How to do a building health-check
A
How to investigate an apartment complex A strata report can reveal both physical and financial problems of an apartment building, including inadequate maintenance funds and building defects. Also known as a strata search, this process involves an investigator trawling through the documents and correspondence related to a strata scheme and highlighting potential issues for buyers. Reports generally cost buyers a few hundred dollars, but may be cheaper if a report on the scheme has been recently completed. Strata Reports Victoria director Jane Giacobbe says investigators primarily focus on the financial health of the strata scheme, as well as evidence of building defects such as water leaks and noncompliant cladding. “We go back a number of years through the budgets that were proposed and accepted,” she says. “We see the day-to-day expenses. Has there been any increased maintenance work? What has caused any defects? Was there any under-budgeting?”

partment buyers tend to focus on the location, layout, views and interior fit-out of the property they’re interested in. What’s arguably more important is the financial health of the owners corporation, and the condition of the building itself. Low strata levies are often touted as a selling point, but in many cases should be a red flag for buyers. If a strata scheme is financially healthy, ongoing maintenance and major repairs can be actioned without putting owners out of pocket. But if a scheme is underfunded, the building poorly maintained or riddled with defects, buyers can expect to pay special levies in the future, potentially costing thousands of dollars. Investigators also check whether the insured value of the building matches the most recent valuation, and whether any owners are continually in arrears. Forgoing a strata report can be risky, because vendors may not be forthcoming with vital information, according to Giacobbe. “The vendor might not disclose to you there’s been a whole lot of water penetration issues or essential services issues they’re trying to get on top of,” she says. “Essential services and water penetration are as high up there as the cladding issue.”
Risks of underfunded strata schemes Underfunded schemes can cause headaches for future buyers who inherit the obligation and cost of maintaining the building. “When people buy an apartment, it doesn’t cross their mind that they’re buying fire sprinklers and passenger lifts,” says WT Partnership associate director Adam Adkin, who specialises in facilities management. The cost of maintaining and replacing items like these is detailed in a 10-year maintenance plan – a requirement for all NSW owners

Financial statements and minutes from annual general meetings are easier to obtain than email correspondence between strata committee members, which could reveal whether problems are being actioned or ignored. “If it’s not in that information provided, it’s very hard to get it,” Giacobbe says.

Adkin says owners corporations often limit the scope of maintenance plans to keep quarterly levies low. “Owners corporations look at items beyond the time they’re interested in the building and have that excluded from the plan,” Adkin says. Failure to plan for future costs should be a major red flag for buyers, according to John Jackson, strata
records investigator at Jackson Strata. “You don’t want to see that the owners corporation is intentionally not following the budgetary recommendations from a capital works fund plan,” he says. “That’s generally a sign that there may be a dysfunctional committee. “They want to believe they are somehow avoiding the inevitable cost. If that’s the case, there may be a large special levy for works that haven’t been properly budgeted [for].” Quarterly levies vary between buildings, but Adkin says strata fees of $4000 to $5000 per year can indicate an owners corporation is adequately planning for the future. “If any body corporate fees are lower than that, our advice is that it’s probably underfunded,” he says. While low fees may seem appealing to buyers, Adkin says the balance sheet of a strata scheme will become a bigger selling point as the building ages. “If your maintenance fund is healthier, people will come around to the idea that that’s the better apartment to buy.” Daniel Butkovich is Domain’s National Advice Editor. Vashti and her partner Jeremy Wortsman opened their short-stay guest house, Jacky Winter Gardens, in the Dandenong Ranges in 2015. Already living in the area, part of their motivation for creating the weekender in this region “was wanting to lure out other people to [the] Dandenongs to witness the beauty of this part of Australia”. The couple purchased the almost dilapidated property, knowing an extensive renovation was nonnegotiable, because they were “instantly taken by the gardens”. “They were wild and peaceful, and as you walked further down to the creek you just felt something in the land that was magical and inspiring,” Vashti says of the 2000 square metres of garden and bushland surrounding the Belgrave home.

Vashti and Wortsman knew they wanted interiors that matched the beauty of the exteriors, and engaged interior architect Sarah Trotter of Hearth Studio. The floor plan was reconfigured and the home completely overhauled during a 10month renovation process. The one-bedroom home has an open living area, fireplace, wireless music system, library and deepsoaking bath. The work of Australian artists and designers from Worstman’s illustration agency The Jacky Winter Group is also showcased within the house, giving the home a live-in gallery feel. The serenity of the short-stay rental is palpable and the couple offer a week-long artist residency each month for nine months of the year. “The house has the comfort, cosiness, luxury and relaxation you feel when you have everything you need,” says Vashti. The personalisation the weekender offers also attracts getaway-goers. “If you stay in someone’s holiday house, you can really see their own style and I think that’s really special because it
creates a new experience for you,” says interior designer Jenna Densten of Design School. Before she and her husband, Josh, had their daughter they used to go on road trips most weekends. “We love the go, go, go of city life but come the weekend we wanted to escape town,” she says. Planning for their future and growing family, the couple invested in a holiday house. Living in a small city terrace without much space, they believed the “perfect balance would be to have somewhere in the city and the coast where the kids would have space to run around and we could hang together”. To make this financially possible, the pair always intended to rent out their family holiday house when it was vacant and decided to hold back on yearly overseas trips. “For now, we’re happy to give [up the] idea of an annual holiday overseas and, in return, it kind of feels like we have a multiple mini holidays every week,” Densten says.
Purchasing a modest beach shack (now affectionately known as the Shack) in Skenes Creek, their aim was to create a low-maintenance holiday rental where “people could open the doors, exhale and relax”. “We’ve only had the Shack for a little over 12 months and have already seen people return,” says Densten. The couple refrained from repainting the original yellow walls and faux-timber panelling, deciding it was these details that gave the home “this amazing feeling of cosiness and beach life”. The quaint beach shack facade of the home is deceptive. “It looks small from the outside,” says Densten. Inside reveals a spacious twobedroom home, styled in Densten’s preferred tonal palette with collected secondhand furniture and nostalgic ephemera, including a record player, DVD collection and Nintendo 64 console that will unleash anyone’s competitive side. “It doesn’t matter how much you love you someone, when you play Mario Kart you still want to win,” says Densten.
It’s these thoughtful details – the comfortable interiors you’re not afraid to bring sand into and the 500-metre walk to the beach – that have made the Shack a popular weekender choice along the Great Ocean Road. Almost four hours in the opposite direction sits the Summer Residence on Balnarring Beach. After selling their city home, Kate Dinon and her husband decided to rent locally and purchase a coastal property instead. “It is less of a financial burden and a great way to structure things for us,” she says. Dinon says the property “was always meant to be just for the family” but once she enlisted interior designer Chelsea Hing for renovations, the project expanded. “The house ended up being really beautiful and it made sense to share it with others when we’re not using it,” Dinon says. Structurally Hing reorganised the floor plan and clad the house in timber panelling. For beach house interiors, she says “there’s the opportunity to play more than you might in a primary residence”. Taking cues from the Hamptons beach style, Hing incorporates escape-from-your-everyday-life touches, including the free-standing bath, mixed timber and tiled floors, a brass vanity and open storage. “Visitors say the house gives you an immediate place to turn off,” says Dinon. “A weekender should feel restful, and I think ours genuinely feels like you’re right at home.”

PREPARE YOUR SOIL ■

Your garden, and subsequent produce, is only as good as your soil. So, it goes without saying, you’ll need to invest some time, effort and money into cultivating rich, nutrient dense soil for healthier plants.

Creating your own compost is an easy addition to building a healthy soil. Unfortunately, the bagged soil products on offer lack the natural microbiology required to grow healthy, nutrient dense plants, so it’s important to add your own rich compost to the soil. It’s always good to add an organic fertiliser – like “blood and bone” or Dynamic Lifter – to the mix as well. Just be sure to water it in well.

Planting
Find a sunny spot in your garden (or designate a patch of lawn). You’ll need about six hours of sun each day and I’d recommend one to two square metres as a start. Always place plants where they can get rain (not under eaves), as this keeps them clean and healthy and will also deter pests. A fortnightly drink of an organic liquid fertiliser and seaweed extract will keep them happy and producing the goods.
Some plants are better grown from seeds or seedlings and some are best to plant as more mature plants. Do some research, planting the appropriate kind will ensure you get strong plants with less time spent waiting to grow. Always ensure you get your plants in the ground at their favoured time. Generally speaking, September is best for warmer coastal cities and waiting until October is recommended for cooler areas (after frost).
If you’ve got a courtyard ready for growing, invest in a selection of pots and planters in a variety of sizes with a similar textural theme. A courtyard can look instantly abundant with pots spilling over with leafy greens and soft herbs like parsley, dill or coriander. Sunlight is key, so think about using the height of pots to maximise your plants’ rays.
Balconies A balcony garden can quickly become an enchanting jungle of plants. As tomatoes grow taller and cucumbers climb higher, you can create a nice little micro climate for other plants to shelter behind – just remember to leave yourself a place to sit. Choose a few larger pots rather than several small ones as this will decrease your watering requirements and look less cluttered. During the week, I get up at 5am and run five kilometres. I get to listen to loud music, think about what I’m going to do for the day and run out any frustrations I might have. Then I’ll make my kids smoothies, put the coffee on and pump out their lunches. Our morning is super regimented because they have to get the bus at 7.30 but somehow it always ends up being a rush.
It’s always the same bus driver, so if he sees us walking down the street he will wait, which is not something you necessarily expect in the city and it gives me nice Daylesford vibes. Mid morning
I love working at home, but it’s also important for me to be around people and get out of the house a couple of mornings, otherwise my internal narrative can be unconstructive. I’ll tend to do writing and budgeting at home because I need to be in my own little space.

We catch her in a rare break in her routine, having just finished a 12week accelerator program and the launch of her first book, Family, Food & Feelings. “There might be work or a new project coming up soon, but I have this need to fill the space in between instead of just enjoying the downtime,” she says.

W
hen Yvonne Shafir and her cat Violet moved into this St Kilda East property, it was a “blank canvas”. Everything in the Spanish Missionstyle home was white, except for the lime carpet. Shafir immediately set to work, painting the outside deck and fence pink, and introducing her growing art collection, in the pursuit of “turning the house into a home”. While Shafir may live alone, colour is a constant companion and character that fills this home. The playful residence offers a story in each room, including a “fantasy garden Christian Lacroix-inspired mural in the hallway” and an installation in the office called Day at the Beach. As you move through the home, narratives unfold – from the Hollywood-glam bedroom to 19thcentury Parisian boudoir bedroom, and Thai temple en suite. Shafir cheerfully proclaims “overall, a botanical surreal thematic is at play”.
Shafir moved into the home in 2017, after spying it on a newsfeed. “After decades of apartment living in New York and a stint in Melbourne’s north, I wanted a suburban experience, with a garden and no flight of stairs in sight.” In a short period of time, she has well-and-truly made this 1930s property her own, and has become pals with the neighbours. Shafir says the street is a “kitty cul-de-sac”, where her cat Violet has also “made friends [and frenemies]”. Although Shafir has created a truly personalised home for herself here, she acknowledges that the space is never truly finished. She says “the house is in a constant state of flux” where colour “is the main character in the house soap opera, which traverses time and places”. Shafir enthusiastically concludes “at the risk of sounding pretentious. I see the house as a total art work: Gesamtkunstwerk” – a German concept, referring to singular work of art that makes use of many art forms. unbury is a little bit country and a little bit city and sits happily between the two. A town only absorbed into metropolitan Melbourne this century, it’s famous for being the birthplace of the Ashes, the home of the 1970s counterculture Sunbury Music Festival, and one of the state’s oldest wine regions. On the road and train line to Bendigo as well as the end of the suburban line of the same name, Sunbury sits 42 kilometres north-
west of Melbourne’s CBD. It’s a 50-minute commute by rail and only 20 minutes’ drive from Melbourne Airport. The area’s grandest house, the ornate Rupertswood, had its own private railway station until the early 2000s but is better remembered as the site of the famous Christmas 1882 match between members of the English cricket team and the locals. When the visitors won, Rupertswood hostess Lady Janet
Clarke had the bails burned and presented to the touring team as a joke; the rest is cricketing history. Rupertswood was sold in 1927 to the Salesian Society, a Catholic organisation which turned it into a boarding school for boys from 1929 to the early 1990s. After a brief period as a hotel it is now an administration centre for the co-educational Salesian College, which is located on Rupertswood grounds nearby.
Sunbury has an independent cinema, a central hub for shopping and the pursuit of the perfect caffe latte, and a wine scene dating back to 1858. Particularly known for its shiraz, Sunbury’s cool, dry climate also produces other varieties like riesling, chardonnay and semillon. House prices have climbed 48.6 per cent over the past five years and held their own in a falling market. The more expensive Sunbury homes tend to be on larger plots of land – a hectare or more isn’t uncommon.
