BOOK LAUNCH EVENT Book Launch event for the novel written by Gibrael Chamber’s Chairwoman- Ayelet, called “Relocation Darling Relocation!” Being an Israeli living in Gibraltar for over 10 years, Ayelet published her book initially in Hebrew 2 years ago and has been very successful amongst Israeli expat communities around the world. Following its success, Ayelet has received a grant from the Gibraltar Ministry of Culture to translate her book, which is now available in English and has proved to be highly popular, with the launch event, held at the World Trade Center, attended by Government ministers, His Excellence Governor of Gibraltar, Mayor of Gibraltar and over 100 guests.

WOMEN ENTREPRENEURS: THE ISRAELI WAY In March 2018 a unique business delegation from Gibraltar has visited Israel on a trade-mission organised by the Gibraltar-Israel Chamber of Commerce. Led by Ayelet Mamo Shay, Chairwoman of Gibrael Chamber, the delegation comprised of leading business women, including the only female Minister in Government- the Hon. Minister Samantha Sacramento. The delegation comprised delegates from the finance sector including from Bank J. Safra Sarasin, Octopus International, Atlantic Financial Group, EY, and Hassans Law Firm, along with ladies from the retail sector (Beher Ltd), Women in Business Association, and from the Government of Gibraltar’s Ministry of Equality. Celebrating International Women Day, the objectives of the delegation were to explore innovations in a variety of sectors, network with high calibre business women in Israel- in view of developing mutual business opportunities – and explore the reasons behind Israel’s highly entrepreneurship culture. Today, women play leading roles in all areas of Israeli life, including politics, law, art, the high-tech industry, and more. To name some examples, 51% of all Israeli judges are female including current Chief Justice of the Supreme Court, 60% of all Post-Graduate students in Israel are women, and more than 100,000 women work in Israel’s vibrant HiTech sector. When it comes to the financial sector, people can only look on in wonder at the number of women at the top in Israel. The Governor of the Bank of Israel, the Deputy Governor and the Supervisor of Banks are all women; And that's just the start… three of the CEOs of Israel's big five banks are women. Many of the top government regulatory positions are also in the hands of women including Accountant-General, Israel Antitrust Authority Head and the Supervisors of the Capital Market, Insurance and Savings. One of the reasons for the large number of women in top roles is that women tend to bring in more women. Although women are seen as more competitive and hostile towards each other, the reality is that women in senior positions lean more towards hiring talented and highly capable women for key posts. Another reason, and indeed one of the keys to Israel’s tech success, is the compulsory military service at the age of 18 for both men and women, which teaches young people 65
discipline, team work, and leadership and gives them a practical path to professional development. The private sector in Israel is also starting to embrace corrective practices that promote gender equality and foster entrepreneurship amongst women. A good example of such practice was discussed with the delegation in their meeting with Mrs Aliza Lavie MP, and Ms Kira Radinsky- director of data science of eBay. Ms Radinsky has been recognized by Forbes Magazine as one of the Rising Stars Of Enterprise Technology, voted amongst Forbes 30 under 30 after recently selling her predictive data-mining business for $40 million. eBay Israel currently allows male employees to take up to 15 weeks paid paternity leave following the birth of a child, same as the maternity leave that women are entitled to by law. This guarantees that as an employer, eBay would have no preference for hiring men over women because of the ‘fear’ of absence following child birth. It also enhances equality and encourages men to take a more active role in family life following child birth, rather than being occupied at work. The delegates have visited Israel’s three biggest cities, namely Tel Aviv, Jerusalem and Haifa, along with HiTech parks in the cities of Netanya and Hertzliya. In Tel Aviv, delegates have met with a panel of leading business women, hosted by Anna Moshe, Senior Partner at the leading law firm Pearl Cohen, followed by a visit to KPMG Tel Aviv where they received and an inspiring talk by Ms Jumber at the innovative WalkMe software company, who started her career in the firm as a cleaner and climbed her way up to become part of the senior management team. The delegation then visited the Tel Aviv Stock Exchange and received a guided tour of the Exchange’s Innovation Centre where they have learnt about the initiative of Taglit (Discovery) organisation on bringing each year, tens of thousands of Jewish teenagers from all over the world to Israel, to experience first-hand, the Israeli innovations. Another inspiring talk was given to the delegation by Ms Yona Bartal, General Manager of the office of the late Shimon Peres- former President of Israel- who spoke about the activities run by the Peres Centre for Peace, which promotes innovation and entrepreneurship to foster better relations between Jews, Muslims and Christians in Israel. Events אירועים In the capital Jerusalem, the delegation has visited the Israeli Foreign Ministry and then the Israeli Parliament (Knesset) building where they met with a Ms Meirav Ben-Ari MP and heard about Israel’s first woman Prime-Minister, Golda Meir, and about the involvement of women in current Israeli political life. Visiting the famous Tower of David historical site, overlooking the Old City, the delegation heard from Mrs Eilat Lieber (Director) about the immense work which has been done to house Israel’s newest Innovation Centre, specialising in Virtual Reality and Augmented Reality technologies, within such historical citadel. The ladies also met start-ups led by women at OurCrowd- a leading equity crowdfunding platform, where they heard about alternative methods of raising funds for small businesses. The third day saw the delegation travelling up north to Haifa- Israel’s 3rd largest city and home to the biggest HiTech park in Israel, home to Research & Development centres of many of the world’s top tech companies, including Apple, Google, Amazon, Yahoo, Intel, Philips and more. Having such top companies in Haifa has helped the city in attracting younger workforce who otherwise would have been lured to move to the commercial hub of Tel Aviv and its hinterlands. The delegation was hosted by Or Shahaf, CEO of the Haifa Economic Corporation which included a panel of successful women from top HiTech companies and were then treated to lunch at the Haifa City Hall, led by Deputy-Mayor Mrs. Hedva Almog. It was so heart-warming to see the Gibraltar flag flying on top of the Haifa City Hall…The day ended with a networking event with many women entrepreneurs at the Spaces Co-working Hub in Hertzliya, were a number of inspiring talks by successful business women were given. A common theme which was mentioned by numerous successful business women and men has been the general acceptance in the Israeli business world, that some failure is a necessary component to becoming successful. Indeed, it has now become popular in Israel to hold meetups where start-up entrepreneurs talk about the mistakes they’ve made and the lessons they learned from them. Commenting on the visit, Ayelet said: “I have no doubt that this delegation has been an eye-opener to all the powerful women who participated, but if there is one thing I would like them to take from this experience, is the tolerance for failure and learning from one’s mistakes in order to try again, and not give up until success has been achieved. If we can teach this lesson to both the young generation in Gibraltar and to their parents too, we may have unlocked one of the secrets to promoting a more enterprising culture in Gibraltar.”

GIBRALTAR DELEGATION TO THE INNOVATION NATION In October 2017 a business delegation from Gibraltar has visited Israel. This was the second such delegation in the space of 6 months, following the historic delegation which visited Israel earlier in the year. The delegation was led by Eran Shay and Ayelet Mamo Shay, founders of the Gibraltar-Israel Chamber of Commerce (Gibrael) with the objective of identifying business opportunities between the two countries as well as to discover what has made Israel such a technology power-house and the source of many innovative and successful startup companies. The delegation comprised of senior bankers from both the Gibraltar International Bank and Jyske Bank, Callaghan Insurance Group, Sunborn Hotel, Sodi Connect asset management solutions and other private investors. The delegates have visited Israel’s three biggest cities, namely Tel Aviv, Jerusalem and Haifa, where they explored some of the Israel’s leading technology hubs, startup incubators, accelerators and Venture Capital industry. “The itinerary of this delegation was almost completely different from that of the first one”, says Gibrael President- Eran. “This is because we felt it will not be fair to introduce the delegates to the same people. The idea is that each delegation will establish its own unique set of contacts in Israel.” The delegation stayed at the 5* Crown Plaza Hotel, situated at the iconic Azrieli Center in Tel-Aviv- one of the city’s modern landmarks and an important business hub. Starting in Tel Aviv, the delegates received an introduction to the Israeli HiTech ecosystem and were then taken on a visit to one of the city’s newest and poshest innovation & co-working spaces: AYEKA. There, they’ve met with a number of startup entrepreneurs and explored the unique community atmosphere that this place has, which facilitates attracting investors and cross fertilisation of ideas. The afternoon included a visit to Big 4 accountancy firm Ernst & Young at their new MidTown Tower headquarters, for a session on the latest CyberSecurity developments. Delegates were then given a presentation by leading law firm Bracha & Co. on tax considerations when doing business between Israel and Gibraltar, for corporates and HNWIs. With Blockchain being the current buzzword, delegates were then taken to Israel’s largest Blockchain investment 63
and venture capital group for some tips on what investors are looking for when assessing investment in blockchain startups. The following day, saw the delegation travelling to Israel’s capitalJerusalem. There the delegates were treated to a tour of the Israeli Parliament (Knesset) where they were warmly welcomed and congratulated by the Deputy Speaker of the Knesset: MP Hilik Bar. From there they continued to a visit to The Bank of Israel for a presentation on Israel’s economy and monetary policy. The afternoon included an overview of Israel’s trade & commerce at the Israeli Ministry of Economy, and a meetup with a crowd funding platform and a number of startup entrepreneurs at the impressive StandWithUs organisation. No visit to Jerusalem is complete without seeing the famous Old City, sacred to the world’s three dominant monotheistic religions, and delegates enjoyed a real spiritual uplift visiting the Western Wall and the Church of the Holy Sepulchre. The final day involved travelling to the North of Israel to Haifa- the country’s third biggest city, main port city and site of the biggest HiTech R&D centre, where some of the world’s most recognized corporates such as Google, Intel, Yahoo, Microsoft, IBM and many others develop their latest innovations. On the way to Haifa, the delegation stopped at the town of Hertzliya-Pituach, Israel’s main hub for Venture Capital investment firms, where they interacted with fund managers at Shine multi-family office; visited the offices of Playtika -where they heard the captivating story of how the company developed from an idea into one of the world’s biggest internet social gaming company; and were treated to a presentation on the Israeli HiTech, by the sector’s umbrella organisation – the IATA. Back in Haifa, the delegation has met with the city’s Economic Development Company and met up with professors and entrepreneurs at Haifa University. On the final evening, the delegation was treated to a large networking event, attended by about 100 of Israel’s top business entrepreneurs, VCs, leading legal and finance sector personas along with representative from various Government agencies. “Over these three intensive days, the delegates have met with a multitude of intermediaries, entrepreneurs and leading business Gibrael - Gibraltar - Israel Chamber of Commerce

personas, and some of the opportunities identified have already successfully materialised into business results for the delegates”, says Gibrael Chairwoman- Ayelet. Equally important, the delegation has discovered some of the “secret ingredients” that have turned Israel into such an entrepreneurial society. Such ingredients include: • the public encouragement to take risks and the education to be entrepreneurial from young age; • the general acceptance in the business world that some failure is a necessary component to becoming successful- indeed some VCs will NOT invest in an entrepreneur who has never failed before;
• and finally, the existential threats and challenges that Israel has been faced with from day one of its establishment in 1948. Such challenges have forced the people of Israel to think outside the box, innovate and invent in order to survive. These ingredients along with various Government support schemes and numerous private initiatives are indeed the secrets to Israel’s success. Surly there are lessons here for Gibraltar to learn if it wishes to diversify its economy further, and the GibraltarIsrael Chamber of Commerce will continue to play its role in the exchange of ideas and opportunities between the countries. BRIGHTMED, THE ART PLATFORM OF GIBRALTAR Israel is renown for its start-ups in high tech and biotech. What is unknown, is that the same talents can be found in music. Thanks to the fantastic melting pot of cultures and religions, the country offers a range of musical bands proposing all types of styles and fusion performed by high level artists. For the last seven years, Gibraltar became a musical springboard for a large number of Israeli bands through the BrightMed. BrightMed is the Gibraltar platform of art expressions such as Films, Talks, Conferences, Exhibitions and… music via the Gibraltar World Music Festival (GWMF). It usually happens in June and proposes a specific theme every year (Sephardic Divas in 2012, Passage to Asia in 2013, Chindia in 2014, Khamsa in 2015, Obrigado in 2016, Uprising in 2017 and Borders in 2018). At each occasion, Israeli artists and professionals joined the festival and entertained local and international audiences in streets, public parks and particularly in the magical St Michael’s Cave at the top of the rock of Gibraltar. The cave is the venue that Israeli artists want to experiment nowadays thanks to its scenery and special acoustic. The diversity proposed by Israeli artists and their creative mind left strong prints locally and allowed them to make Gibraltar their first entry into the European and UK musical markets. Divas Yasmin Levy, Neta Elkayam or Mor Karbasi, guitar players like Yossi Fine (former bass player of David Bowie) or Tomer Moked (from Baladino), percussionists such as Itamar Doari or Ben Aylon, the entire Andalucian Orchestra of Jerusalem conducted by the genius Tom Cohen, the kamanche master Mark Eliyahu, Yonnie Dror (woodwind creator and performer), the Ethiopian singer Gilio Yalo, the energy of Quarter to Africa… the list is longer and not closed. These artists are not just capable of performing at very high level of quality, they actually understood and truly demonstrated values of Peace, Diversity (singing in Hebrew, Arabic, English, Spanish, Turkish etc.) and Convivencia. BrightMed welcomed as well Barack Weiss (head of the International Showcase Israel), Dubi Lenz (World Music expert), the team of I24News (a channel based in Jaffa broadcasting in English, Arabic and French), Shmulik Balmas (famous Israeli photographer). Its presence in Israeli media is constant (i24News, KAN, Haaretz etc.). BrightMed explores today collaborations with the Israeli Embassy in UK and other festivals in Israel. More than just music and performances, Israelis welcomed in Gibraltar have already opened new avenues of collaboration with artists and professionals from other countries and particularly with Moroccans, Algerians, Tunisians, Iraqis, Iranians, Turkish… all what BrightMed stands for. 60

WOMEN IN RELOCATION: THE CHALLENGES OF THE EXPAT WIFE The majority of women don’t relocate for their own career, but follow a husband or partner on an assignment. According to the latest Global Relocation Trends Survey Report, annually published by Brookfield Global Relocation Service, fewer than 20% of the assignees themselves are women. So, the “typical” expatriate woman is one who follows her male partner abroad – and may then, much to her disappointment, finds herself relegated to the role of the “expat wife”, leaving behind a promising career back at the homeland to become a housewife or a stay-at-home parent. Indeed, the survey report (2016) found that only 16% of women who were working prior to the relocation are also in employment while on relocation. Employment status of the female accompanying the assignee on Relocation
After the excitement of an international move has worn off, what does a non-working expat wife do? When the boxes have been unpacked and the thrills of the new culture subside, how do you fill the days and beat the dreaded expat blues? Studied have shown that a staggering 70% of failed relocations are due to the spouse/partner not settling in and adapting. The typical adjustment problems include a spouse that doesn’t fit in, doesn’t create a social network, and becomes disengaged. Expat wives face many challenges beyond the initial culture shock. “Life abroad can be stressful, not to mention dull at times, and various triggers cause bluesy feelings ranging from sadness to frustration”, says Relocation specialist Ayelet Mamo Shay, author of the popular novel “Relocation Darling Relocation!” which has recently been launched in Gibraltar. Gibraltar is a small and very often unfamiliar place for many prospective employees, making the entire relocation proposition a relatively “hard sell”. Many people may know what to expect when relocating to places like Paris, New York, or Berlin, but Gibraltar is a complete enigma for them. “In Gibraltar, we often lack the critical mass of people necessary to operate various associations, clubs, courses and other social groups of like-minded people, which means the socialising and networking opportunities available to Expat wives is fairly limited, especially if English is not their first language”, says Ayelet. In her book, Ayelet describes the challenges, dilemmas and experiences of a fictional expat wife- Ofira. Ofira leaves behind her a great job, loving family, and wonderful friends and goes almost blindly after her beloved husband to relocate to another country. Ofira is tremendously frustrated by her inability to work in her profession and feels trapped raising their children in an unfamiliar culture, where she barely understands the language. She longs for her homeland, which she feels she has betrayed by leaving, and for her family and friends.

Especially if you have never taken time out from work before going abroad, becoming a stay-at-home wife in another country can take a psychological toll. Suddenly, you are thrown back upon having to wrestle with the conundrum of “women’s work”: unpaid and invisible. Gibrael - Gibraltar - Israel Chamber of Commerce

However, the contrast between the world of the home and the business world can foster unexpected resentment and put a strain on your relationship. He’ll be overwhelmed and exhausted from his new position – and may thus dismiss your own problems with culture shock and alienation. “In some countries, your husband may even act as your visa sponsor and/or your legal guardian. It takes quite a few expat women some time to swallow their pride and adjust to this reality”, says Ayelet. So what can be done about all that? There are as many ways to deal with the expat blues as there are causes of them. “Having relocated to Gibraltar ourselves (11 years ago already) we know exactly what many of the relocating families are going through, and are able to advise our clients about the best ways to deal with some of the issues”, says Ayelet. While each case has its own personal needs, it is true that a key factor to success is the mindset of the relocating spouse and family members- their attitudes, openness and willingness to learn about the local customs, culture, food, and etiquette. Another important success factor is networking, especially with the locals. “Go outside your comfort zone and don’t just socialise with people from the same nationality or religion. Open yourself and make friends with people from other cultures, religions and backgrounds”, says Ayelet. Another recommendation is If you can’t get gainful employment, volunteer for a local charity or set aside a timeslot for reading up on recent developments in your profession. Learn the local language, sign up for a part-time university degree, or take a long-distance learning class. This might be your opportunity of discovering new interests, brushing up neglected talents, or improving some skills to perfection! Having assisted online gaming and financial services companies with the relocation of their staff to Gibraltar in the last few years, our biggest advice to employers has always been to guide and accompany the employee right from the stage of planning the move, particularly paying attention to the needs of the relocating employee’s spouse and other family members.

הקהילה הישראלית הקהילה היהודית בגיברלטר ברובה אורתודוקסית .ישראלים העוברים לגור כאן מטעמי עבודה ,אינם ששים לקחת חלק בחיי הקהילה ,בשל אורח חייהם החילוני .הקהילה היהודית מצידה אינה נכנעת וממשיכה תמיד להזמינם לארוחות שבת ובחגים. לא שיש חלילה יחסים עכורים בין שתי הקהילות ,להיפך ,כל צד מכבד את הצד אחר אך בוחר שלא לקחת חלק באורח החיים האחר .הרב חסיד מציין כי היה מעוניין להגביר את שיתוף הפעולה בין שתי הקהילות ולתרום לקשרים החברתיים והאחרים. אור לגויים השפעת הקהילה מורגשת גם בפעילות העסקית במושבה ,מאחר ובתי עסק רבים הינם בבעלות יהודית ,לא מן הנמנע שחנויות ומשרדים שונים הממוקמים ברחוב הראשי ,כמו :חנויות תכשיטים ,קוסמטיקה ,עריכת דין וראיית חשבון ,יהיו סגורים בשבתות וחגי ישראל .זקני הקהילה יודעים לספר כי בעבר היה מחכה היהודי לחברו ביציאה מהכנסייה והנוצרי היה מחכה לחברו ביציאה מבית הכנסת .אולם במהלך השנים ,ויש האומרים בשל מדיניותו של רב הקהילה הפועל למניעת התבוללות ,הפכה הקהילה היהודית לסגורה מאוד .אמנם ,ישנם שיתופי פעולה מלאים בעולם העסקים ,בתרבות וכדומה אך בתי הספר היהודים שהוקמו ,כמו גם המסגרות האחרות המיועדות ליהודים בלבד ,יצרו בידול ופירוד שאינם לטעמם של המקומיים. אך למרות הטענות בדבר הניתוק מצד הקהילה היהודית בגיברלטר ,חשוב לזכור כי אוכלוסיית המושבה כולה מונה בסך הכול שלושים אלף תושבים ,ביניהם יהודים ,מוסלמים ,כריסטיאנים ,קתולים ,הודים ועוד ,וכולם חיים בהרמוניה ,בשלווה ותוך הענקת כבוד הדדי. מדי פעם מתקיימים אירועים לכלל הדתות .באירוע האחרון בו נטלו חלק ראשי קהילות מכול הדתות ,כל אחד מהמכובדים נשא תפילה בשפתו לאלוהיו והנוכחים השליכו עלי ורדים למזרקה לאות אחווה ,אהבה ,שלום עולמי וכבוד הדדי .אם כבוד זה ישרור בכל מקום בעולם ,יהיה זה עולם יפה יותר ,נעים יותר וכזה שכיף לחיות בו .בדיוק כמו בגיברלטר! קהילה יהודית בת 300שנה חמש עובדות מפתיעות ומעניינות על קהילת גיברלטר: .1למרות שקהילת גיברלטר מונה רק 800איש ,גיברלטר היא המדינה עם אחוז היהודים מכלל האוכלוסיה הגבוה ביותר בעולם ( 2.3%או אחד מכל 43 איש) אחרי ישראל. .2ראש הממשלה הראשון של גיברלטר היה יהודי! סר יהושע חסן כיהן בתפקיד רם מעלה זה כעשרים שנה ושמו נצרב בתודעה המקומית כ"אבי כל הגיברלטרים". .3קהילת גיברלטר מורכבת בעיקר מיהודים יוצאי מרוקו שהתיישבו בגיברלטר לאחר שנכבשה על ידי הבריטים ב.1704- .4בגיברלטר 4בתי כנסת ועל מנת להבטיח מניין כל יום ,מבצעים רוטציה של התפילות בין בתי הכנסת. .5המקובל והפוסק ר' יהודה ביבאס ממבשרי הציונות נולד בגיברלטר ואף כיהן בה כראש ישיבה לפני שהחל במסעותיו בעולם למען הישוב היהודי בארץ.
קיצור תולדות הקהילה הקהילה היהודית בגיברלטר מונה בסך הכול כ 800-נפש ושורשיה ביהדות מרוקו. לאחר כיבוש גיברלטר על ידי הצבא הבריטי ,היו צריכים הכוחות הבריטים הספקה של מזון ,תרופות טבק ועוד ומכיוון שלא יכלו לקבל זאת מהצד הספרדי ,שהיה האוייב ,פנו למרוקו ,מצידה השני של המיצר .באותה עת ,הסוחרים הגדולים במרוקו היו היהודים וכך התפתחו קשרי המיסחר אשר בעקבותם קבלו היהודים את הזכות להתיישב בגיברלטר ,וכך נוצרה קהילת גיברלטר .כיום הקהילה היהודית הינה אורתודוקסית ברובה ,אך עובדה זו אינה מונעת מחברי הקהילה לנהל יחסי שכנות נהדרים ופוריים עם תושבי המושבה שאינם יהודים .עם השנים התווספו לקהילה יהודים מבריטניה וספרד השכנה וכיום היא מאופיינת בחיי קהילה תוססים המבוססים על כבוד הדדי תוך כדי שמירת מצוות מוקפדת.
מנהיגות ללא פשרות הקהילה בגיברלטר היא קהילה חזקה ומשפיעה מאוד ואף מובילה את הלך הרוח בחברה הכללית בגיברלטר ,הן בעבר והן בימינו .המנהיג הרוחני של הקהילה מזה 30שנה ,הוא הרב רון חסיד ,שמכהן כרב הראשי של גיברלטר .כשהגיע הרב חסיד עם משפחתו לגיברלטר ,אחוזי ההתבוללות בקהילה נעו בין ,60%-70%כיום אחוז התבוללות שואף לאפס .יש האומרים כי הישג זה נזקף לזכותו של הרב ,שבמקרים לא מעטים שכאשר היה פוגש צעיר יהודי המתהלך ברחוב הראשי עם גויה ,היה בלי בושה סוחב את הצעיר בידו ומציע לו להתלוות אליו לשיחה או לשיעור .כך עורר הרב "יראה" מסוימת בקרב הצעירים שחששו מלהיקלע לתקרית לא נעימה עם ונמנעו עם הזמן להסתובב עם גויות בפרהסיה... 56
במרוצת השנים הרב "הוריד הילוך" בצורה משמעותית מבחינת פעילויות כמו שיעורי תורה ,הכנה לחתונה ,הכנה לבר מצווה וכו' והעביר את רוב סמכויותיו לאנשים אחרים בקהילה .לטענתו ,הצעירים מבצעים את המלאכה בצורה נפלאה וטובה ממנו ,ואין הוא רואה כל סיבה להפריע למהלך זה .רק על פרויקט אחד אינו מוותר' :תורה טיימס' עיתון שבועי המכיל מאמרים והודעות לקהילה .הרב בוחר במהלך השבוע אתהמאמרים הרלוונטיים לטעמו ,מדפיס את העיתון ומחלק אותו (לעיתים באופן אישי) בימי חמישי .הרב רואה בעלון זה נכס חשוב לכל יהודי ויהודי בקהילה הנועד לשמור ולשמר את הגחלת היהודית והקהילתית.
חיים יהודים מלאים חברי הקהילה היהודית בגיברלטר נהנים מהאפשרות לשמור על אורח חיים אורתודוקסי מלא .לצד מקווה טהרה ,כולל אברכים ,גן ילדים ובתי ספר יהודיים ,בגיברלטר ישנן שלוש מכולות כשרות ,מסעדה בשרית ,מסעדה חלבית ומאפייה כשרה .אך גולת הכותרת של יהדות גיברלטר הינן ללא ספק בתי הכנסת העתיקים והמיוחדים שבה. "שער השמים" -הוקם בשנת .1723בית כנסת זה פתוח מדי יום ואנשי הקהילה מתפללים בו ברוב ימות השנה. "נפוצות יהודה" -הוקם בשנת .1781בית כנסת מפואר ,מרשים ופעיל ,רוב האירועים של הקהילה נערכים בחצר בית הכנסת. "עץ החיים" -הוקם באותה שנה שבה הוקם בית הכנסת "נפוצות יהודה" .בבית כנסת זה מתקיימת בכול שנה ההילולא לרבי מאיר בעל הנס. "אבודרהם" -הוקם בשנת ,1820משמש כיום כבית כנסת "משפחתי". בין בתי הכנסת הללו מתקיימת רוטציית פעילות (כל שלושה חודשים) ,כדי שכל בתי הכנסת יזכו לשימוש ע"י הקהילה. אתר חשוב נוסף ומוערך הוא בית הקברות העתיק" ,שער היהודים" .בית עלמין זה הוקם ב 1728-וממוקם במעלה הצוק ובו מעל 200מצבות שנשמרו היטב .בבית קברות זה קבורים מייסדי הקהילה ומספר צדיקים .בית עלמין זה נסגר ב 1848-וכיום קוברים היהודים את מתיהם בבית הקברות החדש הממוקם ליד שדה התעופה. רק בשמחות הקהילה היהודית בגיברלטר אוהבת לחגוג ואכן לא חסרות סיבות למסיבות :בריתות, חתונות ,בר-מצווה ועוד אירועים קהילתיים וקוקטיילים לאנשי ציבור חשובים המגיעים מרחבי העולם .האירועים מתקיימים בדרך כלל בבית הכנסת ,בבית הספר היהודי או באחד מבתי המלון במקום. THE MICROCLIMATES OF GIBRALTAR
אקלים של גיברלטר-המיקרו Reference is often made to Gibraltar’s Microclimate and, for those people resident in Gibraltar, it is all too obvious as they live with it constantly. But what exactly is a Microclimate and what does it actually mean for Gibraltar and the people who live on the Rock all year round? A microclimate is defined as the climate of a small area, whether covering several metres or a few kilometres, which differs from its surrounding area. This difference in climate could be due to any number of factors, for instance a difference in temperature as in a “frost hollow” or rainfall as in lying in what we call a “rain shadow” to the lee of a mountain range. When first considering Gibraltar’s microclimate, it may be in terms of how its weather generally differs from its Spanish and Moroccan neighbours. As a country, Gibraltar’s climate is very typical of the Mediterranean, but there are differences driven by its unique position in the Strait with high mountain barriers flanking it to the North and South. For those of us living in Gibraltar or visitors who have experienced a summer here, you will be well aware that Gibraltar is rarely as hot as its neighbours. However, you may have spent many a sleepless night cursing the humid and uncomfortable nights that a spell of endless Easterly winds can bring. Of course, when winter comes, it is the opposite and we welcome the frost-free nights which, as far as Gibraltar records show, has only been officially registered

once and for this you have to wade right back in the records to 1870. So, it is clear that Gibraltar’s climate differs from its neighbours, but it can also differ vastly within the few kilometres that span the length and breadth of the Rock. One of the main drivers for this is, of course, the Rock itself and the other the fact that Gibraltar is surrounded by water on all but its Northern side. However, one of the main weather factors which leads to the greatest disparity across the Rock is the Levanter. Have you ever battled against a strong Levanter wind blowing fiercely down Devils Tower Road, only to turn the corner and find the wind mysteriously fall calm at Catalan Bay? Have you ever left work in town under a black and drizzling Levanter cloud to find the sun shining at home in the South District? Have you ever been stuck working in town in the summer desperate to join the bathers at Eastern Beach, only to hear your family have packed up and gone home as the fog has rolled in? There are so many differences which span this beautiful Rock which go to make up this mini microclimate, with the Levanter bringing marked variations in temperature, humidity and sunshine. We also have the Rock itself, standing proud in its surroundings and deflecting the wind flow around it – which may, if caught by the turbulent winds, see you making an unexpected detour to Malaga Airport! בשמורה שבמעלה ההר תוכלו לפגוש להנאתכם בקופי מקוק ברברי .גיברלטר היא המקום היחיד בכול אירופה שבו תוכלו למצוא קופים חופשיים בטבע .אף אחד לא יודע להסביר איך הגיעו קופים אלו לגיברלטר אך האגדה מספרת כי אם הקופים ייעלמו מגיברלטר ,בריטניה תאבד את שליטתה במושבה זו.
בשנת 1870יוצרו ארבע תותחים מסוג זה .שניים נשלחו למלטה ושניים נשלחו לגיברלטר .כיום נותר רק תותח אחד והוא בהחלט שווה ביקור.
בית המושל ()The Convent

מבנה עתיק המשמש היום כביתו של מושל גיברלטר. המושל מתחלף כל שנתיים מתוקף סמכותה של מלכת אנגליה .במקום נערכים מידי שנה קוקטליים שונים וסיורים בגנים המרהיבים.
מערת נטיפים משגעת המושכת אליה תיירים רבים מכל רחבי העולם .יהודי מקומי בשם סולומון צרויה הגה את הרעיון להפוך מערה קסומה זו לאולם קונצרטים ,הרעיון התקבל בברכה ומזה שנים מתקיימים מופעים רבים ושונים במקום זה.
נקודת אירופה ()Europa Point
לאוהבי האקסטרים המדרגות הים תיכוניות ()Mediterranean Steps מסלול הליכה המוביל את המטפס לנקודה הגבוהה ביותר במצוק ,דרך כמה מוצבים עתיקים, וממנו נשקפים נופיו המרהיבים של הים התיכון .המסלול אורך כשעה ורבע של טיפוס במעלה ההר ובעל מספר רב של מדרגות ,כך שמסלול הליכה זה אינו מתאים לבעלי לב חלש ,בעלי כושר גופני נמוך וגם לא לאלה המפחדים מגבהים .מומלץ לעשות את המסלול בשעות הבוקר המוקדמות או בשעות הצהריים המאוחרות.
מרפסת הזכוכית – SKYWALKאטרקציה חדשה זו אשר נפתחה ב 2017הינה מרפסת תצפית בעלת רצפה מזכוכית התלויה גבוה מעל תהום המצוק העמוקה. ההרגשה שמהלכים באוויר מול נוף מרהיב הינה מיוחדת במינה אבל לא למי שסובל מפחד גבהים...
Gibrael - Gibraltar - Israel Chamber of Commerce
הנקודה הדרומית ביותר בגיברלטר מהווה אטרקציה מיוחדת המשלבת מבנים היסטוריים ותצפית על אפריקה .בנקודה זו נפגשים מימי האוקיינוס האטלנטי עם הים התיכון .כאן ניתן לראות את אחד מסמליה הבולטים של גיברלטר -המגדלור. מגדלור זה הוא היחיד מחוץ לבריטניה שעדיין נשלט ומופעל על ידי הרשויות הבריטיות .בסמוך למגדלור ,אנדרטה לזכרו של הגנרל הפולני הידוע סיקורסקי שנהרג בהתרסקות מטוסו בגיברלטר .במידה והגעתם לגיברלטר עם ילדים קטנים ואתם זקוקים לכמה דקות של מנוחה ,תוכלו להנות במקום זה מפארק שעשועים רחב ידיים.
הגשר התלוי – WINDSOR BRIDGEגשר חבלים תלוי הממוקם במעלה שמורת הטבע העובר מעל תהום עמוקה ומחבר בין שתי עמדות תותחים ישנות מימי מלחמת העולם הראשונה .מהגשר נשקף נוף עוצר נשימה של כל מרכז העיר ,מפרץ גיברלטר ויבשת אפריקה .הגשר הינו חלק ממסלול הליכה הנקרא ROYAL ANGLIAN WAY 51

תיירות בגיברלטר -הפנינה של הקוסטה דל סול סביר להניח שאת ביקורכם בגיברלטר תערכו כחלק מטיול בקוסטה-דל-סול שבחבל אנדלוסיה שבדרום ספרד .לאלו מבינכם המתלבטים האם "שווה" להשקיע את המאמץ ולנסוע שעה ורבע ממלגה התשובה היא -בהחלט כן! אצל רבים מאתנו גיברלטר זכורה באופן עמום משיעורי גיאוגרפיה ביסודי ,שם היא עולה בהקשר למצרי גיברלטר המחברים בין הים-התיכון לאוקיינוס האטלנטי .גיברלטר הינה "תופעה" מרתקת ולא רק במובן הגיאוגרפי של המילה .היא מלאה בדברים ומקומות ייחודיים המעניקים למבקר חוויה בלתי נשכחת. הדבר הראשון הנגלה לעיני המבקר הינו הצוק הענק של גיברלטר ( 426מטר גובהו) המזדקר משום-מקום ובולט היטב על רקע הים והסביבה השטוחה שלידו .גיברלטר היא בעצם חצי-אי המחובר יבשתית לספרד ,אך זוהי כנראה המדינה היחידה בעולם שהכניסה אליה (דרך היבשה בכל אופן) נעשית דרך כביש אחד בלבד .דבר זה לא מונע מלמעלה מ 10-מיליון מבקרים להיכנס לגיברלטר מדי שנה (כמעט פי 4-מכמות התיירים המגיעה לישראל בשנה) .מכיוון שגיברלטר הינה מושבה בריטית ,הכניסה אליה מחייבת בדיקת דרכונים דבר היכול לגרום לפקקים ותורים בכניסה אליה בעיקר בחודשי בקיץ העמוסים ולכן רצוי מאוד לחנות את הרכב בחניון הצמוד לגבול בצד הספרדי .החוויה

GIBRALTAR’S RANKING ON THE GLOBAL FINANCIAL CENTRES INDEX For several years now, the London based Z/Yen Group publishes the “Global Financial Centres Index” (GFCI) that ranks the leading financial centres around the world. Published twice a year, in March and September, the Index compares the competitiveness of 96 financial centres by looking at attributes such as business environment (regulation, corruption, legal system), human capital, taxation, infrastructure, reputation and financial sector development. The latest GFCI report (“GFCI 23”), published by the Z/Yen in March 2018 found that London was still ranked as the world’s number one global financial centre despite Brexit looming and a number of key asset management firms exiting the UK’s capital. London remains top for now (see below) with New York second and Asian giants Hong Kong, Singapore and Tokyo in third, fourth and fifth places respectively.

For several years now, Benefit Business Solutions Ltd has been tracking Gibraltar’s ranking on this index, both its position on the overall index and also in comparison to several “Offshore” centres. Tracking Gibraltar’s ranking position over the last 8 years, from September 2010 to March 2018 shows that while London, New York, Hong -Kong and Singapore dominate the Top 4 places, Gibraltar’s ranking has been somewhat more volatile, but has improved significantly since March 2017, rising over the past year from the 81st place (it’s lowest ranking ever) to the 66th place in March 2018, as shown by the chart below:

Economy & Finance כלכלה ופיננסים At 66th place, Gibraltar is ranked higher than some of the world’s biggest cities including Sao Paulo (67th), Mexico City (70th), Lisbon (74th), Buenos Aires (75th) and Moscow (83rd). The sharp drop in Gibraltar’s ranking, falling by 26 places, from 55th place in September 2016 to 81st place in March 2017, is attributed in large to the perceived impact of Brexit on Gibraltar, in the eyes of the international financial community. The uncertainty over the future of Brexit negotiations by the UK and concerns over the inclusion of Gibraltar in any Brexit deal between the UK and the EU, have taken their toll on Gibraltar’s ranking, pushing it down to an all-time low of 81st place. Nevertheless, the past year has seen much improvement in Gibraltar’s ranking, with its position recovering by 15 places, climbing to 75th place in September 2017 and up to 66th place in the latest index of March 2018. Part of the recovery is possibly due to the UK’s Government commitment to Gibraltar in terms of ensuring its interests are looked-after in any future Brexit deal as well as the reassurance that Gibraltar financial services firms will continue to enjoy freedom of access to the UK market. In fact, it is this special relationship that Gibraltar enjoys with the UK, that may actually put Gibraltar at an advantage compared to other EU jurisdictions, in a postBrexit scenario. Another possible factor which has lifted Gibraltar’s position since the start of 2018 has been the introduction of the Distributed Ledger Technology (DLT) Regulations. The DLT regulations which came into force in January 2018, have positioned Gibraltar at the forefront and leading edge of the global Blockchain and Crypto-currency market and have generated huge exposure to Gibraltar’s financial services sector. We expect this trend to continue and strengthen in the coming year as more and more top name Fintech companies are moving to Gibraltar. Looking at various “offshore” financial centres, Cayman Islands and Bermuda lead the pack, with Panama coming last, perhaps still not recovering from the “Panama Papers” fiasco 2 years ago. If we look only at European “offshore” centres, Gibraltar actually ranks at fifth place, well above competing jurisdictions such as Malta and Cyprus as shown by the table below:
Over halfway through Brexit, Britons remain as divided on the issue as ever. And people’s entrenched views continue to colour most predictions on how Britain will fare when it eventually splits from the EU. Whatever your view on Brexit, the truth is that while progress has been made towards an orderly exit from the EU, we simply don’t know whether it will eventually be achieved or not, and what would be the final outcome for Gibraltar. Z/Yen Group is predicting a possible change once GFCI 24 will be published in September 2018 saying that it “should be fascinating as the continuing impact of Brexit and the outcome of a number of elections on our respondents’ perceptions will be known”. מה שבטוח ,שכתוצאה מתהליך הברקזיט ,הגיברלטרים הפנימו שעליהם לפתח קשרי מסחר מעבר למדינות האיחוד .לשכת המסחר גיברלטר-ישראל שהקמנו ,מקבלת פניות רבות בימים אלו מגורמים מקומיים המעוניינים לפתח הזדמנויות עסקיות עם ישראל. לפני כחודש אף הבאנו לארץ את המשלחת העסקית הראשונה בהיסטוריה מגיברלטר. המשלחת נפגשה עם גורמים מובילים מתחום ההייטק וההשקעות ,נהנתה מקבלת פנים חמה בכנסת על ידי סגן יושב ראש הכנסת ח"כ חיליק בר ,ועל ידי גורמים בכירים במשרד הכלכלה ומשרד החוץ .גם הישראלים מגלים התעניינות מוגברת בגיברלטר ובשנה האחרונה ליווינו מעל 20גורמים עסקיים מישראל שהגיעו לעשות עסקים בגיברלטר .אחת מהחברות הגדולות שהקימו פעילות בגיברלטר בשנה האחרונה הינה חברת פלייטק של טדי שגיא אשר מקימה את המטה החדש שלה כאן והעבירה עובדים רבים מישראל וממקומות אחרים לגיברלטר .המעבר של חברה גדולה זו לגיברלטר, למרות הברקזיט ,משדר אמון בכלכלת גיברלטר ,וממשלת גיברלטר הביעה תמיכה רבה בחברה ועזרה לנו לסייע לפלייטק בכל הקשור לקליטת התושבים החדשים .כרגע קיימות הזדמנויות רבות בתחומי האנרגיה הירוקה ,פינטק ,פתרונות עיר-חכמה ,סייבר סקיוריטי והומלנד סקיוריטי. גיברלטר גם מסתכלת למדינות מצידו הדרומי של המיצר .הקרבה הפיזית של גיברלטר לאפריקה (מרוקו נמצאת כ 24-ק"מ מהצד השני של מיצר גיברלטר) ממצבת את גיברלטר גם כשער כניסה אלטרנטיבי ליבשת הדרומית .בגיברלטר קיימות חברות אחזקה רבות אשר בבעלותן חברות הפועלות באפריקה .דבר זה מקל עליהן בכל הקשור להעברת הכספים מאפריקה וכן בתשתיות בקרה וניהול מפותחות. אין ספק שברקזיט מהווה מכשול לכלכלת גיברלטר ,אך כמו שאומרים "דלת אחת נסגרת ושבע אחרות נפתחות"...וממשלת בריטניה מחוייבת להגן על האינטרסים של גיברלטר ולכלול אותה בכל "עסקה" אשר תיסגר מול האיחוד האירופי .לא לשוא ידועה גיברלטר כצוק איתן.

הברקזיט וגיברלטר תוצאת משאל העם בבריטניה על ההתנתקות מהאיחוד האירופי תפס את גיברלטר בהפתעה רבה ובתדהמה. באותו ערב גורלי של ה 23-ביוני ,2016לא היה כמעט לאף אחד מתושבי גיברלטר ספק שבריטניה תצביע להשאר באיחוד .באותו ערב ,חזרנו ממופע מוזיקה מרהיב שנערך במערת הנטיפים המפורסמת של גיברלטר .הספקנו עוד לעצור להרמת כוסית עם חברים במלון האונייה המפואר שנפתח בגיברלטר לפני כשנתיים ותוך כדי שיחה קולטים כמה תיירים בריטים מתלחששים על כמה הם מקווים שבריטניה תצביע להתנתק .העדפנו להדחיק מחשבות אלו ולהתעלם...חזרה בבית ובטלויזיה מתחיל שידור תוצאות המשאל :תצאות ראשונות מגיעות מגיברלטר 96% :הצביעו להשאר באיחוד .יותר אופטימיות מזה אי אפשר לבקש .הלכנו לישון בביטחון שלמחרת יהיה עוד יום שימשי ,שגרתי ורגוע .השאר היסטוריה... קשה לתאר את ההרגשה שהיתה ברחובה הראשי של גיברלטר ביום למחרת ההצבעה. מדרחוב חנויות ארוך שבדרך כלל שוקק באלפי מבקרים המגיעים לגיברלטר להנות מקניות פטורות ממע"מ ומכס .האווירה היתה שילוב של יום כיפור ויום השואה .תנועה דלילה ביותר ,וכל המקומיים עם פנים נפולות כאילו חרב עליהם עולמם....
גיברלטר גם תלוייה מאוד בגבול היבשתי לצורך שינוע סחורות ומוצרים לבתי העסק והסופרמרקטים .לגיברלטר מגיעים מדי שנה מעל 10מליון מבקרים -מספר עצום יחסית לגודלה הקטן .רוב המבקרים (כ )90%-מגיעים דרך מעבר הגבול היבשתי עם ספרד וחלקם מגיעים דרך האוויר לשדה התעופה של גיברלטר ,או דרך הים על גבי כ 200 -אוניות קרוזים העוגנות בגיברלטר מדי שנה .הגבלות במעבר הגבול עלולות להשפיע ישירות על תנועת התיירים. מעבר לסוגיית הגבול ,ברקזיט לא ממש אמור להשפיע על היתרונות המובנים שיש לגיברלטר :בזכות היותה טריטוריה קטנטנה ,אין בגיברלטר הרבה שכבות בירוקרטיה והגישה לצמרת מקבלי ההחלטות ברמה המדינית (שרים ,ראש ממשלה ובכירים במגזרים השונים) הינה מהירה וקלה יחסית .דבר זה הופך את תהליך קבלת אישורים שונים למהיר ופשוט ,ואישורים אלו ,במיוחד בתחום הפיננסי ,הגיימינג והתקשורת ימשיכו להיות תקפים עבור חברות המעוניינות להמשיך לשוק הבריטי ,ונצטרך להמתין ולראות אם ימשיכו להיות תקפים גם לשאר מדינות האיחוד .אי אפשר שלא להזכיר גם את היתרונות המיסויים של גיברלטר הכוללים מס חברות של 10%בלבד (כאשר הכנסה שמקורה מחוץ לגיברלטר פטורה ממס בגיברלטר) ,אין מע"מ ,אין מס על רווחי הון ,אין מס על דיבידנדים ,אין מס ירושה ,אין מס שבח ,ותקרת המס ליחידים היא 25% בלבד.
שנתיים וקצת קדימה והמצב הרבה יותר אופטימי .המקומיים נתחו את פרופיל הלקוחות שלהם והגיעו למסקנה שבמגזרים רבים כגון הפיננסים ,הגיימינג ,והנדל"ן בין 70%-80% מהפעילות היא מול לקוחות בריטים ,אשר מולם לא תהיה להתנתקות שום משמעות. מעבר לכך ,הכלכלה של גיברלטר איתנה כסלע וידעה להתמודד היטב עם משברים קודמים ,וכל פעם יודעת להמציא את עצמה מחדש .כך היה בשנות ה 70-וראשית שנות השמונים כאשר הדיקטטור הספרדי פרנקו ,אשר שלט בספרד (ותמך בהיטלר בימי מלחמת העולם ה , )2-החליט לסגור את מעבר הגבול בין ספרד לגיברלטר על מנת ללחוץ על הגיברלטרים שיעברו לשלטון ספרד .הגבול היה סגור לגמרי למשך 16שנים (!) משנת 1969ועד 1985כאשר ספרד הצטרפה לאיחוד האירופי ונאלצה לפתוח גבול זה כחלק מחופש התנועה במדינות האיחוד .במדינה שכל גודלה הוא כגודל שכונת רמת-אביב 32 ,אלף תושבים על 6קמ"ר ,ההרגשה היתה במשך כל התקופה ההיא כמו לגור בבית סוהר .לא פלא שמאז הגיברלטרים מתעבים את ממשלת ספרד ופעמיים כבר במשאלי-עם הצביעו 99%מהם להשאר בריטים. וכאן בעצם נמצא שורש הבעיה של הברקזיט עבור גיברלטר -החשש שלאחר ההתנתקות מהאיחוד האירופי ,לספרד יהיה תירוץ מושלם להגביל את חופש התנועה בגבול בין שתי המדינות .כלכלת גיברלטר תלויה בחופש התנועה עם ספרד .האבטלה בגיברלטר היא כמעט אפסית (פחות מחצי אחוז) ומדי יום נכנסים לגיברלטר מעל 12,000עובדים מספרד השכנה על מנת לעבוד בעיקר בחנויות ,בתי המלון ,מסעדות ובענף הבנייה .בתור מדינה שלא מייצרת שום דבר (אין מגזר תעשיה ואין חקלאות) 20

CELEBRATING ISRAEL AND GIBRALTAR’S UNIQUE RELATIONSHIP by: The Hon. Minister Albert Isola - Minister for Commerce
I am delighted to have been invited to write a few words in this the 4th publication of the “Gibrael” magazine. It is not the first time that I have written and I am very happy to continue to support this worthwhile initiative. It is particularly pleasing that I am writing as we make final preparations for our visit to Tel Aviv in October where I will be hosting a number of events to bring together businesses from Israel and Gibraltar to create new opportunities of mutual benefit and interest and to further strengthen existing relationships. I am often reminded of the very strong and longstanding business and cultural ties between our communities and how they have stood the test of time. Indeed, they continue to be nurtured
and developed as our respective communities confront and overcome the challenges that we face. We reach out to encourage innovation and diversity in our economic and social development a trait that we both share and have mastered. Our tradition of providing professional services and supporting the growth of mutually beneficial commercial relationships has evolved over time. In the recent past, this has grown to embrace the new technology sector where Israeli entrepreneurs and technologists have deservedly earned a reputation for excellence and leading in innovation. I am pleased to be meeting with some of them during my time in Tel Aviv. I am aware that the Gibrael delegation has also arranged for a visit to Haifa, recognised globally as a centre of excellence in this field, and where Gibraltar private sector representatives will no doubt forge great relationships. In January 2018, we successfully brought into effect the DLT Regulatory Framework, the first of its kind. This has been extremely well received by the global community leading to the submission of in excess of 37 applications for licensing under this framework. This includes a number of leading global brands, names that you will be familiar with and that are licensed or in the process of licensing in Gibraltar, and many with strong and important ties to Israel. We have also continued to develop our proposition with the delivery of legislation covering “Token Sales” which, at the time of writing is being finalised to present to Parliament in September 2018. I believe that these new technologies have the ability to have far-reaching impact not only on financial services but also on each part of our everyday lives. I am proud that Gibraltar is playing a leading role in this area and will ensure that we deliver long-term sustainable benefits to our and other communities. Israel is also rightly recognised for its very high educational standards and investment in training, we also share an understanding of the importance this plays in the development and growth of modern society. We have embarked on an educational initiative that is seeking to provide a broad spectrum of education from 16 years of age specifically in the areas of blockchain and financial technology. It is my great pleasure to acknowledge and welcome the many offers of support we are receiving from firms now based in Gibraltar sharing their knowledge and expertise in these fields and helping us to better educate and prepare our future generations. I look forward to welcoming many of you to Gibraltar where I hope we are able to reciprocate your traditionally warm hospitality, and hope our visit serves to foster closer ties between our communities.

הייטק HiTech & E-Business להזכיר את היתרונות המיסויים של גיברלטר הכוללים מס חברות של %10בלבד (כאשר הכנסה שמקורה מחוץ לגיברלטר פטורה ממס בגיברלטר) ,אין מע"מ ,אין מס על רווחי הון ,אין מס על דיבידנדים ,אין מס ירושה ,אין מס שבח ,ותקרת המס ליחידים היא %25בלבד .זה אמנם נשמע כמו מקלט מס ,אך מאז השינוי במשטר המס אותו יישמה מממשלת גיברלטר בינואר 2011ואשר אושר על ידי בית הדין של האיחוד האירופי, מנסה הממשלה להתנער מתדמית זו ומשווקת את גיברלטר כשער כניסה אטרקטיבי לאירופה לעסקים ובעלי הון שמקורם מחוץ לשוק האירופי .כך ממצבת גיברלטר את עצמה כטריטוריית Onshoreבעלת יתרונות Offshoreיחודיים באיחוד האירופי. הרבה יזמים ישראלים נוטים לרוץ ישר לשווקים הגדולים בנסיון "לכבוש" את אמריקה, בריטניה ,גרמניה וכדומה .הם נתקלים שם במערכות בירוקרטיות כבדות ואיטיות ,חסמי כניסה גבוהים ושוק תחרותי אשר מאיטים את תהליך החדירה לשוק ודורשים השקעת משאבים כספיים ואנושיים רבים .לעומתם יש את אלו שגילו את הקסם שבחדירה דרך המדינות הקטנות בעולם -התבססות והשתפשפות נוחה שם ,ומינוף ההצלחה בקלות יתרה לשווקים הגדולים לאחר מכן. מספר חברות הייטק ישראליות כבר גילו "סוד" זה והחלו להשתמש בגיברלטר כשער כניסה לאיחוד האירופי וכמקום לניסוי והשקת טכנולוגיות חדשות ,כגון חברת EcoWavePowerמתל אביב אשר הקימה מתקן בגיברלטר לייצור אנרגיה מגלי הים, או חברת Payoneerמפתח-תקוה העוסקת בהעברת תשלומים לעובדים ברחבי העולם ,וכן קרנות השקעה וכמובן גם סטארט-אפים בתחומי ההימורים וזירות מסחר במט"ח באינטרנט .אפילו ענקית התקשורת הסינית Huawieהשיקה בגיברלטר לפני מספר שנים את מכשירי הסלולר דור 3-שלה כחלק מאסטרטגיית החדירה לשוק האירופאי. כמו בכל כניסה לסביבה חדשה ולא מוכרת ,יש יתרון בשימוש בסוכן מקומי אשר ילווה את התהליך ,יפתח דלתות ויאיץ את העיניינים ,במיוחד במדינות קטנות בהן חשוב יותר מי אתה מכיר מאשר מה אתה יודע .אז לפני שאתם רצים "לכבוש" את העולם, השתמשו בגיברלטר כשער הכניסה -לא תתאכזבו .מנסיון!

גיברלטר-תעודת זהות גיברלטר :רקע כללי גיברלטר ממוקמת בקצה הדרומי ביותר של חצי האי-האיברי ,בחלקה הדרומי של ספרד. בנקודה זו נפגשים האוקיינוס האטלנטי והים התיכון (מייצר גיברלטר) ,וכן יבשת אירופה קרובה ביותר ליבשת אפריקה ,הממוקמת כ 16-קילומטר מצידו הדרומי של המיצר .צוק גיברלטר המפורסם ,מזדקר לגובה של 426מטר וכיום הינו מושבה בריטית שוקקת חיים ופעילות עסקית .גיברלטר משתרעת על פני שטח של כ 6-קמ"ר ואוכלוסייתה מונה כ 32-אלף תושבים בלבד .נתונים אלו ממקמים את גיברלטר ברשימת הטריטוריות הקטנות בעולם ,אך אל תתנו לגודל (או יותר נכון ל"קוטן") לבלבל אתכם ,כפי שאתם יודעים ,דברים טובים באים באריזות קטנות... קצת היסטוריה גיברלטר נוצרה לפני כ 200-מליון שנים בערך ,כתוצאה מהתנתקות יבשת אפריקה מיבשת אירופה .על פי המיתולוגיה היוונית ,צוק גיברלטר נוצר על ידי הרקולס והיא אחת משני עמודי הרקולס הידועים .בגיברלטר התיישבו לראשונה ניאנדרטלים (האדם הקדמון) לפני כ 50,000-שנים ,וכנראה מקום זה היה מנקודות ההתיישבות הניאנדרטליות האחרונות בעולם טרם נעלמו לפני כ 24,000-שנים. במהלך ההסטוריה המודרנית היתה גיברלטר מקום שהיה מושא להערצה ואחד מהמקומות המבוצרים ביותר ושבעי המלחמה באירופה .מיקומה של גיברלטר במקום בו נפגשים הים התיכון והאוקיאנוס האטלנטי ,העניק לה חשיבות יוצאת דופן בהיסטוריה של אירופה ,והעיר המבוצרת הנמצאת בה ,שהוקמה בימי הביניים ,אירחה חילות של ממלכות ומדינות רבות וסבלה מקרבות ומצורים רבים במהלך הדורות .הפניקים, המורים ,הרומאים ,היוונים ,והמוסלמים ,כבשו ושלטו בגיברלטר בתקופות שונות.
לספרדים ,אך בשני משאלי עם שנערכו בנושא זה בגיברלטר (האחרון בשנת )2002 הגיברלטרים החליטו ברוב מוחץ של 99.8%להשאר תחת השלטון הבריטי .העויינות של ממשלת ספרד מצד אחד ,ומצד שני רצון העז להיות בריטים ,חיזקו מאוד את הלאומיות והאחדות של הגיברלטרים וכיום נאמנותם למלכת אנגליה חזקה יותר משל אזרחי בריטניה עצמה. ממשל ושלטון גיברלטר הינה עצמאית כמעט בכל התחומים למעט יחסי חוץ ובטחון אשר להם עדיין אחראית בריטניה .לגיברלטר יש ממשלה משלה עם ראש ממשלה ()Chief Minister וחברי פרלמנט הנבחרים בבחירות דמוקרטיות על ידי המקומיים אחת לארבע שנים. כמו כן ישנו גם מושל ( )Governorהממונה ישירות על ידי בית המלוכה האנגלי ,והוא מטפל בנושאים הקשורים ליחסי החוץ והבטחון .מערכת המשפט בגיברלטר מבוססת על החוק האנגלי ,עם מספר התאמות מקומיות ,ובגיברלטר קיימים בתי משפט. איך מגיעים? גיברלטר היא לא אי אלא חצי-אי ומחוברת יבשתית לספרד השכנה .בטיסה ניתן להגיע ישירות לשדה התעופה של גיברלטר דרך לונדון ומנצ'סטר או לחלופין לנחות בשדה התעופה של מלאגה שבספרד ומשם לשכור רכב או לקחת מונית ולנסוע כשעה ורבע עד לגיברלטר.
הבריטים כבשו את גיברלטר מהספרדים בשנת 1704ולאחר קרבות נוספים מלך ספרד חתם בשנת 1713על הסכם בו הוא נכנע ומוסר את גיברלטר לידי בריטניה. למרות הסכם זה ,הספרדים המשיכו לראות בגיברלטר שטח כבוש השייך להם ובמהלך ההיסטוריה היו לא פחות מ 13-מצורים על גיברלטר ,אך הספרדים לעולם לא הצליחו להביס את צבא בריטניה .אפשר לומר שמצור נוסף על גיברלטר אף התרחש במאה ה 20-כאשר הדיקטטור הספרדי הגנרל פרנקו (אשר תמך בהיטלר במלחמת העולם ה )2-החליט לסגור את מעבר הגבול בין גיברלטר לספרד בשנת 1967כמחאה על ביקור מלכת אנגליה בגיברלטר .הגבול בין המדינות נשאר סגור למשך 19שנה (!) ורק בשנת 1986כאשר הצטרפה ספרד לאיחוד האירופי היא נאלצה לפתוח את הגבול כחלק ממדיניות חופש התנועה במדינות האיחוד. במרוצת השנים היו גם נסיונות של ממשלת ספרד לשכנע את אזרחי גיברלטר להפוך 8

THE HON. FABIAN PICARDO CHIEF MINISTER’S ANNUAL REVIEW The United Kingdom will leave the European Union on the 29th of March 2019. That is, despite all the flurry of debate and speculation, the most likely scenario and one which makes this a final message to you from an EU Chief Minister! Fortunately, our communities are very resilient and enterprising. A hard goods border is nothing new to the Rock since we have never been in the EU Customs area. Our history has been one of making trade work and finding ways around obstacles and the challenges put our way. Gibraltar has always looked at the world as an opportunity for fostering good relations and, in turn, creating the economic opportunities which make for the strongest bonds between countries, whatever their size. Over the past year, the most important part of my work in relation to Brexit, has been reinforcing the Rock’s ties with the United Kingdom - our political family and our main trading partner. We have equally been building on the relationship with neighbouring Spain where our continued close engagement is vital to the well-being and prosperity of the communities on both sides of our border. It’s about creating jobs and providing good services. I am delighted that our quiet diplomacy and the trust that exists between the Gibraltar and UK governments has focused all parties on looking for solutions to the issues that are a consequence of the decision to leave the EU. New industries are looking to the Rock because we are as well regulated as we are dynamic, because we have a vision for our people. This summer the Gibraltar Financial Services Commission announced “in-principle” decisions on the first batch of Distributed Ledger Technology (DLT) provider licence applications. As world leaders we continue to welcome new businesses to Gibraltar on an almost weekly basis. As with the gaming industry, we are determined to build a strong reputation in this innovative area of business. If nothing else, Brexit is a wakeup call to all of us that new lines of business are the lifeline of the future. We are creating a “Crypto Rock” with an excellent reputation around the world. In other sectors we also see growth. Port activity grew this last year by 7.6%, Tourism grew over 3%. Employment grew by 3.5%. We now have over 28,000 jobs and only under 100 unemployed. Israeli Ambassador to the UK, His Excellency Mark Regev, visited our Rock in May. He rightly identified the opportunities for greater economic cooperation between Gibraltar and Israel. He also identified the harmony between faiths and cultures in Gibraltar as a key factor in our nation’s success. These traits of trust and mutual support have been at the heart of Gibraltarian success for over 300 years. We believe in reaching out and working with our partners. And, yes, we are very much

Welcome to the 4th annual business publication of the GibraltarIsrael Chamber of Commerce! The past year has seen an ever-fast growth in business relations between Gibraltar and Israel with the number of Israeli companies doing business on the Rock almost doubling. While the majority of new companies are in the Fintech and Blockchain sectors, we’ve seen new Israeli companies in fields such as online gaming, retail, software development, cyber security, funds, smart city solutions, green energy and more setting up operations on the Rock. Gibrael Chamber has been playing an instrumental role in promoting such business cooperation and with Brexit looming next year, we have been emphasizing Gibraltar’s importance as a conduit of business into the UK. Indeed, over the past year we have hosted a Capital Markets conference on the Rock, featuring the London Stock Exchange and other top London based financial institutions who have demonstrated how Gibraltar can be used by Israeli companies for London listings. Gibrael has also hosted a successful event in London targeted at doing business with the Israeli and Jewish community there. In May, we had the honor of hosting Israel’s Ambassador to the UK -Mark Regev- in Gibraltar, as part of Israel’s 70th Independence Day celebrations. More events are planned for the coming year to facilitate business on the triangle Israel-GibraltarUK. In the space of 12 months we have already taken 3 business delegations from Gibraltar to Israel, with the most recent one being a delegation of leading business women, which included the Hon Minister Samantha Sacramento – Minister for Equality and for Housing in the Gibraltar Government. The delegation met with influential, leading business women in Israel and visited some of the biggest names in the Israeli HiTech sector. More delegations are planned for the coming year (including from Israel to Gibraltar) and Gibrael Chamber is working on a number of initiatives that will further strengthen Israel’s relations with Gibraltar on both business, cultural and administrative levels. Above all, Gibrael continues to serve as the first port of call for any Israeli entity thinking of doing business in Gibraltar and vice versa. Wherever you are, our doors are always open for you!
