Subject matter: COURSE “DESIGN AND IMPLEMENTATION OF ADULTS IN SCOUTING POLICIES AND MANAGEMENT SYSTEMS” (World Scout Bureau-Interamerican Region) Dear brothers and sisters in Scouting, Receive a warm left-hand greeting. It is for us a pleasure to announce that we have opened the selection process for the course “DESIGN AND IMPLEMENTATION OF ADULTS IN SCOUTING POLICIES AND MANAGEMENT SYSTEMS”. We are sure that it will have a wide reception among those adults who work in the strategic Area of Adults in Scouting, being of special interest to the NSOs in the Caribbean Subregion. However, it is also open for members of other NSOs of the Interamerican Region. The course “DESIGN AND IMPLEMENTATION OF ADULTS IN SCOUTING POLICIES AND MANAGEMENT SYSTEMS” contributes to the development of the required competencies for those adults who are in charge of the design, implementation and evaluation of Adults in Scouting policies within the NSO. Also, for those whose functions are focused towards design and operation of: (a) the Adults in Scouting Management Systems, (b) the curriculum of training systems or, (c) the contents and methodologies of adult learning experiences. 1.

COURSE OBJECTIVES

At the end of the course the participants will have acquired concepts, methods, strategies, and techniques necessary for: 2.

Designing national policies for the management of adults in Scouting that develop Regional and World Adults in Scouting policies. Designing systems for the management of adults in Scouting in order to strengthen the implementation of the competencies approach as response to the life cycle of adults. Sharing their resources and training experiences based on the commonalities in their training models. Creating materials and tools to empower adults and promote in them better and higher levels of development. METHODOLOGY

This course will be developed through one on-site phase and two virtual phases (pre and post the onsite phase), altogether with duration of two and a half (2.5) months. Participants will work individually and in groups on theoretical and practical contents, taking part in discussions and development of documents and tools.

VIRTUAL 1: ON-SITE: VIRTUAL 2:

April 6 to April 23, 2015 April 23 to April 26, 2015 April 26 to July 26, 2015

During the Virtual 1 phase the participants will be assigned readings and analysis of documents and will interact with others participating on the online platform. The on-site phase will take place in the headquarters of the World Scout Bureau-Interamerican Region in Panama, beginning at 08:00 hrs. (8:00 AM) on Thursday 23 of April and ending at 18:00 hrs. (6:00 PM) on Sunday 26 of April, 2015. Presentations, lectures, debates and practices will be developed during these days. During the Virtual 2 phase the participants will work on the development of contents and online sessions. Also, during this time further practices will be developed. 3.

COURSE DIRECTION AND CERTIFICATION

The Director of the course is the Adults in Scouting Director of the World Scout Bureau-Interamerican Region. The international training team will support and develop the whole process. The World Scout Bureau-Interamerican Region will certify the participation in this course only for those adults who have accomplished satisfactory all the requisites. The course contributes to the development of competencies one would expect a “Four Beader” to have in the area of Adults in Scouting. Following this certification, it is the responsibility of each National Scout Organization to continue with the procedures, practices, evaluations and assessments established in their own norms/policies and eventually proceed with the corresponding recognition (i.e. “4 Bead”, warrant, according to the National Scout Organization practices) 4.

REGISTRATION FEE

The course fee is three hundred and sixty dollars of the United States ($360 USD). Besides the Virtual phases and the Certificate of the course (only for those who have fulfilled the requirements for it at the end of the process), this fee covers the following related to the on-site phase: • • • • •

Transportation from the airport in Panama to the venue of the course (and back) on arrival and departure dates, Cultural activity Meals (starting with the Dinner of Wednesday 22 and ending with the breakfast of Monday 27), including two daily coffee-breaks from Thursday to Sunday. Accommodation (provided according to availability in double or triple rooms) starting on the night of Wednesday 22 and ending on the morning of Monday 27 of April. Required materials and handouts, plenary and working room, audiovisual aids.

The Registration Fee does not include any kind of transportation from or to Panama neither accommodation nor meals prior or after the days covered by the on-site phase as described above. These must be provided and covered by each of the participants. 5.

SPONSORSHIP

In order to promote participation in the course, the WSB-IR has implemented a solidarity fund to cover the Registration Fee of at least one eligible participant of each National Scout Organization of the Caribbean Subregion. It has to be noted that this sponsorship only applies if the National Scout Organization has a candidate that fulfills the Eligibility Requirements described below and specifically has requested for it no later than February 28, 2015 (18:00 hrs. Panama Time (GMT-5)).

ELIGIBILITY REQUIREMENTS

Candidates must comply with the following 8 criteria: 1. 2. 3.

Be a registered member of an NSO as part of the Adults in Scouting area (or its equivalent: Adult Resources, Human Resources, Training Team). Have the attitude and disposition to work in teams, respectful of other’s ideas, without prejudice and with tolerance towards others. Have the basic skills for: • drafting documents, • research and analysis of data, • development of presentations, and • use of virtual communication means as well as Microsoft Office. Have a clear understanding of World and Regional Adults in Scouting Policies. Have a clear understanding of Andragogy. Have training experience designing and running sessions for adults. Be open to new ideas and concepts and willing to commit with the development of the whole course, actively participate in all the forums and virtual training activities, deliver assignments on time, develop all the required practices, and be able to actively and fully participate during the on-site phase. Be preselected and recommended by the NSO's authorities and be included in the candidate list (as established below).

Note: according to the Regional Adults in Scouting Policy’s Principle of YOUTH INSERTION, it should be promoted that young adults, who have the required profile and competencies, have priority access to this course, to ensure adequate natural renewal within their NSOs. 7.

SELECTION OF PARTICIPANTS

It is up to each NSO to establish internal mechanisms to preselect and endorse the candidates to the course, in accordance to this circular. Those NSOs that will submit candidates for the course have to send their candidates list to the following email: rdillmann@scout.org with CC to rrichardson@scout.org no later than February 28, 2015 (18:00 hrs. Panama Time (GMT-5)). The list must include the following information of each of the candidates: 1. 2. 3. 4. 5. 6.

FAMILY NAME GIVEN NAME EMAIL ADDRESS AGE GENDER REQUEST OR NOT FOR SOLIDARITY FUND (In the terms mentioned above, each NSO of the Caribbean will be granted sponsorship for ONE (1) participant. If, and only if, after the closing date of the submission list it shows that one or more sponsorships are still available, these will be assigned randomly among those NSOs who have asked for it.)

The World Scout Bureau-Interamerican Region will only accept as official those lists submitted by the NSOs’ authorities (endorsed by one of the following: National Chief Scout, Chief Commissioner, Executive Director, Adults in Scouting Director, Adult Resources Director, Human Resources Director, Training Commissioner, International Commissioner). Candidates shall not endorse themselves regardless of what position they are holding within the National Scout Organization. The submission of the candidate list implies the acceptance by the National Scout Organization of the obligation to pay the registration fee of each of the candidates in the dates and terms foreseen. The Course Staff will not make any additional selection process. It is understood that the candidates that are endorsed by the NSO comply with all the eligibility requirements.

It has to be noted that: • The course requires a minimum of 10 participants and the maximum number of participants is 25. • Each National Scout Organization will be granted one eligible participant in the course. • If more than one candidate is proposed by an NSO, the list must be organized in order of priority from highest to lowest. • If after the submission process has officially closed it happens that more than 25 candidates from the different NSOs were submitted, the Course Staff, maintaining the principle of equity between the participating NSOs, will do a fair distribution among them. This eventually can lead to a reduction of participants from the NSOs that have submitted a higher number of candidates in order to accommodate others. In that case, the cut-off will start with the lowest priority level provided by the NSO in the list, according as needed. The official list of accepted participants will be announced to each NSO, at the latest, on March 2, 2015. It is each NSO's responsibility to inform their candidates if they were accepted or not. 8.

REGISTRATION PROCESS OF PARTICIPANTS

Once the official list of accepted participants is announced, each of them will receive an email with detailed instructions on how to proceed with their registration process in the online platform of the course, in order to start with the Virtual 1 phase. Unless being sponsored, the above mentioned registration process implies the acceptance by the participant of the obligation to pay the registration fee on arrival at the on-site phase in Panama.
