It’s no surprise that as municipalities’ budgets are stretched, administrators are forced to look for ways to reduce costs. “This is an ongoing refrain every time I talk with city authorities—that they face complex and challenging choices concerning infrastructure, balancing the need to maintain existing services, while investing in improvements and enhancing sustainability— all within tight budget constraints,” says Gatzow. Technology, including LED, is a clear means to help reduce costs, while also a way for cities to make their communities more progressive. In South Milwaukee, a further objective was also to improve lighting quality to ensure safer conditions for both employees and residents. The conversion of the city’s fire department was a prime example. “When I first met with the city’s administrator, we had no idea there were safety issues with the previous lighting system when fire fighters backed engines into the bays,” says Gatzow. “Reducing energy costs and consumption are obvious advantages, but improving worker safety and productivity are key improvements for city department managers.” The fire department, by the way, experienced an 18-month return on investment. Gatzow says would-be users shouldn’t be surprised. Research from management consultancy McKinsey, he says, shows that costs of purchasing LED luminaires are dropping 30% a year. Efficiency rates and life-spans are going just as quickly in the opposite direction, he says, so that by 2020 the energy saving compared to today’s conventional lighting is expected to reach 90%. “These are important numbers for municipalities who must be fiscally responsible with their tax payers’ money,” says Gatzow. Another key driver for upgrading to LED is reducing crime rates and improving citizens’ perceptions of safety. The response from residents, common council members and city managers, according to Gatzow, has been “overwhelming.”•

Clearly, SSL has a cool factor, but he says it’s people on the commercial architectural side, as well as the entertainment side, that want them. “But they aren’t really sure why,” says Lincecum. “They say they love the energy-efficiency aspect, but I feel it’s something else—perhaps the fear of missing out.” This ambiguity can be dangerous as it may cause an issue after installation. Clearly on the commercial side, there’s a knowledge gap. “It’s definitely more complex than it was when you just had to install a simple relay system,” he says. That said, this condition represents an opportunity to step in as an educator. Interestingly enough, Lincecum says this job is so big, he “hates it” when no lighting designer is involved on a project. “Clients always want an expert to turn to, and ask questions and get advice. We’re really the start-up guys and that’s enough of a challenge,” says the VP. “For us, this is really the most critical aspect of a project. In the end, he says it’s really about end-user satisfaction and how well the system functions in a daily setting. This, however, is crux of the matter, for in his opinion, the client must to define what it really wants. “A good lighting designer will fill in that gap.”

In one case, he says a customer is tapping into those sensing capabilities to gauge space occupancy, and having the BAS adjust HVAC and lighting accordingly. “It all relates back to having a plan. Before you do anything, you have to involve the right people, including staff, to understand
