Ground is breaking for new Fiber lines being installed. Informative articles explain basic Fiber 101 and initial areas receiving service–with broader areas in the future.
Industrial hemp is also breaking ground in Kansas, with new Federal and State Legislation. The Hemp 101 article offers some basic information and understanding of hemp and recent laws. “America’s Hemp Academy”is now open in De Soto as a training center for industrial hemp.

Tradition begins here. The Barn at Kill Creek Farm, one of De Soto’s community landmarks. Through the years The Barn has been filled with community celebrations and gatherings–Weddings, Graduations, Organizations (4-H, Boy Scouts, Girls Scouts, De Soto Rotary, De Soto Chamber of Commerce), Church Fundraisers, Spring Fling Tractor Pulls, Farmer’s Markets, Sunflower Artfests, Oktoberfest, Holiday Markets, Kaw Prairie’s Christmas at The Barn, and many others. The Barn at Kill Creek Farm sits on three acres surrounded by a historic 30-acre farmstead. The not-for-profit 501(c)3 organization consists of board members Barry Zimmerman, president; Bob Schindler, Max Atwell, Steve Bowlin, Jim Walker and Heather Lucas; and Darrel Zimmerman, honorary member. “Our mission is to promote the agriculture history in Johnson County, by providing a venue for education, agritourism and social events. The generation of revenue through rental usage is vital to the sustainability of The Barn and in turn enables the association to meet its mission” as stated on The Barn’s web site home page. Rich in history, The Barn was built twice with hearty community efforts. First completed in 2001, as the WhiteWaitzmann Barn, and rebuilt after being destroyed by tornadic winds in 2010. The Barn at Kill Creek Farm was reconstructed with an abudance of sweet community sweat equity from 2010-2014 as funds were raised. “...that it might continue to be a place of shelter, a place of learning and a place of joyful gathering.” says Darrel Zimmerman, founder of Kill Creek Farm.

Weddings have taken place both outside and inside The Barn, with barn doors opened wide. There is a limit of 15 weddings per year, as the facility is also used for many community and charitable events. Conveniently located at K-10 and Kill Creek Road. 4
New lights were installed summer of 2018. Barn Doors may be opened/closed as needed. Floor fans have been installed to circulate the air. Heat available. Maximum capacity 200. 150-175 occupancy allows for dance floor space. The Barn features a large rustic setting, modern prep kitchen (double-wide fridge, freezer, small microwave and beverage cooler), bathroom facilities and plenty of parking for guests. In addition, there is an air conditioned meeting room inside The Barn that can also accomodate guests.

VFW local “Hall” for Special Occasions
The De Soto Veterans of Foreign Wars (VFW) Linden-Tripkos Memorial Post #6654 is a local venue for a host of special occasions.

This 6,000-square-foot space is ideal for graduations, wedding receptions, reunions and more. The De Soto Chamber of Commerce Dinner is held each year at the VFW, as well as the Alumni Dinner, Engineered Air Poker Night and bike runs. Known as the “Hall” this event space includes a kitchen, a small stage area, a video projector and a bar. Those who rent out the Hall are given the option of having a bartender for assistance or bringing someone in to help with distribution. Please note, the VFW does not sell or provide alcohol. Recent renovations were made in the last year and a half. The cement floor was polished and colored, and a corner storage room with a barn door was built in, which makes for great photo opportunities or dessert table backdrop. In addition, the VFW offers complimentary tables and chairs for use, including (30) 6-foot round tables and (15) 8x10 rectangular tables. The Hall can accommodate up to 375 people. Since 1945, the VFW has continued to be a strong supporter of the community. Helping local students with scholarships, providing aid to those seeking medical equipment, are among the many community activities the VFW continues year after year. It has a compelling history. Many may not know that it was first known as Hercules Memorial and was located near the Sunflower Army Ammunition Plant. In 1957, the Post was relocated to its current location in town and was part of a dormitory that was moved from the Sunflower Plant site. Disaster struck in 1969 when a fire destroyed the buildingg. A new metal building was constructed in its place. However, the 6,000-square-foot meeting area wasn’t added until 2003, providing a great location for many groups. The VFW Memorial at the front of the building was a collaboration by many groups. VFW members and local businesses provided their time, labor, equipment and materials.The benches at the memorial were constructed and installed by Devin Ellison as an Eagle Scouts project. The Bell near the memorial was done by William Davis Jones IV, also as his Eagle project. For over twenty years, the Harps Charity Golf Classic has raised over $2.5 million for over 550 charities in communities where Harps/Price Cutter stores are located. “We appreciate the great support Harps has received from our customers, vendors and associates,” said Harps CEO, Roger Collins. “It is a privilege to be able to give back to the communities that we serve. Helping to strengthen our communities is a cornerstone of the Harps mission.” The 24th annual Charity Golf Classic was held in October, 2018. Charities were selected in January. This year, Harps in De Soto will be part of the strong history of giving back to the community. De Soto’s Food Pantry will receive a $1,500 donation and The De Soto Rotary a $500 donation. Harps Store Manager, Shane Murray, will distribute the checks formally at Harps in February.

You’ll want to head over to the “Ritter Cigar Company” and watch the ball game, play a game of chess and enjoy a great selection of cigars! Ritter’s Cigar Company located at 9170 Lexington Avenue, next to Mike’s Liquors, is expected to open March 2. Owner Kevin Ritter is excited to bring quality “Cigars” to De Soto. The use of the word “company” has an alternative meaning to Ritter. A retired Fire Chief of De Soto Fire Department, as well as a career fire fighter, Ritter recalls the groups would spend down time decompressing on the day’s events. The “Company” is the informal name for the comradery developed during time of fighting fires and watching each others’ backs. Company time is often spent relaxing with a cigar’s controlled smoke as a metaphor. Hence, the double meaning for Cigar Company. Ritter Cigar Company with its fire-fighting decor is loaded with comfort for everyone. The ventilation system is designed to exhale any excess smoke. The humidor is the heart of the space, paneled with Spanish cedar inside/oak outside. Patrons can rent from (20) 14”x14” humidor lockers for their own treasures. Industrial Hemp is defined by SB 263 as all parts and varieties of the plant cannabis sativa L that contain a delta-9 tetrahydrocannabinol (THC) concentration of no more than 0.3 percent on a dry weight basis. The Kansas Department of Agriculture (KDA) will begin its first Industrial Hemp research trials this Spring, with recent Federal and Kansas Legislation. (The Laws next column) Cannabis is a family of plants with two primary classifications–Indica and Sativa. Marijuana can be considered a member of either the Indica or Sativa families. Hemp is part of the Genus Cannabis sativa L. Hemp used for industrial purposes is defined as all parts and varieties of the plant cannabis sativa L with levels of 0.3% or less THC/dry wieght. Any cannabis with THC above 0.3% is considered to be marijuana and is not legal for production or sale. 1 In the early 1990s, Marijuana contained 4.0% THC and increased to 14% in 2015, according to Changes in Cannabis Potency over the Last Two Decades (1995-2014) 2 Marijuana can contain upwards of 20-30% THC, being much more potent. “There is a gene in the Cannabis Plant that determines how much THC is produced,” clarified Jessica Barnett at the Johnson County Extension Office. There are strain varieties that produce low levels of THC. Jessica, she used the comparison of dogs vs. wolves. Somewhat the same, but different types. Another analogy compares sweet corn and field corn. They are both Zea mays L. and look very similar, but the biochemistry is very different between the two. The same is true for marijuana and industrial hemp. Being on the ground floor as a crop consultant in Colorado, Jessica remembers when farmers began growing hemp there. Hemp fields were surrounded by signs warning “Do not Consume in any manner” noting smoking hemp can lead to bad headaches/migraines for trespassers. “Varieties of Hemp are based on product usage. The plant is very dependent on light, with Kansas having optimal growing qualities.” explained Jessica. KDA states that producers should understand that industrial hemp produced for fiber, seed, or CBD require very different production systems. Hemp is a highly photo-period sensitive crop, strongly affected by planting dates, growth and development.3 The State of Kansas has began moving forward, under the stringent guidelines of KDA.

A long-time proponent of Industrial Hemp, Representative Dove’s journey began over seven years ago, with a conversation “Something new for Kansas.” He has traveled several times to Kentucky, taking a close look at the fields at the University of Kentucky, which began researching Industrial Hemp under the 2014 Farm Bill. This quest has continued through many bills presented for legislature. “There is still much to be done with legislation for commercial use,” commented Representive Willie Dove.

Fiber Optics 101–De Soto Laying the Groundwork
Our last issue announced Fiber Optics in De Soto and featured provider RG Fiber. Zoom Fiber was approved as an additional provider just as our previous issue published, November 15, 2018. This article clarifies the unique public/private partnerships for the underserved areas of De Soto/Clearview City limits, as well as fiber optic basics.

The underserved areas of the De Soto City limits, include the south side of K-10/95th Street and Clearview City, which have limited access to affordable, quality internet. These areas are the public-private partnership to facilitate a fiber buildout with an agreement with RG Fiber. Under

RG Fiber was hired as the “design and build” company for the multi-conduit system for the underserved areas shown above. Included also in the agreement, is free service to City Hall and other public facilities. In place at 83rd Street and Kill Creek Road is their compact, central hub “Micronode”–unique to RG Fiber. This has the capacity to bring in 2.4 Terabytes of speed and service into De Soto (1-3 gigabytes is standard). Project I includes conduit west along Lexington Avenue and north to Miller Park, connecting De Soto City Hall. Project II includes conduit from 83rd Street, south along Kill Creek Road to 95th Street. Project III includes conduit along 95th Street to Sunflower/103rd Street (Underserved areas of De Soto City Limits/Clearview City). Specified to be installed under City Contract within 12 months (October 2019). 14
Consolidated Communication (formerly Sure West) and most recently Google Fiber, with its well known name and enormous publicity, have made us familiar with Fiber. Fiber optics installed in De Soto will surpass these industry “giants” with superior, not inferior Gigabits and streaming. “De Soto looks to be a ‘Model City’ for small town America,” says Mike Bosch of RG Fiber. 2019 City of De Soto “State of the City Address” Mayor Rick Walker spoke before the De Soto Chamber of Commerce on February 14, 2019, and reported on accomplishments, upcoming projects and initiatives from the City of De Soto City Council. Thank you for inviting me to provide this update on activities in the City of De Soto. I am proud of the progress we have made in the past year. I am glad to have the opportunity to report on past accomplishments, and excited to talk about upcoming projects and initiatives the City Council will be tackling in 2019 as we continue our work to better our community in measurable and impactful ways.
n The finances. No single responsibility of a city’s governing body and administrative officials is more critical than the preparation, adoption, and implementation of the annual budget. It sets the course for the organizational work plan and levels of service for the community.

I am happy to report that De Soto’s General Fund ended 2018 in the best cash position in the City’s history, with a year ending balance of $2.2 Million, which is an increase of $828,000 over the previous year. see chart A below left

First, 2018 sales tax collections totaled $1.78 million, exceeding the 2017 collections by 25%. Incidentally, the 2017 sales tax collections exceeded 2016 by 13%. Second, the City received over $500,000 in delinquent property tax resulting from the sale of a dormant residential subdivision, which is now being developed with new homes.

The 2019 budget is crafted to capitalize on the past few years of impressive sales tax collections and other windfall revenues collected during 2018 with a few discretionary one-time allocations within the General Fund. These include new accounting and billing software, warning siren upgrades, and an allocation of $450,000 for other initiatives that are yet to be determined.

New construction and assessed valuations have continued a yearlong upswing during the past 12 months, and continued strength is projected for the next 12 months. Of note is an increase in assessed valuations of nearly 7% compared to last year, and 16% in the past two years. The increase accounts for new construction and increases in property values from reappraisals. Looking forward to 2019, there are several projects currently under construction, and the City has recently approved several planning applications that will keep the economic engine running. These include the following: shown on map D Arbor Ridge Residential subdivision at 83rd and Valley Springs Drive. 47 single-family and 17 two-family lots. Infrastructure is in place, and homes are currently being constructed. Possum Creek Residential subdivision at 84th & Ottawa. 20 single-family lots. Jake’s Fireworks 7,200 square foot commercial building on Commerce Drive just east of the Super 8, which will also house an indoor youth sports training facility. The building will be converted yearly for fireworks sales in the week prior to the 4th of July. Country Village Apartments 342-unit “Class A” apartment complex on 21 acres near 90th & Lexington Avenue. Site plan has been approved. The development team is currently preparing infrastructure/building permit submittals, which are expected to be submitted in the spring. (5) 4-story buildings with 319 one/two-bedroom apartments (4) 2-story buildings containing 23 villas. Amenities include: 25 Meter Lap Pool with Splash Pad Bocce Ball Court Putting Green Outdoor grilling area with TV Wall Dog Park Total project investment estimated at $55 Million.
Accomplishments n Broadband For the past two years The City has been working to increase the availability of broadband internet services in De Soto, particularly in the underserved areas south of K-10. In October City Council approved an agreement with Baldwin City based RG Fiber to provide fiber-to-the-home gigabit internet services throughout the community.
This will include a new 3,300 sq. ft. office and workspace facility at 95th and Sunflower that will house our water distribution maintenance operations Interior renovations to the water treatment facility to include new lab and office space. These projects will complete a 9-year phased approach to the full renovation of our system, which is capable of producing nearly three times the amount of our current peak demand during the summer months. This leaves plenty of capacity to grow.
The agreement includes: Free internet and phone service to City Hall Free wifi to public spaces including the Community Center, City Parks, and downtown De Soto Since October, De Soto-based Zoom Fiber has begun construction on a city-wide fiberoptic network and will also provide internet services in the community.

n Park Masterplan In 2018 we engaged a consultant to assist us in overhauling the City’s Parks & Recreation Master Plan, which hadn’t been updated since 2006.

During that process, the Park Board was reconstituted after being dormant for several years. The new board assisted in the formulation of the plan, and will be instrumental in the implementation of the plan’s recommendations which include: Trail connections to existing parks and pedestrian corridors throughout the community.

Over a decade ago, in 2006, the first Parks and Recreation Master Plan in De Soto was developed to help guide staff in planning and providing quality parks and recreation services. In the fall of 2018, acting on the goals and objectives contained in the City's Strategic Plan, the Parks and Recreation Master Plan was updated to reflect the changing needs and desires of the area, in addition to accounting for the changing
Bathrooms/equipment upgrades at existing parks. A new sports field complex to house soccer and possibly baseball programming. New activity programming including fitness classes for all ages and special community events.
n City Website Underwent a complete overhaul in 2018. n Volunteer Committee / Codes Enforcement Our strategic planning efforts in recent years have emphasized an increased focus on codes enforcement and property beautification efforts. This year we facilitated the formulation of Volunteer De Soto, Inc. This is a partnership with the City and several concerned citizens to provide services and assistance in De Soto to persons or families with special needs, disabilities, and/or who are unable to maintain their home and property in a safe and code compliant condition due to lack of finances and/or physical limitations.
Goals & Initiatives for 2019 n Comprehensive Plan Throughout the last half of 2018 we have been working on an update to the City’s long-range Comprehensive Land Use Plan. We will complete this process in the second quarter of 2019. It will include updates to our long-range land use maps and utility planning documents, which will include incorporating portions of the Sunflower property.
Summer Concert Series
The Council has committed to funding a series of four free summer concerts on each Friday night in June, culminating with our annual 4th of July celebration. These will take place at Riverfest Park. We have booked Matt Snook as our first artist on June 7th, and we will announce the other artists as the dates approach.

“Ephemeral Peace” Sculpture by Ann-Marie Yang Local resident, Ann-Marie Yang of Clearview City, approached Johnson County Parks in 2018, with an idea for public art at a local park. This was part of The Elsewhere Project for seniors in the Ceramics Department at The Kansas City Art Institute. Coordinating through the Johnson County Arts & Heritage Center, Susan Mong, Superintendent of Culture, and Devin Graham, Fine Arts Coordinator, the vision became reality. On a very cold and windy, winter morning, November 17, 2018, the temporary installation was formally welcomed to Lexington Lake Park. Ann-Marie shared about the many hours and dedication involved, and the first and second executions of the piece. The abstact sulpture brings ephemeral (short-lived/transitory) peace, with its rustic and intriquing design – complimenting its natural outdoor surroundings beautifully. Transformed “Spaces” became a reality in 2013 when the De Soto Arts Council was the first recipient of the “Creative Arts Industry Incentive” Grant Award from the Kansas Department of Commerce, Creative Arts Industries Commission.This award matched monetary and service donations, providing funding for the rennovation. Dick Stine donated a considerable amount of sweat equity/physical labor throughout the entire rennovation. This provided a venue for De Soto Arts Council meetings, art opening exhibits, the annual Christmas Tree LIghting Open House and art classes/guest speakers. For 2019, a full slate of Art Classes will begin for varous ages. Art Exploration Classes will begin for K-5th grade. Instructor, Diana Zwahlen, retired Shawnee Mission art teacher, received her Masters in Visual Arts Education from Kansas University. K-5 art class will expore various media, visual observation, art techniques, art history and developing the creative process. Mrs. Zwahlen will also offer Open Studio for local artists to work on projects, share their work, chat and have coffee on Fridays 10 am to 12 noon • February 22, March 22, April 26, May 17. Adult Water Color Classes will be forming, along with classes for students in middle and high school, as requested. Rob Foster, Lexington Trails Middle School Band Director, received the 2018-2019 Dr. William P. Foster Project Award of Excellence. Rob was one of five Division winners recognized at the Midwest Clinic Reception: A Celebration of Musical Excellence, Diversity and Inclusion held December 20 in Chicago. The Music Education Alliance “Award of Excellence” recognizes quality programs serving diverse student populations. De Soto Resident Mike Manson Reflects on 50 Years of Farming After nearly 50 years of farming in and around De Soto, Mike Manson is hanging up his hat. The 1969 DHS graduate has watched the area’s largely rural landscape transform from rolling hills of milo, corn, beans and wheat into suburban neighborhoods and businesses. Manson worked 1,500-1,800 acres of Woodsonia Farm (near K-7 and Johnson Drive) for 30 years. He remembers when the site now occupied by Walgreens in western Shawnee used to be a simple golf course and an airstrip for crop dusters. “Up on that hill where the new Dairy Queen is [at Midland Drive near Hilltop Road], there used to be buffalo grazing up there,” Manson says, “Looking out from there, it all used to be farmland.” As development encroached, Manson left Woodsonia in 1999 and moved to 40 acres near 95th Street and Edgerton Road, in De Soto to continue farming. He harvested his last crop in the fall of 2018, and has officially retired. “I’ve met a lot of friends and good people through farming,” Manson reflects. Farm implement Auction will be held on February 28 at Manson’s acreage at 37045 W. 95th Street, beginning at 11 am. Auctioneers will accept in-person/online bids on tractors, combines, trucks and other farm implements.

Who Wants to be a Millionaire– Ashley Durkin, 2007 DHS graduate, was selected to be a contestant during “Victory for Veterans” held during the week of Veteran’s Day 2018. Auditions were held last summer at Crown Center. Ashley drove with her grandparents to Las Vegas for the filming in early August 2018. “It was a surreal day!” exclaimed Ashley. “I scored the second highest of all Veterans during the week, and came away with $20,000.” The show aired on November 9th of last year. Zoom Fiber was approved on November 15, 2018, as an additional fiber gigabit internet service provider. In the “underserved” area of De Soto, Zoom Fiber will lease (3) conduits for a term of five years. In addition, both Zoom Fiber and RG Fiber will provide services throughout the City of De Soto. Zoom Fiber is currently laying conduit on the east side of De Soto, along Lexington Avenue and Commerce Drive. see map Kameron, owner of Zoom Fiber, brings Commerce Dr. Dr. Commerce over twenty years of experience in K-100 K-1 network engineering–with projects for Sprint, Verison, AT & T and Comcast; 95th 95thStreet Street and information security with Discover and other larger financial institutions. Previously owners of Radius Broadband (2007), a wireless/ microwave communication service, the Klein’s provided services to mainly rural areas via equipment placed on water towers. The business grew and was sold in 2012 to Mercury Wireless, who had a similar business model for rural communities on a larger scale. Kameron had been planning to move into the fiber market, as costs became more conducive. Kameron and his family came to De Soto in 2000. Growing up on a farm in Nebraska, he wanted to reside in a rural area. As a De Soto resident, he has a vested interest in the area. “People know we live in De Soto–our good name and reputation ride on providing excellent service,” said Kameron. Residing south of K-10, he has first-hand knowledge of the significant limitations of internet service. Fiber service providers have not come to De Soto because of the limited number of customers and distance between these customers. As a result of this, the City of De Soto offered a financial incentive to help offset the build out costs for “underserved” areas of De Soto/Clearview City. RG Fiber was awarded the contract and financial incentive to perform the buildout. Zoom Fiber has leased the additional conduits with the City, giving residents the choice of two different providers. Zoom Fiber is not receiving any financial incentives from the City. Both RG Fiber and Zoom Fiber will offer fiber services throughout the City of De Soto. With higher internet speeds, both residents and their home values will benefit.

Costs begin at $8 per foot and can increase to beyond $40 per foot, depending on the amount of rock needed to manuever through. “Expensive, when you consider the rural spaciousness of De Soto and the rocky soil,” said Kameron. “While boring and installing conduit is initially extremely costly, the beauty of fiber is it can be revitalized for future needs. Public Safety Town Hall Presented to Public

On Janaury 29, 2019, the City of De Soto’s Public Safety Agencies came together for their annual De Soto Public Safety Town Hall presented at De Soto’s City Hall.

The Northwest Consolidated Fire District, Johnson County Sheriff’s Office and Johnson County Med-Act gave informative presentations reviewing each sector’s mission, goals, accomplishments, yearly statistics. De Soto utilizes the many resources and services that are provided by each agency through contracts, resolutionbased services, county taxes and fees. Lieutenant Paul Nonnast, Public Information Officer for the Johnson County Sheriff’s Office, presented area visual maps of property crimes, traffic accidents, and injury fatality accidents. It was noted that De Soto is a fairly safe community and that “crimes of opportunity” were due to unlocked cars and negligence. Car seat installation is available to Johnson County residents by the Sheriff ’s Department, who are trained in proper installation. This service is provided as a courtesy. Sheriff’s Citizens Academy explores the many facets of the Johnson County Sheriff’s Office through classroom presentations and field experience. Deputy Farkes serves as De Soto Court Bailiff, and Deputy Keyes is the USD232 School Resource Officer. Paul Davis, Chief of Johnson County MED-ACT, stated “Their mission is to ensure that medical emergencies in Johnson County have the best possible outcome.” 20 Paramedic Life facilities are located throughout 476 square miles of Johnson County with 24-hour/peak 8-hour shifts. De Soto’s Med-Act Station is located at 9745 Kill Creek Road, with a squad unit/paramedics located inside NWCFD Station 1. All ambulances provide life support care. Northwest Consolidated Fire District covers 70 square miles and is governed by a five-member board. NWCFD provides fire protection, rescue, non-transport Emergency Medical Services with 26 full-time/4 part-time staff. The fire chief, three battallion chiefs, six lieutenants and fifteen firefighters staff the 24-hour rotating shifts. All NWCFD personnel are Emergency Medical Technicians (EMTs). Chief Todd Maxton presented 2018 response times and statistics. shown on next page Chief Maxton also announced new equipment for the Water Rescue Program. An airboat for the Kansas River and raft for static waters (lakes/ponds) will provide greater local assistance for water rescue. This annual Public Safety Town Hall is open to the public to inform, educate, and build communication.

We are pleased to announce, on December 4, 2018, Interim Fire Chief Todd Maxton accepted the position of Fire Chief of the Northwest Consolidated Fire District Chief Maxton has his undergraduate degree in Public Safety Management, is a Kansas Certified Emergency Manager, and has a combined 20 years of public safety experience with the City of Olathe.Todd brings 25 years of service and dedication to the district, where he began as a volunteer firefighter and came up through the ranks of Captain, Battalion Chief, and Interim Fire Chief. Congratulations, Chief!
