Hiring a licensed contractor to build your home Why it’s important and why it should be a main priority by Bryan Schoenberger

A true general contractor has a license. In the state of Minnesota, as well as many states, it’s not an option, it is the law. There are many “so called” Contractors that operate without a license. The trouble is that the state doesn’t have the type of funding available needed to police valid contractors licenses. Unfortunately, it is left up to the customer to do their own policing. A simple check with the Department of Labor & Industry at www.dli. mn.gov is all it takes. Hiring an “un-licensed” contractor is a huge mistake! The customer could end up suffering from a number of losses. Licensed control follow building codes; pay into a contractor recovery fund; are required to have proper insurance; have withstood a criminal back ground check; passed an exam showing their trade competency and will lose their license if they use poor business practices. Would you really want to do business with someone who blatantly breaks the law? --Or worse yet, someone who is unaware of the legal responsibilities that come with building your home? I also recommend choosing a contractor that belongs to a Builders Association. They are held to a higher standard. Local, State and National Builders Associations provide its members with valuable education and resources. Ask Questions of Your Home Builder Lots of people like to go through model homes. Most go to buy a new home, others go to look for interior decorating ideas and to see the latest home technologies, and some go just to see what their dream home of the future may look like. You might think that the sales person is there just to sell you a home. But the sales representative should be considered a resource of information on the home, development and the area. Besides the questions of “how much does it cost?,” and “when can we move in?,” here are some other questions to note the answers to: • Will the builder give you references of recent buyers/occupants?
• Does the builder have a financing plan established? • Are there options in the floor plan — for example, can a basement or deck be added?. • Can a room such as the basement be left unfinished? • How much “customizing” can be done versus standard features? • Can appliances be up- or downgraded? • Are there any additional fees relating to the home or development? • Does the builder offer a warranty program? • Does the price include landscaping? What if the plants die within a year? • Are there any restrictive covenants? • What are the estimated taxes on the property?
• How is the school system rated? • Are day care and grocery stores convenient and satisfactory? • What about emergency facilities — police, fire department and hospitals? • Are there any major development plans for the area in the next five years? You have a right to and need to ask every question that you think is important. A little research with the neighbors is also a good idea. Remember, a professional builder and sales representative will want you to be a happy and satisfied home owner. Their next sale could depend on your reference.

Time to Buy: Lakes Area Housing Market Shows Consistent Improvement For anyone in the Lakes Area, waiting on the sidelines for the housing market to show signs of recovery before buying a new home, that time has come. According to the National Association of Home Builders/First American Improving Markets Index (IMI), economic indicators show that most areas have been steadily improving for at several months. Five Things New Home Owners Should Do Right Away You’ve gotten through shopping for a home, the closing process, and even unpacking your boxes. But it’s not time to put your feet up and relax just yet! There are a few more things you should do shortly after moving into a new home to make sure you and your family will have a safe and healthy place to build lifelong memories in. 1. Create a home maintenance checklist. To make sure your home stays safe and healthy for you and your family, you should regularly check, clean and/or test a wide variety of interior and exterior systems and structures. The U.S. Department of Housing and Urban Development has a Home Maintenance Checklist that
you can download from their website www.hud.gov. It provides basic guidelines for keeping your home dry, clean, well-ventilated, free from contaminants, pest-free, safe and well-maintained. 2. Make sure you have enough insurance coverage. At a minimum, you need to purchase a home owners insurance policy to cover the house and all of your family’s belongings inside. To determine how much insurance you need, find out how much it would cost to rebuild your house today on your existing lot. Your personal property coverage should then be anywhere from 55 to 75 percent of that amount.

Damage caused by natural disasters such as flooding, earthquakes and hurricanes are not covered by regular home owner’s policies, so depending on where you live, you may want to consider additional coverage. Your insurance agent can help you figure out the right amount of coverage and suggest upgrades or additional policies that would be appropriate for your specific situation. 3. Protect your home from break-ins. If you bought an existing home, you should rekey the locks right away. You never know who the previous owners gave keys to. The National Crime Prevention Council recommends that every exterior door should have a dead-bolt lock with a

Install a peephole or wide-angle viewer—not a chain— in all entry doors so you can see who is outside without opening the door. Sliding glass doors can be secured by placing a long piece of wood at least one inch thick in the track. Keep all entrances and doors well-lit, and prune shrubs so they don’t provide hiding space for someone who wants to break in. 4. Prepare an emergency kit. In the event of a disaster, local officials and relief workers may not be able to reach your home immediately, so you should have an emergency kit on hand. Basic services such as electricity, gas, water, sewage treatment, and telephones may be cut off for days, or even weeks, so you should be prepared. The Federal Emergency Management Agency recommends stockpiling at least three days’ worth of food and water for your family. Their website www.ready.gov offers a list of items to include in a basic emergency preparedness kit, as well as guidelines on food and water storage and protecting yourself from airborne contaminants. 5. Improve your home’s energy efficiency. Even if you’ve purchased a brand new home with the latest energy-efficient building materials and techniques, there are still some improvements you can make to save even more money on utility bills. For example: • Replace incandescent light bulbs with longer-lasting CFL or LED bulbs. • Install a programmable thermostat that can be set to automatically adjust the heat or air when the home is most or least used. • Increase the insulation in your attic, on exposed water pipes and around your water heater. The U.S. Department of Energy has an online Home Energy Saver™ tool for home owners at www.hes.lbl.gov that recommends energy-saving upgrades that are appropriate for the home, the climate and local energy prices. Even if you haven’t just moved, these suggestions will help you protect your family and maintain your investment for years to come. Home Owners: Help Keep Local Waterways Healthy There’s no question that everybody wants healthy streams, creeks and green spaces in their community for their family to enjoy safely. Stormwater management — keeping excess runoff from rain and snow and the contaminants that they carry from polluting local water sources — is essential to maintain the health and well being of native fish and wildlife, as well as the quality of water that your family uses every day. Home builders install silt fences and dig retention ponds to control stormwater runoff during construction. But once a community is completed, the way it is maintained makes a big difference to the health of nearby waterways. Consider the following ways that you can help keep your community clean and healthy for the enjoyment of many generations to come. Facts you must know about lead-based paint By John Adams For the AJC On April 22, 2010, the Environmental Protection Agency implemented a new set of rules regarding lead-safe work practices in homes and child care facilities built before 1978. Contractors and renovators scrambled to sign up for the oneday class that led to “EPA Certified Renovator” status. So here are three facts you must know about leadbased paint: 1. can contaminate an entire home. If inhaled or swallowed, this dust can cause irreversible damage to children and adults. 2. Anyone who, for compensation, proposes to perform any renovation or repair in any pre-1978 house or child-occupied facility must now be an EPA Certified Renovator. Even an owner-occupant who plans to hire someone to help him do even small repair jobs must comply with the rule. The threshold for triggering these requirements is “disturbing more than six square feet” of any
painted surface. If the residence receives federal assistance, stricter rules apply. 3. Failure to obtain certification or to employ mandated “lead-safe” practices in target housing can lead to civil penalties of up to $32,500 per violation and up to five years in prison. Willful violations are subject to a doubling of the fines and penalties. If you are planning on renovating your home that was built in 1978 or before, make sure you hire an EPA Certified Lead Renovator.

Winter Weatherization Tips Even thought winter is almost behind us, it’s not too late to make sure your home is adequately weather-proofed and save a few dollars (or more) on your utility bills. Here are some things you can do to improve your home’s efficiency and make sure you and your family are comfortable through the summer and winter months: • Check insulation According to the University of Nebraska-Lincoln Extension, in a typical home, about 10 to 20 percent of the fuel bill is the result of unintended air infiltration. Even in a well-insulated home, energy may be wasted through air moving in and out or infiltrating through the home’s building shell or structure. Air leaks around doors and windows, attic hatches, window air conditioners, and through cracks and holes. Make sure your attic has a sufficient amount of insulation to ensure it stays at least five to 10 degrees warmer than the outside air, otherwise too much heat escapes. Not only will this cause your heat bills to be higher, but it can also cause frozen water to melt and refreeze which can result in a collapsed roof. Inspect the weather stripping and caulking around doors and windows to make sure it hasn’t cracked or come loose, allowing air to leak, and replace it if needed. This can also help reduce infiltration by insects, dust and moisture and noise. Or, consider replacing your windows or doors with new ENERGY STARqualified windows or doors, which can save you about seven to 15 percent on your energy bills. • Maintain your pipes Wrap your pipes with heating tape every winter and insulate unfinished rooms such as garages or sunrooms if they contain exposed pipes. pipes for cracks and leaks and have any damage repaired immediately to prevent costlier repairs later. Keep your house warm—at least 65 degrees. Don’t neglect your basement and crawl spaces, and insulate pipes in those spaces to protect against freezing. It’s also important to know the location of your pipes and how to shut the water off. If your pipes freeze, the quicker you shut off the water, the better chance you have of preventing pipe bursts and major water damage in your home. • Inspect your heating sys tems Be sure to have your heating system
serviced every year, and maintain your furnace, fireplace, boiler, water heater, space heater and wood-burning stove. Change your heating and air conditioning filters regularly, and while you’re at it, check the batteries and operation of your smoke and fire alarms and carbon monoxide detectors. By setting aside a few weekend days now, you’ll save yourself a lot of hassle later—and your family can relax and be warm and comfortable throughout the winter months.
