You’ll find an ample amount of “Serene Beauty” within De Soto’s country roads, open fields and hometown community. It is nestled in between suburban Johnson County, eclectic Lawrence and vibrant Kansas City. Being formerly from the Chicago area, it was almost two hours to travel from downtown to the country. Here, twenty minutes can get you to places quickly via K-10, and only forty minutes via I-35, into Kansas City. The front and back covers of the Harvest of Festivals Issue are photographs of local De Soto fields. De Soto has cultivated my appreciation of rural life. So different from the South Suburbs and North Side of Chicago where I grew up and worked. I still enjoy urban life, but have grown to value the“Serene Beauty”of rural life. For over fifteen years I have photographed the area. This fall we also remember 9-11. A tragic day, when we can all recall that exact moment. At that time, I was inspired to do a booklet called “Walking through Tragedy” that was part of a remembrance service the following year. Through the years it became “Comfort my people.” The“Serene Beauty”of De Soto is shown throughout its photos. Pages begin with black and gray, move to full-color, and end in gold. This summer, while on vacation in Arizona I received an email from a wife requesting booklets. Her husband was one of two experienced climbers that tragically fell from Yosemite. Grace Chapel funded 1000 books that were given to each attendee at the Memorial Service. A powerful testimony to“Serene Beauty, God’s Word and Grace.” Don’t take for granted the everyday moments of beauty that surround us. Know they have brought comfort to others afar. De Soto Days 2018

It’s time for our local celebrations kicking off Labor Day weekend with the 54th Annual De Soto Days Festival. Visitors of all ages will continue to enjoy the Country Nights & Western Lights theme, as the Committee Chairman, Heather Lucas, makes a subtle nod to a popular Midwest attraction. “One of the dynamics I’m trying to incorporate is to have the festival be a mini-Silver Dollar City experience,” Lucas explained. “I want you to be able to come with your family for free and not only have a good time and be entertained, but to learn and be able to walk away with something different.” A long-time De Soto Days tradition is the Grand Marshal– an individual who is acknowledged by what he or she does to impact the local community. Enter your nominee online at www.desotodays.com Begin the De Soto Days weekend festivities at Miller Memorial Park with the Midland Carnival on Thursday, Aug. 30 and Friday, Aug. 31 from 6-10 pm. On Saturday, Sept. 1, the carnival will open from 1-5 pm and again at 6 pm-10 pm. Wristbands will be available for purchase each evening and Saturday afternoon. Thursday only, wristbands will be at a reduced rate. On Saturday, wristbands can be purchased in 4-hour increments for the afternoon or evening hours. This year, Crafters, Vendors and Food Booths will open Friday from 6 pm-10 pm and Saturday 10 am-10pm. Food Booths will also be open Thursday 6 pm-10 pm.

“The parade outdoes itself every single year for a small town parade,” Lucas said. “It is amazing, and it has something for everybody!” Parade lineup will start at De Soto High School parking lot. Registration will be available at the location, or register online at www.desotodays.com to participate. The parade will make its way from DHS to east on Penner Avenue/83rd Street and end at Miller Memorial Park. A local favorite in the parade is the Classic Car Cruise, which will line up at De Soto Baptist Church. Registration to participate will also be available at the location. After the NWCFD parade, follow the classic cars to Ball Fire Muster Field A at Miller Memorial Park Saturday 12:30 for the annual Classic Car Show. Pee Wee 4-12 yrs Fire Challenge Judges will be overlooking the Gear Challenge • House Relay parade in front of Wanda’s and Dummy Drag • Boot Walk Turner Hardware on 83rd Street. Sunflower Artfest & Musicfest The Barn at Kill Creek Farm SEPTEMBER 14 • 15 • 16 • 2018

This will be the 12th Annual Sunflower Art and Music Fest sponsored by the De Soto Arts Council, with many of your favorite Local Artists and New Artists as well. A familyfriendly event, appealing to the seasoned arts aficionado as well as someone just looking for that perfect piece to call their own. Talented Musicians will also entertain throughout the event performing a wide variety of music! Both local and regional artists will have art work on display in their tents, as well as in larger tents provided by the De Soto Arts Council. The annual juried Sunflower Exhibit Show, featuring Sunflowers in various media types, will be exhibited and for sale in The Barn. Children activities by the Pioneer 4-H Club, as well as Happy Valley Farm’s authentic apple press, will entertain kids while parents and grandparents enjoy viewing the arts. The De Soto Arts Council is pleased to sponsor the JCDS Emerging Artists booth again this year. The program was established to develop the skills of emerging artists, to help them reach their full potential and receive income through the sale of their work. Beautiful Cut Sunflowers, Pumpkins and Fresh Garden Items will be available for purchase at Bowlin Farms Booth. A variety of Food vendors will be available throughout the

Sunflower Mural enhances Downtown De Soto Emily Euler captured a breathtaking scenery of the Kansas sunset amid a field of sunflowers with her stunning artwork in downtown De Soto. The Sunflower mural, located on the east wall of the historic building at 33085 W. 83rd Street, was a community effort beginning with a concept by the building’s owner, Loya Beery. “For several years, my sister and I have wanted something creative and visual on that big, empty space on the east side of our 100-year-old building,” Beery said. The idea came to fruition when Beery’s grandson was in art class with Emily Euler at De Soto High School, and mentioned what a great artist she was. Coincidently, Emily worked at Wanda’s Roadside Cafe at the time, which is in the same building the mural is located on. Once they were introduced and Beery proposed the idea of the mural to Euler, both women set off to begin the creation of a masterpiece. “I was in AP Art my senior year. Coming out of that class, I felt like I could draw anything,” Euler stated. “So when she [Beery] brought this art project to me, I said “Yeah I can do that. I can paint on a wall, I’ve been painting (actually drawing) all year.’” Once Beery and Euler teamed up, ideas for the mural were discussed and Emily made her submission to the De Soto Arts Council (DAC) in June of 2017. The project was sponsored and funded by DAC, covering supply costs and an artist stipend. Emily’s monetary award was presented by the De Soto Arts Council, on August 6th in at the mural location in downtown De Soto. “Emily has just done a great job,” said Linda Lane, DAC

President. “She’s tackled the project when the heat’s been unbearable and she’s been a real trooper.” Euler admits she didn’t expect the project to be as big as it was, but so far it has been one of her biggest artistic accomplishments.“I think that painting the mural to me meant that I could put my mark on the building and showcase something that I was good at, and share that with the community,” Euler said. The 2017 DHS graduate officially began painting soon after in mid-July. Euler completed a third of the project that summer before putting the mural on hold to begin her first semester at Emporia State University. “She [Emily] took a break to get her first year of college completed,” Beery stated. “Then as soon as school was out, she returned and began painting immediately.” In total, Emily painted for one month last summer plus a month and a half this year; working four to five days a week for approximately four hours a day. “I’m really thankful that I got the opportunity to do it [the mural] even though it was such a big project and it was more time-consuming than I thought,” Emily said. “I’m so glad that I got to do it for De Soto because it’s really a one-of-a-kind community, and the people here are amazing. So I just think it was the perfect fit.” Sunflowers had always been Loya’s vision for the mural, but it was Emily’s talent combined with her inspiration that truly brought the painting to life. When asked whether she’s ready to paint another big project any time soon, Emily replied she’s in “no hurry” to jump into another mural. “Drawing is in the backseat for right now,” she said. She’ll currently focus on her studies, majoring in business administration with a minor in math. She’ll work on artistic projects for family and friends.

New Businesses in De Soto Fail Faster is a new company designed to inspire youth

to pursue a meaningful career in the skilled trades. Started by Stan and Tracy Nice, with a majority of their careers in trades and technology. “Fail Faster helps youth “succeed sooner” with the idea of “try something–pivot–try something else.” Failure can point you in the right direction, and be a teaching tool,” said Tracy. Their mission is to build awareness about in-demand jobs that are within youth’s grasp by exposing them to a possible career path early on. Getting involved with hands-on experience helps with future career decision making. Professions include electricians, plumbers, welders, carpenters, mechanics, and many more. Why the need for these programs? Trades jobs are often overlooked as a serious career by young adults, resulting in lack of knowledge about the professions and lack of skill required for the job. The trades workforce, according to Stan, is shrinking. “The one thing that has always been a constant among employers is finding good employees from a technical and willing-to-work standpoint,” Stan said. The startup has in-school STEM programs taught by teachers tailored to 4th-8th graders. Fail Faster provides students the opportunity to apply what they learn through hands-on activities or field trips to learn more. “The theme seen throughout the programs is introducing kids to a new kind of hero,” Stan said. “The plumber, the electrician, the truck driver, the mechanic–those are all heroes; what they do to make our country run.” Those heroes, the Trade Professionals, are also an intregal part of this program. Fall Faster is seeking mentors to work

A fresh look, improved navigation and new interactive tools. One of the focus areas in the City’s Strategic Plan relates to our City’s public image. We understand that De Soto’s status and perception within the region and state plays an important role in our ability to pursue economic development and quality of life goals. Public communications, branding, and marketing are vital to advancing a positive image for De Soto.Toward that end, The City of De Soto will be launching a new website scheduled for October 4, 2018 incorporating a fresh look, improved navigation and new interactive tools. This spring, the City engaged the services of Manhattan, Kansas-based Civic Plus for the re-design, content management, and maintenance of the site. The new site will put detailed government news and information at the fingertips of residents, visitors, and businesses.

2019 BUDGET

Highlights of the City of De Soto 2019 Operating Budget approved at the public hearing on August 16, 2018. No single responsibility of a city’s governing body and administrative officials is more critical than the preparation and adoption of the annual budget. The budget is the principal policy management tool of the governing body, and sets the course for the organizational work plan and levels of service for the community. Economic activity within the City, new construction, and assessed valuations have accelerated during the past 18 to 24 months, and continued strength is projected for the next 12 months. Of note is an increase in assessed valuations of nearly 7.5% compared to last year. We have no reason to believe that the real estate market and building activity will not continue their three-year upswing. Regional consumer demand and confidence are expected to remain moderately strong throughout the next 18 months.

n Final valuations and mill rates As proposed, the budget represents

an overall decrease of 0.99 mills, representing approximately $77,100 in revenues. This total consists of a decrease of 0.43 in the General Fund, an increase of 0.13 in the Law Enforcement Fund, and a discretionary 0.690 mill reduction in the levy for the Debt Service Fund.

n Sales Tax Revenues Sales tax receipts have continued the impressive growth trend that began in the last half of 2016. 2017 sales tax collections exceeded 2016 by about 13.7%. Similarly, the first quarter of 2018 has exceeded the first quarter of 2017 by about 14%. It would be extremely aggressive to assume the trend will continue throughout the remainder of the year, so we have projected the 2018 sales tax collections at $1.635 million, which is an increase over the 2017 amounts of about 3.6%. n Windfall Revenues Included in the 2018 projections are two significant revenue windfalls. The largest of these is a $650,000 delinquent tax revenue that will result from the recent sale of a dormant residential subdivision. The second projected windfall is a $70,000 reimbursement from FEMA as part of the disaster declaration from the August 2017 wind storm. The 2018 yearend general fund balance is accordingly projected to increase by about $775,000. As indicated on the following page (Expenses Exceeding Revenues), the 2019 budget is crafted to put the windfall revenues to use without negatively impacting fund balances in future years. continued on page 12 11

to balance proposed expenses with expected revenues, resulting in a nearzero or slightly positive change to the year-end fund balance. However, the proposed 2019 budget looks to put the increased sales tax collections and windfall revenues from 2018 to use on one-time allocations, or as-yet unspecified initiatives, which will be at the discretion of the Council. As a result, budgeted expenses in the 2019 general fund budget exceed the revenues by about $1.6 million, which will reduce the fund balance to prewindfall levels without negatively impacting future fund balance projections.

n Unspecified Initiatives The administration department in the General Fund includes $450,000 for unspecified initiatives. The Council engaged in some discussion during the budget formulation about what could be implemented with these funds, but elected not to formally commit to any particular projects. Below is a list of possible considerations, which had arisen from the Strategic Plan or other discussions during the process. a 2.5% rate increase for water, and a 3.5% rate increase for sewer. These funds will be monitored through the end of 2018, and final rate increases will be set in January of 2019.

It also is the portal that allows community members to connect with local government from any location, at any time of the day or night.The redesign is intended to help keep the public engaged and informed, which is why this effort is so important to our overall community outreach efforts. Among the improved website features are: Key features will be accessed directly from a new, dynamic homepage that includes a “How Do I” tab, taking community members directly to the information they need with improved navigational organization. Consolidation of service functions into one place – for example, reporting of items for action by the City; payments; licenses. Searchable, dynamic Calendar of community meetings/events filtered by departments–easily added to personal Google, iPhone and other calendars. With a new look and feel, improved navigation, and a functional mobile design, the website overhaul will become an important part of the City’s ongoing efforts to enhance the quality and availability of information and resources, and advance our online presence.

Increasingly, it is recognized that the availability and quality of broadband internet services in De Soto lags significantly behind the rest of the Kansas City region and has become a significant impediment to our economic growth and viability. Approximately one quarter of De Soto’s 6,200 residents have no access to broadband internet options. The majority of these residents live south of K-10. There have not been significant network expansions or upgrades to the data infrastructure in De Soto in more than a decade. The lack of investment in data infrastructure has left De Soto ill-equipped to meet the ever-increasing digital needs of our current and future citizens and businesses. In a recent broadband market analysis commissioned by the City, 69% of respondents reported that they were underserved by their present internet service provider, and 64% reported that De Soto’s internet service is not competitive with our counterparts in the region. Nearly 74% of those surveyed agreed that access to broadband internet services is necessary for economic growth, job growth, education, and a better quality of life. The market analysis only confirmed what civic leaders have known for many years – that broadband data service is vital to our community, and that our existing service providers are falling short of acceptable standards of service.

In 2016 the City formed an ad-hoc “Broadband Committee” consisting of City Council members and City Staff with the goal of increasing access to high speed data services throughout De Soto and possibly the surrounding areas. The Broadband Committee has subsequently established the following goal statement:

“The deployment of a data infrastructure network throughout all portions of the City, with gigabit internet service offered at a regionally competitive price point for residential and commercial customers.” Since its inception, the Broadband Committee has been actively engaged on several fronts to encourage broadband investment in our community. The committee’s efforts include reaching out to our existing internet service providers to encourage them to expand and improve

C O M P R E H E N S This year the City is overhauling our Comprehensive Plan, which is an important long-range planning document that will be used to guide De Soto’s future development and capital improvement decisions in De Soto. The Comprehensive Plan is the official document adopted by the Planning Commission and the City Council to serve as the legal and conceptual foundation of the City’s zoning code and all other land use policies and regulations within the City and its planning area. The purpose of the Comprehensive Plan is to promote the health, safety, and welfare of the community by preserving and protecting the social, economic, physical and environmental characteristics that comprise a community’s quality of life. A comprehensive plan is intended to be a rational land use guide to help direct future land use, zoning, subdivisions, and the quality, timing, and intensity of future growth.


their networks; working with our elected representatives at the state level to address the negative impacts of franchise legislation; encouraging internet service providers to consider building a network in De Soto; and investigating public-private partnerships to facilitate a fiber buildout. While the initial focus was to provide internet service to those living in unserved areas, it was quickly recognized that De Soto needed a comprehensive city-wide solution to prepare ourselves for the future. We don’t just want to catch up from the past, we want to get ahead for the future. The deployment of a data infrastructure network throughout all portions of the City, with gigabit internet service offered at a regionally competitive price point became the overall goal. In February 2018, the Broadband Committee recommended to the City Council that the City seek competitive proposals from internet service providers to build and operate a system that meets our service goals. We recognize that economic factors drive investment in private infrastructure and that private entities, by their nature, must defer to their bottom line. The City is therefore willing to consider the allocation of public funds or the construction of infrastructure necessary to incentivize a private partner. In May a request for proposals (RFP) was distributed to local and national internet service providers seeking a qualified partner to design, construct, deploy, operate, and maintain a network to provide broadband internet service to underserved and unserved residents and businesses throughout the community. We received several viable responses to that request, each having strengths uniquely beneficial to the community. The Broadband Committee is currently reviewing each of the proposals and will engage with the City Council and the RFP respondents to determine the best way forward, with the goal of starting construction of the network in 2019.

The 2018 De Soto Comprehensive Plan Update builds upon the City’s 2017 Strategic Plan and 2007 Comprehensive Plan. The 2007 Comprehensive Plan has served De Soto well. For example, significant water and sewer infrastructure investments have occurred under the 2007 Plan ensuring De Soto maintains its status as a full-service community. However, future infrastructure investments are still needed to facilitate development within the City’s current boundaries, as well as areas outside the City, such as the Sunflower property. City leaders have long viewed the future re-development of the Sunflower site as a logical expansion of the City’s territory and public services; and have been preparing to provide those services for many years. The Plan update will include future land use designations and infrastructure expansion recommendations necessary for the preservation of existing neighborhoods, commercial centers,

agricultural uses, and other significant community assets. It will also identify land uses and infrastructure needs for the future development or re-development of areas within and immediately surrounding the City, to include the Sunflower Property. The plan update has been underway since March, and initial public engagement phases have been conducted. In the coming months we will be compiling the results of the public engagements and establishing goals and objectives priorities. The final phase of the plan will involve future land use and infrastructure expansion planning.We expect the update will be complete by the end of the year. Regular plan update discussions will occur during monthly Planning Commission Meetings, the fourth Tuesday at 6 pm held at City Hall. 13

RESIDENTIAL DEVELOPMENT This year has been a busy one in De Soto for residential development, with numerous projects in various stages of completion. The City has issued 17 residential construction permits through June of this year, which matches the total for all of 2017. We expect the trend to continue with residential construction throughout the fall and into 2019. The uptick in building activity is largely the result of a strong local and national economy, but also a result of a concerted effort on the part of the City Council and the Economic Development Council to make progress toward the Strategic Plan Goal of increasing De Soto’s population by proving incentives where appropriate and working to attract development in targeted areas of the City. Following is a summary of the ongoing residential developments in De Soto: n Possum Creek A 20-lot single family development near 84th & Ottawa Street. Planning approvals have been obtained, and the project is expected to begin construction this fall. The subdivision is a traditional neighborhood design with an alley and rear entry garages. n K-TEN Place Apartments 122-unit apartment complex in 15 separate buildings on Commerce Drive offering one and two-bedroom apartments. The site has been under construction for more than a year, and units in the first two buildings have been leased. It is expected that construction will be complete near the end of the year. n Cherokee Woods 39-lot single family development at Primrose and 84th Street. This subdivision has been vacant since infrastructure was constructed in 2007. It has recently sold to a new developer who intends to begin pulling permits in the next few months. n Arbor Ridge Phase II 47-lot single family development at 83rd and Laramie Street. Construction of the streets and infrastructure is now complete, and building on five lots has begun. n Arbor Ridge Townhomes 18-lot duplex development at 84th and Valley View Drive. Infrastructure is installed, and construction on two duplexes has begun. n Coker Hill 8-lot single family development on the north side of 83rd at Ingrid. All infrastructure is complete, and construction of four homes is underway. n Archadian Estates 36-acres at the southwest corner of 95th and Waverly. Property was annexed into the City earlier this year and has been rezoned for single-family residential development. No platting or other planning applications have been received at this time.

Joe Rawie (pronounced Roy) has driven by the open land and ravine at Ottowa and Peoria for many years. He’s envisioned many ideas and dreams. Four months ago Joe purchased the tract of land from the Sigmund Estates. The city gave final plat approval on July 19, 2018 and now he awaits the county approval for the 19 home neighborhood. He will take special care in building quality single-family homes that will fit in nicely with the established area. Nearby local residents have said when they knew Joe Rawie was developing “We knew it would be OK.” He owns several nearby housing rentals. “The Cottages of Possum Creek” name incorporates the treasured history of De Soto. Named with references to John Possum, an early Shawnee Indian settler, as well as Possum Creek, just south on Lexington Avenue. (See photos/text below) A unique feature in the development, will utilize a wellmaintained “alley system.” Houses come off the alley on both sides with ample parking available. It makes for a semi-private roadway, bringing a resemblance of the traditional neighborhood these homes will be part of. A sidewalk will also run along the ravine, with easy walking access to Lexington Avenue.

Possum Springs provided drinking water for early De Soto settlers. Flat “laundryrocks” along the creek gave pioneers a place to wash and socialize with their neighbors. John Possum’s grist mill, powered by the waters of Kill Creek, ground corn and wheat. Creeks are named Kill or Kille after the Middle Dutch term for creek or body of water.

De Soto Historical Society Awarded Freedom Frontier Interpretive Grant Freedom’s Frontier National Heritage Area and De Soto Historical Society, De Soto, KS are pleased to announce that the De Soto Historical Society is the recipient of an Interpretive Grant in the amount of $4,433.00 for the project, “Preserving the Diverse Stories of De Soto, Kansas’ History.” This grant funding will allow De Soto Historical Society to preserve our newspapers on microfilm which chronicals our town’s history, stories and families. The Freedom’s Frontier Interpretive Grant Program was started in 2012. Since then, more than 108 projects have been awarded grant funding. Grant projects have been completed on both sides of the Missouri-Kansas border, in the 41-county region that comprises the Heritage Area. Projects awarded grant funding must interpret local history, and connect to one or more of the three major themes of the heritage area: the shaping of the frontier, the Missouri-Kansas Border War, and the enduring struggle for freedom. Grants range in amount from under $1,500 to $5,000. All awards over $1,500 require that the grant recipient show a local match of half the amount of the award. This match can be in the form of cash or in-kind donations, and staff and volunteer time. Freedom’s Frontier National Heritage Area is one of 49 heritage areas in the U.S. Heritage areas are nonprofit affiliates of the National Park Service (NPS). They act as coordinating entities between the local organizations telling nationally significant stories and the NPS. Freedom’s Frontier was established as a Heritage Area on October 12, 2006, when signed into law by President George Bush. The Heritage Area’s Management Plan was approved by the Department of the Interior and the NPS in 2010. Freedom’s Frontier is headquartered in the Carnegie Building, 200 W 9th St., in Lawrence, KS. The De Soto Historical Society was founded in April 2016. Founding members felt there was a need to preserve the stories, photos and genealogy of our area. They also saw a need to inform and educate new residents about the history of our area. Their grant application was accepted, meeting all qualifications for grant funding. Their application was reviewed by a peer group from the partnership. Organizations are asked to complete grant projects within a year of the award.

The Monticello Historical Society, located at 23860 West 83rd Street, held its 30-year Celebration on July 21. “Wild Bill Hickock,” made a guest appearance, giving a first-hand historical account of the area. Attendees of all ages enjoyed hot dogs and an ice cream social, as well as the authentic covered wagon/pioneer items on display. Wild Bill Hickock

Monticello was a stage coach stop, founded (aka Bob Weber) attended both in 1857, being a stopping point midway 30-year and between Lawrence and Westport. Hickock the previous 5-year was elected town constable in1858. MHS celebrations. The historical society, formed in 1988, was instumental in placing the Virginia School on the National Historical Register, and moving it to the grounds of Mize Elementary. “We owe a great amount of debt and thankfulness to the USD 232 School District for providing a location and resources,” said Cindy Ashby, board of directors member. The former Monticello Grange Hall on the northwest corner of 83rd and Mize Road was used by the Farmer’s Union Association. It was sold and moved to Cedar Creek Road in De Soto.

De Soto’s Pioneer 4-H Celebrates 75 Years

Providing mentoring, learning, doing and serving, to many youth spanning 75 years!

In 1972, Barry Zimmerman became a member of the Pioneer 4-H Club. “At the time the club had approximately 30 members and met in Grange Hall, where Northwest Consolidated Fire Station 2 now sits.” Throughout Barry’s eight years of 4-H, he was the President for a couple of years, and he showed cattle and sheep at the Johnson County Fair. He also shared some of his favorite memories: “The first sheep I bought had two lambs. One of those lambs was the first sheep I showed, and it won Grand Champion at the Johnson County Fair. It was memorable, because it was the only time I won Grand Champion!” Another favorite memory from Barry’s 4-H days was the annual County Fair water fight. “Every year at the end of the fair, members from all of the clubs around the county participated in a huge water fight that lasted a good couple of hours.” While Zimmerman’s kids were in the Pioneer 4-H Club not long ago, he was the Cattle and Shooting Sports Project Leader. When asked what makes the Pioneer Club special Barry said, “Pioneer has always been a diverse club, with a mix of both livestock kids and town kids.” One of Pioneer 4-H’s longest serving club leaders was Denise King. During the 20 years King was part of Pioneer, she remembers “fond memories with day-long project tours, fairs (of course), Christmas caroling, and nursing home visits.” Brianna and Allyssa (her kids), were both members for twelve years. As King looks back on all the experiences she has had, she exclaims: “I am blessed to have gained lifelong friends from 4-H.” She remembers being able to meet many new people at the Johnson County Fair. From 2010 to 2015, Amy Shields served as the Club Leader. “Pioneer has always focused on community service. One service project I remember was during the Iraq War. The club members spent a Saturday making neck coolers for the servicemen and women serving our country. We made over 100 to send to our troops,” Shields said. Some of Pioneer’s favorite activities are caroling at Hillside Village and volunteering at Heart to Heart International and Harvesters. As a former 4-H parent for twelve years during the late 1970’s, Mary Etta Copeland recollects, “We had great involvement with solos, as well as chorus at Regionals.” One of Copeland’s favorite activities was competing in the Chorus for Club Days with Rick Walker (our current mayor). “We did well, even with a second song added at the last minute.” Copeland also remembers, “Teaching a boy’s sewing class was a learning experience for me–watching them sew at the same speed guys drive cars!” When I spoke to one of the oldest former club leaders from the 1970’s, Gladys Bowlin recalls what sums up why the Pioneer 4-H club has been successful for so many years. The club had “lots of kids, lots of projects, and lots of hardworking people.”

During the middle of World War II, shortly after the opening of Sunflower Ammunitions Plant in northwest Johnson County, Pioneer 4-H Club was taking root. 2018 marks the 75th year of the club that calls its home De Soto. 4-H is America’s largest youth development organization with nearly 6 million members across the country. Youth complete hands-on projects with assistance from adult mentors in areas such as science, agriculture, health and citizenship. To learn more about Pioneer’s 75 year history, former members and club leaders were interviewed. Though the club and members have seen many changes, one thing has remained constant: Pioneer 4-H Club helps Johnson County youth learn by doing and serving their community.

De Soto High School Welcomes New Principal Unified School District 232 announced earlier this year the appointment of Sam Ruff as principal of De Soto High School. The extensive search process included 33 applicants and involved finalist interviews with staff, parents and students. Ruff joined the USD 232 district in 2015, as associate principal at De Soto High School. Ruff previously served as the Technology and Student Service Coordinator for the Central Indiana Education Services Center in Indianapolis. With more than 24 years of professional experience in education, Ruff looks forward to welcoming families and students to the 2018-19 school year.

The Kansas River is the biggest tributary of the mighty Missouri River watershed and the longest prairie-based river system in the world. The river drains 53,000 square miles of land including almost the entire upper half of Kansas, eastern Colorado and central Nebraska. This watershed drains an enormous amount of water into this single point, which is the Kansas River. The hallmark of the Kansas River is the beautifully braided sandbars. Sandbars are created by the river’s energy where the water erodes the outer bend of the river and then deposits the sediment (sand) on the inner bend of the river. Over time, the river will rebuild and chart a new course, meandering back and forth. The sandbars on the bends are typically connected back to the land and you can find stable areas for camping and enjoying the river. Some sandbars start out shallow but deepen and drop off abruptly where the channel cuts through the back side of the sandbar. These are areas where a person can easily step off the side of the sandbar into deep water. This is why you should always wear a life jacket, even when exploring sandbars. When you mix sand and water, there will always be areas where the sandbar is not stable, most notably where the channel cuts back against the sandbar. As with all rivers, the current can be fast and swift, even at lower levels. Always wear a life jacket. If your canoe or kayak tips in the channel, it is too late to put one on.
