Débat sur les droits humains et l’influence politique, avec les leadersdes principales associations des droits de l’homme au Maroc
Au 119ème Carrefour Diplomatique, des personnalités influentes, y compris des ambassadeurs, des représentants d’organisations internationales, et des présidents d’associations des droits de l’homme marocaines, ont discuté des enjeux cruciaux relatifs aux droits de l’homme et à la libre circulation. Ils ont souligné la problématique des restrictions de visa, en particulier vers l’espace Schengen, et ont débattu de l’application du principe de réciprocité par le Maroc. Les intervenants ont exprimé leur préoccupation quant à l’impact de ces restrictions sur les citoyens marocains, notamment les étudiants et ceux cherchant des soins médicaux en Europe. Ils ont également abordé la question de l’immunité des journalistes et des militants des droits de l’homme, critiquant toute forme d’impunité et soulignant l’importance de l’égalité devant la loi. Debate on human rights and political influence, with leaders of the main human rights associations in Morocco
At the 119 th Diplomatic Crossroads organized by the Diplomatic Foundation in Morocco, influential figures, including ambassadors, representatives of international organizations, and presidents of Moroccan human rights associations, discussed critical issues related to human rights and free movement. They highlighted the problem of visa restrictions, especially towards the Schengen area, and debated Morocco’s application of the principle of reciprocity. The speakers expressed their concern about the impact of these restrictions on Moroccan citizens, particularly students and those seeking medical care in Europe. They also addressed the issue of immunity for journalists and human rights activists, criticizing any form of impunity and stressing the importance of equality before the law. The discussion also covered the perceived interference of the European Union in Morocco’s internal affairs through a resolution on the human rights situation, sparking a debate on national sovereignty and the need to respect international conventions.

Mohamed Ouzzine a dénoncé la résolution du Parlement européen devant des Ambassadeurs accrédités au Maroc. Invité par la Fondation Diplomatique pour expliquer la position de son parti sur un ensemble de sujets d’actualité nationale et internationale liés au Maroc, Mohamed Ouzzine a, d’autre part, condamné l’hostilité d’un groupe d’eurodéputés envers l’intégrité territoriale du Royaume. «Comment le Maroc peutil accepter qu’une séparatiste soit accueillie au Parlement européen, où elle a appelé à la reprise des armes contre le Maroc? Et pourquoi le PE reste-t-il silencieux quand il s’agit de la situation des séquestrés à Tindouf (dans le sud-ouest algérien)?», s’est interrogé le chef du Mouvement populaire. Cette rencontre «nous a permis de clarifier certains domaines relatifs à des sujets communs» relatifs également à la coopération entre notamment l’Union européenne, l’Afrique et le Moyen-Orient. During the 120th edition of the «Diplomatic Crossroads» on Tuesday, February 22, 2023, the Vice-President of the House of Representatives, Secretary-General of the Popular Movement, Mr. Mohamed Ouzzine, denounced the resolution of the European Parliament in front of Ambassadors accredited to Morocco. Invited by the Diplomatic Foundation to explain his party’s position on a range of current national and international issues related to Morocco, Mohamed Ouzzine also condemned the hostility of a group of MEPs towards the territorial integrity of the Kingdom. «How can Morocco accept that a separatist is welcomed at the European Parliament, where she called for the resumption of arms against Morocco? And why does the EP remain silent when it comes to the situation of the detainees in Tindouf (in southwestern Algeria)?», questioned the leader of the Popular Movement. «This meeting allowed us to clarify certain areas relating to common subjects» also related to cooperation between the European Union, Africa, and the Middle East in particular. «The partnership in terms of investment in light of the recent charter occupied a central place,» indicated the haraki leader, who was accompanied by two members of the political bureau.

Carrefour Diplomatique n°121 à l’occasion de la Journée Internationale des droits des femmes
Lors de la célébration de la Journée internationale de la femme, différents intervenants ont souligné les avancées et les défis persistants en matière d’égalité des sexes. Ils ont exprimé une appréciation pour les progrès réalisés dans l’émancipation des femmes au Maroc, intégrés dans la constitution de 2011, tout en reconnaissant qu’il reste encore du chemin à parcourir, notamment en termes de représentation politique, d’indépendance financière, et de lutte contre la violence à l’égard des femmes. Des efforts ont été mis en lumière concernant l’éducation, la santé, et l’autonomisation économique des femmes, avec des programmes spécifiques pour soutenir les femmes dans divers domaines, y compris le numérique, pour réduire la pauvreté et promouvoir l’égalité des sexes. La discussion a également abordé la nécessité de réformes législatives et institutionnelles pour mieux protéger les droits des femmes et les défis liés aux normes sociales et à la violence sexiste. Le rôle des hommes dans la promotion de l’égalité des sexes et la nécessité d’un engagement collectif pour avancer dans cette direction ont été soulignés, rappelant que le progrès vers l’égalité des sexes est un effort commun, bénéfique pour toute l’humanité.

Diplomatic Crossroads Issue #121 on the occasion of International Women’s Rights Day
During the celebration of International Women’s Day, speakers highlighted the progress and ongoing challenges in gender equality. They expressed appreciation for the strides made in women’s empowerment in Morocco, integrated into the 2011 constitution, while acknowledging that there is still a long way to go, especially in terms of political representation, financial independence, and combating violence against women. Efforts were highlighted regarding education, health, and economic empowerment of women, with specific programs to support women in various fields, including digital, to reduce poverty and promote gender equality. The discussion also touched on the need for legislative and institutional reforms to better protect women’s rights and the challenges related to social norms and gender-based violence. The role of men in promoting gender equality and the necessity of collective engagement to move forward in this direction were emphasized, reminding that progress towards gender equality is a joint effort, beneficial for all of humanity.

Nabila Mounib, première femme marocaine à diriger un parti politique et élue députée en 2021, prône une réforme ambitieuse pour démocratiser l’État et la société marocaine. En critiquant le système néo-patrimonial et les monopoles économiques, elle propose un renforcement du rôle de l’État dans l’éducation, la santé, et l’énergie pour surmonter la crise économique. Mounib défend également l’égalité des sexes et critique l’ingérence de l’économique dans le politique, soulignant la nécessité d’une séparation des pouvoirs, y compris le pouvoir économique. Criticizing the neo-patrimonial system and economic monopolies, she proposes strengthening the state’s role in education, health, and energy to overcome the economic crisis. Mounib also defends gender equality and criticizes the economic interference in politics, emphasizing the need for a separation of powers, including economic power. La Fondation diplomatique de Rabat a organisé, jeudi 11 mai, une table ronde afin de faire un état des lieux de la préparation de la 3ème édition du Forum méditerranéen pour le climat, prévue les 22 et 23 juin à Tanger. Cette rencontre a réuni le président de la région de Tanger-Tétouan-Al Hoceima, Omar Moro, la présidente de l’ONG ConnectinGroup International, l’ancienne ministre de l’Habitat Nouzha Bouchareb, une quarantaine d’ambassadeurs étrangers accrédités au Maroc, ainsi que le maire de Chefchaouen, Mohamed Soufiane. Le Forum méditerranéen pour le climat, aussi appelé MEDCOP Cilmat, est organisé autour de huit thématiques portant sur les villes et les territoires résilients, les systèmes alimentaires, la gestion durable des ressources en eau, l’économie bleue, la femme et le climat, la migration climatique, la paix et la sécurité, et enfin la finance climat. Un forum économique dédié au climat et à la croissance verte se tiendra parallèlement à cette 3ème édition du Forum méditerranéen pour le climat. Les futures actions de la MEDCOP sont exposées lors de la prochaine COP28 programmée aux Emirats Arabes Unis.

The Rabat Diplomatic Foundation organized a roundtable on Thursday, May 11, to review the preparations for the 3 rd edition of the Mediterranean Climate Forum, scheduled for June 22 and 23 in Tangier. This meeting brought together the President of the Tangier-Tetouan-Al Hoceima region, Omar Moro, the President of the NGO ConnectinGroup International, the former Minister of Housing Nouzha Bouchareb, about forty foreign ambassadors accredited to Morocco, and the Mayor of Chefchaouen, Mohamed Soufiane. The Mediterranean Climate Forum, also known as MEDCOP Climate, is organized around eight themes focusing on resilient cities and territories, food systems, sustainable water resource management, the blue economy, women and climate, climate migration, peace and security, and finally, climate finance. An economic forum dedicated to climate and green growth will be held alongside this 3 rd edition of the Mediterranean Climate Forum. The future actions of MEDCOP will be presented at the upcoming COP28 scheduled in the United Arab Emirates.

La Fondation Diplomatique a célébré le 60ème anniversaire de la Journée de l’Afrique en organisant la 124ème édition du Carrefour Diplomatique à Rabat, mettant à l’honneur M. Mohamed Bachir Rachdi, président de l’INPPLC. Cet événement a rassemblé 50 Ambassadeurs étrangers et des représentants d’organisations internationales, offrant une plateforme d’échange sur les bonnes pratiques anti-corruption. L’accent a été mis sur les efforts législatifs et institutionnels du Maroc, notamment la loi n°46.19 renforçant les missions de l’INPPLC. Les discussions ont souligné l’importance d’un environnement propice aux investissements et au développement économique, reflétant la confiance dans les pratiques commerciales marocaines. Les Ambassadeurs ont exprimé leur intérêt à renforcer la coopération et à partager les expériences dans la lutte contre la corruption, en particulier en Afrique. On the occasion of Africa Day anniversary, the fight against corruption at the heart of the discussions
The Diplomatic Foundation celebrated the 60 th anniversary of Africa Day by organizing the 124th edition of the Diplomatic Crossroads in Rabat, featuring Mr. Mohamed Bachir Rachdi, President of the INPPLC, as the guest of honor. This event brought together 50 foreign Ambassadors and representatives of international organizations, providing a platform for exchange on anti-corruption best practices. Emphasis was placed on Morocco’s legislative and institutional efforts, notably Law No. 46.19, which strengthens the INPPLC’s mission. Discussions highlighted the importance of creating an environment conducive to investment and economic development, reflecting confidence in Moroccan business practices. Les compétences étendues de la NARSA furent l’objet d’un échange avec les Ambassadeurs étrangers
A l’occasion du Carrefour Diplomatique n°125, le Directeur Général de NARSA, M. Benacer Boulaajoul a rencontré un groupe d’Ambassadeurs étrangers à la Fondation Diplomatique pour leur présenter le rôle central joué par l’Agence Nationale de la Sécurité Routière dans la promotion de la sécurité routière au Maroc. Ses responsabilités s’étendent de la contribution à la stratégie nationale de sécurité routière jusqu’à l’organisation des examens pour l’obtention du permis de conduire, en passant par l’établissement d’un système de collecte et d’exploitation des données sur les accidents. NARSA est également chargée de l’agrément et du contrôle des établissements d’enseignement de la conduite, des centres de contrôle technique, et des sessions d’éducation à la sécurité routière. Elle soutient les initiatives visant à augmenter le niveau de sécurité sur les routes, coordonne les efforts nationaux, régionaux et locaux dans ce domaine, et promeut la recherche scientifique y afférente. De plus, NARSA gère le fichier national du permis de conduire, homologue les véhicules et leurs accessoires, et mène des campagnes de sensibilisation pour différents usagers de la route, mettant un accent particulier sur l’éducation routière des jeunes.

During the 125 th Diplomatic Crossroads, the General Director of NARSA, Mr. Benacer Boulaajoul, met with a group of foreign Ambassadors at the Diplomatic Foundation to present the central role played by the National Agency for Road Safety in promoting road safety in Morocco (NARSA). Its responsibilities range from contributing to the national road safety strategy to organizing exams for obtaining a driving license, as well as establishing a system for collecting and exploiting accident data. NARSA is also responsible for the accreditation and control of driving schools, technical control centers, and road safety education sessions. It supports initiatives aimed at increasing the level of safety on the roads, coordinates national, regional, and local efforts in this area, and promotes related scientific research. Moreover, NARSA manages the national driving license file, approves vehicles and their accessories, and conducts awareness campaigns for various road users, with a particular focus on youth road education.

Fouzi Lekjaa a discuté des ambitions du Maroc pour la Coupe Africaine de Football en 2025, soulignant une approche coopérative avec d’autres nations africaines, notamment la Côte d’Ivoire. Il a mis en avant les infrastructures sportives marocaines et la richesse culturelle du pays comme atouts pour accueillir cet événement. M. Lekjaa a également abordé sa relation positive avec Patrice Motsepe, président de la CAF, réfutant les rumeurs de tension et soulignant leur collaboration pour le développement du football africain. Il a été question du succès de l’Académie Mohammed VI de Football et des projets d’expansion dans d’autres régions du Maroc pour promouvoir le football chez les jeunes. During an event organized by the Diplomatic Foundation, Mr. Fouzi Lekjaa discussed Morocco’s ambitions for the African Football Cup in 2025, emphasizing a cooperative approach with other African nations, notably Ivory Coast. He highlighted Morocco’s sports infrastructure and cultural wealth as assets for hosting this event. Mr. Lekjaa also addressed his positive relationship with Patrice Motsepe, president of CAF, refuting rumors of tension and highlighting their collaboration for the development of African football. The success of the Mohammed VI Football Academy and expansion plans in other regions of Morocco to promote football among the youth were discussed. Regarding management and security in stadiums, M. Abdellatif Maazouz, Président du Conseil de la Région de Casablanca-Settat, a partagé son expérience et ses projets avec des ambassadeurs étrangers. Ayant une riche carrière politique, incluant des rôles de ministre du Commerce extérieur et délégué chargé des Marocains résidents à l’étranger, M. Maazouz a souligné les différences entre la gestion ministérielle et régionale, mettant en avant les défis spécifiques à Casablanca, notamment en matière de pollution, circulation, et gestion de l’eau. Il a présenté le projet ambitieux de la station de dessalement d’eau de mer comme réponse au stress hydrique, et discuté des initiatives pour améliorer la qualité de vie dans sa région, dont le développement d’infrastructures économiques ciblées et la mission de «Casablanca Events et Animation» pour promouvoir la ville. On July 13, 2023, during a significant meeting of the «Diplomatic Crossroads» organized by the Diplomatic Foundation, Mr. Abdellatif Maazouz, President of the Casablanca-Settat Regional Council, shared his experiences and projects with foreign ambassadors. With a rich political career, including roles as Minister of Foreign Trade and Delegate in charge of Moroccans Residing Abroad, Mr. Maazouz highlighted the differences between ministerial and regional management, emphasizing the specific challenges of Casablanca, notably in terms of pollution, traffic, and water management. He introduced the ambitious seawater desalination project as a response to hydric stress and discussed initiatives to improve the quality of life in his region, including the development of targeted economic infrastructures and the mission of «Casablanca Events and Animation» to promote the city. Il a souligné l’importance cruciale de la décentralisation, le rôle des conseils provinciaux et préfectoraux dans le développement démocratique et social, ainsi que l’engagement de l’Association Marocaine des Présidents de Conseils Provinciaux et Préfectoraux dans la promotion de la coopération décentralisée, y compris à l’international. He emphasized the crucial importance of decentralization, the role of provincial and prefectural councils in democratic and social development, and the commitment of the Moroccan Association of Presidents of Provincial and Prefectural Councils to promoting decentralized cooperation, including at the international level. The intervention by the President of the Provincial Council of Berkane stressed the importance of school transport in accessing education and combating school dropout, with concrete examples of success in Berkane.
