THURSDAY 18 September 2014 will be a historic day for Scotland – it’s my daughter’s 13th birthday. She’s a little miffed that there is another event taking place that is getting more attention – on that day we will be taking a decision that will affect not only our own future – but hers as well. As chamber president, I attended the launch of the Scottish independence White Paper when First Minister Alex Salmond and the whole of the Scottish Cabinet appeared. I was surprised, but also impressed by the lack of visible security. The whole cabinet seemed approachable and talked for a long period in the foyer of the Edinburgh International Conference Centre afterwards. You got the impression that what you had to say mattered – but only on a Scottish scale. In contrast, I also attended a question and answer session with the Prime Minister, David Cameron, which was organised by Scottish Chambers of Commerce. Again, visible security was light but I was told there were 25 plain clothes officers in the room. The venue was not disclosed until two days before the event and the speaker was only billed as a VIP senior cabinet minister right until David Cameron walked onto the stage. He gave a charismatic and polished performance – there was no doubt that we were listening to an impressive and powerful man but he was then hustled off by a retinue of aides with little chance to really connect with him. I think this exemplifies the choice facing us – do we control the destiny of our own small country or are we happy to sacrifice some of this control for the benefits of being part of a bigger player? Whatever your preference can I urge you to speak out – business must make its voice heard. Rest assured that, after 18 September, business will continue and the chamber will still be here, connecting you to the politicians and issues that matter whoever and whatever they may be. Chamber President Quizzes Business Secretary BUSINESS secretary Vince Cable conceded that the recent increase in employment tribunal fees were probably acting as a barrier to legitimate claims being brought. He said there would be a Ministry of Justice review after chamber president Stewart Rennie pointed out that this had led to a 75 per cent drop in applications. Stewart raised the issue at a question and answer session organised by East Dunbartonshire MP, Jo Swinson, who is employment relations minister, at Bearsden Burgh Hall in July. Ms Swinson added that she would be promoting legislation in this parliament to ensure that employees who were awarded sums by a tribunal were paid promptly. Mr Cable also promised to look into the issue of large companies failing to pay suppliers on time, one dear to the heart of many chamber members. He also discussed efforts by the government-backed business bank to inject loan finance into the economy by ensuring that alternatives such as crowdfunding or asset finance have money to lend. Stewart commented: “It was great to have an opportunity to discuss a wide range of issues affecting businesses in Dunbartonshire with such influential people.”

It’s been a busy period of high level meetings, with politicians of all persuasions keen to woo the business community in the run up to the referendum vote on Scotland’s future in September, and with a general election on the horizon. Scottish Chambers of Commerce (SCC) held business breakfasts with Prime Minister David Cameron and with opposition leader Ed Miliband. SCC representatives also met with John Swinney, Scottish Government finance minister, to discuss some of the issues surrounding the draft budget for 2015-16, which will be published in October, after the referendum
SOCIAL media is an increasingly important way for the chamber to keep in touch both with members and with a wider audience.
President Stewart Rennie had the chance to quiz business secretary Vince Cable and East Dunbartonshire MP, Jo Swinson, who is employment relations minister, at an event in Bearsden.
Members can also use it to enhance their profile and reach by interacting with other users. There has been a huge increase of 400 plus in the number of Twitter followers and the chamber now has more likes on Facebook which it uses to showcase events and upload photographs.
Your chamber networks at all levels of government, national and local, and has a seat at the top table when it comes to representing the interests of business.
Its LinkedIn group attracts people who are not yet chamber members but who are clearly interested in what it does.
In this issue of InCommerce we hear from both sides of the referendum campaign just weeks before the historic vote which will decide Scotland’s future either as part of the UK or as an independent country.
Board consultant and social media adviser, Gillian Dick, told the chamber AGM that the biggest opportunities lay with Twitter, and with LinkedIn, which she described as ‘Facebook for business’.
The Glasgow 2014 Commonwealth Games were a big success – the city and Scotland will reap the economic benefits for years to come.
Gillian called on everyone at the AGM who had not already signed up to the chamber’s social media channels to do so and to promote the chamber to business colleagues whenever they can.
The Queen’s Baton relay was hugely popular with thousands turning out in Dunbartonshire to welcome it. InCommerce features three pages of photographs of some of the many baton bearers who helped make it such a triumph.

Eight businesses have moved into the Scottish Historic Buildings Trust (SHBT) Palladian mansion in the Vale of Leven Industrial Estate.
GENEROUS businesses and entrepreneurs have helped boost good causes in East Dunbartonshire.
SHBT property manager Elizabeth Mackay said: “This shows a return of confidence in recovery from the recession.
More than £7,000 was raised at the inaugural East Dunbartonshire Business Awards thanks to the individuals, organisations and enterprises who contributed to the raffle and auction.
“Coupled with the recently proposed Business Improvement District within the industrial estate, this will certainly give a boost not only to the local economy but to the sustainability of Strathleven House which relies heavily on the income generated from its offices and conference facilities to preserve this historic building.

Multi-Million Pound Plans to Transform Bowling Basin Solar Schools Contract for Campbell & Kennedy CHAMBER member Campbell & Kennedy (C&K) has been appointed to deliver the installation of solar photovoltaic (PV) systems for eight schools in Argyll and Bute, including Hermitage Primary in Helensburgh.
The firm’s energy division will manage the whole project, including turnkey consenting, design, installation and commissioning of the solar PV systems. A total of 1,380 panels will be installed by the end of October 2014. Gerry Kennedy, C&K managing director, said, “It’s extremely positive that Argyll and Bute Council has decided to undertake solar PV installations. “We’ve seen an increase in demand for solar as it is a great way to reduce CO2 emissions and energy costs. “We look forward to working with the council and to building a strong relationship.” C&K has four divisions including electrical contracting, fire safety, green energy installation and its digital TV sector. Its clients include Morris and Spottiswood, Keepmoat, Trueventus, Cosmur, Fujistu, Sky Homes and a number of local authorities and housing associations.

MULTI-MILLION pound plans to transform Bowling Basin took a step forward in July following a series of workshops with local residents, businesses and statutory agencies earlier this year.

The contract which is worth just under £400k will contribute towards Argyll and Bute council’s commitment to reduce carbon dioxide emissions by 20 per cent by the end of 2014.
Scottish Canals has submitted a preferred masterplan Planning Application Notice to West Dunbartonshire Council (WDC) and is holding drop-in sessions in Bowling Village Hall on Friday 29 and Saturday 30 August to let people view the latest proposals. It hopes to be able to submit a planning application in September for retail, commercial, leisure, industrial and residential development, as well as improvements to the overall public realm. This will include enhanced pedestrian and vehicular access, improvements to road infrastructure, car parking, woodland management, water space strategy and associated landscape works. Some railway arches at Bowling have already been revamped and detailed planning and listed building applications for the refurbishment of the remaining arches have been lodged with WDC. A further planning application for improved gateway access to the site and a feature opening bridge over the canal to unlock the commercial/leisure hub potential of the lower basin will be submitted shortly. Scottish Canals’ strategic planning and design manager, Christopher Breslin, said: “Working with the local community and our partners at WDC, we’ve developed a number of ideas to help shape the future of the area. “The masterplan is a shared vision that aims to bring increased vibrancy and a brighter future to one of the most picturesque and promising villages on the Forth and Clyde Canal.” www.bowlingbasin.com

Two Go Through to TestTown Final KIRKINTILLOCH’S TestTown participants were so impressive that both the winner and runner-up have gone through to the final of the competition. The winning business – Tiger Prints from Dunfermline – received a cheque for £1000 which comprised £500 from the Carnegie Trust and £250 each from Dunbartonshire Chamber of Commerce and East Dunbartonshire Council. The firm runs an entertainment business for children offering a range of crafts and activities in one multi-station unit, with themes changing from week to week. Owner, Colleen Reid, impressed the judges during her two days of trading as a pop-up in Kirkintilloch town centre in July as she listened and adapted to customer feedback. Runner-up, Love Restored, from Kirkcaldy, is a furniture upcycling business which provides training in craft skills and renovating, as well as retailing its products. The Carnegie Trust, which runs the competition, decided to use one of its ‘golden tickets’ to put Love Restored through to the next stage as well although it didn’t receive any prize money. Both will now take part in the grand final of the UK-wide competition in Cambridge in October which has a £10,000 prize up for grabs and the chance to trade in London’s Oxford Street for a month. www.testtown.org.uk
Kirky Canal Festival Extravaganza THIS year’s Kirkintilloch Canal Festival has the most diverse programme of events ever including pond dipping, walking on water, meet the pirates, urban foraging and boat trips!

Queen’s Baton Relay Triumph GLASGOW’S Commonwealth Games were undoubtedly a great success and a huge boost, not just for the city but, for the whole of Scotland. Scotland finished fourth overall with a record haul of 19 golds and a best-ever total of 53 medals. England topped the medal table followed by Australia and Canada. In the run-up to the games, thousands of people turned out to welcome the Queen’s Baton Relay as it journeyed throughout Scotland.
Baton Hits the Heights in West Dunbartonshire THE Queen’s Baton was welcomed into Duntocher at 7.30am by West Dunbartonshire Provost Douglas McAllister. It then made its way to Faifley, Hardgate and Whitecrook visiting St Margaret’s Hospice before hitting the heights of Clydebank’s Titan Crane where Robert Watts abseiled down with it. Next on the agenda was Clydebank Town Hall, then the Golden Jubilee National Hospital where heart transplant patient Suzanne Swinson did the honours, followed by whistlestop tours of Dalmuir, Old Kilpatrick and Bowling. An undoubted highlight was when renowned climber Dave McLeod scaled Dumbarton Rock with the baton in about 10 minutes flat.

Dumbarton High Street, Renton and Alexandria followed, with a stop at the Vale’s new health centre before the baton moved on to Balloch and Loch Lomond Shores where it was rowed across to Balloch Country Park and visited the children’s hospice at Robin House. Baton bearers ran through Jamestown and Bonhill before heading for Drumry. The baton ended its West Dunbartonshire journey on a barge at the Forth and Clyde Canal in Clydebank. WDC chief executive Joyce White said: “The visit by the Queen’s Baton Relay was one of the best days in our area in recent history. “The community spirit shown by the thousands of residents who lined the streets was brilliant to see, the events along the route were a fantastic showcase for the area and the individual baton bearers were a great example to us all.”

Huge Turnout Despite the Rain in East Dunbartonshire

MORE than 12,000 people lined the baton relay route and took part in a variety of events organised by East Dunbartonshire Council (EDC), the Leisure and Culture Trust, and many local community groups. The baton travelled via Bearsden, Milngavie, Bardowie, Torrance, Lennoxtown, Milton of Campsie, Twechar, Kirkintilloch, Lenzie, Auchinairn and Bishopbriggs through East Dunbartonshire – its last stop on its route to the 2014 Commonwealth Games. Fun-packed programmes were arranged for the Allander Leisure Centre in Bearsden, Kirkintilloch Leisure Centre and Bishopbriggs Leisuredrome, which hosted the farewell party before the baton made its way into the host city. One of the highlights of the day involved the baton travelling on a Seagull Trust canal boat in Kirkintilloch, while Scots funnyman Craig Hill also got nautical when he carried it at Bardowie Loch.

Rhondda Geekie, East Dunbartonshire council leader, was delighted with the turnout particularly given the challenging weather: “The weather was not kind to us, but a huge number of families and individuals lined the route through our town and village centres, and attended our three leisure centres, to cheer on the baton bearers and join in the fun. “I’m pleased so many people, particularly youngsters, got the chance to not only see the baton, but to hold it – a once-in-a-lifetime opportunity. “I’m delighted that the celebrations went well, despite the downpours – it really was a day to remember for the people of East Dunbartonshire.”

Revamp Plans for Dumbarton Central Station PLANS to revamp Dumbarton Central Station took a step forward with the publication of a report by the Strathclyde Building Preservation Trust (SBPT).
It identified a number of ways to improve the underpass and went on to consider the potential for more wide-ranging improvements to the station and its surroundings.
The category ‘A’ listed building is Dumbarton’s principal rail station, on the internationally famous West Highland line, on National Cycle Route 7, close to the town centre, and is of significant historical and architectural importance.
Key to the process was identifying the complex ownership and varying interests in the station including those of ScotRail and Network Rail, as well as of a number of tenants, and other interested parties, including the Railway Heritage Trust and WDC.
Rose Harvie, secretary of Silverton and Overtoun Community Council, and husband Dave, a local historian and author, initially raised concerns about the condition of the Townend Road underpass.
The report acknowledges ‘the complexities of undertaking works to any structure on or near working railways’ and notes that close liaison with the rail authorities will be necessary. The next stage is a conservation management plan which will explain why the station is important and specify what should be done to look after it including repairs. The report also recommended that a prioritised and costed repair schedule and specification be produced at the same time.

Mrs Harvie commented: “This will be a long, complicated, and expensive project, but one which we believe to be achievable and worthwhile, and which would contribute considerably to the regeneration of Dumbarton, particularly as WDC has recently approved, in principle, the construction of the new local authority headquarters in the town centre.” SPBT chief executive, Sarah MacKinnon, added: “SBPT is a social enterprise which works to bring new life to old buildings.
“Dumbarton Central Station is a highly significant building which could be a catalyst for regeneration in Dumbarton. The interest of Silverton and Overtoun Community Council in developing this project demonstrates local community involvement. “We believe we can help the community to cut through the complexities of working with multiple owners and a wide stakeholder group to achieve something really worthwhile here.”

ScotRail has already erected a noticeboard for the community council at the station and is supportive of plans to do more.
West Dunbartonshire Council (WDC) is right behind plans for the station and its surroundings.
“ScotRail is delighted to support the regeneration of Dumbarton Central Station for the benefit of customers and the local community,” said John Yellowlees, external relations manager.
Councillor Patrick McGlinchey, convener of infrastructure, regeneration and economic development, said: “The council is very supportive of this scheme and has already granted over £9000 from the Dumbarton Town Centre Common Good Fund to assist with the project.
“Opened in February 2013, with input from the Stations Community Regeneration Fund and the Railway Heritage Trust, The Coffee Station provides commuters with hot and cold drinks and snacks. “The Armed Forces Veterans Association has an office on the westbound side and it is hoped that the local community will make use of other surplus accommodation on the eastbound platform. “Now we look forward to the benefits that partnership working can bring for the wider environs of the station.”
Network Rail A spokesman for Network Rail said: “We have plans to make significant investment in refurbishing structures at Dumbarton Central, but these works are currently scheduled for 2018. “Unfortunately, with over 350 stations and over 14,000 structures to maintain in Scotland, we must prioritise our budgets based on operational needs. “We are, however, keen to work with the local community to support their plans for the station in the meantime and regularly review our investment plans to take account of new opportunities around the network.”
“The planned improvements will enhance the character and appearance of an important ‘A’ listed building, improve the appearance of the town centre and promote awareness of Dumbarton’s rich history.”
Railway Heritage Trust The Railway Heritage Trust has also supported work at the station and is happy to do more. Its executive director, Andy Savage, said: “The trust was happy to help sponsor The Coffee Station, and is also working with the Veterans Association on its project to upgrade more rooms. “We look forward to further developments as a result of the councils’ involvement, and will help with sponsorship in due course. “We feel that all these initiatives will result in a considerable improvement in the historic station and its immediate surrounds.”

Scottish Chambers’ Dunbartonshire Economic Report DUNBARTONSHIRE Chamber now has access to a wealth of economic data about the area. Scottish Chambers of Commerce (SCC) is providing a quarterly snapshot of the economy at local, as well as at Scottish and UK-wide levels. The chamber is contributing to the Dunbartonshire Local Economic Report which includes information on the number of businesses in the area, start-ups and labour market information, as well as key national indicators such as inflation, GDP and export data. This means that members will receive regular emails seeking their views and it is important to respond to ensure the information is as accurate and relevant as possible. The first one published in June shows 4,630 businesses in the area in 2013 – slightly down on the previous year, with 190 start-ups in East Dunbartonshire and 134 in the west. Unemployment in the east of the county is less than half that of West Dunbartonshire which has 10.8 per cent of its economically active population out of work. It also shows that businesses in Scotland are more confident and optimistic, particularly in the construction, retail, wholesale and tourism sectors. Chamber president Stewart Rennie commented: “I welcome this improved service from Scottish Chambers which will bring great benefits. “Members will be able to use the data for their business plans and we will use it when presenting the business case for Dunbartonshire. “I urge all our members to contribute on a quarterly basis to build up the statistical accuracy of the survey.” SCC is keen find out how chambers use the report so that it can be fine-tuned to meet their needs and welcomes feedback. www.scottishchambers.org.uk

DUNBARTONSHIRE chamber directors were amongst almost 300 business people who met with Prime Minister, David Cameron. President Stewart Rennie, honorary president John Corcoran, OBE, and board members Erik Archer and James Richardson, attended a Scottish Chambers of Commerce (SCC) business breakfast in Glasgow in June. “It was fascinating to hear the Prime Minister in such a relatively intimate setting. “With a further address from Alex Salmond lined up, it shows that chamber membership gives you unprecedented access to politicians of the highest calibre,” said Stewart.

Chamber Members Meet Opposition Leader Ed Miliband CHAMBER members met Ed Miliband, MP, Leader of the Opposition at a networking breakfast in Glasgow in August. The event, organised in conjunction with Scottish Chambers of Commerce, took place in the city’s Hilton Hotel. Mr Miliband was keen to engage with businesses and hear members’ ideas for the future development of the country in the run up to the referendum vote in September and with a UK general election only nine months away. He was joined by Johann Lamont, MSP, Scottish Labour Party leader, and Alastair Darling, MP, leader of the Better Together campaign.
Stewart Rennie, chamber president, said: “Politicians at all levels and from all parties are keen to engage with chambers of commerce as they know we represent our members who are business people – and they want to hear our views at this critical time. “We have recently met with the Prime Minister, David Cameron, with Vince Cable, business secretary, and now with Labour leader, Ed Miliband.” Scottish Chambers representatives also met John Swinney, Scottish Government finance minister, to discuss some of the issues surrounding the draft budget for 2015-16, which will be published in October, following the referendum.

REFERENDUM The best of both worlds with Better Together SCOTTISH voters can have the best of both worlds by remaining in the UK, according to Scottish Liberal Democrat leader, Willie Rennie, MSP.
The currency adopted in an independent Scotland could impact adversely on jobs, exports and mobility, he said. He recognised that researchers in Scottish universities punched well above their weight in terms both of ranking and of the percentage of funding received and pointed out this could be jeopardised if there was a no vote.
Addressing members of Dunbartonshire Chamber of Commerce, he admitted Scotland could go it alone but said it was Better Together – name checking the campaign he represents.
He added that oil revenues could not necessarily be relied on because what was left was becoming harder to extract and prices were volatile.
“One of the arguments is that people who live here should make the decisions. I find that quite an attractive argument but don’t believe you need to dispense with alliances and partnerships in order to achieve that.
He also expressed concern about paying for pensions for a Scottish population that would have more old people than the rest of the UK.
“The Scottish Parliament needs to hold the purse strings, to have more control over its own finances,” he acknowledged, adding that it would in the event of a no vote.
“It’s not the case that Scotland can’t manage. We are a modern, successful country with natural resources, talented people and world class researchers in our universities. “But there are a lot of unknowns, there’s no rule book and we don’t have all the answers.” He highlighted particular concerns about currency, research, the energy market, pensions and the ageing Scottish population.

He thought the no campaign had been too negative and needed to focus more on the benefits of Scotland remaining in the UK.
“I’m often accused of not standing up for the interests of the Scottish people – it’s quite the opposite – I do believe in them and want them to have a bigger stage – the UK is the best way of giving people that,” he concluded.

Scotland has what it takes says Yes campaign SCOTLAND has what it takes to become independent, according to Blair Jenkins, chief executive of the Yes Scotland campaign. “Businesses and the economy will feel the benefit of policies made in Scotland, for Scotland following a yes vote in September’s Referendum,” he stated. “Analysis by the Financial Times shows Scotland is one of the 20 wealthiest countries on earth – wealthier per head than France, Italy and the UK.
He criticised Westminster’s ‘one-size-fits-all’ economic strategy which he said doesn’t work for Scotland. “For decades UK politicians have bemoaned the lopsided London-dominated nature of the British economy – but failed to rebalance it. “Westminster has the powers but not the ideas for getting the best out of Scotland, for the people of Scotland. Well, now we have a chance to change that. “Chamber members will have plenty of ideas about the types of policies that will help Scotland achieve its full economic potential. The Scottish Government has set out its proposals, as have think tanks such Business for Scotland, N56 and Common Weal.
He pointed out that Scotland has key strengths in areas such as energy, food and drink, tourism, education, life sciences, and in financial services.
“We have the ideas – with a yes vote we’ll have the powers and the economic policies to do things differently – and businesses will feel the benefit.”
Also that it has extraordinary natural resources and one of the best educated workforces in the world, according to the Office for National Statistics, so it is not surprising that the Fiscal Commission economists concluded that Scotland has the potential to be a successful independent nation.

“In the words of the internationally renowned economists on the Scottish Government’s Fiscal Commission ‘by international standards, Scotland is a wealthy and productive nation’,” he noted.
“Given our wealth and resources, the Westminster government is not delivering enough for the people who live here,” he added. “A yes vote will give us the powers we need to deliver faster sustainable economic growth, higher standards of living and world class public services. Other small independent countries are doing it – and so should we.”

BBC Television Series to Feature Dunbartonshire Entertainer ENTERTAINER and agent Jim Smart of Best Acts will feature in a BBC Scotland series about his industry. Tentatively titled ‘Viva Variety’, it is likely to be screened on BBC 1 from late September for peak time viewing. Chamber member, Jim, was first approached by Ruth Reid, a producer with a company called Matchlight, which makes factual programmes for various channels. Her idea was to make a one-off programme about the entertainment sector in Scotland with the West Dunbartonshire-based entrepreneur She was interested in Jim who performs as stage hypnotist The Master and as a Freddie Mercury tribute. He also represents a number of acts including Take This – a Take That tribute, vocalist Roberta Childs, singer Edward Reid – who appeared on Britain’s Got Talent, soul tribute Mr Onka, young upand-coming singer Dionne Hickey and illusionist Chris de Rosa. However when the idea was pitched to the BBC, it decided to commission a fourpart series. This meant expanding the original idea and another agency similar to Jim’s now also features in the programme which was filmed over a three month period in 2013. Surprisingly, Jim admitted being uncomfortable in front of the cameras: “I don’t like cameras – it was bizarre and disconcerting having them follow me around. “Walking about with them filming was initially a bit off putting but the team was so nice and brilliant to deal with that by the end I forgot they were even there.

Council Recognises Vital Role of Employers in Schools WORK placements play a vital role in boosting pupils’ confidence and helping them make the right career choices. At a special breakfast event, West Dunbartonshire Council (WDC) awarded certificates to 40 businesses in recognition and thanks for their valuable support. Pupils talked about their experiences on placements with employers, and about project work with organisations such as BAE Systems, as well as with the Young Enterprise Initiative. Caroline Hill, a branch supervisor with the Clydesdale Bank in Dumbarton, explained how employees contributed to curricular work, teaching children and young adults the importance of money management.

The bank’s manager also spoke at a primary school careers event about job opportunities and highlighted the skills and qualities which were most relevant, while the bank supported placements for senior pupils interested in a career in banking. As well as the benefits for pupils, Caroline acknowledged the importance and value partnership working has for bank staff, giving them an opportunity to develop their own skills by taking on mentoring and managing roles. She explained that this raised motivation and creativity for staff, and was also a key opportunity to assess potential future employees and influence pupils’ perceptions of the workplace.
WDC’s Employability Skills Programme is flexible and personalised to match the needs of the individual as well as of business. Pupils are offered a placement in their final year of school which is in line with their career aspirations. These range from one day a week for six weeks, to one full week, or a day visit/ employability taster. These differ in length to accommodate both business constraints and pupil’s needs and increase the latter’s chances of finding work when they finish their education. Presenting the certificates, Terry Lanagan, executive director of educational services at WDC, said: “We value highly our strong working relationships with local employers. In partnership with them, we deliver high quality employability experiences for our young people. “Skills for learning, life and work lie at the heart of Curriculum for Excellence. In addition, the Wood Commission Report on Developing Scotland’s Young Workforce published in June 2014, highlights the importance of effective education and business partnerships. “West Dunbartonshire Council looks forward to building upon the great work already undertaken and in continuing to develop transferrable employability skills in our young people,” he added.
The scheme enables businesses to keep up-to-date with educational developments and initiatives in schools, while teachers benefit from the links with industry.

Impressive Social Media Success for The Biz Local DIRECTORY, the Biz local has notched up more than 15,000 followers on Twitter and 10,000 likes on Facebook in just 18 months.
“What is surprising is that the Biz local is only interested in East Dunbartonshire and North Lanarkshire,” explains Ian. “If we were dealing UK-wide it could have been 10 times that number or more. I think our strategy and growth throughout the recession has been impressive.
The East Dunbartonshire business has been so successful that it is now managing a growing number of its clients’ social media accounts too.
‘Our social media strategy is to promote local businesses to local people by involving them with those businesses in an engaging and interesting way.

Time to Reform Business Rates Says SCC Chief THERE’S a compelling case for the reform of business rates in Scotland, says Liz Cameron, chief executive of Scottish Chambers of Commerce (SCC). She points out that the cost of non-domestic rates has risen by almost a third since 2010 and the Scottish Government’s small business bonus scheme, which exempts many smaller businesses from rates, is no longer enough of a defence against the erosion of reliefs and appeal prospects. A group of property experts has highlighted the implications of a recent court decision which has the effect of limiting the circumstances under which businesses can appeal their rates bills as a result of a ‘material change in circumstances’.
They are concerned that this case will result in Scottish businesses receiving a significantly worse deal on business rates than their counterparts in England. In the early years of devolution, the poundage rate (multiplier) was set at a higher level in Scotland than in England before being gradually returned to parity by 2007. Since then the Scottish Government has pursued a policy of shadowing the English rate. However its decision to abandon transitional relief in 2010, which would have protected many businesses from sharp increases in rates bills as a result of revaluation, hit many hard. In addition, the so called ‘Public Health Levy’ introduced in 2012, added a significant extra burden to the rates bills of many larger retailers. This was followed in 2013 by a massive reduction in the rates relief available to the owners of empty business properties. Each of these decisions has resulted in Scottish businesses paying more rates – a matter which she says must be addressed. www.scottishchambers.org.uk

Tourists Enjoy West Dunbartonshire’s Stunning Scenery STUNNING scenery was what tourists most enjoyed about West Dunbartonshire - with Loch Lomond, Lomond Shores, Cameron House and Dumbarton Castle the area’s most well-known attractions. Last summer’s tourism campaign, the biggest in West Dunbartonshire Council’s history, contributed to nearly a quarter of all visitors saying they had seen advertising for the area. Independent research, carried out by Global Tourism Solutions, revealed a six per cent boost in visitor numbers and revenue for the area during 2013. In accord with this, the biggest ever survey of tourism in West Dunbartonshire found that 88 per cent of visitors were very satisfied with their experience. The majority come from Glasgow and Renfrewshire, with most tourists from elsewhere in the UK from the North West of England and London. There is also a wide spread of overseas visitors with the USA the single biggest market. Word of mouth from friends and relatives was by far the most important factor in selling the area as a visitor attraction, although the internet was also significant. Of 673 tourists interviewed last summer, more than half were on a day trip to the area, while nearly a fifth were on holiday for four nights or more. Almost a third had visited West Dunbartonshire for leisure purposes more than 10 times in their life and an impressive 97 per cent would recommend the area as a visitor location to friends and family. Even so, nearly 20 per cent of non-visitors thought the area was little known so there is clearly more work to be done. In terms of improving their experience, visitors called for better signage and less congestion on the roads. Councillor David McBride, convener of economic development, said: “I’m delighted that this important research has been undertaken to identify key markets and what attracts people to visit this area. “We now need to capitalise on this information to encourage more tourists to visit West Dunbartonshire.” Photo courtesy of West Dunbartonshire Council.

A BUSINESS Improvement District (BID) has been given the green light at the Vale of Leven Industrial Estate. A large majority of businesses voting in a ballot supported the BID which will see a three year programme of improvements, kicking off with the extension of CCTV across the estate to enhance safety and security on site. A steering group has been set up with representatives from firms throughout the estate including Alan McMullen of West Dunbartonshire Environment Trust, Ed Graham of Houston Bottling & Co-Pack Ltd, John Thompson of Diamond Power Specialty Ltd (DPSL), Elizabeth Mackay of the Scottish Historic

Buildings Trust (Strathleven House), Paul Sheerin of Polaroid Eyewear Ltd and Graham Holling of Ceramco Ltd. A ground maintenance regime will be introduced to enhance the appearance of the area, together with improved signage, identity and location marking. In addition, the estate, which is in West Dunbartonshire, will be promoted to potential customers, suppliers and possible investors. Chairman of the steering group, Paul Sheerin, said: “The BID Steering Group is extremely pleased that a clear majority of the businesses voting have supported the proposal. “We hope that they will soon begin to see visible, meaningful improvements on the estate.” The site is home to around 70 separate companies ranging from ambitious start-ups to established businesses, with more than 500 people in total employed there. Mr Sheerin added: “We want to work equally with all the businesses on the estate – whether they were for the BID or against it – to improve the commercial environment of this location. “We firmly believe that the implementation of some key improvements can both boost the estate and the businesses based here.”

Go Ahead for £1.8m Workshops NEW workshops being built at the Vale of Leven Industrial Estate could create up to 31 jobs. The £1.8m project will provide around 15,000 square feet of flexible space with work due to begin before the end of this year with completion by summer 2015. The announcement comes after West Dunbartonshire Council (WDC) purchased vacant plots at the estate from Scottish Enterprise. It follows the news last year that the council had secured £900,000 in funding from the Scottish Government Regeneration Capital Grant for the workshops which will range from approximately 500-1000 square feet in size. Councillor Patrick McGlinchey, WDC convener of infrastructure, regeneration and economic development (pictured above right), said: “A survey carried out in 2012 showed that there was demand for new workshop space in the Dumbarton and Vale of Leven area.

WEST Dunbartonshire Council has already carried out a number of improvements at the Vale of Leven Industrial Estate. These include producing a Green Network Masterplan with £20,000 funding from the Central Scotland Green Network(CSGN), path improvements and a woodland survey with £40,000 from the council and £35,000 funding from CSGN and £120,000 of lighting improvements. It also supported the BID proposal with £15,000 in matched funding towards a feasibility study with a further £20,000 coming from the Scottish Government.

Business Success in East Dunbartonshire After working as a Project Manager for over 15 years and starting a number of lifestyle businesses, Terri identified the challenge for small organisations to get good quality stock photos for marketing. Her husband, Neil, as a commercial photographer realised the difficulty for freelance photographers to get their work to market. Their combined experience led them to create the concept of Caritas Images to meet specific customer needs. After evaluating the market they positioned their business as a niche supplier of photography to Not-for-profit organisations and Local government as they saw this as a sector that was under-supplied. The business works by providing a rigorously managed collection of photographs in a searchable database that can be purchased and downloaded over their website. Contributors are sourced locally and make a 50% commission on any sales achieved through the site. Neil works closely with their customers, identifying their image needs and passing these on to the contributors who in turn attempt to create imagery to meet specific customer requirements. In establishing the company, Caritas Images has made full use of the services available to businesses in East Dunbartonshire. Prior to launching the product range, Terri and Neil engaged with Business Gateway to help them develop the business plan to guide the establishment of the business.
Although the website was always going to be an important part of the business, after the initial development they recognised the limitations of the initial site and the need to expand. In recognition of this they applied for an e-commerce grant to help further develop the site through adding increased server capacity and software enhancements to allow the business to grow to 50,000 photos. Sixteen months after opening for business, Caritas Images expanded to the rest of the UK. Their five-year plan sees further development into Europe and potentially further afield to other suitable markets. Their customers are very happy with their products and over 80 contributors from across the UK and Europe are currently supplying high quality images. Terri was delighted with the assistance they received from East Dunbartonshire. “The Council support for our business has been invaluable. It has helped us to become more sustainable in quicker time. Event Report Networking is just the tip of the iceberg The chamber also represented the views of its members to a number of bodies including the Scottish Government, local authorities and Scottish Chambers of Commerce (SCC). It attended meetings with Deputy Prime Minister Nick Clegg, with John Swinney, cabinet secretary for finance, employment and sustainable growth in the Scottish Government, with Dunbartonshire MPs Gemma Doyle and Jo Swinson, and with MSPs Jackie Baillie and Gil Paterson. “The chamber provides a very direct route to high level representation in both the Scottish and UK governments,” he added.

NETWORKING is the just the tip of the iceberg in terms of what Dunbartonshire Chamber of Commerce does. While it is one its most visible activities, the chamber is involved in a wide range of matters that benefit its members and the local community. It is this that distinguishes it from other purely networking organisations, president Stewart Rennie told members and guests at the AGM. He explained that the chamber’s goal is to be the first point of contact for anyone doing business in the area. Looking back on his first year as president, he highlighted the range and quality of guest speakers the chamber had secured for its networking events, including Ian Murray, manager of Dumbarton Football Club; Malcolm Roughead, OBE, chief executive of VisitScotland and Audrey Cumberford, principal of West College Scotland, to name a few.
It collaborated with Loch Lomond and the Trossachs National Park, contributed to the local planning processes in both East and West Dunbartonshire, supported Milngavie Town Centre’s successful campaign for a Business Improvement District, was involved in judging the Carnegie Trust’s TestTowns competition and worked closely with Business Gateway, Youth Business Scotland and Skills Development Scotland. The chamber is committed to encouraging employability and helped SCC secure jobs for 283 graduates in Scotland through a recruitment incentive. In Dunbartonshire, the scheme was so successful that it was 40 per cent oversubscribed. One of the chamber’s strengths was its communication with members and the wider community through its quarterly magazine, InCommerce, as well as via its website and social media channels. The chamber now also participates in SCC’s quarterly business survey conducted by the respected Fraser of Allander Institute which is in its 30th year. As a result, it will receive business information and economic analysis specific to Dunbartonshire. He concluded by saying that the chamber had just conducted a strategic review, plans to develop its activities and has enormous potential for member recruitment and expansion.

All aboard the paddle steamer Maid of the Loch moored at Balloch Pier to kick start the new chamber session. The Maid which was built in 1953 is owned and operated by the Loch Lomond Steam Ship Company (LLSSC) which has plans for her to sail again. LLSSC has fundraised and invested more than £1.7m on the Maid and her infrastructure so far. Volunteers have contributed 73,000 hours of their time to various projects since 1996.
