OUR current president Gary Groves has good and bad news. The good news is that he has a new position with a major company which involves him travelling throughout the North of England and Scotland. The bad news is that, because of this, he will have to resign as president. On behalf of chamber members and directors, I want to pass on our grateful thanks for the work he has done as president. Gary is staying on as a director so he will still be involved in the running of the chamber. A new president will be in post by the annual general meeting in June. In the meantime, I will fill the gap. While I am on the subject, it would be remiss of me not to mention that Fraser Campbell of Campbell Dallas Chartered Accountants has stepped down from the board after many years of sterling service as finance director. His invaluable support and advice was essential both to me personally, when I was chief executive, and to the board of directors. He was a steady guiding hand at the helm of our finances and will always be welcome at our meetings. As ever, the chamber is looking for ways to improve services to our members and has appointed five new directors to strengthen the board. They are Nick Allan, Erik Archer, Laura Grant, Mark McRae and Iain Ross - all bringing a beneficial range of skills and expertise to the table. You can find out more about them on pages 4 and 5. I was privileged to represent the chamber at the Dunbartonshire Young Enterprise Awards at Strathclyde University on 24 April. The four finalists Douglas Academy, Dumbarton Academy, Lomond School and St Peter the Apostle High School showed great skill and entrepreneurship. Everyone was amazed at the talent and innovation on display – I believe the future of commerce is in very good hands. Of course, they were all winners on the night, but there had to be an overall winner. That honour went to Dumbarton Academy – many congratulations to them but also to the other finalists for an excellent show. On that positive note, I hope you have an excellent summer holiday and return refreshed ready to continue the battle that faces business owners everywhere in these continuing challenging times.

Chamber Appoints Five New Directors to Board DUNBARTONSHIRE Chamber of Commerce has five new members on its board of directors.
Modern Apprenticeships (MAs) also provide an excellent route into the workplace for young people looking for a job and give employers a cost effective way to hire.
This brings board strength to 12 and greatly enhances the chamber leadership’s range of skills and expertise.
The Tell Organisation is recruiting business administration MAs and has a bank of candidates short-listed, interviewed and ready to work if you are looking for new staff. See page 6 for more information.
Welcoming the new appointments, honorary president John Corcoran, said: “The new directors have hit the ground running and are already working hard on behalf of the chamber and its members.
The extension of help which Youth Business Scotland can give to include young unemployed and under-employed people up to the age of 30 to become self-employed is to be applauded too. (Page 7)

Next year, Scotland hosts the Commonwealth Games and golf’s prestigious Ryder Cup. Both will bring an influx of visitors and provide an unrivalled opportunity to showcase what our country has to offer. Of course schools have a very important role to play in educating young people and ensuring they have the necessary skills and attributes to make their way in life. The new curriculum includes enterprise education so it is appropriate that West Dunbartonshire schools have joined the chamber. As honorary president, John Corcoran, said on signing the schools partnership agreement with Terry Lanagan, executive director of education services at West Dunbartonshire Council: “It is never too early to give young people the opportunity to find out about business and entrepreneurship.”

Last, but by no means least given the importance of the sector to the Dunbartonshire economy, a new Scottish tourism industry jobs strategy has been launched by the Scottish Government. (Page 8)

Mark is head of business services at the Glasgow office of accountancy firm Haines Watts.
Previously a director and managing director of SME’s and a successful negotiator of multi-million pound projects, Erik also has extensive sales and marketing experience.
His firm provides accounting, tax, audit and other business advice to a range of wide sectors and has experts in forensic accounting, corporate finance and business recovery.
He is an associate director of Integrated Environmental Solutions Limited – an innovative Scottish-based global leader in buildings analytics and software consultancy which it uses to reduce carbon emissions and energy spend in new and existing buildings.
Mark has advised companies on improving their profitability, restructuring, tax savings, financial reporting, training and has provided technical and commercial advice.
Laura, of online marketing agency, Tag Digital, has a strong track record in communications using both traditional and digital media. With a joint honours degree in law and English, Laura began her career in magazine publishing in New York, before taking on television production roles in the UK. She was listed in The Drum magazine’s Top 30 under 30 Women in Digital UK 2012.

Iain Ross of Ross Telecom Consultancy Iain spent many years as a manager with BT in Scotland latterly as price design manager for its business customers. He set up Ross Telecom with the aim of ensuring businesses get the best deal from their telecoms supplier at contract renewal – and that there are no errors or overcharging in between times. He intends to provide information, resource, enthusiasm and an action centred approach to the chamber to help drive it forward.

news in brief… Budget Summary Tweets HOT on the heels of the budget statement in March, Campbell Dallas was using social media and online channels to keep its clients informed. The chartered accountancy firm has embraced Twitter as a way of advising people quickly about the chancellor’s latest economic strategy. It also uses targeted emails and posts updates on its website. Fraser Campbell, partner, explained: “During economic uncertainty, innovation can be the single most important factor in staying ahead of the competition. “With social media quickly becoming one of the fastest growing communication methods today, we knew if we did not embrace it, we would be left behind. “When the Chancellor presents his budget each year, it is vital that we get our summary of it to clients as soon as possible, so we can highlight issues likely to affect them, their families and their businesses. Modern Apprentices Recruitment Drive THE Tell Organisation is recruiting business administration Modern Apprentices for employers in West/Central Scotland. Tell says that Modern Apprenticeships (MA) can help provide the right mix of skills, attitude and enthusiasm for businesses. Its services are free thanks to funding from the Scottish Government to train 16 to 24 year olds. Although Tell covers the costs of the MA, wages are the responsibility of the employer. Minimum pay is £2.65 per hour in the first apprenticeship year and thereafter employers must adhere to National Minimum Wage guidelines. However, local authority subsidies may be available which allow employers to claim back between 50 and 75 per cent of wages for periods ranging from six months to two years. Tell has a bank of candidates who have been shortlisted, interviewed and are ready to work. It also offers apprenticeships in customer service, management, dental nursing, engineering, motor vehicle maintenance and health and social care. www.tell.co.uk
Social Networking Connects European Circuits SOCIAL networking has helped European Circuits Limited (ECL) connect with the product designers and engineers of tomorrow, as well as with clients worldwide. Students from the University of Strathclyde (pictured top right) recently visited its Clydebank factory to see for themselves how its production processes and business strategy work. The initial contact was made following posts by the company on Twitter and Facebook. University of Strathclyde teaching associate, Ross Maclachlan, explained: “I was actively looking for local and interesting companies that linked with the theme of the Technology Concepts class. “I quickly came across European Circuits through their online presence and was initially attracted by the range of product and client case studies. “The tour of the facility was excellent, demonstrating a successful social media strategy that is normally only seen in B2C businesses – that ECL are successfully generating new global B2B business opportunities through social networking is a extremely valuable lesson for students who are not only focussed on the physical design of products but also in delivering them to a broad range of users in an innovative way. “The visit was unique in the way it combined both business strategy and production process elements. There were many
other lessons throughout the tour, for plant design and layout, lean implementation and state-of-the-art PCB design, fabrication and assembly facilities.” ECL business development manager, Philip Briscoe, added: “We’re happy to get involved in these kind of tours to show students what we do. Business Support Extended to 26-30 Age Group YOUTH Business Scotland (YBS) can now help young people up to the age of 30 become self-employed.

Previously the organisation, which was formerly The Prince’s Trust and PSYBT, concentrated on the 18-25 age group.
It is hoped this will increase the number of disadvantaged young people moving into self-employment.

Solas Boss Short-Listed for Top Business Award
New Scottish Tourism Industry Jobs Strategy
SOLAS Group managing director Graham McLellan (pictured) has been short-listed for a top Scottish business accolade.
A new strategy to attract more skilled people into jobs in tourism has been launched by the Scottish Government.
“As we prepare the nation to welcome the world to Scotland in 2014, ensuring employers can access the training they need is more important than ever. “Strong leadership and management from the tourism sector are vital to build on the success of campaigns like Brave and the current Year of Natural Scotland. “Tourism is one of the leading growth sectors of the Scottish economy, currently employing around 185,900 people across more than 13,000 businesses. “With record investment, the sector has set ambitious growth targets and aims to increase annual visitor spend by 2020.” With 2014, when Scotland will host the Commonwealth Games and the Ryder Cup, fast approaching, getting new people into the sector and developing good leaders are industry priorities. The plan has been developed on behalf of the Scottish Government by Skills Development Scotland, working with industry partners, Scottish Tourism Alliance (STA) and the Tourism Skills Group. Graham is in the running for the Microsoft Social Entrepreneur of the Year award at the prestigious ceremony which takes place in Edinburgh on Friday, 12 June. He faces stiff competition from seven other candidates including Jim Duffy of Entrepreneurial Spark, former lawyer Olivia Giles of 500 Miles and Robert Tamburrini of NG Homes. “I have to say I am slightly embarrassed, as I am only doing my job, and don’t really see myself as doing anything special, never mind award-winning,” he said, “especially when you look at the other finalists! “However, anything that brings Solas and social enterprise in Scotland onto the radar is something that I will support “Solas is all about the team here, supported by our trustees, and really this nomination is for them, not just for me.” Dumbarton-based Solas, which celebrated its 25th anniversary in 2012, is one of Scotland’s most successful social enterprises. It has grown from a community business created to draught-proof council houses in 1987, into one likely to have a group turnover of £10 million by 2017. www.solas.biz

Real Time Information
PAYROLL reporting in Real Time Information (RTI) is now firmly upon us – employers have until 5 October to ensure that they are up to speed with the new system, says Liz McKenna, tax senior with Campbell Dallas Chartered Accountants. After this date, full HMRC RTI submission reports are required each time a payment is made, regardless of their frequency. Previously, details of payments and deductions made to individual employees were not reported until the end of the tax year. Now, to comply with the new legislation, RTI reporting requires: • Employers to report details of payments and deductions each time they pay employees; • Accurate employee information. If employees fail HMRC validation checks, payments cannot be processed; • All employees to be reported even if they earn less than the lower earnings limit or are casual/irregularly paid workers; • Correct submission payment dates, which change depending on the pay date, and frequency of pay • A full payment submission report (FPS) must be submitted before employees are paid. If paid monthly, 12 FPS submissions are sent a year; if weekly, 52 submissions and so on; • A monthly Employer Payment Summary report which reports cumulative details or any statutory payments. Any mistakes in the FPS should be corrected on a subsequent FPS/ EPS. The penalties that apply under PAYE will remain unaltered for the tax year 2012/13, but from 2014, it will change to include those for ‘in-year’ inaccurate returns. Lastly, from April 2014, the government has introduced a £2,000 allowance which is to be offset against employer Class 1 liability. This should be claimed via RTI payroll. Employers should use this ‘grace period’ wisely and either adapt their payroll processes or work closely with their payroll provider to ensure full compliance by 5 October. £1.6m Clydebank Project Creates Jobs A £1.6 million project to build seven new workshop units and prepare six additional sites for small factories will bring up to 50 new jobs to Clydebank. The development, off Glasgow Road at Clydebank East, is to meet demand in the town for small workshop units, following the success of the nearby John Knox Street (JKS) workshops. “We are delighted to be meeting local needs for more modern workshop units”, said Graham Mochan, chair of Clydebank Re-built, the town’s urban regeneration company which is behind the project. “We are building on success. Space at our expanded JKS Workshops is always at a premium and we have already had enquiries from businesses interested in expanding or opening up at Clydebank East. “During construction we will be working with Clydebank College to offer real industry experience. As part of their studies, about 50 students on the construction course will follow the project from start to finish.” The new Clydebank East workshops are Clydebank Rebuilt’s first regeneration project to be procured through
Factfile Hub West Scotland, which was recently established by the Scottish Futures Trust for the delivery of new community infrastructure and buildings. Building work is already underway with appointed contractor, Fleming Buildings. The workshops, which range in size from 550 to 1,200 sq feet, should to be ready for September this year. Debbie McNamara, chief executive of Hub West Scotland, added: “We are pleased to be working with Dunbartonshire contractor, Fleming Buildings, on this important regeneration project. “This shows our commitment to working with the local supply chain as well as offering opportunities to construction students at Clydebank College.” In addition to the seven purpose-built workshops, the Clydebank East site will have a number of ready-to-build sites for small factory units which businesses can purchase for their own unit or factory. www.clydebankrebuilt.co.uk
CLYDEBANK Re-built was established as an urban regeneration company in 2002 by West Dunbartonshire Council and Scottish Enterprise. Over the last 10 years, £50 million has been invested in a number of regeneration projects, including Queens Quay, formerly John Brown’s shipyard site, Clyde Gate and around the town centre. Clydebank College’s new £34 million campus at Queens Quay opened in 2007. Clydebank Re-built has received more than 20 national and international awards and accolades for its regeneration work in the town. Hub West Scotland is a public/private partnership formed in April 2012 between various public sector participants, Scottish Futures Trust and the Wellspring Partnership Limited. Clydebank Re-built is a Hub West Scotland participant. The hub initiative was established by Scottish Futures Trust nationally to deliver new community infrastructure and buildings. It brings community planning partners, including health boards, local authorities, police, fire and rescue services together with a private sector development partner to increase joint working and deliver value for money.

Organisation SCC is chaired by Nora Senior, who will speak to Dunbartonshire chamber in May. Liz Cameron, the former lady provost of Glasgow, is SCC’s full time chief executive and heads up a staff of 10.
However, it is not all Hollywood glamour and sporting superstars. SCC attended a meeting with MP’s, MSP’s and US airline representatives to seek the abolition of Air Passenger Duty (APD). APD is widely seen as restricting both the number of tourists who fly into the UK and their movements within it but the key battle is to persuade the Treasury that removing it will be more than offset by the benefits to the economy.

Not surprisingly, the upcoming referendum will be a focus for SCC. While SCC remains apolitical, it will be asking questions relevant to the Scottish business community.
Dr Mike Cantlay, chairman of VisitScotland talked to SCC about the recent unprecedented focus on Scotland and the boost this gives to the tourism industry. He referred to the huge impact of the Commonwealth Games and Ryder Cup coming to Scotland in 2014, as well as to the promotional benefits from Disney/Pixar’s animated film ‘Brave’. He explained that VisitScotland was able to capitalise on the intense media coverage. 12

New Dunbartonshire Employer Services Team A NEW employer services team is geared up to help Dunbartonshire businesses with their recruitment and skills needs. Skills Development Scotland (SDS) has appointed Sharita Guy (pictured right), employer engagement adviser, and Alastair Gillen (pictured below), relationship account executive, to give employers more direct support and advice. Operating on a regional basis across local authority areas, they will be on hand to offer advice as and when required. This follows the recent launch of Our Skillsforce, a comprehensive new employer web service which provides easy access to a range of public sector information and support services, to help employers meet their future skills needs. The new team will engage with local and regional stakeholders including Scottish Enterprise, Business Gateway, East and West Dunbartonshire Councils and with the local employability partnership. They will also work closely with organisations which represent businesses and employees, including Chambers of Commerce, the Federation of Small Businesses and the STUC.

West Dunbartonshire Schools Join Chamber THE chamber of commerce is hoping to encourage tomorrow’s entrepreneurs by signing up schools in West Dunbartonshire as members. Honorary president, John Corcoran, welcomed the partnership agreement with West Dunbartonshire Council: “All schools, specialist schools, nurseries and educational support units are now members of Dunbartonshire Chamber of Commerce. “The underlying philosophy is to introduce industry and commerce to pupils at an early stage. “It is never too soon to give young people the opportunity to find out about business and entrepreneurship. “Parents often want their children to be academic but they can be very successful and make an excellent living with a trade or commercial enterprise. 18

Great Scottish Swim Comes to Bonnie Banks

DUNBARTONSHIRE businesses are being urged to support the Great Scottish Swim which takes place in Loch Lomond this year. The organisers, Nova International, want chamber members to get involved in what is Scotland’s biggest open water swimming event on Saturday, 24 August.
An anticipated 2,000 swimmers can chose from a half-mile, one-mile or two-mile course depending on their level of ability and will have expert kayakers and safety boats with them every stroke of the way.
The swim is likely to provide a huge economic boost to the area with accommodation providers, restaurants and tourism related businesses benefitting from an influx of around 20,000 spectators.
The Team Challenge encourages group entries from colleagues, friends or family members, with prizes for the fastest in each category, and can be used to fundraise for charity.
Businesses are being encouraged to put details of any deals or promotions for swimmers and their supporters on the event’s website and via its social media.
Teams can upload a photo, with a brief description of how they know each other and why they are taking part in the event to the swim website.
Funding partners Events Scotland, Loch Lomond and Trossachs National Park (LL&TNP) and West Dunbartonshire Council (WDC) are delighted the event is being hosted locally. Councillor David McBride, convener of environment and economic development at WDC, said: “I’m thrilled we will be hosting this international event. We also passionately believe that Loch Lomond and West Dunbartonshire are fantastic tourist destinations and so we’re delighted that the Great Swim will attract thousands to come and see that for themselves.”

Staff Equality: A Cross to Bear The beginning of 2013 brought employers’ responsibilities under the Equality Act 2010 into sharp focus, with the European Court of Human Rights ruling that a Christian airline employee was discriminated against when she was banned from wearing a crucifix necklace. At the same time, however, a number of similar cases were not upheld, and the Equality and Human Rights Commission will be publishing guidance for employers and employees to avoid confusion and hopefully prevent the need for further costly and divisive litigation. In the meantime, employers would be well advised to reconsider all their policies and procedures, to ensure that where they are applied they do not impinge on employees’ freedom of thought, conscience or religion, but also on their many other rights enshrined in the Equality Act; in other words, their right not to be discriminated against on the grounds of age, disability, gender reassignment, marriage
and civil partnership, pregnancy and maternity, race, religion or belief, sex or sexual orientation. Discrimination can come in many forms. In our experience many employers have applied a ‘cut and paste’ generalised policy on equality which, without being tailored carefully, might not be suitable for their specific workplace, and we have also seen employers fall foul of the law by not reacting appropriately to even minor concerns about equality. Therefore, reconsidering now your approach to all aspects of your business, and that includes from job applications, promotions, training, right through to how you deal with retirement, may save you the hassle and significant cost of unnecessary litigation where you may end up being looked on unfavourably by an employment judge. Meet the Buyer AROUND 35 local businesses got a chance to Meet the Buyer and network at an informal event organised by West Dunbartonshire Council (WDC) in Clydebank Town Hall at the end of March. New Certificate Prepares Young People for Work SCOTTISH businesses have backed a new employer assessed, work experience-based qualification for young people.
“This certificate is going to go further than anything before it in eliminating that doubt.”
The Certificate of Work Readiness has been developed by Skills Development Scotland in response to feedback from employers that young people do not have the ‘soft skills’ required to meet the demands of the workplace.
The Scottish Qualifications Agency accredited certificate takes an average 10 to 12 weeks to complete and is unique in that it is only awarded following employer assessment.
It is targeted at 16 to 19 year olds who have a positive ‘can do’ attitude and features 190 hours of real life work experience. Maggie Morrison, SDS board member, said: “It has been an age old complaint of the business community that those starting out on the first rung of the career ladder, no matter their academic ability, often do not have the practical knowhow to succeed from day one.
Its completion will greatly increase a young person’s employability as it shows they have met a standard that employers are looking for. The Certificate has attracted the backing of industry, employer bodies and companies of all sizes across Scotland. www.ourskillsforce.co.uk

YOUNG entrepreneurs from Dumbarton Academy took a top award for their innovative business which promoted the ideas behind UNICEF’s Rights of the Child. The school won the Campbell Dallas Award for Best Overall Company and received their trophy from the firm’s Rhona MacKinnon at the Young Enterprise Dunbartonshire (YED) final review and award ceremony in Glasgow in April. They were closely pursued by the Prospect YES Company of Lomond School, Helensburgh, who were runners-up, and who also received the Clydebank College Award for Best Presentation. Dumbarton Academy’s Right Company also won the Wide Blue Award for the Most Innovative Product or Service and the Dunbartonshire Chamber of Commerce Award for the Best Company Report. The Aggreko Award for Best Trade Fair Stand and the University of Strathclyde Award for Best Marketing Strategy went to Spark of Douglas Academy in Milngavie. Young Enterprise The Young Enterprise Company Programme has run for 40 years. It allows pupils aged 16 to 18 to test out their business ideas by setting up and running their own company in schools over the course of an academic year. They elect a board of directors, raise share capital, produce and market a product or service of their own choice and thus gain valuable experience of all aspects of business operations. At the end of the year they liquidate the company and present a report and a short presentation to their peers and guests at the YED final review and awards ceremony.

Love Loch Lomond Funding Success VISITSCOTLAND is helping fund a marketing campaign for the Love Loch Lomond tourism partnership.

The money will be used to support an £85,000 marketing campaign, with particular emphasis on the current Year of Natural Scotland. Scottish Enterprise is also providing Love Loch Lomond with financial support for the marketing campaign and product development initiatives. The money will help pay for a range of spring into summer and autumn marketing activities including new themed video films and itineraries, promotional print, online and press advertising campaigns, travel press relations and holiday competitions, as well as maximising the growing tourism potential from social media. The award was announced by Mike Cantlay, chairman of VisitScotland, during a visit to Love Loch Lomond’s stand at VisitScotland Expo 2013, Scotland’s premier businessto-business travel trade event. He said: “I’m delighted the hard work of Love Loch Lomond has been recognised. The funding will contribute significantly to the ambitious plans the group has for the area,
