Working Together To Enhance The Watchet Harbour Marina Experience


Built just over 11 years ago as part of a regeneration plan for the town of Watchet, Watchet Harbour Marina has grown and developed into a full service boating home and visitor destination, with expansion always happening in the background. Whilst the site and regeneration has still to be completed, the Marina has continued to go from strength to strength. The Marina is located right in the centre of the town of Watchet, located on the West Somerset coastline. Being literally on the Bristol Channel, Watchet has become of the relatively few destinations for both pleasure and commercial craft in this area. The unspoilt waters and a stunning coastline help boaters enjoy the ‘lack of bustle’ as seen so often on the South Coast. 2012 and onwards will see the instigation of a new drive within the Marina operation to improve and enhance the entire Marina experience. Tackling such things as siltation and office and operational efficiency, the intention is to push the Marina forward for the benefit of both the customers and other users of the facility. As an independent operation Watchet can never be compared with marinas that are part of larger groups, but we can offer a friendly and professional experience that only a small personal team can provide. The Marina continues to work strongly with both local organisations and groups such as the yachting associations and clubs with an aim to encourage the development of not just the actual marina but Watchet itself. As a seaside town with a unique and fascinating history, we feel it is important to encourage and promote such things for the benefit of all. On behalf of our entire team here at Watchet we would like to thank you for showing an interest in the Marina, and of course most of all to wish everyone a happy time at sea! By Road Watchet is located 7 miles to the east of Minehead on the northern coast of Somerset. Access from the South – take the Taunton junction 25 from the M5, and follow signposts to Minehead and the A358. After passing through the village of Williton follow the A39 and take the B3190 into Watchet. As you drive down the hill into Watchet take the left over the railway bridge and then the first right and follow the road to the quayside. From the North – take the Bridgewater junction 23 from the M5 and follow signposts for the A39 and Minehead. After driving through Williton follow directions as above. All of the road routes are well sign posted – just look for Watchet Harbour.

Reproduced from The Macmillan Reeds Nautical Almanac 2001 with the permission of Nautical Data Ltd. Once in the Outer Harbour you will see the entrance to the marina. We ask that all boats try and make contact with the Marina Office before entering the inner harbour. There is a tidal flap sill in operation which allows access to the marina approximately 2 ½ hours either side of high water (sometimes less on neap tides). The entrance/exit is controlled by an automated traffic light system. When the gate is open it will alternate between red/green, red/red and green/red. The cycle is normally around 3 minutes either way. Boats may only proceed on a green light. There is often a strong eddy within the gate area itself during the first 15 minutes or so of the gate opening when on spring tides. We recommend that all boats wait until this has died down. Once in the marina please proceed to the berth allocated swiftly to avoid blocking the entrance.

Pilotage into Watchet Harbour Marina

By Rail

Watchet is fronted by a rocky foreshore which dries out for half a mile. The harbour is tidal and the outer harbour dries completely. Pleasure steamers can be accommodated on the West Pier and other small pleasure vessels are allocated designated areas.

The nearest main line railway is at Taunton with regular trains arriving. There is no direct connection to Watchet – however there is a Steam Train that runs for most of the way. If you catch the main line to Taunton and then a bus to Bishops Lydeard (approx. 5 miles from Taunton) you can then ride on the longest steam railway in the UK and arrive at Watchet in style! The entrance to the harbour lies between two breakwaters and is 28 metres wide. The breakwaters are marked with a lighthouse and beacon. The navigational guidance published in the Macmillan Reeds Nautical Almanac is:

Navigation: Waypoint 51o12’.00N 03o18’.80W, 028o/208o from/to harbour entrance, 1.1M. Rks/mud dry 5ca to seaward. Beware tidal streams 4 – 5kn at sp offshore and around W pier hd. Culver Sand (0.9m) is approx 6M NNE, marked by ECM and WCM lt buoys. 5M E of harbour are Lilstock range target buoys. DZ No 2 SPM buoy, Fl Y 10s, bears 030o/3.2M from Watchet.

There are bus stations at both Bridgwater and Taunton. The services run approximately every half an hour, although the services are limited in the evenings and on weekends and bank holidays.

Lights and Marks: Two unlit radio masts (206m) bearing 208o/1.6M from harbour entrance are conspic approach marks. Hinkley Point nuclear power station is conspic 7.3M to the E. W pier hd FG 9m 9M on Red (R) tr. E pier hd 2 FR (vert) 3M.

From Bridgwater: Service No. 14 or 15. From Taunton: Service No. 28 or X28.

There are airports located at Bristol, Exeter and Cardiff. Bristol and Exeter are located near to the M5 with Cardiff a bit further away. All are within easy reach of Watchet.

Marina Office The office is open from 7:30 am daily closing at 5:00 pm in Winter and tide dependent hours in the Summer. A listening watch on VHF Channel 80 is maintained during office hours. Visitors out of hours are asked to make their way up the pontoons to the gate and follow the instructions as posted. Staff members are on call for emergencies at all times. The office is located within the Marina shop, situated on The Esplanade and overlooking the Marina.

Marina gate Due the large tidal range of the Bristol Channel the entrance into the Marina is through a gate which is open approximately 2 ½hours either side of high tide. Please call the Marina to find out approximate gate opening times and high tide times on 01984 631264 or look on the Marina website.

Security The Marina has CCTV covering some of the site. An electronic access key fob entry system operates at the Marina for the Pontoon Gate, which also opens the toilets and shower and laundry room. Fobs are issued to all berth holders and visiting boat owners. We request that all fobs are returned when the boat leaves. Please note that from time to time various security procedures are run to ensure that fobs are not in the wrong hands. If your key fob ceases to work, please check with the Marina Office.

Boat Keys We are happy to hold boat keys for Marina berth holders for both emergency and contractor use. Please note that if you wish a third party to access your keys and boat, prior notice must be given to the Marina Office.

Safety around the Marina The Marina complies with recommended guidelines of The Yacht Harbour Association and the British Marine Federation. Children should be supervised by

an appropriate adult and wear suitable life jackets whilst on the pontoons. It is the responsibility of berth holders to ensure that any guests are aware of safety considerations. Marinas and boat yards are naturally hazardous environments so special care should be taken. Please walk and not run on the pontoons as they can be slippery when wet or in icy weather conditions. Please take additional care when consuming alcohol around the Marina. Bikes may not be ridden on the Marina pontoons, and we ask that people do not obstruct the pontoon walkways.

Fire Watchet Harbour Marina works closely with the local fire brigade to ensure and promote fire safety. There is a manual fire bell located at the bottom of the main pontoon ramp, and there are fire extinguishers located throughout the Marina. In the event of fire, people should raise the alarm and evacuate the Marina as quickly as possible. The assembly point is by the flagpoles at the end of The Esplanade. The Emergency Services can be contacted by dialling 999.

Electricity and Fresh Water A 240v 16A supply is available on the pontoons and in the boat yard along with fresh water. Water is supplied at no charge, Electricity is on a meter and invoiced on a monthly basis. Please ensure there are no live cables lying on the pontoon and consider the amount of supply to your vessel to avoid overloading. Each outlet is 16 amp, please ask a member of staff if you have any doubts. We try our best to keep a constant electricity supply however we cannot be held responsible for the consequences of any loss of electricity. Due to water supply regulations we are unable to provide hoses or connectors for the fresh water taps, and we ask that users disconnect their own hoses as soon as use of the water supply has finished. We have been instructed to remove any hoses left attached and not in use.


Fuel Marine diesel is available on the hammerhead of C pontoon between the hours of 0730 and 1630 hours. It is not available for road use, and a declaration of usage will have to be made when fuel is purchased. The nearest petrol station is in Williton – approximately 2 miles away. Calor Gas and Camping Gas is also available on site.

Please note the bins are provided for waste associated with your boating, and not for general household domestic use. We also ask that rubbish is not left on the pontoons or around the bins. If the bins are full please ask at the Marina Office. Please do not put fish guts or bait in the bins. These should ideally be disposed of at sea, outside the Marina.

Trolleys

Laundry

Trolleys are available at the Marina for the use of our customers and should be returned after use. A pound coin is required to take a trolley which can be retrieved upon return. Trolleys can be located at the top and bottom of the gangway. Please do not allow children to play with the trolleys and take care when using the trolleys, especially on the pontoon ramps. Please do not leave the trolleys outside the Marina gates or obstructing the main pontoon walkways.

The laundry is situated next to the toilets. Both the washer and dryer are coin operated (£1.00 coins) and are accessible 24 hours. Please do not use these machines for heavy or very large items, or anything that is very heavily soiled.

Please keep all pets under control and ensure that if your pet ‘leaves a mess’ that it is cleaned up and disposed of. There are bins located on the railings along The Esplanade.

Check your emails and surf the internet from your boat! Please contact the Marina Office to obtain access (available to berth holders only).

Washing Facilities

Shop and Chandlery

Please use the Marina facilities when berthed and not your vessel’s WC. The facilities are checked and cleaned on a regular basis, but we do ask that you leave the facilities in the same condition as you would expect to find them. However if you have any concerns, please notify the Marina Office.

Alongside the Marina Office we offer a chandlery, clothing and bacon rolls and ice cream! If we do not have your item in stock we can order it from a number of suppliers.

Waste disposal

A weather forecast for the day is posted in the Marina Office along with tide times and gate openings.

General Waste bins are available at the pontoon gate along with glass recycling bins. If you have a large amount of dry recyclable waste (cardboard, paper, metal cans and plastic bottles etc.) Please ask at the Marina Office. There is a waste oil tank located next to the large green diesel tank opposite the main pontoon gate (please dispose of used oil cans in the bins). Please ask at the Marina Office if you need to dispose of batteries or scrap metal. There is a chemical toilet disposal point located at the side of the laundry room.

Swimming and diving Swimming and diving is not permitted within the Marina.

Weather forecasts

Insurance It is a requirement of the Marina’s terms and conditions that all vessels berthed or stored ashore should hold third party liability insurance cover to the value of £2 million. We require that a copy of a valid insurance certificate is held by the Marina Office, and must also be produced upon request. Checks are undertaken throughout the year.

First Aid All Marina Staff are First Aid qualified and a first aid box is located in the Marina Office. There are also small first aid kits in all of the fire extinguisher boxes on the pontoons.

Contractors Only registered sub-contractors can work within the Marina and use the parking facilities. For the benefit of customers all contractors must provide proof of liability insurance before they can commence work on the site, and may be asked to leave if this is not forthcoming.

Car Parking The Marina car park is located on the East Quayside. Please park with consideration for other users of the Marina and remember that HGV’s and Cranes are in operation around the site.

Family atmosphere Watchet Harbour Marina is a friendly family Marina. We expect you to contribute to this by showing consideration for other berth holders and Marina users. This is especially important if returning to boats late in the evening. If you have any complaints or concerns please notify the Marina Office.

Terms and conditions The terms and conditions of the Marina are provided on arrival at the Marina Office, at renewal time, and are also published on the Marina notice boards. Marina users should ensure that they have taken adequate precautions against the theft or damage of property. The Marina does not accept responsible for any theft or damage caused by a third party.

Staying Safe When At The Marina Good safety procedures •

Take care when on the pontoons, particularly in adverse conditions.

Do not run or cycle on the pontoons.

Use hand rails when walking along the access points.

Ensure all non-swimmers and children wear life jackets whilst on the pontoons.

Do not allow children to play with the marina trolleys.

Do not hold barbeques on the pontoons.

Do not leave fuel cans, gas bottles or any other hazardous material on the pontoons empty or full. Please only refuel at the fuel pontoon.

Allow pontoon water supply to run for 30 seconds before filling your tanks.

Marina SOS stations Marina SOS stations are positioned on the pontoons. Each red box houses a fire extinguisher, life ring and first aid kit, with a rescue ladder positioned nearby. Locations of these can be found in the Marina plan. It is important that all marina users familiarise themselves with the location of the SOS stations. If you are unfortunate enough to fall into the marina, don’t forget a number of boats also have ladders and bathing platforms at the rear so it’s worth briefly familiarising yourself with other boats that are moored near to yours! All of the safety equipment is also available around the site and from the Marina Office.


Fire Drill Raise the alarm – there is a manual fire bell at the bottom of the main pontoon ramp, or just shout! Contact the Marina Office during the day or the fire service directly at night. Clear the area of any people who may be in danger, especially those that are downwind of the fire.

Boat yard (see also Boat Yard Rules and Advice) When anti-fouling, hull supports are not to be moved without the direct supervision of Marina Staff. No welding or grinding to be performed without written permission of the Marina Manager.

Tackle the fire only if it is safe to do so.

Please do not allow children to play within the boat yard and keep children under close supervision at all times.

Leave the area in a safe calm manner – do not run and bear in mind other people will be evacuating also.

All debris or equipment must be stored away and should not cause a trip hazard.

Gather at the assembly point in the Marina which is by the flagpoles next to the shower.

Power cables must be in good repair and again should not cause any trip hazard.

Falling in

Customers should consider the hazards of working at a height whilst vessels are stored on shore. Please ensure ladders/platforms are properly supported.

There are fixed rescue ladders on each pontoon leg. Be sure you know where these ladders are. Life buoys are available at each SOS station.

Speed Restrictions Please observe the ‘dead slow’ speed limit and in particular do not create any wash within the marina.

Winter Please take care during cold and icy conditions. Salt can be provided to customers who wish to salt their pontoon. The Marina Staff will endeavour to salt the main pontoon walkways when safe to do so. Please contact the Marina Office for any assistance.

Marina Recommended Safety Safety Equipment Safety Check – This service is offered free of charge and gives valuable advice to boat owners. It can cover both safety equipment and a check over individual boats if requested. The Marina Staff will periodically organise safety equipment checks in conjunction with the RNLI. Yacht and Boat Safety Scheme – The Coast guard operate this scheme which can assist in search and rescue situations. Form CG66 is available from the Marina Office or the local Coast guard station or via the internet. Seamanship and Navigation – RYA practical courses are an invaluable way to learn the necessary skills to ensure the safety of your vessel and crew. There two local providers of the RYA courses – please ask in the Marina Office.

Before running engines ashore, please check with Marina Staff as engine vibrations can shake wooden blocks loose. Under no circumstances can people interfere with or move cradle legs, wooden blocks or shores. Please ask in the Marina Office for assistance.

Do not pour chemicals and hazardous liquids down the drain – we have a waste oil tank. Children should not be allowed to ‘play’ within the boat yard – it can be a hazardous place. Electricity is available – please ask at the Marina Office. Leads must be of the outdoor 16amp type.

People must not ascend yacht masts whilst boats are ashore. Masts cannot be lowered whilst boats are ashore without permission from the Marina Office.

We advise that ladders and steps are not left propped up by boats and are locked up.

Sails must be removed from boats that are ashore (preferably before boat is lifted).

Security is your responsibility. We suggest you do not leave valuable items on display, and that boats and engines are securely locked up.

Any major works (such as blasting, grinding, welding etc) must be approved by the Marina Staff before they commence. Appropriate measures such as protecting other boats must be considered.

Boats, trailers and other items must not be left on the marina site without permission from the Marina Office. Unidentified items may be removed and disposed of.

All contractors working on boats must visit the Marina Office before starting work and provide proof of insurance. A fee may apply. Any contractors working on Watchet Harbour Marina’s land without permission may be asked to leave. All rubbish in any form must be placed in the appropriate bins and tanks as provided. Any rubbish that has to be cleared by Marina Staff will attract a fee. Black refuse bags are available from the Marina Office at no cost.

Care must be taken whilst driving vehicles in the yard, especially when crane operations are underway. Vehicles should ideally be parked away from boats ashore for obvious safety reasons, and must not be parked in any way so as to interfere with boat yard operations.

Being an Environmentally Friendly Boater At Watchet Harbour Marina we are keen to promote environmentally friendly boating both in the marina and the surrounding waters. We are all water users and protecting what we have is, we believe, something for which we are all responsible. We ask that whilst people are in the marina, they respect their neighbours by not causing or contributing to any excess noise. From halyards flapping against masts to loud parties and revving engines, there are many noises which we can keep to a minimum. Please be aware that speeding and causing excessive wash is both disruptive and dangerous, especially in confined spaces. If close to the shoreline it can also damage and disturbance to both the wildlife and shoreline. Please keep your speed to a minimum. Smokey engines don’t just cost the owner money; it pollutes the environment and makes it very uncomfortable for other marina users. If you have a smoky engine, we encourage you to get it checked by a marine engineer. Dumping rubbish and waste over the side is both unsightly and damaging to wildlife. There are bins on the marina site so please use them. It is an offence under the Merchant Shipping Regulations (Prevention of Pollution by Garbage) 1988 to dump rubbish in a river or at sea.

Human Waste should under no circumstances be disposed of in the marina. It is both unsightly and a health hazard to other water users. Shore facilities are available or please use a holding tank. Small spillages and drips can quickly have a much larger cumulative effect on the marine environment. Be careful when filling tanks and if possible fill any portable tanks away from the water’s edge. There is a waste oil disposal tank near the main pontoon ramp. Be aware that scrapings of antifoul from boats ashore should not be allowed to enter the water. Please sweep and bag them up. Please do not leave old batteries on the pontoons. We appreciate they can be heavy but they can be a trip hazard and unsightly. Marina trolleys are available around the pontoon ramp, or please ask for assistance. We can recycle old batteries – please let us know. Do not pour old oil or other chemicals down the drain. There is a waste oil tank near the shower block. Please pour any oil in and dispose of the can.

Minehead

Situated across the Bristol Channel from Watchet and inside the Barrage is Cardiff Bay. This is an up and coming yachting destination with yacht clubs and marinas alike to cater for all needs. There is all – tides access for small craft and the waters within the bay offer an exciting and different place to visit.

Situated just some 8NM from Watchet, Minehead offers a small drying harbour amongst the picturesque Somerset coastline. There is access 2 hours either side of HW and the harbour offers reasonable shelter. The Harbour can get quite crowded during the summer and larger vessels may have to anchor outside.

Bristol Located approximately 7.5NM upstream from the mouth of the River Avon is Bristol’s Historic Docks. This is a locked harbour within the city centre giving ideal access to everything you would expect of a thriving city such as entertainment, food and drink. There are a number of special events on within the city throughout the year. There are visitor moorings available either within the floating harbour or within Bristol Marina, although both options should be explored before arrival due to demand. Porlock Weir Access to this beautiful little harbour is 1 ½ hours either side of HW. There is a drying harbour within the gates which offers good shelter, and also a small pool just outside the gates which offers an approximate minimum depth of 1m and larger vessels can anchor out in the bay. Swansea

Ilfracombe is a bustling yet truly picturesque harbour and town on the North Devon Coastline. There is an inner and outer harbour and both are accessible in most wind directions and between 2 to 3 hours either side of HW. The Inner Harbour dries out and offers both moorings and a harbour wall to lie against, and there are a few visitor moorings in the outer harbour. Ilfracombe is used by pleasure steamers so it is important not to anchor in the channel. Ilfracombe has much to offer and continues to grow as a popular cruising destination. The yacht club welcomes visiting yachtsmen and there are a number of marine trades on offer here.

Situated on the River Tawe, Swansea is a popular city with a marina offering good shelter and full services. Being Wales second largest city there is much on offer to keep visitors entertained, The marina is accessed via the Tawe Barrage Lock which is operated on request approximately 4 ½ hours either side of HW. Lundy Lundy, the largest island in the Bristol Channel is located just off the North Devon Coast. There is a main anchorage located at the South East end of the island which provides good shelter. The Town Watchet is a fascinating town with a history that can be traced back over many centuries. What at first appears to be a sleepy seaside town has been visited by many famous people and it has been the location of some important events. There is clear evidence of Roman influences in the area, and during the AngloSaxon period it became a place important enough to have its own Mint. The town was also classed as one of the ten Burghs of Wessex (fortification). Viking raids were common with records stating as such for AD918, 977, 988 and 997. Coins from Watchet have been unearthed as far away as Scandinavia. There is much history associated with religion and literature in Watchet. Indeed it was the town that inspired Samuel Taylor Coleridge to write The Rime of the Ancient Mariner whilst staying with Wordsworth at The Bell Inn during 1797. A statue of Coleridge is situated upon the Town’s Esplanade.

The Harbour Watchet can be classed as an Ancient Port with a rich history that can be traced back over 1000 years. The harbour was originally used as a commercial port where fishing and shipbuilding was common, along with such exports as lime, agricultural products and cloth. Imports ranged from salt and coals to alcohol, as well as a healthy line in smuggling (or ‘Free Trade’ as they preferred to call it!) Watchet has also been used as a port for military purposes, and it was here that a very rare event occurred in that Paramilitary troops on horseback captured a Royalist ship at sea – albeit in shallow water. In later years iron ore became of one the staple exports and the harbour was rebuilt a number of times. There were over 110 ship movements in 1862 totalling over 13000 tonnes. The harbour was enlarged and continued to thrive. In 1900 came disaster in the form of an enormous storm. In a Westerly gale ships were smashed and the harbour walls were breached. The resulted in the creation of The Watchet Urban District Council which enabled the necessary funds to be raised and the harbour rebuilt. The harbour has been damaged in subsequent years but each time has risen to thrive again. Since then a number of other things have happened around the harbour such as a ship dismantling business and the instatement and removal of a lifeboat station. Commercial use continued with the export of car parts, tractors and other industrial parts. In 1999 the harbour was no longer deemed to be a commercial port due to new harbour laws. This eventually saw the construction of the marina – and so began the next role for Watchet Harbour.

And chased us south along. With sloping masts and dipping prow, As who pursued with yell and blow Still treads the shadow of his foe, And foward bends his head, The ship drove fast, loud roared the blast, And southward aye we fled. And now there came both mist and snow, And it grew wondrous cold: And ice, mast-high, came floating by, As green as emerald. And through the drifts the snowy clifts Did send a dismal sheen: Nor shapes of men nor beasts we ken The ice was all between. The ice was here, the ice was there, The ice was all around: It cracked and growled, and roared and howled, Like noises in a swound! At length did cross an Albatross, Thorough the fog it came; As it had been a Christian soul, We hailed it in God's name. It ate the food it ne'er had eat, And round and round it flew. The ice did split with a thunder-fit; The helmsman steered us through! any people come to Watchet and Bristol Channel for the excellent sea fishing. The fish caught obviously depends on the time of year but some to look out for are Cod, Conger Eels, Smooth Hound, Tope and Rays. There are two charter fishing vessels which are based in and operate out of Watchet. The Seafire and Scooby Doo Too are available on an individual basis and for groups. They are fully DoT Licensed and provide all the bait, tackle and tuition that you will need. They operate 4 hour and 8 hour trips and are suitable for novices and experts alike. Both boats have toilets aboard and will provide hot drinks – all you need to take is appropriate clothing and of course yourself! Due to the excellent fishing during the colder months the marina offers a winter 6 monthly berthing package. This includes berthing and trailer storage and runs from September through to the end of March. Please ask in the Marina Office for details. Being located on the edge of Exmoor there is of course plenty of scope for fresh (Coarse) fishing. With plenty of rivers and reservoirs as well as dedicated fisheries you can be spoilt for choice. There is information in the Tourist Office on The Esplanade overlooking the marina.

he Watchet Boat Museum is in the 1862 railway goods shed opposite the rail station. In 1996 Tony James and Bruce Scott borrowed an old Bridgwater Bay Flatner from the County Museum store to sail at the Bristol Festival of the Sea. It had not been the water since the mid 1960’s so there was a lot of bailing. Tony was still sufficiently impressed that he and friends measured the boat and made the first flattie in Watchet probably for one hundred years. They named it ‘Yankee Jack’ in memory of the famous local shanty-man John Short. Many of his shanties are on the CD that plays quietly as background in the museum. The railway shed became a workshop and eventually a museum dedicated to flatners and a fine selection of associated maritime items. The oldest is the massive seven candle power iron stern lantern thought to date from 1700. There are now eight boats showing the development from carrying withies and peat on the Somerset Levels to fishing in the Bristol Channel. There is a play boat and other items to intrigue children of all ages.

The Watchet team members have a variety of backgrounds and personal experience, both on and off the water. They include RYA Trained Boat Owners and users, sailors, fishermen, rock climbers, hill walkers, and their full time occupations Include Retail Sales, Police, Hydrographic Office, Builders, Building Inspector, Business Management, Dental Technician and First Aid Trainer. Called out to many incidents all year round, they are on call 24 hours a day, 365 days a year, as well as performing regular patrols of the coastline and training every week.

This valuable piece of equipment could save your life. Always have your VHF switched on at sea, as whilst you may be anchored safely, someone nearby may call up on channel 16 and you could be able to offer assistance, but be unaware of the emergency as you are not listening. Don't rely on mobile telephones. They cannot be used to triangulate a position by the Lifeboat or Coast guard and reception reduces the further you leave the coast. Get trained. The RYA and other organisations offer all sorts of courses, from navigation to VHF radio, as well as power boating and cruising and yachting courses. Less people get into trouble at sea if properly trained for the environment and activity. Ensure your distress flares are in date and that they are disposed of properly, If you have out of date flares and need to arrange their safe disposal, in the first instance you should contact the supplier you bought them from to see if they will take them back. For advice on safe disposal visit www.direct.gov.uk or call 01803 882 704. Watchet Coast guard cannot accept them for destruction and it is illegal to dump them at sea or anywhere else.

The Coast guards would like to remind all berth holders at the marina of the following:

Don't drink alcohol before going in or on the water.

Always tell someone when you are going afloat, what time you are due back, and if on a passage what the passage plan is.

Always wear a killcord, when using a Power Boat such as a RIB. If you are thrown from the boat it will stop the engine.

Check the Weather and Tides before setting out.

Register your boat with the Coast guard on a CG66 form. These are available on line, or call at the Watchet Coast guard Station when passing and ask for one. This information assists the coast guard at times of an emergency when we will already know all about your boat and save valuable time. It is held on record at the MRCC ( Swansea ).

Ensure all equipment is in good working order, that engines are regularly serviced and spare fuel carried at all times. Always wear a life jacket, They are made for good reasons and are no good down in a locker when you are knocked over the side of the boat! Make sure that VHF Radio equipment is fitted and

he 1st Watchet Sea Scout Group is part of the worldwide Scout Association. We are a voluntary organisation supported only by our own fundraising and charitable donations from members of the public. The leaders of the various sections give up their time freely to instruct the young people in all aspects of Scouting. The Group has existed since 1926 and, apart from a break during the Second World War, we have provided activities for our members to the present day. The Group comprises 4 sections with currently 100 members; Beaver Scouts, aged 6 to 8 years, Cub Scouts aged 8 to 10 ½ years, Sea Scouts aged 10 ½ to 14 years and finally the Explorer Scout section aged 14 to 18 years. From the age of 18 the members can become scout network members or take out warrants and become young leaders. The 1st Watchet Sea Scout Group is unique in Somerset as we are the only Water active Sea Scout Group in the County. We offer our members a wide range of waterbased activities, as well as the traditional Scouting Skills. As a result of our varied water-based programme we attract members from all over the West Somerset area. We are proud to boast that since 1992 the group has held recognition from the Royal Navy as one of the best groups in the United Kingdom. Only 101 Sea Scout groups have this recognition for their hard work and training of the members in the various activities we undertake. Benefits of the recognition includes access to Royal

Navy Facilities including HMS Excellent in Portsmouth as well the opportunities to go on board HM Ships at sea. Watchet Harbour Marina often host the Archer Class Patrol Boats HMS Express and Exploit whom the scouts have been across the channel with, and helped train their student crews in power boating. More recently the Scout Group has been awarded RYA Training Centre Status and now proudly flies the RYA Ensign from it’s water activity Centre on the West Quay, having spent the last 12 months building new changing facilities. The group being able to award RYA certificates in Dinghy Sailing, Power Boating and VHF Radio Licences. Our activities include sailing, kayaking, power boating, rowing, swimming, hill walking, lightweight and standard camping, archery, mountain biking, life skills and many more which are contained within the scout progress awards. The Sea Scouts can regularly be seen either pulling, kayaking, dinghy sailing or power boating in the marina and outer harbour or out to sea. Many of them are now proficient helms both in power and sailing, as well as licenced VHF Radio holders. WATCHET HARBOUR MARINA GENERAL CONDITIONS OF BERTHING, MOORING AND STORAGE ASHORE 1. In these Conditions, the Company shall mean the Company and/or its Agents to whom the application for berthing is made which may be one or more of its Associated Companies, Concessionaires, Tenants and Assignees for the operation (if any) of the Boat Repair Yard Brokerage, or any other Harbour Facility. The expression "Harbour" shall include a Yacht Harbour, Marina, Moorings or any other facility for berthing a yacht. The expression "Owner" shall include a Charterer, Master, or Agent or other person for the time being lawfully in charge (other than the Company) of the vessel or vehicle. 2. (a) All vessels and vehicles in or on the Company's Harbour or premises may be moved by the Company to any other part of the same Harbour or premises. (b) The Company shall not be liable whether in contract, tort or otherwise, for any loss, theft, or any other damage of whatsoever nature caused to any vessel or vehicle or other property of the Owner or others claiming through the Owner except to the extent that such loss theft, or damage may be caused by the negligence or willful act of the Company or those for whom the Company is responsible, (c) The Owner shall indemnity the Company against all loss, damage, costs, claims or proceedings incurred by, or instituted against the Company or its servants or agents which may be caused by the Owner's vessel or vehicle or by the Owner, his servants, agents, crew, guests or sub-contractors except to the extent that such loss, damage, costs, claims or proceedings may be caused by the negligence or willful act of the Company or those for whom it is responsible. (d) The Owner shall maintain third party insurance in respect of himself and each of his vehicles or vessels, his crew for the time being, and his agents, visitors, guests and sub-contractors in a sum of not less than ÂŁ2,000,000 in respect of each accident or damage and in respect of each vessel, adequate salvage insurance. Such insurance shall be effected and maintained in an insurance office of repute and the Owner shall produce the policy or policies relating thereto to the Company on demand. 3. No part of the Company's Harbour or premises or of any vessel or vehicle while situated therein or thereon shall be used by

the Owner for any commercial purposes. 4. Within 7 days of any sale, transfer or mortgage of any vessel which is subject to a current licence granted to the Owner by the Company subject to these conditions the Owner shall notify the Company of the name and address of the Purchaser, Transferee or Mortgage, as the case may be. 5. (a) Subject to paragraph (b) of this Condition no work shall be done to the Vessel whilst at the Company's Harbour premises or moorings (unless with the prior written consent of the Company which may be withheld at its sole discretion), other than minor running repairs or minor maintenance of a routine nature by the Owner, his regular crew, or members of his family not causing any nuisance or annoyance to any other users of the Company's Harbour premises or moorings or any other person residing in the vicinity. (b) Prior written consent for work to be carried out on the Company's Harbour premises or moorings shall not without good cause by withheld in the following circumstances: (i) Where the work to be carried out is work for which the Company, its concessionaires or those who normally carry out work on its behalf would normally employ a specialist sub-contractor; or (ii) Where the Company is satisfied that the whole of the work is remedial and not servicing and is being carried out under warranty by the manufacturer and/or supplier of the Vessel or any part of her equipment to which the warranty relates. (iii) If the Company has set aside an area of the Company's Harbour premises or moorings where Owners may carry out work on their Vessels, and the work for which consent is sought is restricted to that area and is not to be carried out in a manner prohibited under Regulations for the time being made by the Company with regard thereto. 6. The Company has the right to exercise a general lien upon any vessel and/or other property of the vessel's Owner whilst in or on the Company's Harbour or premises until such time as any money due to the Company in respect of the vessel and/or other such property whether on account of rental, storage, commission, access or berthing charges, work done, utility bills or items sold on account or otherwise shall be paid. 7. (a) The Company shall have the right (without prejudice to any other rights in

respect of breaches of these conditions by the Owner) to terminate the licence granted to the Owner in the following manner in the event of any breach by the Owner of these Conditions or any failure by the Owner to make any payment due to the Company. If the breach is capable of remedy or the Owner has failed to make any such payment the Company may serve notice on the Owner specifying the breach or the failure to pay and requiring him to remedy the breach or pay the amount due within 14 days. If the Owner fails to remedy such breach or pay the amount due within 14 days, or if the breach is not capable of remedy, the Company may serve notice on the Owner specifying the breach or failure to pay (when not already specified) and requiring him to remove the vessel within 28 days, at the expiration of which the Owner shall remove the vessel and any other property of his from the Company's Harbour and premises. The Company shall refund to the Owner the unexpired portion of the licence fee (disregarding any discount given) subject to a right of set-off in respect of any damage suffered by it and/or other monies owing as a result of any of the matters giving the Company the right to terminate the licence. (b) When no date of termination has been agreed in writing between the parties, the Company or the Owner may terminate the licence granted to the Owner by giving the other 28 days' notice of such termination, at the expiration of which the Owner shall remove the vessel from the Company's Harbour and premises. (c) If the Owner fails to remove the vessel on termination of the licence (whether under this Condition or otherwise), the Company shall be entitled: (i) to charge the Owner with the rental which would have been payable by the Owner to the Company if the licence had not been terminated for the period between termination of the licence and removal of the vessel from its Harbour and premises and/or (ii) at the Owner’s risk (save in respect of loss or damage caused by the Company’s negligence during such removal) to remove the vessel from its Harbour and premises and thereupon secure it elsewhere and charge the Owner with all costs arising out of such removal including alternative berthing fees. 8. In all cases where a contract of hire or licence to occupy any moorings, berth, storage space, property or facilities may be lawfully terminated by notice, the same


shall be deemed to be lawfully served if served personally on the Owner or sent by registered post or recorded delivery service to the last known address in the United Kingdom of the Owner or to the principal place of business of the Company. 9. Vessels stored at seasonal rates ashore or in mud berths will be launched or put afloat as near the end of the seasonal period as in the Company’s opinion tide, weather conditions and available facilities permit and in such sequence as to avoid moving other vessels for this purpose and also so as to make the most economical use of the facilities at the Company’s disposal. At the Owner’s request the Company will, if possible, launch his vessel at any suitable tide and weather conditions, but the cost of moving other vessels for this purpose and/or any attendant expenses must be paid for by the Owner. The basis of such charges is available to the Owner on request. 10. Any vessels or other goods left at the Company’s harbour or premises are subject to the provisions of the Torts (Interference with Goods Act 1977), which confers on the Company as bailee a right of sale exercisable in certain circumstances. Such sale will not take place until the Company has given notice to the Owner or has taken reasonable steps to trace him in accordance with the Act. A similar right of sale shall also arise when any vessel or other goods of which the Company is not a bailee are left at the Company’s harbour or premises. Any obligation of the Company towards vessels or goods left at its harbour or premises ends upon the expiry or lawful termination of the grant to the Owner of facilities in respect of such vessels or goods and the Company accepts no responsibility for loss or damage to any vessels or goods left at its harbour or premises without its consent save in so far as such loss or damage is caused by the negligence of the Company or those for whom the Company is responsible. 11. If in the Company’s opinion such be necessary for the safety of the vessel or for the safety of other users of the harbour or premises or for their vessels or for the safety of the Company’s harbour, premises, plant or equipment, the Company shall have the right to moor, reberth, move, board, enter or carry out any emergency work on the vessel and except to the extent that such mooring, reberthing, movement, boarding, entering or emergency work arises from the negligence of the Company or those for whom the Company is responsible, the Company’s reasonable charges therefor shall be paid by the Owner. 12. Unless he has the Company’s prior consent, the Owner shall not lend or transfer the berth (this licence being personal to the Owner relating to a particular vessel and non- assignable) nor shall he

use the berth for any other vessel. Subject to any special condition of the Company to the contrary, if the Owner notifies the Company in writing that the vessel will be away from the harbour and premises for 28 days or more and the Company is able to re-licence, on a continuous basis for a period or periods of not less than 28 days each, the berth normally occupied by the Owner’s vessel, the Company shall pay the Owner not less than one-third of the licence income so received for each such period.

20. Dinghies, tenders and rafts shall be stowed aboard the vessel unless a berth is separately provided by the Company.

13. Vessels shall be berthed or moored by the Owner in such a manner and position as the Company may require and unless otherwise agreed the necessary warps and fenders shall be provided by the Owner.

23. The Owner shall take all necessary precautions against the outbreak of fire in or upon his vessel and the Owner shall observe all statutory and local regulations relative to fire prevention (if any) which shall be exhibited at the offices of the Company.

14. Nothing in the Licence shall entitle an Owner to the-exclusive use of a particular berth. 15. Berths (including those occupied by vessels on the Company’s harbour or premises or facilities for servicing, overhauling or repair) shall be licensed for the periods from time to time published by the Company at reference to the Company’s published list of charges ruling at the commencement of the licence. 16. All persons using any part of the Company’s harbour premises or facilities for whatever purpose and whether by invitation or otherwise do so at their own risk unless any injury or damage to person or property sustained within the Company’s harbour premises or facilities was caused by or resulted from the Company’s negligence or deliberate act or that of those for whom the Company is responsible. 17. No vessel, when entering or leaving or manoeuvring in the harbour shall be navigated at such a speed or in such a manner as to endanger or inconvenience other vessels in the harbour. Vessels are at all times subject to the speed restrictions and bye-laws of Harbour, Navigation or other authorities. 18. No noisy, noxious or objectionable engines, radio, or other apparatus or machinery shall be operated within the harbour or premises so as to cause any nuisance or annoyance to the Company, to any other users of the harbour or premises or to any person residing in the vicinity and the Owner undertakes for himself, his guests and all using the vessel that they shall not behave in such a way as to offend as aforesaid. Halyards shall be secured so as not to cause such nuisance or annoyance.

21. Owners and their crew are required to park their motor vehicles in such position and in such manner as shall from time to time be directed by the Company. 22. No items of boats, gear, fittings or equipment, supplies, stores or the like shall be left upon the pontoons, jetties or car parks.

24. The Company reserves the right to introduce regulations which relate solely to the administration of the Company’s harbour and premises and which are not inconsistent with these Conditions, and to amend such regulations from time to time. Such regulations and any amendments to them shall become effective on being displayed on the Company’s public notice board or other prominent place at the Company’s premises, and the Company shall have the same rights against the Owner for a breach of the regulations as for a breach of these Conditions. 25. (a) The Company shall have the right by notice in writing to the Owner forthwith to terminate this Licence if at any time the Company’s harbour or premises shall be so damaged impeded or interfered with by force majeure (as hereinafter defined) as to render it likely that the Company will be unable to continue to provide a berth, mooring or storage ashore accommodation in accordance with the Licence entered into between the Company and the Owner. (b) In this Clause force majeure means any event or circumstances (whether arising from natural causes, human agency or otherwise) beyond the control of the Company including (insofar as beyond such control but without prejudice to the generality of the foregoing expression) weather conditions, riots, civil commotion, aircraft, fire, breakdown or war. (c) In the event of such termination as aforesaid the Company shall refund to the Owner the unexpired portion of the Licence fee (disregarding any discount given).

19. No refuse shall be thrown overboard or left on the pontoons, jetties or car parks, or disposed of in any way other than in the receptacles provided by the Company or by removal from the Company’s harbour and premises.
