Color Guard participates in Patriot Tour Story and photos by Eric Sesit

Joint Base Charleston’s Navy Color Guard participated in the Nation of Patriot’s 2010 Patriot Tour, Friday, July 2. The Nation of Patriots is an organization whose mission is to provide financial support to families of wounded veterans who have sacrificed for all Americans and our country. They hope to raise $100,000 in 2010 and are passing an American flag through the lower 48 states during the 100 days of summer in honor of all of America’s Armed Forces, past, present and fallen and their families. The flag has been transported on the back of many motorcycles owned by HOGS (Harley Owners Groups) and began the tour May 28 in Oconomowoc, WI. From there it has been passed from one HOG chapter to the next, stopping in towns in Indiana, Ohio, Pennsylvania, New York, and New England before making its way down the East Coast to Charleston. Escorted by South Carolina

Highway Patrol motorcycles, and approximately 60 HOG members, the group roared into Patriot’s Point, where it was met by the Navy Color Guard. After accepting the flag from HOG member Patrick Naulti, the Color Guard proceeded to the fantail of USS Yorktown, where they hoisted the flag, before lowering it to half mast in honor of Senator Robert Byrd (D-WV). During the brief ceremony, Medal of Honor recipient Major General James Livingston, USMC (Ret.) addressed the crowd. “Those of you who served our country, and those of you family members who supported us while we served, and those that gave the ultimate sacrifice, are woven into the very fabric of that flag,” Livingston said. At the conclusion of the ceremony, the Color Guard struck the colors and retraced their steps back to the pier. The flag was then passed back to the

A long time ago, when I was stationed onboard USS Abraham Lincoln (CVN 72), I came across a situation that I was not familiar with. It was a fairly technical issue, one that seemed insurmountable at the time, given our resources while underway. I called my Chief into my office to discuss the problem. After briefing him on the situation, I concluded by saying, “Well chief, we seem to have one pretty big problem here. I need your input on how to fix it.” The chief looked at me and smiled and said, “Sir, there are no problems in the Navy, just opportunities.” His response took me back a second. I had never looked at this particular problem, much less the Navy and life in general with that attitude. It is a lesson that I carry with me to this day. As we move forward with our plans to develop Joint Base Charleston, I’m finding that there are plenty of “opportunities” for us to take advantage of. The purpose of

combining these wonderful facilities into one entity is to save money and provide improved services to all our tenant commands, families and retirees in the community. Needless to say, the combination of ‘hotel’ services is a daunting one. How do you take two services, each with their own rich traditions and methods of operation, and seamlessly combine them into one organization that serves the needs of all our customers? These are the opportunities that we have been dealt. And everyday, our folks here at NWS Charleston, along with their counterparts at the Air Force Base, are tackling these opportunities head on. Of course there will be (and already are) growing pains along the way, but when it’s all said and done, those of you involved in this transition are laying the groundwork for future generations. This is our opportunity to create a new and improved base that will serve the needs of this community for a long time to come. I ask that each of you involved in the process keep forging the way ahead. We are less than three months away from the big day so there is light at the end of the tunnel. Of course there will be fine tuning and tweaking after the merger, but our goal is to keep the changes as transparent and unobtrusive as possible. One of the highlights later this year will be our first ever combined military ball, October 23. It promises to be a great time and we’re planning on an estimated 1,000 people attending. We are currently in fund-raising

mode for this event and the fundraising serves two goals. The primary purpose is to donate some of the proceeds to Camp Happy Days and the LowCountry Food Bank, two very worthwhile causes. The other purpose is to help defray the costs of the ball so that everyone who wants to attend can afford to do so. Fund raising takes time and most importantly people. Here is another opportunity hitting you in the face. Of course you should participate in volunteer efforts and fund raisers because helping others is simply the right thing to do. But, it is another way that you can break out and stand above your peers when it comes to evaluation time. Taking part and giving back to the community is just another way you, as an American Sailor, can help our country. A few hours a week volunteering, whether for our Military Ball, reading to school children or helping clean up a highway shows our neighbors that we care. It’s important. Finally, a huge Bravo Zulu to the folks at MWR who put on another wonderful Freedom Fest. If you had the opportunity to make it out to Marrington Plantation or up to Short Stay, I’m sure you had a great time thanks to the all their hard work. NAVCONBRIG Charleston changes command By Edward Grant NCBC Public Affairs

Commander Daniel Spagone relinquished command of the Naval Consolidated Brig Charleston to Commander Raymond R. Drake, June 24. The ceremony’s guest speaker, Captain John M. Esposito, Executive Assistant to the Commander Navy Personnel Command, awarded CDR Spagone the Meritorious Service Medal (5th award). Spagone is retiring from military service. CDR Drake is a native of Fishkill, NY, and graduated from Rensselaer Polytechnic University with a Bachelor of Science degree in Mechanical Engineering, and was commissioned in May 1992. Following primary flight training at NAS Whiting Field, Florida and intermediate and advanced jet training at NAS Kingsville, Texas, he was winged as a naval aviator in March 1995. His assignments include VF-101D at NAS Miramar, Calif. and the “Tomcatters” of VF-31 deploying onboard USS Carl Vinson (CVN-70) and USS Abraham Lincoln (CVN-72) in support of Operation SOUTHERN WATCH and DESERT STRIKE. He attended the Strike Fighter Tactics Instructor course (TOPGUN) in Fallon, NV, after which he was assigned as a Strike Fighter Tactics Instructor to Strike Weapons and Tactics School, Atlantic.

He next reported to the “Red Rippers” of VF-11 as the Training Officer and Assistant Operations Officer deploying onboard USS John F. Kennedy (CV-67) in support of Operation ENDURING FREEDOM. CDR Drake then reported to the “Jolly Rogers” of VF-103 as Maintenance Officer and Safety Officer where he deployed onboard USS John F. Kennedy (CV-67) in support of Operation IRAQI FREEDOM. He was then assigned to U.S. Joint Forces Command (USJFCOM) as Chief of the Collaborative Information Environment Management Office. At USJFCOM, Drake completed a tour with Naval Special Warfare Command serving as a Fire Support Officer and Joint Terminal Air Controller for a Joint Special Operations Task Force in support of OPERATION ENDURING FREEDOM. CDR Drake is an Air Wing Strike Leader, Mission Commander and Forward Air Controller (Airborne) with more than 2,800 flight hours, 98 combat missions and 560 carrier arrested landings. His military awards and decorations include the Defense Meritorious Service Medal, Air Medal (3 Strike Flight), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (3), Navy and Marine Corps Achievement Medal, Navy Meritorious Unit Commendation, National Defense Service Medal (2), Armed Forces Expeditionary

Update EFM status before entering detailing window From Navy Personnel Command Public Affairs

There are currently 16,000 Navy families enrolled in the Exceptional Family Member Program (EFMP), but some Sailors are not updating their packages before entering their detailing window. “Enrollment in the EFM program is mandatory for all family members with long-term medical, mental health or educational needs and is required immediately upon identification of a special need,” said CDRmdr. Cynthia Granby, EFMP branch head at Navy Personnel Command. “Before a detailer can release orders, an updated EFM status is needed. The sponsor is responsible for knowing his or her EFM update timeframe and for updating the file prior to negotiating for orders. Local coordinators at the nearest Military Treatment Facility can be contacted to confirm update status and timeframe.”

Family member status updates are required nine months prior to a Sailor’s Projected Rotation Date, every three years, or whenever the enrolled member’s need changes. Temporary enrollments (Category VI) must be updated within a year of assignment. The EFMP is required for authorized family members who possess a physical, emotional, developmental or educational disability, or a condition that requires special medical, mental health or education services and reside with or are in the custody of a Sailor. Enrollment ensures family members’ needs are identified so that Sailors are stationed where those needs can best be met. “The program is a benefit for Sailors and commands,” said Kathleen Wells, Navy EFMP manager. “It’s available to help alleviate hardships on family members by ensuring their special needs are considered in the detailing process.”

“EFMP remains flexible,” Granby said. “Once the sponsor enrolls and family needs are identified, he/she will have a good chance at obtaining a career enhancing assignment.” EFMP families are classed into one of six categories. For those families who have been designated categories IV and V, the Navy has a separate program, Navy EFMP Respite Care, which provides up to 40 hours of free in-home care for exceptional family members and their siblings. “Many family members enrolled in the program have complex needs that cannot be met using typical in-home care,” said Sharon Fatheree, Navy Child and Youth Programs, Outreach program manager for Fleet and Family Readiness. “The Navy EFMP Respite Care Program is provided through the Child and Youth Programs and was designed to offer parents in-home care

with specialized providers trained to meet the individual needs of the family member so parents can feel safe leaving children in in-home care to run errands, go to medical appointments or just get a change to reconnect with their spouse.” Currently Respite Care is offered at five locations: Jacksonville, Fla.; Bremerton, Wash.; San Diego; Norfolk, Va.; Naval District of Washington D.C.; and 50 independent locations in the continental U.S. Sailors interested in Respite Care can visit the National Association of Child Care Resource & Referral Agencies website at www.naccrra.org/MilitaryPrograms/navy.php for more information. Online Academic Skills Program NAVADMIN 216/10 announces the Navy’s transition from the Academic Skills Program offered through the Navy College Learning Center (NCLC) and Academic Skills Instructor Led Program (ASIP) to the Online Academic Skills Course (OASC), which provides access to basic educational and academic skills required in order to retake the ASVAB. Neither NCLC nor ASIP will be available after Sept. 30, 2010. The self-paced OASC customized learning program evaluates an individual’s reading level, vocabulary, and math ability based upon a pre-test. Using the pre-test results, OASC designs specific lessons tailored to increase the individual’s proficiency in each of these academic areas. For Sailors who desire an abbreviated academic review, a shortened set of lessons are also available. Upon completion of OASC, Sailors requiring justification for retaking the ASVAB should contact the CCC. OASC is available now on Navy Knowledge Online (NKO) via the NKO learning tab and on the Navy College website at https://www.navycollege.navy.mil under Navy college programs, academic skills link. Navigation to OASC is also possible at http://www.petersons.com/dantes/. Sailors can access the course from any internet-connected computer. In addition to active duty military members, OASC is available at no cost for members of the selected reserves, department of defense civilians and family members.

Working hard under a hot sun selling sodas and water, bagging groceries and washing cars are just a few of the fundraising events going on locally as the Joint Base Charleston Military Ball organization raises money for this years event. This years’s ball is scheduled for October 23, and although the money will be used to help defray the costs, the main goal of the fundraising efforts is to raise money for Camp Happy Days and the Low Country Food Bank. “We definitely had a slow start this year, but we now have the ball rolling and we expect to reach our goal no matter what,” said NWS Charleston Command Master Chief (SW/SS) Billy Cady. “The Military Ball is going to be an exceptional event that is going to lay the groundwork for all future joint events.” The Military Ball organization is a combination of Navy and Air Force members who have been working diligently to raise funds for the event. “We are not too far behind and if we can get more people to volunteer with the fund raising, then this is going to be a great event!” said Erika Figueroa, NWS Charleston commanding officer’s secretary.

Although the invasion of Normandy was complete, the war for Cayce was not. He was sent back to the United States to board a brand new LST on its way to the Pacific Theater of Operations. There he aided in the liberation of both the Philippines and Okinawa, Japan, surviving the suicide bombers and typhoons off the coast of Okinawa. When the Japanese finally surrendered, Cayce participated in the occupation of Japan. His LST 1101 steamed into Tokyo Bay to witness the surrender signed and accepted by Gen. Douglas McArthur on the battleship Missouri. After the war, Cayce returned to the south where he was honorably discharged January 31, 1946. Using the G.I. Bill, he attended college before moving back to Charleston, S.C., with his wife and child. Cayce joined the U.S. Naval Reserve and served for 30 years, retiring as a chief quartermaster in 1983. Today, at 87 years old, Cayce lives alone, caring for his house and doing his own yard work, both of which are immaculate. “When we got back from Europe, nobody ever talked about World War II, we just forgot it,” Cayce said with respect to his time spent overseas. “But now, everybody realizes, if you want to know about World War II ,you better talk to us now, cause we’ll soon be gone.”

New & improved climbing wall oppens at OAC

After several months of closure for renovations and replacement of the belay system, the climbing wall at the Outdoor Adventure Center is open and ready for your climbing enjoyment. Improvements to the belay system have made it possible for younger climbers to enjoy the wall. The minimum weight requirement has been lowered from 75 to 40 lbs. The climbing wall is available anytime during normal OAC operating hours: Monday - Friday 11:00 a.m. – 6:00 p.m., and Saturdays 11:00 a.m. – 4:00 p.m. The cost for one hour of climb time is $4.00 or you may purchase a daily pass for $6.00. “Try climbs” are $2.00. Water fitness classes feature “Delta Bell” water fitness equipment and are designed for swimmers and non-swimmers alike. Classes are offered Mondays, Wednesdays and Fridays from 7:00 8:00 p.m. Morning classes are offered Tuesdays and Thursdays from 7:00 - 8:00 a.m., beginning July 12. One of our most popular group fitness classes is cycling, an aerobic exercise that takes place on a specially-designed stationary bicycle. Motivational music plays while the instructor leads the student through a simulated outdoor cycling workout. Classes are Tuesday & Thursday mornings from 5:30 - 6:30 a.m.; Monday, Wednesday & Fridays from 6:45 - 7:45 a.m. and from 11:30 a.m. - 12:30 p.m. Classes are free to active duty military. Youth Summer Camp-final session

Each summer, the WPNSTA Youth Center programs miles of smiles for kids ages five to 12 years. Lucky participants take lessons in drama and music, learn about nature, go skating, bowling, swimming, attend movies, play sports, and lots more! Children must be in kindergarten to attend the camp. Camp Grinning Gator will begin its final four-week session on August 2. Camp hours are Monday through Friday, 6:00 a.m. – 6:00 p.m. The Youth Center has adopted several convenient payment plans which will fit almost everyone's needs. The park was decked out in colors of red, white and blue—as more than 800 patriots watched the impressive fireworks display in celebration of 234 years of independence of our nation. “We wanted to host an event that was geared toward military members and their families, one that was a safe clean fun environment for every one of all ages that could really enjoy them-

selves this Independence Day,” said Naval Weapons Station (NWS) Charleston Morale, Welfare and Recreation Center Special Events Coordinator, Amanda Young. Savory aromas captured the nose as vendors peddled their roasted corn, BBQ, boiled peanuts and cotton candy. Children had plenty to capture their attention with jousting tournaments, sumo wrestling, and carnival games and rock climbing. “I love it! Good clean family fun that is wonderful, and I think that the children are having a blast and that is what really matters,” said Linda Hascup from San Diego. As nightfall came, although some still played, others set up lawn chairs and blankets and turned their eyes skyward. The spectacular fireworks display had many cheering for more as the exciting spectacle continued for nearly an hour before the finale. “We wanted to do it up this year…celebrate with a bang!” said Young. Three-year-old Brice Terry enjoys his cotton candy with his family while waiting for the fireworks.

Swimming lessons at New Wave Aquatic Center MWR offers swimming lessons in both morning and evening sessions for all ages. Parent/Child Aquatics are offered for ages six months - three years and provides the child an introduction to the water with parent’s guidance. Pre-school Aquatics (Levels 1, 2 & 3) is for children, ages three - five years, and offers the child a first pool experience without the parent’s guidance while teaching basic skills that are the building blocks of swimming. Home energy efficiency tips can save money Small steps do make a difference. Often, we don’t believe that one person can have much impact on total energy consumption. But in reality, when each of us makes our own contribution, no matter how little it may appear to be, the cumulative effect can become enormous. Home Efficiency is the fourth of four articles in a series designed to help each of us make a difference. The average American household consumes 11,000kWh of energy per year. If the household reduces energy by five percent (550kWh), that translates to 1,875.5 cubic feet of natural gas. If half of all American households made this reduction- 75 million households-140.7 billion cubic feet of natural gas can be saved. Individuals can make a difference. When each of our small contributions is added together the impact is amazing. Switch to compact fluorescent lights from incandescent bulbs whenever possible. CFLs are 3 to 4 times more efficient and last 10 times longer. Save electricity when cooking by using a kettle or covering a pan when boiling water. Plus turn off the burners and the oven several minutes before the cooking time is over. Both will shorten the amount of time the heating elements are on.

When washing clothes, wash in cold water whenever possible. Save warm/hot water cycles for whites and hard-to-clean items. Always rinse in cold water. Use a programmable thermostat for automatic energy savings. Set the thermostat for lower heating temperatures at night when everyone is asleep and during the day if nobody is home. To operate your air conditioner unit more efficiently, turn on your ceiling fans to create air movement across the skin, lowering skin temperature through evaporation. You can raise the A/C thermostat setting up to 4 degrees F without any decrease in comfort. Each degree you raise the thermostat above 78 degrees F you save about 7 to 8 percent on your electric cooling costs. Close your blinds and drapes at night in the winter to keep the cold out.

Clean or replace filters regularly on furnaces and air conditioners and remove debris and leaves from outside units so vents don’t clog. Caulk and weatherstrip doors and windows that leak air. Help create shade on the sunny side of your house by planting a tree or adding a retractable awning on a window. Eliminating the heat and glare of the sun on the house will lower your cooling bills. A retractable awning will let more sun in on those cool days as well. If you are leaving a room for any length of time, shut off the lights and any appliances there, anything that is using electricity that doesn’t need to be on. Unplug battery chargers, such as cell phone chargers, when they aren’t in use. Conventional battery chargers, even when not actively charging a product can draw as much as 5 to 20 times more energy than is actually stored in the battery. Partners at the Navy Housing Welcome Center You may ask yourself, Partners at the Navy Housing Welcome Center? Yes, housing is privatized, but privatization means partnership. Our PPV partner is Balfour Beatty Communities. Our goal at Naval Weapons Station Charleston is to provide a well-ordered community environment, typical of the American way of life. We strive to achieve this through our PPV partner by using their experience in the civilian and military housing communities, and our Navy Housing Department staff, located in Building 742, the Housing Welcome Center. You are encouraged to address any issues you may have concerning your housing unit and the housing community to our PPV partner, Balfour Beatty Communities at 797-5631. Residents are reminded that all maintenance requests should be reported to Balfour Beatty Communities Service Request Line at 797-3858 or through their website at www.nwscharlestonhomes.com. Our Navy Housing staff, a separate entity from the PPV partner, is still located at the Housing Welcome Center. Bachelor Housing Note Bachelor Housing welcomes our newest member to our team, SH1 Millard Jones. He comes to us from NRD Richmond, VA, where he was the Processing LPO of new applicants on their way to boot camp. All of his experience and expertise will play a vital role within Bachelor Housing Division. Welcome aboard and welcome to our team shipmate! As a reminder, all residents are responsible for reporting any trouble calls or maintenance issues to the front desk. We at Bachelor Housing cannot express enough for you to be proactive instead of reactive. This will ensure deficiencies are repaired promptly. Additionally, it is imperative that residents report any damages immediately to BH Staff. When a resident goes on leave, TAD, or is confined to the hospital, every effort will be made not to reassign the room. The resident should keep the front desk or building manager informed as to departure date, approximate duration of absence, and approximate date of return with orders or leave requests. Residents are required to check out of Bachelor Housing when deploying for more than 60 days.

Overnight guests are authorized with the following stipulations: Must be a bonafide dependent of the resident. A copy of your page II (emergency data sheet) will be provided to confirm dependent status. Guest stay is limited to seven days. Request for exceptions to the above policy may be submitted to the Housing Director via the Bachelor Housing Director. Roommates must agree to overnight guests. If the roommate does not agree, the guest registration form will be denied. Complete guest information form, must have signed by roommate, and forward to BH Director three days prior to stay. Request forms are available at the front desk. All guests must check in at the front desk upon arrival. If the guests are under-aged and not on your page two, your guests will not be permitted on the premises. In accordance with WPNSTACHASNINST 11103.1A, all civilian guests must be over the age of 18 and no one under the age of 18 other than a dependent of a resident with prior approval granted by the command are authorized at any time. The legal drinking age for all residents is 21. All alcohol must be properly stowed away in your personal space to prevent the use of illegal drinking. The front desk is an initial point of contact for residents. All residents are encouraged to report all trouble calls to the front desk immediately so deficiencies can be repaired promptly. Safety and security is an all hands effort. All residents are encouraged to report the outage of any streetlights. Parking on the grass and unregistered vehicles are strictly prohibited on Naval Weapons Station Charleston. BH staff remains available to assist all residents 24 hours, seven days a week. The survey is part of a performance assessment program. Balfour Beatty Communities ranks “extremely” satisfied and “very good” a passing grade on the survey and any score that is less than this is considered unacceptable. “We truly strive to exceed our resident’s expectations and hope that every resident enjoyed their home and the services that we provided,” explained John Armstrong, community manager for Balfour Beatty Communities. Once residents complete their surveys and seal them in the postage paid envelopes provided, they can simply bring it to the Balfour Beatty Communities Management Office and drop it in the authorized locked mailbox. Only CEL employees will open the returned envelopes. Survey results are completely confidential and anonymous. “The survey allows us to see where we are succeeding and where there is room for improvement,” said Armstrong, “it’s important for residents to fill them out honestly.” The survey deadline date is September 15, 2010.

Balfour Beatty Communities set to kick-off annual housing survey The Annual CEL Housing Survey is upon Naval Weapons Station Charleston once again. In a few weeks, family housing residents will be receiving the CEL Resident Satisfaction Housing Survey. By completing and mailing surveys in, residents will qualify for weekly drawings. The top prizes include a 32” flat screen TV, BBQ grill and gift cards. Residents that mail in the surveys by August 13, 2010, will also qualify for a special early bird drawing. Registration forms are attached to the CEL survey packet; please drop the registration form to our Community Management Office at 742 Fletcher Street.
