‘PEOPLE Make Glasgow’ has been revealed as the new slogan for the city. While we may not have the marketing budget of our neighbours, we do have quality people and it is people who make a chamber of commerce. One of the first things I did when I started up my own legal firm was to join the chamber. I am a commercial lawyer and wanted to become ‘of commerce’ in Dunbartonshire.

Therefore, in the best Hollywood tradition, I am going to get my people to talk to you. Every member will have a chamber director assigned to them. Their job will be to contact you regularly, to tell you about the exciting autumn programme of events we are lining up and about our chamber benefits. They will also listen to your concerns and relay them to the board. We will engage with our members so that they can engage with each other and together our people will make our chamber better.

The chamber now is a far superior commercial offering. Membership of both Scottish and British Chambers of Commerce make us part of one of the largest business organisations in the UK. We have political clout with both the Scottish and UK Governments. We offer great benefits, such as Chamber HR, Chamber Healthcare and a new valuable benefit, exclusively for members, which we will be launching later this year. We also have good connections with both East and West Dunbartonshire Councils and can inform and influence debate at a local level. Where we have fallen down recently, however, is in generating commerce among our members. I firmly believe that people do business with people, and that fostering networks and connections remains the best way to build this up – you can’t get an app for that.

TOURISM is an important driver of the economy in Dunbartonshire and this issue of InCommerce reflects that.

We are fortunate in East and West Dunbartonshire to have great natural beauty on our doorstep which draws visitors from the rest of Scotland, from the UK and from abroad. It was a real pleasure to dine aboard the Maid of the Loch in her 60th anniversary year and hear about her owners’ plans for her sail again. The Loch Lomond Steamship Company (LLSC) needs to raise £4.9 million to make that happen and I very much hope it succeeds. Afloat again on the Bonnie Banks, I am sure she would be a major tourist draw and her proximity to Loch Lomond Shores surely adds to the attraction. (Page 13) Talking of Loch Lomond Shores – it has just recorded its highest visitor numbers during the early summer since it opened more than a decade ago. Despite tough economic conditions, or perhaps because of them, more people are visiting the Lochside shopping centre and visitor complex at Balloch. Chamber member, Love Loch Lomond (LLL) capitalises on the unrivalled strength and appeal of the area by promoting it. It has unveiled a new visitor guide which should generate an extra £1.7 million of new business in the Loch Lomond, Clyde sea lochs and Trossachs area. It has helped a well-known European broadcaster make a programme which will showcase the area in Belgium and the Netherlands. It’s new manager, Karen Donnelly, brings a wealth of experience and expertise in the tourist industry to the role. (Pages 22-23) Kirkintilloch Canal Festival also goes from strength to strength with a week long programme of events around a nautical theme culminating in a spectacular weekend both at the marina and in the town centre. This brought almost 30,000 visitors to the area last year and boosted the economy by nearly £400k. (Page 18)

As a result he was involved in discussions on West Dunbartonshire Council’s ambitious economic development strategy for 2013-16. He said: “There is no doubt that the critical messages and desired outcomes in the strategy resonate with the chamber of commerce. “I am pleased to have the opportunity to work with the council representing the interests of the chamber and its members.” Nick, who runs Nick Allan Associates Ltd, participated in discussions surrounding a number of key strategic reports and plans brought forward for approval on the day. As a result of the meeting, the council has invited the chamber to meet senior officers to explore how both organisations can work together to deliver economic development objectives for the area. Nick also attended the inaugural meeting of action group ‘Making the Most of Milngavie’ in June which is supported by Milngavie Community Council and other local organisations. The purpose of this well-attended meeting was to generate ideas and support for making Milngavie a better place to live, work and visit. Independent facilitators led discussions on the following issues • • • •

What do you most like about Milngavie? What's special about it for you? What don't you like? What bright ideas do you have for Milngavie’s future?

BEARSDEN solicitor Stewart Rennie is the new president of Dunbartonshire Chamber of Commerce. Stewart (48) has been on the board of directors for more than two years and is company secretary of the chamber. He was elected unanimously at the AGM which was hosted by chamber member, Virgin Active, in Milngavie in June.

Major Development Proposed for Kirkintilloch PLANS to develop East Dunbartonshire Council’s former headquarters and a neighbouring site were recently unveiled by the Sim Property Group. Tom Johnston House and the adjacent Whitegates Business Park could become a major mixed use development with a large foodstore, petrol filling station and restaurant/drive through. There would also be business and general industrial units, a day nursery, car parking and associated landscaping. Chamber directors Nick Allan and Iain Ross attended a consultation event at Kirkintilloch Leisure Centre at the end of June to find out more. They will report to the August meeting of the board so that the chamber can make representations when this important planning application is made probably in autumn.

Stewart is a partner in the legal firm Rennie McInnes LLP which he runs with his wife, Aileen. They have two children aged 10 and 11. “The chamber is the voice of business in Dunbartonshire,” he said. “It’s our job to ensure members talk to each other – it’s through networking and events that they can develop their businesses and drive commerce. “We have good links with East and West Dunbartonshire Councils and with Scottish Chambers of Commerce which means we can raise issues on behalf of members.” Honorary president, John Corcoran, said he looked forward to working closely with Stewart. Chairing the AGM, Mr Corcoran admitted that it had been a ‘tough year’ both for the chamber and its members due to the economic climate. He added: “We have strengthened the board with new director appointments and will focus on giving our members an events programme to be proud of.” The AGM approved the co-option of businessman Erik Archer, chartered surveyor Nick Allan and telecoms consultant Iain Ross to the board of directors. Mark McRae of accountancy firm Haines Watts was appointed finance director and freelance journalist, June Hyslop, was reelected to head up chamber communications.

news in brief… Responsib’ALL Day of Action on Drinking EMPLOYEES at Chivas Brothers’ Kilmalid site in Dumbarton took part in parent company Pernod Ricard’s global day of action on responsible drinking – Responsib’ALL Day in June. Employees heard from guest speaker, police superintendent Martin Gordon of the Scottish Academy of Business Resilience Excellence, and took part in driving simulations, quizzes, reaction-time challenges and a morning-after test to see how long it takes alcohol to leave your body after a night out.

Responsib’ALL Day takes place simultaneously at Pernod Ricard affiliates throughout the world – with 18,800 people taking part globally.

Low Carbon Skills Funding Launch

FOR the first time, businesses in East Dunbartonshire are being asked for their views to help shape support services in the area.

SCOTTISH businesses can access funding to help train employees in energy efficiency.

The inaugural East Dunbartonshire Business Survey takes place from Monday 2 September to Monday 4 October 2013.

Skills Development Scotland has launched the Low Carbon Skills Fund for 2013-2014. This gives businesses with up to 250 employees the chance to apply for up to £12,500 towards employee training costs. Including:

Firms will have the chance to say how business support services in East Dunbartonshire can better meet their needs, to reflect on the previous year’s performance and on confidence levels for the future. The results will be published and should provide an overview of the challenges and opportunities of running a business in East Dunbartonshire. The information will be used to help determine the future range of products and services offered by East Dunbartonshire Council and the local Business Gateway service. Businesses of all sizes and sectors are being encouraged to participate, particularly chamber members. Funding for up to 25 episodes of training; 50 per cent of training costs, up to a maximum of £500 per episode.

The aim is to make Scotland a world leader in sustainable energy. Eligible training includes renewable energy, low carbon technologies and microgeneration; energy efficiency, environmental and clean technologies; waste management and re-use and reducing carbon in supply and energy management. The fund cannot be used for statutory training, however, it is available for training relevant to emerging legislation in the low carbon sector. New Your Radio MD TRACEY McNellan has been appointed managing director of Your Radio by the Romanes Media Group (RMG). Tracey has extensive radio experience including 20 years with Radio Clyde, latterly as boss, the only female to head up the station. Her most recent role in radio was as managing director at Capital FM East Midlands, based in Nottingham. In her new role, Tracey will have overall responsibility for the station including programming and commercial strategy as well as overseeing its growth.

Your Radio is an independent radio station serving the Firth of Clyde broadcasting on 103 and 106.9 FM with a transmission area including Helensburgh, Dumbarton and Kilgreggan. It is also the station of choice for many listeners in Greenock and Clydebank.

Funding for Recruitment and E-Commerce EXTRA help is on offer in East Dunbartonshire for small firms to grow both their workforce and their online business.

In addition to Your Radio, RMG has 32 newspaper titles, including the Dumbarton Reporter and Clydebank Post, complementary and sister websites with over one million visitors a month, and special interest magazines.

A grant of up to £750 is available, in addition to fully funded consultancy support covering financial, human resources and legal advice, as well as management training, through East Dunbartonshire Council’s recruitment programme.

Its e-commerce programme has the same grant available plus expert consultancy support and training. The aim is to promote business growth and support is tailored to the particular needs of each client, comes fully funded, and is completely impartial. Micro businesses with less than 10 employees currently provide almost one-third of private sector jobs in Scotland, yet they face a unique set of challenges when looking to expand their workforce. E-commerce offers micro businesses a unique opportunity to raise brand awareness, reach new markets and increase sales. European Circuits Secures Major Asian Contract EUROPEAN Circuits Limited (ECL) has secured a breakthrough Asian contract likely to be worth more than £250,000. Two engineers from Pakistan-based Horizon Technical Services, Khalid Habib and Azher Ali Khan, recently visited its Clydebank electronics manufacturing plant to carry out acceptance testing on six different printed circuit board (PCB) products that ECL is supplying. Feedback from the Pakistani engineers was very positive and they have since indicated that their company would be placing more orders. ECL’s own engineers will continue to perform testing on behalf of Horizon before shipping the products. Horizon Technical Services, which employs around 200 people in Islamabad, produces data verification and telecoms products for the banking industry in Pakistan.

This is ECL’s first major order from the Asian region. If successful, it’s anticipated that not only will there be more demand for these same products, but that other Horizon products are likely to come on stream creating more business for ECL.

Tissue Solutions Strengthens Business Development Team TISSUE Solutions has appointed Dr Derek McFerran as business development director Derek has more than 15 years’ experience in life science research with 12 of them spent in industry working in the fields of bio-manufacturing and drug discovery. He has held a number of positions spanning roles including assay development, project design and management, as well as in sales and marketing. He joins Tissue Solutions after five years at PeproTech, a world leader in the manufacture of cytokines, where he was responsible for account development within UK, Ireland and Scandinavia achieving key account growth of up to 200 per cent. Preparing to Meet the Costs of Care SCOTLAND’S elderly population will more than double in the next two decades.* It will mean a sharp rise in the need for care for older people, in particular for those over the age of 85, and for those suffering from various forms of dementia. There is a common misconception that all care is free in Scotland but this is not the case. For example help with housework, laundry, shopping, services outwith the home and the cost of supplying food or preprepared meals may not be covered by free personal care. With many older people remaining in their own home, these outlays can soon mount up. In relation to residential care, there are capital limits to consider and rules about deliberate asset deprivation. Savings, private pensions and property are all taken into account.

For those who need to self fund residential care, charges can be high costing an average of more than £25,000 a year for a period of up to eight years. Sound income planning is essential as the rules about who has to pay and how much can be confusing. There are specialist products such as Immediate Needs Annuities and other funding solutions available. Older people also need to think about granting a continuing power of attorney to allow someone else to act on their behalf if they become incapacitated. THE Maid of the Loch celebrates her 60th anniversary this year with a fundraising appeal to raise the £4.9million needed to get her sailing again. Loch Lomond Brewery recently unveiled a specially created commemorative ale which is being sold on the iconic vessel and elsewhere with a percentage of the profits going towards the appeal.

The Loch Lomond Steamship Company also organised a diamond jubilee dinner aboard the Maid to showcase what it has to offer to invited guests. This took place in the beautifully refurbished Queen's Restaurant at the rear of the ship. Guests included MSPs Jackie Baillie and Annabel Goldie; John Millar, depute provost of West Dunbartonshire Council; Lomond ward councillor Hazel Sorrell; Murdoch Cameron, MBE, of Balloch and Haldane Community Council and Dunbartonshire Chamber of Commerce directors John Corcoran, Robert Wilson, James Richardson and June Hyslop. The last paddle steamer to be built in Britain is currently tied up at Balloch Pier as a visitor attraction and venue for events and functions. He joins at the same time as fellow director, Aelred Nicholas, who organised a successful 1980s music night on board the Maid in June. The Balloch woman is the youngest board member of LLSC whose directors all give their time for free.

The Journey Rewarded Vince and Sheila Sweeney tell how they fell in love with the luxurious facilities at Portavadie Marina. IN the summer of 2011, Vince Sweeney and his wife Sheila spent three months sailing around the west coast of Scotland. They visited beautiful places, saw stunning scenery and met interesting characters along the way. But it wasn’t until they sailed into Portavadie Marina that the real adventure began. Two years on and their yacht Islay is now permanently berthed there, and the couple, who live in Cheshire, jump in the car and head north as often as they can.

“We instantly fell in love with the place,” explained Vince. ”Having spent the winter squeezed back into my tight berth in the tidal marina at Conwy, the lure of the luxury of Portavadie, with its commodious berths and access into some of the finest cruising grounds in Europe, really became a bit of a no-brainer. ”Yes, we would have an extra four hours to drive but again, the marina’s strap line of ‘The Journey Rewarded’ resonated in our continued >

minds and we knew in our hearts that it was perfect for all of our future sailing and holiday needs.”

and the Kilbrannan Sound, the wider expanse of the Firth of Clyde and the majestic beauty of the Kyles of Bute.

The five-star facilities were certainly a draw. Vince describes the bathrooms, complete with under-floor heating and hair straighteners, as ‘undoubtedly the best I’ve come across’.

“Ardrishaig, a 10-mile sail up the Loch from Portavadie, gives access to the Crinan Canal, and the Western Isles beyond.”

The real pull, however, was the location. “It’s just stunning,” he said. “Here’s this modern marina set in the most glorious wild scenery. The view from the boat across the loch to Arran is pretty unbeatable. And where else offers berths with over thirteen metres of crystal clear water under keel?” The waters around Portavadie were a revelation: “It’s the almost limitless number of sailing options within hours, or less, of Portavadie that make this area unique. There are so many deserted bays, silent anchorages, lovely hotel moorings and hidden gems that it’s hard to know where to begin.” One of his favourite discoveries is Caladh Harbour which he describes as, ‘the most beautiful anchorage’ he’s ever seen. It’s not just the close-at-hand sailing that Vince appreciates – part of the appeal of Portavadie is the ease of access to other sailing grounds. “Loch Fyne stretches north to Cairndow and south to Inchmarnock Water, a virtual crossroads giving access to Arran

Because the marina is situated in a deep-water lagoon, there’s no restriction on draft and the berths are accessible at all times of the tide. For Vince, who’s used to a tidal marina, this is a real plus: “You just put the sails up and you’re off. There’s no checking the tide timetables or waiting for a window of opportunity. It’s a very relaxing sailing environment.” For Vince and Sheila, Portavadie is about much more than the sailing. They enjoy the whole experience, from the restaurants and bars to the friendly staff.

Sheila calls the boat their ‘floating caravan’ and the couple come and stay on it throughout the year, even spending Hogmanay on board. “We just love the place,” Vince said. “It’s great to arrive at the weekend and have dinner in the lodge or a drink in the bar. “The food is fabulous and great value, particularly the seafood ploughman’s which comes with a mountain of locally-smoked salmon and trout – and nothing beats sitting on the boardwalk on a sunny day just watching the world go by.” The fact that there’s such a range of accommodation on site – from luxury apartments to £18 per night bed-and-lockers – makes it easy for Vince and Sheila to ask friends and family to join them on holiday.

They’ve also enjoyed the social events organised by the marina, such as the cruise to Otter Ferry, and meeting other berth-holders. From day one Vince and Sheila were made to feel welcome by the staff and this has been the icing on the cake. “The team is exceptional. They seem to have this collective determination to make our experience as enjoyable as possible,” Vince added. “Nothing’s ever too much trouble.” He also knows that when he’s away his boat is in good hands. “Craig and the lads keep an eye on Islay and that’s a real comfort. I know they’ll fix any problems or let me know if I need to do anything. You don’t get that level of personal service in many marinas. What’s more, they’re sailors themselves so they know their stuff.” Vince and Sheila always look forward to the sailing season to spending lots of weekends on the boat. “We don’t mind the journey at all,” Vince remarked,Ï “Sheila finishes work at lunchtime on Thursday, we head straight off and we’re on the boat in time for supper. “It feels like we’ve come home. Occasionally in life you make a really good decision – moving to Portavadie unquestionably rates among our ‘Fynest’ yet!”

Nautical Theme for Kirky Canal Festival IT’S Kirkintilloch Canal Festival time again with a week-long packed programme of events centred around a nautical theme. The festival runs from Monday 19 to Sunday 25 August and offers its most diverse programme of events and activities ever with something for all the family. Highlights include ‘Story Week’ celebrating local history tales, while cruising on the Forth and Clyde Canal, and 'Get Active' Saturday, showcase activities designed to get people of all ages involved on and around the canal. This will be followed by the popular Saturday evening concert and fireworks display. The festival culminates in a gala day around the town centre and marina on Sunday with lots of attractions including: • • • • • • • •

canal boat trips; M&D funfair at Barleybank and the marina; historical re-enactments in Peel Park; police open day; walk on water in giant bubbles at the marina; children’s activities at the Auld Kirk Museum and William Patrick Library; huge outdoor shopping fayre in Cowgate; stilt walkers, face-painting, live music and dancing.

Traders are being encouraged to get into the spirit of things by opening over the whole weekend and by adopting a nautical theme leading up to and during festival week, including window dressing, themed restaurant menus and entertainment. “The Canal Festival is huge for the town and it is estimated that last year it brought out 28,000 visitors and generated £389k for the local economy,” said Rhondda Geekie, leader of East Dunbartonshire Council. “We want local businesses and traders to be a part of that success this year and urge them to get involved. Visitor Numbers Soar at Loch Lomond Shores

LOCH Lomond Shores recorded its highest number of visitors in the early summer months since the attraction opened more than a decade ago. The lochside shopping centre and visitor complex at Balloch, West Dunbartonshire, welcomed more than 210,000 visitors in May and June this year – 14,000 thousand more than the same period last year despite tough economic conditions. Retailers at the complex also report excellent trading during these months demonstrating that Loch Lomond Shores has built on last year’s success, when it was ranked the second most-visited free attraction in Scotland with a record 1.13 million people. Sealife Aquarium Cinema Nights in Jeopardy Poor attendance at the third trial screening at Loch Lomond Sealife Aquarium could jeopardise plans for regular film nights. The owners have called on the local community to support the venture if they want it see it continue. “Our first two trial nights had been such fantastic successes, we were thrilled,” said general manager, Craig Connor. “However, the cinema... is not something we can run at a loss.” The Balloch marine visitor attraction has said it will still show fortnightly films until the middle of September but can only make them a permanent feature if it has popular support. The aquarium boasts a huge iWerks screen, stunning lochside views, easy visitor access and free parking. Ticket prices have been kept low at just £6 for adults and £5 for children. £6.5 Million for Energy Skills Training AN INVESTMENT package worth £6.5 million to further develop oil and gas, and other energy, training courses has been announced by First Minister, Alex Salmond. He said: “Scotland's energy industry – across all sectors – needs 95,000 more people between now and 2020. “This is a huge opportunity – by ensuring our workforce has the right skills and training, Energy Skills Scotland will support our energy industry and ensure that people can access the jobs that are available.” The investment in Energy Skills Scotland (ESS) is led by Skills Development Scotland (SDS) and located at Robert Gordon University.

WEST Dunbartonshire Council (WDC) has secured almost £1 million to tackle youth unemployment. Up to 290 young people in Dumbarton, the Vale of Leven and Clydebank could be helped into work thanks to funding of £933,000 from the Scottish Government and European Social Fund.

The initiative will help ensure Scotland has the qualified workforce the energy industry needs to meet future demand. ESS will work specifically to attract and support more women, young people and mid-career professionals into the industry.

The Youth Employment Scotland programme aims to give 16 to 24-year-olds a fresh start by paying half their weekly wage for the first six months in a new job.

An information gateway will be established at Robert Gordon University and this will pull together energy training and courses from across Scotland.

The funding equates to 50 per cent of the cost of paying someone the minimum wage for the first six months in a new job, so long as the recipient lives in West Dunbartonshire. Businesses are also being offered financial incentives to create job opportunities for West Dunbartonshire residents. Employers can claim up to £150 a week, for up to 26 weeks, to cover half the cost of wages. In addition, businesses looking to take on their first employee are also eligible for help. The First Employee Grant offers up to £1000 to help cover the resource implications of hiring staff. New Manager for Love Loch Lomond LOVE Loch Lomond has a new manager – Karen Donnelly – who also runs her own tourism and training consultancy business. Karen has worked in the tourism industry for more than 20 years, both in the public and private sectors, and latterly with the Association of Scottish Visitor Attractions. Her new role is part-time and she will be based at The Old Station Building in Balloch, West Dunbartonshire. Tourism Chief Unveils Visitor Guide A GUIDE to Scotland’s natural playground should generate £1.7million of new business for the Loch Lomond, Clyde sea lochs and Trossachs area. The new leaflet was launched by Mike Cantlay, chairman of VisitScotland; members of Love Loch Lomond (LLL) and other local tourism businesses as part of the Year of Natural Scotland initiative. It highlights gardens, viewpoints, waterfalls, walks, boat trips, nature reserves and other things to see and do in the area. It includes a useful map and gazetteer to help people get the most out of their visit to what is Scotland’s most popular countryside destination.

Belgian TV Travel Showcase A MAJOR TV travel show from Belgium visited the area to film some its key attractions. The crew of three visited Glengoyne Distillery, The Trossachs and Inchcailloch on Loch Lomond in one of Macfarlane Boatyard’s traditional clinker-style boats. 150,000 copies have been printed and are being widely used to underpin a targeted £85,000 marketing campaign jointly funded by LLL, VisitScotland and Scottish Enterprise.

They also discovered the pretty conservation village of Luss and filmed the haggis-making process with master butcher, Joe Callaghan, in Helensburgh.

Stuart Cordner, chairman of LLL, said: “We are a very active consortium of 150 local businesses and are determined to strengthen the promotion of the area in an increasingly competitive marketplace.

While in the area, the crew stayed at the Loch Lomond Arms Hotel in Luss and at The Oak Tree Inn in Balmaha. They filmed for the main holiday travel programme shown on Eén, the largest television channel on VRT, which is the national public-service broadcaster for the Flemish region of Belgium. The programme is also broadcast in the Netherlands.

“The Year of Natural Scotland and the availability of funding support from VisitScotland and Scottish Enterprise enables us to punch well above our weight in UK and European markets.”

It will be shown in spring 2014 and is presented by wellknown Belgian journalist, Kobe Ilsen. SCC represents businesses of all sizes and sectors across Scotland. While its survey found that many concerns were common across the business community, members in Scotland's largest cities were slightly more likely to feel that they were getting the information they needed.

The SCC survey was conducted in conjunction with eminent Scottish economist Professor David Bell and co-funded by the Economic and Social Research Council.

It feels this demonstrates a clear need to make access to information and debate inclusive across Scotland.

Clydebank Town Hall Jolomo Exhibition Coup ONE of Scotland’s most successful and best loved artists, John Lowrie Morrison, known as Jolomo, returns to his roots in Clydebank. A major career-spanning retrospective of his work, ‘A Passion for Colour’, was opened by Scotland’s Culture Secretary, Fiona Hyslop. It charts the evolution of John's signature style over 40 years, from his days as an award-winning student at Glasgow School of Art – where he considered a career as a fashion and textiles designer – to the present day. John is one of Scotland's most popular artists, and the exhibition is expected to draw visitors from throughout Britain to see his signature landscape paintings, and a range of other work which has rarely been on display before. John’s expressionist paintings continue to sell well, despite the economic downturn. He is reputed to have an annual turnover

of around £2 million and is a favourite of the rich and famous, including Madonna, Sting and chef Rick Stein. It was John's affection for Clydebank, where he worked as an art adviser to the old Strathclyde Regional Council, which prompted him to accept West Dunbartonshire Council's (WDC’s) invitation to hold his retrospective in the town. He said: "I felt honoured and humbled at the concept of a retrospective during my lifetime; not something that often happens to an artist. “I really do hope that visitors will find the exhibition interesting and I think that some people might be surprised by the wide range of genres and media used in some of my work. “There are, of course, my iconic landscapes but also on view is figurative, religious, still life, textile design, sketching and drawing work.

For more than 25 years he pursued a successful career in art education from his base in Argyll, rising to principal teacher at Lochgilphead High School, and was art adviser to Strathclyde Region. He gave up his teaching career to paint full time in 1997 and became a highly successful artist who is best known for his colourful paintings of the West of Scotland. John has successfully exhibited his work in solo and mixed exhibitions at numerous galleries in Scotland, England, Europe, China and the USA. In 2005, he established the Jolomo Foundation, a charitable body aimed at promoting and encouraging painting of the Scottish landscape.

“Personally, I'm greatly excited about taking the time with my wife and family to view the exhibition which brings together so much of my life as an artist." Councillor Michelle Stewart, convener of WDC’s educational services committee, added: "The John Lowrie Morrison exhibition is nothing short of a coup for West Dunbartonshire and I’m sure will put Clydebank firmly on the Scottish arts map. “We look forward to welcoming visitors from all over Scotland and beyond to this historic town and historic building of ours.” Clydebank Town Hall Museum and Gallery has recently undergone a £3.65 million renovation. The exhibition runs until 21 September and is open Monday to Saturday from 10am - 4.30pm. Admission is free.

The Jolomo Awards for Scottish landscape painting were launched in 2006 and have been awarded in 2007, 2009 and 2011. With total prize money of £35,000, they are the largest art awards in Scotland and have become an important part of the art scene. In April 2012, John launched the Jolomo Schools Painting Award for landscape painting in conjunction with the Scottish Government. This is aimed at senior school pupils. In the 2011 New Year Honours List, John received an OBE for services to art and to charity in Scotland. In November 2008 he received an Honorary Doctorate from the University of the West of Scotland and in November 2009 he was awarded an Honorary Doctorate of Arts from Abertay University in Dundee for ‘a significant contribution to Scottish culture’.

OVERALL there seems to be very little help for most UK ownermanaged businesses in this year’s budget. The Chancellor has thrown a lifeline to the construction industry with his Help to Buy and Government Guaranteed Mortgages schemes but it remains to be seen whether these will work. Some of the budget changes applied from April 2013 and some take effect at a later date, so timing needs to be carefully considered. Where relevant changes were announced earlier or later, these are included for context.

Income tax and allowances Personal allowance is up from £8105 to £9440 for under 65s. The government plans to ultimately raise this to £10,000 from 2014/15 onwards. Basic rate income tax is currently 20 per cent. The band of income taxable at this rate is being reduced from £32,010 to £31,895. Consequently, the threshold for 40 per cent higher rate tax is up from £41,450 to £41,865 for those entitled to the full basic personal allowance. The rate for taxable income above £150,000 is reduced from 50 to 45 per cent.

Corporation tax The main rate of corporation tax is 23 per cent from 1 April 2013. The Chancellor had already stated that, from 2014, it would be 22 per cent. This is now being reduced to 21 per cent and, from 1 April 2015, to 20 per cent, to equal the small company rate.

Annual investment allowance (AIA) The AIA provides a 100 per cent tax deduction for the cost of plant and machinery purchased by a business up to an annual

limit. This was raised from £25,000 to £250,000 for the two years starting January 2013. On 1 January 2015, the AIA reverts back to £25,000.

Computing taxable profits on cash basis for smaller businesses Smaller unincorporated businesses can opt to compute their profits based on net cash receipts, payments, allowable expenses and other tax adjustments. Most businesses can elect for this if their receipts are less than the VAT registration threshold (currently £77,000).

New scheme for tax free childcare If both parents work, each earning less than £150,000 a year and, if certain other conditions are met, there may be relief of 20 per cent on up to £6000 worth of childcare a year. This will be phased in from autumn 2015.

National Insurance employment allowance From April 2014, there will be an allowance of £2000 a year for all businesses and charities to be offset against their employer national insurance contributions liability, to be claimed as part of the normal payroll process through Real Time Information.

Chamber Supremo Nora Senior Visits Dunbartonshire NORA Senior shared her vision for the chamber movement at a networking meeting with members in May. The newly appointed president of British Chambers of Commerce – their first first female in the role for ten years – also chairs Scottish Chambers of Commerce. Nora, (pictured below and right with honorary president John Corcoran, MBE) first joined the chamber when she set up her own business more than 20 years ago. “There was nowhere to go for advice and the chamber was an absolute lifeline,” she said. “The chamber was set up by business for business – it is an entrepreneurial and enterprising organisation. “We need to make the most of our connections – the potential for international trade is untapped. There are 4.5 million business organisations registered within the UK yet only 77,000 are export active. There are 3.3 million sole traders.”

She went on to say that communications and embracing digital opportunities were important to create the right environment for businesses to flourish. The chamber’s view had been quoted 223 times in either the Scottish or Westminster parliaments. For example - it supports the development of a third runway at Heathrow Airport, has protested about UK air passenger duty being the highest in Europe and has pointed out that GDP would be five per cent higher if our infrastructure was brought up to the standard of comparable nations. She added that Scottish Chambers was very focussed on making it easier for small and medium-sized enterprises to get involved in public procurement. On the collaboration front, she explained that the chamber works with employers, the Scottish Government and other agencies to ensure young people have the skills and training to meet future business needs. Scottish Chambers has successfully piloted a graduate employment programme which resulted in more than 100 graduates securing full-time employment. On the constitutional debate, she explained that the chambers’ role is to facilitate debate, to ensure there is clear information to enable businesses to make an informed, rather than emotive, choice on the options.
