact Dun & Bradstreet Credibility Corp., officials said. Visit www.DandB.com/SC to initiate the registration process or call 1-800-279-9881. An investigation into the source of the cyber intrusion continues.

Holiday spending: Don't go broke trying to save

Courtesy of the Navy Personnel Command Public Affairs

MILLINGTON, Tenn. – Give yourself a present this year by making a holiday budget and sticking to it, Navy leaders said Nov. 27. The rewards of spending within your means will last all year, but sticking to your budget may be easier said than done. Resisting the kids' pleadings for the latest gadget, or the pressure to buy gifts for everyone from schoolmates to service people can be stressful. It's also hard to ignore the ads that tell you to "buy now - and pay nothing until next year." This holiday season; don't go "broke" trying to save. You may not be able to control how long a sale lasts, but you do have the power to decide that it's okay if you miss out on "the

best prices of the year" for items that weren't on your shopping list. Arm yourself with a plan and it will be easier to resist the allure of deep discounts on items you'd never even considered before you got to the store! Make peace of mind a new holiday tradition. "In terms of sales and traffic, the Saturday before Christmas day is the busiest shopping day of the year," said Stacy Livingstone-Hoyte, personal financial management specialist at the Fleet and Family Support Center in Millington, Tenn. "If you did some planning and stick to your goals you can beat overspending during the holidays, all year and keep your peace of mind. Create a model of success you can enjoy for years to come. " There is an easy to follow model for success in beating

overspending. "Identify whether you will actually use the item, and if the item being advertised is a 'want' or a 'need'. If you are on a tight budget it will help you weed out the non-essentials. It's easy to be sidetracked by all the hype, so remind yourself what your priorities are and review other ways for spending your holiday season time. For instance, spend time with family, friends or volunteer," said Livingstone-Hoyte. In the end, make a holiday budget and stick to it. "You'll thank yourself in the long run when January rolls around and you're not afraid of your credit card bills," concluded Livingstone-Hoyte. For more practical ideas on beating overspending, go to www.navynavstress.com.
