L’année 2024 a été charnière pour le Royaume du Maroc sur la scène internationale, marquée par des avancées diplomatiques majeures, des défis environnementaux et des réformes stratégiques. Dans ce contexte en mutation, la Fondation Diplomatique a poursuivi son rôle de passerelle appréciée entre le Royaume et la communauté diplomatique, offrant une lecture éclairée des enjeux nationaux.
Depuis sa création, le Carrefour Diplomatique s’est imposé comme un espace unique d’échanges, permettant aux Ambassadeurs et Représentants d’Organisations Internationales de dialoguer directement avec les décideurs marocains. Comprendre le Maroc d’aujourd’hui, ses défis et ses ambitions, nécessite des discussions ouvertes et structurées, animées par des intervenants de premier plan : acteurs institutionnels, figures économiques et experts de la société civile.
En 2024, la Fondation Diplomatique a su décrypter les grands axes de la politique nationale et offrir aux diplomates une meilleure compréhension des enjeux géopolitiques, renforçant ainsi la position du Maroc comme acteur clé en Afrique. Elle s’est aussi distinguée par la mise en avant des personnalités qui contribuent au rayonnement du Maroc à l’international, consolidant son rôle de catalyseur des relations diplomatiques. Informer, contextualiser et rapprocher les visions: tel demeure l’engagement de la Fondation Diplomatique.

The year 2024 has been a pivotal one for the Kingdom of Morocco on the international stage, marked by major diplomatic advances, environmental challenges, and strategic reforms. Amid these evolving dynamics, the Fondation Diplomatique has continued to serve as a valued bridge between the Kingdom and the diplomatic community, providing an informed perspective on national issues.
Since its inception, the Carrefour Diplomatique has established itself as a unique platform for exchange, enabling Ambassadors and Representatives of International Organizations to engage in direct dialogue with Moroccan decision-makers. Understanding today’s Morocco—its challenges and ambitions—requires open and structured discussions, led by distinguished speakers from institutional, economic, and civil society spheres.

Mr. Hro Abrou, President of the Draa-Tafialet Region, presents the development plan for peripheral regions.
Lors du 129ème Carrefour Diplomatique, M. Hro Abrou, Président de la Région Draa-Tafilalet, a exposé les défis et opportunités de sa région dans le cadre de la régionalisation avancée. Cette stratégie royale vise un développement équilibré adapté aux spécificités locales. Draa-Tafilalet, région désertique du sud-est du Maroc, se distingue par son agriculture (dattes « Mahjoul », safran, roses à parfum) et son secteur minier, représentant 50 % de la production nationale. Malgré un fort potentiel, l’exploitation minière reste à développer. Le tourisme est un autre atout majeur, notamment à Merzouga et Ouarzazate, capitale du cinéma marocain. Un programme de développement de 16 milliards de dirhams est en cours pour améliorer l’accès à l’eau, les infrastructures et l’économie locale. L’enseignement supérieur se renforce avec une faculté de médecine et un complexe hospitalier en construction. La région mise également sur les énergies renouvelables avec les centrales solaires Noor. Hro Abrou a invité les investisseurs à saisir les opportunités offertes par Draa-Tafilalet, région en pleine transformation, qui aspire à devenir un moteur économique du Maroc, sous la vision éclairée du Roi Mohammed VI.
During the 129th Diplomatic Forum, Mr. Hro Abrou, President of the Draa-Tafilalet Region, presented the challenges and opportunities of his region within Morocco’s advanced regionalization strategy. This royal initiative aims for balanced development tailored to local specificities. Draa-Tafilalet, a desert region in southeastern Morocco, stands out for its agriculture (Mahjoul dates, saffron, and fragrant roses) and its mining sector, which accounts for 50% of national production. Despite its potential, mining development remains limited. Tourism is another major asset, particularly in Merzouga and Ouarzazate, Morocco’s film capital. A 16-billion-dirham development program is underway to improve water access, infrastructure, and the local economy. Higher education is expanding with a new medical faculty and a hospital complex under construction. The region is also investing in renewable energy, hosting Africa’s largest solar power plants, Noor. Hro Abrou invited investors to seize the opportunities in Draa-Tafilalet, a region undergoing significant transformation. Under the visionary leadership of King Mohammed VI, it aspires to become an economic engine for Morocco.

Lors de la 130ème édition du Carrefour Diplomatique, M. Imad Barrakad, Directeur Général de la Société Marocaine d’Ingénierie Touristique (SMIT), a présenté aux ambassadeurs étrangers la stratégie du Maroc pour renforcer l’investissement touristique. Il a souligné l’importance du secteur, qui représente un pilier clé du développement économique national, avec une croissance continue de la capacité d’accueil et des investissements étrangers directs.La feuille de route 2023-2026 prévoit l’amélioration de l’attractivité des destinations marocaines grâce à des incitations fiscales, le renforcement de la connectivité aérienne et la diversification de l’offre touristique. L’objectif est d’attirer 17,5 millions de touristes d’ici 2026 et de générer 120 milliards de dirhams de recettes. M. Barrakad a également mis en avant les opportunités d’investissement, notamment dans l’hôtellerie, les parcs de loisirs et l’écotourisme. Il a insisté sur le développement des stations balnéaires et culturelles ainsi que sur la promotion d’un tourisme durable et innovant. Grâce à ces initiatives, le Maroc ambitionne de consolider sa place parmi les premières destinations touristiques en Afrique et dans le monde.

During the 130 th edition of the Diplomatic Forum, Mr. Imad Barrakad, General Director of the Moroccan Agency for Tourism Engineering (SMIT), presented to foreign ambassadors Morocco’s strategy to strengthen tourism investment. He emphasized the importance of the sector as a key pillar of national economic development, with continuous growth in accommodation capacity and foreign direct investments. The 2023-2026 roadmap aims to enhance the attractiveness of Moroccan destinations through tax incentives, improved air connectivity, and a diversified tourism offering. The objective is to attract 17.5 million tourists by 2026 and generate 120 billion dirhams in revenue. Mr. Barrakad also highlighted investment opportunities, particularly in hospitality, amusement parks, and eco-tourism. He stressed the development of seaside and cultural resorts, as well as the promotion of sustainable and innovative tourism.
Through these initiatives, Morocco aims to strengthen its position among the top tourism destinations in Africa and worldwide.

Le 131ème Carrefour Diplomatique s’est tenu le 8 avril 2024 à la Cité des Métiers et des Compétences (CMC) de Tamesna, avec pour invitée Madame Loubna Tricha, Directrice Générale de l’OFPPT. Plus de 40 Ambassadeurs et représentants d’Organisations Internationales ont participé à cette rencontre consacrée à la formation professionnelle, levier essentiel du développement économique du Maroc. Madame Tricha a présenté la feuille de route nationale du secteur, initiée devant Sa Majesté le Roi Mohammed VI en 2019, axée sur la restructuration de l’offre, la modernisation des infrastructures et la valorisation du capital humain. Elle a notamment mis en avant le réseau des Cités des Métiers et des Compétences, conçu pour répondre aux besoins du marché du travail et accompagner la transformation économique du pays. Les Ambassadeurs ont salué les avancées du Maroc en matière de formation et exploré de nouvelles opportunités de coopération internationale. Une visite des infrastructures modernes de la CMC de Tamesna a permis d’illustrer cette ambition, renforçant l’image du Maroc en tant que pôle de formation régional et hub de compétences en Afrique.

The 131st Diplomatic Forum was held on April 8, 2024, at the City of Trades and Skills (CMC) in Tamesna, with Madame Loubna Tricha, Director General of the OFPPT, as the guest of honor. More than 40 ambassadors and representatives of international organizations attended this meeting, dedicated to vocational training, a key driver of Morocco’s economic development. Madame Tricha presented the national roadmap for the sector, launched before His Majesty King Mohammed VI in 2019, focusing on restructuring the training offer, modernizing infrastructure, and enhancing human capital. She particularly highlighted the network of Cities of Trades and Skills, designed to meet labor market needs and support the country’s economic transformation.
The ambassadors praised Morocco’s progress in vocational training and explored new opportunities for international cooperation. A visit to the modern facilities of the CMC in Tamesna showcased this ambition, further strengthening Morocco’s image as a regional training hub and center of excellence in Africa.

Le 132ème Carrefour Diplomatique s’est tenu le 2 mai 2024 à Rabat, réunissant plus de 50 ambassadeurs et représentants d’organisations internationales. L’invité d’honneur, M. Chakib Benmoussa, ministre de l’Éducation nationale, du Préscolaire et des Sports, a présenté la feuille de route 20222026 pour la réforme du système éducatif marocain. Cette initiative s’inscrit dans la continuité de la Vision stratégique 2015-2030 et vise à instaurer un nouveau modèle éducatif axé sur des solutions concrètes pour améliorer la qualité de l’enseignement. Les objectifs stratégiques incluent le renforcement des acquis fondamentaux, la promotion des valeurs civiques et la réduction de la déperdition scolaire. Pour atteindre ces buts, douze engagements ont été définis, ciblant les élèves, les enseignants et les établissements scolaires. M. Benmoussa a souligné l’importance d’une gouvernance basée sur l’impact et la responsabilité, nécessitant la mobilisation de tous les acteurs concernés. Les participants ont salué les efforts du Maroc en matière d’éducation et ont exploré de nouvelles opportunités de coopération internationale pour soutenir cette dynamique.

132nd Diplomatic Forum was held on May 2, 2024, in Rabat, bringing together over 50 ambassadors and representatives of international organizations. The guest of honor, Mr. Chakib Benmoussa, Minister of National Education, Preschool, and Sports, presented the 2022-2026 roadmap for the reform of Morocco’s education system. This initiative builds on the 2015-2030 Strategic Vision and aims to establish a new educational model focused on concrete solutions to enhance teaching quality. The strategic objectives include strengthening fundamental learning, promoting civic values, and reducing school dropout rates. To achieve these goals, twelve commitments have been outlined, targeting students, teachers, and educational institutions.
Mr. Benmoussa emphasized the importance of impact-driven governance and accountability, requiring the mobilization of all stakeholders. The participants praised Morocco’s efforts in education and explored new opportunities for international cooperation to support this ongoing reform.

La Fondation Diplomatique a accueilli Louise Mushikiwabo, Secrétaire Générale de la Francophonie, lors du Carrefour Diplomatique du 31 mai, consacré à l’éducation en Afrique. Elle a mis en avant trois priorités de l’OIF : la promotion du français, l’éducation des filles et l’engagement politique dans les zones de crise. Depuis son élection en 2018, elle a initié des réformes pour focaliser l’action de l’OIF sur des projets à fort impact, notamment l’autonomisation des femmes et l’innovation numérique. Elle a souligné le rôle de la jeunesse dans le développement de l’Afrique et plaidé pour son inclusion dans les politiques publiques. L’OIF forme 250 000 jeunes aux métiers du numérique et participe à l’élaboration du Code numérique mondial. Mushikiwabo a insisté sur la nécessité d’une gestion efficace de l’organisation, réduisant les projets à 20 axes stratégiques et renforçant la présence locale. Elle a également clarifié les critères d’adhésion et souligné la diversité des membres de l’OIF. Enfin, elle a reçu le Trophée International de la Diplomatie Publique pour son engagement en faveur de la coopération multilatérale et du rayonnement du français.

Mediterranean Proposals for COP28 Presented to Ambassadors Ahead of MEDCOP Tangier
The Diplomatic Foundation hosted Louise Mushikiwabo, Secretary General of La Francophonie, at the Diplomatic Forum on May 31, focusing on education in Africa. She highlighted three key priorities of the OIF: promoting the French language, girls’ education, and political engagement in crisis areas. Since her election in 2018, she has initiated reforms to concentrate the OIF’s efforts on high-impact projects, particularly women’s empowerment and digital innovation. She emphasized the role of youth in Africa’s development and advocated for their inclusion in public policies. The OIF is training 250,000 young people in digital careers and contributing to the development of the Global Digital Code. Mushikiwabo stressed the need for efficient management of the organization, reducing the number of projects to 20 strategic areas and strengthening local presence. She also clarified the membership criteria and highlighted the diversity of OIF members. Finally, she received the International Public Diplomacy Trophy for her commitment to multilateral cooperation and the promotion of the French language.

Le 134ème Carrefour Diplomatique s’est tenu le 28 juin 2024 à l’Université Mohammed VI Polytechnique (UM6P) de Benguerir, réunissant 24 Ambassadeurs et diplomates. Cette rencontre a mis en avant les avancées du Maroc en éducation, recherche et innovation. Les diplomates ont été accueillis et accompagnés par M. Hicham El Habti, Président de l’UM6P, qui a présenté les initiatives phares de l’université, notamment l’adoption de ChatGPT Edu, faisant de l’UM6P la première université africaine à intégrer cette technologie d’apprentissage avancée. Les Ambassadeurs ont visité les infrastructures modernes du campus, inclus l’école de programmation «1337» et le «Green Energy Park» illustrant l’ambition du Maroc de devenir un hub régional du savoir et de l’innovation. Les échanges ont porté sur les opportunités de coopération internationale, soulignant le rôle des partenariats académiques dans la résolution des défis mondiaux. Cette visite s’inscrit dans la mission de la Fondation Diplomatique, qui œuvre à renforcer le dialogue et la collaboration entre le Maroc et la communauté diplomatique.

The 134th Diplomatic Forum was held on June 28, 2024, at the Mohammed VI Polytechnic University (UM6P) in Benguerir, bringing together 24 ambassadors and diplomats. This meeting highlighted Morocco’s advancements in education, research, and innovation. The diplomats were welcomed and accompanied by Mr. Hicham El Habti, President of UM6P, who presented the university’s flagship initiatives, including the adoption of ChatGPT Edu, making UM6P the first African university to integrate this advanced learning technology. The ambassadors visited the university’s state-of-theart facilities, including the «1337» programming school and the Green Energy Park, showcasing Morocco’s ambition to become a regional hub for knowledge and innovation. Discussions focused on opportunities for international cooperation, emphasizing the role of academic partnerships in addressing global challenges.

Marocain à Son Roi: les dimensions historique, religieuse, juridique et culturelle
À l’occasion du 25ème anniversaire de l’intronisation de Sa Majesté le Roi Mohammed VI, une édition spéciale du Carrefour Diplomatique a réuni plus de 40 Ambassadeurs le 23 juillet 2024 autour du thème : « Le Pacte d’Allégeance du peuple marocain à son Roi ». L’invité d’honneur, le Professeur Abdelhak El Merini, Porte-Parole du Palais Royal et Historiographe du Royaume, a mis en lumière l’ancrage historique, religieux et juridique de l’allégeance au Maroc. Il a rappelé que la Bay’ah, scellée depuis Moulay Idriss Ier, constitue un pacte sacré entre le Roi et le peuple, renforçant l’unité nationale et la légitimité royale. Ce serment est renouvelé chaque année lors de la Fête du Trône, symbolisant la continuité du lien indéfectible entre le souverain et la nation. L’événement a permis de revisiter les réalisations du Royaume sous le règne de Sa Majesté, notamment en matière de développement et de modernisation. En clôture, un certificat de reconnaissance a été remis au Professeur El Merini par plusieurs ambassadeurs, témoignant de la haute estime portée à son travail et à son engagement pour la mémoire nationale.

The Allegiance Pact of the Moroccan People to Their King: Historical, Religious, Legal, and Cultural Dimensions
On the occasion of the 25th anniversary of the enthronement of His Majesty King Mohammed VI, a special edition of the Diplomatic Forum brought together over 40 ambassadors on July 23, 2024, under the theme: “The Allegiance Pact of the Moroccan People to Their King.” The guest of honor, Professor Abdelhak El Merini, Spokesperson of the Royal Palace and Historiographer of the Kingdom, highlighted the historical, religious, and legal foundations of allegiance in Morocco. He recalled that the Bay’ah, established since Moulay Idriss I, represents a sacred pact between the King and the people, reinforcing national unity and royal legitimacy. This oath is renewed annually during the Throne Day, symbolizing the continuity of the unbreakable bond between the sovereign and the nation. The event provided an opportunity to reflect on the Kingdom’s achievements under His Majesty’s reign, particularly in development and modernization. In closing, a certificate of recognition was presented to Professor El Merini by several ambassadors, demonstrating the high regard for his work and his commitment to preserving the national memory.

La 136ème session du Carrefour Diplomatique, organisée le 4 octobre 2024 par la Fondation Diplomatique, a réuni plus de 50 ambassadeurs et représentants d’organisations internationales. L’événement a accueilli Nathalie Fustier, Coordinatrice Résidente du Système des Nations Unies au Maroc, ainsi que des représentants de l’Allemagne, des Pays-Bas et de la Zambie, pays facilitateurs du Sommet de l’Avenir. Nathalie Fustier a rappelé que ce sommet, organisé en septembre 2024 à New York, visait à revitaliser le multilatéralisme face aux crises mondiales. Elle a souligné que le Pacte pour l’Avenir, adopté lors du sommet, représente une avancée majeure en matière de paix, de développement durable et de coopération technologique. Les représentants de l’Allemagne, des Pays-Bas et de la Zambie ont mis en avant leur engagement à soutenir la réforme du Conseil de Sécurité, la gouvernance numérique et le financement du développement. Ce forum a permis un échange constructif sur les enjeux du Sommet de l’Avenir, renforçant ainsi la coopération internationale pour un avenir plus inclusif et durable.

The event welcomed Nathalie Fustier, United Nations Resident Coordinator in Morocco, along with representatives from Germany, the Netherlands, and Zambia, the facilitating countries of the Summit of the Future. Nathalie Fustier recalled that this summit, held in September 2024 in New York, aimed to revitalize multilateralism in response to global crises. She emphasized that the Pact for the Future, adopted during the summit, represents a major step forward in peace, sustainable development, and technological cooperation. The representatives of Germany, the Netherlands, and Zambia highlighted their commitment to supporting Security Council reform, digital governance, and development financing. This forum provided a constructive exchange on the key issues of the Summit of the Future, further strengthening international cooperation for a more inclusive and sustainable future.

Le Carrefour Diplomatique du 7 octobre 2024 a réuni plus de 50 Ambassadeurs et représentants d’organisations internationales. Mme Amina Bouayach, Présidente du CNDH, et M. Rafâa Ben Achour, juge à la Cour africaine des droits de l’Homme et des peuples, ont coprésidé cette rencontre dédiée aux droits humains en Afrique. Le Juge Ben Achour a souligné le rôle du Maroc en tant qu’acteur clé dans la protection des droits fondamentaux, insistant sur l’importance de la coopération régionale et des réseaux de jeunes pour renforcer l’intégration africaine. Mme Bouayach a mis en avant les réformes structurelles marocaines et l’engagement du CNDH pour renforcer les mécanismes de protection des droits humains. Les discussions ont porté sur la convergence des politiques publiques en protection sociale, gestion migratoire et soutien familial. Les participants ont salué les efforts du Maroc et souligné la nécessité de renforcer la coopération internationale pour garantir une meilleure protection des droits humains sur le continent. Cette rencontre a permis d’explorer de nouvelles perspectives en matière de gouvernance des droits fondamentaux en Afrique.

The African Human Rights Protection System: Effectiveness and Perspectives
The Diplomatic Forum on October 7, 2024, brought together over 50 Ambassadors and representatives of international organizations. Mrs. Amina Bouayach, President of the CNDH, and Mr. Rafâa Ben Achour, Judge at the African Court on Human and Peoples’ Rights, co-chaired this meeting dedicated to human rights in Africa. Judge Ben Achour emphasized Morocco’s key role in protecting fundamental rights, highlighting the importance of regional cooperation and youth networks to strengthen African integration. Mrs. Bouayach underscored Morocco’s structural reforms and the CNDH’s commitment to enhancing human rights protection mechanisms. Discussions focused on aligning public policies in social protection, migration management, and family support. Participants commended Morocco’s efforts and stressed the need for greater international cooperation to ensure better human rights protection across the continent. This meeting provided an opportunity to explore new perspectives on human rights governance in Africa.

Ce Carrefour Diplomatique a été marqué par la troisième édition des Trophées de la Diplomatie Publique, organisés par l’Institution Diplomatique. Cette cérémonie a mis à l’honneur des acteurs non étatiques ayant contribué au rayonnement du Maroc à l’international à travers leurs domaines d’activité respectifs. Présidée par M. Salaheddine Mezouar, ancien ministre des Affaires étrangères et président du comité des sages, cette édition a récompensé des personnalités marocaines et étrangères évoluant dans les secteurs de l’industrie, des services, du sport, des médias, de la culture, des droits humains et de la coopération Sud-Sud. Une distinction spéciale a été attribuée à une personnalité étrangère ayant renforcé les relations entre son pays et le Maroc. Ce prix s’inscrit dans la vision de Sa Majesté le Roi Mohammed VI, qui encourage la diplomatie parallèle pour valoriser les atouts du Royaume et défendre ses intérêts à l’international. Les lauréats ont été dévoilés lors d’une cérémonie officielle, témoignant du rôle croissant des acteurs non gouvernementaux dans la diplomatie marocaine.
This Diplomatic Forum was marked by the third edition of the Public Diplomacy Trophies, organized by the Diplomatic Institution. This ceremony honored non-state actors who have contributed to Morocco’s international influence through their respective fields of activity.
Chaired by Mr. Salaheddine Mezouar, former Minister of Foreign Affairs and President of the Committee of Wise Experts, this edition awarded Moroccan and foreign personalities from sectors such as industry, services, sports, media, culture, human rights, and South-South cooperation. A special distinction was given to a foreign figure who has strengthened relations between their country and Morocco.
This award aligns with the vision of His Majesty King Mohammed VI, who promotes parallel diplomacy to highlight the Kingdom’s strengths and defend its interests internationally. The winners were announced during an official ceremony, reflecting the growing role of non-governmental actors in Moroccan diplomacy.
