I WAS encouraged by the announcement by Vince Cable of the setting up of a state-backed business bank specifically to give small to medium-sized firms access to finance. I hope it will help to plug the funding gap which has made it difficult for many businesses to raise the money to invest and grow. It has been a tough summer with difficult trading conditions as a result of the state of the economy and some very unseasonal weather. The tourist industry and retailers were particularly badly affected, although, in Scotland, manufacturing held its own with the food and drink and oil and gas sectors continuing to show growth. While the anticipated boost to Scottish tourism didn’t quite materialise, it may yet do so following the ‘Brave’ effect. The hit Hollywood blockbuster did a great job of highlighting the heritage, majesty and mystique of our country as well as the character and humour of its people. That’s all to the good. Of course the awful weather must take some of the blame plus there were a number of major sporting events which kept a lot of people indoors and glued to the small screen. The 2012 London Olympics for one and the European football championships, not forgetting Andy Murray’s thrilling marathon US Open final against Novak Djokovic.
Your chamber has been working over the summer forging new alliances and partnerships which make us more effective. We recognise the strength of the chamber network and the benefits of working with both public and private sector organisations on your behalf. Your chamber supports youth employment initiatives, is in favour of the buy local campaign for products and services and backs the regeneration of our town centres. We are committed to highlighting business support services and events organised by local councils and others. We are here to facilitate and help members make the most of what is available in our area and beyond.

FROM THE
IT doesn’t seem like 10 years since the BBC soap River City introduced us to the fictional Glasgow town of Sheildinch, which is actually in Dumbarton. you can see it from the new Lomondgate roundabout looking for all the world like a street of real tenements. Its economic impact on the immediate area and on Scotland as a whole is significant and should not be underestimated, as a report commissioned by Strathleven Regeneration demonstrates. It provides work for Scottish actors, producers, directors and extras as well as employing people on the support side in its canteen or as security staff. It also brings other television and film productions to the area with its impressive facilities at the former J&B whisky bond. Its success and the development at Lomondgate have changed the landscape locally and brought welcome investment and new business to the area. Read about it on pages 14 and 15. It looks as if there will be some newcomers at St James’ Retail Park in Dumbarton too with owners British Land in detailed discussions with several major retailers. (See page 31) These developments must be a cause for optimism as is the success of young entrepreneurs from East and West Dunbartonshire with help from the Prince’s Trust youth Business Scotland. Find out more about the winner, Darren Osborne, and runner-up, Laura Ramsay, of its Entrepreneur of the year Award on pages 12 and 13. It is also good to see entrepreneurial skills being developed and nurtured in our schools by young Enterprise Dunbartonshire. Its very successful programme gives pupils the chance to set up and run their own companies with supervision from a teacher and support from a volunteer adviser from the business community. (See page 28) All of this, plus the fact that businesses large and small across Dunbartonshire are winning awards, expanding and thriving, is a positive sign for the future of the local economy.

SUPPORT for business is crucial as statistics show Scotland’s economy shrank by 0.4 per cent in the second quarter of 2012.

EDITOR
Liz Cameron, chief executive of Scottish Chambers of Commerce, has called on the government to do more to help businesses in Scotland through these lean times to bring the economy back to prosperity. “Government needs to recognise that this support must be delivered direct to where it matters. Where Government can support business, the priority for investment must be the business itself, not the creation and support of public sector structures. “We have now had three consecutive quarters of contraction in the Scottish economy, with our own surveys suggesting that business sentiment during the summer remained at a low ebb. “If our economy is to return to strong levels growth then it will be down to the private sector to provide this through the creation of wealth and employment opportunities. “That said, demand at the moment is low and needs to increase. Scottish businesses have been remarkably resilient and have the spark to succeed but in some cases support is necessary at crucial phases of business development and the public sector can help to deliver the solutions.” www.scottishchambers.org.uk
YOUR CHAMBER NEEDS YOU! DO you have time to spare to help, support and work with fellow business people? If so, Dunbartonshire Chamber of Commerce would like to hear from you as it is looking to strengthen its board of directors with some new appointments?
The board meets once a month with each director assigned a specific role to help drive the chamber forward and with everyone sharing responsibility for recruitment of new members. If you think you have the qualities and time give us a call on 0141 280 0272 or on 07801 981 471.
news in brief…
NEW APPOINTMENTS: Fraser Watson and Rachel Houghton.
Architect Jobs Boost AWARD-WINNING Thomas Robinson Architects has recruited two new staff members to cope with increased demand for its services. Fraser Watson (24) and Rachel Houghton (25), both graduates of the Mackintosh School of Architecture in Glasgow, have been appointed assistant architects and will work on projects ranging from new-build houses to domestic and commercial listed buildings. Despite a very difficult construction climate, the expanding Croftamie-based practice has managed to broaden its client list and now provides employment for a total of seven people. Its team of experienced, RIBA chartered architects specialises in residential design, individual homes, sustainable buildings and conservation. Founding director Tom Robinson said: “We are encouraged to be able to recruit at this time. Our increased workload is a result of ambitious clients who are continuing to build. “Fraser and Rachel bring skills which are essential to the success and growth of the practice.” www.thomasrobinsonarchitects.co.uk

Accountants Climb Three Peaks for Erskine
BEARSDEN accountants Abercrombie Gemmell recently completed its own three peaks challenge to raise money for Erskine which is its charity of the year. Over the summer months a total of nine staff took part with the majority climbing all three peaks - Ben Lomond, Goat Fell in Arran, finishing off with Ben Nevis, in September. They were Andy Bolster, Gary Whyte, Stuart Easton, Paul Gay, Glen Smyth (pictured back L-R) and Jen Wiseman, Gail Macintyre, Mairi Lang and Jillian Stark (front L-R). Although the weather was very changeable, particularly on the two Bens, everyone enjoyed the challenge! Coincidentally, the team met one of Erskine’s board members, Michael Blythe, at the top of Goat Fell, who was very impressed with their efforts. So far the firm has raised £1300 from the challenge with donations still coming in. Abercrombie Gemmell has organised various other fundraising events for Erskine throughout the year and will host its second charity pub quiz in November for this worthy cause. www.erskine.org.uk www.agca.co.uk DUNBARTONSHIRE CHAMBER OF COMMERCE BUSINESS MAGAZINE • WINTER 2012

Students Seek Work Experience CLYDEBANK College is looking for employers to offer work experience to students on its ‘Let’s Get to Work’ programme. Employers benefit by having a young person on placement in their business full-time for six weeks at no cost to themselves. The Skills Development Scotland New College Learning Programme offers young people the chance to gain the skills and experience required for the type of work that interests them.
AWARD: Renfrewshire chamber business mentoring executive, Linda Perry with David Scouller.
David’s Business Mentor Award
Employability skills training is included and the aim of the programme is to enhance overall job prospects for young people with a number of progression routes either into work or on to a higher level of study. Judith Erskine, key accounts development manager, said: “Not only does this give a young person a great opportunity but it is a great way for employers to experience what a young person can do for their business at no cost.
Chamber member David Scouller has been recognised for his work in business mentoring in Dunbartonshire and Renfrewshire.
“More importantly at the end of the programme, we can discuss the possibility of employers keeping them on as apprentices or we can support them onto a higher level of study. It’s a fantastic opportunity for our young learners and for businesses.”
He received his award from business mentoring executive Linda Perry at a special joint Dunbartonshire/Renfrewshire chamber lunch in Paisley. David, of DPS Agency and Accelerating Business Ltd, has been a mentor since 2005 and has helped more than 25 businesses. He is currently mentoring three companies in different industry sectors in his areas of expertise – marketing, sales and business development.
The college is looking for work placements to commence in late January/early February 2013. Employers who are interested should contact Tami Mawhinney on 0141-951-7462 or email tmawhinney@ clydebank.ac.uk.

EUROPEAN CIRCUITS IS EUROPE BOUND
BUSINESS Gateway is now being managed and delivered in-house in East Dunbartonshire by the local council. The service helps businesses with support, advice, workshops and training using advisers – with Alan Rutherford, specialising in start-ups, and David Chisholm, responsible for high growth companies. For the first time in the company’s history, European Circuits Ltd is promoting its products in Europe.
Funded by the Scottish Government, it will be managed and delivered by the council’s business services team for five years until 2017.
Following an increase in enquiries and orders, it decided to exhibit at the Carrefour de l’électronique exhibition in Paris in October and at the Elektronik Exhibition in Gothenburg in January 2013.
East Dunbartonshire has around 3,000 small businesses which are a vital source of employment, innovation and diversity for the local economy.
The Clydebank-based firm has seen an increase in enquiries and orders from countries throughout Europe, including Greece, Belgium, France, Spain and Sweden, as well as from further afield.
Councillor Alan Moir, convener of development and infrastructure, said: “In a period of challenging economic conditions, the council is committed to helping local enterprise and supporting business growth.
It is a major development for the privately owned company which till now has predominately supplied UK businesses since it was established in 1985.
“Business Gateway plays a key role as part of the wider enterprise network in East Dunbartonshire, working with the business community to increase entrepreneurial activity.
“It’s an exciting time for us,” said Philip Briscoe, business development manager.
“Taking this service in-house will also improve the quality of customer experience, eliminate duplication and achieve best value.”
“Until now we’ve concentrated on establishing ourselves as number one in the UK and we still are - but we can’t ignore the increase in enquiries and orders we’re receiving from companies throughout Europe and from further afield such as India and Australia.”
www.edbusiness.net
“I think new customers like the fact that they can have everything from design to full product build done in one place cutting their vendor base and costs. We are also very customer orientated which we believe is important.” European Circuits has received support for this expansion from Scottish Development International and has plans to attend even more exhibitions in the UK and Europe during 2013. www.european-circuits.co.uk www.facebook.com/europeancircuits www.twitter.com/europeancircuit

Top Decorator Award for Kirky Company
A KIRKINTILLOCH firm is Scotland’s most trusted decorator. Wilson Decorators Ltd was shortlisted for the Dulux trade award from more than 1000 entries nationwide. Managing director Robert Wilson (pictured) collected his prize from TV presenter Dominic Littlewood at a ceremony in Birmingham. The firm was nominated by Jan Walker of Ayr who was impressed with its work: “Robert’s firm decorated both the interior and exterior of my shop. The work was so good I asked him to decorate my home as well. “He was excellent at suggesting which paints to use. Nothing was too much trouble and, when the work was completed, everything was left clean and tidy.

Every year the public has the chance to explore places throughout Scotland which would normally be closed them completely free of charge. The initiative is coordinated nationally by the Scottish Civic Trust and many thousands of volunteers give up their time to run local events.
“I’d recommend him to anyone.”
8
Robert was delighted to take the Scottish regional prize: “This is great for the business and for everyone who works with me. We do go the extra mile for our customers and it is good to get recognition for that.
Strathleven’s stunning Oak Room, which dates back to 1700, was laid out as an 18th century dining room by volunteers. Visitors were treated to a history presentation about the house and to a rundown of past and current projects undertaken by its owners, the Scottish Historic Buildings Trust.
“Trust is very important as you are often working in people’s houses or in nursing homes or other care settings.”
Elizabeth Mackay, property manager, said: “All thanks go to the four hardworking volunteers who made the day such a success.
The award is part of a campaign by Dulux Trade to seek out and recognise the country’s most dependable and perfectionist decorators.
“It is regrettable, however, that Strathleven was the only building in West Dunbartonshire, with the exception of the National Park, to open its doors.
The firm was beaten to the overall UK title by north east winner Robbie Dodds.
“There are so many amazing historic buildings in the area that I feel every effort should be made to encourage them to take part.”

CAMPBELL Dallas is looking to grow its business through a merger or acquisition of another firm. As one of the top 10 independent Scottish-owned accountancy firms it is keen to expand and develop the services it offers to the business community and now it has the room to do so. Chris Horne, managing partner and head of corporate finance (pictured), says the company’s move to new headquarters at Braehead a year ago, changes in the accountancy market, as well as current economic conditions make it a good time to grow. “We’ve just been through a period of consolidation to build a far more robust business so we are in a position to join forces with a good small to mid-sized reputable company.” Chris is keen to establish a debt advisory service that draws on the expertise of the firm’s recovery and corporate finance departments to help struggling businesses at an early stage. “There’s definitely a gap in the market for this type of service and we are actively looking for the right person to set this up as a service for our clients that would be provided outwith the company.” Campbell Dallas has a total of 155 employees with offices in Glasgow, Aberdeen, Perth and Stirling.

Twenty years ago a client, who ran a very successful frozen food retail chain, put his success down to his ‘red book’ where he kept a note of the price of almost everything he sold. His profit was not in the sale price, which was relatively fixed by the market, but in how well he could buy, what discounts he could obtain and in how slowly he could arrange payment. Of course buying well is not just about buying cheaply. you have to liaise with your sales team whose unique selling point may be quality rather than price. Since cash is king in a recession, obtaining credit and watching stock levels are equally important. you may think it impossible to get further credit from a supplier, but remember you are their customer and finding new ones is much harder than negotiating a slightly lesser deal with a regular one. It is equally important to watch stock levels. Most retailers work on electronic point of sale systems, however, small businesses and traders may not, and it is easy to order more stock than you need to obtain volume discounts and other benefits. Bear in mind that shoppers are less likely to buy in the current climate so strike a balance between product availability, bulk purchasing benefits and the real disadvantages, particularly in tying up cash, of holding too much stock.

Graphic Designer is Top Entrepreneur
14c Short Film Features Comedienne Josie Long LET’S Go Swimming is a short film written by and featuring comedienne Josie Long. It is a 14c Studio production edited and directed by Douglas King with Darren Osborne as one of the graphic designers and playing the role of a waiter in a cafe that Josie’s character frequents. It was shot in and around Glasgow and is a poignant, quirky, sad comedy which ends on a hopeful note. Despite the title, Josie’s character never actually gets to swim as she explores her adopted city of Glasgow where she’s recently moved to get over a break-up. It’s a new beginning but she doesn’t know anyone, is lonely and is an outsider. Darren is currently submitting it to film festivals, hoping it gets picked up and wins lots of awards. In the meantime, 14c is working on its next film with Josie.
GRAPHIC designer Darren Osborne (pictured) is Dunbartonshire’s top young entrepreneur. The 27-year-old founder of 14c Studio of Clydebank, which recently relocated to Glasgow, won the title at the regional finals of the 2012 Prince’s Trust Youth Business Scotland Young Entrepreneur of the Year Awards. He received a £1000 cash prize from Jennifer Stevenson of Scotch whisky producer, Chivas Brothers, the sponsors of the award. He will now be considered by the judging panel for a place in the national final at Glasgow City Chambers on 13 November. On graduating from Glasgow School of Art three years ago, Darren was an unemployed and inexperienced graphic designer. Determined to do something about it, he started his own business to gain industry experience, to develop his skills, to make contacts and also to raise funds to work on self-initiated film projects. Darren received a start-up loan from the Prince’s Scottish Youth Business Trust (PSYBT), now known as the Prince’s Trust Youth Business Scotland (YBS), and launched 14c Studio in September 2009. He works collaboratively on a number of projects with another YBS supported business, Douglas King, founder of 14c Film. In 2010, 14c Studio was nominated for a Scottish BAFTA New Talent Award, a huge achievement for a business that had only been trading for a year. The nomination generated coverage in both local and national press and raised 14c’s profile in the film industry. 14c is now on to its next film while trying to raise its profile with bosses at Channel 4, BBC and STV to generate interest in its work. www.14cstudio.com

TALL SHIP LANDLORD: Raymond Henderson played by actor Paul Samson.
BBC’s River City Boosts Economy RIvER City and BBC Scotland’s Dumbarton studios at Lomondgate have created jobs and pumped £millions into the regional and national economies. As the Scottish soap celebrated its 10th anniversary with an explosive story line, a report commissioned by Strathleven Regeneration reveals the extent of their economic impact. Cumulatively, in a decade, it has added an estimated extra £135.3 million gross value to the regional economy and £45.6 million at Scottish level, As at September 2012, River City and BBC Scotland’s Dumbarton studios support an estimated 221 net additional full time equivalent jobs in the West of Scotland regional economy, 71 at national level. River City attracts around half a million viewers a week, nearly a quarter of the country’s viewing public during its time slot. It is an important production for BBC Scotland which, although it has widespread appeal, particularly engages a younger female demographic. The report by consultants Roger Tym draws on the ongoing monitoring of Lomondgate’s economic impacts and is based on available data and detailed discussions with production management at BBC Scotland.
More than £84 million has been invested in programming at the Dumbarton studios since 2002. River City itself, which is set in the fictional town of Sheildinch, now has an annual programming budget of some £8.5 million. Summer tours of the set attract over 1,000 visitors each year. Tours are advertised on the BBC website and are significantly over-subscribed. While a small fee is charged to cover running costs, no profit is made from ticket sales. The Dumbarton studios directly generate employment for cast, crew and extras. It also supports jobs in the regional and national economy through the purchasing of goods and services and from employee spending. Furthermore, investment in the construction and ongoing maintenance of BBC Scotland’s Dumbarton studios is estimated at £5.4 million, with 41 short-term jobs associated with this. The Dumbarton studios have also become increasingly significant with the development of additional studio/ soundstage space expanding production capacity in Scotland. While its use varies year to year, two major series – Garrow’s Law and How Not to Live your Life – were produced in Dumbarton. The studios have also been used by independent production companies in the making of films such as The Eagle and are now recognised as key national television and film infrastructure.

Director of BBC Scotland, Ken McQuarrie: “When River City went on air in September 2002, it was our intention to reflect contemporary Scotland through a long-running drama and this continues to be our aim today. “River City and the site in Dumbarton have also been a huge asset to the creative industry in Scotland allowing many people both in front and behind-the-scenes to develop and hone their art on it and providing an opportunity for them to do so right on their doorstep.” EXPLOSIVE STORYLINE: Stevie Burns played by Paul James Corrigan has a narrow escape.
Sheildinch Stats River City shoots in Dumbarton, 28 weeks of the year, from February to May and from August to November.
Cast and crew film six days a week, from 8am-7pm.
There are around 90 jobs on crew and support, with approximately 30 core cast and about 150 extras.
There are currently five original cast members still in the show.

Portavadie Buoyed by Five Gold Anchor Award PORTAVADIE Marina has been awarded Five Gold Anchors one of only two marinas in Scotland to merit the top rating. The Yacht Harbour Association Gold Anchor Scheme gives between one and five gold anchors following an assessment. Five is the highest accolade and is only given to marinas with the best facilities and service. The appraisal includes a ‘mystery shopper’ visit and consultation with berth-holders. The report on Portavadie highlighted, among other things, the impressive range of facilities, commitment to good environmental practice, excellent health and safety procedures and the high level of personal service. It also noted the sense of community spirit that Portavadie fosters with berth-holder events and musters. As well as being a marina, Portavadie, which is on the eastern shore of Loch Fyne in Argyll, offers a range of holiday accommodation, restaurants and bars, meeting and event spaces, beauty and wellbeing treatments and a shop. Marina manager Robert Kitchin said: “We’re absolutely delighted with this prestigious award. It not only recognises the world-class facilities here at Portavadie, but our team’s commitment to first-class customer service as well. “All our staff work hard to give our berth-holders the very best experience and it’s fantastic to see their efforts recognised in this way.” Portavadie has also recently been given a five star rating by the TripAdvisor travel feedback website. www.portavadiemarina.com

The Cloud and SaaS What’s it all about?
24
DUNBARTONSHIRE CHAMBER OF COMMERCE BUSINESS MAGAZINE • WINTER 2012
Alistair Livingstone, managing director of Eureka Solutions, provides InCommerce with an insight into the Cloud and SaaS.
I was recently asked to speak at a Glasgow Digital event explaining what Software as a Service (SaaS) was all about. Although well received, I think my presentation raised as many questions as it answered - certainly in my own mind. Having recently taken a decision to change my own business model from supplying traditional on-premise accounts/ enterprise resource planning (ERP)/customer relationship management (CRM) solutions to providing best of breed cloud solutions, I now need to convince all around me that the cloud is the future. My business is based on a traditional skill set of problemsolving in the ERP world, making sure my clients have the information they need to run their business - not only when they need it, but where they need it. I have been doing this for many years and could not be described as ‘Generation Y’, those whose relationship with the internet is ‘inbred’. My generation actually used slide rules (I’ve got a collection) and my primary school did have lovely oak desks with ink wells. So why am I banging on about the cloud and SaaS instead of investigating nursing homes? Basically, I believe my generation is about to have to go full circle. Our early life was free from technology and allowed us to develop thought, solve problems and engage with solutions. We currently need to make sure all our technology works before we solve the problem. Simplifying the technology is an opportunity to improve our lives, both in and out of work. We not only need to adopt new technology but we need to ensure it adds value and personally, I think the opportunity offered by the cloud is limited only by our own imagination on how to use it.
DUNBARTONSHIRE CHAMBER OF COMMERCE BUSINESS MAGAZINE • WINTER 2012
25
Why full circle? Well, basically the cloud should take away a vast amount of internal technology. By moving our internal infrastructure to the cloud, we ‘sub-contract’ our networking to those more able to manage it. All we need is connectivity, i.e. broadband, wireless, 3G or 4G connection to the web. Businesses will have a choice of whether or not to have internal infrastructure. Technically we are jumping back 20 - 30 years to what was known as ‘thin client’, i.e. dumb terminals connected to a mainframe. Today’s mainframe is the cloud. In these halcyon days as long as the green screen worked, you left the IT problems to the guys on the mainframe. There was no need to know where they were or what they did – it just worked. Using the cloud to host your infrastructure is the same, albeit a much improved and more versatile ‘thin client’. Of course there are options. You can do DIY and ‘rent’ a hosted server and install all your software off premise. For me this is not much gain for a slight improvement in accessibility. It is the ‘service’ in SaaS which makes the difference. By engaging in a SaaS solution you are not only buying software, but the provision of that software. No need to install, update or backup, you are simply gaining access to the software. In a true SaaS model, this means access anywhere at any time. But be warned, there are some hybrids.
What kind of software? In our case it is accounts/ERP and CRM but it could be Microsoft Office 365, Exchange Server, Google apps etc. Basically there is a long and growing list of solutions available via this model. If you do not need to install it, maintain it and it is available 24/7, then it is SaaS.
What are the advantages? Most companies list the ‘usual’ suspects – reduced IT costs, no upfront costs, no updates, available anywhere and anytime, flexible (add users anytime). All of these are valid arguments for moving to the cloud/SaaS model but I believe they miss the most fundamental point. Moving to SaaS/Cloud models frees you up to do what you need to do – run your business more profitably. The purpose of senior management in any business is to ensure the long term viability and profitability of the business, not to run the internal infrastructure and software. All businesses, regardless of type, need information. Not only do they need it, they need to react to it. I firmly believe the cloud and SaaS is an opportunity to focus on the important things which matter:
26
DUNBARTONSHIRE CHAMBER OF COMMERCE BUSINESS MAGAZINE • WINTER 2012
Why have margins dropped in one area for the last two months? Why are donations falling? Why are we over budget on advertising? As a managing director I spend too much time ‘looking’ for information and not enough time reacting. I work with a file share on our sever holding most of my documents. I have some on my hard drive and some on an external drive (which I copied from the server when I thought I would not have access and never copied back). I also have information in our CRM and accounts system which I need. Step 1 in resolving this ‘island of information’ issue is to move it all to the cloud – and trust it! I should be able to go anywhere and access the information I need and via any device as well. The evolution of tablets (I do not go anywhere without my iPad!) means accessing useable information on the move is a reality. As a company we offer a support desk to our clients and too many support calls are about infrastructure related issues. Moving software to SaaS means we will focus on support issues around the application rather than the infrastructure.
What is holding me back? Step 2 is we need to see a vast improvement in connectivity. If I am going to trust my business to the cloud I need to make sure I can connect, especially in rural communities, and not only connect, but connect at a reasonable cost.
The future? In five to 10 years time, we will predominantly be a SaaS/ Cloud business community. Personally we are almost there – Google Docs, Facebook, web mail etc. Be prepared to return to the new ‘Free from Technology’ technology and start thinking again!

Plan The Future With A Power of Attorney W HAT would happen if you became ill and could no longer run your business, asks Stephen Mullan of McArthur Stanton, Solictors?
While this may be something you prefer not to think about, it is sensible to plan ahead and make provision just in case. If you don’t, things can get messy for you and your family, plus colleagues and employees could suffer as a result. A Power of Attorney is the best way to make sure you have an input into what happens if you become unable to make your own decisions. It is a document which allows you to appoint someone you trust to look after your affairs in your place should the worst happen. Until that time, you have full control. You simply keep the document safe, and make sure someone you trust knows where it is.
Hopefully, it will sit in a drawer and never be used, but it does give you the peace of mind of knowing that it can be used by others to deal with your financial, business and personal welfare if necessary.
Of course, it isn’t just for business owners. Everyone should have a Power of Attorney in place in case they need it. Taking a breather from the demands of your business to plan for the future in this way makes sense. Stephen Mullan is a solicitor with McArthur Stanton, Solicitors, of Dumbarton and Helensburgh, and can be contacted on 01389 762266.

Major Retailers for St James’ Site
SEVERAL major retailers will set up shop in Dumbarton after planning permission was granted to extend St James’ Retail Park. Detailed discussions are taking place with some big names according to an agent for site owners British Land. Next, Marks and Spencer, Matalan and Curry’s/PC World are in the frame, as fashion and non-food have been identified as gaps in provision. The development represents a significant investment of around £15 million and will create 100 new jobs as well as generating construction spend in the area. An amended planning proposal was submitted to West Dunbartonshire Council to create three units instead of two to give more ‘flexiblity’ and meet market demand in the current economic climate.
He said: “The size of retail units are significantly bigger than anything that could be accommodated within Dumbarton Town Centre where the biggest units are in the region of 6000 to 7500 square feet. “There is significant demand from retailers, who have specific retail park requirements, keen to locate in Dumbarton.” He added: “Consultation showed that residents in Dumbarton do shop in the town, but a lot spend in other areas including Glasgow city centre, Braehead and beyond. This development can begin to retain some of the lost expenditure and keep it in the town.” Ninety-four per cent of respondents to the consultation supported plans to extend the retail park to complement what is already on offer there.
Fraser Littlejohn, a planning consultant for British Land, explained that the application was for three units ranging between 15,000 and 20,000 square feet with mezzanine floors, as opposed to the two which were previously given the go-ahead.

First Aid Saves Lives IF you had to give someone the kiss of life, would you know how? Research shows that 77 per cent of people lack the knowledge and confidence to administer basic first aid and just dial 999. Each year around 34,000 Scots are admitted to hospital as a result of burns, falls and choking. It takes only four minutes for choking to prove fatal while the target response time for an ambulance is eight minutes First aid saves lives and is a skill that chamber member St Andrew’s First Aid hopes that more people will take the time to learn. It is promoting awareness during Scottish First Aid Week which runs from 24 to 30th November. It has also created the Scottish First Aid Awards, in association with GSK, to recognise individuals and businesses that are leading the way in its provision. The event is media partnered by The Herald newspaper and supported by the Scottish Council for Voluntary Organisations and Glasgow City Council. The black tie event takes place on Thursday 29 November at Glasgow City Chambers and will be hosted by media presenter Scott Wilson, with Britain’s Got Talent winner Jai McDowall providing the entertainment. www.firstaid.org.uk 32

New Renewable Energy Investment Fund for Scotland A multi-million pound renewable energy investment fund (REIF), geared to stimulating greater levels of private

finance into innovative green power and renewable district heating projects in Scotland, was opened for business by First Minister Alex Salmond.

As senior figures from green energy, finance and government gathered in Edinburgh for the Scottish Low Carbon Investment conference, Mr Salmond also announced:
• Plans for an advisory group to support those seeking finance from the new UK Green Investment Bank (GIB) • A £4.3 million Scottish Enterprise investment in SSE Renewables’ Hunterston offshore wind turbine test facility
Initial priorities for the REIF are wave and tidal energy, community-owned renewables and renewable district heating, as well as other projects with a focus on innovative renewable energy technologies. The Fund is designed to complement existing public and private sector finance schemes available in Scotland, providing bespoke investment deals typically involving loans, loan guarantees and equity finance alongside coinvestment partners. The fund will be delivered by the Scottish Investment Bank on behalf of the Scottish Government and its enterprise agencies, with the first deals expected to be completed by the end of the financial year.

“We are determined to ensure Scotland is among the world’s key destinations for investment in low carbon technologies, building on our long-established reputation in engineering, innovation and financial services. This fund will help leverage further significant private finance into key areas of the renewables sector where specific funding gaps have been identified. “Alongside other initiatives such as the £18 million Marine Renewables Commercialisation fund, £70 million National Renewables Infrastructure fund and our Community & Renewable Energy (CARES) scheme, the REIF will support a wide range of projects to create jobs, investment and sustainable energy generation in communities across Scotland.” Welcoming the new UK GIB being headquartered in Edinburgh, Mr Salmond added: “The planned advisory group will provide expert advice for people who have good ideas and projects to put to the Green Investment Bank, but who need a helping hand to make them ready for investment. The group will help those people to refine and pitch their proposals – by doing so, it should enable the Green Investment Bank to make decisions quickly, and to start investing in projects which will deliver real benefits.”
The First Minister:
Scottish Enterprise chief executive Dr Lena Wilson: “Building on the expertise of the Scottish Investment Bank, this new fund will not only help accelerate Scotland’s progress in key sub-sector areas of the renewables industry, but will be pivotal to unlocking greater investment from the private sector by sharing the risk through the co-investment, co-lending and other potential catalytic intervention model. “This new fund is key to providing an economic, community benefit and environmental legacy based on our natural competitive advantage in renewable energy and comes at a critical time in the development of the sector. “Scotland is continuing to push ahead in its transition to a low carbon economy, however, increasing access to finance to help expedite commercialisation of marine arrays and encourage more community owned and district heating projects is fundamental in our overall ambition to meet the target of 100 per cent electricity from renewables sources by 2020.”

Highlands & Islands Enterprise chief
Simon Brooks, European Investment
executive Alex Paterson:
Bank vice president:
“The deployment of the first commercial arrays is critical to the development of the wave and tidal industry. REIF has been established to overcome the financial challenges facing the pioneering businesses at the forefront of this developing sector.
“Today’s launch of the Renewable Energy Investment Fund marks an important step in low carbon innovation in Scotland and will help attract additional funding to the sector. The European Investment Bank welcomes the launch and recognises the important contribution of renewable energy to a low carbon future. We look forward to continuing to provide complementary support for key renewable energy investment in Scotland.”
“In the Highlands and Islands we are already seeing real benefits from both community involvement in renewables and from the dramatic impacts of the emerging wave and tidal sector in Orkney. With the North of Scotland at the centre of the emerging wave and tidal cluster, and communities across rural Scotland active in renewables projects, the REIF fund will be instrumental in placing Scotland at the forefront of the low carbon economy.”
Nial Gemmell, director, specialist debt finance, Scotland, for Barclays: “The finance industry needs the Renewable Energy Investment Fund to stimulate the investment market, build confidence for future investments and create projects that can mature into the mainstream finance market. “We are pleased to see the Scottish Government taking such steps to develop the fund and create a pipeline of projects that will potentially be of interest to the finance market.”
Scottish Renewables chief executive Niall Stuart: “This £103 million fund will inject much-needed investment into the development of the next generation of renewable technologies, such as marine energy and renewable heat. This kind of support can be a vital catalyst in attracting even greater levels of private investment. “Increasing use of renewable heat could make a significant reduction in carbon emissions and in tackling fuel poverty, given that around half of all energy used in Scotland is heat homes, businesses or industrial processes. Scotland is already at the forefront of developing and testing emerging wave and tidal technologies and, with the correct level of government support, we can become a global centre of excellence in both the deployment of these technologies and their accompanying supply chains.”

DUNBARTONSHIRE CHAMBER OF COMMERCE BUSINESS MAGAZINE • WINTER 2012
REIF has been designed to be complementary to other funds available, such as the Green Investment Bank, and is designed to support projects that are significantly advanced but have a demonstrable funding gap. The launch of the new fund was welcomed right across the finance sector.
Jeremy Biggs, CEO, Narec Capital Ltd: “The Renewable Energy Investment Fund has come at a critical time in the evolution of renewable energy projects. Its ability to pull through projects from the earlier stage to reach a point of commercial viability will help bridge an acute equity gap and stimulate the entire industry.”
Malcolm Chilton, managing director, Covanta Energy Limited: “The Renewable Energy Investment Fund is a welcome step in the right direction to give encouragement to develop projects and prompt major investment that will benefit the environment and the economy during a period when traditional sources of funding are risk adverse.”
Eurotrasnet Ltd, based in the Polaroid Building in Dumbarton, has now established its new division, Ad Hoc Translations which specialises in the translation of legal and financial documents from European, Asian and Arabic languages into English. This division will be run by a chartered accountant who has many years international experience in finance, accounting, economics, banking, mergers, acquisitions, business plans, prospectuses, investments and financial instruments. Ad Hoc Translations’ unique selling point is that all translations will be proofread by members of the legal or financial profession, who will work with our translators to ensure the correct use of terminology and the overall high quality of the translation. This is in contrast to the standard procedure of proofreading, using linguists who have limited knowledge of the subject matter. Ad Hoc Translations will work with our clients to build up terminology databases using machine assisted translation software.
T: 01389 742347 info@adhoctranslations.co.uk www.adhoctranslations.co.uk
The launch of the REIF comes less than a year after the UK Treasury agreed a Scottish Government proposal to release half of the £206 million Fossil Fuel Levy surpluses generated from Scotland’s energy industry to invest in renewables projects, with the remainder being made available to capitalise the UK Green Investment Bank.

Business Event Success West Dunbartonshire Council, Business Gateway, the Prince’s Trust Youth Business Scotland (PTYBS) and Dunbartonshire Chamber of Commerce (DCC) collaborated on the organisation and running of the free event which was held at World of Golf in Clydebank. Kai Karlsen, economic development officer, explained that there were 16 different kinds of assistance available from the council including various grants, loans and training opportunities. He highlighted the Graduates for Business Growth scheme which provides employers with 50 per cent of gross wages up to a maximum of £160 a week for a year. This is aimed at helping recent graduates secure employment. There’s also a New Employment Wage Subsidy which can pay 50 per cent of wages over 26 weeks for someone who was previously registered unemployed. Other speakers were (pictured) John Corcoran, honorary president of DCC who welcomed everyone to the event, Iain Stewart of Business Gateway, Sharita Guy of PTYBS and Gary Groves, president of DCC with Kai Karlsen (second left).

Rain Holds Off for Postponed Golf Day
LEADEN skies and persistent precipitation almost put paid to the postponed chamber golf day at Buchanan Castle Golf Club in Drymen in August writes John Corcoran, honorary president. This was the second attempt to hold the event thanks to our lovely summer weather. A decision was made to go ahead after listening to the forecast and in consultation with Keith Baxter, Buchanan Castle’s resident professional. Thankfully, by 11am it looked more promising and, by noon, the skies had cleared with the sun even threatening to shine. Our luck held, we teed off on time and it didn’t rain again until the final threesome walked off the course. Twenty-four took part and scoring was excellent under difficult course conditions with lots of lying water. Despite this we had a good day’s golf and a very happy bunch gathered in the clubhouse afterwards for some post match analysis! It’s well known that it’s not the winning that matters but the taking part that counts, but I can’t see me getting away without mentioning the winners. The singles prize went to Tommy Sheridan of Clydebank Estate and Letting Agents. I think we shall have to cut Tommy’s handicap in future as he is getting too good for the rest of us.

Amongst other winners on the day were Jim McAloon and his team from West Dunbartonshire Council, Alasdair Sinclair and his team from Campbell Dallas Accountants and Michael Devoy and his team from Alger Electrics.

Business Gateway Helps ‘Made in Heaven’ Grow John MacAskill and Elaine Watson decided that they wanted to use all their skills and experience to bring something totally fresh to the premium bath & body market. In growing the company, Made in Heaven has made full use of the services available to businesses. Prior to launching the product range, John and Elaine engaged with Business Gateway to access the services they offer to small businesses. From this they applied to the East Dunbartonshire Council’s Economic Development Team for grants to assist the business grow.
“Thanks to guidance from Business Gateway, we were able develop our ideas and ambitions,” said John “The grants we received helped us to purchase the capital equipment we needed to grow, develop and implement our online marketing strategy. This assistance has helped us to accelerate the growth of our business.” John and Elaine are now working hard to continue to promote Made in Heaven. “We already have a number of good orders we are fulfilling and are concentrating initially on developing the business in the UK.” To find out what events are on in your area visit www.bgateway.com/events.
