THE OPPORTUNITY
Angers has the great fortune of having Saint-Serge. While many cities have pushed production out of their city centres, turning former industrial areas into housing or offices the industrial area of Saint-Serge offers Angers a huge opportunity. The opportunity to create a new neighbourhood that demonstrates a unique collaboration between production, living, working and play. A place that drives innovation, takes advantage of the shared economy, and benefits the whole of the city to strengthen Anger’s position as the productive heart of the region. Production in cities is changing in two ways. Firstly, it is embracing a new relationship with local markets through ‘value’ and locally produced food and products. Now, on-demand manufacturing and fabrication can outcompete against mass produced imports. Local production can also capture a certain form of ‘waste’ and re-purpose it, embracing the circular economy or even avoid waste through fixing technology first. Secondly, it is the importance of knowledge based specialisation which may target a particular industry. In the case of Angers this may be high-tech or agricultural expertise. Knowledge and technical based spin-offs can be exported, offering income
through services and technical production. Importantly, the knowledge should have a base in the local market which allows it to quickly test and prototype its products.
Therefore, we have designed a strategic process that involves three steps: • PREPARING - where the site is opened up to a range of stakeholders to dream and create a shared vision; • CULTIVATION - where ideas defined in the vision are prototyped; • HARVESTING - where the prototypes result in concrete interventions. The process is iterative and involves stakeholder engagement, sharing responsibilities and allowing space for failure, learning through doing, and looking for regular feedback as the project is developed in order to adapt.
The transformation for the Saint-Serge district will maintain existing jobs and industry, build on its strengths and assets and encourage the current business to take advantage of these new trends. The transformation will be a co-creation process allowing space for innovation and experimentation. It will create a quality urban and landscape environment, that is well connected to the city centre and surrounding neighbourhoods, and attract new residents and activities to ensure Saint-Serge becomes a leading productive area of the 21 century.
PROCESS - YEAR 1-2
The first step focuses on divergence and opening the door to input and contributions from all possible stakeholders to facilitate dialogue. It is the moment when a wide range of ideas and perspectives are explored. The ideas are tabled and stakeholders have the liberty to dream openly. Interviews, expert groups, focus groups, talks, walks, debates, exhibitions, presentations and parties fuel this reflection, allowing stockholders a range of opportunities to communicate. We synthesise all of this into a small number of themes representing the feedback. Finally, key stakeholders
For a successful transformation, we need to position ourselves within the dynamics of a site owned by a range of public and private actors, which have to meet the needs of the city, surrounding neighbourhoods, and the region. A masterplan will not be sufficient to allow for the transformation required. Even if a masterplan was perfect, it would not bring the stakeholders together and build value. There is no shortage of great ideas; the challenge is to find the ones that resonate with the actors and context.
(representing the main interests for the sites) are brought together for a co-creation workshop over a number of days. The result is a vision document that provides the foundations for the following two steps, Cultivation and Harvest. STAKEHOLDER APPROACH
Firstly, the ‘institutional entrepreneur’ is identified to drive and take responsibility for the process. Often this is a public actor, in this situation we assume ALM (AngersLoire Metropole) will take this role. With the institutional entrepreneur, we map stakeholders in terms of power and interest, and plan out specific engagement events including the first steps. Secondly, the site is opened to the general public through communicating with the business, landholders and public actors via interviews or focus groups. It is then opened to residents (neighbours) and users (clients/business employees) through walks, talks and workshops. Later, the conversation will be expanded to include further stakeholder outreach, and events and exhibitions. As the actors have a diverse range of interests, an independent development agency is proposed with representatives from the Ville d’Angers, ALM, SOMINVAL,

ALDEV, private actors, the universities, the innovation units (Vegepolys + Cité de l’Object Contecté), and others. The development agency will help drive the development process, fund activities on the site, connect actors, and communicate the vision. The development agency is responsible for the success of the project and is independent from the political process. The objective is that the development agency will run on a balanced budget and at zero (or low) cost to the taxpayer. Not all stakeholders will be interested in following a co-creation process, however, without co-creation it may be difficult to find common values. CHARACTER AREAS IN TRANSFORMATION
The contents of these panels represent how this proposed process could be carried out across the five character sites. If it was applied in reality, the outcomes may be very different. Nevertheless, while the scenarios may change, the process would be very similar. Stage 1, preparation and quick wins, focuses on finding ways to maximise opportunities for production, key connections, and new synergies across the site and between the actors.

The second step, Cultivation, creates the space for emergence, testing ideas, and learning. In this stage, a few key ideas that were identified in the vision will be explored through transitional projects. Some of these projects may be a success and become prototypes for more concrete constructions preparing the ground for Step 3. Other projects will fail, however, any losses will occur before significant investment is made. The key will be to take the lessons and build upon the successes for the to the next stage. In this phase, the stakeholders are able to find new possible ways to collaborate, and space to explore and test new ideas. This is particularly important in the areas of urban logistics, production, new functions of the wholesale market, the circular economy and waste. This process is designed to ensure the transformation is not just ‘business as usual’, but that it enables Saint-Serge to become a leading incubator of ideas and the future of the productive city. It is
also a phase where new skills can be shared among stakeholders and training of locals residents for employment and jobs in the future stages can take place. The transitional projects are not kicked off at once, but during an annual call for projects based on a theme and the available space. In this way, both big and small projects can happen co-currently. These transitional projects are likely to be taken on by entrepreneurs whom are able to move quickly. As the entrepreneurs may lack experience, they are offered strategic support through an onsite business incubator. Like tech startups, they will be helped to map out risk, define development strategies, communications, funding, and business models to ensure that the projects have greatest chance of success. All projects are test cases for more permanent interventions. Alongside the call for projects, technical studies into the challenge of flooding, logistics and accessibility, landscape design, and densification can be developed.
STAKEHOLDER APPROACH
THE PRODUCTIVE CITY
The development agency is the ‘bridging actor’ connecting site owners and possible project entrepreneurs, and reaching out to stakeholders to understand and measure what is working. Regular communication events help to keep stakeholders up to date and to provide transparency in the process. Within each area, an action group is developed that focuses on the specific issues of that area of the site (for example on SOMINVAL, Fours à Choux, La Doyenne). This action group brings together neighbours, businesses, organisations, interest groups and the development agency around concrete problems, and looks at ways of pushing their own specific challenges. To bring users and residents to the site, events are held such as festivals, learning groups, presentations and exhibitions. This continues throughout the process and ensures that there is always a reason to visit the site.
Here we build on the functions of the productive city that are to remain on the site (such as the MIN and the cement works) while testing new forms of production. This also means that any re-zoning and planning policies are reviewed at this stage to protect certain productive land uses that have a much lower real-estate value than housing or offices. Research and pilot projects are undertaken into new methods of logistics, manufacturing and waste with local actors as well as universities, institutions and private companies. CIRCULAR SAINT-SERGE
We propose 3 Circular Economy flows for the project area: 1 . MATERIAL FLOWS - Innovative production methods in Fours à Chaux FabLabs. Here 3D printers produce parts of buildings that are assembled on site and the flexibility of modular multifunctional buildings ensures a longer life span. factory to reuse the materials efficiently, which is linked to an online platform, where buyers can easily exchange these materials. 2. FOOD STREAMS - Supporting local cooperative farms and produces in the region by shortening the food supply chain with Smart Logistics. Online platforms, just in time delivery and electric vehicles will continuously monitor food quality so food is delivered on time to ensure restaurants and businesses of Angers always have the freshest produce. 3 . SOCIAL VALUE CHAINS - As well as the creation of jobs, the above chains create places where people interact with each other and form community bonds helping to build a strong local identity boosted by Food and Produce festivals. In addition, there are new training and job opportunities for residents. Each of the approaches supports one another to create long life spans for buildings, employ people and develop new businesses to improve the economic, environmental and social performance of whole Angers.

PROCESS - YEAR 4>
The Harvest is about convergence. It is where the process from stage one and two comes together. Investment and long term commitments are made and plans literally become concrete. It is also the time of negotiation, where the development agency can set aspirations for sites and negotiate with developers and landowners to get the best public outcomes. The development agency is the driver at this stage, managing with incentives and regulations. To stimulate the development of more attractive urban conditions and to pay for public domain construction, special planning conditions are developed. For example, developers (both public + private) are given bonuses if they build to certain standards or contribute to public space or community spaces. Within the development agency, a design review committee is assembled to ensure that all projects are consistent with the vision and the design quality standards and aspirations set in the vision
process. Any projects developed on the site must also be accepted by general planning laws of Angers. The business incubator developed in Stage 2 is turned into a business development agency to link businesses and available commercial space within the site while ensuring that their business approach is sound and consistent with the objectives of the vision. Ideally, projects encourage usage across the day, while feeling safe at night. New forms of mixed land-use are also developed, carefully selecting sites where tensions are least likely to arise. As a number of new typologies are proposed, such as the combination of logistics, manufacturing and living, the development agency may need to deliver some pilot projects. This would be done on key high profile sites through design competitions and in partnership with existing occupiers to demonstrate the architectural possibilities and
incorporating best practice. These pilot projects would show the market that these schemes are not only possible, but also can be attractive to potential tenants and be commercially viable. WELCOME TO ANGERS, THE NEW GATEWAY
With the construction of the new road junction in 2025, the character of a number of the sites will change. Through the use of temporary projects, such as the urban forest at La Doyenne, the challenges of this interruption can be overcome. Once constructed, the new junction presents an opportunity to improve the efficiency of logistics, and to create a new gateway to the city. This gateway will be a large earth mound, partly made from the construction waste of other developments. On arrival, visitors will see a green hill covered in the fruit trees that symbolise Productive Saint-Serge.

use. New business networks have been formed, as well as groups specifically focused on logistics, waste and resources, and the sharing of services across the site.
STAKEHOLDER APPROACH
The stakeholder approach at this stage is three-fold. Firstly, it generates the development activity on-site, which eventually creates development capital for the public space and community spaces. Secondly, it connects working environments with businesses to ensure that the space is active. The development agency may offer temporary use of commercial space to avoid vandalism and to kick-start activity. Thirdly, this stage ensures the newly developed areas are relevant for residents and users. This may involve events, music, theatre, art and other activation activities which bring people to the space.
Angers has the great fortune of having Saint-Serge. And now is the time for a new kind of transformation. An approach that embraces the complexity of the local conditions, includes stakeholders, and allows space for change and innovation. It is the chance for Saint-Serge to be at the centre of production for the region. To be a driver of the local economy, an innovative mixed-use neighbourhood that learns from its strengths and builds on its tradition. It is time for Saint-Serge to realise its ambition and be the productive heart of Angers.

The wholesale market is a major economic driver and asset for the region and Angers. The initial phase involves working with SOMINVAL, market users and ALM to set the vision and path for future transformation. Preparation projects focus on improving connections to the site and activation events. The Food Dome will be created as a centre for discussion, engagement, and events. It will also be the home of the first Angers Festival of Local Produce.

The Saint-Serge Business Park currently has a number of retail and logistics businesses. The site is subject to flooding and the land is in mainly private ownership. Preparation involves working with existing businesses and landowners to understand their operations, needs, and aspirations to develop a shared vision that considers opportunities for intensification and collaboration. A number of catalyst projects, such as identity signage, is also proposed in preparation for the next phase.
The Boulevard has challenges with appearance, adjacent underused land, pedestrian and cycle connectivity, and parking. It will also be significantly impacted from the new motorway junction in 2025. The preparation phase involves working with land owners and other stakeholders to identify challenges, opportunities and develop a vision, as well as activation projects to test possible uses. New signage and way-finding to help legibility and encourage people to walk and cycle will be developed.
A former limestone quarry, there are challenges with contaminated soil and access. The existing concrete plant is an asset and is to remain onsite. The preparation stage involves engagement and site activation with actors, institutions and surrounding communities. Catalyst projects include the construction of a temporary path across the site from Monplaisir, community events, work to remediate the land, the conservation of the lime kilns, as well as constructing simple structures for meetings and engagement events.
A large site with significant underused areas that is home to Cité de la Solidarité. The area will be affected by the new junction in 2025. The first step is to establish a shared vision with stakeholders on the site. Preparation projects include improving access, legibility and connecting with the existing community organisations and local residents and to run an activation program that could involve urban gardening and festivals.
The market will be the thriving heart of the site. As a local employer it will continue to expand and diversify its services offering sales, restaurants, and training opportunities, and become a destination for workers and residents. A new Food Hall will be constructed that will serve locally-produced food. It will bring the community into the market, and fresh quality food to the community. It will also run a local food distribution network using velo bicycles. New commercial space and residential developments will be constructed on the edges, allowing for the co-habitation of a range of functions and scales of activity. Logistics will be consolidated at the north of the site and it will become a leading example of an efficient urban logistics and mobility system that delivers to Angers and the region. New technologies and digital platforms will help to redistribute food resources efficiently to minimise waste and improve delivery times.

VISION
SHORT-TERM SPATIAL VISION
Saint-Serge Actif will become a key employment and production area, building upon its existing strengths and boosted by the introduction of new functions, and mixed use activities. A range of types of space will be provided from large stacked warehouses for logistics, to smaller studios suitable for technology companies. The existing space will be used more efficiently through a variety of intensification approaches that will be developed with private landowners at the building and plot scale. Pilot projects will include new living and working spaces, as well as the development of a vertical mix of production. Shared facilities such as waste, logistics and parking will help improve efficiency across the wider site. Connections will be improved through new green links between the Wholesale Market and the River Maine. New buildings are designed to be resilient against flooding, for example, no key functions on ground floors, and across the site landscape barriers, wider streets and strategic routes to retain and divert water will be incorporated.

Boulevard Gaston Ramon will be more than a road, it will form the backbone of the northern part of Saint-Serge and connect the neighbourhoods. It will have its own distinct identity as a green and attractive space that allows efficient and pleasant movement for walkers, cyclists and vehicles, linking Monplaisir to the Maine River. It will also be an address for new mixed-use buildings that will help improve the street frontage and bring new uses and residents to the area. Small pocket parks will deliver community space and help with placemaking. The appearance of existing buildings will be upgraded with facade improvements and new entrances. Landscape works will allow for water retention on site and improved pedestrian and cycling access. With the new interchange in 2025, a new “Gateway to Angers” on the eastern edge will be created with a landscaped hill and grove of fruit trees to welcome visitors to the productive Angers.

Four à Chaux will celebrate its heritage as a place of production. The existing concrete plant will remain, while through a gradual transformation the land will be remediated and become a site where fabrication and innovation meet. From the outset, members of the surrounding institutions and residents of the adjacent neighbourhoods will be involved in the co-creation process. A new innovation hub will occupy the existing building and house a FabLab and many small companies. It will be a place known for working and doing, connecting ideas with making and building skills, and training for employment, particularly related to construction, manufacturing and design. New forms of recreation, work and living will also be introduced as well as improved connections with a new link between Monplaisir and the Wholesale Market.

THEMATIC AMBITIONS
Creation of public stage for community events
La Doyenné will be the home of community. It will build on its strengths, including Cite de la Solidarite and Chabada concert hall, to create a gathering place for local community organisations and promote social cohesion. The area will serve the neighbourhood of Monplaisir as well as the workers and expected new residents of the surrounding areas. An activation program will allow for a people focussed transformation that will see the introduction of more functions and activities such as leisure, living and workspace. The area will also undergo an ‘urban greening’. This will involve an urban forest, creation of a natural play space for children, and community gardens. A series of green connections, including the disused railway line, stitch the site into the surrounding neighbourhoods, linking it to Saint-Serge, Fours à Chaux, Monplaisir and La Tournerie.
