Highway 10 opens today But not all four lanes in DL will be open right away By PIPPI MAYFIELD Detroit Lakes Newspapers Crews reached a milestone in the Highway 10 project today when the new highway was opened to traffic. Although all four lanes throughout the project will not be open until early August, Fourth of July travelers will be able to test out the new road, a goal of contractor Hoffman Construction. First planned for June 28, the opening date was postponed because of some rain delays and because that date was a Saturday. “The schedule was developed in March and it said the traffic switch date was June 28, and at that time I didn’t even look to see that it was a Saturday,” Hoffman Project Manager Chad Johnson explained. “And then we got further along, then I realized there’s signal systems involved here — can’t do it on a Friday or Saturday.”

and closer, we looked and oh, it was a Saturday, we’re not going to do that,’” Shiloh Wahl said with a laugh. Wahl serves as the construction project manager for the Minnesota Department of Transportation. He said it wasn’t a problem for the opening date to be delayed a couple days. Mother Nature wasn’t the most cooperative for the crews from time to time. “Over the last couple months we’ve had some rain days that kind of pushed us out, Johnson said. “We lost out on a grand total of maybe four days of paving because of rain. It’s just sort of an accordion or shockwave — when the paver get pushed out, then everyone behind him gets pushed out.” Crews did work some Saturdays to make up for lost time. “Our primary goal is to have everything switched by the Fourth. Every time we’d get a little bit of a delay, we’d reevaluate the schedule, ask ourselves ‘can we still get it by the Fourth’ and if yes, then there was really no need to work a Sunday or something,” he said. The original deadline was set for June 28 and laterchanged to June 30 was because of the signal systems involved in the project.

“Whenever you do a major traffic switch, or turn on a set of signals, there can be — not saying there is — minor glitches in the program that they need to adjust,” Wahl said. “A big thing is that they like to watch traffic patterns and adjust the timing of the signals.” With this being a new highway, MnDOT doesn’t necessarily know how people will use it to get from point A to point B, so there is a need for traffic monitoring to determine extending signals, looking at traffic movements, etc. It will be watched and studied for most of the summer to see how things will flow, Wahl said. “Overall, this is a major traffic switch, a milestone of the project. There’s a little bit of a learning curve there until people can figure out their new routes.” Although the new highway is open, there will still be lane closures along the way. Johnson said that as of today, there will be four lanes from McKinley Avenue to Kris Street. At Kris Street, there will be one lane each way because the railroad will be doing some work that affects the signal system, so there Highway 10 to page 4

will be a stop sign there. Eastbound traffic will not have to stop, but westbound will, and traffic on Kris Street will stop. “There’s going to be a lot of traffic control devices at that intersection,� Johnson said. Wahl explained that the Burlington Northern Santa Fe Railroad is working on its quad four gate system. Instead of treating the three crossings (Washington Avenue, Kris Street, County Road 54) as three separate crossings, the railroad is treating it as more of a corridor for an 80-mile per hour Amtrak. A tower will be installed at Kris Street to know when a train is coming from 6,000 feet away — which is over a mile. The parts for that system weren’t in on time, so the railroad will be installing them now, which is why the signal system will not be operational at this point. The turn-on date of those signals is the end of July, and then all lanes of traffic will be open there as well. “I cannot speak for Kris Street, though. I can’t speak for the railroad. I’ve been given approximate durations, but I can’t speak for them. They should be done by then,� Johnson said of the Aug. 6 opening date. “At one point there was discussion to leave Kris Street closed (until the end of July), but the businesses in there, and with Fourth of July, with switching traffic onto Highway 10, there’s no longer an access at Roosevelt (Avenue). We thought it just created a hardship there for those businesses, so the decision was to reopen it and just leave the signals off and open it as a stop sign

condition to help the businesses out there,� Wahl said. Heading east from Kris Street, Highway 10 will open back to two lanes eastbound until the east side of the retaining wall, where it will go back to one lane where a temporary gap connecting new Highway 10 and old Highway 10 has been filled until it can be paved in a couple weeks. Coming from the east, the westbound lanes will be two lanes until Kris Street. There will still be future lane closures throughout the project. That is until early August, when the highway is scheduled to be fully open. Before then, paving in front of the Graystone and Washington Avenue will start around July 10, Johnson said. Then pavers will fill the gap in the highway by the retaining wall east of town. Either Washington Avenue or Lake Avenue south must be open at all times, so pavers will have to hop around and pave one area, let it cure and then hop back to pave the remaining area. Another major change starting today is no more access from Roosevelt Avenue to Highway 10. McKinley Avenue, Jackson Avenue and Washington Avenue will be main accesses into downtown. The frontage road construction will start when crews return to town after the holiday weekend. The frontage road will be accessible to all businesses, but it will no longer be used for through traffic. Jackson Avenue, North Shore Drive, Corbett Road, McKinley Avenue and County Road 53 will allow access to Highway 10. Johnson said there will be some grading at Corbett Road, which will be closed immediately — it will likely only take a couple hours — and then open

Morrison Eye Care opens new, larger office By COURTNEY SINNER Detroit Lakes Newspapers Going to get your eyes checked out just got a whole lot more comfortable — and educational. After breaking ground nearly a year ago, Morrison Eye Care’s new $1 million Detroit Lakes clinic is completed and celebrating their grand opening. Dr. Larry Morrison, who started his own practice in Detroit Lakes in 1987, bought the property about four years ago, but said he and his son, Dr. Mike Morrison, who joined the practice in 2004, were waiting for the right time. “As the practice grew, there was too little space,� Larry Morrison said. “We were getting crunched in.� The new building is a step up, not only in size — it’s nearly three times as large as the old location — but also in technology. They now have two waiting rooms, one that will be for kids, six exam rooms and a special testing room (they only had four before, total), and a shiny new frame-choosing area. All exam rooms have new Apple computers, all networked together to pull up patient information, digital pho-

tos of retinas and educational videos. New technology for taking pictures of patient’s eyes for detecting diseases like glaucoma are available, and since the photos are digital, they can be pulled up immediately, and in the exam rooms to help the patient understand. Of the four optician stations where patients choose frames, two have new computers to order frames and lenses on the spot. The clinic has their own lens-cutting machine now, too, so some orders get processed faster. Three furnaces and three air conditioners where there was just one of each before keep the temperature comfortable. An architect from Toronto, Canada, an expert in eye clinics, designed the new space. “Everything is state of the art,� Morrison said. There aren’t any plans so far to update the clinic in Mahnomen, but Morrison said they were very excited about the move, and there’s nothing he’d do differently. “We’re very pleased with the way it all turned out,� he said. Their official grand opening festivities begin this week, starting with

“Hawaiian Day� on Monday, where patrons are encouraged to check out new sunwear. Wednesday is Kid’s Day from 9 a.m. to noon, including preschool screenings up to age 12 and InfantSEE assessments for infants 6 to 12 months old. Thursday is Ladies Day Out, with a frame show from 9 a.m. to 6:30 p.m. Many of their high fashion frames will be 40 percent off, and they’ll be giving

away a Coach purse. Finally, a barbecue will take place on Friday, July 25, from 4 to 7 p.m., featuring music from Vincent and the Van Goes. A new grill will be given away. $90 million in tax credits landed by MMCDC in DL The U.S. Treasury announced $3.5 billion in tax credits to help stimulate economic growth and create jobs. Midwest Minnesota Community Development Corporation will direct $90 million of these credits toward business development in Minnesota, North Dakota, South Dakota and Wyoming. “This announcement is great news for our economy, particularly in the rural sector, where we will put the majority of our credits to work,� said Arlen Kangas, president of MMCDC. “We applaud Sen. Coleman, Congressman Peterson and Sen. Klobuchar for their bipartisan support of the New Markets Tax Credit Program.� The program, administered by the U.S. Department of the Treasury, gives private investors credit against federal income tax in exchange for investments in business and housing in underserved communities, including rural areas. MMCDC matches qualified projects with investors, who in turn are eligible to receive tax credits through this $90 million allocation. MMCDC also is responsible for monitoring project compliance with tax credit rules. MMCDC’s proposed project pipeline includes a number of energy-related projects. That’s what Brady Markuson and Dave Baer had on their New Year’s resolutions list for 2008. “The timing was right and we were ready,� said Markuson. “Dave and I were on the same page as to what we wanted to do with regards to owning our own insurance agency office.� Markuson and Baer opened their namesake insurance office, Markuson Baer Insurance, on Jan. 1. “Everything came together,� added Baer, “so that we could do this at this time. The merger of the two offices went very smoothly.� “We knew there would be a few hiccups, but it has gone very well,� added Markuson. With Markuson hailing from the local banking and insurance industries at Midwest Bank, and Baer having worked for Catholic Aid Association, the new partners bring a variety of insurance expertise to their new office. “Besides having worked in insurance for the past five years, Dave and my family had worked in the insurance for years too,� said Markuson, adding, “my dad was an agent for over 30 years.� Local to the area, Markuson has lived in the area for 10 years and Baer for 20. Markuson and Baer also share another link to the community: they are both firefighters. Baer has been with the fire department for 14 years and Markuson 5. “One of the reasons that we wanted to get into

this business is to help people with their insurance needs,� explained Markuson. “We have seen the importance of being properly insured firsthand whether it is a house fire with no house insurance or a death with no life insurance.� “And it happens more often than one thinks,� added Baer. In addition to traditional life, auto, home and commercial insurance, Markuson and Baer’s new insurance office also offers financial services such as annuities and IRAs. “That is my strong point,� noted Baer. Markuson Baer Insurance is the combination of two local insurance offices: Sukke Insurance Agency, Inc. and Insurance Services of Detroit Lakes, Inc. Both principals from the aforementioned agencies, Madalyn Sukke and Royal Herbold, will remain on staff at the newly combined insurance digs, remarked Markuson. “It was great that Madalyn and Royal stayed on with us after we merged. They have a wealth of knowledge and together we have over 50 years of experience in the insurance industry.� With 2008 officially rung in, the new insurance partners are concentrating on establishing a solid foundation for their new business venture. “We want to grow the company over the next few years but are taking things one step at a time right now,� concluded Markuson. BTD continues to grow DL business sees revenues triple over 10 years By COURTNEY SINNER Detroit Lakes Newspapers The clink of metal is heard often, as is the view of sparks from a welding torch, walking through the plant at BTD Manufacturing. Machinery bends and folds metal into shapes that companies need to build the things we use in everyday life, and the pieces line and stack like giant tinker-toys ready to be assembled. The BTD Manufacturing plant is one of those Detroit Lakes fixtures that seems to have been here for years, and while it has been around since 1980, it has made big changes in the last five years and is continually growing and diversifying. Their expectations are much higher than that,” Gintner said. “But kids shouldn’t always be pressured to go to a four-year college or university. Some kids are technical and are good at working with their hands. They shouldn’t be misled to a whitecollar job.” Gintner said many BTD employees have accelerated their careers through education. “They’ve all made significant gains,” he said. Gintner said the future holds even more growth for BTD. “Potentially, more in Minnesota, but we’ll also expand geographically,” he said. “We have DL, and the Cities, and now Illinois. It’s a good footprint when we look at where to go next.” He said they’re always preparing for the future, whether it’s in acquisitions or in new technology, or a new computer database to better track progress and communication. “We aren’t planning today for tomorrow. BTD from page 14 revenue every year. In 1999, its sales revenue was $29 million. Five years later, in 2004, it more than doubled that number to $68 million. The projection for 2008 is $115 million in sales revenue. CEO Paul Gintner said there are many reasons for the growth, but it can possibly be most attributed to the recent diversification of the markets they produce metal parts for. When Erling Rasmussen and Paul White, Jr. first started in 1979, BTD — then known as Bismarck Tool & Die — was more focused on the recreational vehicle market, working mainly for companies like Polaris and Arctic Cat to build frames and metal parts for their snowmobiles and 4-wheelers. While that market still takes up a large share of BTD’s job, Gintner said they’ve expanded to the agricultural market for companies like John Deere and AgCo, the lawn and garden industry, and investing in wind energy. “We want to branch out and not concentrate on one market and limit ourselves,” Gintner said. “But we want to stay true to the metal industry and look for different ideas on who can use our products. We want to dominate the metal industry.” BTD has also expanded in the way

With the acquisition, BTD employs a total of 570 people, with 350 in Detroit Lakes, about 100 at its facilities in Lakeville, Minn., a suburb of Minneapolis, and 120 at Miller Welding. A small sector of Miller Welding and Iron Works is also focused on wind energy as well as making parts for oil fields and offshore oil rigs, markets that BTD is looking to expand and invest in. something trying to counteract the recession,” he explained. “We look at all the conditions in the world economy constantly, trying to stay up with technology to help us grow.” He said BTD is “always worried” about the slowing of manufacturing, with plants closing recently in Michigan, Ohio, and Pennsylvania. It’s for that reason that BTD has worked to expand its services, but it has also been focusing on bringing in new employees and training them for a lifelong career through a new program at Minnesota State Community and Technical College. The partnership is a Supervised Leadership Program, which helps participants get a two-year degree in leadership and management. “It gives workers additional training while they work here,” Gintner said. He said with the slowing national market for manufacturing, he and his staff are trying to “make manufacturing cool again.”

New chamber head ready for challenge By JASON ADKINS Detroit Lakes Newspapers Mentioning the word change in a business setting gives off positive and negative connotations. With the hiring of Kris Tovson as the new president of the Detroit Lakes Regional Chamber of Commerce, change is a good thing according to the outgoing and incoming chairmen of the Board of Directors. Outgoing chairman Jo Johnson said that Tovson is a great fit for the chamber. “It’s something that the chamber needed,� Johnson said. What Johnson is specifically referring to is Tovson’s energy level, which she described as contagious. And Tovson’s previous position as the operations manager at Brookview Golf Course in Golden Valley, Minn., for 27 years shows that she can work with the public in a niche setting with any problems. “There was a lot of interaction and customer service,� Tovson said. That experience gave her the edge. “We saw a lot of parallels in what she was doing on the golf course,� Johnson said. Incoming chamber chairman Tom Thompson said that Tovson’s years working at a golf course shows she has what it takes to succeed with the chamber. Tovson will be counted on to visit the membership and get their take on chamber operations. She

will also get to use her skills to make a difference in the community. “This is going to be an opportunity for change,� Tovson said. Plus, the chamber board decided that Tovson’s ties to the community were an advantage. She was raised in Detroit Lakes, and family and friends still call the city home. “She’s not a stranger,� Johnson said. Thompson said that Tovson knows what Detroit Lakes was like in the past. But Johnson added that Tovson has been away from the area long enough to not get involved personally in various issues. “We wanted a fresh view,� Johnson said. Getting out and visiting members is something that the board and Tovson agree is one of the first tasks on the table. “You have to please a lot of interests,� Thompson said. “It’s part and parcel of the job.� Considering the fact that the chamber is not a monolithic organization, but a cooperative, it needs to represent everyone. “What the chamber is interested in is proving its relevance to members,� Johnson said. “She really has to hear from them to know what they are looking for.� The board itself can devolve into an echo chamber and not know what is going on at the grass-roots business level. The president’s job is to make sure those diverse views from the membership surface. “Maybe there’s

"Far and away the most common sleep disorder we encounter is obstructive sleep apnea," says Olson. It is characterized by surplus loose muscle at the back of the throat near the upper airway. When this becomes too relaxed, it blocks the airway. It can be quite difficult to diagnose because the sufferer is either asleep, or semiconscious, when symptoms - like snoring, gasping or choking - are evident. "Sleep apnea can lead to high blood pressure, irregular heart rhythms, heart attack, or even stroke," says Olson. Sleep apnea can be treated, however, commonly with a machine-delivered flow of air to the patient's airway, in what is known as "continuous positive airway pressure (CPAP) therapy. Referrals generally come from family practice physicians at MeritCare and St. Mary’s Innovis Health Clinics in Detroit Lakes. Olson is excited about the new developments at the Sleep Center. Shopping for growth Developer wants to build shopping center in DL By PIPPI MAYFIELD Detroit Lakes Newspapers In Detroit Lakes, Highway 10 West has seen nationally known businesses sprout up, and now the downtown area could as well. DLM Downtown Properties LLP, which owns the former Mac’s building at the corner of Highway 10 and Washington Avenue, is offering to develop the new crescent area once MnDOT turns the property back to the city. “We’ve been talking with Jeff Schlossman and his partners about the Mac’s building downtown for quite some time,� Community Development Director Larry Remmen told members of the Detroit Lakes Development Authority Wednesday afternoon. Although no timeline has been set, or can be until the land is turned back to the city, Remmen said the retail developers have expressed their desire to know “sooner rather than later.� “We’d like to do a shopping center in downtown Detroit Lakes. We like the crescent (concept),� Schlossman said. Schlossman and his partners have been involved in the development of such prominent Fargo properties as West Acres Mall, 45th Street Market Place, Moorhead Center Mall, Promenade Mall and more.

He said that he has already had calls from national retailers who would like to come to Detroit Lakes and be a part of the development, customers who want high visibility fromother store and use the main, corner store to entice a national company instead. “You can hide that anywhere and people will find it,� he said of the municipal liquor store. He added that with the Mac’s building, the developers would like to know whether they should renovate, tear down and start over, swap it for property in the crescent area, or what the city would like to do. “They obviously have the history and capacity to get things done,� City Administrator Bob Louiseau said of DLM Downtown Properties. Envisioning the redevelopment area, Schlossman said he’d like to see the veteran’s park in the area because it opens up the visibility from Highway 10. The DLDA decided to have several representatives from the authority — Mark Hagen, Tom Kylve and Matt Brenk — sit down with Schlossman and city staff — Remmen and Louiseau — to discuss a timeline and what to do with what property. “We’ll be more than happy to build a quality shopping center,� Schlossman told the development authority.
